Asia is one of the world’s most notable geographical regions, which is either considered a continent in its own right or a subcontinent of Eurasia, which shares the continental landmass of Afro-Eurasia with Africa. Asia covers an area of 44,579,000 square kilometres (17,212,000 sq mi), about 30% of Earth’s total land area and 8.7% of Earth’s total surface area. The continent, which has long been home to the majority of the human population, was the site of many of the first civilizations. Its 4.7 billion people constitute roughly 60% of the world’s population.

In general terms, Asia is bounded on the east by the Pacific Ocean, on the south by the Indian Ocean, and on the north by the Arctic Ocean. The border of Asia with Europe is a historical and cultural construct, as there is no clear physical and geographical separation between them. It is somewhat arbitrary and has moved since its first conception in classical antiquity. The division of Eurasia into two continents reflects East–West cultural, linguistic, and ethnic differences, some of which vary on a spectrum rather than with a sharp dividing line. A commonly accepted division places Asia to the east of the Suez Canal separating it from Africa; and to the east of the Turkish Straits, the Ural Mountains and Ural River, and to the south of the Caucasus Mountains and the Caspian and Black seas, separating it from Europe.

China and India alternated in being the largest economies in the world from 1 to 1,800 CE. China was a major economic power and attracted many to the east, and for many the legendary wealth and prosperity of the ancient culture of India personified Asia, attracting European commerce, exploration and colonialism. The accidental discovery of a trans-Atlantic route from Europe to America by Columbus while in search for a route to India demonstrates this deep fascination. The Silk Road became the main east–west trading route in the Asian hinterlands while the Straits of Malacca stood as a major sea route. Asia has exhibited economic dynamism (particularly East Asia) as well as robust population growth during the 20th century, but overall population growth has since fallen. Asia was the birthplace of most of the world’s mainstream religions including Hinduism, Zoroastrianism, Judaism, Jainism, Buddhism, Confucianism, Taoism, Christianity, Islam, Sikhism, as well as many other religions.

Given its size and diversity, the concept of Asia—a name dating back to classical antiquity—may actually have more to do with human geography than physical geography. Asia varies greatly across and within its regions with regard to ethnic groups, cultures, environments, economics, historical ties and government systems. It also has a mix of many different climates ranging from the equatorial south via the hot desert in the Middle East, temperate areas in the east and the continental centre to vast subarctic and polar areas in Siberia.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Singapore, officially the Republic of Singapore, is a sovereign island country and city-state in maritime Southeast Asia. It lies about one degree of latitude (137 kilometres or 85 miles) north of the equator, off the southern tip of the Malay Peninsula, bordering the Strait of Malacca to the west, the Singapore Strait to the south, the South China Sea to the east, and the Straits of Johor to the north. The country’s territory is composed of one main island, 63 satellite islands and islets, and one outlying islet, the combined area of which has increased by 25% since the country’s independence as a result of extensive land reclamation projects. It has the third highest population density in the world. With a multicultural population and recognising the need to respect cultural identities of the major ethnic groups within the nation, Singapore has four official languages: English, Malay, Mandarin, and Tamil. English is the lingua franca and numerous public services are available only in English. Multiracialism is enshrined in the constitution and continues to shape national policies in education, housing, and politics.

Singapore’s history dates back at least a millennium, having been a maritime emporium known as Temasek and subsequently as a major constituent part of several successive thalassocratic empires. Its contemporary era began in 1819 when Stamford Raffles established Singapore as an entrepôt trading post of the British Empire. In 1867, the colonies in Southeast Asia were reorganised and Singapore came under the direct control of Britain as part of the Straits Settlements. During the Second World War, Singapore was occupied by Japan in 1942, and returned to British control as a separate crown colony following Japan’s surrender in 1945. Singapore gained self-governance in 1959 and in 1963 became part of the new federation of Malaysia, alongside Malaya, North Borneo, and Sarawak. Ideological differences, most notably the perceived encroachment of the egalitarian “Malaysian Malaysia” political ideology led by Lee Kuan Yew into the other constituent entities of Malaysia—at the perceived expense of the bumiputera and the policies of Ketuanan Melayu—eventually led to Singapore’s expulsion from the federation two years later; Singapore became an independent sovereign country in 1965.

After early years of turbulence whilst lacking natural resources and a hinterland, the nation rapidly developed to become one of the Four Asian Tigers based on international trade and economic globalisation, integrating itself within the world economy through free trade with minimal to no trade barriers or tariffs, export-oriented industrialisation, and the large accumulation of received foreign direct investments, foreign-exchange reserves, and assets held by sovereign wealth funds. A highly developed country, it is tied for 11th on the UN Human Development Index and has the second-highest GDP per capita (PPP) in the world. Identified as a tax haven, Singapore is the only country in Asia with a AAA sovereign credit rating from all major rating agencies. It is a major aviation, financial, and maritime shipping hub, and has consistently been ranked as one of the most expensive cities to live in for expatriates and foreign workers. Singapore is placed highly in key social indicators: education, healthcare, quality of life, personal safety, infrastructure, and housing, with a home-ownership rate of 88 percent. Singaporeans enjoy one of the longest life expectancies, fastest Internet connection speeds, lowest infant mortality rates, and lowest levels of corruption in the world.

Singapore is a unitary parliamentary republic with a Westminster system of unicameral parliamentary government, and its legal system is based on common law. Although the country is a multi-party democracy with free elections, the government under the People’s Action Party (PAP) wields significant control and dominance over politics and society. The PAP has ruled the country continuously since full internal self-government was achieved in 1959, with 83 out of 104 seats in Parliament as of the 2020 election, the rest of the seats being held by the Workers’ Party (WP) and the Progress Singapore Party (PSP). One of the five founding members of ASEAN, Singapore is also the headquarters of the Asia-Pacific Economic Cooperation (APEC) Secretariat, the Pacific Economic Cooperation Council (PECC) Secretariat, and is the host city of many international conferences and events. Singapore is also a member of the United Nations, World Trade Organization, East Asia Summit, Non-Aligned Movement, and the Commonwealth of Nations.

Government and politics

Singapore is a parliamentary republic based on the Westminster system. The Constitution of Singapore is the supreme law of the country, establishing the structure and responsibility of government. The president is head of state and exercises executive power on the advice of her ministers. The prime minister is head of government and is appointed by the president as the person most likely to command the confidence of a majority of Parliament. Cabinet is chosen by the prime minister and formally appointed by the president.

The government is separated into three branches:

• Executive: The president is commander-in-chief of the military, can veto laws before they become effective (subject to parliamentary override), and holds limited discretionary powers of oversight over the government. The prime minister and Cabinet are responsible for administering and enforcing laws and policies.
• Legislative: The unicameral Parliament enacts national law, approves budgets, and provides a check on government policy.
• Judiciary: The Supreme Court and State Courts—whose judges are appointed by the president—adjudicate disputes between people, and interpret laws and overturn those they find unconstitutional.

The president is directly elected by popular vote for a renewable six-year term. Requirements for this position, which were enacted by the PAP government, are extremely stringent, such that only a handful of people qualify for the candidacy. These qualifications include that a candidate needs to be a person at least 45 years of age who is no longer a member of a political party, to either have held public office for at least 3 years in a number of specific public service leadership roles, or to have 3 years experience as chief executive of a fully profitable private sector company with at least S$500 million in shareholders’ equity, be a resident in Singapore for at least 10 years, not have a criminal record, and more. Candidates must also “satisfy” the Presidential Elections Committee (PEC) that he or she is a person of integrity, good character and reputation.

The Constitution requires that presidential elections be “reserved” for a racial community if no one from that ethnic group has been elected to the presidency in the five most recent terms. Only members of that community may qualify as candidates in a reserved presidential election. In the 2017 presidential election, this combination of stringent requirements and a reserved election that required the candidate to be of the 13% Malay ethnic group led to a single person being qualified for the office; Halimah Yacob, considered part of the Malay community, won in an uncontested election. She also became Singapore’s first female president.

Members of Parliament (MPs) are elected at least every five years (or sooner in the case of a snap election). The 14th and current Parliament has 103 members; 93 were directly elected from the 31 constituencies, nine are nonpartisan nominated members appointed by the president, and three are non-constituency members from opposition parties who were not elected in the last general election but appointed to the legislature to increase opposition party representation. In group representation constituencies (GRCs), political parties assemble teams of candidates (rather than nominate individuals) to contest elections. At least one MP in a GRC must be of an ethnic minority background. All elections are held using first-past-the-post voting. The People’s Action Party (PAP) occupies a dominant position in Singaporean politics, having won large parliamentary majorities in every election since self-governance was granted in 1959, promulgating limits on assembly, association, expression and the press except for the Speakers’ Corner. Even its candidates who lose elections are often turned to by constituency residents for assistance. The most effective opposition party is the Workers’ Party.

The judicial system is based on English common law, continuing the legal tradition established during British rule and with substantial local differences. Criminal law is based on the Indian Penal Code originally intended for British India, and was at the time as a crown colony also adopted by the British colonial authorities in Singapore and remains the basis of the criminal code in the country with a few exceptions, amendments and repeals since it came into force. Trial by jury was abolished in 1970. Both corporal punishment (caning) and capital punishment (by hanging) are legal penalties.

The right to freedom of speech and association is guaranteed by Article 14(1) of the Constitution of Singapore, although there are provisions in the subsequent subsection (2) of the same Article that regulate them. The government has attempted to restrict freedom of speech and freedom of the press as well as some civil and political rights. In 2022, Singapore was ranked 139th out of 180 nations by Reporters Without Borders on the global Press Freedom Index. Freedom House ranks Singapore as “partly free” in its Freedom in the World report, and the Economist Intelligence Unit ranks Singapore as a “flawed democracy”, the second best rank of four, in its “Democracy Index”.

In the Corruption Perceptions Index which ranks countries by “perceived levels of public sector corruption”, Singapore has consistently ranked as one of the least corrupt. Singapore’s unique combination of a strong, almost authoritarian government with an emphasis on meritocracy and good governance is known as the “Singapore model”, and is regarded as a key factor behind Singapore’s political stability, economic growth, and harmonious social order. In 2021, the World Justice Project’s Rule of Law Index ranked Singapore as 17th overall among the world’s 139 countries for adherence to the rule of law. Singapore ranked high on the factors of order and security (#3), absence of corruption (#3), regulatory enforcement (#4), civil justice (#8), and criminal justice (#7), and ranked significantly lower on factors of open government (#34), constraints on government powers (#32), and fundamental rights (#38). All public gatherings of five or more people require police permits, and protests may legally be held only at the Speakers’ Corner. In 2021, six individuals were given warnings by the police after protesting outside the Ministry of Education headquarters at Buona Vista. They were warned as the protest was considered unauthorised having not been held at the Speakers’ Corner. The protests were in regards to demanding more trans rights and support such as gender dysphoria in the Singaporean educational system.

Lee Hsien Loong (born 10 February 1952) is a Singaporean politician and former brigadier-general who has been serving as Prime Minister of Singapore and Secretary-General of the People’s Action Party since 2004. He has been the Member of Parliament (MP) representing the Teck Ghee division of Ang Mo Kio GRC since 1991, and previously Teck Ghee SMC between 1984 and 1991.

Born in Singapore during British colonial rule, Lee is the eldest son of Singapore’s first prime minister, Lee Kuan Yew. He graduated from Trinity College, Cambridge in 1974 with a Bachelor of Arts with first class honours degree (later promoted to Master of Arts by seniority) in mathematics and a diploma in computer science (now equivalent to a master’s degree in computer science) with distinction. He also completed a Master of Public Administration degree at Harvard Kennedy School in 1980. He served in the Singapore Armed Forces (SAF) between 1971 and 1984, and attained the rank Brigadier-General before entering politics in 1984 where he was elected as the Member of Parliament (MP) for Teck Ghee SMC and since its dissolution in 1991, he has been representing the Teck Ghee ward of Ang Mo Kio GRC.

Lee had served as Deputy Prime Minister, Minister for Finance, Minister for Trade and Industry and Second Minister for Defence under Prime Ministers Lee Kuan Yew and Goh Chok Tong before assuming the office of Prime Minister in 2004. In his first two years, his government enacted a “five-day work week” and extended maternity leave days. His proposal to build two Integrated Resorts (IRs) in Singapore to increase tourism revenue led to the development of the Marina Bay Sands and Resorts World Sentosa. Following the Great Recession, he oversaw the country’s economic recovery within two years. Further political reforms in 2010 saw increased online activism as well as the number of Non-Constituency Members of Parliament (NCMPs) in Parliament.

His government has advocated Goods and Services Tax (GST) hikes to fund social spending and infrastructure development, with the GST expected to be raised gradually to 9% in 2024. In 2019, his government introduced the controversial Protection from Online Falsehoods and Manipulation Act (POFMA) to combat online misinformation. In foreign policy, Lee’s government’s policy has been to stay neutral in an era of great power competition between China and the United States. Lee’s government has had complex and fraught relations with its closest neighbour Malaysia, although the countries have agreed to work on cross-border projects. In 2022, his government strongly opposed Russia’s invasion of Ukraine as a matter of the country’s principle that if “a world order where might is right or the strong do what they can and the weak suffer what they must would be profoundly inimical to the security and survival of small states”, and ordered the government to sanction Russia, being the first and only Southeast Asian nation to do so.

Lee is frequently noted by the international media as the world’s highest paid state leader. His libel suits against journalists and political opponents have been frequently covered by international news outlets.

Response to COVID-19 pandemic

The first COVID-19 case in Singapore was confirmed on 23 January 2020. Early cases were primarily imported until local transmission began to develop. By late March, clusters were detected at multiple dormitories for foreign workers, which soon contributed to an overwhelming number of new cases in the country. In response, Lee announced on 3 April 2020 that Singapore would enter a limited lockdown with restrictions on movement. The policy, officially called “circuit breaker” in governmental parlance, was intended to halt the disease’s spread in the wider community. Workplaces were shut and all schools switched to home-based learning from 7 April to 1 June. Lee served as advisor to a multi-ministry level task force that had been set up in January, chaired by Minister for Education Lawrence Wong and Minister for Health Gan Kim Yong. Lee’s government also contributed US$500,000 to support the World Health Organization. With the pandemic pushing Singapore into a recession, the government unveiled four successive stimulus packages intended to keep the economy afloat, the Unity, Resilience, Solidarity and Fortitude budgets.

Halimah Yacob (born 23 August 1954) is a Singaporean politician and former lawyer who has been serving as the eighth president of Singapore since 2017. Prior to her presidency, she was the country’s parliament speaker. She is also the first female president in Singapore’s history.

A former member of the governing People’s Action Party (PAP), she was the Member of Parliament (MP) representing the Bukit Batok East ward of Jurong GRC between 2001 and 2015, and the Marsiling ward of Marsiling–Yew Tee GRC between 2015 and 2017.

She resigned from the party and became an independent to run for the 2017 presidential election and won an uncontested election after the other candidates except for her did not meet the criteria to qualify.[3][4]

The election was specifically reserved for candidates from the Malay community due to an amendment made to the Constitution.

Presidency (2017–present)

COVID-19 response

In April 2020, in light of the COVID-19 pandemic in Singapore, Halimah approved her in-principle for the government’s request to draw S$21 billion from the past national reserves, aimed at subsidising wages of 1.9 million workers and preserving jobs and businesses. On 7 April 2020, the Supplementary Supply Bill was revised for the Resilience and Solidarity Budgets and the revised bill was asserted by Halimah on 9 April 2020. On 5 June 2020, the Parliament of Singapore passed the Second Supplementary Supply Bill for the Fortitude Budget, to allow for the government to draw an additional of S$31 billion from the reserves, aimed at securing employment for those who lost their jobs due to the pandemic as the country loosens restrictions after the circuit breaker.

The Parliament of Singapore is the unicameral legislature of Singapore, along with the President of Singapore. Largely based upon the Westminster system, the Parliament is made up of Members of Parliament (MPs) who are elected, as well as Non-constituency Members of Parliament (NCMPs) and Nominated Members of Parliament (NMPs) who are appointed. Following the 2020 general election, 93 (currently 92) MPs and two NCMPs were elected to the 14th Parliament. Nine NMPs will usually be appointed by the president.

The Speaker of Parliament has overall charge of the administration of Parliament and its secretariat, and presides over parliamentary sittings. The Leader of the House is an MP appointed by the prime minister to arrange government business and the legislative programme of Parliament, while the Leader of the Opposition is the MP who leads the largest political party not in the government. Some of Parliament’s work is carried out by select committees made up of small numbers of MPs. Standing select committees are permanently constituted to fulfil certain duties, and ad hoc select committees are established from time to time to deal with matters such studying the details of bills. In addition, selected backbenchers of the ruling People’s Action Party, the largest political party in Parliament, sit on Government Parliamentary Committees that examine the policies, programmes and proposed legislation of government ministries.

The main functions of Parliament are lawmaking, controlling the nation’s finances, and ensuring ministerial accountability. Parliament convenes when it is in session. The first session of a particular Parliament commences when Parliament meets after being formed following a general election. A session ends when Parliament is prorogued (temporarily suspended) or dissolved. The maximum term of each Parliament is five years, after which Parliament automatically dissolves. A general election must then be held within three months.

The quorum for a Parliamentary sitting is one quarter of the total number of MPs, not including the Speaker. An MP begins a debate by moving a motion and delivering an opening speech explaining the reasons for the motion. The speaker (or chairman, if Parliament is in committee) then puts the motion in the form of a question, following which other MPs may debate the motion. After that, the mover may exercise a right of reply. When the debate is closed, the Speaker puts the question on the motion to the House and calls for a vote. Voting is generally done verbally, and whether the motion is carried depends on the speaker’s personal assessment of whether more MPs have voted for than against the motion. MPs’ votes are only formally counted if an MP claims a division.

Parliament convened at the Old Parliament House between 1955 and 1999, before moving into a newly constructed Parliament House on 6 September 1999.

Parliament House (Singapore)

The Parliament House is a public building and a cultural landmark in Singapore. It houses the Parliament of Singapore, and is located in the Civic District of the Downtown Core within the Central Area. Within its vicinity is Raffles Place, which lies across from the Parliament House from the Singapore River, and the Supreme Court’s building across the road. The building was designed to represent a contemporary architectural expression of stateliness and authority. The prism-shaped top, designed by President Ong Teng Cheong, was similarly a modernist take on the traditional dome.

Architecture

The new Parliament House was designed by the Public Works Department, and comprises three new blocks (Chamber Block, Front Block and Public Block) integrated with an existing restored building built in 1864 and which once housed the Attorney-General’s Chambers. This block was gazetted as a national monument on 14 February 1992. The building was built not only as a venue for parliamentary debates, but also a research centre and meeting place for the members of parliament (MPs), as well as a place of interest for students and the general public.

Due to its setting in the richly historical area, the building’s overall design harks back to its more historical neighbours with its slate grey external colour scheme and liberal use of accentuated columns reflective of the colonnade design common in classical architecture.

The main entrance from North Bridge Road is preceded by a grand ceremonial driveway flanked by palm trees, an iconic tree peculiar to the tropical region and complemented by fountain pools. The building’s grand foyer is topped by the timber atrium, seen from the outside as the building’s signature prism-shaped pinnacle.

With 100 seats and room for 20 more, the new Chamber features contemporary IT features like an electronic voting system, an integrated congress system, IT terminals and so on. Generous space is devoted to the Strangers’ Gallery and the Press Gallery, allowing for more members of the public to observe proceedings. In addition, a new sound-proofed Educational Gallery was built on the top floor of the chamber allowing for staff and teachers to verbally explain live parliamentary proceedings to students, as well as a moot parliament, history corner, and multimedia information kiosks to provide a full educational programme, as is the case in the Parliament House in Canberra.

Also part of the new building are a 170-seat auditorium, a library, range of meeting and IT rooms and media facilities, a dining room, a 100-seat public cafeteria and even a gymnasium. Car parking is available below ground, leaving much valuable space above to include lush landscaping and a 2,770 square metre garden.

Ong Ye Kung (born 1969) is a Singaporean politician and former civil servant who has been serving as Minister for Health since 2021. A member of the governing People’s Action Party (PAP), he has been the Member of Parliament (MP) representing the Sembawang Central division of Sembawang GRC since 2015. He is also the assistant treasurer of the party’s Central Executive Committee (CEC).

Prior to entering politics, Ong worked in the Ministry of Communications, Ministry of Trade and Industry, Singapore Workforce Development Agency, National Trades Union Congress and Keppel Corporation. He was also the principal private secretary to Deputy Prime Minister Lee Hsien Loong between 2002 and 2004.

He made his political debut in the 2011 general election as part of a five-member PAP team contesting in Aljunied GRC but lost. He contested again in the 2015 general election as part of a five-member PAP team contesting in Sembawang GRC and won.

Before becoming Minister for Health, he was Minister for Education between 2015 and 2020, serving alongside Ng Chee Meng between 2015 and 2018, and Minister for Transport between 2020 and 2021. He is also a co-chair of the Multi-Ministry Taskforce set up by the government to manage the COVID-19 pandemic in Singapore.

Political career

On 23 April 2021, Ong was appointed co-chair of the multi-ministerial committee formed on 22 January 2020 to manage the COVID-19 pandemic in Singapore. Following a Cabinet reshuffle on 15 May 2021, Ong relinquished his portfolio as Minister for Transport and succeeded Gan Kim Yong as Minister for Health.

Ong was considered by many to be one of the most likely candidates to succeed Heng Swee Keat as leader of the 4th Generation Team (4G), however it was ultimately revealed that Finance Minister Lawrence Wong had the most support compared to the other candidates.

Ong has spoke out on the events of Anti-Indian sentiment at Singapore.

Gan Kim Yong (born 9 February 1959) is a Singaporean politician who has been serving as Minister for Trade and Industry since 2021 and Chairman of the People’s Action Party since 2018. He has been the Member of Parliament (MP) representing the Chua Chu Kang division of Chua Chu Kang GRC since 2011.

Gan previously served as Minister for Manpower between 2008 and 2011, and Minister for Health between 2011 and 2021.

Prior to entering politics, Gan worked in the Ministry of Trade and Industry (MTI) and Ministry of Home Affairs (MHA). He joined NatSteel in 1989 and became the chief executive officer and president of NatSteel in 2005.

Political career

In 2005, he was appointed as Minister of State for Education and Minister of State for Manpower.

During the 2006 general election, Gan replaced Low Seow Chay as the PAP candidate contesting in Chua Chu Kang SMC and won 60.37% of the vote. On 1 April 2008, he was appointed as Acting Minister for Manpower and later promoted to full Minister on 1 April 2009.

During the 2011 general election, Gan led the five-member PAP team contesting in the newly-formed Chua Chu Kang GRC and won 61.20% of the vote. He continued serving as the Member of Parliament representing the Chua Chu Kang ward of Chua Chu Kang GRC. On 21 May 2011, he relinquished his portfolio as Minister for Manpower and took up a new portfolio as Minister for Health.

During the 2015 general election, Gan led the four-member PAP team contesting in Chua Chu Kang GRC and won 76.89% of the vote. On 23 November 2018, Gan succeeded Khaw Boon Wan as Chairman of the People’s Action Party.

In February 2018, Gan was appointed by the World Health Organization (WHO) to serve on the Commission on Non-Communicable Diseases, which aims to identify innovative ways to curb diseases that are not transmitted from person to person, such as diabetes, cancer and heart disease, and extend life expectancy.

During the 2020 general election, Gan led the five-member PAP team contesting in Chua Chu Kang GRC and won about 59% of the vote. During the COVID-19 pandemic in Singapore, Gan and Lawrence Wong were appointed co-chairs of a multi-ministerial committee set up by the government on 22 January 2020 to manage the situation. Following a Cabinet reshuffle, on 15 May 2021, Gan became Minister for Trade and Industry.

TraceTogether is a digital system implemented by the Government of Singapore to facilitate contact tracing efforts in response to the COVID-19 pandemic in Singapore. The main goal is quick identification of persons who may have come into close contact with anyone who has tested positive for COVID-19. The system helps in identifying contacts such as strangers encountered in public one would not otherwise be able to identify or remember. Together with SafeEntry, it allows the identification of specific locations where a spread between close contacts may occur.

Released on 20 March 2020, the system initially consisted only of an app by the same name. However, this was later supplemented by a physical token mainly intended for elderly and children who may not own a smartphone, or those who prefer not to use the app. The app was the first main COVID-19 tracking app released in the world and its development encouraged the development of similar apps in other countries.

The app has raised significant concerns about the privacy of those who use the app, especially due to a lack of decentralised report processing and access to the data by police. However, the app states it has several features to ensure users’ privacy, such as regularly rotating users’ IDs and storing limited data. Despite the concerns over privacy, the app was slowly adopted by the population of the Singapore, eventually reaching a 92% adoption rate in May 2021. The app is now also mandated for specific groups of people and those attempting to enter certain venues and events.

COVID-19 pandemic in Asia

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 14 October 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

COVID-19 pandemic in Singapore

The COVID-19 pandemic in Singapore is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The first case in Singapore was confirmed on 23 January 2020. Early cases were primarily imported until local transmission began to develop in February and March. In late March and April, COVID-19 clusters were detected at multiple migrant worker dormitories, which soon contributed to an overwhelming proportion of new cases in the country.

To stem the tide of infections, strict circuit breaker lockdown measures were implemented from 7 April to 1 June 2020, after which restrictions have been gradually lifted as conditions permitted. A mass vaccination campaign was launched, and has been successful in achieving a very high vaccination rate, with more than 96% of the eligible populace having completed their vaccination regimen as of June 2022. Various measures have been taken to mass test the population for the virus and isolate infected people. Contact tracing measures SafeEntry and TraceTogether were implemented to identify and quarantine close contacts of positive cases.

As of 13 October 2022, Singapore has a total of 1,988,760 confirmed cases, with 1,954,204 recoveries and 1,639 deaths. The country currently has a case fatality rate of 0.08%, one of the lowest in the world. It introduced what was considered one of the world’s largest and best-organised epidemic control programmes.

The COVID-19 vaccination in Singapore is an ongoing immunisation campaign against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the virus that causes coronavirus disease 2019 (COVID-19), in response to the ongoing pandemic in the country. Singapore has a very high vaccination rate, with more than 92% of its total population (and more than 95% of its eligible populace) having completed their vaccination regimen.

Vaccination campaign

A mass vaccination programme is currently under way following the approval and acquisition of the Pfizer–BioNTech and Moderna COVID-19 vaccines; in late 2021, Singapore became the world’s most-vaccinated country, with more than 85% of its total population fully-vaccinated. As of June 2022, over 92% of the total population have completed their vaccination regimen, representing over 96% of the eligible populace.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Monetary Authority of Singapore (MAS) is the central bank and financial regulatory authority of the Republic of Singapore. It administers the various statutes pertaining to money, banking, insurance, securities and the financial sector in general, as well as currency issuance. It was established in 1971 to act as the banker to and as a financial agent of the Government of Singapore.

The MAS is responsible for formulating Singapore’s monetary policies, and for the promotion of a safe and sound financial system within Singapore. It is also the sole issuing authority of Singaporean banknotes, provides banking services and money management for the government, and loans money to Singapore’s financial institutions.

History

The MAS was founded in 1971 to oversee various monetary functions associated with banking and finance. Before its establishment, monetary functions were performed by government departments and agencies. The acronym for its name resembles mas, the word for ‘gold’ in Malay, Singapore’s national language – although the acronym is pronounced with each of its initial alphabets.

As Singapore progressed, an increasingly complex banking and monetary environment required more dynamic and coherent monetary administration. Therefore, in 1970, the Parliament of Singapore passed the Monetary Authority of Singapore Act leading to the formation of MAS on 1 January 1971. The act gives MAS the authority to regulate all elements of monetary policy, banking, and finance in Singapore.

During the COVID-19 pandemic, MAS brought forward its twice yearly meeting from some time in April to 30 March. The MAS decided to ease the Singapore dollar’s appreciation rate to zero percent, as well as adjust the policy band downwards, the first such move since the Global Financial Crisis. This makes it the first time the MAS had taken these two measures together.

Uniquely among central banks around the world, the MAS is not independent from the executive branch of the Singaporean government; chairmen of the MAS are often from the same political party of the Government. Previous chairmen were also either the incumbent or former Ministers of Finance, or were former Prime Ministers or Deputy Prime Ministers of Singapore.

Tharman Shanmugaratnam (born 25 February 1957) is a Singaporean politician and economist who has been serving as Senior Minister of Singapore since 2019 alongside Teo Chee Hean, Coordinating Minister for Social Policies since 2015 and Chairman of the Monetary Authority of Singapore (MAS) since 2011. He is also serving as Deputy Chairman of GIC, the country’s sovereign wealth fund and chairs its Investment Strategies Committee.

An economist by profession, Tharman has been active in both the public and private sectors, both domestic and abroad. He has spent most of his working life in public service, in roles principally related to economic and social policies.

Tharman previously led the G20 Eminent Persons Group on Global Financial Governance. Tharman earlier chaired the International Monetary and Financial Committee (IMFC), the International Monetary Fund’s key policy forum, for four years—the first Asian chair.

Since January 2021, he also co-chairs the G20 High Level Independent Panel on Global Financing for Pandemic Preparedness and Response alongside fellow economists Ngozi Okonjo-Iweala and Lawrence Summers. In March 2022, Tharman was appointed as a member of the United Nations’ High-Level Advisory Board on Effective Multilateralism. He also chairs the Group of Thirty, a global council of economic and financial leaders from the public and private sectors and academia. In addition, he co-chairs the Global Education Forum, and the Advisory Board for the United Nations Development Programme’s (UNDP) Human Development Report (HDR). He is a member of the World Economic Forum’s (WEF) Board of Trustees.

He had served as Deputy Prime Minister between 2011 and 2019, Coordinating Minister for Economic and Social Policies between 2015 and 2019, Minister for Finance between 2007 and 2015 and Minister for Education between 2003 and 2008. Tharman has been the Member of Parliament (MP) representing the Taman Jurong ward of Jurong GRC and as an advisor of the Jurong GRC Grassroots Organisations. He made his political debut in the 2001 general election, and has been re-elected four times at subsequent elections in 2006, 2011, 2015 and 2020.

Other national and international appointments

Tharman has been the chairman of the Monetary Authority of Singapore (MAS) since May 2011. He is appointed as the Deputy Chairman of the Government of Singapore Investment Corporation (GIC) as of May 2019, and chairs its Investment Strategy Committee.

Tharman led the SkillsFuture programme, launched in 2014 with the aim of developing skills of the future, and opportunities for life-long learning and job upskilling among Singaporeans. He subsequently chaired the tripartite Council for Skills, Innovation and Productivity (CSIP) until May 2017.

He currently also chairs the Economic Development Board’s International Advisory Council, and the International Academic Advisory Panel that advises the Government on strategies for the university sector.

In April 2017, Tharman was appointed by the G20 to chair a G20 Eminent Persons Group on Global Financial Governance. In Oct 2018, the Group proposed reforms for a more effective system of global development finance and for financial stability. Tharman also succeeded Jean-Claude Trichet as Chairman of the Group of Thirty, an independent global council of leading economic and financial policy-makers from January 1, 2017.

Tharman had previously been appointed by his international peers as Chairman of the International Monetary and Financial Committee (IMFC), the key policy forum of the IMF, for an extended period of four years from 2011; he was its first Asian chair. In announcing Tharman’s selection, the IMF said that his “broad experience, deep knowledge of economic and financial issues, and active engagement with global policy makers will be highly valuable to the IMFC”.

Since 2019, Tharman has been the co-chair of the Advisory Board for UN’s Human Development Report. He co-chaired with Thomas Piketty in 2019 and Michael Spence for the 2020 edition, and is co-chairing the Advisory Board for the 2021/22 edition with Michele Lamont.

In May 2019, Tharman was admitted to the World Economic Forum Board of Trustees.

Among his other roles, he chairs the Board of Trustees of the Singapore Indian Development Association (SINDA), which seeks to uplift educational performance and aspirations in the Indian Singapore community. He also chairs the Ong Teng Cheong Labour Leadership Institute.

In January 2021, Tharman was appointed by the G20 to co-chair the G20 High Level Independent Panel (HLIP) on Financing the Global Commons for Pandemic Preparedness and Response, together with Ngozi Okonjo-Iweala and Lawrence Summers. In March 2022, Tharman was appointed as a member of the United Nations’ High Level Advisory Board on Effective Multilateralism.

As of 2022, he currently chairs the National Jobs Council which is aimed at rebuilding skills and jobs for Singaporeans in the wake of the COVID-19 pandemic.
