THANOS: GENOCIDAL ALIEN WARLORD
(Marvel Cinematic Universe)

Thanos is a fictional character appearing in American comic books published by Marvel Comics. He was created by writer-artist Jim Starlin, and made his first appearance in The Invincible Iron Man #55 (cover dated February 1973). An Eternal–Deviant warlord from the moon Titan, Thanos is regarded as one of the most powerful beings in the Marvel Universe. He has clashed with many heroes including the Avengers, the Guardians of the Galaxy, the Fantastic Four, and the X-Men.

While usually portrayed as an evil-bent villain, many stories have alternatively depicted Thanos as having a twisted moral compass and thinking of his actions as justified. The character’s perhaps best-known role came in the 1991 storyline The Infinity Gauntlet, the culmination of several previous story arcs, which saw him successfully assembling the six Infinity Gems into a single gauntlet and using them to kill half of the universe’s population, including many of its heroes, in an effort to earn the affection of Mistress Death, the living embodiment of death in the Marvel Universe. Although these events were later undone, the storyline has remained one of the most popular published by Marvel.

Debuting in the Bronze Age of comic books, the character has appeared in almost five decades of Marvel publications, as well as many media adaptations, including animated television series and video games. In the Marvel Cinematic Universe, Thanos was portrayed by Damion Poitier in The Avengers (2012) and by Josh Brolin in Guardians of the Galaxy (2014), Avengers: Age of Ultron (2015), Avengers: Infinity War (2018), and Avengers: Endgame (2019) through voice and motion capture.

The Snap, also known as the Blip, was the moment Thanos snapped his fingers while using the Infinity Gauntlet during the Infinity War and caused the extermination of half of all life in the universe. Wanting to restore balance to the universe, by averting universal resource conflicts due to overpopulation, Thanos embarked on a quest to assemble all six Infinity Stones needed to achieve this goal. In 2018, during the Battle of Wakanda, Thanos activated the completed gauntlet and initiated the Snap, causing a universal genocide which eliminated fifty percent of all life, randomly disintegrating individuals into dust.

The Snap had devastating universal repercussions. On Earth, the Snap led to a five-year period in which the world fell into societal collapse and many countries followed a one-world government. Major cities across the world, such as San Francisco and New York City, fell victim to disenfranchisement. In 2023, the victims of the Snap were resurrected by the Avengers, after they went back in time to collect the Infinity Stones.

Earth

On Earth, there were at least 3,797,000,000 humans confirmed deceased or missing worldwide, according to a statistical report issued by the United Nations in conjunction with the World Bank. All types of life forms perished in the Snap, including the bacteria in the bodies of the Snap survivors.

THANATOS
(Greek Mythology)

In Greek mythology, Thanatos ( “Death”, from “(I) die, am dying”) was the personification of death. He was a minor figure in Greek mythology, often referred to but rarely appearing in person.

In myth and poetry

The Greek poet Hesiod established in his Theogony that Thánatos is a son of Nyx (Night) and Erebos (Darkness) and twin of Hypnos (Sleep).

The god’s character is established by Hesiod in the following passage of the Theogony:

And there the children of dark Night have their dwellings, Sleep and Death, awful gods. The glowing Sun never looks upon them with his beams, neither as he goes up into heaven, nor as he comes down from heaven. And the former of them roams peacefully over the earth and the sea’s broad back and is kindly to men; but the other has a heart of iron, and his spirit within him is pitiless as bronze: whomsoever of men he has once seized he holds fast: and he is hateful even to the deathless gods.

Thanatos was thus regarded as merciless and indiscriminate, hated by – and hateful towards — mortals and gods alike. But in myths which feature him, Thanatos could occasionally be outwitted, a feat that the sly King Sisyphus of Korinth twice accomplished. When it came time for Sisyphus to die, Zeus ordered Thanatos to chain Sisyphus up in Tartarus. Sisyphus cheated death by tricking Thanatos into his own shackles, thereby preventing the demise of any mortal while Thanatos was so enchained.

In psychology and medicine

According to Sigmund Freud, humans have a life instinct—which he named “Eros”—and a death drive, which is commonly called (though not by Freud himself) “Thanatos”. This postulated death drive allegedly compels humans to engage in risky and self-destructive acts that could lead to their own death. Behaviors such as thrill seeking and aggression are viewed as actions which stem from this Thanatos instinct.

Euthanasia, “good death” in Greek, is the act or practice of ending the life of an individual who would otherwise experience severe, incurable suffering or disability. It typically involves lethal injection or the suspension of extraordinary medical treatment. Doctor Jack Kevorkian named his euthanasia device the Thanatron.

A COVID 19 vaccine is a vaccine intended to provide acquired immunity against severe acute respiratory syndrome coronavirus 2 (SARS CoV 2), the virus that causes coronavirus disease 2019 (COVID 19).

Prior to the COVID 19 pandemic, an established body of knowledge existed about the structure and function of coronaviruses causing diseases like severe acute respiratory syndrome (SARS) and Middle East respiratory syndrome (MERS). This knowledge accelerated the development of various vaccine platforms during early 2020. The initial focus of SARS-CoV-2 vaccines was on preventing symptomatic, often severe illness. In January 2020, the SARS-CoV-2 genetic sequence data was shared through GISAID, and by March 2020, the global pharmaceutical industry announced a major commitment to address COVID 19. In 2020, the first COVID 19 vaccines were developed and made available to the public through emergency authorizations and conditional approvals. Initially, most COVID 19 vaccines were two-dose vaccines, with the sole exception being the single-dose Janssen COVID-19 vaccine. However, immunity from the vaccines has been found to wane over time, requiring people to get booster doses of the vaccine to maintain immunity against COVID 19.

The COVID 19 vaccines are widely credited for their role in reducing the spread of COVID 19 and reducing the severity and death caused by COVID 19. According to a June 2022 study, COVID 19 vaccines prevented an additional 14.4 to 19.8 million deaths in 185 countries and territories from 8 December 2020 to 8 December 2021. Many countries implemented phased distribution plans that prioritized those at highest risk of complications, such as the elderly, and those at high risk of exposure and transmission, such as healthcare workers.

Common side effects of COVID 19 vaccines include soreness, redness, rash, inflammation at the injection site, fatigue, headache, myalgia (muscle pain), and arthralgia (joint pain), which resolve without medical treatment within a few days. COVID-19 vaccination is safe for people who are breastfeeding.

As of 27 December 2022, 13.16 billion doses of COVID 19 vaccines have been administered worldwide based on official reports from national public health agencies. By December 2020, more than 10 billion vaccine doses had been preordered by countries, with about half of the doses purchased by high-income countries comprising 14% of the world’s population. Despite the extremely rapid development of effective mRNA and viral vector vaccines, worldwide vaccine equity has not been achieved. The development and use of whole inactivated virus (WIV) and protein-based vaccines have also been recommended, especially for use in developing countries. The United States Food and Drug Administration (FDA) has now authorized bivalent vaccines to protect against the original COVID-19 strain and its Omicron variant.

Albert Bourla (born October 21, 1961) is a Greek-American veterinarian and the chairman and chief executive officer of Pfizer, an American pharmaceutical company. He joined the company in 1993 and has held several executive roles across Pfizer’s divisions. Prior to becoming chief executive officer, Bourla served as chief operating officer.

In addition to the boards of Pfizer and the Pfizer Foundation, he serves or has served on the boards of the Biotechnology Innovation Organization, Catalyst, the Partnership for New York City, and the Pharmaceutical Research and Manufacturers of America. Bourla is also a member of The Business Council and the Business Roundtable.

Bourla was motivated by an early love for animals and medicine and is credited with reshaping Pfizer to be a company focused on research and development. He is also credited with helping the development of Improvac, which eradicates boar taint, and for refocusing Pfizer’s vaccine division to focus on Staphylococcus, Clostridioides difficile infection, infant diseases, and the Pfizer–BioNTech COVID-19 vaccine. He opposes government interference in pharmaceutical pricing, which he argues would hamper spending on development of new drugs.

Bourla was awarded the 2022 Genesis Prize for his leadership in the development of the Pfizer–BioNTech COVID-19 vaccine.

Career

From 2010 to 2013, Bourla served as president and general manager of Pfizer’s Established Products Business Unit. There, he built business for the company’s drugs that had recently lost patent exclusivity.

From January 2014 to January 2016, Bourla served as Group President of Pfizer’s Global Vaccines, Oncology, and Consumer Healthcare business, where he led Pfizer’s work on cancer and heart drugs, among others, and helped launch Eliquis, an anticoagulant, and Ibrance, a breast cancer treatment drug.

From February 2016 to December 2017, he was group president of Pfizer Innovative Health. In 2016, during his tenure, Innovative Health’s revenue increased by 11%.

Bourla became Pfizer’s chief operating officer (COO) on January 1, 2018, overseeing the company’s drug development, manufacturing, sales and strategy. Bourla pushed Pfizer employees for the fast development of Covid-19. He restructured Pfizer and spun-off the consumer health care business during his tenure as COO.

He was promoted to chief executive officer in October 2018, effective January 1, 2019, succeeding Ian Read, his mentor.

In February 2019, Bourla was one of seven CEOs in the pharmaceutical industry who participated in a hearing on prescription drug prices in the United States with the United States Senate Committee on Finance.

In April 2019, at the Prix Galien Greece Awards ceremony, he was presented with the award for “Preeminent Greek Leader” of the global pharmaceutical industry by Geoffrey R. Pyatt, United States Ambassador to Greece.

In January 2020, Bourla assumed the additional post of executive chairman, upon the retirement of Ian Read.

In 2020, Bourla pushed Pfizer employees for the fast development of a COVID-19 vaccine in partnership with German company BioNTech, making sure it is safe and effective. He told his team that “financial returns should not drive any decisions” with regards to the vaccine. He took the risk of producing the Pfizer–BioNTech COVID-19 vaccine before approval from the Food and Drug Administration so that it would be ready to ship immediately upon approval. However his strategy of pricing during the pandemic has been called “war profiteering” by former CDC chief Tom Frieden.

In 2020, he was ranked as America’s top CEO in the pharmaceutical industry by Institutional Investor.

Uğur Şahin (born 19 September 1965) is a German oncologist and immunologist. He is the CEO of BioNTech, which developed one of the major vaccines against COVID-19. His main fields of research are cancer research and immunology.

Şahin’s family, originally from Turkey, moved to Germany when he was four years old. He grew up in Cologne and studied medicine at the University of Cologne, completing a doctoral thesis there in cancer immunotherapy. He initially remained in academia, in patient care as an oncohematology physician and conducting research at university hospitals in Saarland and Zürich. He founded a research group at the University of Mainz in 2000 and became a professor of experimental oncology in 2006.

In 2001, while maintaining his position at the University of Mainz, Şahin began to engage in entrepreneurial activities, co-founding two pharmaceutical companies, in 2001 and 2008, with his partner and spouse Özlem Türeci. The second of these companies, BioNTech, together with Pfizer Inc, developed one of the major vaccines used to fight the COVID-19 pandemic in 2020. As a result of the company’s increase in value, Şahin and Türeci became the first Germans with Turkish roots among Germany’s 100 wealthiest people.

BioNTech

Together with Özlem Türeci and Christoph Huber, Şahin founded the biotechnology company BioNTech, based in Mainz, Germany, in 2008 and serves as its CEO. BioNTech is focused on developing and manufacturing active immunotherapies for a patient-specific approach to the treatment of cancer and other serious diseases. The main focus of his research work is the discovery of mRNA-based drugs for use as individualized cancer immunotherapies, as vaccines against infectious diseases, and as protein replacement therapies for rare diseases. He holds a minority interest in the listed company. Since April 2020, BioNTech has been researching a vaccine for the disease COVID-19 under Şahin and Türeci, who is also a member of the company’s board of directors. Şahin is involved in several patents that he has filed with his company and partners.

Against the background of the debate about the distribution of a potential vaccine, Şahin stated that one key in the fight against COVID-19 is international cooperation and equality of distribution. He said there was “no discussion” about whether a vaccine would be made available exclusively to individual countries. Şahin opposes compulsory vaccination and emphasizes the voluntary nature of the vaccination.

In fall 2020, he entered a partnership with the U.S. pharmaceutical company Pfizer and planned to obtain approval for a vaccine before the end of 2020. In November, the company reported a 95 percent efficacy of the BNT162b2 vaccine.

RNA vaccine against COVID-19

In January 2020, Sahin and his teams pivoted from cancer to COVID-19 vaccine development. The rapid publication of the sequence of SARS-COV-2 enabled them to initiate an RNA vaccine discovery program. The versatile nature of their mRNA technology and the groundwork Sahin’s team had done in the area of cancer vaccines allowed them to develop, produce and test multiple mRNA vaccine candidates in parallel. BNT162b2 was discovered as the best candidate for the particular purpose of vaccinating for COVID19 prevention. BNT162b2 is a lipid nanoparticle encapsulated, nucleoside-modified RNA vaccine encoding SARS-CoV-2 spike protein and combines multiple features for optimized vaccine activity derived from Sahin, Türeci and their teams prior work. Clinical trials and subsequent real-world studies established that BNT162b2 vaccine is very effective in inducing immune responses and proved the safety and potent efficacy in humans. BNT162b2 became the first mRNA drug approved for human use and the fastest vaccine developed against a new pathogen in the history of medicine.

PFIZER–BIONTECH COVID-19 VACCINE

The Pfizer–BioNTech COVID-19 vaccine, sold under the brand name Comirnaty, is an mRNA-based COVID-19 vaccine developed by the German biotechnology company BioNTech. For its development, BioNTech collaborated with American company Pfizer to carry out clinical trials, logistics, and manufacturing. It is authorized for use in people aged five years and older in some jurisdictions, twelve years and older in some jurisdictions, and for people sixteen years and older in other jurisdictions, to provide protection against COVID-19, caused by infection with the SARS-CoV-2 virus. The vaccine is given by intramuscular injection. It is composed of nucleoside-modified mRNA (modRNA) encoding a mutated form of the full-length spike protein of SARS-CoV-2, which is encapsulated in lipid nanoparticles. Initial advice indicated that vaccination required two doses given 21 days apart, but the interval was later extended to up to 42 days in the US, and up to four months in Canada.

Clinical trials began in April 2020; by November 2020, the vaccine entered phase III clinical trials, with over 40,000 people participating. An interim analysis of study data showed a potential efficacy of 91.3% in preventing symptomatic infection within seven days of a second dose and no serious safety concerns. Most side effects are mild to moderate in severity and are gone within a few days. The most common include mild to moderate pain at the injection site, fatigue, and headaches. Reports of serious side effects, such as allergic reactions, are very rare and no long-term complications have been reported.

The vaccine is the first COVID 19 vaccine to be authorized by a stringent regulatory authority for emergency use and the first cleared for regular use. In December 2020, the United Kingdom was the first country to authorize its use on an emergency basis. It is authorized for use at some level in the majority of countries. On 23 August 2021, the Pfizer–BioNTech vaccine became the first COVID-19 vaccine to be approved in the United States by the Food and Drug Administration (FDA) for those aged sixteen years and older.

As of September 2021, more than 1.5 billion COVID-19 vaccine doses have been shipped by the company worldwide. As of 30 March 2021, Pfizer and BioNTech aimed to manufacture about 2.5 billion doses in 2021. Distribution and storage is a logistical challenge because the vaccine needs to be stored at extremely low temperatures.

In August 2022, a bivalent version of the vaccine (Pfizer-BioNTech COVID-19 Vaccine, Bivalent) was authorized for use as a booster dose in individuals twelve years of age and older in the United States. In September 2022, the BA.1 version of the bivalent vaccine (Comirnaty Original/Omicron BA.1) was authorized as a booster for use in the United Kingdom for people aged twelve years of age and older. In September 2022, the European Union authorized both the BA.1 and the BA.4/BA.5 booster versions of the bivalent vaccine for people aged twelve years of age and older.

Pharmacology

The BioNTech technology for the BNT162b2 vaccine is based on use of nucleoside-modified mRNA (modRNA) which encodes a mutated form of the full-length spike protein found on the surface of the SARS-CoV-2 virus, triggering an immune response against infection by the virus protein.

Authorizations

Although jointly developed with Pfizer, Comirnaty is based on BioNTech’s proprietary mRNA technology, and BioNTech holds the Marketing Authorization in the United States, the European Union, the UK, and Canada; expedited licenses such as the US emergency use authorization (EUA) are held jointly with Pfizer in many countries.

Expedited

The United Kingdom’s Medicines and Healthcare products Regulatory Agency (MHRA) gave the vaccine “rapid temporary regulatory approval to address significant public health issues such as a pandemic” on 2 December 2020, which it is permitted to do under the Medicines Act 1968. It is the first COVID 19 vaccine to be approved for national use after undergoing large scale trials, and the first mRNA vaccine to be authorized for use in humans. The United Kingdom thus became the first Western country to approve a COVID 19 vaccine for national use, although the decision to fast-track the vaccine was criticized by some experts.

After the United Kingdom, the following countries and regions expedited processes to approve the Pfizer–BioNTech COVID 19 vaccine for use: Argentina, Australia, Bahrain, Canada, Chile, Costa Rica, Ecuador, Hong Kong, Iraq, Israel, Jordan, Kuwait, Malaysia, Mexico, Oman, Panama, the Philippines, Qatar, Saudi Arabia, Singapore, South Korea, the United Arab Emirates, the United States, and Vietnam.

The World Health Organization (WHO) authorized it for emergency use.

In the United States, an emergency use authorization (EUA) is “a mechanism to facilitate the availability and use of medical countermeasures, including vaccines, during public health emergencies, such as the current COVID 19 pandemic”, according to the Food and Drug Administration (FDA). Pfizer applied for an EUA on 20 November 2020, and the FDA approved the application three weeks later on 11 December 2020. The US Centers for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP) approved recommendations for vaccination of those aged sixteen years or older. Following the EUA issuance, BioNTech and Pfizer continued the Phase III clinical trial to finalize safety and efficacy data, leading to application for licensure (approval) of the vaccine in the United States. On 10 May 2021, the US FDA also authorized the vaccine for people aged 12 to 15 under an expanded EUA. The FDA recommendation was endorsed by the ACIP and adopted by the CDC on 12 May 2021. In October 2021, the EUA was expanded to include children aged 5 through 11 years of age. In June 2022, the EUA was expanded to include children aged six months through four years of age.

On 16 February 2021, the South African Health Products Regulatory Authority (SAHPRA) in South Africa issued Section 21, Emergency Use Approval for the vaccine.

On 5 May 2021, Health Canada authorized the vaccine for people aged 12 to 15. On 18 May 2021, Singapore’s Health Sciences Authority authorized the vaccine for people aged 12 to 15. The European Medicines Agency (EMA) followed suit on 28 May 2021.

On 4 June 2021, the UK Medicines and Healthcare products Regulatory Agency (MHRA) came to a similar decision and approved the use of the vaccine for people twelve years of age and older.

On 19 December 2020, the Swiss Agency for Therapeutic Products (Swissmedic) granted temporary authorization for the Pfizer–BioNTech COVID 19 vaccine for regular use, two months after receiving the application, saying the vaccine fully complied with the requirements of safety, efficacy and quality. This is the first authorization under a standard procedure.

On 21 December 2020, the Committee for Medicinal Products for Human Use (CHMP) of the European Medicines Agency (EMA) recommended granting conditional marketing authorization for the Pfizer–BioNTech COVID 19 vaccine under the brand name Comirnaty. The recommendation was accepted by the European Commission the same day.

On 23 February 2021, the Brazilian Health Regulatory Agency approved the Pfizer–BioNTech COVID 19 vaccine under its standard marketing authorization procedure. In June 2021, the approval was extended to those aged twelve or over. Pfizer’s negotiation process with Brazil (and other Latin American countries) was described as “bullying”. The contract prohibits the state of Brazil from publicly discussing the existence or the terms of their agreement with Pfizer–BioNTech without the former’s written consent. Brazil was also restricted from donating or receiving donations of vaccines.

In July 2021, the U.S. Food and Drug Administration (FDA) granted priority review designation for the biologics license application (BLA) for the Pfizer–BioNTech COVID-19 vaccine with a goal date for the decision in January 2022. On 23 August 2021, the FDA approved the vaccine for use for those aged sixteen years and older.

The Pfizer-BioNTech Comirnaty COVID-19 vaccine was authorized in Canada on 16 September 2021, for people aged twelve and older.

In July 2022, the FDA approved the vaccine for use for those aged twelve years and older.

In September 2022, the CHMP of the EMA recommended converting the conditional marketing authorizations of the vaccine into standard marketing authorizations. The recommendation covers all existing and upcoming adapted Comirnaty vaccines, including the recently-approved adapted Comirnaty Original/Omicron BA.1 and Comirnaty Original/Omicron BA.4/5.

Europe is a large peninsula conventionally considered a continent in its own right because of its great physical size and the weight of its history and traditions. Europe is also considered a subcontinent of Eurasia and it is located entirely in the Northern Hemisphere and mostly in the Eastern Hemisphere. Comprising the westernmost peninsulas of Eurasia, it shares the continental landmass of Afro-Eurasia with both Africa and Asia. It is bordered by the Arctic Ocean to the north, the Atlantic Ocean to the west, the Mediterranean Sea to the south and Asia to the east. Europe is commonly considered to be separated from Asia by the watershed of the Ural Mountains, the Ural River, the Caspian Sea, the Greater Caucasus, the Black Sea and the waterways of the Turkish Straits.

Europe covers about 10.18 million km² (3.93 million sq mi), or 2% of Earth’s surface (6.8% of land area), making it the second-smallest continent (using the seven-continent model). Politically, Europe is divided into about fifty sovereign states, of which Russia is the largest and most populous, spanning 39% of the continent and comprising 15% of its population. Europe had a total population of about 745 million (about 10% of the world population) in 2021. The European climate is largely affected by warm Atlantic currents that temper winters and summers on much of the continent, even at latitudes along which the climate in Asia and North America is severe. Further from the sea, seasonal differences are more noticeable than close to the coast.

European culture is the root of Western civilisation, which traces its lineage back to ancient Greece and ancient Rome. The fall of the Western Roman Empire in 476 AD and the subsequent Migration Period marked the end of Europe’s ancient history, and the beginning of the Middle Ages. Renaissance humanism, exploration, art, and science led to the modern era. Since the Age of Discovery, started by Portugal and Spain, Europe played a predominant role in global affairs. Between the 16th and 20th centuries, European powers colonised at various times the Americas, almost all of Africa and Oceania, and the majority of Asia.

The Age of Enlightenment, the subsequent French Revolution and the Napoleonic Wars shaped the continent culturally, politically and economically from the end of the 17th century until the first half of the 19th century. The Industrial Revolution, which began in Great Britain at the end of the 18th century, gave rise to radical economic, cultural and social change in Western Europe and eventually the wider world. Both world wars took place for the most part in Europe, contributing to a decline in Western European dominance in world affairs by the mid-20th century as the Soviet Union and the United States took prominence. During the Cold War, Europe was divided along the Iron Curtain between NATO in the West and the Warsaw Pact in the East, until the Revolutions of 1989, Fall of the Berlin Wall and the Dissolution of the Soviet Union.

In 1949, the Council of Europe was founded with the idea of unifying Europe to achieve common goals and prevent future wars. Further European integration by some states led to the formation of the European Union (EU), a separate political entity that lies between a confederation and a federation. The EU originated in Western Europe but has been expanding eastward since the fall of the Soviet Union in 1991. The currency of most countries of the European Union, the euro, is the most commonly used among Europeans; and the EU’s Schengen Area abolishes border and immigration controls between most of its member states, and some non-member states. There exists a political movement favouring the evolution of the European Union into a single federation encompassing much of the continent.

COVID-19 pandemic in Europe

The global COVID-19 pandemic arrived in Europe with its first confirmed case in Bordeaux, France, on 24 January 2020, and subsequently spread widely across the continent. By 17 March 2020, every country in Europe had confirmed a case, and all have reported at least one death, with the exception of Vatican City.

Italy was the first European country to experience a major outbreak in early 2020, becoming the first country worldwide to introduce a national lockdown. By 13 March 2020, the World Health Organization (WHO) declared Europe the epicentre of the pandemic and it remained so until the WHO announced it was overtaken by South America on 22 May. By 18 March 2020, lockdowns introduced in Europe affected more than 250 million people. Despite deployment of COVID-19 vaccines, Europe became the pandemic’s epicentre once again in late 2021. On 11 January 2022, Dr. Hans Kluge, the WHO Regional Director for Europe said, “more than 50 percent of the population in the region will be infected with Omicron in the next six to eight weeks”.

As the outbreak became a major crisis across Europe, national and European Union responses have led to debate over restrictions of civil liberties and the extent of European Union solidarity.

As of 20 May 2022, Europe is the most affected continent in the world. Most affected countries in Europe include France, Germany, the United Kingdom and Russia.

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. Germany, officially the Federal Republic of Germany, is a country in Central Europe. It is the second most populous country in Europe after Russia, and the most populous member state of the European Union. Germany is situated between the Baltic and North seas to the north, and the Alps to the south; it covers an area of 357,022 square kilometres (137,847 sq mi), with a population of almost 84 million within its 16 constituent states. Germany borders Denmark to the north, Poland and the Czech Republic to the east, Austria and Switzerland to the south, and France, Luxembourg, Belgium, and the Netherlands to the west. The nation’s capital and largest city by population is Berlin and its financial centre is Frankfurt; the largest urban area is the Ruhr.

Various Germanic tribes have inhabited the northern parts of modern Germany since classical antiquity. A region named Germania was documented before AD 100. In the 10th century, German territories formed a central part of the Holy Roman Empire. During the 16th century, northern German regions became the centre of the Protestant Reformation. Following the Napoleonic Wars and the dissolution of the Holy Roman Empire in 1806, the German Confederation was formed in 1815. In 1871, Germany became a nation-state when most of the German states unified into the Prussian-dominated German Empire. After World War I and the German Revolution of 1918–1919, the Empire was replaced by the semi-presidential Weimar Republic.

The Nazi seizure of power in 1933 led to the establishment of a totalitarian dictatorship, World War II, and the Holocaust. After the end of World War II in Europe and a period of Allied occupation, Germany was divided into the Federal Republic of Germany, generally known as West Germany, and the German Democratic Republic, East Germany. The Federal Republic of Germany was a founding member of the European Economic Community and the European Union, while the German Democratic Republic was a communist Eastern Bloc state and member of the Warsaw Pact. After the fall of communism, German reunification saw the former East German states join the Federal Republic of Germany on 3 October 1990—becoming a federal parliamentary republic.

Germany is a great power with a strong economy; it has the largest economy in Europe, the world’s fourth-largest economy by nominal GDP and the fifth-largest by PPP. As a global leader in several industrial, scientific and technological sectors, it is both the world’s third-largest exporter and importer of goods. As a highly developed country, which ranks ninth on the Human Development Index, it offers social security and a universal health care system, environmental protections, a tuition-free university education, and it is ranked as sixteenth-most peaceful country in the world. Germany is a member of the United Nations, the European Union, NATO, the Council of Europe, the G7, the G20 and the OECD. It has the third-greatest number of UNESCO World Heritage Sites.

Politics

Germany is a federal, parliamentary, representative democratic republic. Federal legislative power is vested in the parliament consisting of the Bundestag (Federal Diet) and Bundesrat (Federal Council), which together form the legislative body. The Bundestag is elected through direct elections using the mixed-member proportional representation system. The members of the Bundesrat represent and are appointed by the governments of the sixteen federated states. The German political system operates under a framework laid out in the 1949 constitution known as the Grundgesetz (Basic Law). Amendments generally require a two-thirds majority of both the Bundestag and the Bundesrat; the fundamental principles of the constitution, as expressed in the articles guaranteeing human dignity, the separation of powers, the federal structure, and the rule of law, are valid in perpetuity.

The president, currently Frank-Walter Steinmeier, is the head of state and invested primarily with representative responsibilities and powers. He is elected by the Bundesversammlung (federal convention), an institution consisting of the members of the Bundestag and an equal number of state delegates. The second-highest official in the German order of precedence is the Bundestagspräsident (President of the Bundestag), who is elected by the Bundestag and responsible for overseeing the daily sessions of the body. The third-highest official and the head of government is the chancellor, who is appointed by the Bundespräsident after being elected by the party or coalition with the most seats in the Bundestag. The chancellor, currently Olaf Scholz, is the head of government and exercises executive power through his Cabinet.

Since 1949, the party system has been dominated by the Christian Democratic Union and the Social Democratic Party of Germany. So far every chancellor has been a member of one of these parties. However, the smaller liberal Free Democratic Party and the Alliance ’90/The Greens have also been junior partners in coalition governments. Since 2007, the democratic socialist party The Left has been a staple in the German Bundestag, though they have never been part of the federal government. In the 2017 German federal election, the right-wing populist Alternative for Germany gained enough votes to attain representation in the parliament for the first time.

Olaf Scholz (born 14 June 1958) is a German politician who has served as the chancellor of Germany since 8 December 2021. A member of the Social Democratic Party (SPD), he previously served as Vice Chancellor under Angela Merkel and as Federal Minister of Finance from 2018 to 2021. He was also First Mayor of Hamburg from 2011 to 2018 and deputy leader of the SPD from 2009 to 2019.

Scholz began his career as a lawyer specialising in labour and employment law. He became a member of the SPD in the 1970s and was a member of the Bundestag from 1998 to 2011. Scholz served in the Hamburg Government under First Mayor Ortwin Runde in 2001, before his election as General Secretary of the SPD in 2002, serving alongside SPD leader and then-Chancellor Gerhard Schröder. He became his party’s Chief Whip in the Bundestag, later entering the First Merkel Government in 2007 as Minister of Labour and Social Affairs. After the SPD quit the government following the 2009 election, Scholz returned to lead the SPD in Hamburg, and was elected Deputy Leader of the SPD. He led his party to victory in the 2011 Hamburg state election, and became First Mayor, holding that position until 2018.

After the Social Democratic Party entered the Fourth Merkel Government in 2018, Scholz was appointed as both Minister of Finance and Vice Chancellor of Germany. In 2020, he was nominated as the SPD’s candidate for Chancellor of Germany for the 2021 federal election. The party won a plurality of seats in the Bundestag and formed a “traffic light coalition” with Alliance 90/The Greens and the Free Democratic Party. On 8 December 2021, Scholz was elected and sworn in as Chancellor by the Bundestag.

As Chancellor, Scholz oversaw Germany’s response to the 2022 Russian invasion of Ukraine. Despite being a much more restrained and cautious response than that of other Western countries, it nonetheless included increasing Germany’s defense budget, shipping weapons to Ukraine, and halting the approval of Nord Stream 2. Scholz set out the principles of a new German defence policy in his Zeitenwende speech.

Chancellor of Germany, 2021–present

Scholz was elected Chancellor by the Bundestag on 8 December 2021, with 395 votes in favour and 303 against. His new government was appointed on the same day by President Frank-Walter Steinmeier. At 63 years, 177 days of age, Scholz is the oldest person to become Chancellor of Germany since Ludwig Erhard who was 66 years, 255 days old when he assumed office on 17 October 1963.

Scholz came to Warsaw in December 2021 for talks with Polish Prime Minister Mateusz Morawiecki. They discussed the Nord Stream 2 gas pipeline, which would bring Russian gas under the Baltic Sea to Germany bypassing Poland, and Poland’s dispute with the EU over the rule of law and the primacy of European Union law. Scholz backed Poland’s efforts to stop the flow of migrants seeking entry from Belarus.

Scholz extended into 2022 the suspension of the sale of weapons to Saudi Arabia. The decision was made to “no longer approve any export sales to countries as long as they are directly involved” in the Saudi Arabian-led intervention in Yemen.

On 22 February 2022, Scholz announced that Germany would be halting its approval of the Nord Stream 2 pipeline in response to Russia’s recognition of two self-declared separatist republics within Ukraine. Scholz spoke against allowing the EU to cut Russia off from the SWIFT global interbank payment system. In an emergency meeting of Parliament on 27 February, Scholz made an historic speech announcing a complete reversal of German military and foreign policy, including shipping weapons to Ukraine and dramatically increasing Germany’s defense budget.

In June 2022, Scholz said that his government remains committed to phasing out nuclear power despite rising energy prices and Germany’s dependence on energy imports from Russia. Former Chancellor Angela Merkel committed Germany to a nuclear power phase-out after the Fukushima nuclear disaster.

Scholz visited the United Arab Emirates, Qatar and Saudi Arabia, seeking to deepen ties with the Arab states of the Persian Gulf and find alternative sources of energy. Saudi Arabia’s Crown Prince Mohammed bin Salman received Scholz in Jeddah. Scholz’s government approved new arms export deals to Saudi Arabia, despite a ban imposed as a result of the Saudi war in Yemen and the assassination of Jamal Khashoggi.

Energy-intensive German industry and German exporters were hit particularly hard by the 2021–present global energy crisis. Scholz said: “Of course we knew, and we know, that our solidarity with Ukraine will have consequences.” On 29 September 2022, Germany presented a €200 billion plan to support industry and households.

COVID-19 vaccine mandate

During his campaign in the 2021 election, Scholz opposed a COVID-19 vaccine mandate. Since late November 2021, he has expressed support for mandatory vaccination for adults, scheduled to be voted during the first months of 2022 by the federal parliament, and for the closure of non-essential retail stores to unvaccinated adults, based on the so-called 2G-Regel, decreed by state governments in December 2021.

On 13 January 2022, Scholz told lawmakers in the Bundestag, Germany should make COVID-19 vaccinations mandatory for all adults. Later in the same month, he warned people the coronavirus would not “miraculously” disappear. He said Germany would not be able to get out of the pandemic without compulsory vaccinations. The opposition Christian Democratic Union criticized the government for not taking a firm decision on a vaccine mandate. The far-right Alternative for Germany party wants Scholz’s government to ban vaccine mandates.

Angela Dorothea Merkel (born 17 July 1954) is a German former politician and scientist who served as Chancellor of Germany from 2005 to 2021. A member of the Christian Democratic Union (CDU), she previously served as Leader of the Opposition from 2002 to 2005 and as Leader of the Christian Democratic Union from 2000 to 2018. Merkel was the first female chancellor of Germany. During her tenure as Chancellor, Merkel was frequently referred to as the de facto leader of the European Union (EU), the most powerful woman in the world and since 2016 as the leader of the free world.

Merkel was born in Hamburg in then-West Germany, moving to East Germany as an infant when her father, a Lutheran clergyman, received a pastorate in Perleberg. She obtained a doctorate in quantum chemistry in 1986 and worked as a research scientist until 1989. Merkel entered politics in the wake of the Revolutions of 1989, briefly serving as deputy spokeswoman for the first democratically elected Government of East Germany led by Lothar de Maizière. Following German reunification in 1990, Merkel was elected to the Bundestag for the state of Mecklenburg-Vorpommern. As the protégée of Chancellor Helmut Kohl, Merkel was appointed as Minister for Women and Youth in 1991, later becoming Minister for the Environment, Nature Conservation and Nuclear Safety in 1994. After the CDU lost the 1998 federal election, Merkel was elected CDU General Secretary, before becoming the party’s first female leader and the first female Leader of the Opposition two years later, in the aftermath of a donations scandal that toppled Wolfgang Schäuble.

Following the 2005 federal election, Merkel was appointed to succeed Gerhard Schröder as Chancellor of Germany, leading a grand coalition consisting of the CDU, its Bavarian sister party the Christian Social Union (CSU) and the Social Democratic Party of Germany (SPD). Merkel was the first woman to be elected as Chancellor, and the first Chancellor since reunification to have been raised in the former East Germany. At the 2009 federal election, the CDU obtained the largest share of the vote, and Merkel was able to form a coalition government with the Free Democratic Party (FDP). At the 2013 federal election, Merkel’s CDU won a landslide victory with 41.5% of the vote and formed a second grand coalition with the SPD, after the FDP lost all of its representation in the Bundestag. At the 2017 federal election, Merkel led the CDU to become the largest party for the fourth time; Merkel formed a third grand coalition with the SPD and was sworn in for a joint-record fourth term as Chancellor on 14 March 2018.

In foreign policy, Merkel has emphasised international cooperation, both in the context of the EU and NATO, and strengthening transatlantic economic relations. In 2008, Merkel served as President of the European Council and played a central role in the negotiation of the Treaty of Lisbon and the Berlin Declaration. Merkel played a crucial role in managing the global financial crisis of 2007–2008 and the European debt crisis. She negotiated the 2008 European Union stimulus plan focusing on infrastructure spending and public investment to counteract the Great Recession. In domestic policy, Merkel’s Energiewende program has focused on future energy development, seeking to phase out nuclear power in Germany, reduce greenhouse gas emissions, and increase renewable energy sources. Reforms to the Bundeswehr which abolished conscription, health care reform, and her government’s response to the 2010s European migrant crisis and the COVID-19 pandemic in Germany were major issues during her chancellorship. She served as the senior G7 leader from 2011 to 2012 and again from 2014 to 2021. In 2014, she became the longest-serving incumbent head of government in the EU. In October 2018, Merkel announced that she would stand down as Leader of the CDU at the party convention, and would not seek a fifth term as Chancellor in the 2021 federal election. In 2022, Merkel condemned the Russian invasion of Ukraine.

The Fourth Merkel cabinet was sworn in on 14 March 2018. The negotiations that led to a Grand Coalition agreement with the Social Democrats (SPD) were the longest in German post-war history, lasting almost six months.

In October 2018, Merkel announced that she had decided not to run for re-election in the 2021 federal election. In August 2019, 67% of Germans wanted Merkel to stay until the end of her term in 2021, while only 29% wanted her to step down earlier.

In September 2021, she referred to her party after she leaves the chancellery, and said that “after 16 years one does not automatically … return to the chancellery, that was clear to everyone in the CDU and CSU”, describing the close opinion polls about the upcoming election. The remarks came as the Social Democrats had overtaken her conservatives in recent polls.

On 26 September 2021, elections proved inconclusive, although the SPD won the most votes. This necessitated long negotiations among the various parties to form a government. On 23 November 2021, a new coalition was announced, with Olaf Scholz nominated to succeed Merkel. Merkel continued to serve as chancellor in a caretaker capacity until 8 December 2021, when Scholz was sworn in.

COVID-19 pandemic

On 6 April 2020, Merkel stated: “In my view… the European Union is facing the biggest test since its foundation and member states must show greater solidarity so that the bloc can emerge stronger from the economic crisis unleashed by the pandemic”. Merkel has won international plaudits for her handling of the pandemic in Germany.

During the German presidency of the European Council Merkel not only changed her mind, but spearheaded negotiating a reconstruction package for the time after the pandemic.

Frank-Walter Steinmeier (born 5 January 1956) is a German politician serving as President of Germany since 19 March 2017. He was previously Federal Minister of Foreign Affairs from 2005 to 2009 and again from 2013 to 2017, as well as Vice Chancellor of Germany from 2007 to 2009. Steinmeier was chairman-in-office of the Organization for Security and Co-operation in Europe (OSCE) in 2016.

Steinmeier is a member of the Social Democratic Party of Germany (SPD), holds a doctorate in law and was formerly a career civil servant. He was a close aide of Gerhard Schröder when Schröder was Prime Minister of Lower Saxony during most of the 1990s, and served as Schröder’s chief of staff from 1996. When Schröder became Chancellor of Germany in 1998, Steinmeier was appointed Under-Secretary of State in the German Chancellery with the responsibility for the intelligence services. From 1999 to 2005 he served as Chief of Staff of the Chancellery.

Following the 2005 federal election, Steinmeier became Foreign Minister in the first grand coalition government of Angela Merkel, and from 2007 he additionally held the office of vice chancellor. In 2008, he briefly served as acting chairman of his party. He was the SPD’s candidate for chancellor in the 2009 federal election, but his party lost the election and he left the federal cabinet to become leader of the opposition. Following the 2013 federal election, he again became Minister for Foreign Affairs in Merkel’s second grand coalition. In November 2016 he was announced as the candidate for President of Germany of the governing coalition, consisting of his own party and the CDU/CSU, and thus became the presumptive electee, as the coalition held a large majority in the Federal Convention. He left the cabinet on 27 January 2017. He was elected president by the Federal Convention on 12 February 2017 with 74% of the vote. On 13 February 2022, he was re-elected by the Federal Convention for a second and final term with 78% of the vote.

Steinmeier belongs to the right wing of the SPD, known as reformists and moderates. As chief of staff he was a principal architect of Agenda 2010, the Schröder government’s controversial reforms of the welfare state. His lenient policies toward countries such as Russia and China have earned him criticism both in Germany and internationally, and he has been criticized for prioritizing German business interests over human rights.

Presidency 2017–present

Steinmeier took office as President of Germany on 19 March 2017, after the expiration of his predecessor’s term in office, and on 22 March 2017 he took the oath that newly invested presidents must take before a joint session of the Bundestag and the Bundesrat, according to the Basic Law. On the 13 February 2022 he was re-elected as president.

The Bundestag (“Federal Diet”) is the German federal parliament. It is the only federal representative body that is directly elected by the German people. It is comparable to the United States House of Representatives or the House of Commons of the United Kingdom. The Bundestag was established by Title III of the Basic Law for the Federal Republic of Germany in 1949 as one of the legislative bodies of Germany and thus it is the historical successor to the earlier Reichstag.

The members of the Bundestag are representatives of the German people as a whole, are not bound by any orders or instructions and are only accountable to their electorate. The minimum legal number of members of the Bundestag (German: Mitglieder des Bundestages) is 598; however, due to the system of overhang and leveling seats the current 20th Bundestag has a total of 736 members, making it the largest Bundestag to date and the largest freely elected national parliamentary chamber in the world.

The Bundestag is elected every four years by German citizens aged 18 or over. Elections use a mixed-member proportional representation system which combines first-past-the-post elected seats with a proportional party list to ensure its composition mirrors the national popular vote. An early election is only possible in the cases outlined in Articles 63 and 68 of the Grundgesetz.

The Bundestag has several functions. It is the chief legislative body on the federal level. The individual states (Bundesländer) of Germany participate in legislative process through the Bundesrat, a separate assembly. The Bundestag also elects and oversees the chancellor, Germany’s head of government, and sets the government budget.

Since 1999, it has met in the Reichstag building in Berlin. The Bundestag also operates in multiple new government buildings in Berlin and has its own police force (the Bundestagspolizei). The current president of the Bundestag since 2021 is Bärbel Bas of the SPD. The 20th Bundestag has five vice presidents and is the most visited parliament in the world.

Reichstag building

The Reichstag (English: Parliament) is a historic government building in Berlin which houses the Bundestag, the lower house of Germany’s parliament.

It was constructed to house the Imperial Diet (Reichstag) of the German Empire. It was opened in 1894 and housed the Diet until 1933, when it was set on fire.

In World War II, during the Battle of Berlin, the building was severely damaged by the Soviet Red Army. After the War, the building fell into disuse; the parliament of the German Democratic Republic (the Volkskammer) met in the Palast der Republik in East Berlin, while the parliament of the Federal Republic of Germany (the Bundestag) met in the Bundeshaus in Bonn.

The ruined building was made safe against the elements and partially refurbished in the 1960s, but no attempt at full restoration was made until after German reunification on 3 October 1990, when it underwent a reconstruction led by architect Norman Foster. After its completion in 1999, it once again became the meeting place of the German parliament: the contemporary Bundestag.

Karl Wilhelm Lauterbach (born 21 February 1963) is a German scientist, physician, and politician of the Social Democratic Party of Germany (SPD) who has served as Federal Minister of Health since 8 December 2021. He is professor of health economics and epidemiology at the University of Cologne (on leave since 2005). Since the 2005 federal elections, he has been a Member of the Bundestag (the federal parliament of Germany). During the COVID-19 pandemic, his name became well known in Germany, through his frequent appearances on television talk shows as an invited guest expert, along with his frequent use of Twitter to provide commentary about the ongoing pandemic.

Minister of Health

On 6 December 2021, Lauterbach was designated as Federal Minister of Health in the traffic light coalition. He assumed the office on 8 December 2021 when the Scholz cabinet was formally appointed by President Frank-Walter Steinmeier. Due to Lauterbach’s high profile in Germany as a media commentator on the COVID-19 pandemic, The Economist’s Berlin correspondent Tom Nuttall described his nomination to the cabinet as “perhaps the most eagerly awaited health minister appointment in the history of the democratic world”.

A week into his tenure, during a visit to Hanover, Lauterbach expressed concerns that Germany might be headed towards a much stronger fifth wave of COVID-19 infections, specifically for the omicron variant. He also said he expected the country to suffer from a vaccine shortage in the first quarter.

Political positions

During the COVID-19 pandemic, Lauterbach quickly rose to national prominence. He served as an advisor of Chancellor Angela Merkel during the pandemic. He became well known to a wide audience through his frequency of appearances – an unsurpassed 30 by 17 December 2020 – as guest expert in talk shows, as well as his frequent use of Twitter. Early on in the pandemic, during the first lockdown from April to June 2020, he often cautioned against the negative effects of premature relaxation of restrictions. Later he was one of those who warned early of a second wave of the pandemic. In August 2021, he criticized state governments – education is managed by individual states in Germany – for what he saw as their poor pandemic preparation for the upcoming school year, and proposed to limit travelling by long-distance trains to those with a recent negative COVID-19 test, the vaccinated, and the recovered (the ‘3G rule’). For his views he became the target of intense hatred by many COVID-19 deniers and anti-vaxxers, frequently receiving death threats. However, his reputation was believed to have contributed to his strong result in the 2021 federal election.

Jens Georg Spahn (born 16 May 1980) is a German politician who served as Federal Minister of Health in the fourth cabinet of Chancellor Angela Merkel from 2018 to 2021. A member of the centre-right Christian Democratic Union (CDU), he has been the member of the lower house of the federal parliament, the Bundestag (MdB), for Steinfurt I – Borken I since 2002.

At the time of his election in 2002, Spahn – at age 22 – was the youngest member of the CDU in the German parliament. He has since then served in the 15th, 16th, 17th, 18th, 19th and currently in the 20th Bundestags and is one of the main sponsors of pension reform in Germany. He was a member of the Committee of Health of the 17th Bundestag and the CDU/CSU parliamentary group’s spokesperson on health. He served as Minister of Health during the COVID-19 pandemic in Germany.

When Chancellor Angela Merkel stated her intention not to seek re-election for the CDU party leadership in 2018, Spahn announced his intention to stand for election as her successor in December 2018. He was eliminated in the first round of voting; the position instead went to Annegret Kramp-Karrenbauer. Following Kramp-Karrenbauer’s decision to resign in February 2020, he announced that he would not run for the party’s leadership but instead endorse candidate Armin Laschet. His alliance with Laschet proved successful, as his ally became CDU party leader on 16 January 2021 and candidate for chancellor of the CDU/CSU party alliance on 19 April 2021.

In the fourth Merkel cabinet, Spahn was appointed Federal Minister of Health in March 2018, succeeding Hermann Gröhe. In addition, he chaired the EPP Health Ministers Meeting, which gathers the center-right EPP ministers ahead of meetings of the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO). When Germany held the rotating Presidency of the Council of the European Union in 2020, he chaired the meetings of EPSCO.

In 2019, Spahn visited four countries in sub-Saharan Africa to witness up close the fight against Ebola. Alongside Armin Laschet, he was invited by President Emmanuel Macron of France to attend the 2020 Bastille Day celebrations in Paris, in a sign of gratitude for their role in helping French citizens during the COVID-19 pandemic in France. As a representative of the German government, he was later part of the delegation accompanying Macron on his state visit to South Africa in May 2021.

Covid-19 pandemic

On 20 October 2020, Spahn stated on morning TV: ‘At least we know what the main causes of [COVID-19] infection are. Parties, social occasions, at home and in private or at events, when going to clubs.’ Der Spiegel magazine later revealed that, on the very same evening, Spahn met around a dozen CDU party donors for a business dinner at an associate’s house. According to the German news channel ntv, each guest was asked to donate €10,000 (£8,600) to take part. Spahn developed symptoms and tested positive the next day, which suggests he was infectious while attending the party.

In March 2021, the “Burda mask deal” caused a major political storm when it was revealed that the Burda company had delivered half a million medical masks to the Spahn-led Federal Ministry of Health for $4.50 each, without the Ministry having first put the deal out to open tender. Burda, of which Spahn’s husband, Daniel Funke, was the former editor-in-chief and lobbyist at the time of the deal, reportedly procured the protective masks for $1.73 each through a Singapore company. According to polls, the CDU/CSU coalition’s popularity fell from 35 percent to 27 percent following the “Burda mask deal”.

Christian Heinrich Maria Drosten (born 1972) is a German virologist whose research focus is on novel viruses (emergent viruses). During the COVID-19 pandemic, Drosten came to national prominence as an expert on the implications and actions required to combat the illness in Germany.

COVID-19 pandemic

On 23 January 2020, Drosten, along with other virologists in Europe and Hong Kong, published a workflow of a real-time PCR (RT-PCR) diagnostic test, which was accepted by the World Health Organization (WHO) and which sent test kits to affected regions.

On 19 February 2020, Drosten, along with 26 other scientists, published the Lancet letter in support of scientists and medical professionals in China fighting the outbreak and condemning theories suggesting that the virus does not have a natural origin, which it referred to as “conspiracy theories.”

On 17 March 2020, Drosten was appointed to the European Commission’s advisory panel on COVID-19, co-chaired by EC President Ursula von der Leyen and ECHSF Stella Kyriakides. On 23 March 2020, The Guardian described Drosten as “the [German] country’s real face of the coronavirus crisis”, and also noted that the Süddeutsche Zeitung had described Drosten as “the nation’s corona-explainer-in-chief”. He was a counterpart to Lothar Wieler, head of the State’s Robert Koch Institute in Berlin, in consulting to German federal and state authorities.

Research

In 2003, Drosten was one of the co-discoverers of SARS-associated coronavirus (SARS-CoV). Together with Stephan Günther [de], a few days after identification and before the Centers for Disease Control and Prevention (CDC) in Atlanta, he succeeded in developing a diagnostic test for the newly identified virus. Drosten immediately made his findings on SARS available to the scientific community on the internet, even before his article appeared in New England Journal of Medicine in May 2003. Among others, this was honoured by the journal Nature.

From 2012, the research group led by Drosten also researched the Middle East respiratory syndrome-coronavirus (MERS-CoV).

In mid-January 2020, the coronavirus SARS-CoV-2 yielded to his method. The virus first came to light on 30 December 2019, because Li Wenliang (the Chinese ophthalmologist whistleblower who later died of the virus) forced the Chinese government to broadcast its existence the next day. In early January 2020, the research group led by Drosten, together with Marion Koopmans’ group, a RIVM group including Chantal Reusken [de], Maria Zambon and others, developed a test that was made available worldwide through the WHO. The whole research was published in the journal Eurosurveillance.

In April 2020, the Drosten research group published “a detailed virological analysis of nine cases of COVID-19 that provides proof of active virus replication in tissues of the upper respiratory tract” in Nature.

During the early months of the course of the COVID-19 pandemic in Germany, Drosten advised politicians and authorities and was invited as an expert in the media, among others in the podcast Das Coronavirus-Update mit Christian Drosten [de] (English: The coronavirus update with Christian Drosten), initially published daily during the week since 26 February 2020, in Norddeutscher Rundfunk (NDR), the frequency of the podcast having been gradually reduced from April 2020 until becoming weekly from 15 June 2020. Drosten now shares his spot on the Podcast with fellow virologist Sandra Ciesek with either being interviewed by a science journalist of the NDR every two weeks to keep the weekly schedule of the podcast while allowing Drosten more time to focus on his research work.

Corona-Warn-App is the official and open-source COVID-19 contact tracing app used for digital contact tracing in Germany made by SAP and Deutsche Telekom subsidiary T-Systems.

It had been downloaded 22.8 million times as of 19 November 2020 and 26.2 million times as of 18 March 2021.

The app has been promoted by billboard and broadcast advertisements, e.g. in cooperation with the German Football Association (DFB) and other prominent companies.

Effectiveness

Experts believe that time saved by using the app can be critical for improving the effectiveness contact tracing efforts.

Some virologists say when at least 60% of people in Germany use it, it would be very effective.

Functioning

The app works with the Exposure Notification Framework (what is implemented in Google Play Services for Android and in iOS) by using Bluetooth to exchange codes with app users that are within 1.5 meters of each other for a period of at least 10 minutes.

Anyone who tests positive for COVID-19 can share this information voluntarily with the app. Other app users are then notified about when, how long and at what distance they had contact with the infected person within a 14-day period. Testing is available for persons on a voluntary basis.

Report of a positive COVID-19 test

The app provides a function to warn other app users by uploading their positive test result on a voluntarily and anonymous basis to the Corona-Warn-App server.

In case the local public health authority or test laboratory is already connected to the app system, the user receives a QR-Code when the swab specimen is taken that can be scanned in the app. After scanning the QR-Code und the user getting authorized by the Verification server, the app receives an individual Registration token which gets stored locally and with which the status and the result of the test can be checked manually as well as automatically.

If the local public health authority or test laboratory isn’t connected to the app system yet and the user wants to share their positive test result with other app users, it is required to request a teleTAN token by calling the verification hotline of the app.

In both cases, the user can upload their diagnosis keys of the last 14 days to the Corona-Warn-App server in case their consent to share the information is given. The Corona-Warn-App server then verifies the uploaded keys by asking the Verification server if the keys are valid and if they are, the Corona-Warn-App server stores them in its database.

The global COVID-19 pandemic arrived in Europe with its first confirmed case in Bordeaux, France, on 24 January 2020, and subsequently spread widely across the continent. By 17 March 2020, every country in Europe had confirmed a case, and all have reported at least one death, with the exception of Vatican City.

Italy was the first European country to experience a major outbreak in early 2020, becoming the first country worldwide to introduce a national lockdown. By 13 March 2020, the World Health Organization (WHO) declared Europe the epicentre of the pandemic and it remained so until the WHO announced it was overtaken by South America on 22 May. By 18 March 2020, lockdowns introduced in Europe affected more than 250 million people. Despite deployment of COVID-19 vaccines, Europe became the pandemic’s epicentre once again in late 2021. On 11 January 2022, Dr. Hans Kluge, the WHO Regional Director for Europe said, “more than 50 percent of the population in the region will be infected with Omicron in the next six to eight weeks”.

As the outbreak became a major crisis across Europe, national and European Union responses have led to debate over restrictions of civil liberties and the extent of European Union solidarity.

As of 20 May 2022, Europe is the most affected continent in the world. Most affected countries in Europe include France, Germany, the United Kingdom and Russia.

COVID-19 pandemic in Germany

The COVID-19 pandemic in Germany has resulted in 33,386,229 confirmed cases of COVID-19 and 150,064 deaths.

On 27 January 2020, the first case in Germany was confirmed near Munich, Bavaria. By mid February, the arising cluster of cases had been fully contained. On 25 and 26 February, multiple cases related to the Italian outbreak were detected in Baden-Württemberg. A carnival event on 15 February in Heinsberg, North Rhine-Westphalia, was attended by a man identified as positive on 25 February; in the outbreak which subsequently developed from infected participants, authorities were mostly no longer able to trace the likely chains of infections. On 9 March, the first two deaths in Germany were reported from Essen and Heinsberg. New clusters were introduced in other regions via Heinsberg as well as via people arriving from China, Iran and Italy, from where non-Germans could arrive by plane until 17–18 March. From 13 March, German states mandated school and kindergarten closures, postponed academic semesters and prohibited visits to nursing homes to protect the elderly. Two days later, borders to Austria, Denmark, France, Luxembourg and Switzerland were closed. By 22 March, curfews were imposed in six German states while other states prohibited physical contact with more than one person from outside one’s household.

On 15 April 2020, Chancellor Angela Merkel spoke of “fragile intermediate success” that had been achieved in the fight against the pandemic. The same day, a first loosening of restrictions was announced, continued in early May, and eventually, holiday travels were allowed in cooperation with other European countries. A number of state premiers pressed for faster relaxation of restrictions, putting them at odds with Merkel, who favoured a more cautious approach, a pattern that repeated itself later that year. Substantial local outbreaks in meat processing plants drew public attention beyond the epidemiological context to poor working conditions. By late August, infection numbers had returned to the levels of April, and a possible second wave of the pandemic was under debate. By mid October, it was believed by experts to be inevitable. A partial lockdown from 2 November only temporarily halted the rise in case numbers; the total number of reported infections since the start of the pandemic crossed one million on 27 November. A hard lockdown from 15 December made FFP2 masks or other clinical masks mandatory on public transport and in shops. Repeated lockdown extensions were mainly motivated by the appearance of the Alpha variant and other mutations. Death rates in nursing homes remained high until late January 2021 but dropped strongly in February, likely due to residents and workers at these facilities having been prioritised in the vaccination campaign. The second wave peaked in January.

In March 2021, the Alpha variant drove a third wave of infections. The average age of the infected, as well as of those requiring intensive care, was much younger than in the first two waves. A reform of the Infection Protection Act in late April increased federal government powers, allowing it to mandate pandemic measures in hard-hit districts; in November 2021, the measures were ruled by the Federal Constitutional Court to have been legal. From late April, infection numbers started to continuously decrease; the third wave was seen as broken by early May. The Delta variant became dominant among the new infections by the end of June, and from early July, cases started to increase again. On 20 August, the RKI assessed the country to have entered the fourth wave of the pandemic, again with most of the cases coming from the younger age groups. With effect from 23 August, the so-called 3G rule gave those who were vaccinated, had recovered, or had a negative test result no older than 24 hours more freedom to visit numerous venues. From mid October, infections and intensive care unit admissions started to increase again. On 4 November, as almost 34,000 reported infections set a new record since the beginning of the pandemic, Health Minister Jens Spahn spoke of a “massive pandemic of the unvaccinated”, which was criticized by scientists for underrating the role of the vaccinated in the pandemic. Unprecedentedly high infection numbers led Germany to reintroduce free coronavirus testing in November, a month after they had been phased out, and to launch a booster campaign. Booster vaccinations were declared by new Health Minister Karl Lauterbach to be central to the government strategy of combating the Omicron variant. Warnings of a “massive fifth wave” driven by Omicron in December proved to be no exaggeration as daily case numbers rose up to over 200,000 by mid February 2022, and remained at a high level in March. Experts considered the absence of a decrease to be due to the BA.2 subvariant of Omicron, which had ushered in the sixth wave of the pandemic, and expected more cases after the easing of pandemic measures scheduled to begin on 21 March.

Vaccinations with the Pfizer–BioNTech COVID-19 vaccine began on 27 December 2020 (unofficially one day earlier); vaccinations with the Moderna COVID-19 vaccine, the AstraZeneca vaccine and the Janssen COVID-19 vaccine began in mid January, early February, and mid March 2021 respectively. Vaccinations with AstraZeneca were stalled on 16 March 2021 due to concerns about rare and potentially lethal side effects but resumed on 19 March after the European Medicines Agency deemed the vaccine “safe and effective”. On 30 March, German vaccination commission STIKO recommended limiting the use of the AstraZeneca vaccine to those aged 60 or over, but revised this on 22 April to allow for use in younger ages, subject to their consent to medical advice about the risks. Vaccinations accelerated in April, with a total of 15 million shots given that month. On 6 May, the AstraZeneca vaccine was made available to all adults, with the Johnson & Johnson vaccine following on 10 May and all others on 7 June. Vaccination with AstraZeneca ceased on 1 December 2021. On 3 February 2022, the Novavax COVID-19 vaccine was approved. As of 25 November 2021, 68.1 per cent of the total population had completed their vaccination, with considerable regional variation across states. In mid-January 2022, the RKI reported that just under 75 per cent had received at least one vaccination.

COVID-19 vaccination in Germany

The COVID-19 vaccination campaign in Germany began on 26 December 2020. As of 16 December 2021, 60,679,186 people have received at least one dose (73 % of total population), while 58,174,724 people have been fully vaccinated (70 % of total population).

Vaccination

On 9 November 2020, the German vaccination commission STIKO, an independent advisory group which is part of the RKI, published a position paper jointly with the German Ethics Council and the Leopoldina Academy of Sciences on how access to a future COVID-19 vaccine should be regulated, given that sufficient quantities of such a vaccine would not immediately be available to everybody willing to undergo vaccination. The document highlighted the need to comply with medical, legal and ethical principles, and urged for the prioritisation scheme to be made transparent to the public.

On 18 December, Health Minister Jens Spahn unveiled the government vaccination plan at a press conference. He warned that “we will have to live with this virus for a long time yet.” The plan deviated from a STIKO proposal published the previous day in that it subdivided the population into three groups, instead of five as proposed by STIKO; and it allowed for priorisation within each of the groups, which Spahn defended against criticism from general practitioners and police as “allow[ing] a certain flexibility on the ground”.

The first 9,750 doses of the Pfizer-BioNTech COVID-19 vaccine were delivered to Germany’s 16 states on 26 December. The state of Saxony-Anhalt started vaccinations the same day, one day before the official start. The first to receive the vaccine were German residents over the age of 80, as well as caregivers and hospital staff who were considered to be at particular risk.

A first batch of the Moderna COVID-19 vaccine, of about 63,000 doses, arrived in Lower Saxony on 11 January 2021.

By early January 2021, criticism was mounting over the slow progress of the vaccination program. The government tasked the RKI with investigating if, as in other countries, the second jab could be postponed in order to use available doses for more people. On 8 January, the German Health Ministry announced that regulators of the European Medicines Agency had approved the extraction of six, instead of five, doses of Pfizer-BioNTech vaccine from each vial, and that this practice would be immediately adopted in Germany.

Production issues hampered the rollout of vaccines in the European Union and consequently also in Germany, as the country had ordered its vaccines through the bloc. On 22 January, it transpired that AstraZeneca would, after the expected approval of its vaccine by the European Union on 29 January, only be able to deliver 31 million doses, instead of the agreed 80 million doses. There were also difficulties reported with the delivery of the Pfizer-BioNTech vaccine. AstraZeneca said on 31 January that it would supply 9 million additional doses during the first quarter, while BioNTech said that its new production plant in Marburg would allow them to increase their supply to the European Union from the initially planned 1.3 billion to 2 billion.

On 3 February, Spahn said that he expected that citizens would be able to choose between the three EU-approved vaccines in a few months. He flagged that the Russian Sputnik V vaccine could be produced in Germany. Spahn had said in late January that Germany would be open to the adoption of vaccines from Russia and China after EU approval, provided that they were safe and effective.

By 10 February, the number of second vaccinations – two vaccinations being necessary for each of the three vaccines approved as of that date – had risen to above 1.1 million, comprising about 1.32 per cent of the population. Difficulties with vaccine delivery had prompted authorities to retain vaccines for use in the second vaccination and consequently, a decrease in the daily number of first vaccinations.

On 11 March, the Janssen COVID-19 vaccine was permitted for use in Germany as part of an EU permit.

By 15 March, 6,507,159 people have been given the first dose of the vaccine.

On 15 March, Germany temporarily suspended the use of the AstraZeneca vaccine “as a precaution” according to the Health Ministry, with Health Minister Spahn saying that the risk of blood clots developing after administration of the vaccine was low but could not be ruled out. While the German Medical Association supported the decision, others including epidemiologist Karl Lauterbach criticised it. Vaccinations with AstraZeneca resumed on 19 March after the European Medicines Agency deemed the vaccine “safe and effective”.

On 30 March, on recommendations of Germany’s vaccine panel, the use of AstraZeneca was restricted to patients 60 and older, except for patients for whom a COVID-19 infection was expected to pose a high risk, and who additionally had agreed to take the vaccine despite the small risk of serious side effects. The Vaccination Commission revised this on 22 April to allow for use in younger ages, subject to their consent to medical advice about the risks.

On 8 April, Spahn said that as the European Commission was not intending to buy the Sputnik V vaccine for the entire bloc, Germany would enter exclusive negotiations with Russia, in spite of an agreement of the bloc in early 2021 to shun exclusive negotiations with suppliers. Any purchases would be subject to approval from the European Medicines Agency.

On 6 May, the AstraZeneca vaccine was made available to all adults. Previously the vaccination campaign had considerably gained speed. On 10 May, the Johnson & Johnson vaccine was likewise made generally available. As with the AstraZeneca vaccine, a prior consultation about the risks was mandated for under 60-year olds.

Rüdiger von Kries, a member of the vaccination commission STIKO, said on 25 May that, as “practically nothing” was known about long-term adverse effects of vaccinations on 12- to 15-year-old children and adolescents, STIKO would likely recommend them only for children with other risk factors. On 10 June, STIKO made such a limited recommendation, while also saying that healthy teenagers may also be vaccinated with the consent of themselves, their parents, and doctors. In explaining the recommendation, which was more restrictive than that at EU level, STIKO head Thomas Mertens cited the concerns of von Kries, adding that very children fell ill with COVID-19 as opposed to older people. In the light of new safety data from the United States and new research on the infection risk for children and adolescents in the age range from 12 to 17 years, STIKO updated its guidance on 16 August to include a recommendation for vaccination for that age range.

A digital vaccination pass was rolled out on 10 June. Health Minister Spahn announced that day that the pass was expected to be available to everyone in Germany who is fully vaccinated, by the end of June; and that it was planned to make it an acceptable proof of vaccination status also in other countries.

On 5 August, it was reported that Germany, along with France and Israel, would give booster doses to immunocompromised patients, the very elderly and nursing home residents from September. In response to recent criticism from WHO chief Tedros Adhanom Ghebreyesus to halt boosters until at least the end of September due to global inequity in vaccine supply, the German health ministry said that it would donate at least 30 million vaccine doses to poorer countries and “support the vaccination of as many people in the world as possible”.

A study by the Robert Koch Institute published on 9 August found that vaccinations had prevented an estimated 38,000 deaths from COVID-19, as well as prevented over 76,000 hospitalizations and almost 20,000 admissions to intensive care units. The study used data from the preceding six and a half months, from the approximate beginning of the third wave of the pandemic.

Health minister Spahn said on 22 September that unvaccinated workers who were forced to quarantine after returning from travels to high-risk areas would no longer receive governmental subsidies for lost income from 11 October at latest. He argued that the taxpayer could not be expected to pay for the costs incurred by those who were able to choose to get vaccinated but did not do so.

On 5 November, against the background of rapidly rising case numbers in the fourth wave of the pandemic, Health Minister Spahn said that he had agreed with state ministers to offer a third dose of the vaccine to everyone six months after their previous injection.

On 10 November, national advisory committee STIKO revised its recommendations, saying that those under 30 should only receive the Pfizer-BioNTech vaccine, as the Moderna vaccine had shown a larger incidence of heart inflammation in that age group. The Pfizer-BioNTech vaccine was also recommended as the only vaccine for pregnant women of all ages.

With the number of COVID-19 deaths passing the 100,000 mark on 25 November and the health care system being under strain from the increasing number of cases, there were increasing calls for making vaccination mandatory. Among the supporters of this step were also the state leaders Volker Bouffier and Winfried Kretschmann, and Berlin mayor Michael Müller.

THE SECRETARY GENERAL OF NATO

The secretary general of NATO is the chief civil servant of the North Atlantic Treaty Organization (NATO). The officeholder is an international diplomat responsible for coordinating the workings of the alliance, leading NATO’s international staff, chairing the meetings of the North Atlantic Council and most major committees of the alliance, with the notable exception of the NATO Military Committee, as well as acting as NATO’s spokesperson. The secretary general does not have a military command role; political, military and strategic decisions ultimately rest with the member states. Together with the chairman of the NATO Military Committee and the supreme allied commander, the officeholder is one of the foremost officials of NATO.

The current secretary general is former Norwegian Prime Minister Jens Stoltenberg, who took office on 1 October 2014. Stoltenberg’s mission as secretary general was extended for another four-year term, meaning that he was to lead NATO until September 30, 2022. However, due to Russia’s invasion of Ukraine in 2022, his term was extended further by another year.

History

Article 9 of the North Atlantic Treaty requires NATO members to “establish a Council, on which each of them shall be represented.” Accordingly, the North Atlantic Council was formed. Initially the Council consisted of NATO members’ foreign ministers and met annually. In May 1950, the desire for closer coordination on a day-to-day basis led to the appointment of Council deputies, permanently based in London and overseeing the workings of the organization. Deputies were given full decision-making authority within the North Atlantic Council, but their work was supplemented by occasional meetings of the NATO foreign ministers. The chairman of the deputies was given responsibility “for directing the organization and its work,” including all of its civilian agencies.

The Council deputies met for the first time on July 25, 1950, and selected Charles Spofford, the United States deputy, as their chairman. Several important organisational changes quickly followed the establishment of Council deputies, most notably the establishment of a unified military command under a single supreme Allied commander. This unification and the growing challenges facing NATO led to rapid growth in the institutions of the organisation and in 1951, NATO was reorganized to streamline and centralize its bureaucracy. As part of the organization, the Council deputies were delegated with the authority to represent their governments in all matters, including those related to defense and finance, not just foreign affairs, greatly increasing their power and importance.

As the authority of the deputies increased, and the size of the organization grew, NATO established the Temporary Council Committee, chaired by W. Averell Harriman. This group established an official secretariat in Paris to command NATO’s bureaucracy. The committee also recommended that “the agencies of NATO needed to be strengthened and co-ordinate”, and emphasized the need for someone other than the Chairman of the North Atlantic Council to become the senior leader of the alliance. In February 1952, North Atlantic Council accordingly established the position of secretary general to manage all civilian agencies of the organization, control its civilian staff, and serve the North Atlantic Council.

After the Lisbon Conference, the NATO states began looking for a person who could fill the role of secretary general. The position was first offered to Oliver Franks, the British ambassador to the United States, but he declined. Then, on March 12, 1952, the North Atlantic Council selected Hastings Ismay, a general from the Second World War, and Secretary of State for Commonwealth Relations in the British cabinet as secretary general. Unlike later secretaries general who served as Chairman of the North Atlantic Council, Ismay was made the vice chairman of the council, with Spofford continuing to serve as chairman. Ismay was selected because of his high rank in the war, and his role “at the side of Churchill … in the highest Allied Councils.” As both a soldier and a diplomat, he was considered uniquely qualified for the position, and enjoyed the full support of all the NATO states.

Several months later, after Spofford retired from the NATO, the structure of the North Atlantic Council was changed slightly. One member of the council was selected annually as the president of the North Atlantic Council (a largely ceremonial role), and the secretary general officially became the Deputy President of the Council, as well as the chair of its meetings. Ismay served as secretary general until retiring in May, 1957.

After Ismay, Paul-Henri Spaak, an international diplomat and former prime minister of Belgium was selected as the second secretary general. Unlike Ismay, Spaak had no military experience, so his appointment represented a “deemphasis of the strictly military side of the Atlantic Alliance.” When confirming Spaak’s appointment in December 1956 during a session of the NATO foreign ministers, the North Atlantic Council also expanded the role of the secretary general in the organization. Largely as a result of the Suez Crisis, which had strained intra-alliance relations, the council issued a resolution to allow the secretary general “to offer his good officers informally at any time to member governments involved in a dispute and with their consent to initiate or facilitate procedures of inquiry, mediation, conciliation, or arbitration.”

List of officeholders

The NATO countries selected the first secretary general on April 4, 1952. Since that time, twelve different diplomats have served officially as secretary general. Eight countries have been represented, with three secretaries general hailing from the United Kingdom, three from the Netherlands, two from Belgium, one from Italy, one from Germany, one from Spain, one from Denmark and one from Norway. The position has also been occupied temporarily on three occasions by an acting secretary general between appointments.

Willem Werner Hubert “Willy” Claes (born 24 November 1938) is a Belgian politician who served as the eighth Secretary General of NATO, from 1994 to 1995. Claes was forced to resign from his NATO position after he was found guilty of corruption, which was uncovered during the investigation into André Cools’ death. Claes was a member of the Flemish Socialist Party.

Claes was born in Hasselt, Belgium. He graduated in political and diplomatic sciences at the Vrije Universiteit Brussel (VUB).

Political career

Claes was also Secretary General of NATO from 1994 until 1995, when he resigned after the discovery of a bribe of over 50 million Belgian francs (BEF), accepted at the time he was minister of economic affairs and connected to the defence contract negotiations with Agusta and Dassault. A criminal trial was handled by the Court of Cassation, which is responsible for cases involving minister in function. Claes received a 60 000 BEF fine, a three-year probationary sentence and a five-year prohibition on running for public office. An appeal at the European Court of Human Rights resulted in the confirmation of the Belgian sentence.

Manfred Hermann Wörner (24 September 1934 in Stuttgart-Bad Cannstatt – 13 August 1994 in Brussels) was a German politician and diplomat. He served as the defense minister of West Germany between 1982 and 1988. He then served as the seventh Secretary General of NATO from 1988 to 1994. His term as Secretary General saw the end of the Cold War and the German reunification. Whilst serving in that position, he was diagnosed with cancer, but, in spite of his illness, continued serving until his final days.

In December 1987, the 16 members of NATO elected Wörner Secretary General. He was the first German to be appointed to that position. Resigning from his post in the German government, he took office on 1 July 1988.

An address given by Wörner in 1990 to the Bremer Tabak Collegium became a subject of a controversy when Vladimir Putin cited it in his 2007 speech at 43rd Munich Conference on Security Policy to claim that NATO made a promise not to expand eastward after the end of the Cold War.

Wörner executed his duties as NATO Secretary General despite severe illness and until his death from colorectal cancer in 1994. He is buried at the cemetery of Hohenstaufen nearby Göppingen.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Deutsche Bundesbank ( literally “German Federal Bank”, is the central bank of the Federal Republic of Germany and as such part of the European System of Central Banks (ESCB). Due to its strength and former size, the Bundesbank is the most influential member of the ESCB. Both the Bundesbank and the European Central Bank (ECB) are located in Frankfurt, Germany. It is sometimes referred to as “Buba” for Bundesbank, while its usual abbreviation is BBk in Germany and internationally DBB.

The Bundesbank was established in 1957 and succeeded the Bank deutscher Länder, which introduced the Deutsche Mark on 20 June 1948. Until the euro was physically introduced in 2002, the Bundesbank was the central bank of the former Deutsche Mark (“German Mark”, sometimes known in English as the “Deutschmark”).

The Bundesbank was the first central bank to be given full independence, leading this form of central bank to be referred to as the Bundesbank model, as opposed, for instance, to the New Zealand model, which has a goal (i.e. inflation target) set by the government. Nowadays, the ECB also uses the Bundesbank model, making the concept the foundation of the entire Euro system.

Joachim Nagel (born 31 May 1966) is a German economist and current President of the Bundesbank. Before he was a senior manager of the Bank for International Settlements since 2020, having been a member of the board of the Deutsche Bundesbank from 2010 to 2016 and then a member of the board of the KfW Bankengruppe from 2017 to 2020 . He was appointed President of the Deutsche Bundesbank on January 1, 2022, succeeding Jens Weidmann who resigned.

Banking career

In 1999 Nagel moved to the Bundesbank, initially as Head of the Office of the President of the then State Central Bank in Bremen, Lower Saxony and Saxony-Anhalt in Hanover. In 2003 he moved to the headquarters of the Bundesbank in Frankfurt am Main. In 2008 he became head of the central department Markets. In December 2010, he replaced Thilo Sarrazin, who had resigned, on the Board of Directors of the Deutsche Bundesbank. On April 30, 2016, he resigned from the Executive Board of the Deutsche Bundesbank.

On November 1, 2016, he joined the KFW Bankengruppe, the largest public development bank in Germany, as a general manager and then from 2017 to 2020 as Executive Board member. At the same time he was chairman of the supervisory board of KfW IPEX-Bank and first deputy chairman of the supervisory board of DEG German investment and development company.

From 2018 to 2020 he was also a member of the Supervisory Board of Deutsche Börse AG.

On November 1, 2020, Nagel became a member of the management of the Bank for International Settlements as Deputy Head of Banking.

Bundesbank presidency

On December 20, 2021, the German President Frank-Walter Steinmeier announced Nagel’s appointment as successor to Jens Weidmann as president of the Deutsche Bundesbank. He assumed the position on 1 January 2022.
