North America is a continent in the Northern Hemisphere and almost entirely within the Western Hemisphere. It is bordered to the north by the Arctic Ocean, to the east by the Atlantic Ocean, to the southeast by South America and the Caribbean Sea, and to the west and south by the Pacific Ocean. Because it is on the North American Tectonic Plate, Greenland is included as a part of North America geographically.

North America covers an area of about 24,709,000 square kilometres (9,540,000 square miles), about 16.5% of Earth’s land area and about 4.8% of its total surface. North America is the third-largest continent by area, following Asia and Africa, and the fourth by population after Asia, Africa, and Europe. In 2013, its population was estimated at nearly 579 million people in 23 independent states, or about 7.5% of the world’s population. In human geography and in the English-speaking world outside the United States, particularly in Canada, “North America” and “North American” can refer to just Canada and the United States together.

North America was reached by its first human populations during the Last Glacial Period, via crossing the Bering land bridge approximately 20,000 to 17,000 years ago. The so-called Paleo-Indian period is taken to have lasted until about 10,000 years ago (the beginning of the Archaic or Meso-Indian period). The classic stage spans roughly the 6th to 13th centuries. The first recorded Europeans to visit North America (other than Greenland) were the Norse around 1000 AD. Christopher Columbus’s arrival in 1492 sparked a transatlantic exchange which included migrations of European settlers during the Age of Discovery and the early modern period. Present-day cultural and ethnic patterns reflect interactions between European colonists, indigenous peoples, African slaves, immigrants from Europe, Asia, and the descendants of these groups.

Owing to Europe’s colonization of the Americas, most North Americans speak European languages such as English, Spanish or French, and their cultures commonly reflect Western traditions. However, in parts of Canada, the United States, Mexico, and Central America, there are indigenous populations continuing their cultural traditions and speaking native languages.

COVID-19 pandemic in North America

The first cases of the COVID-19 pandemic of coronavirus disease 2019 in North America were reported in the United States on 23 January 2020. Cases were reported in all North American countries after Saint Kitts and Nevis confirmed a case on 25 March, and in all North American territories after Bonaire confirmed a case on 16 April.

On 26 March 2020, the United States became the country in North America with the highest number of confirmed COVID-19 infections, at over 82,000 cases. On 11 April 2020, the United States became the country in North America with the highest official death toll for COVID-19, at over 20,000 deaths. As of 10 April 2022, there are about 97 million cases and about 1.4 million deaths in North America; about 88.9 million have recovered from COVID-19, meaning that nearly 11 out of 12 cases have recovered or that the recovery rate is nearly 92%.

As of 10 April 2022, the United States has had the highest number of cases in North America, at about 82 million cases, as well as the highest death toll, at over a million deaths. There have been nearly 75.7 million recoveries in the United States as of 10 April 2022, meaning that nearly 12 out of 13 cases in the country have recovered or that the recovery rate is about 92%. On 20 March 2022, the number of COVID-19 deaths in the United States exceeded a million.

As of 10 April 2022, Canada has reported nearly 3.6 million cases and about 38,000 deaths, while Mexico, which was overtaken in terms of the number of cases on 11 March 2022, the second anniversary of the day when the COVID-19 outbreak became a pandemic, by Japan, the second most affected country in East Asia, has reported about 5.7 million cases and about 320,000 deaths. The state in the United States with the highest number of cases and the highest death toll is California, at about 9.1 million cases and nearly 90,000 deaths as of 10 April 2022.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Mexico, officially the United Mexican States, is a country in the southern portion of North America. It is bordered to the north by the United States; to the south and west by the Pacific Ocean; to the southeast by Guatemala, Belize, and the Caribbean Sea; and to the east by the Gulf of Mexico. Mexico covers 1,972,550 square kilometers (761,610 sq mi), making it the world’s 13th-largest country by area; with approximately 126,014,024 inhabitants, it is the 10th-most-populous country and has the most Spanish-speakers. Mexico is organized as a federal republic comprising 31 states and Mexico City, its capital. Other major urban areas include Monterrey, Guadalajara, Puebla, Toluca, Tijuana, Ciudad Juárez, and León.

Pre-Columbian Mexico traces its origins to 8,000 BCE and is identified as one of the world’s six cradles of civilization. In particular, the Mesoamerican region was home to many intertwined civilizations; including the Olmec, Maya, Zapotec, Teotihuacan, and Purepecha. Last were the Aztecs, who dominated the region in the century before European contact. In 1521, the Spanish Empire and its indigenous allies conquered the Aztec Empire from its capital Tenochtitlan (now Mexico City), establishing the colony of New Spain. Over the next three centuries, Spain and the Catholic Church played an important role expanding the territory, enforcing Christianity and spreading the Spanish language throughout. With the discovery of rich deposits of silver in Zacatecas and Guanajuato, New Spain soon became one of the most important mining centers worldwide. Wealth coming from Asia and the New World contributed to Spain’s status as a major world power for the next centuries, and brought about a price revolution in Western Europe. The colonial order came to an end in the early nineteenth century with the War of Independence against Spain.

Mexico’s early history as an independent nation state was marked by political and socioeconomic upheaval, both domestically and in foreign affairs. The Federal Republic of Central America shortly seceded the country. Then two invasions by foreign powers took place: first, by the United States as a consequence of the Texas Revolt by American settlers, which led to the Mexican–American War and huge territorial losses in 1848. After the introduction of liberal reforms in the Constitution of 1857, conservatives reacted with the war of Reform and prompted France to invade the country and install an Empire, against the Republican resistance led by liberal President Benito Juárez, which emerged victorious. The last decades of the 19th century were dominated by the dictatorship of Porfirio Díaz, who sought to modernize Mexico and restore order. However, the Porfiriato era led to great social unrest and ended with the outbreak in 1910 of the decade-long Mexican Revolution (civil war). This conflict had profound changes in Mexican society, including the proclamation of the 1917 Constitution, which remains in effect to this day. The remaining war generals ruled as a succession of presidents until the Institutional Revolutionary Party (PRI) emerged in 1929. The PRI in turn governed Mexico for the next 70 years, first under a set of paternalistic developmental policies of considerable economic success. During World War II Mexico also played an important role for the U.S. war effort. Nonetheless, the PRI regime resorted to repression and electoral fraud to maintain power; and moved the country to a more US-aligned neoliberal economic policy during the late 20th century. This culminated with the signing of the North American Free Trade Agreement in 1994, which caused a major indigenous rebellion in the state of Chiapas. PRI lost the presidency for the first time in 2000, against the conservative party (PAN).

Mexico is a developing country, ranking 74th on the Human Development Index, but has the world’s 15th-largest economy by nominal GDP and the 11th-largest by PPP, with the United States being its largest economic partner. Its large economy and population, cultural influence, and steady democratization make Mexico a regional and middle power; it is often identified as an emerging power but is considered a newly industrialized state by several analysts. Mexico ranks first in the Americas and seventh in the world for the number of UNESCO World Heritage Sites. It is also one of the world’s 17 megadiverse countries, ranking fifth in natural biodiversity. Mexico’s rich cultural and biological heritage, as well as varied climate and geography, makes it a major tourist destination: as of 2018, it was the sixth most-visited country in the world, with 39 million international arrivals. However, the country continues to struggle with social inequality, poverty and extensive crime. It ranks poorly on the Global Peace Index, due in large part to ongoing conflict between drug trafficking syndicates, which violently compete for the US drug market and trade routes. This “drug war” has led to over 120,000 deaths since 2006. Mexico is a member of United Nations, the G20, the Organisation for Economic Co-operation and Development (OECD), the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation forum, the Organization of American States, Community of Latin American and Caribbean States, and the Organization of Ibero-American States.

Government

The United Mexican States are a federation whose government is representative, democratic and republican based on a presidential system according to the 1917 Constitution. The constitution establishes three levels of government: the federal Union, the state governments and the municipal governments. According to the constitution, all constituent states of the federation must have a republican form of government composed of three branches: the executive, represented by a governor and an appointed cabinet, the legislative branch constituted by a unicameral congress and the judiciary, which will include a state Supreme Court of Justice. They also have their own civil and judicial codes.

The federal legislature is the bicameral Congress of the Union, composed of the Senate of the Republic and the Chamber of Deputies. The Congress makes federal law, declares war, imposes taxes, approves the national budget and international treaties, and ratifies diplomatic appointments.

The federal Congress, as well as the state legislatures, are elected by a system of parallel voting that includes plurality and proportional representation. The Chamber of Deputies has 500 deputies. Of these, 300 are elected by plurality vote in single-member districts (the federal electoral districts) and 200 are elected by proportional representation with closed party lists for which the country is divided into five electoral constituencies. The Senate is made up of 128 senators. Of these, 64 senators (two for each state and two for Mexico City) are elected by plurality vote in pairs; 32 senators are the first minority or first-runner up (one for each state and one for Mexico City), and 32 are elected by proportional representation from national closed party lists.

The executive is the President of the United Mexican States, who is the head of state and government, as well as the commander-in-chief of the Mexican military forces. The President also appoints the Cabinet and other officers. The President is responsible for executing and enforcing the law, and has the power to veto bills.

The highest organ of the judicial branch of government is the Supreme Court of Justice, the national supreme court, which has eleven judges appointed by the President and approved by the Senate. The Supreme Court of Justice interprets laws and judges cases of federal competency. Other institutions of the judiciary are the Federal Electoral Tribunal, collegiate, unitary and district tribunals, and the Council of the Federal Judiciary. In theory the judiciary is independent of the executive, but President López Obrador moved to recentralize power in the presidency, undermining the independence of a number of institutions. In the judicial realm lowering the salaries of justices, he refused to allow the independent appointment of the attorney general.

Following the fraudulent 1988 Presidential election in hands of the government’s Department of Interior (Gobernación), an independent institute to oversee the electoral agency was created, the Federal Institute of Elections, now the National Electoral Institute. In 2022, the López Obrador administration which has feuded with the agency, proposed sweeping changes to the structure, advocating its membership be chosen by voters. The proposal is controversial and opposed by academics, who argue the positions should be held by experts.

Politics

Three parties have historically been the dominant parties in Mexican politics: the Institutional Revolutionary Party (PRI), a catch-all party and member of the Socialist International that was founded in 1929 to unite all the factions of the Mexican Revolution and held an almost hegemonic power in Mexican politics since then; the National Action Party (PAN), a conservative party founded in 1939 and belonging to the Christian Democrat Organization of America; and the Party of the Democratic Revolution (PRD) a left-wing party, founded in 1989 as the successor of the coalition of socialists and liberal parties. PRD emerged after what has now been proven was a stolen election in 1988, and has won numerous state and local elections since then. PAN won its first governorship in 1989, and won the presidency in 2000 and 2006. A new political party, National Regeneration Movement (MORENA), a leftist-populist party, emerged after the 2012 election and dominated the 2018 Mexican general election. Unlike many Latin American countries, the military in Mexico does not participate in politics and is under civilian control, the result of the concerted effort of revolutionary generals who became presidents of Mexico (1920–40) to remove the military from politics.

As Mexico transitioned from one-party rule in 2000, increasingly criminal cartels have attempted to meddle in politics and have an impact on electoral outcomes. Cartels have moved from bribing or otherwise influencing politicians and now attempt to have their preferred candidates elected. A recent publication based on two decades of analysis of data contends that “electoral competition and partisan conflict were key drivers of the outbreak of Mexico’s crime wars, the intensification of violence, and the expansion of war and violence to the spheres of local politics and civil society.”

Andrés Manuel López Obrador (born 13 November 1953), also known by his initials AMLO, is a Mexican politician who has served as the 65th president of Mexico since 1 December 2018. He previously served as Head of Government of Mexico City from 2000 to 2005.

Born in Tepetitán, in the municipality of Macuspana, in the south-eastern state of Tabasco, López Obrador earned a degree in political science from the National Autonomous University of Mexico following a hiatus from his studies to participate in politics. He began his political career in 1976 as a member of the Institutional Revolutionary Party (PRI). His first public position was as director of the Indigenous Institute of Tabasco, where he promoted the addition of books in indigenous languages and the project of the Chontal ridge. In 1989, he joined the Party of the Democratic Revolution (PRD), becoming the party’s 1994 candidate for Governor of Tabasco, and national leader between 1996 and 1999. In 2000, he was elected Head of Government of Mexico City. During his tenure, his crime, infrastructure and social spending policies made him a popular figure on the Mexican left. In 2004, his state immunity from prosecution was removed after refusing to cease construction on land allegedly expropriated by his predecessor, Rosario Robles. This legal process lasted for a year and ended with López Obrador maintaining his right to run for office.

López Obrador was nominated presidential candidate by the Coalition for the Good of All during the 2006 elections, where he was narrowly defeated by the National Action Party (PAN) candidate Felipe Calderón. While the Federal Electoral Tribunal noted a number of irregularities, it denied López Obrador’s request for a general recount, which sparked protests across the country. In 2011 he founded Morena, a civil association and later political party. He was a candidate for the Progressive Movement coalition in the 2012 elections, won by the Commitment to Mexico coalition candidate Enrique Peña Nieto. In 2012, he left the PRD after protesting the party’s signing of the Pact for Mexico and joined Morena. As part of the Juntos Haremos Historia coalition, López Obrador was elected president after a landslide victory in the 2018 general election.

Often described as a center-left, progressive, populist, and economic nationalist, López Obrador has been a national politician for over three decades. During his presidency, he has promoted public investment in sectors that had been liberalized under previous administrations and has implemented a number of progressive social reforms. Supporters have praised him for promoting institutional renewal after decades of high inequality and corruption, and refocusing the country’s neoliberal consensus towards improving the station of the working class. Critics have claimed that his administration has stumbled in its response to the COVID-19 pandemic and attempts to deal with drug cartels, has antagonized Mexican democratic institutions and that the economy had already faltered before the pandemic.

Response to the COVID-19 pandemic

According to Los Angeles Times, the initial response by López Obrador’s government was as late as March 2020, and was met with significant criticism. The president continued to hold rallies, be tactile with crowds, and downplay the threat of coronavirus to Mexicans’ health and to the Mexican economy. When COVID-19 arrived in Mexico, the government took few steps to ramp up preparedness. The healthcare system is undergoing reforms to lessen the possibility of corruption and to shift from the existing insurance system to a universal one. In March 2020, López Obrador pledged to donate a quarter of his salary to help the country weather the pandemic.

The Congress of the Union, formally known as the General Congress of the United Mexican States, is the legislature of the federal government of Mexico consisting of two chambers: the Senate of the Republic and the Chamber of Deputies. Its 628 members (128 senators and 500 deputies) meet in Mexico City.

Powers

The powers allocated in the Congress are defined in article 73 of the Constitution. Among its powers, the Congress can admit new States into the Union, alter the allocation of powers granted to the federal government, lay and collect taxes, declare war (upon request of the Government), provide for and maintain the Union’s armed forces, and coordinate economic activities.

Article 74, 75 and 76 of the Constitution state that each Chamber can address specific matters. In fact, some powers are reserved either to the Chamber of Deputies or to the Chamber of Senators, making the Congress of the union an imperfect bicameralism. For example, the former can approve the federal budget submitted by the Government, while the latter has the power to analyze the foreign policy of the Government, approve or dismiss the Presidential nominations of the Attorney General, Supreme Court Justices, diplomatic agents, general consuls, and senior civil and military officials.

Legislative Palace of San Lázaro

The Legislative Palace of San Lázaro is the main seat of the legislative power of the Mexican government, being the permanent meeting place of the Chamber of Deputies (equivalent to the House of Representatives or House of Commons), as well as the seat of the whole Congress of the Union, when the Chamber of Deputies (the lower house) convenes in conjunction with the Senate of the Republic (the upper house; UK House of Lords equivalent). Built in the late 20th century after a 1977 political reform, the complex is located in Mexico City about a mile east of the Zócalo central square, in the Venustiano Carranza borough or district, next to the Palace of Federal Justice. The complex draws its name from its location, as the San Lázaro Railway Station was the former occupant of the grounds where the palace was built.

Architecture and restoration

The main facade of the building, which is located on Congreso de la Unión Avenue, is made up of three sections: the two ends are lined with red tezontle and the central one with white marble, forming a wide access plaza between them. Above the main door there is a sculptural set in bas-relief, on a green oxidized bronze plate made by artist José Chávez Morado, giving the total of the set the three colors of the Flag of Mexico.

The central motif of the sculptural ensemble is the national coat of arms, surrounded by a series of moving flags symbolizing the plurality of thoughts; faces emerge from the banners that represent the popular movements that Mexico will see. A huge feathered serpent is the symbol of traditional culture; Above it, virgules emerge that when ascending are joined with several hands, and each of these, accompanied by a different allegory, symbolizes the political, economic and social diversity of contemporary Mexico. The set is crowned by a large sun with the inscription Mexican Political Constitution. On each side, as background elements, there are representations of urban and rural cultures.

Jorge Alcocer Varela (born 8 February 1946) is a Mexican immunologist, researcher, teacher and healthcare professional. Since 1 December 2018 he has served as the head of Secretariat of Health of Mexico, appointed by President Andrés Manuel López Obrador. As a physician and emeritus researcher at the Salvador Zubirán National Institute of Health Sciences and Nutrition, Alcocer Varela has served Mexican public health in various capacities for more than 30 years.

Career

As a teacher Alcocer Varela was associate professor at Postgraduate course in Rheumatology (1981-1999 and 2000-2004); professor of the specialization course in Rheumatology (2004 to 2016); academic advisor and professor in the Masters Degree and Doctorate program in Medical Sciences from 1994 to date at National Autonomous University of Mexico. He was also Tutors Coordinator for the Immunology Area and the Biochemistry Specialization Program of UNAM Faculty of Chemistry.

As a researcher his main lines are immunopathogenesis of diffuse connective tissue diseases, immune tolerance and autoimmunity and ubiquitins and autoimmunity. He was accepted on National System of Researchers of Mexico (SNI) in 1989. As a peer-reviewer of that system from 1998 to 2000 he was member of the Biomedicine Dictaminating Commission; member of the Academic Council of the Biological Sciences and Health Area, and member of the dictaminating commission of the Institute of Biomedical Investigations from 2002 to 2006. From 1998 to 2000 he was member of the dictaminating commission in Biomedicine of the system and from 2009 to 2012 he was president of the Board of Honor of the SNI. Alcocer Varela reached in 2011 the distinction as National Emeritus Investigator.

Hugo López-Gatell is a Mexican epidemiologist, author, and infectious diseases expert who has served as head of the Undersecretariat of Prevention and Health Promotion at the Mexican Secretariat of Health since 2018. Since January 2020, he has also played a major role as a spokesman and one of the lead members of the task force addressing the COVID-19 pandemic in Mexico.

Public service

On December 1, 2018, López-Gatell was appointed by Mexican President Andrés Manuel López Obrador head of the Undersecretariat of Prevention and Health Promotion in the Secretariat of Health. From the beginning of 2020 and after the rising of the COVID-19 pandemic López-Gatell has also applied his research and public service expertise as one of the main strategist and main spokesperson of Mexican Government on the 2020 coronavirus pandemic in Mexico. From March 6, 2020, López-Gatell is conducting a daily press conference where he and the Secretariat of Health directives are giving information also explanations about the official strategies and decisions.

The World Health Organization invited López-Gatell to join its team of experts in public health on May 24, 2020.

COVID-19 pandemic

López-Gatell has been criticized for the handling of the COVID-19 pandemic in Mexico, with the opposition National Action Party formally accusing him of criminal negligence. He has also been accused of under reporting infections numbers and associated deaths in order to downplay the severity of the pandemic, of misleading the public, for example by the former Minister of Health José Narro Robles and in a New York Times article, and of denying the usefulness of medical masks and staying at home in order to avoid spreading the virus.

While many Mexicans reacted with sympathy to López-Gatell’s announcement in February 2021 that he had tested positive for COVID-19, Samuel García Sepúlveda [es], a gubernatorial candidate in Nuevo Leon, called for him to resign, and former president Vicente Fox criticized him on social media.

On March 10, 2021, after still testing positive and admitting he was contagious, López-Gatell was photographed with his girlfriend Rebeca Peralta in a park in Colonia Condesa, Mexico City, without a face mask. The photos quickly went viral on social media. When asked about his actions, López-Gatell complained of greedy corporate media who have a political and economic agenda.

COVID-19 pandemic in North America

The first cases of the COVID-19 pandemic of coronavirus disease 2019 in North America were reported in the United States on 23 January 2020. Cases were reported in all North American countries after Saint Kitts and Nevis confirmed a case on 25 March, and in all North American territories after Bonaire confirmed a case on 16 April.

On 26 March 2020, the United States became the country in North America with the highest number of confirmed COVID-19 infections, at over 82,000 cases. On 11 April 2020, the United States became the country in North America with the highest official death toll for COVID-19, at over 20,000 deaths. As of 10 April 2022, there are about 97 million cases and about 1.4 million deaths in North America; about 88.9 million have recovered from COVID-19, meaning that nearly 11 out of 12 cases have recovered or that the recovery rate is nearly 92%.

As of 10 April 2022, the United States has had the highest number of cases in North America, at about 82 million cases, as well as the highest death toll, at over a million deaths. There have been nearly 75.7 million recoveries in the United States as of 10 April 2022, meaning that nearly 12 out of 13 cases in the country have recovered or that the recovery rate is about 92%. On 20 March 2022, the number of COVID-19 deaths in the United States exceeded a million.

As of 10 April 2022, Canada has reported nearly 3.6 million cases and about 38,000 deaths, while Mexico, which was overtaken in terms of the number of cases on 11 March 2022, the second anniversary of the day when the COVID-19 outbreak became a pandemic, by Japan, the second most affected country in East Asia, has reported about 5.7 million cases and about 320,000 deaths. The state in the United States with the highest number of cases and the highest death toll is California, at about 9.1 million cases and nearly 90,000 deaths as of 10 April 2022.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

COVID-19 pandemic in Mexico

The COVID-19 pandemic in Mexico is part of the ongoing worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2).

The virus was confirmed to have reached Mexico in February 2020. However, the National Council of Science and Technology (CONACYT) reported two cases of COVID-19 in mid-January 2020 in the states of Nayarit and Tabasco, with one case per state.

The Secretariat of Health, through the “Programa Centinela” (Spanish for “Sentinel Program”), estimated in mid-July 2020 that there were more than 2,875,734 cases in Mexico because they were considering the total number of cases confirmed as just a statistical sample.

COVID-19 vaccination in Mexico

COVID-19 vaccination in Mexico is an ongoing immunization campaign against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the virus that causes coronavirus disease 2019 (COVID-19), in response to the ongoing pandemic in the country.

Background

By September 25, 2021, Mexico had administered a total of 97,523,789 doses (74.87 vaccine doses per 100 people), with 54,275,054 residents having received at least one dose and 43,248,659 residents fully vaccinated. Mexico has purchased 310.8 million vaccines doses which covers 141.2% of its population.

Wealthy Mexicans were reported to travel to the neighbouring United States for receiving their vaccinations. In March, the White House announced that four million of doses of COVID-19 vaccines manufactured in the United States will be sent to Mexico.

In a survey conducted in March 2021, 52% of the Mexicans said that they were willing to get vaccinated against COVID-19, 20% said they were not sure and 28% said they would not get vaccinated.

On 20 April 2021, President López Obrador televised himself receiving the AstraZeneca vaccine.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The current constitution of Mexico was signed in 1917. Article 28 of that constitution stipulated that all paper money would be issued by a single bank controlled by the government. But it wasn’t until the end of 1924 that the Ley General de Instituciones de Crédito (General Law of Credit Institutions) was passed which was the legal antecedent for the Banco de México. The law prevented banks from owning stock in other banks and eliminated the stock exemption for banks. Most importantly, the law called for the creation of a central bank.

The Banco de México was created on August 25, 1925 under the direction of Minister of Finance Alberto J. Pani with an official ceremony given on September 1, 1925. It was given exclusive authority to mint coins and print banknotes, a sharp departure from policies of the past. The bank was also given responsibility over exchange rates, interest rates, and monetary regulation. Initially, retail banks even had the option not to partner with Banco de México. The main goals of the Bank at that time were to unify the fractured banking system left behind by the Revolution, create a flexible financial system that could modernize the country, reestablish credit, and renew trust in paper money.

The bank’s first years were difficult. Initially only two private banks affiliated themselves with Banco de México, and by 1927, in the midst of the Christero War, the bank exceeded the legal limit of how much it could loan to the government. The unease of the private banking institution was assuaged somewhat when the initial offices of Banco de México were temporarily located in the headquarters of the Banco de Londres y Mexico. The banking interests cemented their relationship with the government by issuing loans to government officials, ensuring that the politicians had a vested interest in the stability of the system.

In 1932, laws were passed that required all private banks to invest their capital in Mexico and associate themselves with Banco de México. The laws also required that Banco de México cease operating as a commercial bank. After passage of this legislation, only three foreign banks remained in the country. These changes and a looser restriction on the issuance of banknotes led to a growing trust in the central bank.

Victoria Rodríguez Ceja (born October 7, 1977 in Mexico City) is a Mexican economist and civil servant. She has been the governor of the Bank of Mexico since January 1, 2022, making her the first woman to hold the position.

She began her career as a servant in 2001 within the Government of the Federal District, during the leadership of Andrés Manuel López Obrador. From 2012 to 2018 she served as Undersecretary of Expenditures within the Ministry of Finance of the Federal District. From 2018 to 2021 he held the same position, but at the federal level, of the Ministry of Finance and Public Credit. On December 2, 2021, the Senate of the Republic approved her nomination made by President López Obrador to occupy the position of governor of the Bank of Mexico for the period 2022-2027, replacing Alejandro Díaz de León.

She holds a degree in Economics from the Instituto Tecnológico de Estudios Superiores de Monterrey (the “Tec de Monterrey”) and a master’s degree in Economics from El Colegio de México.

On November 25, 2021, the office signed by the President of the United Mexican States, Andrés Manuel López Obrador, was turned over to the Finance and Public Credit Commission, through which he submitted to the consideration of the Senate the proposal for the appointment of Victoria Rodríguez Ceja, as a member of the Governing Board of the Bank of Mexico.

On December 2, 2021, the Finance and Public Credit Commission of the Senate of the Republic approved with 14 votes in favor and six against, the opinion of the nomination proposal7 and went to the plenary session of the Senate of the Republic where with 78 votes in favor, 21 against and 10 abstentions its appointment was approved, As a member of the Governing Board of the Bank of Mexico, his position began on January 1, 2022 and will end on December 31, 2027.
