Asia is one of the world’s most notable geographical regions, which is either considered a continent in its own right or a subcontinent of Eurasia, which shares the continental landmass of Afro-Eurasia with Africa. Asia covers an area of 44,579,000 square kilometres (17,212,000 sq mi), about 30% of Earth’s total land area and 8.7% of Earth’s total surface area. The continent, which has long been home to the majority of the human population, was the site of many of the first civilizations. Its 4.7 billion people constitute roughly 60% of the world’s population.

In general terms, Asia is bounded on the east by the Pacific Ocean, on the south by the Indian Ocean, and on the north by the Arctic Ocean. The border of Asia with Europe is a historical and cultural construct, as there is no clear physical and geographical separation between them. It is somewhat arbitrary and has moved since its first conception in classical antiquity. The division of Eurasia into two continents reflects East–West cultural, linguistic, and ethnic differences, some of which vary on a spectrum rather than with a sharp dividing line. A commonly accepted division places Asia to the east of the Suez Canal separating it from Africa; and to the east of the Turkish Straits, the Ural Mountains and Ural River, and to the south of the Caucasus Mountains and the Caspian and Black seas, separating it from Europe.

China and India alternated in being the largest economies in the world from 1 to 1,800 CE. China was a major economic power and attracted many to the east, and for many the legendary wealth and prosperity of the ancient culture of India personified Asia, attracting European commerce, exploration and colonialism. The accidental discovery of a trans-Atlantic route from Europe to America by Columbus while in search for a route to India demonstrates this deep fascination. The Silk Road became the main east–west trading route in the Asian hinterlands while the Straits of Malacca stood as a major sea route. Asia has exhibited economic dynamism (particularly East Asia) as well as robust population growth during the 20th century, but overall population growth has since fallen. Asia was the birthplace of most of the world’s mainstream religions including Hinduism, Zoroastrianism, Judaism, Jainism, Buddhism, Confucianism, Taoism, Christianity, Islam, Sikhism, as well as many other religions.

Given its size and diversity, the concept of Asia—a name dating back to classical antiquity—may actually have more to do with human geography than physical geography. Asia varies greatly across and within its regions with regard to ethnic groups, cultures, environments, economics, historical ties and government systems. It also has a mix of many different climates ranging from the equatorial south via the hot desert in the Middle East, temperate areas in the east and the continental centre to vast subarctic and polar areas in Siberia.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

(Official US definition)

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

South Korea, officially the Republic of Korea (ROK), is a country in East Asia, constituting the southern part of the Korean Peninsula and sharing a land border with North Korea. Its western border is formed by the Yellow Sea, while its eastern border is defined by the Sea of Japan. South Korea claims to be the sole legitimate government of the entire peninsula and adjacent islands. It has a population of 51.75 million, of which roughly half live in the Seoul Capital Area, the fifth largest metropolis in the world. Other major cities include Incheon, Busan, and Daegu.

The Korean Peninsula was inhabited as early as the Lower Paleolithic period. Its first kingdom was noted in Chinese records in the early 7th century BCE. Following the unification of the Three Kingdoms of Korea into Silla and Balhae in the late 7th century, Korea was ruled by the Goryeo dynasty (918–1392) and the Joseon dynasty (1392–1897). The succeeding Korean Empire (1897–1910) was annexed in 1910 into the Empire of Japan. Japanese rule ended following the former’s surrender in World War II, after which Korea was divided into two zones; a northern zone occupied by the Soviet Union and a southern zone occupied by the United States. After negotiations on reunification failed, the latter became the Republic of Korea in August 1948 while the former became the socialist Democratic People’s Republic of Korea the following month.

In 1950, a North Korean invasion began the Korean War, which saw extensive American-led United Nations intervention in support of the South, while China intervened to support the North, with Soviet assistance. After the war’s end in 1953, the country entered into a military alliance with the U.S., and its devastated economy began to soar, recording the fastest rise in average GDP per capita in the world between 1980 and 1990. Despite lacking natural resources, the nation rapidly developed to become one of the Four Asian Tigers based on international trade and economic globalization, integrating itself within the world economy with export-oriented industrialization; currently being one of the largest exporting nations in the world, along with having one of the largest foreign-exchange reserves in the world. The June Democratic Struggle led to the end of authoritarian rule in 1987 and the country is now considered among the most advanced democracies in Asia, with the highest level of press freedom on the continent.

South Korea is a highly developed country and is ranked as the fifth-highest country on the Human Development Index (HDI) in the Asia and Oceania region. South Korea has the third-highest life expectancy in the world. In recent years, the country has been facing an aging population and the lowest fertility rate in the world. Its economy ranks as the world’s twelfth-largest by nominal GDP. Its citizens enjoy one of the world’s fastest Internet connection speeds and the densest high-speed railway network. The country is the world’s ninth-largest exporter and ninth-largest importer. Its armed forces is ranked as one of the world’s strongest militaries and is the world’s second-largest standing army by military and paramilitary personnel. Since the 21st century, South Korea has been renowned for its globally influential pop culture, particularly in music (K-pop), TV dramas (K-dramas) and cinema, a phenomenon referred to as the Korean wave. It is a member of the OECD’s Development Assistance Committee, the G20, the IPEF, and the Paris Club.

Government

The South Korean government’s structure is determined by the Constitution of the Republic of Korea. Like many democratic states, South Korea has a government divided into three branches: executive, judicial, and legislative. The executive and legislative branches operate primarily at the national level, although various ministries in the executive branch also carry out local functions. The judicial branch operates at both the national and local levels. Local governments are semi-autonomous, and contain executive and legislative bodies of their own. South Korea is a constitutional democracy.

The constitution has been revised several times since its first promulgation in 1948 at independence. However, it has retained many broad characteristics and with the exception of the short-lived Second Republic of South Korea, the country has always had a presidential system with an independent chief executive. Under its current constitution the state is sometimes referred to as the Sixth Republic of South Korea. The first direct election was also held in 1948.

Although South Korea experienced a series of military dictatorships from the 1960s until the 1980s, it has since developed into a successful liberal democracy. Today, the CIA World Factbook describes South Korea’s democracy as a “fully functioning modern democracy”. South Korea is ranked 45th on the Corruption Perceptions Index (9th in the Asia-Pacific region), with a score of 57 out of 100.

Moon Jae-in (born 24 January 1953) is a South Korean former politician, civil servant and lawyer who served as the 12th president of South Korea between 2017 and 2022. Prior to his presidency, he served as Senior Secretary for Civil Affairs and Chief of Staff to President Roh Moo-hyun, Member of the National Assembly, and Leader of the Democratic Party of Korea.

Born to North Korean refugees of House of Moon in Hamhung, Moon was raised in poverty in the southern port city of Busan. He excelled in school and studied law at Kyung Hee University. He became a lawyer and later involved in human rights activism with Roh Moo-hyun. He was imprisoned for organizing a protest against the Yushin Constitution. As a result of his work in human rights law, Moon was chosen to be the campaign manager for his longtime mentor Roh Moo-hyun in his successful bid for the 2002 presidential election. He served in Roh’s administration in various official capacities. In 2012, Moon was a candidate for the Democratic United Party in the 2012 presidential election, in which he lost narrowly to Park Geun-hye in which Park was aided by the National Intelligence Service (NIS).

During the 2017 presidential election, Moon was elected president as the Democratic Party of Korea candidate following the impeachment of Park Geun-hye and her subsequent removal. As president, Moon has achieved international attention for his meetings with North Korean Chairman Kim Jong-un at inter-Korean summits in April, May, and September 2018, making him the third South Korean president to meet their North Korean counterpart. On June 30, 2019, he met with both Kim and Donald Trump, then-president of the United States, at the Korean Demilitarized Zone (DMZ).

Moon favors the Sunshine Policy, a peaceful Korean reunification. On economic policy, he favors reform of chaebols (conglomerates), has raised the minimum wage by more than 16 percent, and lowered the maximum workweek from 68 to 52 hours. During the COVID-19 pandemic in South Korea, Moon has received praise domestically and internationally, and helped his party win a historic victory in the 2020 South Korean legislative election.

Presidency (2017–2022)

COVID-19 pandemic

Moon’s response to the COVID-19 pandemic has been praised both domestically and internationally. In the first few weeks of March 2020, daily cases fell from 800 to fewer than 100, reducing daily cases by more than 90% at its peak.

However, more than 1.5 million South Koreans signed a petition to impeach Moon over what they claimed was the government’s initial mishandling of the coronavirus outbreak in South Korea. In response, more than 1.3 million South Koreans signed a second petition in just two weeks to support Moon over what they claimed was the government’s capable control of the coronavirus.

An opinion poll conducted between March 5 and 6, 2020 by Embrain, a public polling company, showed that 53% of the public had a positive evaluation of Moon’s handling of the coronavirus crisis. An opinion poll by Gallup Korea in the first week of March 2020 showed his approval rating rose from 44% to 67%, due to public’s approval of his administration’s handling of the outbreak. By January 2021, according to a Realmeter survey, his approval rating decreased to 34%, the lowest point during his presidency.

According to the Yonhap News Agency, James Kim, the Chairman of the American Chamber of Commerce in Korea stated that “Korea is proactively and transparently dealing with COVID-19. The confirmed cases are surging in Korea, due to the country’s well-prepared testing procedures compared to other countries.” CNBC’s Matt McCarthy, a New York City doctor, praised Moon’s government work on solving the coronavirus crisis, stating that “South Korea had been able to test tens of thousands of people. With the country’s aggressive testing efforts, Korea’s death toll from the disease is less than 1%, while the global average is 3.4%. This is thanks to the government’s early preparation for the outbreak of infectious diseases.”

Kim Boo-kyum (born 21 January 1958) is a South Korean activist and politician, who has served as the Prime Minister of South Korea from 2021 to 2022. He was the former Minister of Interior and Safety from 2017 to 2019. A member of the Democratic Party, he also served as the Member of the National Assembly for Suseong 1st constituency from 2016 to 2020 and was previously MP for Gunpo from 2000 to 2012, first for the Grand National Party (GNP) and then, from 2003, the liberal Uri Party and its successors. In the 2016 parliamentary election in Daegu, Kim defeated his Saenuri opponent Kim Moon-soo in a 62.5 percent landslide, marking the first time a member of a liberal party had been elected in that city since 1985. Kim had earlier stood for mayor of Daegu in the 2014 local elections, and received 40 percent of the vote, a number seen at the time as unusually large in the conservative stronghold. He stated in 2014 that he hoped to “overcome the barrier of regionalism”.

Chung Sye-kyun (born 5 November 1950) is a South Korean politician who has served as Speaker of the National Assembly from 2016 to 2018 and Prime Minister of South Korea from 2020 to 2021.

He was previously leader of the main opposition Democratic Party between 2008 and 2010, and twice chairman of its predecessor, the Uri Party, first on an interim basis from October 2005 to January 2006 and then fully from February 2007 until the Uri Party’s dissolution in August of that year.

On 9 June 2016, he was elected to a two-year term as the Speaker of the National Assembly. Upon becoming the Speaker, following the law that the Speaker cannot be a member of a party, he left the Democratic Party. His membership of the party was restored automatically when his term as Speaker expired on 29 May 2018.

Political career

Later legislative career (2010–present)

In the 2012 parliamentary election, Chung moved from Jeolla to Seoul to contest Jongno, an important constituency encompassing the Dongdaemun and the presidential residence at the Blue House. He defeated his Saenuri Party competitor Hong Sa-duk, a six-term assemblyman and leading supporter of Park Geun-hye. Remaining in Jongno as a member of the Minjoo Party of Korea, four years later in the 2016 elections Chung successfully fended off a challenge from another Saenuri heavyweight, former Seoul mayor Oh Se-hoon, confounding opinion polls from before the vote that had suggested Oh would win. Prior to the 2016 election, Chung had criticized the Minjoo leadership for failing to nominate enough women and minority candidates. In December 2019, he was nominated the second prime minister of the Moon Jae-in government. He took office as the 42nd Prime Minister on January 14, 2020.

NATIONAL ASSEMBLY

 

The National Assembly of the Republic of Korea, often shortened to the National Assembly in domestic English-language media, is the unicameral national legislature of South Korea. Elections to the National Assembly are held every four years. The latest legislative elections were held on 15 April 2020. The National Assembly has 300 seats, with 253 constituency seats and 47 proportional representation seats; 30 of the PR seats are assigned on additional member system, while 17 PR seats use the parallel voting method.

The unicameral assembly consists of at least 200 members according to the South Korean constitution. In 1990 the assembly had 299 seats, 224 of which were directly elected from single-member districts in the general elections of April 1988. Under applicable laws, the remaining seventy-five representatives were elected from party lists. By law, candidates for election to the assembly must be at least thirty years of age. As part of a political compromise in 1987, an earlier requirement that candidates have at least five years’ continuous residency in the country was dropped to allow Kim Dae-Jung, who had spent several years in exile in Japan and the United States during the 1980s, to return to political life. The National Assembly’s term is four years. In a change from the more authoritarian Fourth Republic and Fifth Republic (1972–80 and 1980–87, respectively), under the Sixth Republic, the assembly cannot be dissolved by the president.

The National Assembly Proceeding Hall is the South Korean capitol building. It serves as the location of the National Assembly of the Republic of Korea, the legislative branch of the South Korean national government. It is located at Yeouido-dong, Yeongdeungpo-gu, Seoul.

History

The current building was completed in 1975. Before 1975 the South Korean government used the current Seoul Metropolitan Council Building, a public hall created during the Japanese occupation of Korea. The plenary chamber has seating for 400 people, ostensibly in preparation for new lawmakers in case Korean reunification occurs.

Kwon Deok-cheol (born 22 March 1961) is a South Korean government official served as the Minister of Health and Welfare under President Moon Jae-in from 2020 to 2022. He previously served as the deputy head of the ministry from 2017 to 2019.

Career

After being qualified for the Public Administration Examination in 1987, he started his career as the Secretary of the Ministry of Health and Society in 1989, then the Ministry of Health and Welfare. He served several positions within the ministry, such as the Director-General for Planning and Budget, Director-General for Financial Planning, Director General for Childcare Policy, Director General for Welfare Policy, Director of Health and Medical Policy, Assistant Minister for Planning and Coordination, and Deputy Minister.

In 2013, the Korea Medical Association led strikes against the then Park Geun-hye government’s healthcare privatisation and telemedicine. Kwon led a negotiation with the trade union to stop the strikes. During the MERS outbreak in 2015, he was the Director of Health and Medical Policy and therefore was in charge of curbing the outbreak, along with Jeong Eun-kyeong.

On 6 June 2017, Kwon was appointed the Vice Minister of Health and Welfare by the President Moon Jae-in. As the Vice Minister, he was in charge of fulfilling Moon’s healthcare policies, known as “Moon Jae-in Care”. His term was ended on 23 May 2019, approximately 23 months after the appointment. This made him as the longest-serving person to hold the position. On 19 September, he was appointed the Director of the Korea Health Industry Development Institute (KHIDI).

On 4 December 2020, Kwon was nominated the new Minister of Health and Welfare, replacing the incumbent Park Neung-hoo. Therefore, his tenure as the Director of the KHIDI was ended on 16 December. He was officially appointed to the position on 24 December.

Park Neung-hoo (born 24 June 1956) is a South Korean professor of social welfare at Kyonggi University previously served as President Moon Jae-in’s first Minister of Health and Welfare from 2017 to 2020. Park was a leading figure combating the spread of coronavirus in South Korea.

Park studied the issue of poverty and social welfare for over three decades in academia. With his appointment, President Moon completed formation of his first cabinet in 2017. As of 2020, he is leading one of three ministries in which the head has not changed since Moon’s presidency began, along with Minister of Land, Infrastructure and Transport Kim Hyun-mee and Foreign Minister Kang Kyung-wha.

Jeong Eun-kyeong or Jung Eun-kyeong (born 9 July 1965) is a South Korean infectious disease and public health expert served as the first Commissioner of KDCA, Korea Disease Control and Prevention Agency, from 2020 to 2022. Jeong was previously the first woman to lead its preceding agency, KCDC, which history dates back to 1981.

During the 2009 swine flu pandemic, Jeong led the Division of Disease Policy at the Ministry of Health and Welfare. In 2015, during the MERS outbreak, she was responsible for press briefings and crisis management as the head of the Center for Disease Prevention of KCDC and field investigation team of central task force. In 2016 Board of Audit and Inspection ordered suspension of nine public health officials including Jeong for their failure to stop the worst MERS outbreak outside of the Middle East. Her suspension was reduced to 1-month of reduced pay after the Board was harshly criticized by the medical and scientific community for only punishing scientists such as Jeong, rather than politicians and administrators in charge. From the early stage of COVID-19 outbreak in January 2020, Jeong has held daily briefings to report its status quo and answer questions from reporters by herself and from May 2020 every two days with the other given by the Director of KDCA’s KNIH.

Jeong is included in Time‘s 100 Most Influential People of 2020, BBC’s 100 women of 2020 and Bloomberg 50.

Director of KCDC

Upon the beginning of President Moon Jae-in’s presidency in 2017, Jeong was appointed as the Director of KCDC. She first joined the organization, then-KNIH, as a researcher in 1998 after working at public health office in Yangju. Since then she has been working at the organisation apart from years from 2009 to 2014 when she worked at its parent organization, Ministry of Health and Welfare, as its head of Division of Disease Policy, Division of Healthcare Technology and later Division of Emergency Healthcare. In February 2014 she returned to KCDC to lead its Department of Chronic Disease Control Research and a month later its Center for Disease Prevention. Before promoted as the head of KCDC in 2017, she had led KCDC’s Center for Public Health Emergency Preparedness and Response from 2016.

Commissioner of KDCA

On 8 September 2020, President Moon designated Jeong as the Commissioner of Korea Disease Control and Prevention Agency (KDCA) with her term commencing on 12 September making her as the last Director of KCDC and the first Commissioner of KDCA. She will continue to lead the same organization she has served but with more autonomy and resources. On her last day as KCDC Director, President Moon visited its headquarters for Jeong’s appointment ceremony as the first Commissioner of KDCA which is unorthodox given that the Prime Minister usually hosts such events for vice-ministerial posts. Jeong is the first person to have their appointment ceremony hosted by the President Moon not to be held at the Blue House.

On 15 January 2021, President Moon requested Jung and KDCA to lead Korea’s COVID-19 vaccination programme in addition to ongoing virus containment in the country. Jung is responsible for its inter-departmental cooperation and coordination as vaccines are authorised by Ministry of Food and Drug Safety, transported to the country by Ministry of Land, Infrastructure and Transport and distributed to vaccination centres by Ministry of National Defense.

It was later revealed that Jeong rejected President Moon’s requests multiple times to ease entry restrictions for asymptomatic people coming into the country at the hike of the pandemic.

South Koreans are using smartphone apps that track infected patients to prevent the spread of the deadly Coronavirus in the country

The coronavirus epidemic is spreading at a rapid rate in South Korea with more than 2,900 confirmed cases in the country, making it the largest outbreak outside of mainland China, where the majority of the cases have been reported.

As one of the most technologically advanced countries in the world, as soon as the deadly outbreak made its way to the Korean peninsula, developers didn’t waste any time in rolling out apps to help people prevent the spread of COVID-19.

Smartphone apps that help in tracking the disease in South Korea dominated the list of top 15 downloads on the country’s Google Play Store this week. Some of the app’s developers, who obtain their data from public government information, revealed that they have noticed a huge spike in downloads since launching their apps earlier this month.

Corona 100m

One of the apps that have surged in popularity in the country is Corona 100m, an app that shows the date that a coronavirus patient was confirmed to have been infected, along with the individual’s nationality, gender, age, and location history. More importantly, the app also allows users to track their proximity to infected coronavirus individuals and sends them an alert when they come within 100 metres of a location previously visited by an infected patient.

“The installs are increasing about 20,000 every hour,” said Bae Won-Seok, the developer of the app, which has been installed more than one million times since its February 11 launch. The app has been downloaded by so many people over the last few days that it even caused the app’s server to crash, according to Bae.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

COVID-19 pandemic in South Korea

The COVID-19 pandemic in South Korea is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The first case in South Korea was announced on 20 January 2020. The number of confirmed cases increased on 19 February by 20, and on 20 February by 58 or 70, giving a total of 346 confirmed cases on 21 February 2020, according to the Korea Disease Control and Prevention Agency (KDCA), with the sudden jump mostly attributed to “Patient 31” who participated in a gathering at a Shincheonji Church of Jesus the Temple of the Tabernacle of the Testimony church in Daegu.

Amidst fears of further contamination, mass gatherings in the affected cities were cancelled and about 300 soldiers in Daegu were placed in isolation. On 4 February 2020, in order to help prevent spread of the disease, South Korea began denying entry to foreigners traveling from Hubei Province in China.

South Korea introduced what was considered one of the largest and best-organised epidemic control programs in the world, along with Singapore, Taiwan, and Vietnam. Various measures have been taken to mass test the population for the virus, and isolate any infected people as well as trace and quarantine those they had contact with, without any further lockdown. The rapid and extensive testing undertaken by South Korea has been judged successful in limiting the spread of the outbreak, without using the drastic measure of locking down entire cities. Despite these successful measures, however, a significant rise in the number of new infections has occurred beginning in August 2020, with clusters being linked to Protestant churches in the metropolitan Seoul area. Another rise began in the third week of November, and Seoul has since entered a third wave of infections. On 24 November, the government raised the social distancing level in Seoul to level 2. On 29 November, the social distancing level in other areas of the country was raised to 1.5. In December, it was raised to level 2.5 in some metropolitan areas and 2 in other areas. In early 2022, there was a major spike in cases related to Omicron, with 170 thousand cases reported on February 22.

South Korea began relaxing social distancing rules on 4 March 2022 and announced a shift toward endemic living on 18 March. It lifted its vaccine mandate and quarantine requirement for fully vaccinated travelers on 1 April. The number of new daily reported cases peaked at 621,317 on 16 March 2022 and the number of daily deaths peaked at 432 on 29 March 2022.

COVID-19 vaccination in South Korea is an ongoing immunization campaign against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the virus that causes coronavirus disease 2019 (COVID-19), in response to the ongoing pandemic in the country.

Vaccination program

As of 5 July 2021, due to vaccine shortages, the vaccination rate has been slowed down since 20 June. The vaccination rate remains 29% for more than two weeks. According to JoongAng Ilbo, as of 5 July, the remaining amount of the COVID-19 vaccine is 1.8 million doses, including 1.4 million from Pfizer.

On 6 July 2021, it is reported that South Korea has signed a deal with Israel to borrow 700,000 expiring doses of the Pfizer-BioNTech’s vaccine. South Korea will return the same amount of vaccines to Israel around September or October of this year.

On 29 November 2021, President Moon Jae-in urged the rapid administration of booster shots against COVID-19, in response to an increased number of severe cases and deaths following the easing of anti-virus rules.

Background

On 10 February 2021, South Korea granted its first approval of a COVID-19 vaccine to Oxford–AstraZeneca, allowing the two-shot regimen to be administered to all adults, including the elderly. The approval came with a warning, however, that consideration is needed when administering the vaccine to individuals over 65 years of age due to limited data from that demographic in clinical trials.

On 14 April 2021, The additional 250,000 doses of Pfizer/BioNTech vaccines arrived in the country.

On 3 June 2021, the United States donated one million doses of Johnson & Johnson’s vaccine to South Korea. The United States initially announced to donate 550,000 doses to South Korean troops working in close contact with American forces.

On 19 August 2021, Romania decided to donate 450,000 expiring Moderna vaccines to South Korea.

The secretary-general of the United Nations (UNSG or SG) is the chief administrative officer of the United Nations and head of the United Nations Secretariat, one of the six principal organs of the United Nations.

The role of the secretary-general and of the secretariat is laid out by Chapter XV (Articles 97 to 101) of the United Nations Charter. However, the office’s qualifications, selection process and tenure are open to interpretation; they have been established by custom.

Powers and duties

The role of the secretary-general is described as combining the functions and responsibilities of an advocate, diplomat, civil servant, and chief executive officer. The UN Charter designates the secretary-general as the “chief administrative officer” of the UN and allows them to perform “such other functions as are entrusted” by other United Nations organs. The Charter also empowers the secretary-general to inform the Security Council of “any matter which in his opinion may threaten the maintenance of international peace and security”. These provisions have been interpreted as providing broad leeway for officeholders to serve a variety of roles as suited to their preferences, skill set, or circumstances.

The secretary-general’s routine duties include overseeing the activities and duties of the secretariat; attending sessions with United Nations bodies; consulting with world leaders, government officials, and other stakeholders; and travelling the world to engage with global constituents and bring attention to certain international issues. The secretary-general publishes an annual report on the work of the UN, which includes an assessment of its activities and an outline future priorities. The secretary-general is also the chairman of the United Nations System Chief Executives Board for Coordination (CEB), a body composed of the heads of all UN funds, programmes and specialized agencies, which meets twice a year to discuss substantive and management issues facing the United Nations System.

Many of the secretary-general’s powers are informal and left open to individual interpretation; some appointees have opted for more activist roles, while others have been more technocratic or administrative. The secretary-general is often reliant upon the use of their “good offices”, described as “steps taken publicly and in private, drawing upon his independence, impartiality and integrity, to prevent international disputes from arising, escalating or spreading”. Consequently, observers have variably described the office as the “world’s most visible bully pulpit” or as the “world’s moderator”. Examples include Dag Hammarskjöld’s promotion of an armistice between the warring parties of Arab-Israel conflict, Javier Perez de Cuellar’s negotiation of a ceasefire in the Iran-Iraq War, and U Thant’s role in deescalating the Cuban Missile Crisis.

Ban Ki-moon (born 13 June 1944) is a South Korean politician and diplomat who served as the eighth Secretary-General of the United Nations between 2007 and 2016. Prior becoming the secretary-general, Ban was a career diplomat in South Korea’s Ministry of Foreign Affairs and in the United Nations. He entered diplomatic service the year he graduated from university, accepting his first post in New Delhi, India.

Ban was the foreign minister of South Korea between 2004 and 2006. In February 2006, he began to campaign for the office of secretary-general. Ban was initially considered to be a long shot for the office. As foreign minister of South Korea, he was able to travel to all the countries on the United Nations Security Council, a maneuver that turned him into the campaign’s front runner.

On 13 October 2006, he was elected to be the eighth secretary-general by the United Nations General Assembly. On 1 January 2007, he succeeded Kofi Annan. As secretary-general, he was responsible for several major reforms on peacekeeping and UN employment practices around the world. Diplomatically, Ban has taken particularly strong views on global warming, pressing the issue repeatedly with U.S. President George W. Bush, and on the Darfur conflict, where he helped persuade Sudanese president Omar al-Bashir to allow peacekeeping troops to enter Sudan.

Ban was named the world’s 32nd most powerful person by the Forbes list of The World’s Most Powerful People in 2013, the highest among South Koreans. In 2014, he was named the third most powerful South Korean after Lee Kun-hee and Lee Jae-yong. In 2016, Foreign Policy named Ban one of the Top 100 Global Thinkers for his achievement of helping the Paris Agreement to be ratified and enforced less than a year after it was adopted.

António Guterres was appointed by the General Assembly on 13 October 2016 to be the successor of Ban Ki-moon as he exited on 31 December 2016. He was widely considered to be a potential candidate for the 2017 South Korean presidential election, before announcing, on 1 February, that he would not be running.

On 14 September 2017, Ban was elected chair of the International Olympic Committee’s Ethics Commission. Also in 2017, Ban co-founded the nonprofit Ban Ki-moon Centre for Global Citizens. He also currently serves as the Distinguished Chair Professor at Yonsei University’s Institute for Global Engagement and Empowerment.

On February 20, 2018, Ban was unanimously elected as the President of the Assembly and Chair of the Council by the Members of the Assembly and Council, respectively, the two governance organs of the Global Green Growth Institute (GGGI), a treaty-based international, inter-governmental organization dedicated to supporting and promoting environmentally sustainable and socially inclusive economic growth in developing countries and emerging economies. Since Ban’s election as the President and Chair, GGGI’s list of Members has expanded from 27 to 43 Member Countries and Regional Integration Organizations.

On 16 October 2018, the Global Commission on Adaptation was launched with Ban as co-chair, together with Bill Gates and Kristalina Georgieva. The commission’s mandate to accelerate adaptation by elevating the political visibility of adaptation and focusing on concrete solutions came to an end following its Year of Action in 2020, with its work showcased at the Climate Adaptation Summit hosted by the Netherlands on 25 January 2021. Ban currently serves as co-chair for the Global Center on Adaptation, which is taking forward the commission’s work through its programs.

He became the first major international diplomat to throw his weight behind the Green New Deal, a nascent effort by the progressive wing of the Democratic Party in the United States to zero out planet-warming emissions and end poverty over the next decade.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Bank of Korea (BOK) is the central bank of the Republic of Korea and issuer of Korean Republic won. It was established on 12 June 1950 in Seoul, South Korea.

The bank’s primary purpose is price stability. For that, the bank targets inflation. The 2016–18 target is consumer price inflation of 2.0%.

Primary Purpose

The primary purpose of the Bank is to pursue price stability.

Under the Bank of Korea Act (Article 1), the primary purpose of the Bank of Korea is pursuing price stability so as to contribute to the sound development of the national economy. The Bank of Korea implements this target through adjustments to its reference interest rate, the Base Rate.

The purchasing power of money depends on prices. When prices rise, the same amount of money buys less than before. Therefore, it is naturally the task of a central bank to safeguard the value of the money by keeping inflation low.

Prices are influenced by various factors such as corporate investment, household consumption and international prices of raw materials. Meanwhile, among the various policy instruments to bring about price stability, the monetary policy of a central bank, which adjusts the quantity of money in circulation, is the most effective.

For these reasons, the responsibility for price stability is given to central banks in most countries. The Bank sets and announces an inflation target for a certain period and strives to meet this target. The 2016–18 target is consumer price inflation of 2.0%.

Rhee Changyong (born 16 May 1960) is a South Korean economist currently serving as the 26th Governor of the Bank of Korea from April 2022.

In March 2022 President Moon Jae-in tapped Rhee who had led the Asia and Pacific Department at the International Monetary Fund over 8 years for the country’s top monetary policy chief upon recommendations from president-elect Yoon Suk-yeol. On 19 April, a nomination hearing was held at the National Assembly where his nomination report was adopted and sent to the President.President Moon appointed Rhee on the following day commencing his four-year term as the Governor to minimise the first-ever vacancy of the Governor in Bank’s history.

During the nomination hearing, Rhee vowed to utilise the central bank’s “unpopular” tool of base rate to address post-pandemic inflation reiterating the organisation’s role in price stabilisation.

Prior to moving to the IMF as the first South Korean to join its senior leadership, Rhee was the chief economist at the Asian Development Bank where he worked as its spokesperson and head of its Economic and Research Department. Before joining inter-governmental organisations, he first served as an advisor to multiple South Korean government organisations on economic policies from the early 2000s and then joined the transition team of then-president-elect Lee Myung-bak in 2007. Following President Lee’s restructuring of government entities, Rhee took the first deputy role of the Financial Services Commission from 2008 to 2009 before joining the Presidential Committee for the 2010 G-20 Seoul Summit as its Secretary-General and Sherpa.

Rhee holds two degrees in economics – a bachelor from Seoul National University and a doctorate from Harvard University. Rhee completed a doctorate in 1989 at the Harvard University, with Lawrence Summers as his advisor. After his doctoral studies, he taught at economics departments at University of Rochester and Seoul National University.
