In common usage, climate change describes global warming—the ongoing increase in global average temperature—and its effects on Earth’s climate system. Climate change in a broader sense also includes previous long-term changes to Earth’s climate. The current rise in global average temperature is more rapid than previous changes, and is primarily caused by humans burning fossil fuels. Fossil fuel use, deforestation, and some agricultural and industrial practices increase greenhouse gases, notably carbon dioxide and methane. Greenhouse gases absorb some of the heat that the Earth radiates after it warms from sunlight. Larger amounts of these gases trap more heat in Earth’s lower atmosphere, causing global warming.

Climate change is causing a range of increasing impacts on the environment. Deserts are expanding, while heat waves and wildfires are becoming more common. Amplified warming in the Arctic has contributed to melting permafrost, glacial retreat and sea ice loss. Higher temperatures are also causing more intense storms, droughts, and other weather extremes. Rapid environmental change in mountains, coral reefs, and the Arctic is forcing many species to relocate or become extinct. Even if efforts to minimise future warming are successful, some effects will continue for centuries. These include ocean heating, ocean acidification and sea level rise.

Climate change threatens people with increased flooding, extreme heat, increased food and water scarcity, more disease, and economic loss. Human migration and conflict can also be a result. The World Health Organization (WHO) calls climate change the greatest threat to global health in the 21st century. Societies and ecosystems will experience more severe risks without action to limit warming. Adapting to climate change through efforts like flood control measures or drought-resistant crops partially reduces climate change risks, although some limits to adaptation have already been reached. Poorer communities are responsible for a small share of global emissions, yet have the least ability to adapt and are most vulnerable to climate change.

Many climate change impacts are already felt at the current 1.2 °C (2.2 °F) level of warming. Additional warming will increase these impacts and can trigger tipping points, such as the melting of the Greenland ice sheet. Under the 2015 Paris Agreement, nations collectively agreed to keep warming “well under 2 °C”. However, with pledges made under the Agreement, global warming would still reach about 2.7 °C (4.9 °F) by the end of the century. Limiting warming to 1.5 °C will require halving emissions by 2030 and achieving net-zero emissions by 2050.

Reducing emissions requires generating electricity from low-carbon sources rather than burning fossil fuels. This change includes phasing out coal and natural gas fired power plants, vastly increasing use of wind, solar, nuclear and other types of renewable energy, and reducing energy use. Electricity generated from non-carbon-emitting sources will need to replace fossil fuels for powering transportation, heating buildings, and operating industrial facilities. Carbon can also be removed from the atmosphere, for instance by increasing forest cover and farming with methods that capture carbon in soil.

 

DIRECTED-ENERGY WEAPONRY (DEW)


 

A directed-energy weapon (DEW) is a ranged weapon that damages its target with highly focused energy without a solid projectile, including lasers, microwaves, particle beams, and sound beams. Potential applications of this technology include weapons that target personnel, missiles, vehicles, and optical devices. In the United States, the Pentagon, DARPA, the Air Force Research Laboratory, United States Army Armament Research Development and Engineering Center, and the Naval Research Laboratory are researching directed-energy weapons to counter ballistic missiles, hypersonic cruise missiles, and hypersonic glide vehicles. These systems of missile defense are expected to come online no sooner than the mid to late-2020s.

China, France, Germany, the United Kingdom, Russia, India, and Pakistan are also developing military-grade directed-energy weapons, while Iran and Turkey claim to have them in active service. The first use of directed-energy weapons in combat between military forces was claimed to have occurred in Libya in August 2019 by Turkey, which claimed to use the ALKA directed-energy weapon. After decades of research and development, most directed-energy weapons are still at the experimental stage and it remains to be seen if or when they will be deployed as practical, high-performance military weapons.

Operational advantages

Directed energy weapons could have several main advantages over conventional weaponry:

  • Directed-energy weapons can be used discreetly; radiation does not generate sound and is invisible if outside the visible spectrum.
  • Light is, for practical purposes, unaffected by gravity, windage and Coriolis force, giving it an almost perfectly flat trajectory. This makes aim much more precise and extends the range to line-of-sight, limited only by beam diffraction and spread (which dilute the power and weaken the effect), and absorption or scattering by intervening atmospheric contents.
  • Lasers travel at light-speed and have long range, making them suitable for use in space warfare.
  • Laser weapons potentially eliminate many logistical problems in terms of ammunition supply, as long as there is enough energy to power them.
  • Depending on several operational factors, directed-energy weapons may be cheaper to operate than conventional weapons in certain contexts.

Thus, an American can be an enemy of the United States of America. In early August 2023, a series of wildfires broke out in the U.S. state of Hawaii, predominantly on the island of Maui. The wind-driven fires prompted evacuations, caused widespread damage, killing at least 115 people and leaving 388 others missing in the town of Lāhainā. The proliferation of the wildfires was attributed to dry, gusty conditions created by a strong high-pressure area north of Hawaii and Hurricane Dora to the south.

An emergency declaration was signed on August 8, authorizing several actions, including activation of the Hawaii National Guard, appropriate actions by the director of the Hawaii Emergency Management Agency and the Administrator of Emergency Management, and the expenditure of state general revenue funds for relief of conditions created by the fires. By August 9, the state government of Hawaii issued a state of emergency for the entirety of the state. On August 10, U.S. President Joe Biden issued a federal major disaster declaration.

For the Lāhainā fire alone, the Pacific Disaster Center (PDC) and the Federal Emergency Management Agency (FEMA) estimated that over 2,200 buildings had been destroyed, overwhelmingly residential and including many historic landmarks in Lāhainā. The damage caused by the fire has been estimated at nearly $6 billion.

Hawaiian Electric Industries, Inc. (HEI) is the largest supplier of electricity in the U.S. state of Hawaii, supplying power to 95% of Hawaii’s population through its electric utilities: Hawaiian Electric Company serving Oahu, Hawai’i Electric Light Company serving The Big Island, and Maui Electric Company serving Maui, Lanai and Molakai. In addition, HEI owns a financial institution serving Hawaii, American Savings Bank, and a clean energy and sustainability company, Pacific Current LLC.

Hawaiian Electric Company (abbreviated HECO and pronounced HEE-coh), Hilo Electric Light Company (later renamed Hawai’i Electric Light Company, abbreviated HELCO and pronounced HEL-coh), and Maui Electric Company (abbreviated MECO and pronounced MEE-coh) employ more than 2,000 people. Approximately 20,000 Hawaii residents are shareholders of HECO’s parent company, Hawaiian Electric Industries. The company is headquartered in Honolulu.

The island of Kauai is the only Hawaiian island not supplied by HEI. Instead, the consumer-owned Kauai Island Utility Cooperative manages that island’s electricity.

Maui wildfires

At around midnight on August 8, 2023, a brush fire was ignited in the Kula area in the central part of Maui. This quickly spread all across many parts of Hawaii, causing buildings, houses, businesses, vehicles, and acres of land to be destroyed and burnt. Power lines that were owned by Hawaiian Electric were blown down and over 12,000 people that resided in the Maui area were left without power. As of August 17, 2023, 111 people have died due to the wildfire, more than a thousand people went missing, and thousands more were forced to evacuate Hawaii altogether. Investigations are currently underway to officially determine what caused the fire, and they are currently are looking into whether downed power lines and decisions by Hawaiian Electric were the cause of the deadly wildfires. As a result of the wildfires, much of Hawaii was under a red flag warning for fire risk when the wildfires broke out, particularly with high winds caused by Hurricane Dora, which was a Category 4 hurricane with high speed winds reaching maximum speeds of up to 145 miles per hour.

“A flash drought in the region provided plenty of kindling, and Hurricane Dora brought strong winds to Maui as it passed roughly 500 miles (800 kilometers) south of the Hawaii island chain. Those winds downed at least 30 power poles in West Maui, and Hawaiian Electric had no procedure in place for turning off the grid — a common practice in other fire-prone states. Video shot by a Lahaina resident shows a downed powerline setting dry grasses alight, possibly revealing the start of the larger fire.”

After the catastrophic and deadly wildfires, Hawaiian Electric’s stock severely plummeted approximately 40%, its lowest since 2010, after it was facing a class action lawsuit that alleged that Maui’s devastating wildfires were caused by the utility’s energized power lines that were knocked down by strong winds, and that it chose not to shut off its power lines ahead of the Maui wildfires, despite knowing the safety risks of sparking a fire in those kind of conditions. It also stated that Hawaiian Electric still refused to shut down power lines despite it knowing that some of its power lines were knocked out by the heavy, high speed winds. On August 23, it was reported that Hawaiian Electric had no procedure in place for turning off the grid — a common practice in other fire-prone states.

A smart meter is an electronic device that records information—such as consumption of electric energy, voltage levels, current, and power factor—and communicates the information to the consumer and electricity suppliers. Such an advanced metering infrastructure (AMI) differs from automatic meter reading (AMR) in that it enables two-way communication between the meter and the supplier.

History

The installed base of smart meters in Europe at the end of 2008 was about 39 million units, according to analyst firm Berg Insight. Globally, Pike Research found that smart meter shipments were 17.4 million units for the first quarter of 2011. Visiongain determined that the value of the global smart meter market would reach US$7 billion in 2012.

As of January 2018, over 99 million electricity meters were deployed across the European Union, with an estimated 24 million more to be installed by the end of 2020. The European Commission DG Energy estimates the 2020 installed base to have required €18.8 billion in investment, growing to €40.7 billion by 2030, with a total deployment of 266 million smart meters.

By the end of 2018, the U.S. had over 86 million smart meters installed. In 2017, there were 665 million smart meters installed globally. Revenue generation is expected to grow from $12.8 billion in 2017 to $20 billion by 2022.

Opposition and concerns

Some groups have expressed concerns regarding the cost, health, fire risk, security and privacy effects of smart meters and the remote controllable “kill switch” that is included with most of them. Many of these concerns regard wireless-only smart meters with no home energy monitoring or control or safety features. Metering-only solutions, while popular with utilities because they fit existing business models and have cheap up-front capital costs, often result in such “backlash”. Often the entire smart grid and smart building concept is discredited in part by confusion about the difference between home control and home area network technology and AMI. The (now former) attorney general of Connecticut has stated that he does not believe smart meters provide any financial benefit to consumers, however, the cost of the installation of the new system is absorbed by those customers.

Safety

Issues surrounding smart meters causing fires have been reported, particularly involving the manufacturer Sensus. In 2012. PECO Energy Company replaced the Sensus meters it had deployed in the Philadelphia, US region after reports that a number of the units had overheated and caused fires. In July 2014, SaskPower, the province-run utility company of the Canadian province of Saskatchewan, halted its roll-out of Sensus meters after similar, isolated incidents were discovered. Shortly afterward, Portland General Electric announced that it would replace 70,000 smart meters that had been deployed in the state of Oregon after similar reports. The company noted that it had been aware of the issues since at least 2013, and they were limited to specific models it had installed between 2010 and 2012. On July 30, 2014, after a total of eight recent fire incidents involving the meters, SaskPower was ordered by the Government of Saskatchewan to immediately end its smart meter program, and remove the 105,000 smart meters it had installed.

Aloha mai kakou

The past days have been devastating for Maui and all of Hawaii. We have seen human loss and devastation on a scale that’s difficult for our hearts and minds to process. Maui lost homes and businesses, places of worship and cherished historic places. My heart breaks over and over, alongside all of Hawaii, for the people, communities and aina of Maui. While the loss is unimaginable, Maui’s spirit, strength and resilience endures.

For generations past, present and future, our kuleana is to Hawaii. Hawaiian Electric is a company of Hawaii, for Hawaii, and Maui is part of our ohana. When ohana needs you, you show up. We are not spectators or detached observers. This is us. We are thousands of people across five islands who call Hawaii our home, including many personally impacted by the windstorm and fires. We are here for Maui and its people however long it takes.

The restoration efforts underway are personal to us. In the days and weeks to come, Hawaiian Electric will continue to be here in full force with hundreds of dedicated employees and partners from Maui, Oahu, Hawaii Island, Molokai, Lanai, and beyond. Working shoulder to shoulder with others, we are focused on restoring power to support our communities’ work to recover and build back.

Facts about this event will continue to evolve. And while we may not have answers for some time, we are committed, working with many others, to find out what happened as we continue to urgently focus on Maui’s restoration and rebuilding efforts.

Restoring Power and Repairing Critical Assets

Over the past week, I have been with our teams on Maui that have helped safely restore power to 80% of the customers affected. Among other efforts, we have deployed more than 400 Hawaiian Electric crew members and contractors to Maui.

We are:

  • Using a mobile substation at Lahainaluna to help restore power to homes, schools and county facilities;
  • Working with county officials to identify priority circuits to bring stores, pharmacies, gas stations, water and wastewater facilities and other key locations online as quickly as possible;
  • Restoring service to hotels and resorts to be used to house displaced residents, enabling them to move out of emergency shelters;
  • Replacing some of the estimated 400 poles, 300 transformers and other equipment damaged by the fires and high winds and conducting extensive repairs in areas that are safe and accessible; and
  • Shipping dozens of vehicles and pieces of specialized equipment from Oahu and bringing in additional expert personnel and equipment from the continental U.S.
  • Suspending bills for approximately 18,000 customers located in the affected areas to ensure that those who have experienced a loss can focus on their well-being and taking care of themselves and their families.

In times of crisis, Hawaii always comes together, and Hawaiian Electric will continue to stand by our Maui ohana, friends, colleagues and neighbors. Our company has responded to nearly every kind of natural disaster and we are committed to working with so many others to rebuild from this tragedy today, tomorrow and into the future, no matter how long it takes.
