The North Atlantic Treaty Organization (NATO, OTAN), also called the North Atlantic Alliance, is an intergovernmental military alliance between 30 member states – 28 European and two North American. Established in the aftermath of World War II, the organization implements the North Atlantic Treaty, which was signed in Washington, D.C., on 4 April 1949. NATO is a system of collective security: its independent member states agree to defend each other against attacks by third parties. During the Cold War, NATO operated as a check on the perceived threat posed by the Soviet Union. The alliance remained in place after the dissolution of the Soviet Union and has been involved in military operations in the Balkans, the Middle East, South Asia, and Africa.

NATO’s main headquarters are located in Brussels, Belgium, while NATO’s military headquarters are near Mons, Belgium. The alliance has targeted deployments of their NATO Response Force in Eastern Europe, and the combined militaries of all NATO members include around 3.5 million soldiers and personnel. Their combined military spending as of 2020 constituted over 57 percent of the global nominal total. Members have agreed that their aim is to reach or maintain the target defence spending of at least two percent of their GDP by 2024.

NATO formed with twelve founding members, and has added new members eight times, most recently when North Macedonia joined the alliance in March 2020. Following the acceptance of their applications for membership in June 2022, Finland and Sweden are anticipated to become the 31st and 32nd members, with their Accession Protocols to the North Atlantic Treaty now in the process of being ratified by the existing members. NATO currently also recognizes Bosnia and Herzegovina, Georgia, and Ukraine as aspiring members. Enlargement has led to tensions with non-member Russia, which is one of the twenty additional countries that participate in NATO’s Partnership for Peace programme. Another nineteen countries are involved in institutionalized dialogue programmes with NATO.

Member States of NATO

NATO (North Atlantic Treaty Organization) is an international military alliance that consists of 30 member states from Europe and North America. It was established at the signing of the North Atlantic Treaty on 4 April 1949. Article 5 of the treaty states that if an armed attack occurs against one of the member states, it shall be considered an attack against all members, and other members shall assist the attacked member, with armed forces if necessary. Article 6 of the treaty limits the scope of Article 5 to the islands north of the Tropic of Cancer, the North American and European mainlands, the entirety of Turkey, and French Algeria. As such, an attack on Hawaii, Puerto Rico, French Guiana, Ceuta, or Melilla, among other places, would not trigger an Article 5 response.

Of the 30 member countries, 28 are in Europe and two in North America. Between 1994 and 1997, wider forums for regional cooperation between NATO and its neighbours were set up, including the Partnership for Peace, the Mediterranean Dialogue initiative and the Euro-Atlantic Partnership Council.

All members have militaries, except for Iceland, which does not have a typical army (but it does have a coast guard and a small unit of civilian specialists for NATO operations). Three of NATO’s members are nuclear weapons states: France, the United Kingdom, and the United States. NATO has 12 original founding member states. Three more members joined between 1952 and 1955, and a fourth new member joined in 1982. After the end of the Cold War, NATO added 14 more members from 1999 to 2020.

NATO currently recognizes Bosnia and Herzegovina, Finland, Georgia, Sweden, and Ukraine as aspiring members as part of their Open Doors enlargement policy.

THE SECRETARY GENERAL OF NATO


 

The secretary general of NATO is the chief civil servant of the North Atlantic Treaty Organization (NATO). The officeholder is an international diplomat responsible for coordinating the workings of the alliance, leading NATO’s international staff, chairing the meetings of the North Atlantic Council and most major committees of the alliance, with the notable exception of the NATO Military Committee, as well as acting as NATO’s spokesperson. The secretary general does not have a military command role; political, military and strategic decisions ultimately rest with the member states. Together with the chairman of the NATO Military Committee and the supreme allied commander, the officeholder is one of the foremost officials of NATO.

The current secretary general is former Norwegian Prime Minister Jens Stoltenberg, who took office on 1 October 2014. Stoltenberg’s mission as secretary general was extended for another four-year term, meaning that he was to lead NATO until September 30, 2022. However, due to Russia’s invasion of Ukraine in 2022, his term was extended further by another year.

History

Article 9 of the North Atlantic Treaty requires NATO members to “establish a Council, on which each of them shall be represented.” Accordingly, the North Atlantic Council was formed. Initially the Council consisted of NATO members’ foreign ministers and met annually. In May 1950, the desire for closer coordination on a day-to-day basis led to the appointment of Council deputies, permanently based in London and overseeing the workings of the organization. Deputies were given full decision-making authority within the North Atlantic Council, but their work was supplemented by occasional meetings of the NATO foreign ministers. The chairman of the deputies was given responsibility “for directing the organization and its work,” including all of its civilian agencies.

The Council deputies met for the first time on July 25, 1950, and selected Charles Spofford, the United States deputy, as their chairman. Several important organisational changes quickly followed the establishment of Council deputies, most notably the establishment of a unified military command under a single supreme Allied commander. This unification and the growing challenges facing NATO led to rapid growth in the institutions of the organisation and in 1951, NATO was reorganized to streamline and centralize its bureaucracy. As part of the organization, the Council deputies were delegated with the authority to represent their governments in all matters, including those related to defense and finance, not just foreign affairs, greatly increasing their power and importance.

As the authority of the deputies increased, and the size of the organization grew, NATO established the Temporary Council Committee, chaired by W. Averell Harriman. This group established an official secretariat in Paris to command NATO’s bureaucracy. The committee also recommended that “the agencies of NATO needed to be strengthened and co-ordinate”, and emphasized the need for someone other than the Chairman of the North Atlantic Council to become the senior leader of the alliance. In February 1952, North Atlantic Council accordingly established the position of secretary general to manage all civilian agencies of the organization, control its civilian staff, and serve the North Atlantic Council.

After the Lisbon Conference, the NATO states began looking for a person who could fill the role of secretary general. The position was first offered to Oliver Franks, the British ambassador to the United States, but he declined. Then, on March 12, 1952, the North Atlantic Council selected Hastings Ismay, a general from the Second World War, and Secretary of State for Commonwealth Relations in the British cabinet as secretary general. Unlike later secretaries general who served as Chairman of the North Atlantic Council, Ismay was made the vice chairman of the council, with Spofford continuing to serve as chairman. Ismay was selected because of his high rank in the war, and his role “at the side of Churchill … in the highest Allied Councils.” As both a soldier and a diplomat, he was considered uniquely qualified for the position, and enjoyed the full support of all the NATO states.

Several months later, after Spofford retired from the NATO, the structure of the North Atlantic Council was changed slightly. One member of the council was selected annually as the president of the North Atlantic Council (a largely ceremonial role), and the secretary general officially became the Deputy President of the Council, as well as the chair of its meetings. Ismay served as secretary general until retiring in May, 1957.

After Ismay, Paul-Henri Spaak, an international diplomat and former prime minister of Belgium was selected as the second secretary general. Unlike Ismay, Spaak had no military experience, so his appointment represented a “deemphasis of the strictly military side of the Atlantic Alliance.” When confirming Spaak’s appointment in December 1956 during a session of the NATO foreign ministers, the North Atlantic Council also expanded the role of the secretary general in the organization. Largely as a result of the Suez Crisis, which had strained intra-alliance relations, the council issued a resolution to allow the secretary general “to offer his good officers informally at any time to member governments involved in a dispute and with their consent to initiate or facilitate procedures of inquiry, mediation, conciliation, or arbitration.”

List of officeholders

The NATO countries selected the first secretary general on April 4, 1952. Since that time, twelve different diplomats have served officially as secretary general. Eight countries have been represented, with three secretaries general hailing from the United Kingdom, three from the Netherlands, two from Belgium, one from Italy, one from Germany, one from Spain, one from Denmark and one from Norway. The position has also been occupied temporarily on three occasions by an acting secretary general between appointments.

Jens Stoltenberg (born 16 March 1959) is a Norwegian politician serving as the 13th secretary general of NATO since 2014. A member of the Labour Party, he previously served as the 34th prime minister of Norway from 2000 to 2001 and again from 2005 until 2013.

Born in Oslo as the son of the prominent diplomat and politician Thorvald Stoltenberg, Stoltenberg attended Oslo Waldorf School and Oslo Cathedral School before graduating as an economist at the University of Oslo in 1987. During his studies he worked as a journalist, and he led the Labour party’s youth wing from 1985 to 1989.

He started his career in government as a State Secretary in the Ministry of the Environment in 1990 and was elected to the Storting in 1993. He served as Minister of Industry and Energy from 1993 to 1996 and Minister of Finance from 1996 to 1997. He was Prime Minister from 2000 to 2001, was leader of the Labour Party from 2002 to 2014 and served as Prime Minister for a second time from 2005 to 2013. The following year he was named as the 13th Secretary General of NATO, and his term was subsequently extended three times by the NATO heads of state and government.

Stoltenberg has been described as a cautious politician, belonging to the right wing of social democracy. When he became prime minister in 2000 he was portrayed as the “Norwegian Tony Blair”, and his policies were inspired by Blair’s New Labour agenda; his first government oversaw the most widespread privatisation by any Norwegian government to that date. As Secretary-General of NATO Stoltenberg has worked to strengthen the Alliance’s military capabilities in response to the Russo-Ukrainian War, and his tenure coincided with the largest increase in NATO defense spending since the Cold War.

Anders Fogh Rasmussen RSKmd (born 26 January 1953) is a Danish politician who was the 24th Prime Minister of Denmark from November 2001 to April 2009 and the 12th Secretary General of NATO from August 2009 to October 2014. He became CEO of political consultancy Rasmussen Global and founded the Alliance of Democracies Foundation. He serves as a Senior Adviser to Citigroup. He also served as a senior advisor at The Boston Consulting Group.

Rasmussen was first elected to the Folketing in 1978 and served in various ministerial positions, including Minister of Tax (1987–1992) and Minister of Economic Affairs (1990–1992). In his early career, Rasmussen was a strident critic of the welfare state, writing the classical liberal book From Social State to Minimal State in 1993. However, his views moved towards the political centre through the 1990s. He was elected the leader of the conservative-liberal party Venstre in 1998 and headed a centre-right coalition with the Conservative People’s Party which took office in November 2001 and won its second and third terms in February 2005 and in November 2007. Rasmussen’s government relied on the Danish People’s Party for support, keeping with the Danish tradition of minority government.

His government introduced tougher limits on immigration and a freeze on tax rates (skattestoppet in Danish). Certain taxes were lowered, but his coalition partners in the Conservative People’s Party repeatedly argued for more tax cuts and a flat tax rate at no higher than 50%. Rasmussen’s government implemented an administrative reform reducing the number of municipalities (kommuner) and replacing the thirteen counties (amter) with five regions which he referred to as “the biggest reform in thirty years”. He authored several books about taxation and government structure.

He resigned as Prime Minister in April 2009 to become Secretary General of NATO, a military alliance that was expanding into Eastern Europe. He aggressively pushed NATO in new directions that extended far beyond the traditional roles of containing of the USSR and directing the Cold War in Europe. His term ended 30 September 2014.

He became a private consultant on the international stage. He is a Senior Network Member at the European Leadership Network (ELN).

Jakob Gijsbert “Jaap” de Hoop Scheffer (born 3 April 1948) is a Dutch politician and diplomat of the Christian Democratic Appeal (CDA) party and jurist who served as Secretary General of NATO from 5 January 2004 until 1 August 2009.

De Hoop Scheffer studied Law at the Leiden University obtaining a Master of Laws degree and worked as a civil servant and diplomat for the Ministry of Foreign Affairs and the Diplomatic service from October 1976 until June 1986. After the election of 1986 De Hoop Scheffer was elected as a Member of the House of Representatives on 3 June 1986 and served a frontbencher and spokesperson for Foreign and European Affairs. After Party Leader and Parliamentary leader Enneüs Heerma stepped down De Hoop Scheffer was selected as his successor on 27 March 1997. For the election of 1998 De Hoop Scheffer served as Lijsttrekker (top candidate). Following a internal power struggle with Party Chairman Marnix van Rij before a upcoming election De Hoop Scheffer announced that he was stepping down as Leader and that he wouldn’t stand for the election of 2002.

De Hoop Scheffer continued to be active in politics and was appointed as Minister of Foreign Affairs in the Cabinet Balkenende I taking office on 22 July 2002. The cabinet Balkenende I fell just 87 days into its term. After the election of 2003 De Hoop Scheffer continued his office in the Cabinet Balkenende II. In September 2003 De Hoop Scheffer was nominated as the next Secretary General of NATO serving from 1 January 2004 until 1 August 2009.

De Hoop Scheffer retired from active politics at 61 and became active in the private and public sectors as a corporate and non-profit director served on several state commissions and councils and as a occasional diplomat and lobbyist for several economic delegations on behalf of the government, he also worked as a distinguished professor of International relations, Diplomatic Practice and Governmental Studies at his alma mater from September 2009 until september 2014. Following his retirement De Hoop Scheffer continues to be active as a advocate and lobbyist for more European integration and improved Transatlantic relations. De Hoop Scheffer is known for his abilities as an effective negotiator and skillful manager. De Hoop Scheffer was granted the honorary title of Minister of State on 22 June 2018 and as of 2022 continues to comment on political affairs as a statesman.

NATO Secretary General (2004-2009)

He became the 11th NATO Secretary General on 5 January 2004, succeeding Lord Robertson, who held the post from 1999 until 2003. The announcement was made on 22 September 2003. As Secretary General, De Hoop Scheffer urged NATO members to contribute more to NATO operations such as the International Security Assistance Force in Afghanistan. He “informed a NATO conference that ‘NATO troops have to guard pipelines that transport oil and gas that is directed for the West,’ and more generally to protect sea routes used by tankers and other ‘crucial infrastructure’ of the energy system”.

On 21 June 2007, De Hoop Scheffer attended an economic conference in Montreal where he encouraged Canada to continue its military mission in Afghanistan past its 2009 withdrawal date. He said, “I think more time is necessary to create those conditions for reconstruction and development to go on.” His visit coincided with the death of three more Canadian soldiers in Afghanistan. “I know how dramatic it is if Canadian soldiers pay the highest price, but I still say, you are there for a good cause.” De Hoop Scheffer’s comments were made as the Harper government was under pressure by opposition politicians to define the length of Canada’s commitment to the mission in Afghanistan.

It has been alleged by Iran that Jaap de Hoop Scheffer met Jundallah leader Abdolmalek Rigi while he was visiting Afghanistan in 2008 amid Iranian accusations that the CIA was backing the terrorist group. This accusation was later denied by NATO.

On 21 July 2009 De Hoop Scheffer suffered a heart attack. He underwent angioplasty after which he was reported to be in stable condition.

His successor, Anders Fogh Rasmussen, took office on 1 August 2009.

George Islay MacNeill Robertson, Baron Robertson of Port Ellen, KT, GCMG, PC, FRSA, FRSE (born 12 April 1946), is a British politician of the Labour Party who served as the 10th Secretary General of NATO from 1999 to 2004; he succeeded Javier Solana. He served as Secretary of State for Defence from 1997 to 1999, before becoming a life peer being created Baron Robertson of Port Ellen, of Islay in Argyll and Bute, on 24 August 1999.

Political career

In 1999, Robertson was appointed as Secretary General of NATO after the German defence minister Rudolf Scharping declined to be nominated for the position, and doubts were raised about the suitability of British politician and former Royal Marine Paddy Ashdown (at that time the outgoing leader of the Liberal Democrats) due to his never having held a position in government.

Francisco Javier Solana de Madariaga (born 14 July 1942) is a Spanish physicist and socialist politician. After serving in the Spanish government as Foreign Affairs Minister under Felipe González (1992–1995) and as the Secretary General of NATO (1995–1999), he was appointed the European Union’s High Representative for Common Foreign and Security Policy, Secretary General of the Council of the European Union and Secretary-General of the Western European Union and held these posts from October 1999 until December 2009.

On 5 December 1995, Solana became the new Secretary-General of NATO, replacing Willy Claes who had been forced to resign in a corruption scandal. His appointment created controversy as, in the past, he had been an opponent of NATO. He had written a pamphlet called 50 Reasons to say no to NATO, and had been on a US subversives list. On 30 May 1982 Spain joined NATO. When PSOE came to power later that year, Solana and the party changed their previous anti-NATO positions into an atlanticist, pro-NATO stance. On 12 March 1986 Spain held a referendum on whether to remain in NATO, with the government and Solana successfully campaigning in favour. When criticised about his anti-NATO past, Solana argued that he was happy to be its representative as it had become disassociated from its Cold War origins.

Solana immediately had to deal with the Balkans NATO mission Operation Joint Endeavour that consisted of a multinational peacekeeping Implementation Force (IFOR) of 60,000 soldiers which took over from a United Nations mission on 20 December. This came about through the Dayton Agreement, after NATO had bombed selected targets in Bosnia and Herzegovina (positions held by VRS) the previous August and September. He did this by deploying the Allied Rapid Reaction Corps (ARRC). In December 1996 the ARRC was again activated, with IFOR being replaced by a 32,000-strong Stabilisation Force (SFOR) operating under codenames Joint Guard and later Joint Forge.

During Solana’s term, NATO reorganised its political and military structure and changed its basic strategies. He gained the reputation of being a very successful, diplomatic Secretary General who was capable of negotiating between the differing NATO members and between NATO and non-NATO States. In December 1995 France partially returned to the military structure of NATO, while in November 1996 Spain joined it. On 27 May 1997, after five months of negotiations with Russian foreign minister Yevgeny Primakov, an agreement was reached resulting in the Paris NATO–Russia Founding Act. On the same day, Solana presided over the establishment of the Euro-Atlantic Partnership Council to improve relations between European NATO and non-NATO countries.

Keeping the peace in the former Yugoslavia continued to be both difficult and controversial. IFOR and SFOR had received a lot of criticism for their inability to capture the Bosnian Serb leaders Radovan Karadžić and Ratko Mladić. In late 1998 the conflict in Kosovo, between the Yugoslav authorities and the Kosovar Albanian guerilla Kosovo Liberation Army deteriorated, culminating in the Račak massacre on 15 January 1999, in which 45 Albanians were killed. NATO decided that the conflict could only be settled by introducing a proper military peacekeeping force under their auspices, to forcibly restrain the two sides. On 30 January 1999, NATO announced that it was prepared to launch air strikes against Yugoslav targets. On 6 February, Solana met both sides for negotiations at the Château de Rambouillet, but they were unsuccessful.

On 24 March, NATO forces launched air attacks on military and civilian targets in Yugoslavia. Solana justified the attacks on humanitarian grounds, and on the responsibility of NATO to keep peace in Europe and to prevent recurrences of ethnic cleansing and genocide similar to those which occurred during the Bosnian War (1992–1995).

Solana and NATO were criticised for the civilian casualties caused by the bombings. On 23–24 April, the North Atlantic Council met in Washington D.C. where the Heads of State of the member nations agreed with the New Strategic Concept, which changed the basic defensive nature of the organisation and allowed for NATO intervention in a greater range of situations than before.

On 10 June, Serbian forces withdrew from Kosovo, and NATO stopped its attacks, which ended the Kosovo War. The same day UN Security Council Resolution 1244 authorised NATO to activate the ARRC, with the Kosovo Force launching Operation Joint Guardian and occupying the province on 12 June. Solana left NATO on 6 October 1999, two months ahead of schedule, and was replaced by George Robertson.

Willem Werner Hubert “Willy” Claes (born 24 November 1938) is a Belgian politician who served as the eighth Secretary General of NATO, from 1994 to 1995. Claes was forced to resign from his NATO position after he was found guilty of corruption, which was uncovered during the investigation into André Cools’ death. Claes was a member of the Flemish Socialist Party.

Claes was born in Hasselt, Belgium. He graduated in political and diplomatic sciences at the Vrije Universiteit Brussel (VUB).

Political career

Claes was also Secretary General of NATO from 1994 until 1995, when he resigned after the discovery of a bribe of over 50 million Belgian francs (BEF), accepted at the time he was minister of economic affairs and connected to the defence contract negotiations with Agusta and Dassault. A criminal trial was handled by the Court of Cassation, which is responsible for cases involving minister in function. Claes received a 60 000 BEF fine, a three-year probationary sentence and a five-year prohibition on running for public office. An appeal at the European Court of Human Rights resulted in the confirmation of the Belgian sentence.

Manfred Hermann Wörner (24 September 1934 in Stuttgart-Bad Cannstatt – 13 August 1994 in Brussels) was a German politician and diplomat. He served as the defense minister of West Germany between 1982 and 1988. He then served as the seventh Secretary General of NATO from 1988 to 1994. His term as Secretary General saw the end of the Cold War and the German reunification. Whilst serving in that position, he was diagnosed with cancer, but, in spite of his illness, continued serving until his final days.

Secretary-General of NATO (1988-1994)

In December 1987, the 16 members of NATO elected Wörner Secretary General. He was the first German to be appointed to that position. Resigning from his post in the German government, he took office on 1 July 1988.

An address given by Wörner in 1990 to the Bremer Tabak Collegium became a subject of a controversy when Vladimir Putin cited it in his 2007 speech at 43rd Munich Conference on Security Policy to claim that NATO made a promise not to expand eastward after the end of the Cold War.

Wörner executed his duties as NATO Secretary General despite severe illness and until his death from colorectal cancer in 1994. He is buried at the cemetery of Hohenstaufen nearby Göppingen.

Peter Alexander Rupert Carington, 6th Baron Carrington, Baron Carington of Upton, KG, GCMG, CH, MC, PC, DL (6 June 1919 – 9 July 2018), was a British Conservative Party politician and hereditary peer who served as defence secretary from 1970 to 1974, foreign secretary from 1979 to 1982, chairman of British General Electric Company from 1983 to 1984, and secretary general of NATO from 1984 to 1988. In the first government of Margaret Thatcher, he played a major role in negotiating the Lancaster House Agreement that ended the racial conflict in Rhodesia and enabled the creation of Zimbabwe.

Carrington had been Foreign Secretary in 1982 when Argentina invaded the Falkland Islands. He took full responsibility for the failure to foresee this and resigned. As NATO secretary general, he helped prevent a war between Greece and Turkey during the 1987 Aegean crisis.

Following the House of Lords Act 1999, which removed the automatic right of hereditary peers to sit in the House of Lords, Carrington was created a life peer as Baron Carington of Upton.

Joseph Marie Antoine Hubert Luns (28 August 1911 – 17 July 2002) was a Dutch politician and diplomat of the defunct Catholic People’s Party (KVP) now merged into the Christian Democratic Appeal (CDA) party and jurist. He served as Secretary General of NATO from 1 October 1971 until 25 June 1984.

Luns attended a gymnasium in Amsterdam from April 1924 until June 1930. Luns was conscripted in the Coastguard of the Royal Netherlands Navy serving as a warrant officer from June 1930 until July 1931. Luns applied at the University of Amsterdam in July 1931 majoring in law before transferring to the Leiden University in November 1932, obtaining a Bachelor of Laws degree in June 1933 and graduating with a Master of Laws degree in July 1937. Luns applied at the London School of Economics of the University of London in January 1938 for a postgraduate education in economics, obtaining a Bachelor of Economics degree in June 1938. Luns worked as a civil servant for the Diplomatic service of the Ministry of Foreign Affairs from October 1938 until September 1952 as an attaché in Bern, Switzerland, from December 1939 until April 1942, as an attaché in Lisbon, Portugal, from April 1942 until November 1943, as an attaché in London, England, from November 1943 until September 1949 and as chargé d’affaires at the United Nations in New York City from September 1949 until September 1952.

After the election of 1952 Luns was appointed as Minister for Foreign Policy in the second Drees cabinet, taking office on 2 September 1952. Luns was elected as a Member of the House of Representatives after the election of 1956, taking office on 3 July 1956. Following the cabinet formation of 1956 Luns was appointed as Minister of Foreign Affairs in the Cabinet Drees III, taking office on 13 October 1956. The Cabinet Drees III fell on 11 December 1958 and continued to serve in a demissionary capacity until the cabinet formation of 1958 when it was replaced by the caretaker Cabinet Beel II with Luns remaining as Minister of Foreign Affairs, taking office on 22 December 1958. After the 1959 Dutch general election Luns was elected again as a Member of the House of Representatives but declined to take office. After the election of 1967 Luns returned as a Member of the House of Representatives, taking office on 23 February 1967. Following the cabinet formation of 1967 Luns continued as Minister of Foreign Affairs in the Cabinet De Jong, taking office on 5 April 1967. After the election of 1971 Luns again returned as a Member of the House of Representatives, taking office on 11 May 1971. Following the cabinet formation of 1971 Luns per his own request asked not to be considered for a cabinet post in the new cabinet, the Cabinet De Jong was replaced by the Cabinet Biesheuvel I on 6 July 1971 serving as a frontbencher and spokesperson for Foreign Affairs.

In September 1971 Luns was nominated as the next Secretary General of NATO, he resigned as a Member of the House of Representatives the same day he was installed as secretary general, serving from 1 October 1971 until 25 June 1984. Luns retired after spending 31 years in national politics and became active in the public sector served as an diplomat and lobbyist for several economic delegations on behalf of the government and as an advocate for United States–European Union relations and European integration.

Luns was known for his abilities as a negotiator and debater. Luns continued to comment on political affairs as an statesman until his retirement in 1996 after suffering a stroke, he died six years later at the age of 90 and holds the distinction as the longest-serving Secretary General of NATO with 12 years, 268 days and the longest-serving Minister of Foreign Affairs with 14 years, 266 days and the longest-serving government minister after World War II with 18 years, 307 days.

NATO Secretary-General (1971–1984)

In 1971, Luns was appointed as NATO secretary-general. At the time of his appointment, public protests against American policies in Vietnam were vehement throughout Western Europe and among European politicians the credibility of the American nuclear protection was in doubt. Though there were initial doubts about his skills for the job he soon proved that he was capable of managing the alliance in crisis. He regarded himself as the spokesman of the alliance and he aimed at balancing the security and political interests of the alliance as a whole.

Luns was in favour of negotiating with the Soviet Union and the Warsaw Pact members on the reduction of armaments if the Western defence was kept in shape during such negotiations. European members of NATO, according to Luns, should understand that the United States carried international responsibilities while the latter should understand that in-depth consultation with the European governments was conditional to forging a united front on the international stage, which could be accepted and endorsed by all members of NATO.

US-Soviet negotiations on mutual troop reductions and the strategic nuclear arsenal caused severe tensions. Luns convinced American leaders that it undermined the credibility in Western Europe of their nuclear strategy by neglecting European fears of a change of strategy which would leave Europe unprotected in case of a Soviet nuclear attack. The modernisation of the tactical nuclear forces by the introduction of the neutron bomb and cruise missiles caused deep divisions. In the end, Luns succeeded in keeping NATO together in the so-called Double-Track Decision of December 1979. The deployment of these new weapon systems was linked to success in American-Soviet arms reduction talks.

It was also the duty of the secretary-general to mediate in cause of conflicts within the alliance. He was successful in the conflict between Great Britain and Iceland, the so-called Second Cod War not by pressuring the Icelandic government to end its aggressive behaviour against British trawlers but by convincing the British government that it had to take the first step by calling back its destroyers to open the way to negotiations. Luns failed however in the conflict between Greece and Turkey over the territorial boundaries and Cyprus. Lack of co-operation on both sides made Luns unable to mediate or advise on procedures to find a way out.

Manlio Giovanni Brosio (10 July 1897 – 14 March 1980) was an Italian lawyer, diplomat, politician and the fourth Secretary General of NATO between 1964 and 1971.

Career

During World War II, after Allied invasion of Italy in 1943, Brosio went underground and later became a member of the National Liberation Committee. After the war he re-entered politics, and became a deputy prime minister and in 1945, a minister of Defense.

In January 1947, Brosio became the Italian ambassador to Soviet Union and got involved with the peace treaty negotiations between the countries. In 1952 he became ambassador to the UK, to the USA in 1955 and from 1961–1964 to France.

On 12 May 1964 the NATO council chose Brosio to succeed Dirk Stikker as a secretary general. He resigned 3 September 1971. On 29 September 1971, U.S. President Richard Nixon awarded him the Presidential Medal of Freedom.

Dirk Uipko Stikker GBE (5 February 1897 – 23 December 1979) was a Dutch politician and diplomat of the defunct Liberal State Party (LSP), co-founder of the defunct Freedom Party (PvdV) and of the People’s Party for Freedom and Democracy (VVD), and businessman. Stikker was known for his abilities as a manager and negotiator. Stikker continued to comment on political affairs as a statesman until his death. He holds the distinction as the first Secretary General of NATO from the Netherlands.

Politics

Stikker entered politics in 1945, when he was elected to the Senate of the States General. On 23 March 1946, he co-founded the Partij van de Vrijheid (PvdV, Freedom Party), together with some former members of the pre-war Liberale Staatspartij (LSP, Liberal State Party). On 24 January 1948, the PvdV was absorbed by the Volkspartij voor Vrijheid en Democratie (VVD, Peoples Party for Freedom and Democracy), which is as of 2022 the country’s most important Liberal party. Stikker was the VVD’s first chairman.

Minister of Foreign Affairs

In 1948, Stikker became minister of foreign affairs in the first government led by Willem Drees, holding that position until 1951. After his party adopted a no-confidence motion over the government’s colonial policy in New Guinea, Stikker resigned on 23 January 1951, prompting the cabinet’s fall. He returned to that position less than two months later. The Netherlands played an important role in the creation of NATO and the European Coal and Steel Community during Stikker’s time in office as minister of foreign affairs.

Ambassador

After his ministerial office, Stikker was ambassador to the United Kingdom (1952–1958) and head of the Dutch Permanent Representation to the North Atlantic Council and to the Organization for European Economic Co-operation, the predecessor of the OECD (1958–1961).

Secretary General of NATO

On 21 April 1961 he succeeded Paul-Henri Spaak to become the third Secretary General of NATO. He resigned due to poor health on 1 August 1964.

Paul-Henri Charles Spaak (25 January 1899 – 31 July 1972) was an influential Belgian Socialist politician, diplomat and statesman. Along with Robert Schuman, Alcide De Gasperi and Konrad Adenauer he was a leader in the formation of the institutions that evolved into the European Union.

A member of the influential Spaak family, he served briefly in World War I before he was captured, and rose to prominence after the war as a tennis player and lawyer, becoming famous for his high-profile defence of an Italian student accused of attempting to assassinate Italy’s Crown Prince in 1929. A convinced socialist, Spaak entered politics in 1932 for the Belgian Workers’ Party (later the Belgian Socialist Party) and gained his first ministerial portfolio in the government of Paul Van Zeeland in 1935. He became Prime Minister of Belgium in 1938 and held the position until 1939. During World War II, he served as Foreign Minister in the Belgian government in exile under Hubert Pierlot, where he negotiated the foundation of the Benelux Customs Union with the governments of the Netherlands and Luxembourg. After the war, he twice regained the position of Prime Minister, first for under a month in March 1946 and again between 1947 and 1949. He held various further Belgian ministerial portfolios until 1966. He was Belgium’s Foreign Minister for 18 years between 1939 and 1966.

Spaak, a convinced supporter of multilateralism, became internationally famous for his support of international cooperation. In 1945, he was chosen to chair the first session of the General Assembly of the new United Nations. A long-running supporter of European integration, Spaak had been an early advocate of customs union and had negotiated the Benelux agreement in 1944. He served as the first President of the Consultative Assembly of the Council of Europe between 1949 and 1950 and became the first President of the European Coal and Steel Community (ECSC) between 1952 and 1954. In 1955, he was appointed to the so-called Spaak Committee studying the possibility of a common market within Europe and played an influential role in preparing the 1957 Treaty of Rome which established the European Economic Community (EEC). He received the Charlemagne Prize the same year. Between 1957 and 1961, he served as the second Secretary-General of NATO.

Retiring from Belgian politics in 1966, Spaak died in 1972. He remains an influential figure in European politics and his name is carried, among other things, by a charitable foundation, one of the buildings of the European Parliament, and a method of negotiation.

NATO

In 1956, he was chosen by the Council of NATO to succeed Lord Ismay as secretary general. He held this office from 1957 until 1961, when he was succeeded by Dirk Stikker. he feuded constantly with French president Charles de Gaulle. He publicly attacked de Gaulle, blaming him for unjustly and unwisely blocking NATO’s progress and stalling efforts toward European and Atlantic integration. De Gaulle was uncompromising in issues related to national sovereignty, mistrusted the United States and considered Britain to be an American puppet; he insisted on developing French nuclear capabilities. Although Spaak used every diplomatic method at his disposal, his opinion mattered little to the main players in NATO. When, in 1962, France, under de Gaulle, attempted to block both British entry to the European Communities and undermine their supranational foundation with the Fouchet Plan, Spaak working with Joseph Luns of the Netherlands rebuffed the idea. He was a staunch defender of the independence of the European Commission. “Europe of tomorrow must be a supranational Europe,” he declared. In honour of his work for Europe, the first building of the European Parliament in Brussels was named after him. When France withdrew from an active role in NATO in 1966, he was instrumental in the selection of Brussels as the new headquarters.

On 21 February 1961, Spaak was presented with the Medal of Freedom by US President John F. Kennedy.

Hastings Lionel Ismay, 1st Baron Ismay KG, GCB, CH, DSO, PC, DL (21 June 1887 – 17 December 1965), was a diplomat and general in the British Indian Army, remembered primarily for his role as Winston Churchill’s chief military assistant during the Second World War and his service as the first Secretary General of NATO from 1952 to 1957.

Ismay was born in Nainital, India, in 1887, and educated in the United Kingdom at the Charterhouse School and Royal Military College, Sandhurst. After Sandhurst, he joined the Indian Army as an officer of the 21st Prince Albert Victor’s Own Cavalry. During the First World War, he served with the Camel Corps in British Somaliland, where he joined in the British fight against the “Mad Mullah”, Mohammed Abdullah Hassan. In 1925, Ismay became an Assistant Secretary of the Committee of Imperial Defence (CID). After being promoted to the rank of colonel, he served as the military secretary for Lord Willingdon, the Viceroy of India, then returned to the CID as Deputy Secretary in 1936.

On 1 August 1938, shortly before the outbreak of the Second World War, Ismay became the Committee’s Secretary and began planning for the impending war. In May 1940, when Winston Churchill became Prime Minister of the United Kingdom, he selected Ismay as his chief military assistant and staff officer. In that capacity, Ismay served as the principal link between Churchill and the Chiefs of Staff Committee. Ismay also accompanied Churchill to many of the Allied war conferences. For Ismay’s advice and aid, “Churchill owed more, and admitted that he owed more” to him “than to anybody else, military or civilian, in the whole of the war.”

After the end of the war, Ismay remained in the army for another year, and helped to reorganise the Ministry of Defence. He then retired from the military and served as Lord Mountbatten of Burma’s Chief of Staff in India, helping to oversee its partition. From 1948 to 1951, he served as chairman of the council of the Festival of Britain, helping to organise and promote the event. Then, in 1951, when Churchill again became Prime Minister, he appointed Ismay Secretary of State for Commonwealth Relations.

Ismay accepted the position, but resigned after only six months to become the first Secretary General of NATO in 1952. He served in this role until 1957, and helped establish and define the position. After retiring from NATO, Ismay wrote his memoirs, The Memoirs of General Lord Ismay, served on a variety of corporate boards, and co-chaired the Ismay–Jacob Committee, which reorganised the Ministry of Defence once again. He died on 17 December 1965, at his home, Wormington Grange, Gloucestershire.

Secretary General of NATO

At the Lisbon Conference, the members of NATO agreed to appoint a Secretary General who would direct the organisation’s staff and serve as Vice-Chairman of the North Atlantic Council. The position was initially offered to Sir Oliver Franks, but he declined. As such, the allies scrambled to find someone else to take the position. Two weeks later, the countries agreed to ask Ismay to become Secretary General at the suggestion of Churchill and Anthony Eden.

Eden asked Ismay to accept the position, but his response “was an immediate and emphatic negative,” as he saw NATO as an overly bureaucratic and inefficient organisation and complained that the position of Secretary General was “divided and ill-defined.” Churchill then personally asked Ismay to accept the position, telling him that “NATO provided the best, if not the only, hope of peace in our time.” After further urging, Ismay reluctantly agreed to take the job. On 12 March 1952, the Atlantic Council officially passed a resolution appointing Ismay Secretary General, and he started work on 24 March.

Ismay’s appointment to the position was well-received, enjoying the unanimous support of all the NATO members. The press and public also responded favourably. The Times wrote: “of all the candidates whose names have been mentioned, Lord Ismay would seem to have the strongest qualifications for the post.” The New York Times applauded his “vast experience in military planning, strategy, and administration,” and The Washington Post wrote that Ismay would bring NATO “great authority, experience and energy and a personal charm that can dissolve difficulties.”

As the first Secretary General, Ismay was “assuming an entirely new role in the history of international organizations,” and as such he helped to define the position itself. While Ismay “deemed it wise not to step too boldly in a political role” in disputes among the members, he asserted himself strongly on issues relevant to the organisation of NATO. From the very beginning of his time in office, Ismay worked to empower the permanent representatives to NATO, and emphasised that they had the same legal authority to make decisions as the NATO foreign ministers.

Ismay was also a proponent of NATO expansion, saying that NATO “must grow until the whole free world gets under one umbrella.” However, before Warsaw Pact was even put in place, he opposed the request to join NATO made by the USSR in 1954 saying that “the Soviet request to join NATO is like an unrepentant burglar requesting to join the police force” thus making apparent that NATO alliance (“the police force”) was directed against the USSR. As stated in the official NATO website “the request tested the limits of NATO’s willingness to admit new members”.

As Secretary General, Ismay also worked to encourage closer political co-ordination among the members of the alliance. During the Suez Crisis he offered his good offices to help resolve issues among members of the alliance. Ismay also offered to help mediate disputes over Cyprus.

In December 1956, Ismay decided to retire from NATO. He told the press that “he was not giving up his position for personal reasons, but because he felt it needed a fresh hand and a fresh brain.” Paul-Henri Spaak was immediately chosen as his successor, but Ismay remained in office until May 1957, when he left with “the affection and respect” of all the NATO members. While Secretary General, Ismay is also credited as having been the first person to say that the purpose of NATO was “to keep the Russians out, the Americans in, and the Germans down,” a saying that has since become a common way to quickly describe the alliance.
