Asia is one of the world’s most notable geographical regions, which is either considered a continent in its own right or a subcontinent of Eurasia, which shares the continental landmass of Afro-Eurasia with Africa. Asia covers an area of 44,579,000 square kilometres (17,212,000 sq mi), about 30% of Earth’s total land area and 8.7% of Earth’s total surface area. The continent, which has long been home to the majority of the human population, was the site of many of the first civilizations. Its 4.7 billion people constitute roughly 60% of the world’s population.

In general terms, Asia is bounded on the east by the Pacific Ocean, on the south by the Indian Ocean, and on the north by the Arctic Ocean. The border of Asia with Europe is a historical and cultural construct, as there is no clear physical and geographical separation between them. It is somewhat arbitrary and has moved since its first conception in classical antiquity. The division of Eurasia into two continents reflects East–West cultural, linguistic, and ethnic differences, some of which vary on a spectrum rather than with a sharp dividing line. A commonly accepted division places Asia to the east of the Suez Canal separating it from Africa; and to the east of the Turkish Straits, the Ural Mountains and Ural River, and to the south of the Caucasus Mountains and the Caspian and Black seas, separating it from Europe.

China and India alternated in being the largest economies in the world from 1 to 1,800 CE. China was a major economic power and attracted many to the east, and for many the legendary wealth and prosperity of the ancient culture of India personified Asia, attracting European commerce, exploration and colonialism. The accidental discovery of a trans-Atlantic route from Europe to America by Columbus while in search for a route to India demonstrates this deep fascination. The Silk Road became the main east–west trading route in the Asian hinterlands while the Straits of Malacca stood as a major sea route. Asia has exhibited economic dynamism (particularly East Asia) as well as robust population growth during the 20th century, but overall population growth has since fallen. Asia was the birthplace of most of the world’s mainstream religions including Hinduism, Zoroastrianism, Judaism, Jainism, Buddhism, Confucianism, Taoism, Christianity, Islam, Sikhism, as well as many other religions.

Given its size and diversity, the concept of Asia—a name dating back to classical antiquity—may actually have more to do with human geography than physical geography. Asia varies greatly across and within its regions with regard to ethnic groups, cultures, environments, economics, historical ties and government systems. It also has a mix of many different climates ranging from the equatorial south via the hot desert in the Middle East, temperate areas in the east and the continental centre to vast subarctic and polar areas in Siberia.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

The Philippines, officially the Republic of the Philippines is an archipelagic country in Southeast Asia. It is situated in the western Pacific Ocean and consists of around 7,641 islands that are broadly categorized under three main geographical divisions from north to south: Luzon, Visayas, and Mindanao. The Philippines is bounded by the South China Sea to the west, the Philippine Sea to the east, and the Celebes Sea to the southwest. It shares maritime borders with Taiwan to the north, Japan to the northeast, Palau to the east and southeast, Indonesia to the south, Malaysia to the southwest, Vietnam to the west, and China to the northwest. The Philippines covers an area of 300,000 km² (120,000 sq mi) and, as of 2021, it had a population of around 109 million people, making it the world’s thirteenth-most populous country. The Philippines has diverse ethnicities and cultures throughout its islands. Manila is the country’s capital, while the largest city is Quezon City; both lie within the urban area of Metro Manila.

Negritos, some of the archipelago’s earliest inhabitants, were followed by successive waves of Austronesian peoples. Adoption of animism, Hinduism and Islam established island-kingdoms called Kedatuan, Rajahnates, and Sultanates. The arrival of Ferdinand Magellan, a Portuguese explorer leading a fleet for Spain, marked the beginning of Spanish colonization. In 1543, Spanish explorer Ruy López de Villalobos named the archipelago Las Islas Filipinas in honor of Philip II of Spain. Spanish settlement through Mexico, beginning in 1565, led to the Philippines becoming ruled by the Spanish Empire for more than 300 years. During this time, Catholicism became the dominant religion, and Manila became the western hub of trans-Pacific trade. In 1896, the Philippine Revolution began, which then became entwined with the 1898 Spanish–American War. Spain ceded the territory to the United States, while Filipino revolutionaries declared the First Philippine Republic. The ensuing Philippine–American War ended with the United States establishing control over the territory, which they maintained until the Japanese invasion of the islands during World War II. Following liberation, the Philippines became independent in 1946. Since then, the unitary sovereign state has often had a tumultuous experience with democracy, which included the overthrow of a decades-long dictatorship by a nonviolent revolution.

The Philippines is an emerging market and a newly industrialized country whose economy is transitioning from being agriculture centered to services and manufacturing centered. It is a founding member of the United Nations, WTO, ASEAN, the APEC forum, and the EAS. The location of the Philippines as an island country on the Pacific Ring of Fire that is close to the equator makes it prone to earthquakes and typhoons. The country has a variety of natural resources and is home to a globally significant level of biodiversity.

Government and politics

The Philippines has a democratic government in the form of a constitutional republic with a presidential system. The president functions as both head of state and head of government and is the commander-in-chief of the armed forces. The president is elected by direct election for a single six-year term. The president appoints and presides over the cabinet.  The bicameral Congress is composed of the Senate, serving as the upper house, with members elected to a six-year term, and the House of Representatives, serving as the lower house, with members elected to a three-year term. Philippine politics tends to be dominated by those with well-known names, such as members of political dynasties or celebrities.

Senators are elected at-large while the representatives are elected from both legislative districts and through sectoral representation. The judicial power is vested in the Supreme Court, composed of a chief justice as its presiding officer and fourteen associate justices, all of whom are appointed by the president from nominations submitted by the Judicial and Bar Council.

There have been attempts to change the government to a federal, unicameral, or parliamentary government since the Ramos administration. There is a significant amount of corruption in the Philippines, which some historians attribute to the system of governance put in place during the Spanish colonial period.

COVID-19 pandemic in the Philippines

The COVID-19 pandemic in the Philippines has resulted in, as of December 4, 2022, 4,039,978 reported cases, resulting in 64,701 reported deaths, the fifth-highest in Southeast Asia, behind Vietnam, Indonesia, Malaysia, and Thailand. The first case in the Philippines was identified on January 30, 2020, and involved a 38-year-old Chinese woman who was confined at San Lazaro Hospital in Metro Manila. On February 1, 2020, a posthumous test result from a 44-year-old Chinese man turned out positive for the virus, making the Philippines the first country outside China to record a confirmed death from the disease.

After over a month without recording any cases, the Philippines confirmed its first local transmission on March 7, 2020. Since then, the virus has spread to the country’s 81 provinces. National and local governments have been imposing community quarantines since March 15, 2020, as a measure to limit the spread of the virus. These include the Luzon-wide enhanced community quarantine (ECQ) that was implemented in March–May 2020. On March 24, President Rodrigo Duterte signed the Bayanihan to Heal as One Act, a law that granted him additional powers to handle the pandemic. This was repealed by a follow-up law, the Bayanihan to Recover as One Act, which he signed on September 11.

The Philippines had a slightly lower testing capacity than its neighbors in Southeast Asia during the first months of the pandemic in the country. COVID-19 tests had to be taken in Australia, as the Philippines lacked testing kits. By the end of January 2020, the Research Institute for Tropical Medicine (RITM) in Muntinlupa, Metro Manila began its testing operations and became the country’s first testing laboratory. The DOH has since then accredited 279 laboratories that are capable of detecting the SARS-CoV-2 virus. As of September 10, 2021, 277 of these have conducted 19,742,325 tests from more than 18,551,810 unique individuals.

COVID-19 cases throughout the country started declining in February 2022, and by May 2022, the health department noted that the country was at “minimal-risk case classification” with an average of only 159 cases per day recorded from May 3 to 9. As of early June 2022, 69.4 million Filipinos have been fully vaccinated, while 14.3 million individuals received their booster shots. In August 2022, Filipino public schools reopened for in person learning for the first time in two years.

Rodrigo Roa Duterte KGCR (born March 28, 1945), also known as Digong, Rody, and by the initials DU30 and PRRD, is a Filipino lawyer and politician who served as the 16th president of the Philippines from 2016 to 2022. He is the chairperson of PDP–Laban, the ruling political party in the Philippines during his presidency. Duterte is the first president of the Philippines to be from Mindanao, and is the oldest person to assume office, beginning his term at age 71.

Born in Maasin, Leyte (now in Southern Leyte), Duterte moved to Davao as a child where his father, Vicente Duterte, served as provincial governor. He studied political science at the Lyceum of the Philippines University, graduating in 1968, before obtaining a law degree from San Beda College of Law in 1972. He then worked as a lawyer and was a prosecutor for Davao City, before becoming vice mayor and, subsequently, mayor of the city in the wake of the 1986 People Power Revolution. Duterte won seven terms and served as mayor of Davao for over 22 years, during which he transformed the once crime-ridden city to a peaceful and investor-friendly city.

Duterte’s 2016 presidential campaign led to his election victory. During his presidency, his domestic policy focused on combating the illegal drug trade by initiating the controversial war on drugs, fighting crime and corruption, and intensified efforts against terrorism and communist insurgency. He launched a massive infrastructure plan, initiated liberal economic reforms, streamlined government processes, and proposed a shift to a federal system of government which was ultimately unsuccessful. He also oversaw the controversial burial of Ferdinand Marcos, the 2017 Battle of Marawi and the government’s response to the COVID-19 pandemic. He declared the intention to pursue an “independent foreign policy”, and strengthened relations with China and Russia. He initially announced his candidacy for vice president in the 2022 election, but in October 2021, he announced that he was retiring from politics. On November 15, 2021, he filed his candidacy for Senator but withdrew it in December 14.

His political positions have been described as populist, as well as nationalist. Duterte’s political success has been aided by his vocal support for the extrajudicial killing of drug users and other criminals. His career has sparked numerous protests and attracted controversy, particularly over human rights issues and his controversial comments. Duterte has repeatedly confirmed to have personally killed criminal suspects during his term as mayor of Davao. Extrajudicial killings that were allegedly committed by the Davao Death Squad between 1998 and 2016 during Duterte’s mayoralty have also been scrutinized by human-rights groups and the Office of the Ombudsman; the victims were mainly alleged drug users, alleged petty criminals, and street children. The International Criminal Court opened a preliminary investigation into Duterte’s drug war in 2018, prompting Duterte to withdraw the Philippines from the body in response. He is the only president in the history of the Philippines not to declare his assets and liabilities. Duterte’s popularity and domestic approval rating remained relatively high throughout his tenure.

Presidency (2016–2022)

COVID-19 pandemic

Members of the opposition have criticized the government’s efforts against the COVID-19 pandemic in the country. Amid the COVID-19 pandemic, the first case of SARS-CoV-2 infection in the Philippines was confirmed on January 30, 2020. This triggered outrage on local social media platforms. Other criticisms include Duterte’s remarks of ordering to “shoot” persons who violate quarantine protocols and the delay of the vaccines to arrive in the Philippines were also condemned.

In May 2021, Duterte was criticized for publicly taking the Sinopharm BIBP vaccine before it was approved for use by the Philippine Food and Drug Administration, when the general population had access only to a limited supply of Pfizer–BioNTech COVID-19 vaccines from Pfizer and lower efficacy CoronaVac vaccines from Sinovac.

The Congress of the Philippines is the legislature of the national government of the Philippines. It is bicameral, composed of a lower body, the House of Representatives, although colloquially the term “Congress” commonly refers to just the latter, and an upper body, the Senate. The House of Representatives meets in the Batasang Pambansa in Quezon City while the Senate meets in the GSIS Building in Pasay.

The Senate is composed of 24 senators half of which are elected every three years. Each senator, therefore, serves a total of six years. The senators are elected at-large and do not represent any geographical district.

In the current 19th Congress, there are 316 seats in the House of Representatives. The Constitution states that the House “shall be composed of not more than 250 members, unless otherwise fixed by law,” and that at least 20% of it shall be sectoral representatives. There are two types of congressmen: the district and party-list representatives. At the time of the ratification of the constitution, there were 200 districts, leaving 50 seats for party-list representatives.

The district congressmen represent a particular congressional district of the country. All provinces in the country are composed of at least one congressional district. Several cities also have their own congressional districts, with some having two or more representatives. From 200 districts in 1987, the number of districts have increased to 243. Every new Congress has seen an increase in the number of districts.

The party-list congressmen represent the minority sectors of the population. This enables these minority groups to be represented in the Congress, when they would otherwise not be represented properly through district representation. Party-list representatives represent labor unions, rights groups, and other organizations. With the increase of districts also means that the seats for party-list representatives increase as well, as the 1:4 ratio has to be respected.

The Constitution provides that Congress shall convene for its regular session every year beginning on the 4th Monday of July. A regular session can last until thirty days before the opening of its next regular session in the succeeding year. The president may, however, call special sessions which are usually held between regular legislative sessions to handle emergencies or urgent matters.

Batasang Pambansa Complex

The Batasang Pambansa Complex, or simply the Batasan (lit. ’legislature’), is the seat of the House of Representatives of the Philippines. It is located along the Batasan Road in Batasan Hills, Quezon City.

The complex was initially the home of the Batasang Pambansa, the former legislature of the Philippines which was established as an interim assembly in 1978 and finally as an official body in 1984. Under the 1973 Constitution, it replaced the bicameral Congress of the Philippines established under the 1935 Commonwealth Constitution.

When the bicameral Congress was restored in 1987, the complex was set aside as the home of the House of Representatives. The main building of the complex is still often referred to as the Batasang Pambansa.

The Senate, the upper house of Congress, does not meet in the Batasan, but in the GSIS Building across Metro Manila in Pasay.

Francisco Tiongson Duque III (born February 13, 1957) is a Filipino physician and government official who served as Secretary of Health in the Cabinet of President Rodrigo Duterte from 2017 to 2022, a position he had previously held from 2005 to 2009 in the Cabinet of President Gloria Macapagal Arroyo. From 2010 to 2015, he served as the chair of the Civil Service Commission.

Government career

Handling of COVID-19 response in the Philippines

Duque was at the helm of the Department of Health during the COVID-19 pandemic. Before the outbreak in the Philippines, while cases were surging in China, Duque told the House of Representatives that while a temporary ban on Chinese tourists has been among the options studied by the government, there may be serious “political and diplomatic repercussions” with such a move. As local transmissions increased and with limited testing capacity, he was criticized for justifying preferential treatment for VIPs and government officials, in violation of his agency’s own COVID-19 testing protocols.

In a press briefing held on April 9, 2020, Duque noted that the number of confirmed COVID-19 cases in the Philippines is “relatively low” compared to other countries, despite limited testing and running contrary to earlier statements released by the Department of Health. His special assistant, Beverly Ho, earlier said in a virtual press briefing that the impact of the ECQ would only be learned by mid-April as it was too early to tell whether it had a role in curbing the spread of the coronavirus. Health Undersecretary Maria Rosario Vergeire also said that, before the “true picture” of the COVID-19 pandemic could be determined, the testing capacity of the country must first stabilize—meaning it must be able to conduct 8,000 to 10,000 COVID-19 tests a day.

On April 16, 2020, 15 senators filed Senate Resolution No. 362 calling for Duque’s immediate resignation for his “failure of leadership, negligence, lack of foresight, and inefficiency in the performance of his mandate as the secretary of the Department of Health.”

On June 5, 2020, Duque blamed the people of his own agency, the Department of Health, over unreleased financial compensation for health workers who died of COVID-19.

On July 31, 2020, Duque reported 38,075 recoveries in a day as an adjustment to include mild and or asymptomatic cases. Following the announcement, the keywords “mass recovery” became a trending topic on Twitter, with over 7,400 tweets as of posting time, with the majority of the posts denouncing the government for allegedly trying to deceive the public. Sorsogon governor and former senator Francis Escudero stated that the change is “only in the Philippines” and is “intolerable and insulting.” Escudero also asked President Rodrigo Duterte to fire Duque.

On August 16, 2021, the health secretary accused the Commission on Audit (COA) of destroying the good image of the Department of Health with the latter’s release of an audit report detailing serious adverse findings in the disbursement by DOH of the P67.32 billion worth of COVID-19 funds.

On September 1, 2021, Duque was tagged by a former PhilHealth anti-fraud officer as the “godfather” of the so-called “mafia” during a senate investigation on billion of pesos of Philhealth funds allegedly lost to corruption.

SafePass is a digital contact tracing app used as a response against the COVID-19 pandemic in the Philippines.

History

Safepass was developed by Amihan Global Strategies and Talino Venture Labs. Safepass was originally launched in June 2020 by the Department of Tourism, the Department of Trade and Industry and Talino Ventures. It was made as a contact tracing tool with capacity planning features would also help businesses to manage COVID-19 safety protocols within their premises. On August 14, 2020, a free version of SafePass was made available for business establishments nationwide.

Features

SafePass features varies by plan. It is touted as an “omni-channel” system which can also be accessed by telephone, SMS or thru Facebook Messenger. The most basic of plan, available to any establishment, provides basic contact tracing and digital health questionnaire. Other plans include employee management features and a capacity planning tool which set how many individuals can be in a location at any given time. Paid plans allows for businesses to notify multiple contacts at once and allow its customers to make advanced bookings.

StaySafe.ph or Stay Safe is a digital contact tracing app launched by the Philippine government as a response to the COVID-19 pandemic in the Philippines. The mobile app was developed and published by MultiSys Technologies Corporation.

Development

StaySafe was developed by Multisys Technologies Corporation in collaboration with Smart and PLDT Enterprise and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and the National Task Force Against COVID-19.

StaySafe was launched by the Philippine government on September 3, 2020. The mobile app system was turned over to the government on March 3, 2021. The Department of the Interior and Local Government (DILG) holds ownership of StaySafe and it is supported by the Department of Health and the Department of Information and Communications Technology.

Features

Users of the StaySafe app would need to get registered. There are plans to make other existing contact tracing apps used by local governments in Philippines to be interoperable with StaySafe. The app would also have the following features:

• Health condition reporting
• Social distancing system
• COVID-19 updates
• Contact tracing for real-time case management of local government units (LGUs)
• Establishment of protection system
• LGU heat map and response system
• Information dissemination for LGUs.

The mobile app makes use of Bluetooth system through the (Google/Apple) Exposure Notification (GAEN). StaySafe originally had a Global Positioning System (GPS) feature but had since been removed by MultiSys in January 2021 due to privacy concerns. Under GAEN users are notified if they have been in close contact with a user associated with a positive COVID-19 case.

Since March 2021, users are allowed to delete their own personal data and manual contact tracing data “shall be destroyed after a 60-day period” to comply with privacy-related requirements set by the National Privacy Commission.

MultiSys funds the operation of cloud services needed for the StaySafe system to function.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Bangko Sentral ng Pilipinas (lit. ’Central Bank of the Philippines‘; commonly abbreviated as BSP in both Filipino and English) is the central bank of the Philippines. It was established on July 3, 1993, pursuant to the provision of Republic Act 7653 or the New Central Bank Act of 1993 as amended by Republic Act 11211 or the New Central Bank Act of 2019.

History (Present)

In accordance with a provision in the 1987 Constitution, President Fidel V. Ramos signed Republic Act No. 7653, otherwise known as the New Central Bank Act, into law on June 14, 1993. The law provides for the establishment of an independent monetary authority to be known as the “Bangko Sentral ng Pilipinas”, its primary objective being the maintenance of price stability. This objective was only implied in the old Central Bank charter. The law also gives the Bangko Sentral fiscal and administrative autonomy which the old Central Bank did not have. On July 3, 1993, the New Central Bank Act took effect.

On the evening of September 26, 2012, a Wednesday, the BSP website was hacked by a group named Anonymous Philippines in a protest against the recently passed Cybercrime Prevention Act of 2012. The website was promptly restored in the early hours of the following day.

On April 23, 2013, The Asian Banker named the BSP as the Best Macroeconomic Regulator in the Asia-Pacific Region for 2013 in The Asian Banker Leadership Achievement Awards in Jakarta, Indonesia. The BSP was cited as a “good, strong, and fair-minded regulator.” About a month later, the BSP was given the country award by the Child and Youth Finance International in its 2013 International Summit in Istanbul, Turkey, in recognition of its initiative to integrate financial literacy education into the Philippine elementary school curriculum.

Bangko Sentral ng Pilipinas is adapting its structure to modern technical requirements. in 2020 was launched BOB (BSP Online Buddy) chatbot system by Proto, which democratize consumer protection and amplify the voice of consumers according to AFI

Roles and responsibilities

As prescribed by the New Central Bank Act, the main functions of the Bangko Sentral are:

1. Liquidity management, by formulating and implementing monetary policy aimed at influencing money supply, consistent with its primary objective to maintain price stability,

2. Currency issue. The BSP has the exclusive power to issue the national currency. All notes and coins issued by the BSP are fully guaranteed by the Government and are considered legal tender for all private and public debts,

3. Lender of last resort, by extending discounts, loans and advances to banking institutions for liquidity purposes,

4. Financial supervision, by supervising banks and exercising regulatory powers over non-bank institutions performing quasi-banking functions,

5. Management of foreign currency reserves, by maintaining sufficient international reserves to meet any foreseeable net demands for foreign currencies in order to preserve the international stability and convertibility of the Philippine peso,

6. Determination of exchange rate policy, by determining the exchange rate policy of the Philippines. Currently, the BSP adheres to a market-oriented foreign exchange rate policy, and

7. Being the banker, financial advisor and official depository of the Government, its political subdivisions and instrumentalities and GOCCs.

Felipe Manguiat Medalla is a Filipino economist currently serving as the Governor of the Bangko Sentral ng Pilipinas, central monetary authority of the Philippines, and the ex officio chairman of the Anti-Money Laundering Council, the central anti-money laundering/counter-terrorism financing authority of the Philippines under the Marcos administration since 2022. He previously served as the 9th Socio-Economic Planning Secretary and Director-General of the National Economic and Development Authority under President Joseph Estrada.

Medalla served as dean of the University of the Philippines School of Economics. In 1983, he earned his Ph.D. in economics from Northwestern University in Evanston, Illinois. His dissertation “Industrial Location in the Philippines” showed the consistence of a combination of Weberian and Loschian ideas in the location of industries in the Philppines.
