The Board of Governors of the Federal Reserve System, commonly known as the Federal Reserve Board, is the main governing body of the Federal Reserve System. It is charged with overseeing the Federal Reserve Banks and with helping implement the monetary policy of the United States. Governors are appointed by the president of the United States and confirmed by the Senate for staggered 14-year terms.

History (The Federal Reserve Act, 1913)

Operations, 1915-1951

Wilson named Warburg and other prominent experts to direct the new system, which began operations in 1915 and played a major role in financing the Allied and American war efforts. Warburg at first refused the appointment, citing America’s opposition to a “Wall Street man”, but when World War I broke out he accepted. He was the only appointee asked to appear before the Senate, whose members questioned him about his interests in the central bank and his ties to Kuhn, Loeb, & Co.’s “money trusts”.

WWI broke out just before the Federal Reserve had finished setting up its 12 Reserve Banks, which opened for business in mid November 1914. The markets crashed in a short financial crisis as the war broke out before the Federal Reserve was in a position to do anything about it. $385.6 million in emergency banknotes and $211.8 million clearinghouse loan certificates were issued under the Aldrich-Vreeland Act briefly, allowing banks to continue serving withdrawal requests. All of these funds were eventually recinded.

US spending on WWI was massive even before the US officially entered the war. Federal spending increased fifteen-fold from 1916 to 1918 as the US lent an enormous amount of funds to US allies and as the military mobilized. The Federal Reserve offered below-market-rate interest rates to banks who used the funds to buy government bonds and treasury certificates. This “discount rate” was the primary tool the Fed used during this time. Because of these actions, the money supply increased and consenquently prices inflated.

Federal Reserve leaders did not take steps to reduce inflation, however. While the institution was ostensibly created as an independent organization from the government to remove it from political pressures, the political pressure of war nonetheless pressured the Fed to cater to the Treasury’s appetite for low-cost war debt financing. At the same time, European gold flowed into the vaults of reserve banks and allowed the dollar to remain backed by gold despite massive monetary expansion, while European countries suspended their gold standards temporarily during the war. The US economy boomed post war as Europe was reliant on US goods their damaged and rebuilding industries couldn’t supply for themselves.

In 1923, a recession prompted the head of the New York Fed, Benjamin Strong, to aggressively use open market operations in purchasing government securities to stem the downturn. The Fed made substantial open-market purchases in 1924 and 1927. In 1928 as it became more apparent that a stock market bubble was forming, the Federal Reserve increased discount rates, sold securities, and set guidelines prohibitting banks that made stock market loans from borrowing from the Fed. Sharp disagreements arose within the Federal Reserve System over its levers on the economy and how to use them appropriately. The federal reserve took basically no action during the great depression and, according to David Wheelock of the St Louis Federal Reserve, “more or less let the banking system collapse, allowed the money supply to collapse, and allowed the price level to fall.”

In reaction to the Great Depression, Congress passed the Glass-Steagall Act, established the FDIC, and required bank holding companies to be examined by the Fed. Roosevelt also issued Executive Order 6102 which outlawed the holding of more than $100 of gold or gold certificates, among other related decrees. The Banking Act of 1935 created the Federal Open Market Committee, along with making other changes to the Federal Reserve.

After WWII, the Employment Act added the goal of maximum employment as a responsibility of the Fed.

The United States one-dollar bill ($1), sometimes referred to as a single, has been the lowest value denomination of United States paper currency since the discontinuation of U.S. fractional currency notes in 1876. An image of the first U.S. president (1789–1797), George Washington, based on the Athenaeum Portrait, a 1796 painting by Gilbert Stuart, is currently featured on the obverse, and the Great Seal of the United States is featured on the reverse. The one-dollar bill has the oldest overall design of all U.S. currency currently being produced (The current two-dollar bill obverse design dates from 1928, while the reverse appeared in 1976). The obverse design of the dollar bill seen today debuted in 1963 (the reverse in 1935) when it was first issued as a Federal Reserve Note (previously, one dollar bills were Silver Certificates).

The inclusion of the motto, “In God We Trust,” on all currency was required by law in 1955, and first appeared on paper money in 1957.

As of December 2018, the average life of a $1 bill in circulation is 6.6 years before it is replaced due to wear. Approximately 42% of all U.S. currency produced in 2009 were one-dollar bills. As of December 31, 2019, there were 12.7 billion one-dollar bills in circulation worldwide.

The portrait of George Washington is displayed in the center of the obverse of the one-dollar bill, as it has been since the 1869 design. The oval containing George Washington is propped up by bunches of bay laurel leaves.

To the left of George Washington is the Federal Reserve District seal. The name of the Federal Reserve Bank that issued the note encircles a capital letter (A–L), identifying it among the twelve Federal Reserve Banks. The sequential number of the bank (1: A, 2: B, etc.) is also displayed in the four corners of the open space on the bill. Until the redesign of the higher denominations of currency beginning in 1996, this seal was found on all denominations of Federal Reserve notes. Since then it is only present on the $1 and $2 notes, with the higher denominations only displaying a universal Federal Reserve System seal, and the bank letter and number beneath the upper left serial number.

To the right of George Washington is the Treasury Department seal. The scales represent justice. The chevron with thirteen stars represents the original thirteen colonies. The key below the chevron represents authority and trust; 1789 is the year that the Department of the Treasury was established. The series 1969 dollar bills were the first to use a simplified Treasury seal, with the wording in English instead of Latin.

Below the FRB seal (to the left of George Washington) is the signature of the Treasurer of the United States, and below the USDT Seal (right side) is the Secretary of the Treasury’s signature. To the left of the Secretary’s signature is the series date. A new series date, or addition or change of a sequential letter under a date, results from a change in the Secretary of the Treasury, the Treasurer of the United States, and/or a change to the note’s appearance such as a new currency design.

On the edges are olive branches entwined around the 1s. A small plate serial number-letter combination is on the lower right, and a small plate position (check) letter is on the upper left corner of the note. If “FW” appears before the lower right plate number it indicates that the bill was produced at the satellite Bureau of Engraving and Printing facility in Fort Worth, Texas. Currency has been printed here since Series 1988A. The absence of “FW” indicates the bill was printed at the main facility in Washington, D.C.

The Marriner S. Eccles Federal Reserve Board Building houses the main offices of the Board of Governors of the United States’ Federal Reserve System. It is located at the intersection of 20th Street and Constitution Avenue in Washington, D.C. The building, designed in the Stripped Classicism style, was designed by Paul Philippe Cret and completed in 1937. President Franklin D. Roosevelt dedicated the building on October 20, 1937.

The building was named after Marriner S. Eccles (1890–1977), Chairman of the Federal Reserve under President Roosevelt, by an Act of Congress on October 15, 1982. Previously it had been known as the Federal Reserve Building.

The Federal Reserve System (also known as the Federal Reserve or simply the Fed) is the central banking system of the United States of America. It was created on December 23, 1913, the day before Christmas Eve, with the enactment of the Federal Reserve Act, after a series of financial panics (particularly the panic of 1907) led to the desire for central control of the monetary system in order to alleviate financial crises. Over the years, events such as the Great Depression in the 1930s and the Great Recession during the 2000s have led to the expansion of the roles and responsibilities of the Federal Reserve System.

The U.S. Congress established three key objectives for monetary policy in the Federal Reserve Act: maximizing employment, stabilizing prices, and moderating long-term interest rates. The first two objectives are sometimes referred to as the Federal Reserve’s dual mandate. Its duties have expanded over the years, and currently also include supervising and regulating banks, maintaining the stability of the financial system, and providing financial services to depository institutions, the U.S. government, and foreign official institutions. The Fed also conducts research into the economy and provides numerous publications, such as the Beige Book and the FRED database.

The Federal Reserve System is composed of several layers. It is governed by the presidentially-appointed board of governors or Federal Reserve Board (FRB). Twelve regional Federal Reserve Banks, located in cities throughout the nation, regulate and oversee privately owned commercial banks. Nationally chartered commercial banks are required to hold stock in, and can elect some board members of, the Federal Reserve Bank of their region.

The Federal Open Market Committee (FOMC) sets monetary policy. It consists of all seven members of the board of governors and the twelve regional Federal Reserve Bank presidents, though only five bank presidents vote at a time—the president of the New York Fed and four others who rotate through one-year voting terms. There are also various advisory councils. It has a structure unique among central banks, and is also unusual in that the United States Department of the Treasury, an entity outside of the central bank, prints the currency used.

The federal government sets the salaries of the board’s seven governors, and it receives all the system’s annual profits, after dividends on member banks’ capital investments are paid, and an account surplus is maintained. In 2015, the Federal Reserve earned a net income of $100.2 billion and transferred $97.7 billion to the U.S. Treasury and 2020 earnings were approximately $88.6 billion with remittances to the U.S. Treasury of $86.9 billion. Although an instrument of the US Government, the Federal Reserve System considers itself “an independent central bank because its monetary policy decisions do not have to be approved by the President or by anyone else in the executive or legislative branches of government, it does not receive funding appropriated by Congress, and the terms of the members of the board of governors span multiple presidential and congressional terms.”

Jerome HaydenJayPowell (born February 4, 1953) is an American attorney and investment banker who has served as the 16th chair of the Federal Reserve since 2018.

Powell earned a degree in politics from Princeton University in 1975 and a Juris Doctor from Georgetown University Law Center in 1979. He moved to investment banking in 1984, and worked for several financial institutions, including as a partner of The Carlyle Group. In 1992, Powell briefly served as under secretary of the Treasury for domestic finance under President George H. W. Bush. Powell left Carlyle Group in 2005 and founded Severn Capital Partners, a private investment firm. He was a visiting scholar at the Bipartisan Policy Center from 2010 to 2012, before returning to public service. He was a member of the Federal Reserve Board of Governors since 2012 nominated to post by President Barack Obama, and subsequently elevated as chair by President Donald Trump to succeed Janet Yellen in the position, confirmed in each case by the United States Senate. Powell was renominated as chair by President Joe Biden on November 22, 2021. Powell built his reputation in Washington during the Obama administration as a consensus-builder and problem-solver.

Powell received bipartisan praise for the actions taken by the Federal Reserve in early-2020 to combat the financial effects of the COVID-19 pandemic. As the Federal Reserve continued to apply high levels of monetary stimulus to further raise asset prices and support growth, some observers perceived a disconnect between asset prices and the economy. Powell has responded by arguing that supporting the Fed’s dual mandate of stable prices and full employment outweighed concern over high asset prices. Time said the scale and manner of Powell’s actions had “changed the Fed forever” and shared concerns that he had conditioned Wall Street to unsustainable levels of monetary stimulus to artificially support high asset prices. In November 2020, Bloomberg News called Powell “Wall Street’s Head of State,” as a reflection of how dominant Powell’s actions were on asset prices and how profitable his actions were for Wall Street.

Nearing the end of his first year in the White House, President Biden nominated Powell for a second term as the head of the Fed, and the Senate Banking Committee approved of his renomination with only one dissenting vote; he was confirmed to a second term in an 80-19 vote on May 12, 2022. Following President Biden’s renomination of Powell, the Fed Chairman retired his previous words “transitory inflation”, and indicated a reduction in Quantitative easing (QE) and Mortgage-backed security (MBS) purchases due to high inflation, with the CPI reading in November 2021 having reached 6.8% according to the Bureau of Labor Statistics, the highest level in 40 years.

Federal Reserve Chairman (2018–present)

On November 2, 2017, President Donald Trump nominated Powell to serve as the chair of the Federal Reserve, replacing Janet Yellen at the helm of the central bank. On December 5, the Senate Banking Committee approved Powell’s nomination to be chair in a 22–1 vote, with Senator Elizabeth Warren casting the lone dissenting vote. His nomination was confirmed by the Senate on January 23, 2018, by an 84–13 vote. Powell assumed office as chair on February 5, 2018.

Trump Administration (2018–2021)

One of Powell’s first actions was to continue to raise US interest rates, as a response to the increasing strength of the US economy. He also announced that the Fed would reduce its asset portfolio from US$4.5 trillion to a range of US$2.5–3 trillion over four years in a process called quantitative tightening. This tight policy drew public criticism from President Trump, who expressed second thoughts about nominating Powell and said that the chair was too enthusiastic about raising rates. Financial assets of all classes declined over 2018 and markets erupted in volatility in December. Powell abandoned quantitative tightening in early 2019, leading to a recovery in asset prices. Trump continued to state, with increasing hostility, that Powell was not reacting quickly enough. As a trade war with China escalated over the summer of 2019, Trump called the Fed’s policies “insane” and labelled Powell an “enemy.” He privately discussed with White House counsel the possibility of firing Powell, which Powell dismissed. In an August interview, Trump said that he completely disagreed with Powell’s approach and called for a sharp cut in interest rates.

In October 2019, as asset prices waned, Powell announced the Fed would return to expanding its balance sheet, which led to a global rally in assets. Powell said the Fed’s actions were not quantitative easing, but some dubbed them as being QE4. Where Bernanke-era quantitative was conducted through outright purchases of assets, Powell’s expansion operates through overnight repurchase agreements (repos) where the seller has the option to reverse the transaction. The Fed’s primary dealers and other banks use the repo facilities to sell Treasury and agency securities in exchange for credit to supplement their cash on hand.

Biden administration (2021–present)

In April 2021, Powell reassured concerns over a potential housing bubble, similar to the one that preceded the Great Recession. He stated, “we don’t see bad loans and unsustainable prices and that kind of thing.”

In August 2021, Powell expected the Fed to reduce economic support later in the year. In the past Powell has considered inflation transitory, a term Powell states should now be “retired”. In response to widespread high inflation readings Jerome Powell has indicated an increase in the speed of tapering asset purchases, namely up to $30 billion per month. In Jerome Powell’s confirmation hearing in 2022 he described inflation as being a “severe threat” to the US economic recovery due to “higher costs of essentials like food, housing and transportation”. Prices for American consumers are rising at their fastest annual rate since June 1982. In response, the central bank aims to raise rates as soon as March 2022. The most recent December 2021 CPI reading hit 7%.

In light of his term as chair expiring in February 2022, many Democrats began to express opposition to Powell’s reappointment. In August 2021, progressive Democrats, including Alexandria Ocasio-Cortez, called on President Joe Biden to replace Powell, criticizing him for failing to “mitigate the risk climate change poses to our financial system”. In September 2021, Senator Elizabeth Warren, Democrat of Massachusetts, criticized Powell for his financial regulation track record and called him as a “dangerous man to head up the Fed.” Powell was renominated for a second term by President Joe Biden on November 22, 2021. His initial nomination expired at the end of the year and was returned to President Biden on January 3, 2022.

President Biden resent his nomination to the Senate the following day. Hearings were held on Powell’s nomination before the Senate Banking Committee on January 11, 2022. The committee favorably reported Powell’s nomination to the Senate floor on March 16, 2022, in a 22-1 vote; Senator Elizabeth Warren was the lone member to vote against his nomination. His nomination for another term as chair was confirmed by the full U.S. Senate on May 12, 2022 in an 80-19 vote. He was sworn in for his second term as chair on May 23, 2022.

Lael Brainard (born January 1, 1962) is an American economist serving as the 22nd Vice Chair of the Federal Reserve since May 23, 2022. Prior to her term as vice chair, Brainard served as a member of the Federal Reserve Board of Governors since 2014. She previously served as the United States Under Secretary of the Treasury for International Affairs from 2010 to 2013.

The daughter of an American diplomat, Brainard was born in Hamburg and spent her childhood in West Germany and Poland. She graduated from Wesleyan University in 1983 and received a PhD from Harvard University in 1989 as a National Science Foundation Fellow. She was a professor at the Massachusetts Institute of Technology for six years before joining the Clinton administration as an economic advisor in 1997. She then worked as a senior fellow at the Brookings Institution from 2001 to 2009.

Brainard was nominated by Barack Obama to serve as the Under Secretary of the Treasury for International Affairs at the Department of the Treasury on March 23, 2009. She was confirmed to the position by a 78–19 vote in the U.S. Senate on April 20, 2010, and was sworn in on the same day. She tendered her resignation on November 8, 2013, amid indicators in the professional community that she would be a viable nominee to the Fed board.

Following the resignation of Elizabeth Ashburn Duke, Brainard was nominated to the Fed board on January 13, 2014, alongside Stanley Fischer and Jerome Powell. She was confirmed by a 61–31 vote in the U.S. Senate on June 12, 2014; her 14-year term began when she was sworn in four days later. She now serves as administrative governor and chair of four committees: Financial Stability; Federal Reserve Bank Affairs; Consumer and Community Affairs; and Payments, Clearing and Settlements.

During the 2020 presidential transition of Joe Biden, Brainard had been viewed by media outlets as an early frontrunner to be Secretary of the Treasury, though Janet Yellen was chosen instead.

President Biden nominated Brainard to serve as Vice Chair of the Federal Reserve on November 22, 2021, succeeding Richard Clarida in the role. On April 26, 2022, her nomination as Federal Reserve Vice Chair was confirmed by the U.S. Senate. She was sworn in on May 23, 2022.

Federal Reserve Board

Brainard was nominated to the Federal Reserve Board of Governors by President Barack Obama in January 2014. She was confirmed by the Senate by a vote of 61–31 on June 12, 2014, and began her term on June 16, 2014. Brainard serves as Administrative Governor, Chair of the Committee on Financial Stability, the Committee on Federal Reserve Bank Affairs, the Committee on Consumer and Community Affairs, the Committee on Payments, Clearing and Settlements, and the Subcommittee on Smaller Regional and Community Banking Organizations.

Vice Chair of the Federal Reserve

On November 22, 2021, President Joe Biden nominated Brainard to be the next vice-chair of the Federal Reserve. Her initial nomination was returned to President Biden on January 3, 2022, due to it expiring at the end of the year. President Biden renominated her the following day.

Hearings were held on Brainard’s nomination before the Senate Banking Committee on January 13, 2022. The committee favorably reported her nomination to the Senate floor on March 16, 2022 in a 16-8 vote. On April 25, 2022, the United States Senate invoked cloture on her nomination by a 54-40 vote. On April 26, 2022, her nomination was confirmed by the Senate by a 52-43 vote, with all Democrats present and seven Republicans voting in favor of her confirmation. She became just the third woman to serve as Fed’s Vice Chair, following Alice Rivlin and Janet Yellen.

Michael S. Barr (born 1965/1966) is the Vice Chair of the Federal Reserve for Supervision and a member of the Federal Reserve Board of Governors. Under President Barack Obama Barr served as assistant secretary of the treasury for financial institutions.

Outside of government, Barr served as the Dean of Public Policy and Professor of Public Policy at the University of Michigan’s Gerald R. Ford School of Public Policy, Professor of Law at the University of Michigan Law School and faculty director of the University of Michigan’s Center on Finance, Law, and Policy.

Federal Reserve

On April 15, 2022, Barr was announced by President Joe Biden as his nominee for the Federal Reserve, to take the position of Vice-Chair for Supervision, Following the failed nomination of Sarah Bloom Raskin. Barr was confirmed 66-28 as both Governor and Vice-Chair for Supervision on July 13, 2022, and sworn in on July 19, 2022.

Michelle White “Miki” Bowman (born May 25, 1971) is an American attorney who served as a member of the Federal Reserve Board of Governors since 2018. She is the first person to fill the community bank seat on the board, a seat created by a 2015 law.

Previously, Bowman was the Kansas banking commissioner, from January 2017 through November 2018. She also held senior staff positions at the Federal Emergency Management Agency and Department of Homeland Security during the George W. Bush administration.

Career (Federal Reserve)

In November 2017, it was reported that President Donald Trump was considering nominating Bowman to fill a long-open seat on the U.S. Federal Reserve Board of Governors. In April 2018, the White House announced that Trump would nominate Bowman to fill the fourteen-year term of Stanley Fischer, which expired on January 31, 2020, as well as to occupy the seat on the Board that represents community banks.

In November 2018 Bowman was confirmed by the U.S. Senate by a vote of 64 to 34. On April 2, 2019, the White House announced that Trump planned to nominate Bowman to a full 14-year term on the Federal Reserve Board when her current term expires in January 2020.

Christopher J. Waller is an American economist who is a member of the Federal Reserve Board of Governors since 2020. A nominee of then-President Donald Trump, he was confirmed by the Senate in December 2020, to serve through January 2030.

He was previously the research director of and an executive vice president at the Federal Reserve Bank of St. Louis. Waller’s research has centered on monetary theory, political economy, and macroeconomic theory.

Career

Waller worked at the Indiana University’s Department of Economics from 1985 to 1998, where he was an associate professor, assistant professor and director of graduate studies. He was a visiting scholar at the Federal Reserve Bank of St. Louis and Washington University from 1994 to 1995. He taught economics at the University of Kentucky from 1998 to 2003 and was also a research fellow at the Center for European Integration Studies at the University of Bonn, in Germany. He was a chair of economics at the University of Notre Dame through 2009.

Waller joined the Federal Reserve Bank of St. Louis as research director in 2009. He was also executive vice president there.

In July 2019, President Donald Trump tweeted his intent to nominate Waller and Judy Shelton to serve on the Federal Reserve Board of Governors.

After hearings in February 2020, the Senate Banking Committee voted 18–7 in July 2020 to advance Waller’s Fed nomination. He was confirmed in the Senate on December 3, 2020, by a vote of 48–47. He took the oath of office remotely via videoconference on December 18 from Fed Chair Jerome Powell. His term ends January 31, 2030.

Lisa DeNell Cook is an American economist who has served as a member of the Federal Reserve Board of Governors since May 23, 2022. She is the first African American woman and first woman of color to sit on the Board. Cook previously was a professor of economics and international relations at Michigan State University and a member of the American Economic Association’s Executive Committee. An authority on international economics, especially on the Russian economy, she has been involved in advising policymakers from the Obama Administration to the Nigerian and Rwandan governments. In 2022, Cook was elected to the board of the Federal Reserve Bank of Chicago.

Her research is at the intersection of macroeconomics and economic history, with recent work in African-American history and innovation economics. As one of the economic profession’s few prominent black women, she has attracted attention within the economics profession for her efforts in mentoring black women and advocating for their inclusion in the field of economics. On January 14, 2022, President Joe Biden nominated her to serve as a member of the Board of Governors at the Federal Reserve System and was confirmed by the United States Senate on May 10, 2022. Federal Reserve nomination

In 2021, Senator Sherrod Brown reportedly pushed the Biden Administration to nominate Cook to serve on the Federal Reserve Board of Governors. President Biden officially nominated Cook to be a member of the Board of Governors on January 14, 2022. She is the first Black woman on the Federal Reserve’s board.

Hearings were held on Cook’s nomination before the Senate Banking Committee on February 3, 2022. On March 16, 2022, the committee deadlocked on Cook’s nomination in a party-line vote, forcing the entire Senate to move to discharge her nomination out of the committee. On March 29, 2022, the United States Senate discharged her nomination from the Senate Banking Committee by a 50-49 vote. On April 26, 2022 the Senate attempted to invoke cloture on her nomination, but it was not agreed to by a 47-51 vote because Senators Chris Murphy and Ron Wyden contracted COVID-19 and were unable to vote. No Senate Republican voted for her, characterizing her as unqualified and a left-wing extremist. On May 10, 2022, the Senate confirmed her nomination by a 51-50 vote, with Vice President Kamala Harris casting the tiebreaking vote, after cloture was invoked on her nomination by a 50-49 vote.

Philip Nathan Jefferson is an American economist and a Member of the Federal Reserve Board of Governors. He was previously vice president for academic affairs, dean of the faculty, and Paul B. Freeland professor of economics at Davidson College, Centennial Professor of Economics at Swarthmore College, a research economist for the Federal Reserve, and a professor at Columbia University. President Biden nominated him to serve as a member of the Board of Governors of the Federal Reserve System in January 2022. He became the fourth black man to sit on the Federal Reserve’s Board after the Senate confirmed his nomination on May 11, 2022. He was sworn in on May 23, 2022.

Career

After completing his PhD, Jefferson worked as assistant professor at Columbia University, a visiting professor at the University of California at Berkeley, and as an economist at the Board of Governors of the Federal Reserve System. In 1997, he joined the faculty of Swarthmore College, where he taught courses on econometrics, macroeconomics, and poverty and inequality and became Centennial Professor of Economics. In 2019, he became vice president for academic affairs and dean of faculty at Davidson College.

He was the 2005 president of the National Economic Association. He has been a trustee of Vassar College since 2002, and served on the Swarthmore Borough Council from 2008 to 2012.

Nomination to Federal Reserve

On January 14, 2022, President Biden nominated Jefferson to be a member of the Federal Reserve board of governors. Hearings were held before the Senate Banking Committee on Jefferson’s nomination on February 3, 2022. The committee favorably reported his nomination on March 16, 2022 by a 24-0 vote. The United States Senate confirmed his nomination by a 91-7 vote.

Richard Harris Clarida (born May 18, 1957) is an American economist who served as the 21st Vice Chair of the Federal Reserve from 2018 to 2022. Clarida resigned his post two weeks before the expiration of his term as governor, following his belated disclosure of controversial trading activity at the start of the COVID-19 pandemic. He is the C. Lowell Harriss Professor of Economics and International Affairs at Columbia University and, from 2006 until September 2018, Global Strategic Advisor for PIMCO. He is notable for his contributions to dynamic stochastic general equilibrium theory and international monetary economics. He is a former Assistant Secretary of the Treasury for Economic Policy and is a recipient of the Treasury Medal.

Federal Reserve

On April 24, 2018, Clarida was officially nominated by President Donald Trump to succeed Stanley Fischer as Vice Chair of the Federal Reserve. On August 28, 2018, the United States Senate voted to confirm Clarida by a margin of 69–26. He assumed office on September 17, 2018.

Controversial trading

On February 27, 2020, one day before Fed Chair Jerome Powell issued a statement regarding the economic response to the COVID-19 pandemic, Clarida traded between $1 million and $5 million out of a bond fund into the equity fund PIMCO StocksPlus. A Fed spokesman responded to Reuters: “Vice Chair Clarida’s financial disclosure for 2020 shows transactions that represent a pre-planned rebalancing to his accounts, similar to a rebalancing he did and reported in April 2019.” On October 4, 2021, Senator Elizabeth Warren requested the Securities and Exchange Commission investigate whether Clarida violated insider trading rules and to look into his “ethically questionable transactions”. When a corrected disclosure revealed that Clarida had sold the same stock fund just three days before his purchase, The New York Times wrote: “the rapid move out of stocks and then back in makes it look less like a planned, long-term financial maneuver and more like a response to market conditions.” On January 10, 2022, Clarida announced he would resign his post on January 14, two weeks before the expiration of his term. The announcement from Clarida did not mention the alleged controversial trading activities. He was later cleared of wrongdoing after an investigation from the Fed’s Inspector General.

Randal Keith Quarles (born September 5, 1957) is an American private equity investor and attorney who served as the first Vice Chair of the Federal Reserve for supervision from 2017 to 2021. He concurrently served as the chair of the Financial Stability Board from 2018 to 2021.

From August 2001 until October 2006, Quarles held several financial policy posts in the George W. Bush administration, ultimately serving as Under Secretary of the Treasury for Domestic Finance. After leaving the Bush administration, he became the founder and head of The Cynosure Group, a private investment firm, and a former managing director of The Carlyle Group, one of the world’s largest private equity firms. In 2012, Quarles was widely mentioned as a possible Treasury Secretary or senior White House adviser in future Republican administrations.

In July 2017, Quarles was nominated by President Donald Trump to be board member and vice chair for supervision of the Federal Reserve System. He was confirmed by the United States Senate on October 5, 2017, by a 65–32 vote on the board seat and by voice vote on the vice chair position. The bank supervision position had been created under the 2010 Dodd-Frank financial law but had never before 2017 been filled. He left the role of Vice Chair for Supervision in 2021 and retired from the Federal Reserve in 2021.

Federal Reserve Board

On July 10, 2017, Quarles was nominated by President Donald Trump to fill a vacant position on the Federal Reserve Board of Governors expiring January 31, 2018, a new 14-year term expiring January 31, 2032, and also the position of Vice Chair of the Federal Reserve for Supervision. The position of Vice Chairman for Supervision had previously remained unfilled since its creation under the Dodd-Frank Act in 2010.

Quarles was confirmed by the United States Senate on October 5, 2017 for the vacant seat expiring early in 2018 by a vote of 65–32, as well as for the position of Vice Chairman for Supervision by a voice vote. However, the Senate did not vote on his nomination to the seat expiring in 2032, but instead returned his nomination to the President at the end of the first session of the 115th Congress, per Senate rule XXXI, Section 6. He continued to serve on the Board as an acting member pending his renomination January 8, 2018, and ultimate confirmation July 17, 2018, by a vote of 66–33.

Janet Louise Yellen (born August 13, 1946) is an American economist serving as the 78th United States secretary of the treasury since January 26, 2021. A member of the Democratic Party, she previously served as the 15th chair of the Federal Reserve from 2014 to 2018. Yellen is the first woman to hold each of those posts and the first person to have led the White House Council of Economic Advisers, the Federal Reserve, and the Treasury Department.

Born and raised in Bay Ridge, Brooklyn, Yellen graduated from Brown University in 1967 and earned her PhD in economics from Yale University in 1971. She taught as an assistant professor at Harvard University from 1971 until 1976 when she began working for the Federal Reserve Board as an economist from 1977 to 1978, before joining the faculty of the London School of Economics from 1978 to 1980. Yellen is professor emeritus of the Haas School of Business at the University of California, Berkeley, where she has been a faculty member since 1980 and became the Eugene E. and Catherine M. Trefethen Professor of Business and Professor of Economics.

Yellen was a member of the Federal Reserve Board of Governors from 1994 to 1997 nominated to position by President Bill Clinton, who then named her chair of the Council of Economic Advisers from 1997 to 1999. Yellen later served as president and chief executive officer of the Federal Reserve Bank of San Francisco from 2004 to 2010. Afterwards, President Barack Obama appointed her to replace Donald Kohn as vice chair of the Federal Reserve from 2010 to 2014, before nominating her to succeed Ben Bernanke as chair of the Federal Reserve from 2014 to 2018. She served one term and was succeeded by Jerome Powell after President Donald Trump had decided against her renomination. Following resignation from the Federal Reserve, Yellen was a distinguished fellow in residence with the Economic Studies Program at the Brookings Institution from 2018 to 2020. She returned to government with appointment as secretary of the treasury under President Joe Biden since January 26, 2021. Secretary Yellen has been confirmed by the United States Senate on five separate occasions.

Chair of the Federal Reserve

On October 9, 2013, Yellen was officially nominated to replace Bernanke as chair of the Federal Reserve, the first vice chair to be elevated to that post; via announcement, President Obama called her “one of the nation’s foremost economists and policymakers” who was “exceptionally well-qualified for this role”. During the nomination hearings held on November 14, 2013, Yellen defended the more than $3 trillion in stimulus funds that the central bank had been injecting into the U.S. economy. She also said that it is important for the Fed to try to detect asset bubbles, and that if she saw one, she would work to address it.

On December 20, 2013, the U.S. Senate voted 59–34 for cloture on Yellen’s nomination. On January 6, 2014, she was confirmed as chair of the Federal Reserve by a vote of 56–26, the narrowest margin ever for the position. Aside from being a trailblazer as the first woman to lead the U.S. central bank, or any major central bank, Yellen was also the first Democrat to hold the job since Paul Volcker became chairman in 1979 (via President Jimmy Carter). She’s notable also for being arguably the most liberal Fed leader since Marriner S. Eccles, who was appointed by President Franklin D. Roosevelt during the Great Depression. Until her appointment, there has been only one female head of the central bank in the history of the Group of Eight (“G8”) countries – Russia’s Elvira Nabiullina. After being unanimously elected by the Federal Open Market Committee as its chair on January 30, 2014, she took office on February 3, 2014. In her 2014 semiannual testimony on monetary policy, Yellen said that while real estate, equities, and corporate bond prices “have risen appreciably and valuation metrics have increased”, they were “generally in line with historical norms”; Yellen noted some concerns about valuations of “lower-rated corporate debt” (i.e., junk bonds), and noted that she and the Fed were monitoring trends, but did not believe that a so-called “everything bubble” was forming.

With Yellen as chair, the Federal Reserve increased its key interest rate on December 16, 2015. This was the first time the key interest rate was increased since 2006. That move was largely expected, because extraordinarily low interest rates for an extremely long time may contribute to financial instability and pose a threat to the economy. It was considered a departure from previous controversial Fed policy known as the Greenspan put. During her tenure, the Fed has gradually raised rates four additional times, leaving its key rate in a still-low range of 1.25 percent to 1.5 percent – well below historical standards. However, Fed policymakers have the ability to cut rates to stimulate growth in case the economy slows.

After the 2016 presidential election, Yellen gave a strong defense of the Dodd–Frank Act at her Joint Economic Committee testimony, standing in opposition to the incoming President Donald Trump’s plans to review the landmark legislation. She argued that it would be inappropriate to weaken or repeal the law designed to prevent a repeat of the 2008 financial crisis.

Trump considered re-nominating Yellen for another term, but instead picked Fed Governor Jerome Powell, a Republican, to run the Federal Reserve once her term ended on February 3, 2018. The last Fed chairman eligible for reappointment but not to be re-nominated by a successor presidential administration was Arthur Burns in 1978. After Trump’s decision, Yellen announced resignation at the end of her term as chair. She was the first Fed chair in nearly 40 years to not receive a second term.

On February 2, 2018, her last day in office, Chair Yellen enforced unprecedented sanctions on Wells Fargo, the third largest U.S. bank, with a consent order that restricted the firm from future growth until the organization fixed its internal problems. The move came in response to a string of “widespread consumer abuses and compliance breakdowns” at the company, including a fake accounts scandal. It marked the first time the Federal Reserve has imposed a cap on the entire assets of a financial institution.

Yellen has been called one of the most successful chairs of the Federal Reserve System from the perspective of the labor markets. During her term, the unemployment rate dropped from 6.7 percent to 4.1 percent, the lowest in 17 years. It marked the first time the economy had added jobs throughout every month of any Fed’s chair tenure. Yellen completed her time at the Fed with the lowest final unemployment rate of any Fed chair since William McChesney Martin in 1970. Under her leadership, the U.S. unemployment rate fell more than during any other chair’s term in the post-World War II era, declining 2.6 percentage points.

Inflation remained below the Fed’s annual two percent target, which led to suggestions that the Federal Reserve could have done more to bolster the economy without the risk of price increases.

Yellen holds a unique place in Federal Reserve history. In addition to being the first woman to lead the institution, she was also the first person ever to have served at the nation’s central bank system with stints as a Fed Reserve chair (from 2014 to 2018), vice chair (from 2010 to 2014), president of the regional Federal Reserve Bank (at the San Francisco Fed, from 2004 to 2010), Fed governor (from 1994 to 1997), as well as Fed staff economist (from 1977 to 1978).

RMS Titanic was a British passenger liner operated by the White Star Line that sank in the North Atlantic Ocean on 15 April 1912, after striking an iceberg during her maiden voyage from Southampton to New York City. Of the estimated 2,224 passengers and crew aboard, more than 1,500 died, making the sinking at the time the deadliest of a single ship in the West and the deadliest peacetime sinking of a superliner or cruise ship to date. With much public attention in the aftermath the disaster has since been the material of many artistic works and a founding material of the disaster film genre.

RMS Titanic was the largest ship afloat at the time she entered service and was the second of three Olympic-class ocean liners operated by the White Star Line. She was built by the Harland and Wolff shipyard in Belfast. Thomas Andrews, chief naval architect of the shipyard at the time, died in the disaster.

Titanic was under the command of Captain Edward Smith, who also went down with the ship. The ocean liner carried some of the wealthiest people in the world, as well as hundreds of emigrants from Great Britain and Ireland, Scandinavia and elsewhere throughout Europe, who were seeking a new life in the United States. The first-class accommodation was designed to be the pinnacle of comfort and luxury, with a gymnasium, swimming pool, libraries, high-class restaurants, and opulent cabins. A high-powered radiotelegraph transmitter was available for sending passenger “marconigrams” and for the ship’s operational use. The Titanic had advanced safety features, such as watertight compartments and remotely activated watertight doors. The ship carried 16 lifeboat davits which could lower three lifeboats each, for a total of 48 boats.

However, Titanic carried only a total of 20 lifeboats, four of which were collapsible and proved hard to launch during the sinking. The carried lifeboats were enough for 1,178 people—about half the number on board, and one third of her total capacity—due to the maritime safety regulations of those days. Though at the time of the sinking the lowered lifeboats were only about half-filled.

The iceberg suspected of sinking Titanic

After leaving Southampton on 10 April 1912, Titanic called at Cherbourg in France and Queenstown (now Cobh) in Ireland, before heading west to New York. On 14 April, four days into the crossing and about 375 miles (600 km) south of Newfoundland, she hit an iceberg at 11:40 p.m. ship’s time. The collision caused the hull plates to buckle inwards along her starboard (right) side and opened five of her sixteen watertight compartments to the sea; she could only survive four flooding. Meanwhile, passengers and some crew members were evacuated in lifeboats, many of which were launched only partially loaded. A disproportionate number of men were left aboard because of a “women and children first” protocol for loading lifeboats. At 2:20 am, she broke apart and foundered with well over one thousand people still aboard. Just under two hours after Titanic sank, the Cunard liner RMS Carpathia arrived and brought aboard an estimated 705 survivors.

The disaster was met with worldwide shock and outrage at the huge loss of life, as well as the regulatory and operational failures that led to it. Public inquiries in Britain and the United States led to major improvements in maritime safety. One of their most important legacies was the establishment of the International Convention for the Safety of Life at Sea (SOLAS) in 1914, which still governs maritime safety. Several new wireless regulations were passed around the world in an effort to learn from the many missteps in wireless communications—which could have saved many more passengers.

The wreck of Titanic was discovered in 1985 (73 years after the disaster) during a Franco-American expedition and United States Military mission. Titanic has become one of the most famous ships in history, depicted in numerous works of popular culture, including books, folk songs, films, exhibits, and memorials. Titanic is the second largest ocean liner wreck in the world, only being surpassed by her sister ship HMHS Britannic, however, she is the largest sunk while in service as a liner, as Britannic was in use as a hospital ship at the time of her sinking. The final survivor of the sinking, Millvina Dean, aged two months at the time, died in 2009 at the age of 97.

At the time the Titanic sank, the 1 May 1912 issue of The Popular Magazine, an American pulp magazine, was on the news stands. It contained the short story “The White Ghost of Disaster”, which described the collision of an ocean liner with an iceberg in the Atlantic Ocean, the sinking of the vessel, and the fate of the passengers. The story, by Mayn Clew Garnett (the pseudonym of sea-story author T. Jenkins Hains), created a minor sensation.

In 1898, fourteen years before the Titanic disaster, Morgan Robertson wrote a book called The Wreck of the Titan: Or, Futility. This story features an enormous British passenger liner called the Titan, which, deemed to be unsinkable, carries insufficient lifeboats. On an April voyage, the Titan hits an iceberg and sinks in the North Atlantic with the loss of almost everyone on board.

In 1912, the German Berliner Tageblatt newspaper published a book in serial form that ran from 9 January until 24 April. This work of fiction was written by Gerhard Hauptmann, who would receive the Nobel Prize in Literature later that year. One month before the fateful April maiden voyage of the RMS Titanic, the story was published by S. Fischer Verlag as the novel Atlantis. Atlantis is a romantic tale set aboard the fictitious ocean liner Roland, which is coincidentally doomed to a fate very similar to that of the RMS Titanic. This perceived anticipation of the Titanic disaster received considerable attention at the time. A Danish silent film also titled Atlantis was produced by Nordisk Film based on the novel. The film was released less than a year after the actual tragic event. The association became evident, and it was banned in Norway, perceived as being in “bad taste”.

The Wreck of the Titan: Or, Futility is a novella written by Morgan Robertson and published as Futility in 1898, and revised as The Wreck of the Titan in 1912.

It features a fictional British ocean liner Titan that sinks in the North Atlantic after striking an iceberg. Titan and its sinking are famous for similarities to the passenger ship RMS Titanic and its sinking fourteen years later.

After the sinking of Titanic the novel was reissued with some changes, particularly in the ship’s gross tonnage.

PLOT SUMMARY

The first half of Futility introduces the hero John Rowland, a disgraced former US Navy officer. Now an alcoholic denigrated to the lowest ranks of society, he has been dismissed from the Navy and works as a deckhand on the Titan. One April night, the ship hits an iceberg and sinks, somewhat before the mid-point of the novel.

The second half of the story follows Rowland. He saves the young daughter of a former lover by jumping onto the iceberg with her. The pair find a lifeboat washed up on the iceberg, and are eventually rescued by a passing ship. But the girl is recovered by her mother and Rowland is arrested for her kidnapping. A sympathetic magistrate discharges him and rebukes the mother for being unsympathetic to her daughter’s savior. Rowland disappears from the world.

In a brief final chapter covering several years, Rowland works his way up from homeless and anonymous fisherman to a desk job and finally, two years after passing his civil service exam, to “a lucrative position under the Government”.

A later edition includes a coda. Rowland receives a letter from the mother, who congratulates him and pleads for him to visit her, and from the girl, who begs for him.

Similarities to the Titanic

Although the novel was written before RMS Titanic was even conceptualized, there are some uncanny similarities between the fictional and real-life versions. Like Titanic, the fictional ship sank in April in the North Atlantic, and there were not enough lifeboats for all the passengers. There are also similarities in size (800 ft [244 m] long for Titan versus 882 ft 9 in [269 m] long for the Titanic), speed, and life-saving equipment. After the Titanic‘s sinking, some people credited Robertson with precognition and clairvoyance, which he denied. Scholars attribute the similarities to Robertson’s extensive knowledge of shipbuilding and maritime trends.

Morgan Andrew Robertson (September 30, 1861 – March 24, 1915) was an American author of short stories and novels, and the self-proclaimed inventor of the periscope.

Futility

Robertson is best known for his short novel Futility, or the Wreck of the Titan, first published in 1898. This story features an enormous British passenger liner called the SS Titan, which, deemed to be unsinkable, carries an insufficient number of lifeboats. On a voyage in the month of April, the Titan hits an iceberg and sinks in the North Atlantic, resulting in the loss of almost everyone on board. There are many close similarities with the real-life disaster of the RMS Titanic.

The book was published 14 years before the actual Titanic, carrying an insufficient number of lifeboats, hit an iceberg on the night of April 14, 1912 and sank in the North Atlantic, killing most of the people on board. The similarities between the two have partially fuelled conspiracy theories regarding the Titanic.

Death (Murder?)

On the afternoon of March 24, 1915, Robertson was found dead in his room at the Alamac Hotel in Atlantic City, New Jersey. He was 53. It was believed that he died of an overdose of paraldehyde.

PLOT SUMMARY

In 1996, aboard the research vessel Akademik Mstislav Keldysh, Brock Lovett and his team search the wreck of RMS Titanic. They recover a safe they hope contains a necklace with a large diamond known as the Heart of the Ocean. Instead, they only find a drawing of a young nude woman wearing the necklace. The sketch is dated April 14, 1912, the same day the Titanic struck the iceberg that caused it to sink. Rose Dawson Calvert, the woman in the drawing, is brought aboard Keldysh. She recounts her experiences aboard Titanic.

In 1912 Southampton, 17-year-old Rose DeWitt Bukater, her wealthy fiancé Caledon “Cal” Hockley, and Rose’s widowed mother, Ruth, board the Titanic. Ruth emphasizes that Rose’s marriage to Cal will resolve the family’s financial problems and maintain their upper-class status. Meanwhile, Jack Dawson, a poor young artist, wins a third-class Titanic ticket in a poker game. After setting sail, Rose, distraught over her loveless engagement, climbs over the stern railing, intending to jump overboard. Jack appears and coaxes her back onto the deck. James Francis Cameron CC (born August 16, 1954) is a Canadian filmmaker. Best known for making science fiction and epic films, he first gained recognition for directing The Terminator (1984). Ghosts of the Abyss is a 2003 American documentary film produced by Walden Media and released in most countries by Walt Disney Pictures. It was directed by James Cameron after his 1997 film Titanic. During August and September 2001, Cameron and a group of scientists staged an expedition to the wreck of the RMS Titanic and dived in Russian deep-submersibles to obtain more detailed images than anyone had before. With the help of two small, purpose-built remotely operated vehicles, nicknamed “Jake” and “Elwood”, the audience too can see inside the Titanic, and with the help of CGI, audiences can view the ship’s original appearance superimposed on the deep-dive images.

Also along for the ride Cameron invited his friend, actor Bill Paxton, who played Brock Lovett in the 1997 film. Paxton narrates the event through his eyes. The film premiered for IMAX 3D and was nominated for a BFCA award for Best Documentary. The submersibles Mir 1 and Mir 2 carried the filming team on 12 dives.

The film is also known as Titanic 3D: Ghosts of the Abyss.

The sinking of the RMS Titanic in 1912 shocked the world and attracted controversy resulting in a number of conspiracy theories have been put forward regarding the disaster.

One such hypothesis is that the sunken ship was actually the Titanic‘s near-identical sister-ship Olympic, which was the subject of a large insurance claim, and that the two vessels were secretly switched prior to the voyage.

Deliberately sunk

Some theorists believe that the Titanic was sunk on purpose to eliminate opposition to the creation of the Federal Reserve Bank. Some of the wealthiest men in the world were aboard the Titanic for her maiden voyage, several of whom, including John Jacob Astor IV, Benjamin Guggenheim, and Isidor Straus, were allegedly opposed to the creation of a U.S. central bank. All three men died during the sinking. Conspiracy theorists suggest that J.P. Morgan, the legendary 74-year-old financier who set up the investment banking firm that still bears his name, arranged to have the men board the ship and then sink her to eliminate them. Morgan, nicknamed the “Napoleon of Wall Street”, had helped create General Electric, U.S. Steel, and International Harvester, and was credited with almost single-handedly saving the U.S. banking system during the Panic of 1907. Morgan did have a hand in the creation of the Federal Reserve, and owned the International Mercantile Marine, which owned the White Star Line, and thus the Titanic.

Morgan, who had attended the Titanic‘s launching in 1911, had a personal suite aboard the ship with his own private promenade deck and a bath equipped with specially designed cigar holders. He was reportedly booked on the ship’s maiden voyage but instead canceled the trip and remained at the French resort of Aix-les-Bains to enjoy his morning massages and sulfur baths. His last-minute cancellation has fuelled speculation among conspiracy theorists that he knew her fate.

Titanic’s Passengers

Titanic‘s passengers numbered approximately 1,317 people: 324 in First Class, 284 in Second Class, and 709 in Third Class. Of these, 869 (66%) were male and 447 (34%) female. There were 107 children aboard, the largest number of whom were in Third Class. The ship was considerably under capacity on her maiden voyage, as she could accommodate 2,453 passengers—833 First Class, 614 Second Class, and 1,006 Third Class.

Usually, a high prestige vessel like Titanic could expect to be fully booked on its maiden voyage. However, a national coal strike in the UK had caused considerable disruption to shipping schedules in the spring of 1912, causing many crossings to be cancelled. Many would-be passengers chose to postpone their travel plans until the strike was over. The strike had finished a few days before Titanic sailed; however, that was too late to have much of an effect. Titanic was able to sail on the scheduled date only because coal was transferred from other vessels which were tied up at Southampton, such as SS City of New York and RMS Oceanic, as well as coal Olympic had brought back from a previous voyage to New York, which had been stored at the White Star Dock.

Titanic‘s owner J. P. Morgan was scheduled to travel on the maiden voyage but cancelled at the last minute.

Also aboard the ship were the White Star Line’s managing director J. Bruce Ismay and Titanic‘s designer Thomas Andrews†, who was on board to observe any problems and assess the general performance of the new ship.

The exact number of people aboard is not known, as not all of those who had booked tickets made it to the ship; about 50 people cancelled for various reasons, and not all of those who boarded stayed aboard for the entire journey. Fares varied depending on class and season. Third Class fares from London, Southampton, or Queenstown cost £7 5s (equivalent to £700 today) while the cheapest First Class fares cost £23 (£2,300 today). The most expensive First Class suites were to have cost up to £870 in high season (£87,000 today).

John JacobJackAstor IV (July 13, 1864 – April 15, 1912) was an American business magnate, real estate developer, investor, writer, lieutenant colonel in the Spanish–American War, and a prominent member of the Astor family.

Astor died in the sinking of RMS Titanic during the early hours of April 15, 1912. Astor was the richest passenger aboard the RMS Titanic and was thought to be among the richest people in the world at that time with a net worth of roughly $87 million when he died (equivalent to $2.3 billion in 2019).

Titanic

While traveling, Madeleine Force Astor became pregnant. Wanting the child born in the U.S., the Astors boarded Titanic on her maiden voyage to New York. They embarked in Cherbourg, France, in first class and were the wealthiest passengers aboard. Accompanying the Astors were Astor’s valet, Victor Robbins; Force’s maid, Rosalie Bidois; and her nurse, Caroline Louise Endres. They also took their pet Airedale, Kitty. The Astors were deeply fond of their dog and had come close to losing her on a previous trip when she went missing in Egypt. Kitty did not survive the sinking. A short while after Titanic hit the iceberg that caused her to sink, Astor informed his wife of the collision but told her the damage did not appear to be serious. Some time later, as the ship’s lifeboats for first class were being manned, Astor remained unperturbed; he and his family played with the mechanical horses in the gymnasium. At some point Astor is thought to have sliced the lining of an extra lifebelt with a pen knife to show his wife its contents, either to prove they were not of use or to reassure her that they were. He even declared: “We are safer here than in that little boat.”

When Second Officer Charles Lightoller later arrived on A Deck to finish loading Lifeboat 4, Astor helped his wife, with her maid and nurse, into it. He then asked if he might join his wife because she was in “a delicate condition;” however, Lightoller told him men were not to be allowed to board until all the women and children had been loaded.

According to Titanic passenger Archibald Gracie IV, “She was lifted up through the window, and her husband helped her on the other side, and when she got in, her husband was on one side of this window and I was on the other side, at the next window. I heard Mr Astor ask the second officer whether he would not be allowed to go aboard this boat to protect his wife. He said, “No, sir, no man is allowed on this boat or any of the boats until the ladies are off.” Mr. Astor then said (something to the effect of) “Well, tell me the number of this boat so I may find her afterwards” and was told “Number 4.” A news article posted in the Chicago Record Herald tells of Astor placing his wife into the final lifeboat then ordering Ida Sophia Hippach and her 17-year-old daughter Jean Gertrude to take the final two places before the boat set sail.

After Lifeboat 4 was lowered at 1:55 am, Astor is said to have stood alone while others tried to free the remaining collapsible boats; he was last seen alive on the starboard bridge wing, smoking a cigarette with Jacques Futrelle. A mere half hour later, the ship disappeared beneath the ocean. Madeleine Force Astor, her nurse, and her maid survived. Colonel Astor, his valet, Victor Robbins, and Futrelle did not.

In the aftermath, ships were sent out to retrieve the bodies from the site of the sinking; of the 1,517 passengers and crew who perished in the sinking, only 333 bodies were ever recovered. Astor’s body was recovered on April 22 by the cable ship Mackay-Bennett. Astor was identified by the initials sewn on the label of his jacket. Among the items found on him was a gold pocket watch, which his son Vincent claimed and wore the rest of his life.

In his memoir, Gracie claims that Astor’s body was recovered in a crushed condition. This led to popular belief that Astor was killed by the first funnel falling from the ship. However, two crew-members on the Mackay Bennett, and Captain Richard Roberts, the commander of Astor’s yacht, said that apart from some slight discolouration by water, Astor’s body was pristine. Survivor Philip Mock was quoted as claiming to have seen Astor in the water clinging to a raft with William Thomas Stead. “Their feet became frozen,” said Mock, “and they were forced to release their hold. Both were drowned.”

Astor was buried in Trinity Church Cemetery in Manhattan, New York City. Four months after Titanic sank, Madeleine Astor gave birth to his second son, John Jacob “Jakey” Astor VI.

Benjamin Guggenheim (October 26, 1865 – April 15, 1912) was an American businessman.

He died aboard RMS Titanic when the ship sank in the North Atlantic Ocean. His body was never recovered.

Aboard the Titanic

Guggenheim boarded the RMS Titanic and was accompanied by his mistress, a French singer named Léontine Aubart (1887–1964); his valet, Victor Giglio (1888–1912); his chauffeur, René Pernot (1872–1912); and Madame Aubart’s maid, Emma Sägesser (1887–1964). His ticket was number 17593 and cost £79 4s (other sources give the price as £56 18s 7d). He and Giglio occupied stateroom cabin B84 while Aubart and Sägesser occupied cabin B35. Pernot occupied an unknown cabin in second class.

Guggenheim and Giglio slept through the Titanic‘s encounter with the iceberg only to be awakened just after midnight ship’s time by Aubart and Sägesser, who had felt the collision. Sägesser later quoted Giglio as saying, “Never mind, icebergs! What is an iceberg?” Guggenheim was persuaded to awaken and dress, and bedroom steward Henry Samuel Etches helped fit him with a lifebelt and a heavy sweater before sending Guggenheim, Giglio, and the two women up to the boat deck.

As Aubart and Sägesser reluctantly entered Lifeboat No. 9, Guggenheim spoke to the maid in German, saying, “We will soon see each other again! It’s just a repair. Tomorrow the Titanic will go on again.” Realizing that the situation was much more serious than he had implied and that he was not going to be rescued, he returned to his cabin with Giglio and the two men changed into evening wear. Titanic survivor Rose Amelie Icard wrote in a letter, “The millionaire Benjamin Guggenheim after having helped the rescue of women and children, got dressed and put a rose at his buttonhole, to die.” He was heard to remark, “We’ve dressed up in our best and are prepared to go down like gentlemen.” Etches, who survived the sinking, recorded Guggenheim’s message: “If anything should happen to me, tell my wife in New York that I’ve done my best in doing my duty.” Etches reported that “shortly after the last few boats were lowered and I was ordered by the deck officer to man an oar, I waved good-bye to Mr. Guggenheim, and that was the last I saw of him and [Giglio].” Both men died in the sinking. Their bodies, if recovered, were never identified. Guggenheim’s chauffeur Pernot was also lost in the disaster.

Isidor Straus (February 6, 1845 – April 15, 1912) was a Bavarian-born American Jewish businessman, politician and co-owner of Macy’s department store with his brother Nathan. He also served for just over a year as a member of the United States House of Representatives.

He died with his wife, Ida, in the sinking of the passenger ship RMS Titanic.

Death on the Titanic

Traveling back from a winter in Europe, mostly spent at Cape Martin in southern France, Isidor and his wife were passengers on the RMS Titanic when, at about 11:40 p.m. on April 14, 1912, it hit an iceberg. Once it was clear the Titanic was sinking, Ida refused to leave Isidor and would not get into a lifeboat without him. According to friend and Titanic survivor Colonel Archibald Gracie IV, when he offered to ask an officer if Isidor could enter a lifeboat with Ida, Isidor refused to be made an exception; Ida is reported to have said, “I will not be separated from my husband. As we have lived, so will we die, together.” Ida gave her maid, Ellen Bird, her fur coat and insisted she get into lifeboat #8. Isidor and Ida were last seen on deck arm in arm. Eyewitnesses described the scene as a “most remarkable exhibition of love and devotion”. The ship sank at 2:20 am. Isidor’s body was recovered by the cable ship Mackay-Bennett and taken to Halifax, Nova Scotia, where it was identified before being shipped to New York. He was first buried in the Straus-Kohns Mausoleum at Beth-El Cemetery in Brooklyn, then moved to the Straus Mausoleum in Woodlawn Cemetery in the Bronx in 1928. Ida’s body was never found, so the family collected water from the wreck site and placed it in an urn in the mausoleum. Isidor and Ida are memorialized on a cenotaph outside the mausoleum with a quote from the Song of Solomon (8:7): “Many waters cannot quench love—neither can the floods drown it.”

Numerous notable and prominent people of the era, who held tickets for the westbound passage or were guests of those who held tickets, did not sail. Others were waiting in New York to board for the passage back to Plymouth, England, on the second leg of Titanic‘s maiden voyage. Many unused tickets that survived, whether they were for the westbound passage or the return eastbound passage, have become quite valuable as Titanic-related artifacts. Those who held tickets for a passage, but did not actually sail, include Theodore Dreiser, Henry Clay Frick, Milton S. Hershey, Guglielmo Marconi, John Pierpont Morgan, John Mott, George Washington Vanderbilt II.

The notables who planned to sail on the fateful voyage included a world-famous novelist, a radio pioneer and America’s biggest tycoons.

The sinking of the Titanic claimed some 1,500 lives, among them a gallery of early 20th-century A-list celebrities. Captains of industry John Jacob Astor IV and Benjamin Guggenheim both went down with the ship, as did Macy’s co-owner Isidor Straus and his wife, Ida, who refused to leave his side. The popular American mystery writer Jacques Futrelle, the American painter and sculptor Francis Millet, and Maj. Archibald Butt, friend and aide to then-President William Howard Taft, were lost as well.

But for all the boldface names among the Titanic’s victims, many more might have been aboard, but for the vagaries of fate. Among them were:

J. Pierpont Morgan

The legendary 74-year-old financier, nicknamed the “Napoleon of Wall Street,” had helped create General Electric and U.S. Steel and was credited with almost singlehandedly saving the U.S. banking system during the Panic of 1907.

Among his varied business interests was the International Mercantile Marine, the shipping combine that controlled Britain’s White Star Line, owner of the Titanic. Morgan attended the ship’s launching in 1911 and had a personal suite on board with his own private promenade deck and a bath equipped with specially designed cigar holders. He was reportedly booked on the maiden voyage but instead remained at the French resort of Aix to enjoy his morning massages and sulfur baths.

“Monetary losses amount to nothing in life,” he told a visiting New York Times reporter days after the sinking. “It is the loss of life that counts. It is that frightful death.”

Theodore Dreiser

The novelist, then 40, considered returning from his first European holiday aboard the Titanic; an English publisher talked him out of the plan, persuading the writer that taking another ship would be less expensive.

Dreiser was at sea aboard the liner Kroonland when he heard the news. He recalled his reaction the following year in his memoir, A Traveler at Forty: “To think of a ship as immenseas the Titanic, new and bright, sinking in endless fathoms of water. And the two thousand passengers routed like rats from their berths only to float helplessly in miles of water, praying and crying!”

Henry Clay Frick

The Pittsburgh steel baron was a business associate of fellow non-passenger J.P. Morgan. He canceled his passage on the Titanic when his wife sprained her ankle and had to be hospitalized in Italy.

Milton Snavely Hershey

The man behind the Hershey’s Milk Chocolate Bar, Hershey’s Kisses, Hershey’s Syrup, and the Pennsylvania city that bears his name had spent the winter in France and planned to sail home on the Titanic. The Hershey Community Archives has in its collection a $300 check Hershey wrote to the White Star Line in December 1911, believed to be a 10 percent deposit toward his stateroom, according to archivist Tammy L. Hamilton. Fortunately for Hershey, business back home apparently intervened, and he and his wife instead caught a ship that was sailing earlier, the German liner Amerika. The Amerika would earn its own footnote in the disaster, as one of several ships to send the Titanic warnings of ice in its path.

Guglielmo Marconi

The Italian inventor, wireless telegraphy pioneer and winner of the 1909 Nobel Prize in Physics was offered free passage on Titanic but had taken the Lusitania three days earlier. As his daughter Degna later explained, he had paperwork to do and preferred the public stenographer aboard that vessel.

Although Marconi was later grilled by a Senate committee over allegations that his company’s wireless operators had withheld news from the public in order to sell information to the New York Times, he emerged from the disaster as one of its heroes, his invention credited with saving more than 700 lives.

Three years later, Marconi would narrowly escape another famous maritime disaster. He was on board the Lusitania in April 1915 on the voyage immediately before it was sunk by a German U-boat in May.

John R. Mott

Though perhaps less well known today than the others on our list, Mott was an influential evangelist and longtime YMCA official, who shared the Nobel Peace Prize in 1946. He and a colleague were supposedly offered free passage on the Titanic by a White Star Line official interested in their work but declined and instead took the more humble liner Lapland. According to a biography by C. Howard Hopkins, when they reached New York and heard about the disaster, “It is said that the two men looked at each other and one voiced their common thought: ‘The Good Lord must have more work for us to do.’ ”

George Washington Vanderbilt II

The 34-year-old multimillionaire sportsman, an heir to the Vanderbilt shipping and railroad empire, was returning from a trip to Europe and canceled his passage on the Titanic so late that some early newspaper accounts listed him as being on board. Vanderbilt lived on to become one the most celebrated casualties of the Lusitania sinking three years later.

John Pierpont Morgan Sr. (April 17, 1837 – March 31, 1913) was an American financier and investment banker who dominated corporate finance on Wall Street throughout the Gilded Age. As the head of the banking firm that ultimately became known as J.P. Morgan and Co., he was the driving force behind the wave of industrial consolidation in the United States spanning the late 19th and early 20th centuries.

Over the course of his career on Wall Street, J.P. Morgan spearheaded the formation of several prominent multinational corporations including U.S. Steel, International Harvester and General Electric which subsequently fell under his supervision. He and his partners also held controlling interests in numerous other American businesses including Aetna, Western Union, Pullman Car Company and 21 railroads. Due to the extent of his dominance over U.S. finance, Morgan exercised enormous influence over the nation’s policies and the market forces underlying its economy. During the Panic of 1907, he organized a coalition of financiers that saved the American monetary system from collapse.

As the Progressive Era’s leading financier, J.P. Morgan’s dedication to efficiency and modernization helped transform the shape of the American economy. Adrian Wooldridge characterized Morgan as America’s “greatest banker”. Morgan died in Rome, Italy, in his sleep in 1913 at the age of 75, leaving his fortune and business to his son, John Pierpont Morgan Jr. Biographer Ron Chernow estimated his fortune at $80 million (equivalent to $2.2 billion in 2021).

International Mercantile Marine

In 1902, J.P. Morgan & Co. financed the formation of International Mercantile Marine Company (IMMC), an Atlantic shipping company which absorbed several major American and British lines in an attempt to monopolize the shipping trade. IMMC was a holding company that controlled subsidiary corporations that had their own operating subsidiaries. Morgan hoped to dominate transatlantic shipping through interlocking directorates and contractual arrangements with the railroads, but that proved impossible because of the unscheduled nature of sea transport, American antitrust legislation, and an agreement with the British government. One of IMMC’s subsidiaries was the White Star Line, which owned the RMS Titanic. The ship’s famous sinking in 1912, the year before Morgan’s death, was a financial disaster for IMMC, which was forced to apply for bankruptcy protection in 1915. Analysis of financial records shows that IMMC was over-leveraged and suffered from inadequate cash flow causing it to default on bond interest payments. Saved by World War I, IMMC eventually re-emerged as the United States Lines, which went bankrupt in 1986.

Titanic

Morgan was scheduled to travel on the ill-fated maiden voyage of the RMS Titanic, but canceled at the last minute, choosing to remain at a resort in Aix-les-Bains, France. The White Star Line, which operated Titanic, was part of Morgan’s International Mercantile Marine Company, and Morgan was to have his own private suite and promenade deck on the ship. In response to the sinking of Titanic, Morgan purportedly said:

Frick & Company coke manufacturing company, was chairman of the Carnegie Steel Company, and played a major role in the formation of the giant U.S. Steel manufacturing concern. He also financed the construction of the Pennsylvania Railroad and the Reading Company, and had extensive real estate holdings in Pittsburgh and throughout the state of Pennsylvania. He later built the historic neoclassical Frick Mansion (now a landmark building in Manhattan), and upon his death donated his extensive collection of old master paintings and fine furniture to create the celebrated Frick Collection and art museum. However, as a founding member of the South Fork Fishing and Hunting Club, he was also in large part responsible for the alterations to the South Fork Dam that caused its failure, leading to the catastrophic Johnstown Flood. His vehement opposition to unions also caused violent conflict, most notably in the Homestead Strike.

Milton Snavely Hershey (September 13, 1857 – October 13, 1945) was an American chocolatier, businessman, and philanthropist.

Trained in the confectionery business, Hershey pioneered the manufacture of caramel, using fresh milk. He launched the Lancaster Caramel Company, which achieved bulk exports, and then sold it to start a new company supplying mass-produced milk chocolate, previously a luxury good.

The first Hershey bars were sold in 1900 and proved so popular that he was able to build his own company town of Hershey, Pennsylvania. Hershey’s philanthropy extended to a boarding school, originally for local orphans, but accommodating around 2,000 students as of 2016. In World War II, the company developed a special non-melting bar for troops serving overseas. The Hershey Company, known as Hershey’s, is one of the world’s biggest confectionery manufacturers.

Titanic

In 1912, the Hersheys were booked to travel on the ill-fated maiden voyage of the British luxury liner RMS Titanic. They canceled their reservations at the last minute due to business matters requiring Hershey’s attention. The cancellation is often incorrectly attributed to Kitty Hershey falling ill, but by this time, she had been ill for several years. Instead, they booked passage to New York on the German luxury liner SS Amerika. The former Hershey Museum displayed a copy of the check Milton Hershey wrote to the White Star Line as a deposit for a first-class stateroom on the Titanic. This copy is now located in the archives of the Hershey Story Museum, which replaced the original Hershey Museum in 2009.

Guglielmo Giovanni Maria Marconi, 1st Marquis of Marconi FRSA (25 April 1874 – 20 July 1937) was an Italian inventor and electrical engineer, known for his creation of a practical radio wave-based wireless telegraph system. This led to Marconi being credited as the inventor of radio, and he shared the 1909 Nobel Prize in Physics with Karl Ferdinand Braun “in recognition of their contributions to the development of wireless telegraphy”.

Marconi was also an entrepreneur, businessman, and founder of The Wireless Telegraph & Signal Company in the United Kingdom in 1897 (which became the Marconi Company). In 1929, Marconi was ennobled as a Marchese (marquis) by King Victor Emmanuel III of Italy, and, in 1931, he set up Vatican Radio for Pope Pius XI.

Titanic

The role played by Marconi Co. wireless in maritime rescues raised public awareness of the value of radio and brought fame to Marconi, particularly the sinking of the RMS Titanic on 15 April 1912 and the RMS Lusitania on 7 May 1915.

RMS Titanic radio operators Jack Phillips and Harold Bride were not employed by the White Star Line but by the Marconi International Marine Communication Company. After the sinking of the ocean liner on 15 April 1912, survivors were rescued by the RMS Carpathia of the Cunard Line. The Carpathia took a total of 17 minutes to both receive and decode the SOS signal sent by the Titanic. There was a distance of 58 miles between the two ships. When Carpathia docked in New York, Marconi went aboard with a reporter from The New York Times to talk with Bride, the surviving operator. After this incident, Marconi gained popularity and became more recognised for his contributions to the field of radio and wireless technology.

On 18 June 1912, Marconi gave evidence to the Court of Inquiry into the loss of the Titanic regarding the marine telegraphy’s functions and the procedures for emergencies at sea. Britain’s Postmaster-General summed up, referring to the Titanic disaster: “Those who have been saved, have been saved through one man, Mr. Marconi … and his marvellous invention.” Marconi was offered free passage on the Titanic before she sank, but had taken the Lusitania three days earlier. As his daughter Degna later explained, he had paperwork to do and preferred the public stenographer aboard that vessel.

John Raleigh Mott (May 25, 1865 – January 31, 1955) was an evangelist and long-serving leader of the Young Men’s Christian Association (YMCA) and the World Student Christian Federation (WSCF). He received the Nobel Peace Prize in 1946 for his work in establishing and strengthening international Protestant Christian student organizations that worked to promote peace. He shared the prize with Emily Balch. From 1895 until 1920 Mott was the General Secretary of the WSCF. Intimately involved in the formation of the World Council of Churches in 1948, that body elected him as a lifelong honorary President. He helped found the World Student Christian Federation in 1895, the 1910 World Missionary Conference and the World Council of Churches in 1948. His best-known book, The Evangelization of the World in this Generation, became a missionary slogan in the early 20th century.

Mott and a colleague were offered free passage on the Titanic in 1912 by a White Star Line official who was interested in their work, but they declined and took the more humble liner the SS Lapland. According to a biography by C. Howard Hopkins, upon hearing of the news in New York City, the two men looked at each other and remarked that, “The Good Lord must have more work for us to do.”

George Washington Vanderbilt II (November 14, 1862 – March 6, 1914) was an art collector and member of the prominent Vanderbilt family, which amassed a huge fortune through steamboats, railroads, and various business enterprises. He commissioned the construction of a 250-room mansion, the largest privately owned home in the United States, which he named Biltmore Estate.

Titanic

In 1912, George and Edith booked passage on the doomed Titanic, but they changed their plans at the last minute via telephone, instead sailing on her sister ship, the Olympic. The Olympic left port before Titanic, and the Vanderbilts arrived in New York before the sinking. Accounts vary, but it has been suggested that a family member (reportedly his wife’s well-travelled sister) warned the pair from travelling on Titanic, saying, “so many things can go wrong on a maiden voyage”. According to Vanderbilt family history, George’s mother had a premonition about Titanic and advised George from boarding. It’s possible both warnings were acknowledged and heeded. In any case, Edith, in a letter to her friend Emily Ford Skeel (sister of Paul Leicester Ford), explained: “For no reason whatsoever we decided to sail on the Olympic and had only 18 hours to get ready in. We were homesick, and simply felt we must get home, and changed our ship, as I say, at the Eleventh hour!” Unfortunately, however, a servant to the Vanderbilts, Frederick Wheeler, perished aboard Titanic in second class, as, due to the close timing of their switch, the Vanderbilts were forced to leave most of their luggage aboard Titanic, and so Wheeler retained his ticket to travel with it.

Joseph Bruce Ismay (12 December 1862– 17 October 1937) was an English businessman who served as chairman and managing director of the White Star Line.

In 1912, he came to international attention as the highest-ranking White Star official to survive the sinking of the company’s new flagship RMS Titanic, for which he was subject to severe criticism.

RMS Titanic

In 1907, Ismay met Lord Pirrie of the Harland & Wolff shipyard to discuss White Star’s answer to the RMS Lusitania and the RMS Mauretania, the recently unveiled marvels of their chief competitor, Cunard Line. Ismay’s new type of ship would not be as fast as their competitors, but it would have huge steerage capacity and luxury unparalleled in the history of ocean-going steamships. The latter feature was largely meant to attract the wealthy and the prosperous middle class. Three ships of the Olympic class were planned and built. They were in order RMS Olympic, RMS Titanic and RMS (later HMHS) Britannic.

In a highly controversial move, during construction of the first two Olympic-class liners, Ismay authorised the projected number of lifeboats reduced from 48 to 16, the latter being the minimum allowed by the Board of Trade, based on the RMS Olympic‘s tonnage.

Ismay occasionally accompanied his ships on their maiden voyages, and this was the case with the Titanic. During the voyage, Ismay talked with either (or possibly both) chief engineer Joseph Bell or Captain Edward J. Smith about a possible test of speed if time permitted. After the ship collided with an iceberg 400 miles south of the Grand Banks of Newfoundland on the night of 14 April 1912, it became clear that it would sink long before any rescue ships could arrive.

Ismay stepped aboard Collapsible C, which was launched less than 20 minutes before the ship went down.

He later testified that as the ship was in her final moments, he turned away, unable to watch. Collapsible C was picked up by the Carpathia about 3–4 hours later.

After being picked up by the Carpathia, Ismay was led to the cabin belonging to the ship’s doctor, Frank Mcgee. He gave Captain Rostron a message to send to White Star’s New York office:

“Deeply regret advise you Titanic sank this morning fifteenth after collision iceberg, resulting serious loss life further particulars later”. Bruce Ismay.

Ismay did not leave Dr. Mcgee’s cabin for the entire journey, ate nothing solid, and was kept under the influence of opiates. Another survivor, 17-year-old Jack Thayer, visited Ismay to try to console him, despite having just lost his father in the sinking.

[Ismay] was staring straight ahead, shaking like a leaf. Even when I spoke to him, he paid absolutely no attention. I have never seen a man so completely wrecked.

When he arrived in New York, Ismay was hosted by Philip Franklin, vice president of the company. He also received a summons to appear before a Senate committee headed by Republican Senator William Alden Smith. Ismay later testified at the Titanic disaster inquiry hearings held by both the U.S. Senate (chaired by Senator William Alden Smith) the following day, and the British Board of Trade (chaired by Lord Mersey) a few weeks later.

William James Pirrie, 1st Viscount Pirrie, KP, PC, PC (Ire) (31 May 1847 – 7 June 1924) was a leading British shipbuilder and businessman. He was chairman of Harland and Wolff, shipbuilders, between 1895 and 1924, and also served as Lord Mayor of Belfast between 1896 and 1898. He was ennobled as Baron Pirrie in 1906, appointed a Knight of the Order of St Patrick in 1908 and made Viscount Pirrie in 1921. In the months leading up to the 1912 Titanic disaster, Lord Pirrie was questioned about the number of life boats aboard the Olympic-class ships. He responded that the great ships were unsinkable and the rafts were to save others. This would haunt him forever. In Belfast he was, on other grounds, already a controversial figure: a Protestant employer associated as a leading Liberal with a policy of Home Rule for Ireland.

Career

Pirrie was educated at the Royal Belfast Academical Institution before entering Harland and Wolff shipyard as a gentleman apprentice in 1862. Twelve years later he was made a partner in the firm, and on the death of Sir Edward Harland in 1895 he became its chairman, a position he was to hold until his death. As well as overseeing the world’s largest shipyard, Pirrie was elected Lord Mayor of Belfast in 1896, and was re-elected to the office as well as made an Irish Privy Counsellor the following year. He became Belfast’s first honorary freeman in 1898, and served in the same year as High Sheriff of Antrim and subsequently of County Down. In February 1900 he was elected President of the Chamber of Shipping of the United Kingdom, where he had been vice-president the previous year. He helped finance the Liberals in Ulster in the 1906 general election, and that same year, at the height of Harland and Wolff’s success, he was raised to the peerage as Baron Pirrie, of the City of Belfast.

In 1907 Pirrie was appointed Comptroller of the Household to the Lord-Lieutenant of Ireland, and in 1908 he was appointed Knight of St Patrick (KP). Pro-Chancellor of The Queen’s University of Belfast from 1908 to 1914, Pirrie was also in the years before the First World War a member of the Committee on Irish Finance as well as Lieutenant for the City of Belfast (both 1911)

In February 1912, after chairing a famous meeting of the Ulster Liberal Association at which Winston Churchill defended the government’s policy of Home Rule for Ireland, Pirrie was jeered on the streets of Belfast, and assaulted as he boarded a steamer in Larne: pelted with rotten eggs, herrings, and bags of flour. In 1910, the Ulster Liberal Association, an overwhelmingly Protestant body, with a weekly newspaper, and branch network throughout Ulster, had adopted (in opposition to the Ulster Liberal Unionist Association) an explicitly pro-home rule position.

Two months later, April 1912, he was to travel aboard the Titanic, but illness prevented him from joining the ill-fated passage.

During the war he was a member of the War Office Supply Board, and in 1918 became Comptroller-General of Merchant Shipbuilding, organising British production of merchant ships.

In 1921 Pirrie was elected to the Northern Ireland Senate, and that same year was created Viscount Pirrie, of the City of Belfast, in the honours for the opening of the Parliament of Northern Ireland in July 1921, for his war work and charity work.

Thomas Andrews Jr. (7 February 1873 – 15 April 1912) was a British businessman and shipbuilder. He was managing director and head of the drafting department of the shipbuilding company Harland and Wolff in Belfast, Ireland.

He was the naval architect in charge of the plans for the ocean liner Titanic and perished along with more than 1,500 others when the ship sank during her maiden voyage.

RMS Titanic

In 1907, Andrews began to oversee the plans for three new ocean liners for the White Star Line: the RMS Olympic, the RMS Titanic and the RMS (later HMHS) Britannic. All three ships were designed by Andrews, William Pirrie and general manager Alexander Carlisle to be the largest, safest and most luxurious ships at sea. As he had done for the other ships he had overseen, Andrews familiarised himself with every detail of Olympic, Titanic and Britannic, in order to ensure that they were in optimal working order. Notably, Andrews’s suggestions that the ship have 48 lifeboats (instead of the 20 it ultimately carried) as well as a double hull and watertight bulkheads that went up to B deck, were overruled.

Andrews headed a group of Harland and Wolff workers called the guarantee group, who went on the maiden voyages of their ships in order to observe ship operations and spot any necessary improvements. Titanic was no exception, so Andrews and the rest of his Harland and Wolff group travelled from Belfast to Southampton on Titanic for the beginning of her maiden voyage on 10 April 1912. During the voyage, Andrews took notes on various improvements he felt were needed, primarily cosmetic changes to various facilities. However, on 14 April, Andrews remarked to a friend that Titanic was “as nearly perfect as human brains can make her.”

On 14 April at 11:40 PM, Titanic struck an iceberg on the ship’s starboard side. Andrews was in his cabin, planning changes he wanted to make to the ship, and barely noticed the collision. Captain Edward J. Smith had Andrews summoned to help examine the damage. Andrews and Captain Smith discussed the damage to the ship shortly after the collision and toured the damaged section of the ship, receiving several reports of the vessel’s damage. Andrews determined that the first five of the ship’s sixteen watertight compartments were rapidly flooding, more than the four that the vessel was supposed to withstand. He relayed this information to Captain Smith, stating that it was a ‘mathematical certainty’ that the ship will sink and adding that in his opinion, the vessel had only about an hour before foundering. He also informed Smith of the severe shortage of lifeboats on board the ship.

As the evacuation began, Andrews tirelessly searched staterooms telling the passengers to put on lifebelts and go up on deck. Many survivors testified to have met or spotted Andrews several times. Fully aware of the short time the ship had left and of the lack of lifeboat space for all passengers and crew, he continued to urge reluctant people into the lifeboats in the hope of filling them with as many people as possible. Titanic sank at 2:20 a.m, and Andrews perished along with more than 1500 others. His body was never recovered.

Death

Andrews was reportedly last seen by John Stewart, a steward on the ship, after approximately 2:05 a.m. Andrews was standing alone in the 1st-class smoking room with his arms folded, his lifebelt lying on a nearby table. Stewart asked him: “Aren’t you going to have a try for it, Mr. Andrews?” Andrews didn’t answer or move, apparently in a state of shock. Walter Lord suggested that he was staring at a Norman Wilkinson painting over the fire place that depicted the entrance to Plymouth Sound, which Titanic had been expected to visit on her return voyage. This led to popular belief that Andrews may have made no attempt to escape and waited in the smoking room for the end.

Although this has become one of the most famous stories of the Titanic disaster – published in a 1912 book (Thomas Andrews: Shipbuilder by Shan Bullock) and thereby perpetuated – there is circumstantial evidence to show that Stewart, in fact, left the ship in lifeboat No. 15 at approximately 1:40 a.m., half an hour before his reputed sighting of Andrews. In Thomas Andrews: Shipbuilder, Bullock wrote that Andrews likely stayed in the smoking room for some time to gather his thoughts, then continued assisting with the evacuation. Bullock even discussed several other very later sightings of Andrews after that moment. Another sighting of Andrews was around 2:00 a.m., where he was seen on the back of the boat deck. The crowd had begun to stir, but some women remained reluctant to leave the ship. To be heard and to draw attention to himself, Andrews waved his arms and called to them in a loud voice. This didn’t do anything, so he began frantically throwing deck chairs into the ocean for people to use as floatation devices. Bullock also said that Andrews was seen, carrying a lifebelt, possibly the same lifebelt that was lying on the table in the smoking room, heading to the bridge, perhaps in search of Captain Smith. In addition, mess steward Cecil Fitzpatrick claimed to have seen Andrews and Captain Smith together on the bridge just a few minutes before the ship began its final plunge, and that both men jumped overboard just before the bridge was submerged.

Stanley Phillip Lord (13 September 1877 – 24 January 1962) was captain of the SS Californian, the nearest ship to the Titanic on the night it sank on 15 April 1912, and, depending on which sources are believed, likely the only ship to see the Titanic, or at least its rockets, during the sinking.

Lord, and the Californian more generally, have been criticized for the fact that the Californian did not render timely assistance to the Titanic despite being only 20 miles away and the only ship that could have reached Titanic before she sank.

Two official inquiries were critical of Lord, but did not recommend criminal charges. Subsequent authors have offered differing opinions on Lord’s actions, with some defending, and others criticizing him. The passion among the two factions has resulted in the labels of “Lordites” and “Anti-Lordites” being applied to the two camps. Central points of debate typically include the appropriateness of Lord’s response to the rockets, whether the Californian and Titanic were in fact visible to one another (and additionally the visibility of the rockets), the possible presence of one or more “Mystery Ships” that may have been the ships seen by either the Titanic or Californian (assuming they did not in fact see each other), and whether or not the Californian could have saved any additional lives had it attempted to render assistance more quickly.

When reaching the Titanic, Evans tapped out “I say old man, we are stopped and surrounded by ice.” The Californian was so close to the Titanic that the message was very loud in the ears of Titanic First Wireless Operator Jack Phillips, who angrily replied “Keep out! Shut up! I am working [i.e., communicating with] Cape Race.”

Earlier in the day the wireless equipment aboard the Titanic had broken down and Phillips, along with Second Wireless Operator Harold Bride, had spent the better part of the day trying to repair it.

Now they were swamped with outgoing messages that had piled up during the day and Phillips was exhausted after such a long day. Evans listened in for a while longer as Phillips sent routine traffic through the Cape Race relaying station before finally turning in for bed at around 11:30 p.m.

Night of Titanic‘s sinking

Over the course of the night, officers and seamen on the deck of Californian witnessed eight white rockets fired into the air over a strange ship off in the distance.

Fatigued after 17 hours on duty, Captain Stanley Lord was awakened twice during the night and told about the rockets, to which he replied that they may be “company rockets”, to help ships identify themselves to liners of the same company.

Meanwhile, on the Titanic, for an hour after the collision, no other ships were noticed until the lights of a ship were seen in the distance. Fourth Officer Joseph Boxhall and Quartermaster Rowe tried in vain to contact the strange ship by Morse lamp. Nobody on the deck of the Californian saw these signals; however, they had also tried to signal the mystery ship, but were unable to get a response.

Authors Tim Maltin and Eloise Aston attribute Captain Lord’s belief that the nearby ship was not the Titanic to visual distortions caused by cold-water mirages. Not able to understand any messages coming from the strange ship, Californian‘s officers eventually concluded that signals were merely the masthead flickering and not signals at all.

Throughout the night, no one on board the Californian attempted to wake their wireless operator, and ask him to contact the ship to ask why they were firing rockets and trying to signal them, until 5:30 a.m. By then, however, it was too late — the Titanic had gone down at 2:20 a.m.

When she had slipped below the water, the sudden disappearance of lights was interpreted by the Californian crew to mean that she had simply steamed away.

Search and recovery

On the morning of 15 April 1912, Captain Lord was notified by the Frankfurt that the Titanic had gone down early that morning. At 8:45 a.m, the Californian pulled up alongside the Carpathia and stayed behind to search for additional bodies after the Carpathia steamed towards New York.

Lord’s testimony

The following is from Captain Lord’s testimony in the US Inquiry on 26 April:

When I came off the bridge, at half past 10, I pointed out to the officer that I thought I saw a light coming along, and it was a most peculiar light, and we had been making mistakes all along with the stars, thinking they were signals. We could not distinguish where the sky ended and where the water commenced. You understand, it was a flat calm. He said he thought it was a star, and I did not say anything more. I went down below. I was talking with the engineer about keeping the steam ready, and we saw these signals coming along, and I said “There is a steamer passing. Let us go to the wireless and see what the news is.” But on our way down I met the operator coming, and I said, “Do you know anything?” He said, “The Titanic.” So, then, I gave him instructions to let the Titanic know. I said, “This is not the Titanic; there is no doubt about it.” She came and lay at half past 11, alongside of us until, I suppose, a quarter past, within 4 miles of us. We could see everything on her quite distinctly, see her lights. We signaled her, at half past 11, with the Morse lamp. She did not take the slightest notice of it. That was between half past 11 and 20 minutes to 12. We signaled her again at 10 minutes past 12, half past 12, a quarter to 1 o’clock. We have a very powerful Morse lamp. I suppose you can see that about 10 miles, and she was about 4 miles off, and she did not take the slightest notice of it. When the second officer came on the bridge, at 12 o’clock, or 10 minutes past 12, I told him to watch that steamer, which was stopped, and I pointed out the ice to him; told him we were surrounded by ice; to watch the steamer that she did not get any closer to her. At 20 minutes to 1 I whistled up the speaking tube and asked him if she was getting any nearer. He said, “No; she is not taking any notice of us.” So, I said “I will go and lie down a bit.” At a quarter past he said, “I think she has fired a rocket.” He said, “She did not answer the Morse lamp and she has commenced to go away from us.” I said, “Call her up and let me know at once what her name is. So, he put the whistle back, and, apparently, he was calling. I could hear him ticking over my head. Then l went to sleep.

Reputation

While Lord was never tried or convicted of any offence, he was still viewed publicly as a pariah after the Titanic disaster. His attempts to fight for his exoneration gained him nothing, and the events of the night of 14–15 April 1912 would haunt him for the rest of his life.

Lord was dismissed by the Leyland Line in August 1912. So far as any negligence of the SS Californian’s officers and crew was concerned, the conclusions of both the American and British inquiries seemed to disapprove of Lord’s actions but stopped short of recommending charges. While both inquiries censured Lord, they did not make any recommendations for an official investigation to ascertain if he was guilty of offences under the Merchant Shipping Acts. Lord was not allowed to be represented at either the U.S. or British inquiry.

In February 1913, with help from a Leyland director who believed he had been unfairly treated, Lord was hired by the Nitrate Producers Steamship Co., where he remained until March 1927, resigning for health reasons. In 1958, Lord contacted the Mercantile Marine Service Association in Liverpool in an effort to clear his name. The association’s general secretary, Mr. Leslie Harrison, took up the case for him and petitioned the Board of Trade on his behalf for a re-examination of the facts, but there had been no finding by the time of Lord’s death in 1962. In 1965, largely because Lord had offered no new evidence, his petition was rejected, but in the same year Peter Padfield’s book The Titanic and the Californian was published, defending Lord’s reputation, with a preface by his son Stanley Tutton Lord. This was followed by a second petition, in 1968, which was also rejected.

In 1957, Lord’s wife died. It was a devastating loss to him, and precipitated a decline in his health. In 1958 the film A Night To Remember was released, based on a 1955 book of the same title by Walter Lord (no relation). Stanley Lord, now 81 years old, never saw the film, but purportedly read the Liverpool Echo newspaper reviews of the film. Lord was very disappointed, and it brought back memories of the Titanic tragedy, and was upset over his negative portrayal by the Australian-British actor Russell Napier, which depicted him as a captain in his forties, in a warm cabin in his pyjamas in bed asleep when Titanic was sinking. In reality, Lord was 34 years old at the time and was asleep in the chart room with his uniform on at the time of the disaster. Lord’s son Stanley Tutton Lord saw the film, and was upset how his father was treated after the Titanic tragedy. In 1959 Stanley helped fight to get his father’s name cleared from the records of the Titanic disaster. He continued his attempts after his father’s death in 1962, up until his own death in 1994.

The discovery in 1985 of the remains of the Titanic on the sea bed made it clear that the S.O.S. position given after the iceberg collision by the Titanic’s fourth officer, Joseph Boxhall, was wrong by thirteen miles. At both of the 1912 inquiries, there had been some conflict about the true position of the ship when it sank. The conclusions of the inquiries discounted the evidence of uncertainty about the position of the Titanic. At the time, some assumed that the position which Lord had given for his ship was incorrect and that he was actually much closer to the Titanic than he claimed to be. While the entries in the Californian’s scrap log (used for recording information before it was written up officially in the ship’s logbook) referring to the night in question had mysteriously gone missing, sometimes seen as overwhelming proof that Lord deliberately destroyed evidence in order to cover his crime of ignoring a distress call, destroying the scrap log records was actually normal company practice. While modifying the official ship’s log or removing pages is a serious violation of maritime law, this was not the case. A re-appraisal by the British government, instigated informally in 1988 and published in 1992 by the Marine Accident Investigation Branch (MAIB), further implicated the consequences of Lord’s inaction. Among its conclusions were that although the Californian was probably out of visual sight, the Titanic‘s rockets had been sighted by the Californian‘s crew. Another conclusion stated that it was unrealistic to assume that Lord could have rushed towards the signals, and that with the Titanic reporting an incorrect position, the Californian would have arrived at about the same time as the Carpathia and fulfilled a similar role – rescuing those who had escaped. The report was critical of the behavior of the other officers of the Californian in reaction to the signals. What has never been satisfactorily resolved was why Lord did not simply wake his radio operator and listen for any distress signals.

Daniel Allen Butler, in his 2009 book The Other Side of Night: The Carpathia, the Californian, and the Night Titanic Was Lost, makes a case that Lord’s personality and temperament — his behaviour at both inquiries, his threats towards his crew, his frequent changing of his story, the absence of the scrap log, and odd remarks made by Lord in Boston in a newspaper interview – point to Lord’s having some sort of mental illness. His lack of compassion — never once expressing grief at the loss of the Titanic or sorrow for those who had lost family when she sank is, according to Butler, compatible with sociopathy.

Butler’s claims about Lord have been countered by Titanic historian and author, Dr. Paul Lee, who pointed to the numerous testimonials Lord received throughout his career for good conduct and the fact that, in the aftermath of the Titanic furore, people were willing to risk their own reputations to help Lord find employment with a new shipping line. Lee further argued that if Lord were such a tyrant, then the officers and sailors who willingly served under him on multiple voyages would surely not have done so. In his book The Titanic and the Indifferent Stranger, Lee noted the lack of reliable witnesses. Those on the Titanic were in the midst of a trauma, while those on board the Californian had an obvious reason to want to avoid blame. Navigational techniques of the time meant that the Titanic‘s CQD position being wrong did not necessarily mean that the Californian was farther away, since the Californian’s position was likely wrong as well. Lee was also critical of both Lord and Stone for not reacting appropriately to the rockets, which should have been easily and universally understood as distress signals. He pointed to Lord’s question about what color the rockets were as evidence of his ignorance, since rockets of any color indicated distress. Lee acknowledged that the question of potential “Mystery Ships” is unlikely to ever be resolved, due to both poor record keeping as well as the fact that this issue was not well researched at the time. However Lee points out that this obscures the fact that, even if the rockets did not come from the Titanic, the Californian still ignored some other ship’s distress signals. Overall, he was quite critical of Lord and his defenders, especially Leslie Harrison, whom Lee accused of attempting to suppress works critical of Lord. Despite this position, Lee concluded nonetheless that the Californian probably would not have saved many, if any, additional lives, pointing out that a rescue by the Californian would still have necessitated lowering the lifeboats, but Titanic‘s officers were unable to even launch all of the lifeboats they had. Lee further hypothesized that, given the reluctance of many passengers to leave the ship in the early stages of the evacuation, the sight of an approaching ship might have provided further discouragement to board the lifeboats, leading to more deaths rather than fewer.[

Captain Lord died on 24 January 1962, aged 84, almost half a century after the sinking of the Titanic. He is buried in Rake Lane Cemetery Wallasey.

Sir Arthur Henry Rostron, KBE, RD, RNR (14 May 1869 – 4 November 1940) was a British sailor and a seagoing officer for the Cunard Line. He is best remembered as the captain of the ocean liner RMS Carpathia, when it rescued hundreds of survivors from the RMS Titanic when the latter ship sank in 1912, after colliding with an iceberg in the middle of the North Atlantic Ocean.

Rostron won wide praise for his energetic efforts to reach the Titanic before she sank, and his efficient preparations for and conduct of the rescue of the survivors. He was awarded a Congressional Gold Medal by the U.S. Congress, and in 1926, he was appointed Knight Commander of the Order of the British Empire. He rose to become the Commodore of the Cunard fleet, and retired in 1931.

The Titanic rescue

Carpathia was on its regular route between New York City and Fiume, Croatia when, early on 15 April 1912, she received a distress signal from the White Star Line ocean liner RMS Titanic, which had struck an iceberg. Rostron was asleep when Carpathia’s wireless operator, Harold Cottam, contacted Titanic at 12:15 am to relay regular private party wireless traffic from Cape Cod. The sinking Titanic, which had struck an iceberg about 11:41 p.m., replied with a distress message and call for help. Cottam ran to Rostron’s cabin to alert him.

Rostron immediately ordered the ship to race towards Titanic’s reported position, posting extra lookouts to help spot and manoeuvre around the ice he knew to be in the area. Only after ordering Carpathia “turned to”, towards the disaster scene, did Rostron confirm with Cottam that the latter was sure about Titanic’s distress call. About 58 nautical miles (107 km) separated Carpathia from Titanic’s position. Rostron and his engineering crew, led by Chief Engineer A.B. Jones, skillfully obtained the maximum speed possible from the engines of Carpathia, coaxing her up to 17.5 knots—three and a half faster than her rated speed. Even so, Carpathia, travelling through dangerous ice floes, took about 3.5 hours to reach Titanic’s radioed position.

During this time, Rostron turned off heating to ensure maximum steam for the engines of the Carpathia and had the ship prepared for survivors, including getting blankets, food, and drinks ready, and ordering his medical crew to stand by to receive the possibly injured. Crewmen were placed in the corridors to reassure passengers alarmed by the increased speed and changed direction of the ship. Altogether, 23 orders from Rostron to his crew were successfully implemented before Carpathia had even arrived at the scene of the disaster. Rostron highly praised his crew for their efficiency in his report to line management. Rostron was a pious man: issuing orders, he often raised a hand to his cap and closed his eyes in prayer. Speaking of the risk taken by running through dense ice at speed at night, he is reported to have said “I can only conclude another hand than mine was on the helm.”

When Rostron believed he was nearing Titanic, he ordered green starburst rockets launched to alert the sinking ship if she was still afloat, or her survivors if she was not. Carpathia began picking up survivors about an hour after the first starburst was seen by those in the lifeboats. Carpathia would end up rescuing 705 survivors out of the 2,228 passengers and crew on board Titanic; at least one survivor is said to have died after reaching the ship. After consulting with White Star Line managing director and Titanic survivor J. Bruce Ismay, Rostron decided to turn the ship around and return to New York City to disembark the survivors.

Later, Rostron testified at both the US Senate inquiry and the British Wreck Commissioner’s inquiry into the sinking of the RMS Titanic. Titanic survivors, including Margaret Brown, presented Rostron with a silver cup and gold medal for his efforts the night Titanic sank. The cup was sold at US$200,000 at an auction by Henry Aldridge & Son in Devizes, Wiltshire in October 2015. He was also awarded the Congressional Gold Medal, the Thanks of Congress, the American Cross of Honor, a medal from the Liverpool Shipwreck and Humane Society, and a gold medal from the Shipwreck Society of New York.

Captain Rostron was highly praised for his efforts in both the American and the British inquiries into the disaster.

INVESTIGATIONS INTO THE TITANIC DISASTER


 

Even before the survivors arrived in New York, investigations were being planned to discover what had happened, and what could be done to prevent a recurrence. Inquiries were held in both the United States and the United Kingdom, the former more robustly critical of traditions and practices, and scathing of the failures involved, and the latter broadly more technical and expert-orientated.

The US Senate’s inquiry into the disaster was initiated on 19 April, a day after Carpathia arrived in New York. The chairman, Senator William Alden Smith, wanted to gather accounts from passengers and crew while the events were still fresh in their minds. Smith also needed to subpoena all surviving British passengers and crew while they were still on American soil, which prevented them from returning to the UK before the American inquiry was completed on 25 May. The British press condemned Smith as an opportunist, insensitively forcing an inquiry as a means of gaining political prestige and seizing “his moment to stand on the world stage”. Smith, however, already had a reputation as a campaigner for safety on US railroads, and wanted to investigate any possible malpractices by railroad tycoon J. P. Morgan, Titanic‘s ultimate owner.

The British Board of Trade’s inquiry into the disaster was headed by Lord Mersey, and took place between 2 May and 3 July. Being run by the Board of Trade, who had previously approved the ship, it was seen by some as having little interest in its own or White Star’s conduct being found negligent.

Each inquiry took testimony from both passengers and crew of Titanic, crew members of Leyland Line’s Californian, Captain Arthur Rostron of Carpathia and other experts. The British inquiry also took far greater expert testimony, making it the longest and most detailed court of inquiry in British history up to that time. The two inquiries reached broadly similar conclusions: the regulations on the number of lifeboats that ships had to carry were out of date and inadequate, Captain Smith had failed to take proper heed of ice warnings, the lifeboats had not been properly filled or crewed, and the collision was the direct result of steaming into a dangerous area at too high a speed.

Neither inquiry’s findings listed negligence by IMM or the White Star Line as a factor. The American inquiry concluded that since those involved had followed standard practice, the disaster was an act of God. The British inquiry concluded that Smith had followed long-standing practice that had not previously been shown to be unsafe, noting that British ships alone had carried 3.5 million passengers over the previous decade with the loss of just 10 lives, and concluded that Smith had done “only that which other skilled men would have done in the same position”. Lord Mersey did, however, find fault with the “extremely high speed (twenty-two knots) which was maintained” following numerous ice warnings, noting that without hindsight, “what was a mistake in the case of the Titanic would without doubt be negligence in any similar case in the future”.

The recommendations included strong suggestions for major changes in maritime regulations to implement new safety measures, such as ensuring that more lifeboats were provided, that lifeboat drills were properly carried out and that wireless equipment on passenger ships was manned around the clock. An International Ice Patrol was set up to monitor the presence of icebergs in the North Atlantic, and maritime safety regulations were harmonised internationally through the International Convention for the Safety of Life at Sea; both measures are still in force today.

On 18 June 1912, Guglielmo Marconi gave evidence to the Court of Inquiry regarding the telegraphy. Its final report recommended that all liners carry the system and that sufficient operators maintain a constant service.

 

J. Bruce Ismay

Joseph Bruce Ismay (12 December 1862 – 17 October 1937) was an English businessman who served as chairman and managing director of the White Star Line. In 1912, he came to international attention as the highest-ranking White Star official to survive the sinking of the company’s new flagship RMS Titanic, for which he was subject to severe criticism.

Criticism

After the disaster, Ismay was savaged by both the American and the British press for deserting the ship while women and children were still on board. Some papers called him the “Coward of the Titanic” or “J. Brute Ismay”, and suggested that the White Star flag be changed to a yellow liver. Some ran negative cartoons depicting him deserting the ship. The writer Ben Hecht, then a young newspaperman in Chicago, wrote a scathing poem contrasting the actions of Captain Smith and Ismay. The final verse reads: “To hold your place in the ghastly face / of death on the sea at night / is a seaman’s job, but to flee with the mob / is an owner’s noble right.”

Some maintain Ismay followed the “women and children first” principle, having assisted many women and children himself. Ismay’s actions were defended in the official British inquiry, which found “Mr. Ismay, after rendering assistance to many passengers, found “C” collapsible, the last boat on the starboard side, actually being lowered. No other people were there at the time. There was room for him and he jumped in. Had he not jumped in he would merely have added one more life—namely, his own—to the number of those lost.”

Ismay had boarded Collapsible C with first-class passenger William Carter; both said they did so after there were no more women and children near that particular lifeboat. Carter’s own behaviour and reliability, however, were criticised by Mrs. Lucile Carter, who sued him for divorce in 1914; she testified Carter had left her and their children to fend for themselves after the collision and accused him of “cruel and barbarous treatment and indignities to the person”. London society ostracised Ismay and labelled him a coward. On 30 June 1913, Ismay resigned as president of International Mercantile Marine and chairman of the White Star Line, to be succeeded by Harold Sanderson.

Ismay announced during the United States Inquiry that all the vessels of the International Mercantile Marine Company would be equipped with lifeboats in sufficient numbers for all passengers. Following the inquiry, Ismay and the surviving officers of the ship returned to England aboard RMS Adriatic.

William Alden Smith (May 12, 1859 – October 11, 1932) was a U.S. Representative and U.S. Senator from the state of Michigan. After the 1912 sinking of the Titanic, Smith chaired the Senate hearings into the disaster. The audience was somewhat amused at his questions, which appeared to reveal great ignorance of the shipping world, though he claimed he was seeking simple answers for the benefit of the public. His report led to major reforms in maritime safety.

RMS Titanic investigation

After the luxury liner RMS Titanic sank in the North Atlantic on April 15, 1912, with more than 1,500 lives lost, Smith chaired Senate hearings that began at the Waldorf-Astoria Hotel in New York City the day after the survivors landed. Senators and spectators heard dramatic testimony from the surviving passengers and crew. Smith’s subcommittee issued a report on May 28 that led to significant reforms in international maritime safety. Smith achieved some notoriety for being more colorful than knowledgeable, even being called “Watertight Smith” by the British press for asking whether watertight compartments, actually meant to keep the ship afloat, were meant to shelter passengers.

In “The Titanic Chronicles”, a 1999 TV documentary about the senate hearings, he was voiced by David Garrison.

 

United States Senate inquiry into the sinking
of the Titanic


 

The sinking of the RMS Titanic on April 14–15, 1912 resulted in an inquiry by a subcommittee of the Commerce Committee of the United States Senate, chaired by Senator William Alden Smith. The hearings began in New York on April 19, 1912, later moving to Washington, D.C., concluding on May 25, 1912 with a return visit to New York.

There were a total of 18 days of official investigation. Smith and seven other senators questioned surviving passengers and crew, and those who had aided the rescue efforts. More than 80 witnesses gave testimony or deposited affidavits. Subjects covered included the ice warnings received, the inadequate number of lifeboats, the handling of the ship and its speed, Titanic‘s distress calls, and the handling of the evacuation of the ship.

The subcommittee’s report was presented to the United States Senate on May 28, 1912. Its recommendations, along with those of the British inquiry that concluded a few months later, led to changes in safety practices following the disaster.

John Charles Bigham, 1st Viscount Mersey, PC (3 August 1840 – 3 September 1929) was a British jurist and politician. After early success as a lawyer, and a less successful spell as a politician, he was appointed a judge, working in commercial law.

After his retirement, Mersey remained active in public affairs, and is probably best remembered for heading the official Board of Trade inquiries into the sinking of steamships, most notably the RMS Titanic, the RMS Lusitania, and the RMS Empress of Ireland.

In 1912, Mersey received his greatest fame when he was appointed by Lord Loreburn, the Lord Chancellor in the government of H. H. Asquith, to head the inquiry commission into the sinking of the RMS Titanic. There was some criticism of his handling of the inquiry; some felt he was biased towards the Board of Trade and the major shipping concerns and cared too little about finding out why the ship sank. (In 1998, the historian Daniel Butler described Mersey as “autocratic, impatient and not a little testy”, but noted the “surprising objectivity” of the inquiry’s findings.)

In 1913, Mersey presided over the International Convention for the Safety of Life at Sea and added three more maritime inquiries to his résumé with his heading of the inquiries into the sinkings of the RMS Empress of Ireland (held in Canada in 1914) and the Falaba and RMS Lusitania in 1915. About the last, Mersey is among those suspected by conspiracy theorists of a coverup. His biographer Hugh Mooney writes that such suspicions are wholly conjectural, but “the conclusion of the inquiry (which blamed Germany for the tragedy without reservation) was without doubt politically convenient.” Mersey was raised in the peerage from baron to viscount in 1916.

The sinking of the RMS Titanic on 15 April 1912 resulted in an inquiry by the British Wreck Commissioner on behalf of the British Board of Trade. The inquiry was overseen by High Court judge Lord Mersey, and was held in London from 2 May to 3 July 1912. The hearings took place mainly at the London Scottish Drill Hall, at 59 Buckingham Gate, London SW1.

There were a total of 42 days of official investigation. Lord Mersey and the various counsels, assessors and experts in marine law and shipping architecture, questioned White Star Line officials, government officials, surviving passengers and crew, and those who had aided the rescue efforts. Organisations represented by legal counsels included shipping unions and government organisations. Nearly 100 witnesses testified, answering more than 25,000 questions. The questioning resulted in a report that contained a detailed description of the ship, an account of the ship’s journey, a description of the damage caused by the iceberg, and an account of the evacuation and rescue.

The final report was published on 30 July 1912. Its recommendations, along with those of the earlier United States Senate inquiry that had taken place in the month after the sinking, led to changes in safety practices following the disaster.

Thomas Woodrow Wilson (December 28, 1856 – February 3, 1924) was an American politician and academic who served as the 28th president of the United States from 1913 to 1921. A member of the Democratic Party, Wilson served as the president of Princeton University and as the 34th governor of New Jersey before winning the 1912 presidential election. As president, he oversaw the passage of progressive legislative policies unparalleled until the New Deal in 1933. He also led the United States into World War I in 1917, establishing an activist foreign policy known as Wilsonianism. He was the leading architect of the League of Nations.

Wilson spent his early years in the American South, mainly in Augusta, Georgia, during the Civil War and Reconstruction. After earning a Ph.D. in political science from Johns Hopkins University, Wilson taught at various schools before becoming the president of Princeton University. As governor of New Jersey from 1911 to 1913, Wilson broke with party bosses and won the passage of several progressive reforms. His success in New Jersey gave him a national reputation as a progressive reformer, and he won the presidential nomination at the 1912 Democratic National Convention. Wilson defeated incumbent Republican President William Howard Taft and Progressive Party nominee former president Theodore Roosevelt to win the 1912 United States presidential election, becoming the first Southerner to be elected president since the American Civil War.

During his first term, Wilson presided over the passage of his progressive New Freedom domestic agenda. His first major priority was the passage of the Revenue Act of 1913, which lowered tariffs and implemented a federal income tax. Later tax acts implemented a federal estate tax and raised the top income tax rate to 77 percent. Wilson also presided over the passage of the Federal Reserve Act, which created a central banking system in the form of the Federal Reserve System.

Two major laws, the Federal Trade Commission Act and the Clayton Antitrust Act, were passed to regulate and break up large business interests known as trusts.

To the disappointment of his African-American supporters, Wilson granted his Cabinet secretaries, several of whom were open white supremacists, discretion to implement racial segregation and discrimination within their departments. This change in policy resulted in many African-American federal employees being demoted or discharged on account of their race.

Upon the outbreak of World War I in 1914, Wilson maintained a policy of neutrality between the Allied Powers and the Central Powers. He won re-election by a narrow margin in the 1916 United States presidential election, defeating Republican nominee Charles Evans Hughes. In early 1917, Wilson asked Congress for a declaration of war against the German Empire after it implemented a policy of unrestricted submarine warfare, and Congress complied. Wilson presided over war-time mobilization but devoted much of his efforts to foreign affairs, developing the Fourteen Points as a basis for post-war peace. After Germany signed an armistice in November 1918, Wilson and other Allied leaders took part in the Paris Peace Conference, where Wilson advocated for the establishment of a multilateral organization, per his “fourteenth point”. The resulting League of Nations was incorporated into the Treaty of Versailles and other treaties with the defeated Central Powers, but Wilson was subsequently unable to convince the Senate to ratify that treaty or allow the United States to join the League. Wilson had an illness during the conference, and some experts believe the Spanish flu was the cause. Wilson suffered a severe stroke in October 1919 and was incapacitated for the remainder of his presidency. He retired from public office in 1921 and died in 1924. Scholars have generally ranked Wilson as one of the better U.S. presidents, although he has received strong criticism for being a supporter of racial segregation and white supremacy.

Federal Reserve System

Wilson did not wait to complete the Revenue Act of 1913 before proceeding to the next item on his agenda—banking. By the time Wilson took office, countries like Britain and Germany had established government-run central banks, but the United States had not had a central bank since the Bank War of the 1830s. In the aftermath of the Panic of 1907, there was general agreement among leaders in both parties of the necessity to create some sort of central banking system to provide a more elastic currency and to coordinate responses to financial panics.

Wilson sought a middle ground between progressives such as Bryan and conservative Republicans like Nelson Aldrich, who, as chairman of the National Monetary Commission, had put forward a plan for a central bank that would give private financial interests a large degree of control over the monetary system.

Wilson declared that the banking system must be “public not private, [and] must be vested in the government itself so that the banks must be the instruments, not the masters, of business.”

Democratic Congressmen Carter Glass and Robert L. Owen crafted a compromise plan in which private banks would control twelve regional Federal Reserve Banks, but a controlling interest in the system was placed in a central board filled with presidential appointees. Wilson convinced Bryan’s supporters that the plan met their demands for an elastic currency because Federal Reserve notes would be obligations of the government.

The bill passed the House in September 1913, but it faced stronger opposition in the Senate.

After Wilson convinced just enough Democrats to defeat an amendment put forth by bank president Frank A. Vanderlip that would have given private banks greater control over the central banking system, the Senate voted 54–34 to approve the Federal Reserve Act. The new system began operations in 1915, and it played an important role in financing the Allied and American war effort in World War I.

Herbert Henry Asquith, 1st Earl of Oxford and Asquith, KG, PC, KC, FRS (12 September 1852 – 15 February 1928), generally known as H. H. Asquith, was a British statesman and Liberal politician who served as Prime Minister of the United Kingdom from 1908 to 1916. He was the last prime minister to lead a majority Liberal government, and he played a central role in the design and passage of major liberal legislation and a reduction of the power of the House of Lords.

In August 1914, Asquith took Great Britain and the British Empire into the First World War. In 1915, his government was vigorously attacked for a shortage of munitions and the failure of the Gallipoli Campaign.

He formed a coalition government with other parties, but failed to satisfy critics. As a result, he was forced to resign in December 1916, and he never regained power.

After attending Balliol College, Oxford, he became a successful barrister. In 1886 he was the Liberal candidate for East Fife, a seat he held for over thirty years. In 1892 he was appointed as Home Secretary in Gladstone’s fourth ministry, remaining in the post until the Liberals lost the 1895 election. In the decade of opposition that followed Asquith became a major figure in the party, and when the Liberals regained power under Sir Henry Campbell-Bannerman in 1905 Asquith was named Chancellor of the Exchequer. In 1908 Asquith succeeded him as prime minister. The Liberals were determined to advance their reform agenda. An impediment to this was the House of Lords, which rejected the People’s Budget of 1909. Meanwhile the South Africa Act 1909 passed. Asquith called an election for January 1910, and the Liberals won, though were reduced to a minority government. After another general election in December 1910 he gained passage of the Parliament Act 1911, allowing a bill three times passed by the Commons in consecutive sessions to be enacted regardless of the Lords. Asquith was less successful in dealing with Irish Home Rule. Repeated crises led to gun running and violence, verging on civil war.

When Britain declared war on Germany in response to the German invasion of Belgium, high profile domestic conflicts were suspended regarding Ireland and women’s suffrage. Asquith was more of a committee chair than a dynamic leader. He oversaw national mobilization, the dispatch of the British Expeditionary Force to the Western Front, the creation of a mass army, and the development of an industrial strategy designed to support the country’s war aims. The war became bogged down and the demand rose for better leadership. He was forced to form a coalition with the Conservatives and Labour early in 1915. He was weakened by his own indecision over strategy, conscription, and financing. Lloyd George replaced him as prime minister in December 1916. They became bitter enemies and fought for control of the fast-declining Liberal Party. His role in creating the modern British welfare state (1906–1911) has been celebrated, but his weaknesses as a war leader and as a party leader after 1914 have been highlighted by historians.

George V (George Frederick Ernest Albert; 3 June 1865 – 20 January 1936) was King of the United Kingdom and the British Dominions, and Emperor of India, from 6 May 1910 until his death in 1936.

Born during the reign of his grandmother Queen Victoria, George was third in the line of succession behind his father, Prince Albert Edward, and his own elder brother, Prince Albert Victor. From 1877 to 1892, George served in the Royal Navy, until the unexpected death of his elder brother in early 1892 put him directly in line for the throne. On the death of Victoria in 1901, George’s father ascended the throne as Edward VII, and George was created Prince of Wales. He became king-emperor on his father’s death in 1910.

George V’s reign saw the rise of socialism, communism, fascism, Irish republicanism, and the Indian independence movement, all of which radically changed the political landscape of the British Empire. The Parliament Act 1911 established the supremacy of the elected British House of Commons over the unelected House of Lords.

As a result of the First World War (1914–1918), the empires of his first cousins Nicholas II of Russia and Wilhelm II of Germany fell, while the British Empire expanded to its greatest effective extent. In 1917, George became the first monarch of the House of Windsor, which he renamed from the House of Saxe-Coburg and Gotha as a result of anti-German public sentiment.

In 1924 he appointed the first Labour ministry and in 1931 the Statute of Westminster recognised the dominions of the Empire as separate, independent states within the British Commonwealth of Nations. He had smoking-related health problems throughout much of his later reign and at his death was succeeded by his eldest son, Edward VIII.

The wreck of the RMS Titanic lies at a depth of about 12,500 feet (3.8 km; 2.37 mi), about 370 miles (600 km) south-southeast off the coast of Newfoundland. It lies in two main pieces about a third of a mile (600 m) apart. The bow is still recognisable with many preserved interiors, despite deterioration and damage sustained hitting the sea floor. In contrast, the stern is completely ruined. A debris field around the wreck contains hundreds of thousands of items spilled from the ship as she sank. The bodies of the passengers and crew would have also been distributed across the sea bed, but have been consumed by other organisms.

Titanic sank in 1912, when she collided with an iceberg during her maiden voyage. Numerous expeditions tried using sonar to map the sea bed in the hope of finding it, but were unsuccessful. In 1985, the wreck was finally located by a joint French–American expedition led by Jean-Louis Michel of IFREMER and Robert Ballard of the Woods Hole Oceanographic Institution. The wreck has been the focus of intense interest and has been visited by numerous expeditions. Controversial salvage operations have recovered thousands of items, which have been conserved and put on public display.

Many schemes have been proposed to raise Titanic, including filling the wreck with ping-pong balls, injecting it with 180,000 tons of Vaseline, or using half a million tons of liquid nitrogen to encase it in an iceberg that would float to the surface. However, the wreck is too fragile to be raised and is now protected by a UNESCO convention.

Discovery

D. Michael Harris and Jack Grimm had failed to find Titanic but their expeditions did succeed in producing fairly detailed mapping of the area in which the ship had sunk. It was clear that the position given in Titanic‘s distress signals was inaccurate, which was a major expedition difficulty because it increased the search area’s already-expansive size. Despite the failure of his 1977 expedition, Robert Ballard had not given up hope and devised new technologies and a new search strategy to tackle the problem. The new technology was a system called Argo / Jason. This consisted of a remotely controlled deep-sea vehicle called Argo, equipped with sonar and cameras and towed behind a ship, with a robot called Jason tethered to it that could roam the sea floor, take close-up images and gather specimens. The images from the system would be transmitted back to a control room on the towing vessel where they could be assessed immediately. Although it was designed for scientific purposes, it also had important military applications and the United States Navy agreed to sponsor the system’s development, on condition that it was to be used to carry out a number of programmes—many still classified—for the Navy.

The Navy commissioned Ballard and his team to carry out a month-long expedition every year for four years, to keep Argo / Jason in good working condition. It agreed to Ballard’s proposal to use some of the time to search for Titanic once the Navy’s objectives had been met; the search would provide an ideal opportunity to test Argo / Jason. In 1984 the Navy sent Ballard and Argo to map the wrecks of the sunken nuclear submarines USS Thresher and USS Scorpion, lost in the North Atlantic at depths of up to 9,800 ft (3,000 m). The expedition found the submarines and made an important discovery. As Thresher and Scorpion sank, debris spilled out from them across a wide area of the seabed and was sorted by the currents, so that light debris drifted furthest away from the site of the sinking. This “debris field” was far larger than the wrecks themselves. By following the comet-like trail of debris, the main pieces of wreckage could be found.

A second expedition to map the wreck of Scorpion was mounted in 1985. Only twelve days of search time would be left at the end of the expedition to look for Titanic. As Harris/Grimm’s unsuccessful efforts had taken more than forty days, Ballard decided that extra help would be needed. He approached the French national oceanographic agency, IFREMER, with which Woods Hole had previously collaborated. The agency had recently developed a high-resolution side-scan sonar called SAR and agreed to send a research vessel, Le Suroît, to survey the sea bed in the area where Titanic was believed to lie. The idea was for the French to use the sonar to find likely targets, and then for the Americans to use Argo to check out the targets and hopefully confirm whether they were in fact the wreck. The French team spent five weeks, from 5 July to 12 August 1985, “mowing the lawn” – sailing back and forth across the 150-square-nautical-mile (510-square-kilometre) target area to scan the sea bed in a series of stripes. However, they found nothing; though it turned out that they had passed within a few hundred yards of Titanic in their first run.

Ballard realised that looking for the wreck itself using sonar was unlikely to be successful and adopted a different tactic, drawing on the experience of the surveys of Thresher and Scorpion; he would look for the debris field instead, using Argo‘s cameras rather than sonar. Whereas sonar could not distinguish man-made debris on the sea bed from natural objects, cameras could. The debris field would also be a far bigger target, stretching one nautical mile (1.9 kilometres) or longer, whereas Titanic itself was only 90 feet (27 m) wide. The search required round-the-clock towing of Argo back and forth above the sea bed, with shifts of watchers aboard the research vessel Knorr looking at the camera pictures for any sign of debris. After a week of fruitless searching, at 12.48 am on Sunday 1 September 1985, pieces of debris began to appear on Knorr‘s screens. One of them was identified as a boiler, identical to those shown in pictures from 1911. The following day, the main part of the wreck was found and Argo sent back the first pictures of Titanic since her sinking 73 years before. The discovery made headlines around the world.

The bow section, which measures about 470 feet (140 m) long, is thought to have descended at an angle of about 45°. Its distance from the stern was caused by its planing forward horizontally by about 1 foot (0.30 m) for every 6 feet (1.8 m) of its descent. During the descent to the sea bed, the funnels were swept away, taking with them the rigging and large lengths of cables. These dragged along the boat deck, tearing away many of the davits and much of the other deck equipment. The foremast was also torn down, falling onto the port bridge area. The ship’s wheelhouse was swept away, possibly after being hit by the falling foremast.

The bow hit the bottom at a speed of about 20 knots (23 mph; 37 km/h), digging about 60 feet (18 m) deep into the mud, up to the base of the anchors. The impact bent the hull in two places and caused it to buckle downwards by about 10° under the forward well deck cranes and by about 4° under the forward expansion joint. When the bow section hit the sea bed, the weakened decks at the rear, where the ship had broken apart, collapsed on top of each other. The forward hatch cover was also blown off and landed a couple of hundred feet in front of the bow, possibly due to the force of water being pushed out as the bow impacted the bottom.

The area around the bridge is particularly badly damaged; as Robert Ballard has put it, it looks “as if it had been squashed by a giant’s fist”. The roof of the officers’ quarters and the sides of the gymnasium appear pushed in, railings were bent outwards and vertical steel columns supporting the decks were bent into a C-shape. Charles R. Pellegrino has proposed that this was the result of a “down-blast” of water, caused by a slipstream that had followed the bow section as it fell towards the sea bed. According to Pellegrino’s hypothesis, when the bow came to an abrupt halt the inertia of the slipstream caused a rapidly moving column of water weighing thousands of tons to strike the top of the wreck, striking it near the bridge. This, argues Pellegrino, caused large parts of the bow’s interior to be demolished by surges of water and violent eddies kicked up by the wreck’s sudden halt. The damage caused by the collision with the iceberg is not visible at the bow as it is buried under mud.

The stern of the ship, which measures about 350 feet (105 m) long, was catastrophically damaged during the descent and landing on the sea bed. It had not fully filled with water when it sank, and the increasing water pressure caused trapped air pockets to implode, tearing apart the hull. It was loud enough that multiple survivors reported hearing explosions about ten seconds after the stern had sunk beneath the waves. Data from a sonar map made during a 2010 expedition showed that the stern rotated like a helicopter blade as it sank.

The rudder appears to have swung over to an angle of about 30 to 45° during the stern’s descent, causing the section to follow a tight spiral to the bottom. It probably struck rudder-first, burying most of the rudder in the mud up to a depth of 50 feet (15 m). The decks pancaked on top of each other and the hull plating splayed out to the sides of the shattered section. The pancaking is so severe that the combined height of the decks, which are piled up on top of the reciprocating engines, is now generally not more than about 12 to 15 feet (3.7 to 4.6 m) high. No individual deck is more than about 1 foot (30 cm) high.

Large sections of the hull plating appear to have fallen off well before the wreck hit the bottom. One such section, thought to have been from the galleys, separated from the stern in one piece and landed nearby. The force of the water tore up the poop deck and folded it back on itself. The center propeller is totally buried, while the force of the impact caused the two wing propellers and shafts to be bent upwards by an angle of about 20°.

A large V-shaped section of the ship just aft of midships, running from the keel upwards through Number 1 Boiler Room and upwards to cover the area under funnel numbers three and four, was believed to have disintegrated entirely when the ship broke up. This was one of the weakest parts of the ship as a result of the presence of two large open spaces – the forward end of the engine room and the aft First Class passenger staircase. The rest of this part of the ship are scattered across the seabed at distances of 130 to 260 feet (40 to 80 m) from the main part of the stern.

During the 2010 expedition to map the wreck site, a major chunk of the deck house (the base of the third funnel) along with pieces of the third funnel were found. This showed that instead of simply disintegrating into a mass of debris, large sections of the ship broke off in chunks and that the ship broke in half between funnel numbers two and three, and not funnel numbers three and four. Five of the boilers from Number 1 Boiler Room came loose during its disintegration and landed in the debris field around the stern. Experts believe that this tight cluster of boilers marks the hypocenter of where the ship broke up 12,000 feet above. The rest of the boilers are still presumably located in the bow section.

Despite the exterior devastation caused by the bow’s descent and collision with the ocean floor, there are parts of the interior in reasonably good condition. The bow’s slow flooding and its relatively smooth descent to the sea floor mitigated interior damage. The stairwell of the First-Class Grand Staircase between the Boat Deck and E Deck is an empty chasm within the wreck, providing a convenient point of access for ROVs. Dense rusticles hanging from the steel decking combined with the deep layers of silt that have accumulated in the interior make navigating the wreck disorienting.

Passenger staterooms have largely deteriorated because they were framed in perishable softwoods such as pine, leaving hanging electrical wire, light fixtures and debris interspersed with more durable items like brass bed frames, light fixtures, and marble-topped washstands. Woodwork with attachments like doorknobs, drawer-pulls or push-plates have survived in better condition because of the small electric charge emitted by metal which repels fish and other organisms. Hardwoods like teak and mahogany, the material for most stateroom furnishings, are more resistant to decay. Lavatories and bathrooms within the passenger quarters have resisted decay because they were framed in steel.

The only intact public rooms remaining in either the stern or bow sections are the First-Class Reception Room and Dining Saloon, both on D-Deck. Most of the Dining Saloon has collapsed because of its proximity to the break-up point midship, but the very forward part is accessible and the rectangular leaded glass windows, table bases, and ceiling lamps are noticeably preserved. The Reception Room with its leaded glass windows and mahogany panelling remains remarkably intact, although the ceiling is sagging and there is a deep layer of silt obstructing the floor. The Turkish Baths on F-Deck were found to be in excellent condition during their rediscovery in 2005, preserving the blue-green tiles, carved teak woodwork, and inlaid furniture. The Grand Staircase was likely destroyed during the sinking, but the surrounding first-class foyers and elevator entrances preserve many of the ormolu and crystal lamps, oak timbers, and oak-framed stanchions.

In addition to the passenger areas, crew areas like the firemen’s mess, dormitories, parts of “Scotland Road” on E-Deck and the cargo holds on the Orlop Deck have also been explored. The Ghosts of the Abyss expedition in 2001 attempted to locate the famed Renault automobile belonging to William Carter, but the cargo was indistinguishable beneath the silt and rusticles.
