Asia is one of the world’s most notable geographical regions, which is either considered a continent in its own right or a subcontinent of Eurasia, which shares the continental landmass of Afro-Eurasia with Africa. Asia covers an area of 44,579,000 square kilometres (17,212,000 sq mi), about 30% of Earth’s total land area and 8.7% of Earth’s total surface area. The continent, which has long been home to the majority of the human population, was the site of many of the first civilizations. Its 4.7 billion people constitute roughly 60% of the world’s population.

In general terms, Asia is bounded on the east by the Pacific Ocean, on the south by the Indian Ocean, and on the north by the Arctic Ocean. The border of Asia with Europe is a historical and cultural construct, as there is no clear physical and geographical separation between them. It is somewhat arbitrary and has moved since its first conception in classical antiquity. The division of Eurasia into two continents reflects East–West cultural, linguistic, and ethnic differences, some of which vary on a spectrum rather than with a sharp dividing line. A commonly accepted division places Asia to the east of the Suez Canal separating it from Africa; and to the east of the Turkish Straits, the Ural Mountains and Ural River, and to the south of the Caucasus Mountains and the Caspian and Black seas, separating it from Europe.

China and India alternated in being the largest economies in the world from 1 to 1,800 CE. China was a major economic power and attracted many to the east, and for many the legendary wealth and prosperity of the ancient culture of India personified Asia, attracting European commerce, exploration and colonialism. The accidental discovery of a trans-Atlantic route from Europe to America by Columbus while in search for a route to India demonstrates this deep fascination. The Silk Road became the main east–west trading route in the Asian hinterlands while the Straits of Malacca stood as a major sea route. Asia has exhibited economic dynamism (particularly East Asia) as well as robust population growth during the 20th century, but overall population growth has since fallen. Asia was the birthplace of most of the world’s mainstream religions including Hinduism, Zoroastrianism, Judaism, Jainism, Buddhism, Confucianism, Taoism, Christianity, Islam, Sikhism, as well as many other religions.

Given its size and diversity, the concept of Asia—a name dating back to classical antiquity—may actually have more to do with human geography than physical geography. Asia varies greatly across and within its regions with regard to ethnic groups, cultures, environments, economics, historical ties and government systems. It also has a mix of many different climates ranging from the equatorial south via the hot desert in the Middle East, temperate areas in the east and the continental centre to vast subarctic and polar areas in Siberia.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Pakistan, officially the Islamic Republic of Pakistan, is a country in South Asia. It is the world’s fifth-most populous country, with a population of almost 242 million, and has the world’s second-largest Muslim population. Pakistan is the 33rd-largest country by area, spanning 881,913 square kilometres (340,509 square miles). It has a 1,046-kilometre (650-mile) coastline along the Arabian Sea and Gulf of Oman in the south, and is bordered by India to the east, Afghanistan to the west, Iran to the southwest, and China to the northeast. It is separated narrowly from Tajikistan by Afghanistan’s Wakhan Corridor in the north, and also shares a maritime border with Oman.

Pakistan is the site of several ancient cultures, including the 8,500-year-old Neolithic site of Mehrgarh in Balochistan, and the Indus Valley civilisation of the Bronze Age, the most extensive of the civilisations of the Afro-Eurasia. The region that comprises the modern state of Pakistan was the realm of multiple empires and dynasties, including the Achaemenid; briefly that of Alexander the Great; the Seleucid, the Maurya, the Kushan, the Gupta; the Umayyad Caliphate in its southern regions, the Hindu Shahis, the Ghaznavids, the Delhi Sultanate, the Mughals the Durranis, the Sikh Empire, British East India Company rule, and most recently, the British Indian Empire from 1858 to 1947.

Spurred by the Pakistan Movement, which sought a homeland for the Muslims of British India, and election victories in 1946 by the All-India Muslim League, Pakistan gained independence in 1947 after the Partition of the British Indian Empire, which awarded separate statehood to its Muslim-majority regions and was accompanied by an unparalleled mass migration and loss of life. Initially a Dominion of the British Commonwealth, Pakistan officially drafted its constitution in 1956, and emerged as a declared Islamic republic. In 1971, the exclave of East Pakistan seceded as the new country of Bangladesh after a nine-month-long civil war. In the following four decades, Pakistan has been ruled by governments whose descriptions, although complex, commonly alternated between civilian and military, democratic and authoritarian, relatively secular and Islamist. Pakistan elected a civilian government in 2008, and in 2010 adopted a parliamentary system with periodic elections.

Pakistan is a regional and middle power nation, and has the world’s sixth-largest standing armed forces. It is a declared nuclear-weapons state, and is ranked amongst the emerging and growth-leading economies, with a large and rapidly-growing middle class. Pakistan’s political history since independence has been characterised by periods of significant economic and military growth as well as those of political and economic instability. It is an ethnically and linguistically diverse country, with similarly diverse geography and wildlife. The country continues to face challenges, including poverty, illiteracy, corruption and terrorism. Pakistan is a member of the United Nations, the Shanghai Cooperation Organisation, the Organisation of Islamic Cooperation, the Commonwealth of Nations, the South Asian Association for Regional Cooperation, and the Islamic Military Counter-Terrorism Coalition, and is designated as a major non-NATO ally by the United States.

Government and politics

Pakistan’s political experience is essentially related to the struggle of Indian Muslims to regain the power they lost to British colonisation. Pakistan is a democratic parliamentary federal republic, with Islam as the state religion. The first constitution was adopted in 1956 but suspended by Ayub Khan in 1958, who replaced it with the second constitution in 1962. A complete and comprehensive constitution was adopted in 1973, but it was suspended by Zia-ul-Haq in 1977 but reinstated in 1985. This constitution is the country’s most important document, laying the foundations of the current government. The Pakistani military establishment has played an influential role in mainstream politics throughout Pakistan’s political history. The periods 1958–1971, 1977–1988, and 1999–2008 saw military coups that resulted in the imposition of martial law and military commanders who governed as de facto presidents. Today Pakistan has a multi-party parliamentary system with clear division of powers and checks and balances among the branches of government. The first successful democratic transition occurred in May 2013. Politics in Pakistan is centred on, and dominated by, a homegrown social philosophy comprising a blend of ideas from socialism, conservatism, and the third way. As of the general elections held in 2013, the three main political parties in the country are: the centre-right conservative Pakistan Muslim League-N; the centre-left socialist PPP; and the centrist and third-way Pakistan Movement for Justice (PTI). In 2010, constitutional changes reduced presidential powers and the role of the president became purely ceremonial. The role of prime minister strengthened.

Imran Ahmed Khan Niazi HI(M) PP (born 5 October 1952) is a Pakistani politician and former cricketer who served as the 22nd prime minister of Pakistan from August 2018 until April 2022, when he was ousted through a no-confidence motion. He is the founder and chairman of the Pakistan Tehreek-e-Insaf (PTI), one of the largest political parties in the country.

Born to a Niazi Pashtun family in Lahore, Khan graduated from England’s Keble College in 1975. He began his international cricket career at age 18, in a 1971 Test series against England. Khan played until 1992, served as the team’s captain intermittently between 1982 and 1992, and won the 1992 Cricket World Cup, in what is Pakistan’s first and only victory in the competition. Considered one of cricket’s greatest all-rounders, Khan scored 3,807 runs and took 362 wickets in Test cricket and was inducted into the ICC Cricket Hall of Fame. Khan founded cancer hospitals in Lahore and Peshawar, and Namal College in Mianwali, prior to his ascent in politics. He founded the Pakistan Tehreek-e-Insaf (PTI) in 1996, which won a seat in the National Assembly in 2002, and saw Khan serve as an opposition member from Mianwali until 2007. PTI boycotted the 2008 election, but in the subsequent election, became the second-largest party by popular vote. In the 2018 general election, running on a populist platform, PTI emerged as the largest party in the National Assembly, and formed a coalition government with independents with Khan as Prime Minister.

During his government, Khan addressed a balance of payments crisis with a bailout from the International Monetary Fund. He presided over a shrinking current account deficit, and limited defence spending to curtail the fiscal deficit, leading to some general economic growth. He enacted policies which increased tax collection and investment, and reforms were made to the social safety net. His government committed to a renewable energy transition, launched a national reforestation initiative and expanded protected areas, and led the country during the COVID-19 pandemic. However, his failure to revive the economy and the rising inflation rate caused him political problems. Despite his promised anti-corruption campaign, the perception of corruption in Pakistan worsened during his rule. He was accused of political victimisation of opponents and clamping down on freedom of expression and dissent.

In foreign relations, he dealt with border skirmishes against India and strengthened relations with China and Russia, while relations with the United States cooled. Following the Taliban takeover of Kabul in 2021, Khan congratulated the Taliban for their victory in the 2001–2021 war, and urged the international community to support their new government. He was also sympathetic to the Pakistani Taliban (Tehreek-i-Taliban Pakistan or TTP), and said that his government was negotiating a peace deal with TTP with the help of the Afghan Taliban. On 10 April 2022, Khan became the country’s first prime minister to be deposed through a no-confidence motion in parliament. On 22 August 2022, Khan was charged by the Pakistani police under anti-terror laws after Khan accused the police and judiciary of detaining and torturing his close aide.

COVID-19 pandemic

During the COVID-19 pandemic, Khan’s government rolled out the largest welfare programme in Pakistan’s history, with a fund of almost $1 billion aimed at the country’s poorest segment of the population. The PM’s advisor Dr. Sania Nishtar confirmed that the programme would use pre-existing data of other welfare programmes under ‘Ehsaas’ system and the much smaller Benazir Income Support Programme which provided a more limited safety-net, while the Ehsaas programme targeted lower-income households more broadly. Following a drop in COVID-19 cases, declining positivity rates, and falling hospitalisations, Khan’s government lifted lockdown restrictions. In a Gallup survey released in 2021, 7 out of 10 (or roughly 70%) of Pakistanis had a favourable view of the government’s handling of the coronavirus pandemic. Economically, a V-shaped recovery was observed in both business confidence and expected employment index. The current account was in surplus for 3 out of 4 months after June 2020 although this was due to higher remittances (which tend to be volatile) offsetting decrease in exports. Fiscal prudence meant Pakistan’s debt-to-GDP ratio remained broadly unchanged in 2021 according to the IMF, Pakistan defied the trend of rising debt, as most emerging/developing economies had witnessed a substantial rise in the debt-to-GDP ratio in order to deal with the pandemic with other developing countries seeing a 10% rise in debt-to-GDP on average. Furthermore, credit rating agency Fitch forecasted a fall in Pakistan’s public debt to GDP ratio, reflecting lower debt incurred by the incumbent government and higher GDP growth in 2021.

In economic policy, Khan’s government presided over a recovery in Pakistan’s textile sector, with demand measured by the number of orders pending hitting historic highs. Khan’s government facilitated the textile sector by offering concessionary rates on utilities such as electricity as well as reducing the electricity tariff during peak hours. Furthermore, the Asian Development Bank stated that it sees an “economic recovery” in Pakistan. Also, signs of recovery emerged as exports reached pre-covid levels towards the end of 2020. Following the recovery in the textile sector, export growth was almost in double-digits by February 2021, with a 9% growth in exports – especially value-added textile exports. In early 2021, Pakistan’s apparel exports to the US had surged upwards in value and volume outperforming India and Bangladesh, both of which are the nearest regional economies similar to Pakistan’s in South Asia. Khan’s government facilitated the textile sector by removing all import tariffs on cotton yarn, in order to address a shortfall in the main raw material input of textiles and apparel. This policy of tax concessions was codified at least in the short term when Khan’s government unveiled its budget for 2021–22 which had reduced customs duty on imports of inputs (raw materials) for final manufactured goods.

Arif-ur-Rehman Alvi (born 29 August 1949) is a Pakistani politician serving as the 13th and current president of Pakistan, in office since 9 September 2018.

He was a member of the National Assembly of Pakistan from June 2013 to May 2018 and again from August to September 2018. A founding member of Pakistan Tehreek-i-Insaf (PTI), Alvi was elected as President of Pakistan on 4 September 2018 following the presidential election.

Political career

On 18 August 2018, he was nominated by PTI as its candidate for the office of President of Pakistan. On 4 September 2018, he was elected as 13th President of Pakistan in the 2018 Pakistani presidential election. He received 352 electoral votes and defeated Fazal-ur-Rehman and Aitzaz Ahsan who secured 184 and 124 votes, respectively. Upon getting elected as the President, Alvi thanked Prime Minister Imran Khan, and the government coalition for their support. He is the third President of Pakistan whose family migrated to Pakistan from India after the Partition of India. On 5 September 2018, he relinquished his National Assembly seat. On 9 September, he replaced Mamnoon Hussain and was sworn in as 13th President of Pakistan. On 17 September, he addressed the National Assembly for the first time in his capacity as president.

On 3 April 2022, he dissolved the National Assembly of Pakistan on the advice of Prime Minister Imran Khan, in order to prevent the moving of the scheduled no-confidence motion that intended to remove Khan from the office of PM. The dissolution was appealed to the Supreme Court of Pakistan, which declared the move as unconstitutional and restored the National Assembly on 7 April, which then proceeded to carry out the no-confidence motion on the night of 9 April. The motion was successful after 174 MNAs voted in its favour (172 were needed), thus ending Imran Khan’s term as Prime Minister.

PARLIAMENT OF PAKISTAN


 

The Parliament of Pakistan (“Pakistan Advisory Council” or “Pakistan Consultative Assembly”) is the federal and supreme legislative body of Pakistan. It is a bicameral federal legislature that consists of the Senate as the upper house and the National Assembly as the lower house. According to the constitution of the Islamic Republic of Pakistan, the President of Pakistan is also a component of the Parliament. The National Assembly is elected for a five-year term on the basis of adult franchise and one-man one-vote. The tenure of a Member of the National Assembly is for the duration of the house, or sooner, in case the Member dies or resigns. The tenure of the National Assembly also comes to an end if dissolved on the advice of the Prime Minister or by the president in his discretion under the Constitution.

The Parliament meets at the Parliament House building in Islamabad, where debating chambers for both houses are present. Until 1960, the Parliament House was located in Karachi . The parliament building in Islamabad was inaugurated on 28 May 1986.

Faisal Sultan  is a Pakistani infectious diseases physician who has served as the Chief Executive Officer of the Shaukat Khanum Memorial Cancer Hospital and Research Centre from 2003 to 2020. He was later appointed as the Special Assistant to the Prime Minister on National Health Services in August 2020.

Career

Sultan was appointed as a Consultant Physician in Infectious Disease at Shaukat Khanum Memorial Cancer Hospital and Research Centre in 1995 and served as the Medical Director of the Hospital in 2000 to 2002 and as the Chief Executive Officer from 2003 until August 2020. After onset of the coronavirus pandemic, Sultan was appointed as the Prime Minister’s Focal Person on COVID-19 in Pakistan and later as the Special Assistant to the Prime Minister on National Health Services in Pakistan in August 2020.

He has been a trainer and examiner in Infectious Diseases for College of Physicians and Surgeons of Pakistan as well as member of technical advisory committees for the National AIDS Control Program, Pakistan Medical Research Council, Pakistan Science Foundation, University of Health Science of Pakistan and the School of Biological Sciences, University of the Punjab, Lahore, the Punjab Healthcare Commission and on Human Papillomavirus Vaccine Advisory Committee [HVAC], WHO and has authored multiple scientific publications. He was part of the Core Group for setting, Pakistan’s National Accreditation Standards for Hospitals, Ministry of Health

He has served on the Prime Minister’s task force on health and as chairman of board of governors, Medical Teaching Institute Khyber Teaching Hospital Peshawar as well as on the steering committee for Punjab Health Strategic Plan.

Zafarullah Mirza is a Pakistani politician who served as a Special Assistant to the Prime Minister for Health. He was appointed by Prime Minister Imran Khan on 23 April 2019.

Before this, he was leading the Public Health, Innovation and Intellectual Property team at WHO headquarters in Geneva, Switzerland, for six years.

Career

Zafar Mirza has served as the Director of Healthcare System Development at the WHO Regional Office for the Eastern Mediterranean. He is a medical doctor with post-graduation in Public Health in Developing Countries from London School of Hygiene and Tropical Medicine and a clinical stint in mental health. He also served as a Regional Adviser for Essential Medicines and Pharmaceutical Policies in the WHO Regional Office for 7 years prior to moving to WHO headquarters. For 12 years before joining WHO, he was a founder Executive Director of a civil society organization – The Network for Consumer Protection in Pakistan.

He has a long standing experience of working at national, regional and global levels in public and private health sectors. He has extensively travelled, published and contributed to improving public health in many countries.

On 6 July 2020, Mirza tested positive for COVID-19.

On 29 July 2020, Mirza announced that he was resigning from his post as Special Assistant to Prime Minister on Health. The resignation was subsequently accepted by the prime minister.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

COVID-19 pandemic in Pakistan

The COVID-19 pandemic in Pakistan is part of the ongoing pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was confirmed to have reached Pakistan on 26 February 2020, when two cases were recorded (a student in Karachi who had just returned from Iran and another person in the Islamabad Capital Territory). On 18 March 2020, cases had been registered in all four provinces, the two autonomous territories, and Islamabad Capital Territory, and by 17 June, each district in Pakistan had recorded at least one confirmed case of COVID-19.

Despite being the world’s 5th-most-populous country, Pakistan only has so far recorded the world’s 29th-highest death toll (at approximately 23,087) and 29th-highest number of confirmed cases (at approximately 1,011,708). However, these figures do not include undercounting of COVID-19 infections in the country.

Pakistan so far has experienced three different waves of COVID-19. The nation’s first wave of COVID-19 began in late May 2020, peaked in mid-June when daily new confirmed case numbers and daily new death numbers reached high points, then ended in mid-July. The first wave was marked by a low death rate, and passed very suddenly as case and death rates began to drop very quickly after peaking. After the first wave, Pakistan’s COVID-19 situation subsided daily new death numbers and testing positivity rates in the country stabilized at low levels. Cases and deaths began rising again, though, in early November 2020, culminating in the country’s second wave. This wave was low in its intensity, mainly affected the southern province of Sindh, and peaked in mid-December 2020. The country’s third wave began in mid-March 2021, when testing positivity rates, and daily new confirmed cases and deaths began to skyrocket. The third wave mainly affected the provinces of Punjab and Khyber Pakhtunkhwa. This wave peaked in late April 2021, and since then, positivity rates, daily new case numbers, and daily new death numbers have been falling.

Pakistan’s most populated province, Punjab, has so far seen the highest raw number of confirmed cases (334,000) and deaths (9,770). Sindh, the second-most populated province in the country, has seen the second-highest number of confirmed cases (308,000) and deaths (4,910), but was hit hardest by Pakistan’s first two waves of the virus, and still has higher proportions of confirmed cases than all of Pakistan’s other provinces. It also has the second-highest death rate, after Khyber Pakhtunkhwa, which is Pakistan’s third-most-populated province. While Khyber Pakhtunkhwa has the third-highest number of confirmed cases of COVID-19 (129,000), it has faced an exceptionally high fatality rate of 3.03% which has caused it to have the highest death rate out of any province and the third-highest number of deaths (3,920). In the southwest of the country, the sparse and arid province of Balochistan has seen the lowest confirmed case count (24,500) and the lowest death count (270) of all of Pakistan’s provinces and has also shown the lowest number of confirmed cases per capita, as well as the lowest number of deaths per capita. The fatality rate in Balochistan is especially low, currently standing at 1.10%. Islamabad Capital Territory, which is richer than any of Pakistan’s provinces, has confirmed 80,300 cases and has seen 745 deaths so far, giving it a higher number of deaths per capita and a higher number of confirmed cases per capita than any Pakistani province, while also having the lowest fatality rate in the country.

The country was put under a nationwide lockdown from 1 April and extended twice until 9 May. Upon its end, the lockdown was eased in phases. After the first wave, the country has battled COVID-19 by using “smart lockdowns” and enforcing SOPs.

The distribution of COVID-19 in Pakistan is heavily concentrated in a few key areas. The city of Karachi (as of 7 May 2021) has recorded about 189,000 confirmed cases, making up about 22% of all cases of COVID-19 in Pakistan. Meanwhile, Lahore, the country’s second-largest city, has recorded (as of 5 September 2020) 170,000 cases of COVID-19, making up about 19% of the country’s cases. Islamabad Capital Territory and Peshawar District have recorded about 79,000 and 47,000 confirmed cases respectively as of the latest available data. Karachi, Lahore, Islamabad, and Peshawar account for about 485,000 cases, which make up over 55% of the country’s total confirmed cases.

Timeline

December 2020

On 31 December 2020, Minister for Science and Technology Fawad Chaudhry said that Pakistan will purchase 1.2 million doses of coronavirus vaccine from Sinopharm.

January 2021

On 7 January 2021, Parliamentary Secretary for Ministry of National Health Services Dr Nausheen Hamid said that Pakistan is expected to get the first COVID-19 vaccine shipment by the end of the month. On 9 January 2021, Islamabad got its first coronavirus vaccination centre after the government established the facility in Tarlai area of the federal capital. On 10 January 2021, the government’s National Command and Operation Center (NCOC) opened registrations for frontline healthcare workers, who will receive the first doses of the COVID-19 vaccine. Staff in both public and private health facilities will be vaccinated, NCOC announced on its website.

On 16 January 2021, AstraZeneca’s COVID-19 vaccine was approved for emergency use in Pakistan as the Chinese vaccine was awaiting approval from the Drug Regulatory Authority of Pakistan (DRAP). Faisal Sultan added that Pakistan had adequate cold chain facilities for most kinds of vaccines. On 18 January 2021, The Drug Regulatory Authority of Pakistan (DRAP) approved the Sinopharm BIBP vaccine for emergency use. On 21 January 2021, Pakistan’s Foreign Minister Shah Mehmood Qureshi said that China agreed to provide half a million doses of the Chinese Sinopharm vaccine free of cost to Pakistan by 31 January. On 31 January 2021, it was announced that 17 million doses of the AstraZeneca vaccine would be provided to Pakistan by COVAX.

February 2021

On 1 February 2021, Pakistan received the first vaccine doses from China. On 12 February 2021, Pakistan approved the emergency use of the Convidecia vaccine developed by CanSino Biologics.

March 2021

By 5 March 2021, 197,000 vaccine doses had been administered in Pakistan. On 6 March, Nadhim Zahawi announced that Pakistan will get 17 million COVID-19 vaccine doses from the United Kingdom.

On 16 March, Pakistan received 500,000 doses of the Sinopharm vaccine as a donation from China.

May 2021

On 28 May, Pakistan received 106,000 doses of Pfizer–BioNTech COVID-19 vaccine through the COVAX initiative. Pfizer officials confirmed that 1 million more doses could be delivered to Islamabad in July or August, subject to the bilateral agreement being negotiated at the time.

June 2021

On 28 June, the U.S. confirmed it would be sending 2.5 million doses of the Moderna COVID-19 vaccine to Pakistan, and that they were expected to arrive in 1 week.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The State Bank of Pakistan (SBP) is the central bank of Pakistan. Its constitution, as originally laid down in the State Bank of Pakistan Order 1948, remained basically unchanged until January 1, 1974, when the bank was nationalized and the scope of its functions was considerably enlarged. The State Bank of Pakistan Act 1956, with subsequent amendments, forms the basis of its operations today. The headquarters are located in the financial capital of Pakistan, Karachi. The bank has a fully owned subsidiary with the name SBP Banking Services Corporation (SBP-BSC), the operational arm of the central bank with branch offices in 16 cities across Pakistan, including the capital city Islamabad and the four provincial capitals. The State Bank of Pakistan has other fully owned subsidiaries as well: National Institute of Banking and Finance (NIBAF), the training arm of the bank providing training to commercial banks; the Deposit Protection Corporation (DPC); and ownership of Pakistan Security Printing Corporation (PSPC).

History

Before independence on 14 August 1947, during the British colonial era, the Reserve Bank of India was the central bank for the then undivided subcontinent. On the 30th of December 1948 the British Government’s commission distributed the Reserve Bank of India’s reserves between Pakistan and India—30 percent (750 M gold) for Pakistan and 70 percent for India.

The losses incurred in the transition to independence, the small amount taken from Pakistan’s share (a total of 230 million). In May 1948 Muhammad Ali Jinnah (Founder of Pakistan) took steps to establish the State Bank of Pakistan immediately. These were implemented in June 1948, and the State Bank of Pakistan commenced operation on July 1, 1948.

Under the State Bank of Pakistan Order 1948, the state bank of Pakistan was charged with the duty to “regulate the issue of bank notes and keeping of reserves with a view to securing monetary stability in Pakistan and generally to operate the currency and credit system of the country to its advantage”.

Initially, a large percent of the state bank was funded by industrial families, who Quaid-e-Azam promoted. They would allot a percentage of their annual profit towards the functioning of the bank. Most notably, the Valika Family would allocate the largest share amongst these families, who also possessed good ties with the Quaid, since September 1947 when the Quaid laid the foundations of the first textile mill of Pakistan, Valika Textile Mills.

A large section of the state bank’s duties was widened when the State Bank of Pakistan Act 1956 was introduced. It required the state bank to “regulate the monetary and credit system of Pakistan and to foster its growth in the best national interest with a view to securing monetary stability and fuller utilization of the country’s productive resources”. In February 1994, the State Bank was given full autonomy, during the financial sector reforms.

On January 21, 1997, this autonomy was further strengthened when the government issued three Amendment Ordinances (which were approved by the Parliament in May 1997). Those included were the State Bank of Pakistan Act, 1956, Banking Companies Ordinance, 1962 and Banks Nationalization Act, 1974. These changes gave full and exclusive authority to the State Bank to regulate the banking sector, to conduct an independent monetary policy and to set a limit on government borrowings from the State Bank of Pakistan. The amendments to the Banks Nationalization Act brought the end of the Pakistan Banking Council (an institution established to look after the affairs of NCBs) and allowed the jobs of the council to be appointed to the Chief Executives, Boards of the Nationalized Commercial Banks (NCBs) and Development Finance Institutions (DFIs). The State Bank having a role in their appointment and removal. The amendments also increased the autonomy and accountability of the chief executives, the Boards of Directors of banks and DFIs.

The State Bank of Pakistan also performs both the traditional and developmental functions to achieve macroeconomic goals. The traditional functions may be classified into two groups: 1) The primary functions including an issue of notes, regulation and supervision of the financial system, bankers’ bank, lender of the last resort, banker to Government, and conduct of monetary policy. 2) The secondary functions including the agency function like management of public debt, management of foreign exchange, etc., and other functions like advising the government on policy matters and maintaining close relationships with international financial institutions.

The non-traditional or promotional functions, performed by the State Bank include the development of a financial framework, institutionalization of savings and investment, provision of training facilities to bankers, and provision of credit to priority sectors. The State Bank also has been playing an active part in the process of Islamization of the banking system.

The Bank is active in promoting financial inclusion policy and is a leading member of the Alliance for Financial Inclusion. It is also one of the original 17 regulatory institutions to make specific national commitments to financial inclusion under the Maya Declaration during the 2011 Global Policy Forum held in Mexico. In 2019, the SBP launched the National Payment Systems Strategy to lay out a framework for Pakistan to foster a modern digital payments infrastructure.

Jameel Ahmad has been appointed as the State Bank of Pakistan (SBP) governor for five years, the federal government announced on Friday. 

As per the notification issued by the Finance Division, “Jameel Ahmad is appointed as governor State Bank of Pakistan for a term of five years with the approval of the president of Pakistan, upon the recommendation of the federal government, with immediate effect.” 

Finance Minister Miftah Ismail congratulated Mr. Jamil on his appointment. 

The tenure of the last SBP governor, Dr. Reza Baqir, came to an end on May 4, which was followed by Dr. Murtaza Syed as acting governor. 

The newly appointed governor is a seasoned banker who has over 31 years of experience and has previously served as the SBP deputy governor (banking and FMRM) from April 11, 2017, to October 15, 2018. Afterward, Ahmad was reappointed as the deputy governor for a three-year term on Oct 25, 2018. 

Before being appointed as deputy governor, Ahmad worked as group head of the Operations, Banking Policy & Regulations Department, Financial Resource Management department, and the Development Finance department. 

Jameel Ahmad was also a part of the Saudi Arabian Monetary Agency (SAMA). 

Moreover, he has a major contribution to formulating the policy and regulatory framework for the banking systems of Pakistan and Saudi Arabia and supervising their financial soundness and stability. 

Ahmad has also been the head of steering committees on the execution of Raast, an instant payments system; digital banking regulations; and SBP’s Knowledge Management System. In addition, the development and issuance of Pakistan’s national payment systems strategy established jointly by SBP and the World Bank were also under his supervision. 

He acquired his MBA degree from the University of Punjab in 1988. He remained a key member of the Institute of Cost & Management Accountants of Pakistan since 1994, a fellow member of the Institute of Bankers Pakistan since 1993, and also enjoyed a key role in the Institute of Corporate Secretaries of Pakistan since 1992.
