Europe is a large peninsula conventionally considered a continent in its own right because of its great physical size and the weight of its history and traditions. Europe is also considered a subcontinent of Eurasia and it is located entirely in the Northern Hemisphere and mostly in the Eastern Hemisphere. Comprising the westernmost peninsulas of Eurasia, it shares the continental landmass of Afro-Eurasia with both Africa and Asia. It is bordered by the Arctic Ocean to the north, the Atlantic Ocean to the west, the Mediterranean Sea to the south and Asia to the east. Europe is commonly considered to be separated from Asia by the watershed of the Ural Mountains, the Ural River, the Caspian Sea, the Greater Caucasus, the Black Sea and the waterways of the Turkish Straits.

Europe covers about 10.18 million km2 (3.93 million sq mi), or 2% of Earth’s surface (6.8% of land area), making it the second-smallest continent (using the seven-continent model). Politically, Europe is divided into about fifty sovereign states, of which Russia is the largest and most populous, spanning 39% of the continent and comprising 15% of its population. Europe had a total population of about 745 million (about 10% of the world population) in 2021. The European climate is largely affected by warm Atlantic currents that temper winters and summers on much of the continent, even at latitudes along which the climate in Asia and North America is severe. Further from the sea, seasonal differences are more noticeable than close to the coast.

European culture is the root of Western civilisation, which traces its lineage back to ancient Greece and ancient Rome. The fall of the Western Roman Empire in 476 AD and the subsequent Migration Period marked the end of Europe’s ancient history, and the beginning of the Middle Ages. Renaissance humanism, exploration, art, and science led to the modern era. Since the Age of Discovery, started by Portugal and Spain, Europe played a predominant role in global affairs. Between the 16th and 20th centuries, European powers colonised at various times the Americas, almost all of Africa and Oceania, and the majority of Asia.

The Age of Enlightenment, the subsequent French Revolution and the Napoleonic Wars shaped the continent culturally, politically and economically from the end of the 17th century until the first half of the 19th century. The Industrial Revolution, which began in Great Britain at the end of the 18th century, gave rise to radical economic, cultural and social change in Western Europe and eventually the wider world. Both world wars took place for the most part in Europe, contributing to a decline in Western European dominance in world affairs by the mid-20th century as the Soviet Union and the United States took prominence. During the Cold War, Europe was divided along the Iron Curtain between NATO in the West and the Warsaw Pact in the East, until the Revolutions of 1989, Fall of the Berlin Wall and the Dissolution of the Soviet Union.

In 1949, the Council of Europe was founded with the idea of unifying Europe to achieve common goals and prevent future wars. Further European integration by some states led to the formation of the European Union (EU), a separate political entity that lies between a confederation and a federation. The EU originated in Western Europe but has been expanding eastward since the fall of the Soviet Union in 1991. The currency of most countries of the European Union, the euro, is the most commonly used among Europeans; and the EU’s Schengen Area abolishes border and immigration controls between most of its member states, and some non-member states. There exists a political movement favouring the evolution of the European Union into a single federation encompassing much of the continent.

COVID-19 pandemic in Europe

The global COVID-19 pandemic arrived in Europe with its first confirmed case in Bordeaux, France, on 24 January 2020, and subsequently spread widely across the continent. By 17 March 2020, every country in Europe had confirmed a case, and all have reported at least one death, with the exception of Vatican City.

Italy was the first European country to experience a major outbreak in early 2020, becoming the first country worldwide to introduce a national lockdown. By 13 March 2020, the World Health Organization (WHO) declared Europe the epicentre of the pandemic and it remained so until the WHO announced it was overtaken by South America on 22 May. By 18 March 2020, lockdowns introduced in Europe affected more than 250 million people. Despite deployment of COVID-19 vaccines, Europe became the pandemic’s epicentre once again in late 2021. On 11 January 2022, Dr. Hans Kluge, the WHO Regional Director for Europe said, “more than 50 percent of the population in the region will be infected with Omicron in the next six to eight weeks”.

As the outbreak became a major crisis across Europe, national and European Union responses have led to debate over restrictions of civil liberties and the extent of European Union solidarity.

As of 20 May 2022, Europe is the most affected continent in the world. Most affected countries in Europe include France, Germany, the United Kingdom and Russia.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Norway, officially the Kingdom of Norway, is a Nordic country in Northern Europe, the mainland territory of which comprises the western and northernmost portion of the Scandinavian Peninsula. The remote Arctic island of Jan Mayen and the archipelago of Svalbard also form part of Norway. Bouvet Island, located in the Subantarctic, is a dependency of Norway; it also lays claims to the Antarctic territories of Peter I Island and Queen Maud Land. The capital and largest city in Norway is Oslo.

Norway has a total area of 385,207 square kilometres (148,729 sq mi) and had a population of 5,425,270 in January 2022. The country shares a long eastern border with Sweden at a length of 1,619 km (1,006 mi). It is bordered by Finland and Russia to the northeast and the Skagerrak strait to the south, on the other side of which are Denmark and the United Kingdom. Norway has an extensive coastline, facing the North Atlantic Ocean and the Barents Sea. The maritime influence dominates Norway’s climate, with mild lowland temperatures on the sea coasts; the interior, while colder, is also significantly milder than areas elsewhere in the world on such northerly latitudes. Even during polar night in the north, temperatures above freezing are commonplace on the coastline. The maritime influence brings high rainfall and snowfall to some areas of the country.

Harald V of the House of Glücksburg is the current King of Norway. Jonas Gahr Støre has been prime minister since 2021, replacing Erna Solberg. As a unitary sovereign state with a constitutional monarchy, Norway divides state power between the parliament, the cabinet and the supreme court, as determined by the 1814 constitution. The kingdom was established in 872 as a merger of many petty kingdoms and has existed continuously for 1,150 years. From 1537 to 1814, Norway was a part of the Kingdom of Denmark–Norway, and, from 1814 to 1905, it was in a personal union with the Kingdom of Sweden. Norway was neutral during the First World War and remained so until April 1940 when the country was invaded and occupied by Nazi Germany until the end of World War II.

Norway has both administrative and political subdivisions on two levels: counties and municipalities. The Sámi people have a certain amount of self-determination and influence over traditional territories through the Sámi Parliament and the Finnmark Act. Norway maintains close ties with both the European Union and the United States. Norway is also a founding member of the United Nations, NATO, the European Free Trade Association, the Council of Europe, the Antarctic Treaty, and the Nordic Council; a member of the European Economic Area, the WTO, and the OECD; and a part of the Schengen Area. In addition, the Norwegian languages share mutual intelligibility with Danish and Swedish.

Norway maintains the Nordic welfare model with universal health care and a comprehensive social security system, and its values are rooted in egalitarian ideals. The Norwegian state has large ownership positions in key industrial sectors, having extensive reserves of petroleum, natural gas, minerals, lumber, seafood, and fresh water. The petroleum industry accounts for around a quarter of the country’s gross domestic product (GDP). On a per-capita basis, Norway is the world’s largest producer of oil and natural gas outside of the Middle East.

The country has the fourth-highest per-capita income in the world on the World Bank and IMF lists. On the CIA’s GDP (PPP) per capita list (2015 estimate) which includes autonomous territories and regions, Norway ranks as number eleven. It has the world’s largest sovereign wealth fund, with a value of US$1 trillion. Norway has had the highest Human Development Index ranking in the world since 2009, a position also held previously between 2001 and 2006; it also has the highest inequality-adjusted ranking per 2018. Norway ranked first on the World Happiness Report for 2017 and currently ranks first on the OECD Better Life Index, the Index of Public Integrity, the Freedom Index, and the Democracy Index. Norway also has one of the lowest crime rates in the world.

Although the majority of Norway’s population is ethnic Norwegian, in the 21st century immigration has accounted for more than half of population growth; in 2021, the five largest minority groups in the country were the descendants of Polish, Lithuanian, Somali, Pakistani, and Swedish immigrants.

Politics and government

Norway is considered to be one of the most developed democracies and states of justice in the world. From 1814, c. 45% of men (25 years and older) had the right to vote, whereas the United Kingdom had c. 20% (1832), Sweden c. 5% (1866), and Belgium c. 1.15% (1840). Since 2010, Norway has been classified as the world’s most democratic country by the Democracy Index.

According to the Constitution of Norway, which was adopted on 17 May 1814 and was inspired by the United States Declaration of Independence and French Revolution of 1776 and 1789, respectively, Norway is a unitary constitutional monarchy with a parliamentary system of government, wherein the King of Norway is the head of state and the prime minister is the head of government. Power is separated among the legislative, executive and judicial branches of government, as defined by the Constitution, which serves as the country’s supreme legal document.

The monarch officially retains executive power. But following the introduction of a parliamentary system of government, the duties of the monarch have since become strictly representative and ceremonial, such as the formal appointment and dismissal of the Prime Minister and other ministers in the executive government. Accordingly, the Monarch is commander-in-chief of the Norwegian Armed Forces, and serves as chief diplomatic official abroad and as a symbol of unity. Harald V of the House of Schleswig-Holstein-Sonderburg-Glücksburg was crowned King of Norway in 1991, the first since the 14th century who has been born in the country. Haakon, Crown Prince of Norway, is the legal and rightful heir to the throne and the Kingdom.

In practice, the Prime Minister exercises the executive powers. Constitutionally, legislative power is vested with both the government and the Parliament of Norway, but the latter is the supreme legislature and a unicameral body. Norway is fundamentally structured as a representative democracy. The Parliament can pass a law by simple majority of the 169 representatives, who are elected on the basis of proportional representation from 19 constituencies for four-year terms.

150 are elected directly from the 19 constituencies, and an additional 19 seats (“levelling seats”) are allocated on a nationwide basis to make the representation in parliament correspond better with the popular vote for the political parties. A 4% election threshold is required for a party to gain levelling seats in Parliament. There are a total of 169 members of parliament.

The Parliament of Norway, called the Stortinget (meaning Grand Assembly), ratifies national treaties developed by the executive branch. It can impeach members of the government if their acts are declared unconstitutional. If an indicted suspect is impeached, Parliament has the power to remove the person from office.

The position of prime minister, Norway’s head of government, is allocated to the member of Parliament who can obtain the confidence of a majority in Parliament, usually the current leader of the largest political party or, more effectively, through a coalition of parties. A single party generally does not have sufficient political power in terms of the number of seats to form a government on its own. Norway has often been ruled by minority governments.

The prime minister nominates the cabinet, traditionally drawn from members of the same political party or parties in the Storting, making up the government. The PM organises the executive government and exercises its power as vested by the Constitution. Norway has a state church, the Lutheran Church of Norway, which has in recent years gradually been granted more internal autonomy in day-to-day affairs, but which still has a special constitutional status. Formerly, the PM had to have more than half the members of cabinet be members of the Church of Norway, meaning at least ten out of the 19 ministries. This rule was however removed in 2012. The issue of separation of church and state in Norway has been increasingly controversial, as many people believe it is time to change this, to reflect the growing diversity in the population. A part of this is the evolution of the public school subject Christianity, a required subject since 1739. Even the state’s loss in a battle at the European Court of Human Rights at Strasbourg in 2007 did not settle the matter. As of 1 January 2017, the Church of Norway is a separate legal entity, and no longer a branch of the civil service.

Through the Council of State, a privy council presided over by the monarch, the prime minister and the cabinet meet at the Royal Palace and formally consult the Monarch. All government bills need the formal approval by the monarch before and after introduction to Parliament. The Council reviews and approves all of the monarch’s actions as head of state. Although all government and parliamentary acts are decided beforehand, the privy council is an example of symbolic gesture the king retains.

Members of the Storting are directly elected from party-lists proportional representation in nineteen plural-member constituencies in a national multi-party system. Historically, both the Norwegian Labour Party and Conservative Party have played leading political roles. In the early 21st century, the Labour Party has been in power since the 2005 election, in a Red–Green Coalition with the Socialist Left Party and the Centre Party.

Since 2005, both the Conservative Party and the Progress Party have won numerous seats in the Parliament, but not sufficient in the 2009 general election to overthrow the coalition. Commentators have pointed to the poor co-operation between the opposition parties, including the Liberals and the Christian Democrats. Jens Stoltenberg, the leader of the Labour Party, continued to have the necessary majority through his multi-party alliance to continue as PM until 2013.

In national elections in September 2013, voters ended eight years of Labour rule. Two political parties, Høyre and Fremskrittspartiet, elected on promises of tax cuts, more spending on infrastructure and education, better services and stricter rules on immigration, formed a government. Coming at a time when Norway’s economy is in good condition with low unemployment, the rise of the right appeared to be based on other issues. Erna Solberg became prime minister, the second female prime minister after Gro Harlem Brundtland and the first conservative prime minister since Jan P. Syse. Solberg said her win was “a historic election victory for the right-wing parties”. Her centre-right government won re-election in the 2017 Norwegian parliamentary election. Norway’s new centre-left cabinet under Prime Minister Jonas Gahr Støre, the leader the Labour Party, took office on 14 October 2021.

Harald V (born 21 February 1937) is King of Norway. He acceded to the throne on 17 January 1991.

Harald was the third child and only son of King Olav V of Norway and Princess Märtha of Sweden. He was second in the line of succession at the time of his birth, behind his father. In 1940, as a result of the German occupation during World War II, the royal family went into exile. Harald spent part of his childhood in Sweden and the United States. He returned to Norway in 1945, and subsequently studied for periods at the University of Oslo, the Norwegian Military Academy, and Balliol College, Oxford.

Following the death of his grandfather Haakon VII in 1957, Harald became crown prince as his father became king. A keen sportsman, he represented Norway in sailing at the 1964, 1968, and 1972 Olympic Games, and later became patron of World Sailing. Harald married Sonja Haraldsen in 1968, their relationship having initially been controversial due to her status as a commoner. They have two children, Märtha Louise and Haakon. Harald became king following his father’s death in 1991, with Haakon becoming his heir apparent.

Reign

On the death of his father on 17 January 1991, Harald succeeded to the Norwegian throne. He became the first Norwegian-born monarch since Olav IV died in 1387, a gap of 604 years. Harald is the sixth King of Norway to bear that name, and the first in 855 years. The five other kings who have borne the name are Harald Fairhair, Harald Greycloak, Harald Bluetooth, Harald Hardrada, and Harald Gille. Harald Bluetooth is usually not given a number in the Norwegian list of kings, therefore Harald is ‘only’ numbered as Harald V. King Harald made the decision to use his grandfather’s royal motto, “Alt for Norge”. The King also chose to continue the tradition of royal benediction, a tradition that had been introduced with his father, and was consecrated together with Queen Sonja in the Nidaros Cathedral on 23 June 1991.

The reign of King Harald has been marked by modernization and reform for the Norwegian Royal family. The King has cooperated closely with Queen Sonja and the Crown Prince in making the royal household more open to the Norwegian public and the Norwegian media. King Harald’s decision to accept two more commoners into the royal family, Crown Princess Mette-Marit and Ari Behn, has been interpreted as a sign of modernization and adjustment. Under King Harald and Queen Sonja’s leadership, comprehensive renovation projects on the Bygdøy Royal Estate, the Royal Palace, the royal stables and Oscarshall have also taken place. The latter three have also been opened to the public and tourists. Together with Queen Sonja, the king has also for decades attempted to establish a palace museum in Oslo.

Jonas Gahr Støre (born 25 August 1960) is a Norwegian politician who has served as the prime minister of Norway since 2021 and has been Leader of the Labour Party since 2014. He served under Prime Minister Jens Stoltenberg as Minister of Foreign Affairs from 2005 to 2012 and as Minister of Health and Care Services from 2012 to 2013. He has also been a Member of the Storting for Oslo since 2009.

Støre grew up in West End Oslo and is a millionaire. He underwent naval officer training at the Norwegian Naval Academy and then studied political science at Sciences Po in Paris from 1981 to 1985. Originally associated with the Conservative Party, he was a career special adviser and director-general in the Prime Minister’s Office from 1989 to 1997, serving under prime ministers Jan Syse, Gro Harlem Brundtland, and Thorbjørn Jagland. He became known as a protégé of Brundtland in the 1990s, and her mentorship inspired him to become a member of the Labour Party in 1995. In 1998, he followed Brundtland to the World Health Organization where he became her chief of staff. Støre was State Secretary and Chief of Staff in the Prime Minister’s Office in the first government of Jens Stoltenberg; the government was inspired by New Labour and oversaw the most widespread privatization in Norwegian history. He later served as Secretary-General of the Norwegian Red Cross from 2003 to 2005. Like his political mentors Brundtland and Stoltenberg, Støre is associated with the business-friendly right-wing of the Labour Party. When he joined the cabinet in 2005, he was perceived as part of a group of “West End executives” and confidantes of Stoltenberg that represented a shift to the right. His tenure as foreign minister nevertheless made him the most popular member of the cabinet.

Despite the Labour Party receiving 1% fewer votes and losing one seat, the centre-left won a majority in the 2021 Norwegian parliamentary election. As the leader of the largest party, Støre was the clear favourite for the role of prime minister. Two days after the resignation of Erna Solberg and her government on 12 October 2021, Støre was appointed as prime minister by King Harald V, leading a minority government with the Centre Party.

Erna Solberg (born 24 February 1961) is a Norwegian politician and the current Leader of the Opposition. She served as the 35th prime minister of Norway from 2013 to 2021, and has been Leader of the Conservative Party since May 2004.

Solberg was first elected to the Storting in 1989, and served as Minister of Local Government and Regional Development in Bondevik’s Second Cabinet from 2001 to 2005. During her tenure, she oversaw the tightening of immigration policy and the preparation of a proposed reform of the administrative divisions of Norway. After the 2005 election, she chaired the Conservative Party parliamentary group until 2013. Solberg has emphasized the social and ideological basis of Conservative policies, though the party also has become visibly more pragmatic.

After winning the September 2013 election, Solberg became prime minister of Norway, the second woman to hold the position, after Gro Harlem Brundtland. Solberg’s Cabinet, often informally called the “Blue-Blue Cabinet”, was initially a two-party minority government consisting of the Conservative and Progress parties. The cabinet established a formalized cooperation with the Liberal and Christian Democratic parties in the Storting. The government was reelected in the 2017 election and was extended to include the Liberal Party in January 2018. This extended minority coalition is informally called the “Blue-Green cabinet”. In May 2018, Solberg surpassed Kåre Willoch to become the longest-serving prime minister of Norway from the Conservative Party. The government was further extended in January 2019 to include the Christian Democratic Party, and thereby secured a majority in Parliament. On 13 September 2021, following the parliamentary election which overturned her government’s majority in the Storting, she conceded defeat, leaving it to the Labour Party’s Jonas Gahr Støre to form a new government. On 12 October 2021, Solberg and her government tendered their resignations to King Harald V, clearing the way for Støre to form a new government, which was finalised two days later. She then returned to being the Leader of the Opposition.

Prime Minister of Norway (2013–2021)

Solberg became the head of government after winning the general election on 9 September 2013 and was appointed Prime Minister on 16 October 2013. Solberg is Norway’s second female Prime Minister after Gro Harlem Brundtland.

The Government was re-elected in 2017, making Solberg the country’s first conservative leader to win re-election since the 1980s. The centre-right parties were also able to maintain the majority in the Storting.

Erna Solberg has combined numerous national positions as Minister, Parliamentarian and regional politician with a strong commitment to global solutions for development, growth and conflict resolution.

She also negotiated with the Liberals to join the government in 2018. The Liberals officially joined the Solberg Cabinet on 17 January 2018. After the Christian Democrats alliance conflict that lasted from September to November 2018, they eventually negotiated to join the Solberg Cabinet on the grounds of a minor change in the abortion law, something that caused harsh backlash from the public and critics alike. The Christian Democrats officially joined the Cabinet on 22 January 2019.

She faced tensions between the components of her majority, leading to a break with the Progress Party.

She inherited the nickname “Iron Erna”, in reference to the former British Prime Minister Margaret Thatcher, for her relentless management of the migration crisis in 2015, during which she had tightened reception conditions.

To cope with the fall in oil prices in March 2020, her government adopted a series of measures to support businesses, such as simplifying procedures for temporary layoffs of employees, and tax privileges.

COVID-19 pandemic in Norway

One day after her 60th birthday in 2021 during the COVID-19 pandemic in Norway, Solberg breached national health guidelines by going to a restaurant in Geilo with her husband and 13 family members to celebrate her birthday. The guidelines stated that restaurants only can hold 10 people of the same cohort. In March, she apologised for breaching guidelines and that she didn’t think of it properly before being questioned by NRK. She further stated that she should have known better. She was fined 20,000 NOK ($2,352) after a police investigation was conducted.

On 24 September 2021, her government announced a lift for all national major measures, taking effect the day after at 4:00pm, officially reopening the country.

THE STORTING

 

The Storting (lit. the Great Thing) is the supreme legislature of Norway, established in 1814 by the Constitution of Norway. It is located in Oslo. The unicameral parliament has 169 members and is elected every four years based on party-list proportional representation in nineteen multi-seat constituencies. A member of Stortinget is known in Norwegian as a stortingsrepresentant, literally “Storting representative”.

The assembly is led by a president and, since 2009, five vice presidents: the presidium. The members are allocated to twelve standing committees as well as four procedural committees. Three ombudsmen are directly subordinate to parliament: the Parliamentary Intelligence Oversight Committee and the Office of the Auditor General.

Parliamentarianism was established in 1884, with the Storting operating a form of “qualified unicameralism”, in which it divided its membership into two internal chambers making Norway a de facto bicameral parliament, the Lagting and the Odelsting. Following a constitutional amendment in 2007, this was abolished, taking effect following the 2009 election.

Following the 2021 election, ten parties are represented in parliament: the Labour Party (48), the Conservative Party (36), the Centre Party (28), the Progress Party (21), the Socialist Left Party (13), the Red Party (8), the Liberal Party (8), the Christian Democratic Party (3), the Green Party (3), and the Patient Focus Party (1). Since 2021, Masud Gharahkhani has been President of the Storting.

Storting building

The Storting building is the seat of the Storting, the parliament of Norway. The building is located at 22 Karl Johans gate in central Oslo, Norway. It was taken into use on 5 March 1866 and was designed by the Swedish architect Emil Victor Langlet.

Architecture

The building is built in yellow brick with details and basement in light gray granite. It is a combination of several styles, including inspirations from France and Italy. A characteristic feature of Stortingsbygningen is the way the plenary chamber is located in the semi-circular section in the front of the building, as opposed to the building’s centre. The back side of the building mirrors the facade of the front, with the meeting chamber of the now-abolished Lagting legislative chamber. The interior of the building is also designed by Langlet.

Ingvild Kjerkol (born 18 May 1975) is a Norwegian politician for the Labour Party. She was elected to the Parliament of Norway from Nord-Trøndelag first time in 2013, and re-elected in 2017 and 2021. She has been a member of the Standing Committee on Transport and Communications, and of the Standing Committee on Health and Care Services. Since 2021, she has served as minister of health and care services.

Minister of Health and Care Services

Kjerkol was appointed minister of health and care services in Støre’s Cabinet on 14 October 2021.

Following the attack in Kongsberg, Kjerkol expressed that the health services weren’t good enough when faced to handle sick people who may be dangerous. She also mentioned she had brought up with the minister of justice on how the cooperation between the police and health services are like.

On the issue of eating disorders, Kjerkol announced that a plan to assist people with said issues and further mental health would be necessary. She also said it was necessary to increase the special health service and municipalities’ services regarding eating disorders.

On 28 October, Kjerkol announced that national restrictions against COVID-19 would not be implemented, further saying that local restrictions and guidelines were sufficient for the time being. Later that day, at a press conference with Camilla Stoltenberg and Espen Rostrup Nakstad, Kjerkol said that if the situation deteriorates, the government will use all the tools necessary. She also mentioned that the government is specifically monitoring hospitalisations and the pressure on the health service carefully. Kjerkol further mentioned that notable restrictions that would be continued, were travel restrictions to limit import infection, and the current TISK (testing, isolation, infection tracing and quarantine) scheme. She reiterated that local health authorities should follow the situation closely and initiate restrictions if there should be cause for concern.

On 4 November, Kjerkol reiterated that the municipalities should take rapid action against COVID-19 should it occur locally. She also announced that nurses who work closely with patients, will be offered a third vaccine dosage. Kjerkol said this decision was made due to it being important to protect the frontline. Regarding temporary transfer of health personal from Eastern Norway to Northern Norway, Kjerkol said this could be expanded to include other health personal groups, but it would be pending on the local situation or increased knowledge of their respective fields.

On 10 November, Kjerkol said that measures such as COVID-19 passport, increased testing and travel entry measures were being considered. She also stated that health authorities were considering other measures as well as the situation progresses.

On 29 November, Kjerkol and the government announced measures against the SARS-CoV-2 Omicron variant. These measures included: isolation period extended to seven days, and ten days quarantine for members of a household and close contacts. Kjerkol also stated that the variant gave reason for higher vaccination rate and that vaccination had to be prioritised.

On 7 December, as the government presented new COVID-19 measures, Kjerkol stated the measures notably were to stop the spread of omicron, saying: “The measures introduced will slow down the spread of omicrons. We do not know now whether the omicron variant will increase admissions further. But the measures will give us time to gain more knowledge about the omicron variant’s infectivity and severity, and to vaccinate more”.

On 13 December, at a press conference with Jonas Gahr Støre and Tonje Brenna, Kjerkol announced that the Norwegian Army had been asked to assist with vaccination in municipalities who required it. She went on to say: “It is especially important that everyone over the age of 65 and people at high risk of serious illness are vaccinated with a refresher dose as soon as possible, within the set vaccination interval. We must also try to reach as many people as possible who have not previously been fully vaccinated. The interval between dose two and the refresher dose has today been changed to 4.5 months for everyone who is recommended a refresher dose”. She also stressed that it was important for municipalities and hospitals to vaccinate their own personnel at a higher rate.

On 18 December, Kjerkol and higher education minister Ola Borten Moe announced the government’s plan to open 500 new study places for nurses, which would happen by autumn 2022. Kjerkol said: “We lack quite a few sick owners both in the municipalities and in the hospitals. And then we lack specialist nurses. Here we are talking about several thousand nurses we would like to have in service”. The move was notably praised by both the Conservative and Progress parties.

At a press conference on 21 December, Kjerkol was open to reintroduce the COVID-19 certificate sometime after Christmas, but also to more extensive usage. She also said that legislation for this would be put out on consultation in January.

In early January 2022, the Progress Party’s spokesperson for health policy, Bård Hoksrud, criticised the government for not allowing municipalities to allow veterinarians, pharmacies and other private operators to assist with vaccinations. Kjerkol responded saying that the government had allowed pharmacies to vaccinate, in addition to health forces from the Norwegian Army. She did however point out that veterinarians didn’t have the license to put vaccines in humans.

On 13 January, the government made a few adjustments to existing measures while also lifting a few. Kjerkol announced that tracing now should be done individually, and close contacts need to notify each other if one tests positive. She also vowed that they will protect the health service and keep the pandemic under control. When asked why the municipalities should be allowed to decide the level of measures in schools, but not how long they should serve alcohol, Kjerkol responded: “We want to create limited mobility and contact between adults, through a nationally regulated serving time. This is based on infection control, and part of a package of measures that overall gives us less mobility and less contact”.

In April, Kjerkol didn’t rule out that discrimination could happen in the health service when it came to gynaecology treatment of women in comparison to men. She also referred to a committee that had been established to find out if deceases that affect women are being treated differently then those that affect men.

In May, Kjerkol asked for inputs for a abortion issue commission that had been set down to look into the largest changes made to the abortion law. The inputs in question were primarily who should sit on the commission, with experiences in different fields regarding abortion.

In the wake of revelations by Aftenposten showing that mentally ill children wasn’t receiving necessary care and treatment by children’s welfare services, Kjerkol stated that said children would be prioritised and have an equal right to treatment. She also urged the regions to prioritise children and youth, while it also being important for health services to be able to reach children, including those in institutions.

In August, when revelations emerged that Støre had seen a private doctor, Kjerkol refused to comment. The Red Party went out against this and called it troubling that the government vowed to focus on public health services while the prime minister himself utilised private services.

In September, she stated that hotline and health services should be improved in order to help young people who is leaning towards suicide. She also called for a “build down” on taboos and stigmas and openness around people who lean towards suicide. Kjerkol stated: “It is important to counteract stigma and taboos, so that more people dare to be open about what is difficult. The men’s role comission will look at how boys grow up, also when it comes to the situation of queers who struggle to stand out and experience an additional burden to be themselves”.

Bent Høie (born 4 May 1971) is a Norwegian politician from the Conservative Party who served as county governor of Rogaland since 2021. He previously served as Minister of Health and Care Services from 2013 to 2021, and a member of the Storting from Rogaland from 2000 to 2021.

Political career

Minister of Health and Care Services

Høie was appointed minister of health and care services on 16 October 2013, after Erna Solberg became prime minister following the 2013 election.

Early during Høie’s tenure, the government sent out a consultation memorandum on proposals for amendments to the Health and Care Services Act and the Patient and User Rights Act, as well as to the GP regulations and regulations on patient and user rights in the GP scheme. The consultation deadline was set for 30 April 2014. The most important proposal in the memorandum was to provide a legal basis for a regulation that gives doctors the right to reserve themselves against referral and treatment in the event of serious conflicts of conscience related to life and death, in practice especially abortion. The proposals, which were a result of the settlement between the Christian Democratic Party, the Conservatives and the Progress Party during the government negotiations in the autumn of 2013, gave rise to much criticism, also from the Conservative party’s own ranks.

The proposal, which was called prehistoric by top politicians in its own ranks, was poorly received, which among other things led to a record turnout during the International Women’s Day parade on 8 March 2014. Mayors across the country caused trouble for Høie and refused their GPs to reserve against referring to abortion. As a result of the strong opposition, Høie chose to withdraw the proposals.

In March 2016, Høie was appointed by United Nations Secretary-General Ban Ki-moon to the High-Level Commission on Health Employment and Economic Growth, which was co-chaired by presidents François Hollande of France and Jacob Zuma of South Africa.

In 2018, he joined the Task Force on Fiscal Policy for Health, a group convened by Michael Bloomberg and Lawrence Summers to address preventable leading causes of death and noncommunicable diseases through fiscal policy.

In October 2019, Høie criticized skier Andreas Håtveit, who caused controversy when he expressed concern about the level of where the standard was put for leaders in KRIK. In his criticism against Håtveit, he drew comparisons to treatment of LGBT individuals during the 1980s.

During the COVID-19 pandemic in Norway, Høie was a leading figure representing the government, routinely appearing at press conferences alongside prime minister Erna Solberg and health officials announcing new rules, restrictions and regulations.

On 28 September 2020, during the COVID-19 pandemic; Oslo governing mayor Raymond Johansen criticised Høie for having seemingly claimed that the government would overrule Oslo municipality if they didn’t apply more harsher restrictions against the decease. Johansen also stated that he had felt pressured by both Høie and the Norwegian Health Directorate. Høie later clarified that he had only meant that the government could overrule the municipality if they didn’t come with good enough measures themselves, which would have been in the form of national COVID-19 measures.

In May 2021, Høie expressed gratitude for municipalities who were willing to redistribute vaccines in favour of 24 other municipalities in Eastern Norway.

After the government announced that politicians would be getting vaccines in late May, Høie was one of the ministers who turned down the offer, alongside members of the Storting, both opposition and coalition partners. He expressed that he’d rather wait for his age group in the vaccination lineup before he would get vaccinated.

COVID-19 pandemic in Europe

The global COVID-19 pandemic arrived in Europe with its first confirmed case in Bordeaux, France, on 24 January 2020, and subsequently spread widely across the continent. By 17 March 2020, every country in Europe had confirmed a case, and all have reported at least one death, with the exception of Vatican City.

Italy was the first European country to experience a major outbreak in early 2020, becoming the first country worldwide to introduce a national lockdown. By 13 March 2020, the World Health Organization (WHO) declared Europe the epicentre of the pandemic and it remained so until the WHO announced it was overtaken by South America on 22 May. By 18 March 2020, lockdowns introduced in Europe affected more than 250 million people. Despite deployment of COVID-19 vaccines, Europe became the pandemic’s epicentre once again in late 2021. On 11 January 2022, Dr. Hans Kluge, the WHO Regional Director for Europe said, “more than 50 percent of the population in the region will be infected with Omicron in the next six to eight weeks”.

As the outbreak became a major crisis across Europe, national and European Union responses have led to debate over restrictions of civil liberties and the extent of European Union solidarity.

As of 20 May 2022, Europe is the most affected continent in the world. Most affected countries in Europe include France, Germany, the United Kingdom and Russia.

COVID-19 pandemic in Norway

The COVID-19 pandemic in Norway has resulted in 1,462,456 confirmed cases of COVID-19 and 4,098 deaths.

On 26 February 2020, the virus was confirmed to have spread to Norway. The number of cases increased rapidly during the month of March, thereby necessitating a number of safety measures aiming to achieve physical distancing to be introduced on 12 March. The first death attributed to COVID-19 was documented on the same day. Most confirmed cases that were traced to outside Norway were Norwegian tourists returning from Austria and Italy.

In March 2020, a senior Norwegian Institute of Public Health consultant said one of the major reasons why the mortality rate was significantly lower than in other European countries (such as Italy, Spain, the UK) was the high number of tests performed in Norway. A commission was established in the early days of the pandemic to track and analyze every aspect of the nation’s response to the pandemic (Koronakommisjonen); as of late June 2022 Norway’s death per capita rate was the lowest in Scandinavia.

COVID-19 vaccination in Norway

COVID-19 vaccination in Norway is an ongoing immunization campaign against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the virus that causes coronavirus disease 2019 (COVID-19), in response to the ongoing pandemic in the country. As of 3 January 2022 79,5% of the population have been vaccinated with the first dose, 72,7% with the second dose and 28,8% with the third dose (also known as the first booster dose).

As of January 2022 the country offers both the Pfizer-BioNTech and Moderna vaccine for the population over 18 years old. It is possible for the population to choose the vaccine they want, and it is also possible to take different vaccines for the different doses. However, children under 18 years old are only given the Pfizer-BioNTech vaccine. The children under 15 years old need parental approval to be vaccinated, and they only get 1 dose of the Pfizer-BioTech vaccine. If they have some serious sickness, they may also get 2 doses. Only the children between 5 and 11 years old that have some serious sickness, will be offered the vaccine. Men between 18 and 30 years old are also recommended to choose to take the Pfizer-BioNTech due to the higher risk of getting myocarditis and pericarditis with the Moderna vaccine.

Norway is also closely monitoring side effects, with both reports from healthcare professionals and the public being registered in a common database. This should allow for a good overview of the situation once the vaccine is distributed in the general population, as well as an efficient collaboration with other countries.

In May 2021, an expert review commissioned by the Norwegian Medicines Agency to investigate “the cause of the first 100 reported deaths of nursing home residents who had received the Pfizer-BioNTech vaccine” concluded that “a causal link between the Pfizer-BioNTech vaccine and death was considered “likely” in 10 of the 100 cases, “possible” in 26 cases, and “unlikely” in 59 cases. The remaining five were deemed “unclassifiable.””

Vaccine

As of 17 April 2021, 870,524 people in Norway have received the first dose of the COVID-19 vaccine and 296,458 are fully vaccinated, primarily the elderly, healthcare workers and younger people at risk. All of the cases with potential links to the vaccine reported as of 14 January occurred among severely frail elderly people with serious diseases. However, a causality to vaccination could not have been linked.

As an average of 300 to 400 people die each week in nursing homes in Norway, the Norwegian Medicines Agency expected that deaths close to the time of injection may occur, and is carrying out in-depth analyses to find any link with the vaccine. It is possible that common side effects aggravated pre-existing conditions in some patients, but so far no statistical analyses have shown an increase in the death rate of vaccinated people.

The secretary-general of the United Nations (UNSG or SG) is the chief administrative officer of the United Nations and head of the United Nations Secretariat, one of the six principal organs of the United Nations.

The role of the secretary-general and of the secretariat is laid out by Chapter XV (Articles 97 to 101) of the United Nations Charter. However, the office’s qualifications, selection process and tenure are open to interpretation; they have been established by custom.

Powers and duties

The role of the secretary-general is described as combining the functions and responsibilities of an advocate, diplomat, civil servant, and chief executive officer. The UN Charter designates the secretary-general as the “chief administrative officer” of the UN and allows them to perform “such other functions as are entrusted” by other United Nations organs. The Charter also empowers the secretary-general to inform the Security Council of “any matter which in his opinion may threaten the maintenance of international peace and security”. These provisions have been interpreted as providing broad leeway for officeholders to serve a variety of roles as suited to their preferences, skill set, or circumstances.

The secretary-general’s routine duties include overseeing the activities and duties of the secretariat; attending sessions with United Nations bodies; consulting with world leaders, government officials, and other stakeholders; and travelling the world to engage with global constituents and bring attention to certain international issues. The secretary-general publishes an annual report on the work of the UN, which includes an assessment of its activities and an outline future priorities. The secretary-general is also the chairman of the United Nations System Chief Executives Board for Coordination (CEB), a body composed of the heads of all UN funds, programmes and specialized agencies, which meets twice a year to discuss substantive and management issues facing the United Nations System.

Many of the secretary-general’s powers are informal and left open to individual interpretation; some appointees have opted for more activist roles, while others have been more technocratic or administrative. The secretary-general is often reliant upon the use of their “good offices”, described as “steps taken publicly and in private, drawing upon his independence, impartiality and integrity, to prevent international disputes from arising, escalating or spreading”. Consequently, observers have variably described the office as the “world’s most visible bully pulpit” or as the “world’s moderator”. Examples include Dag Hammarskjöld’s promotion of an armistice between the warring parties of Arab-Israel conflict, Javier Perez de Cuellar’s negotiation of a ceasefire in the Iran-Iraq War, and U Thant’s role in deescalating the Cuban Missile Crisis.

Trygve Halvdan Lie (16 July 1896 – 30 December 1968) was a Norwegian politician, labour leader, government official and author. He served as Norwegian foreign minister during the critical years of the Norwegian government in exile in London from 1940 to 1945. From 1946 to 1952 he was the first Secretary-General of the United Nations.

United Nations career

Lie led the Norwegian delegation to the United Nations conference in San Francisco in 1945 and was a leader in drafting the provisions of the United Nations Security Council. He was the leader of the Norwegian delegation to the United Nations General Assembly in 1946. Lie first stood for the election for President of the General Assembly but lost to Paul-Henri Spaak of Belgium. However, on 1 February 1946, as a result of a compromise between the major powers, he was elected as the first Secretary-General of the United Nations by a unanimous vote in the Security Council and by a 46-3 vote in the General Assembly. As the first person to occupy the new position, he would help come to shape the role as it developed in international diplomacy.

As Secretary-General, Lie supported the foundations of Israel and Indonesia. His passionate support for Israel included passing secret military and diplomatic information to Israeli officials. He sent 50 members of the United Nations guard force from Lake Success to assist the Mediator in supervising the Truce in the former British Mandate of Palestine in 1948 and the “UNTSO”, the first peacekeeping operation was established by the United Nations. He worked for the withdrawal of Soviet forces in Iran during the Iran crisis of 1946 and a ceasefire to fighting in Kashmir. Regarding Iran, Lies memorandum on a potential solution was not implemented but as a result of the need for raising important issues, the Security Council changed its rules of procedures to enable the Secretary General to address it on any question under consideration. This change would have important consequences both for Lie with regards the Korean War but also for later Secretary-Generals.

In 1948, Lie was involved in mediation attempts between Russia and the West following the Berlin Blockade. In June 1948, he offered to raise the blockade to the UN Security Council as a ‘threat to the peace’ but was told by the US State Department that this was not necessary. In November 1948, he recommended that the UN attempt should attempt to work out the currency issue and present a solution to both sides. However, in this regard he was not successful as Stalin eventually ordered the lifting of the blockade in May 1949 in a response to the effects of a trade embargo and the subsequent ongoing success of the Allied airlift operation.

Lie was Secretary-General of the UN during the period of the Korean War. Following the June 25th 1950 attack by North Korean forces, Lie immediately invoked Article 99 of the UN Charter to convene the Security Council that day. He stated that as Korea was a ward of the UN, the invasion was an attack on the UN itself and that the Security council should take the necessary steps to reestablish peace. A resolution to that effect passed in the Council by 9-0, owing to the absence of the Soviet Union due to their boycott of the council owing to the absence of the People’s Republic of China. It is stated that this attracted the ire of the Soviet Union. During the war, Lie had wanted an international committee to direct military forces but this was opposed by the US and a compromise reached, whereby a unified UN command would be created but under the overall command of a US General. He has been criticised by some for his failures to bring about a swifter end to the Korean War, despite several repeated attempts to bring the People’s Republic of China to ceasefire negotiations.

On 1 November 1950, over objections by the Soviet Union, the UN General Assembly voted by 46 votes to 5 (and 8 abstentions) to extend Lie’s term of office. The vote was a consequence of an impasse in the Security Council in which the Soviet Union refused to consider Lie due to his involvement in the Korean War, while the US refused to accept any candidate except Lie. Lie later worked to end the Soviet boycott of UN meetings, though his involvement had little to do with the eventual return of the Soviet Union to the UN. He was opposed to Spain’s entry into the United Nations because of his opposition to Francisco Franco’s government. He also sought to have the People’s Republic of China recognized by the United Nations after the Nationalist government was exiled to Taiwan, arguing that the People’s Republic was the only government that could fulfill the membership obligations in full.

By late 1952, the USSR continued to refuse to acknowledge Lie as Secretary-General and, having also been accused by Joseph McCarthy of hiring “disloyal” Americans – an allegation that he attributed to the pressing need for UN civil servants following the establishment of the UN – Lie resigned on 10 November 1952.

The UN came under US official scrutiny after the conviction of Alger Hiss, who had served as acting Secretary General at the first convening of the UN in San Francisco (in 1945). A State Department report dated 17 January 1951, states:

Subject: McCarran Act—Possible Conflict with Headquarters Agreement
In conversation with Abe Feller in New York recently he expressed the view that the regulations which have been issued under the McCarran Act make it fairly clear to him that there is likely to be some conflict between that Act and the way in which it is being interpreted and the Headquarters Agreement. He expressed the view that in the event of such conflict the UN secretariat would be forced to resort to the arbitration procedure under the Agreement. He stated he thought this would be very unfortunate and wondered whether any consideration was being given to a general amendment to the McCarran Act which would waive its provisions so far as it conflicted with international obligations or international agreements. I told him I did not know whether any amendments were under consideration but that I would bring his view to your attention.

Abraham Feller, General Counsel and Principal Director, Legal Department, United Nations Secretariat, was “reportedly” a “close friend” of Alger Hiss. On 14 November 1952, just days after Lie’s resignation from the UN, Feller committed suicide by jumping out of the window of his apartment in New York City.

THE SECRETARY GENERAL OF NATO

 

The secretary general of NATO is the chief civil servant of the North Atlantic Treaty Organization (NATO). The officeholder is an international diplomat responsible for coordinating the workings of the alliance, leading NATO’s international staff, chairing the meetings of the North Atlantic Council and most major committees of the alliance, with the notable exception of the NATO Military Committee, as well as acting as NATO’s spokesperson. The secretary general does not have a military command role; political, military and strategic decisions ultimately rest with the member states. Together with the chairman of the NATO Military Committee and the supreme allied commander, the officeholder is one of the foremost officials of NATO.

The current secretary general is former Norwegian Prime Minister Jens Stoltenberg, who took office on 1 October 2014. Stoltenberg’s mission as secretary general was extended for another four-year term, meaning that he was to lead NATO until September 30, 2022. However, due to Russia’s invasion of Ukraine in 2022, his term was extended further by another year.

History

Article 9 of the North Atlantic Treaty requires NATO members to “establish a Council, on which each of them shall be represented.” Accordingly, the North Atlantic Council was formed. Initially the Council consisted of NATO members’ foreign ministers and met annually. In May 1950, the desire for closer coordination on a day-to-day basis led to the appointment of Council deputies, permanently based in London and overseeing the workings of the organization. Deputies were given full decision-making authority within the North Atlantic Council, but their work was supplemented by occasional meetings of the NATO foreign ministers. The chairman of the deputies was given responsibility “for directing the organization and its work,” including all of its civilian agencies.

The Council deputies met for the first time on July 25, 1950, and selected Charles Spofford, the United States deputy, as their chairman. Several important organisational changes quickly followed the establishment of Council deputies, most notably the establishment of a unified military command under a single supreme Allied commander. This unification and the growing challenges facing NATO led to rapid growth in the institutions of the organisation and in 1951, NATO was reorganized to streamline and centralize its bureaucracy. As part of the organization, the Council deputies were delegated with the authority to represent their governments in all matters, including those related to defense and finance, not just foreign affairs, greatly increasing their power and importance.

As the authority of the deputies increased, and the size of the organization grew, NATO established the Temporary Council Committee, chaired by W. Averell Harriman. This group established an official secretariat in Paris to command NATO’s bureaucracy. The committee also recommended that “the agencies of NATO needed to be strengthened and co-ordinate”, and emphasized the need for someone other than the Chairman of the North Atlantic Council to become the senior leader of the alliance. In February 1952, North Atlantic Council accordingly established the position of secretary general to manage all civilian agencies of the organization, control its civilian staff, and serve the North Atlantic Council.

After the Lisbon Conference, the NATO states began looking for a person who could fill the role of secretary general. The position was first offered to Oliver Franks, the British ambassador to the United States, but he declined. Then, on March 12, 1952, the North Atlantic Council selected Hastings Ismay, a general from the Second World War, and Secretary of State for Commonwealth Relations in the British cabinet as secretary general. Unlike later secretaries general who served as Chairman of the North Atlantic Council, Ismay was made the vice chairman of the council, with Spofford continuing to serve as chairman. Ismay was selected because of his high rank in the war, and his role “at the side of Churchill … in the highest Allied Councils.” As both a soldier and a diplomat, he was considered uniquely qualified for the position, and enjoyed the full support of all the NATO states.

Several months later, after Spofford retired from the NATO, the structure of the North Atlantic Council was changed slightly. One member of the council was selected annually as the president of the North Atlantic Council (a largely ceremonial role), and the secretary general officially became the Deputy President of the Council, as well as the chair of its meetings. Ismay served as secretary general until retiring in May, 1957.

After Ismay, Paul-Henri Spaak, an international diplomat and former prime minister of Belgium was selected as the second secretary general. Unlike Ismay, Spaak had no military experience, so his appointment represented a “deemphasis of the strictly military side of the Atlantic Alliance.” When confirming Spaak’s appointment in December 1956 during a session of the NATO foreign ministers, the North Atlantic Council also expanded the role of the secretary general in the organization. Largely as a result of the Suez Crisis, which had strained intra-alliance relations, the council issued a resolution to allow the secretary general “to offer his good officers informally at any time to member governments involved in a dispute and with their consent to initiate or facilitate procedures of inquiry, mediation, conciliation, or arbitration.”

The NATO countries selected the first secretary general on April 4, 1952. Since that time, twelve different diplomats have served officially as secretary general. Eight countries have been represented, with three secretaries general hailing from the United Kingdom, three from the Netherlands, two from Belgium, one from Italy, one from Germany, one from Spain, one from Denmark and one from Norway. The position has also been occupied temporarily on three occasions by an acting secretary general between appointments.

Jens Stoltenberg (born 16 March 1959) is a Norwegian politician serving as the 13th secretary general of NATO since 2014. A member of the Labour Party, he previously served as the 34th prime minister of Norway from 2000 to 2001 and again from 2005 until 2013.

Born in Oslo as the son of the prominent diplomat and politician Thorvald Stoltenberg, Stoltenberg attended Oslo Waldorf School and Oslo Cathedral School before graduating as an economist at the University of Oslo in 1987. During his studies he worked as a journalist, and he led the Labour party’s youth wing from 1985 to 1989.

He started his career in government as a State Secretary in the Ministry of the Environment in 1990 and was elected to the Storting in 1993. He served as Minister of Industry and Energy from 1993 to 1996 and Minister of Finance from 1996 to 1997. He was Prime Minister from 2000 to 2001, was leader of the Labour Party from 2002 to 2014 and served as Prime Minister for a second time from 2005 to 2013. The following year he was named as the 13th Secretary General of NATO, and his term was subsequently extended three times by the NATO heads of state and government.

Stoltenberg has been described as a cautious politician, belonging to the right wing of social democracy. When he became prime minister in 2000 he was portrayed as the “Norwegian Tony Blair”, and his policies were inspired by Blair’s New Labour agenda; his first government oversaw the most widespread privatisation by any Norwegian government to that date. As Secretary-General of NATO Stoltenberg has worked to strengthen the Alliance’s military capabilities in response to the Russo-Ukrainian War, and his tenure coincided with the largest increase in NATO defense spending since the Cold War.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

Norges Bank / Noregs Bank is the central bank of Norway. Apart from having traditional central bank responsibilities such as financial stability and price stability, it manages the Government Pension Fund of Norway, a stabilization fund that may be the world’s largest sovereign wealth fund. The limited transparency of some SWFs makes it difficult to make accurate assessments of their assets under management.

On 31 December 2010, the bank had 590 employees. All Executive Board appointments are made by the King of Norway, after a decision by the Council of State. The Chairman of the Executive Board, Øystein Olsen, who presides over the bank, is also the acting Central Bank Governor. Both the Governor and the Deputy Governor make speaking appearances across the country on a number of occasions each year.

History

The history of the central bank of Norway can be easily traced back to 1816, when, two years after the separation from Denmark and the union with Sweden, Norges Bank was established by Act of the Storting (the Norwegian parliament) on 14 June. The bank then decided that the monetary unit was to be the speciedaler (rixdollar), divided into 120 skillings or five ort (“rigsort”) of 24 skillings each.

The Money Act of 17 April 1875 discontinued the terms daler and skilling, and it was decided that the monetary unit should be a krone, divided into 100 øre. This was done to prepare for Norway’s entry, on 16 October that year, into the Scandinavian Monetary Union. This union had been established between Denmark and Sweden in 1873 on the recommendation of a joint commission (in which Norway participated) to establish a common Scandinavian coin based on gold. It meant that the other countries’ coins were to be legal tender on the same basis as those struck at home. The union functioned until 1914; thereafter it lacked all practical significance, but was not formally abolished until 1972.

On 1 January 1897 the seat of Norges Bank was moved to Kristiania (Oslo) from Trondheim, and in 1906 a new headquarters building on Bankplassen was opened – for 80 employees including the workers in the banknote printing plant.

During the second world war, the seat of Norges Bank was temporarily moved to London in 1940, in that the Norwegian government-in-exile established a new board. The bank’s gold reserves were evacuated via Åndalsnes, Molde and Tromsø to London, and from there to New York and Ottawa. This gold and the bank’s other currency reserves were under the control of the London board. At the same time, the bank continued its operations in Norway under the direction of the Nazis until the war was over and the London board stepped down. A commission of inquiry after the war concluded that the Bank’s Oslo management had taken a firm and correct attitude towards the Nazi authorities. In 1962, the Mint Supervisory Authority and the Royal Mint were transferred from the state to Norges Bank.

Ida Wolden Bache (born 26 February 1973) is a Norwegian economist who has served as the governor of Norges Bank, the Norwegian central bank, since March 2022, the first woman to hold the position.

Career

She was Assistant Director in the Monetary Policy Department at Norges Bank 2009–2010, Senior Economist at Handelsbanken Capital Markets 2010–2013, Assistant Director in the Financial Stability Department at Norges Bank 2013–2015, Department Director in the same department from 2015 to 2016 and Department Director in the Monetary Policy Department of Norges Bank from 2016 to 2020.

She became Deputy Governor in 2020 after her predecessor had lost his security clearance.

During her spring speech in 2021, Bache expressed doubt that cryptocurrency would replace the Norwegian krone. She notably said that: “If crypto is to replace the krone, the state must also make its payments and collections in a currency other than the krone”.

In November, she further expressed doubts about cryptocurrency, calling it a “threat”. She stated: “The prevalence and scope is currently quite modest in Norway, but we point to possible channels through which cryptocurrencies can have effects on the financial system and pose a threat to the financial system in the long run”.

Governor of Norges Bank

in December 2021, she applied to become the next governor of the Norwegian central bank, with her and Jens Stoltenberg seen as the most prominent candidates for the post. Controversy was caused when NRK listed only parts of her CV during a broadcast. The state broadcaster later corrected their mistake, then listing the missing parts of her CV.

To begin with, Bache did not get the position, but accepted to become acting governor in the interim until Stoltenberg had finished his tenure as NATO Secretary-General. However, on 24 March, following a NATO summit about the war in Ukraine, Stoltenberg announced that he would continue as NATO Secretary-General for another year and that he would resign as incoming governor. Bache was then nominated to fill the term that Stoltenberg was meant to take on. She was formally appointed to the position on 1 April at the Council of State.

The same day as her appointment, Bache announced that Norges Bank would raise interest rates, stating: “As we now assess the outlook and the risk picture, the key policy rate will most likely be raised further in June”.
