North America is a continent in the Northern Hemisphere and almost entirely within the Western Hemisphere. It is bordered to the north by the Arctic Ocean, to the east by the Atlantic Ocean, to the southeast by South America and the Caribbean Sea, and to the west and south by the Pacific Ocean. Because it is on the North American Tectonic Plate, Greenland is included as a part of North America geographically.

North America covers an area of about 24,709,000 square kilometres (9,540,000 square miles), about 16.5% of Earth’s land area and about 4.8% of its total surface. North America is the third-largest continent by area, following Asia and Africa, and the fourth by population after Asia, Africa, and Europe. In 2013, its population was estimated at nearly 579 million people in 23 independent states, or about 7.5% of the world’s population. In human geography and in the English-speaking world outside the United States, particularly in Canada, “North America” and “North American” can refer to just Canada and the United States together.

North America was reached by its first human populations during the Last Glacial Period, via crossing the Bering land bridge approximately 20,000 to 17,000 years ago. The so-called Paleo-Indian period is taken to have lasted until about 10,000 years ago (the beginning of the Archaic or Meso-Indian period). The classic stage spans roughly the 6th to 13th centuries. The first recorded Europeans to visit North America (other than Greenland) were the Norse around 1000 AD. Christopher Columbus’s arrival in 1492 sparked a transatlantic exchange which included migrations of European settlers during the Age of Discovery and the early modern period. Present-day cultural and ethnic patterns reflect interactions between European colonists, indigenous peoples, African slaves, immigrants from Europe, Asia, and the descendants of these groups.

Owing to Europe’s colonization of the Americas, most North Americans speak European languages such as English, Spanish or French, and their cultures commonly reflect Western traditions. However, in parts of Canada, the United States, Mexico, and Central America, there are indigenous populations continuing their cultural traditions and speaking native languages.

COVID-19 pandemic in North America

The first cases of the COVID-19 pandemic of coronavirus disease 2019 in North America were reported in the United States on 23 January 2020. Cases were reported in all North American countries after Saint Kitts and Nevis confirmed a case on 25 March, and in all North American territories after Bonaire confirmed a case on 16 April.

On 26 March 2020, the United States became the country in North America with the highest number of confirmed COVID-19 infections, at over 82,000 cases. On 11 April 2020, the United States became the country in North America with the highest official death toll for COVID-19, at over 20,000 deaths. As of 10 April 2022, there are about 97 million cases and about 1.4 million deaths in North America; about 88.9 million have recovered from COVID-19, meaning that nearly 11 out of 12 cases have recovered or that the recovery rate is nearly 92%.

As of 10 April 2022, the United States has had the highest number of cases in North America, at about 82 million cases, as well as the highest death toll, at over a million deaths. There have been nearly 75.7 million recoveries in the United States as of 10 April 2022, meaning that nearly 12 out of 13 cases in the country have recovered or that the recovery rate is about 92%. On 20 March 2022, the number of COVID-19 deaths in the United States exceeded a million.

As of 10 April 2022, Canada has reported nearly 3.6 million cases and about 38,000 deaths, while Mexico, which was overtaken in terms of the number of cases on 11 March 2022, the second anniversary of the day when the COVID-19 outbreak became a pandemic, by Japan, the second most affected country in East Asia, has reported about 5.7 million cases and about 320,000 deaths. The state in the United States with the highest number of cases and the highest death toll is California, at about 9.1 million cases and nearly 90,000 deaths as of 10 April 2022.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Haiti, officially the Republic of Haiti, and formerly known as Hayti, is a country located on the island of Hispaniola in the Greater Antilles archipelago of the Caribbean Sea, east of Cuba and Jamaica, and south of The Bahamas and the Turks and Caicos Islands. It occupies the western three-eighths of the island which it shares with the Dominican Republic. To its south-west lies the small Navassa Island, which is claimed by Haiti but is disputed as a United States territory under federal administration. Haiti is 27,750 km² (10,714 sq mi) in size, the third largest country in the Caribbean by area, and has an estimated population of 11.4 million, making it the most populous country in the Caribbean. The capital is Port-au-Prince.

The island was originally inhabited by the indigenous Taíno people, who originated in South America. The first Europeans arrived on 5 December 1492 during the first voyage of Christopher Columbus, who initially believed he had found India or China. Columbus subsequently founded the first European settlement in the Americas, La Navidad, on what is now the northeastern coast of Haiti. The island was claimed by Spain and named La Española, forming part of the Spanish Empire until the early 17th century. However, competing claims and settlements by the French led to the western portion of the island being ceded to France in 1697, which was subsequently named Saint-Domingue. French colonists established lucrative sugarcane plantations, worked by vast numbers of slaves brought from Africa, which made the colony one of the richest in the world.

In the midst of the French Revolution (1789–99), slaves and free people of color launched the Haitian Revolution (1791–1804), led by a former slave and the first black general of the French Army, Toussaint Louverture. After 12 years of conflict, Napoleon Bonaparte’s forces were defeated by Louverture’s successor, Jean-Jacques Dessalines (later Emperor Jacques I), who declared Haiti’s sovereignty on 1 January 1804—the first independent nation of Latin America and the Caribbean, the second republic in the Americas, the first country in the Americas to abolish slavery, and the only state in history established by a successful slave revolt. Apart from Alexandre Pétion, the first President of the Republic, all of Haiti’s first leaders were former slaves. After a brief period in which the country was split in two, President Jean-Pierre Boyer united the country and then attempted to bring the whole of Hispaniola under Haitian control, precipitating a long series of wars that ended in the 1870s when Haiti formally recognized the independence of the Dominican Republic.

Haiti’s first century of independence was characterized by political instability, ostracism by the international community, and the payment of a crippling debt to France. Political volatility and foreign economic influence in the country prompted the U.S. to occupy the country from 1915 to 1934. Following a series of short-lived presidencies, François ‘Papa Doc’ Duvalier took power in 1956, ushering in a long period of autocratic rule continued by his son, Jean-Claude ‘Baby Doc’ Duvalier, that lasted until 1986; the period was characterized by state-sanctioned violence against the opposition and civilians, corruption, and economic stagnation. After 1986, Haiti began attempting to establish a more democratic political system.

Haiti is a founding member of the United Nations, Organization of American States (OAS), Association of Caribbean States, and the Organisation internationale de la Francophonie. In addition to CARICOM, it is a member of the International Monetary Fund, World Trade Organization, and the Community of Latin American and Caribbean States. Historically poor and politically unstable, Haiti has the lowest Human Development Index in the Americas, as well as widespread slavery. Since the turn of the 21st century, the country has endured a coup d’état, which prompted U.N. intervention, as well as a catastrophic earthquake that killed over 250,000 people.

Government and politics

The government of Haiti is a semi-presidential republic, a multiparty system wherein the president of Haiti is head of state and elected directly by popular elections held every five years. The prime minister of Haiti acts as head of government and is appointed by the president, chosen from the majority party in the National Assembly. Executive power is exercised by the president and prime minister who together constitute the government.

Legislative power is vested in both the government and the two chambers of the National Assembly of Haiti, the Senate and the Chamber of Deputies. The government is organized unitarily, thus the central government delegates powers to the departments without a constitutional need for consent. The current structure of Haiti’s political system was set forth in the Constitution of Haiti on 29 March 1987.

Haitian politics have been contentious: since independence, Haiti has suffered 32 coups. Haiti is the only country in the Western Hemisphere to undergo a successful slave revolution; however, a long history of oppression by dictators such as François Duvalier and his son Jean-Claude Duvalier has markedly affected the nation. Since the end of the Duvalier era Haiti has been transitioning to a democratic system.

Ariel Henry (born 6 November 1949) is a Haitian neurosurgeon and politician who has served as the acting prime minister of Haiti and the acting president of Haiti since 20 July 2021. He later became involved in a controversy due to his refusal to cooperate with the authorities over his links with Joseph Felix Badio, one of the suspects accused of orchestrating the assassination of President Jovenel Moïse on 7 July 2021. Officers who investigated the case suspected Henry was involved with planning the assassination.

Prime Minister of Haiti

Henry was sworn in as the prime minister on 20 July 2021. During the ceremony, he called for unity and stated that he will prioritize reassuring people about restoring order and security in the country. He stated on 28 July that he planned to hold the long-delayed elections as soon as possible, and the government would hold dialogue with the civil society on what to do further for Haiti’s progress.

After an earthquake struck Haiti on 14 August, Henry declared a state of emergency for one month in the country and stated that all resources will be mobilized to help people affected by the quake. During an address to the Permanent Council of the Organization of American States on 20 August, he vowed to hold elections as soon as possible to restore democracy in the country, despite the country reeling from instability following the recent earthquake and Moïse’s assassination.

On 6 September, Henry described reducing crime in Haiti as a primary concern of his government. He introduced the draft of a proposed new constitution on 8 September. Among its provisions, the President is given further powers while the position of Prime Minister is abolished to allow government policies to be passed more easily. Government officials, ministers and presidents can also be tried before courts once they leave their office.

Henry signed an agreement for a consensual transitional government with opposition political parties on 11 September. Under the agreement, a new Provisional Electoral Council will be formed which will include members of Haitian diaspora in its functioning. Meanwhile, the government also agreed to hold a trial for the PetroCaribe scandal; in addition to conducting investigations into the massacres that occurred in La Saline, Bel Air and Delmas 32. The agreement contains provisions for the establishment of a two-headed executive of Haiti, while the country will be governed by the Council of Ministers under the leadership of Henry. It allows the elections to be delayed to late 2022. Over 169 political and civil organizations had signed the agreement until 12 September according to Henry, however he has sought support of more organizations.

At the 76th session of the United Nations General Assembly on 25 September, Henry spoke about the recent expulsion of Haitian migrants by the United States from its border with Mexico and stated that while he did not wish to challenge its right to expel illegal migrants, migration would continue until wealth inequality no longer existed in the world. He urged wealthy countries to help less-developed ones improve their living standards more quickly to prevent it, and criticized the United States Border Patrol agents for their conduct while stopping the Haitian migrants. Henry also stated that his government was trying to apprehend Moïse’s killers and asked for “mutual legal assistance” before the assembly, while promising to restore democractic governance in Haiti quickly.

Henry dismissed all members of the Provisional Electoral Council, seen by many in the country as politically biased, on 27 September. The elections were postponed indefinitely and he promised to appoint a new election council. The next day, Henry told the Associated Press that he planned to hold the constitutional referendum in February 2022, and hoped to hold the elections in early-2022. He also stated that the Haitian migrants recently expelled from the Mexico–United States border would be assisted by the government in setting up small businesses, and criticized the treatment meted out to them by the United States.

Henry named a new ministerial cabinet on 24 November, consisting of eight new appointments. A 52-member National Transitional Council was named on 12 December under the “Montana Accord”, a competing accord against Henry’s own “September 11th Accord”, being given the task of selecting a new president and prime minister until elections are held.

On 1 January 2022, it was reported that Henry had survived an assassination attempt after he fled Gonaïves during a shootout between his security forces and an armed group. The attempt on his life occurred outside the cathedral in Gonaives, where a ceremony marking the 218th anniversary of Haitian independence was taking place. The incident resulted in one death and two others were injured. Henry accused “bandits” of trying to assassinate him, and stated that the state should never bow to their demands.

Delegates of various accords, including the Montana Accord, chose Fritz Jean as the interim president of Haiti on 17 January during a unitary summit. Henry however stated on Twitter that the next president would be elected by the Haitian people, apparently rejecting attempts at a transitional government. After the Montana Accord signatories chose Jean as the interim president and Steven Benoît as the prime minister in late January, Henry rejected giving recognizition to it on 7 February. He also promised to announce the date of the elections soon, while his opponents demanded that he step down since the legal mandate of late president Jovenel Moïse, who had appointed him, formally expired that day.

In an interview with Miami Herald on 11 February, Henry stated that he was willing to hand over suspects in the case of Moïse’s assassination to the United States, as he supported their investigation into the former president’s death and believed that the Ministry of Justice and Public Security was weak. He also stated that he supported appointing a judge from another country to oversee the case independently in Haiti and he would seek the assistance of the Caribbean Community for it.

During the 2 June meeting of the Aid Effectiveness Committee of the Coordination Framework of external aid for the development of Haiti, Henry stated that improving the security situation in the country was a prerequisite for holding the elections. On 11 September, he stated that the government will begin the organization of elections by the end of 2022.

Allegations of role in assassination of Jovenel Moïse

Henry was invited by Haiti’s chief prosecutor Bedford Claude on 10 September 2021 for an interview regarding Moïse’s assassination. Claude stated that Henry had been in contact with Joseph Felix Badio, one of the main suspects on the day of the assassination. Henry however rejected giving permission on the next day, calling it a “diversionary tactic”.

Renan Hédouville, the head of the Office of Citizen Protection [fr], demanded Henry’s resignation on 13 September, and also called on him to cooperate with the investigation into Moïse’s assassination. Claude on 14 September requested the judge investigating the assassination to charge Henry and told the immigration authority to ban him from leaving the country. Henry meanwhile fired him, but a source told the BBC that he had no authority to take such an action.

Renald Lubérice, the secretary general of the Council of Ministers, resigned on 15 September due to the allegations against Henry and accused him of trying to obstruct justice. Henry meanwhile fired the Minister of Justice Rockefeller Vincent, who had ordered increased security for Bedford Claude citing threats to him. Henry’s office addressed the allegations against him on 16 September, stating that he had received calls from numerous people inquiring about his safety after Moïse’s assassination, and it could not identify every caller. It also dismissed suspicions against Henry, stating that contact with a suspect cannot be used to implicate someone in a case. Asked about his calls with Badio later by Associated Press, Henry stated that he did not remember them.

On 10 January 2022, an investigative report published by The New York Times stated that Henry had links with Joseph Felix Badio, an alleged mastermind of assassination of Moïse, and that the two stayed in close contact even after the assassination. Two Haitian officials told the newspaper that Badio entered Henry’s residence twice without being impeded by the guards, despite being wanted. Another of the prime suspects, Rodolphe Jaar, while admitting to having financed and planned the assassination, stated that Badio had described Henry as someone he could count on as an ally and could control after overthrowing Moïse. Jaar claimed that Badio had sought Henry’s help in escaping, to which he agreed.

On 8 February, a recording of judge Garry Orélien, who previously oversaw the investigation of the assassination, was obtained by CNN in which Orélien accused Henry of being among those who planned the assassination of Moïse. He also accused Henry of being “connected and friends with” the mastermind of the assassination. This claim was also backed by multiple Haitian law enforcement officials who had investigated the assassination as well, and who also told CNN that Henry was obstructing the investigation. Orélien later in an interview with Radio Television Caraïbes denied accusing Henry, while claiming that the CNN report intended to murder his career and force him to go into exile or be killed.

Henry on 11 February dismissed the allegations of his involvement as “fake news” and called on Badio to hand himself over to the authorities. He also added that no Haitian or American official had questioned him regarding the case.

The National Assembly is the bicameral legislature of the Republic of Haiti, consisting of the upper house as the Senate and the lower house as the Chamber of Deputies. Both assemblies conduct legislative sessions at the Haitian capital of Port-au-Prince.

History

The National Assembly was preceded by the Council of State, a legislative council appointed by the head of state, mostly from among generals. The Council of State was first formed by Jean-Jacques Dessalines under his 1804 imperial constitution. Following his 1806 assassination, his northern general and the new Chief of the Provisional Government Henri Christophe called a Constituent Assembly to meet in Port-au-Prince in November. However, a power struggle ensued between supporters of Christophe and his fellow general Alexandre Petion.

Christophe had sought to ensure a majority of parishes from his power base in the Northern and Artibonite departments in the Assembly, but Petion authorized the election of deputies from parishes in the Western and Southern departments, counteracting Christophe. This resulted in a constitution which was more favorable to Petion’s demands for a republican form of government. Under Petion’s guidance, the constitution was approved, and the Assembly elected Christophe president and elected a powerful unicameral 24-member Senate.

Christophe and Petion came to violent blows, with Christophe eventually retreating to Cap Francais (now Cap-Haitien) and forming an “Assembly of the mandatories of the people” which elected him President and adopted his own constitution in February 1807. The Senate, meanwhile, met in Port-au-Prince, and formally replaced Christophe with then-Senator Petion as president. This resulted in two separately-governed countries.

Petion eventually tired of the 1806 constitution’s limitations on his power, and he eventually drafted a major revision to the constitution in 1816, which established a bicameral parliament, consisting of the House of Representatives of the Communes and the Senate, as well as a separate judicial branch headed by the Tribunal of Cassation. The new parliament also elected Petion president for life, and allowed him to govern more or less by decree. This era, which continued under Petion’s successor Jean-Pierre Boyer, ended in 1843, when Boyer resigned and went into exile.

A new provisional government assembled a Constituent Assembly, which drafted a new constitution and restored much of parliament’s former power to the Parliament against the new president Charles Rivière-Hérard. But under his successor, Philippe Guerrier, the Parliament was temporarily replaced by a smaller appointed Council of State which held legislative power for the next two years until it was turned into a Senate in 1846 under Jean-Baptiste Riché.

Under the 1964 and 1971 Duvalier constitutions, the body became a unicameral Legislature with the abolition of the Senate. The Senate was subsequently restored in 1988.

Legislative Palace

The Legislative Palace was among the many structures which were virtually destroyed by the earthquake on January 12, 2010. Parliament resumed sitting shortly after the earthquake in a temporary classroom.

On 22 November 2011 the government opened new temporary facilities for the Parliament, built with the help of the USAID program.

On 27 December 2012 the first stone of the new Legislative Palace was laid. The main building, horizontal, of 4 levels, will include 3 large sitting rooms for the 2 Chambers and the National Assembly, the Library of Parliament, the press rooms and several meeting rooms for the Parliamentary Committees and will have a parking for 94 vehicles. The second building, a tower of 9 levels, is going to be equipped with 4 main elevators, a freight elevator and emergency staircase, and will host the individual offices of senators and deputies, including their secretariats, waiting rooms, meeting rooms, space for clerks, toilets, kitchens and a parking of several levels with a capacity of 240 vehicles.

COVID-19 pandemic in North America

The first cases of the COVID-19 pandemic of coronavirus disease 2019 in North America were reported in the United States on 23 January 2020. Cases were reported in all North American countries after Saint Kitts and Nevis confirmed a case on 25 March, and in all North American territories after Bonaire confirmed a case on 16 April.

On 26 March 2020, the United States became the country in North America with the highest number of confirmed COVID-19 infections, at over 82,000 cases. On 11 April 2020, the United States became the country in North America with the highest official death toll for COVID-19, at over 20,000 deaths. As of 10 April 2022, there are about 97 million cases and about 1.4 million deaths in North America; about 88.9 million have recovered from COVID-19, meaning that nearly 11 out of 12 cases have recovered or that the recovery rate is nearly 92%.

As of 10 April 2022, the United States has had the highest number of cases in North America, at about 82 million cases, as well as the highest death toll, at over a million deaths. There have been nearly 75.7 million recoveries in the United States as of 10 April 2022, meaning that nearly 12 out of 13 cases in the country have recovered or that the recovery rate is about 92%. On 20 March 2022, the number of COVID-19 deaths in the United States exceeded a million.

As of 10 April 2022, Canada has reported nearly 3.6 million cases and about 38,000 deaths, while Mexico, which was overtaken in terms of the number of cases on 11 March 2022, the second anniversary of the day when the COVID-19 outbreak became a pandemic, by Japan, the second most affected country in East Asia, has reported about 5.7 million cases and about 320,000 deaths. The state in the United States with the highest number of cases and the highest death toll is California, at about 9.1 million cases and nearly 90,000 deaths as of 10 April 2022.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

COVID-19 pandemic in Haiti

The COVID-19 pandemic in Haiti is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was confirmed to have reached Haiti in March 2020. The index case was in Port-au-Prince. As of 14 September 2021, there are 21,178 total confirmed cases, 1,184 active cases, about 32,000 suspected cases, with 591 deaths and 8,657 recoveries. Haiti has administered 50,624 doses of the COVID-19 vaccination.

July 2021

On July 7, 2021, Haiti’s former president, Jovenel Moise was assassinated, leaving Haiti with an unstable political system during the COVID-19 pandemic. The first doses of the COVID-19 vaccine were delivered on July 13, 2021, to Haiti. 500,000 vaccine doses were made available to the Haitians.

September 2021

As of 17 September 2021, 0.16% of Haitians had been fully vaccinated against COVID-19 and 0.21% had received at least one dose. Non-governmental organizations assisting with the response to the earthquake were also providing vaccinations.
