South America is a continent entirely in the Western Hemisphere and mostly in the Southern Hemisphere, with a relatively small portion in the Northern Hemisphere at the northern tip of the continent. It can also be described as the southern subregion of a single continent called America.

South America is bordered on the west by the Pacific Ocean and on the north and east by the Atlantic Ocean; North America and the Caribbean Sea lie to the northwest. The continent generally includes twelve sovereign states: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay, and Venezuela; two dependent territories: the Falkland Islands and South Georgia and the South Sandwich Islands; and one internal territory: French Guiana. In addition, the ABC islands of the Kingdom of the Netherlands, Ascension Island (dependency of Saint Helena, Ascension and Tristan da Cunha, a British Overseas Territory), Bouvet Island (dependency of Norway), Panama, and Trinidad and Tobago may also be considered parts of South America.

South America has an area of 17,840,000 square kilometers (6,890,000 sq mi). Its population as of 2021 has been estimated at more than 434 million. South America ranks fourth in area (after Asia, Africa, and North America) and fifth in population (after Asia, Africa, Europe, and North America). Brazil is by far the most populous South American country, with more than half of the continent’s population, followed by Colombia, Argentina, Venezuela and Peru. In recent decades, Brazil has also generated half of the continent’s GDP and has become the continent’s first regional power.

Most of the population lives near the continent’s western or eastern coasts while the interior and the far south are sparsely populated. The geography of western South America is dominated by the Andes mountains; in contrast, the eastern part contains both highland regions and vast lowlands where rivers such as the Amazon, Orinoco and Paraná flow. Most of the continent lies in the tropics, except for a large part of the Southern Cone located in the middle latitudes.

The continent’s cultural and ethnic outlook has its origin with the interaction of indigenous peoples with European conquerors and immigrants and, more locally, with African slaves. Given a long history of colonialism, the overwhelming majority of South Americans speak Spanish or Portuguese, and societies and states are rich in Western traditions. Relative to Europe, Asia and Africa, 20th-century South America has been a peaceful continent with few wars.

COVID-19 pandemic in South America

The COVID-19 pandemic was confirmed to have reached South America on 26 February 2020 when Brazil confirmed a case in São Paulo. By 3 April, all countries and territories in South America had recorded at least one case.

On 13 May 2020, it was reported that Latin America and the Caribbean had reported over 400,000 cases of COVID-19 infection with, 23,091 deaths. On 22 May 2020, citing the rapid increase of infections in Brazil, the World Health Organization declared South America the epicentre of the pandemic.

As of 16 July 2021, South America had recorded 34,359,631 confirmed cases and 1,047,229 deaths from COVID-19. Due to a shortage of testing and medical facilities, it is believed that the outbreak is far larger than the official numbers show.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Bolivia, officially the Plurinational State of Bolivia, is a landlocked country located in western-central South America. The seat of government and executive capital is La Paz, while the constitutional capital is Sucre. The largest city and principal industrial center is Santa Cruz de la Sierra, located on the Llanos Orientales (tropical lowlands), a mostly flat region in the east of the country.

The sovereign state of Bolivia is a constitutionally unitary state, divided into nine departments. Its geography varies from the peaks of the Andes in the West, to the Eastern Lowlands, situated within the Amazon basin. It is bordered to the north and east by Brazil, to the southeast by Paraguay, to the south by Argentina, to the southwest by Chile, and to the northwest by Peru. One-third of the country is within the Andean mountain range. With 1,098,581 km2 (424,164 sq mi) of area, Bolivia is the fifth largest country in South America, after Brazil, Argentina, Peru, and Colombia (and alongside Paraguay, one of the only two landlocked countries in the Americas), the 27th largest in the world, the largest landlocked country in the Southern Hemisphere, and the world’s seventh largest landlocked country, after Kazakhstan, Mongolia, Chad, Niger, Mali, and Ethiopia.

The country’s population, estimated at 11 million, is multiethnic, including Amerindians, Mestizos, Europeans, Asians, and Africans. Spanish is the official and predominant language, although 36 indigenous languages also have official status, of which the most commonly spoken are Guarani, Aymara, and Quechua languages.

Before Spanish colonization, the Andean region of Bolivia was part of the Inca Empire, while the northern and eastern lowlands were inhabited by independent tribes. Spanish conquistadors arriving from Cusco and Asunción took control of the region in the 16th century. During the Spanish colonial period Bolivia was administered by the Real Audiencia of Charcas. Spain built its empire in large part upon the silver that was extracted from Bolivia’s mines. After the first call for independence in 1809, 16 years of war followed before the establishment of the Republic, named for Simón Bolívar. Over the course of the 19th and early 20th century Bolivia lost control of several peripheral territories to neighboring countries including the seizure of its coastline by Chile in 1879. Bolivia remained relatively politically stable until 1971, when Hugo Banzer led a CIA-supported coup d’état which replaced the socialist government of Juan José Torres with a military dictatorship headed by Banzer. Banzer’s regime cracked down on left-wing and socialist opposition and other forms of dissent, resulting in the torture and deaths of a number of Bolivian citizens. Banzer was ousted in 1978 and later returned as the democratically elected president of Bolivia from 1997 to 2001. Under the 2006–2019 presidency of Evo Morales the country saw significant economic growth and political stability.

Modern Bolivia is a charter member of the UN, IMF, NAM,[15] OAS, ACTO, Bank of the South, ALBA, and USAN. Bolivia remains the second poorest country in South America, though it has slashed poverty rates and has the fastest growing economy in South America (in terms of GDP). It is a developing country. Its main economic activities include agriculture, forestry, fishing, mining, and manufacturing goods such as textiles, clothing, refined metals, and refined petroleum. Bolivia is very rich in minerals, including tin, silver, lithium, and copper.

Government and politics

Bolivia has been governed by democratically elected governments since 1982; prior to that, it was governed by various dictatorships. Presidents Hernán Siles Zuazo (1982–85) and Víctor Paz Estenssoro (1985–89) began a tradition of ceding power peacefully which has continued, although three presidents have stepped down in the face of extraordinary circumstances: Gonzalo Sánchez de Lozada in 2003, Carlos Mesa in 2005, and Evo Morales in 2019.

Bolivia’s multiparty democracy has seen a wide variety of parties in the presidency and parliament, although the Revolutionary Nationalist Movement, Nationalist Democratic Action, and the Revolutionary Left Movement predominated from 1985 to 2005. On 11 November 2019, all senior governmental positions were vacated following the resignation of Evo Morales and his government. On 13 November 2019, Jeanine Áñez, a former senator representing Beni, declared herself acting President of Bolivia. Luis Arce was elected on 23 October 2020; he took office as president on 8 November 2020.

The constitution, drafted in 2006–07 and approved in 2009, provides for balanced executive, legislative, judicial, and electoral powers, as well as several levels of autonomy. The traditionally strong executive branch tends to overshadow the Congress, whose role is generally limited to debating and approving legislation initiated by the executive. The judiciary, consisting of the Supreme Court and departmental and lower courts, has long been riddled with corruption and inefficiency. Through revisions to the constitution in 1994, and subsequent laws, the government has initiated potentially far-reaching reforms in the judicial system as well as increasing decentralizing powers to departments, municipalities, and indigenous territories.

The executive branch is headed by a president and vice president, and consists of a variable number (currently, 20) of government ministries. The president is elected to a five-year term by popular vote, and governs from the Presidential Palace (popularly called the Burnt Palace, Palacio Quemado) in La Paz. In the case that no candidate receives an absolute majority of the popular vote or more than 40% of the vote with an advantage of more than 10% over the second-place finisher, a run-off is to be held among the two candidates most voted.

The Asamblea Legislativa Plurinacional (Plurinational Legislative Assembly or National Congress) has two chambers. The Cámara de Diputados (Chamber of Deputies) has 130 members elected to five-year terms, 63 from single-member districts (circunscripciones), 60 by proportional representation, and seven by the minority indigenous peoples of seven departments. The Cámara de Senadores (Chamber of Senators) has 36 members (four per department). Members of the Assembly are elected to five-year terms. The body has its headquarters on the Plaza Murillo in La Paz, but also holds honorary sessions elsewhere in Bolivia. The Vice President serves as titular head of the combined Assembly.

The judiciary consists of the Supreme Court of Justice, the Plurinational Constitutional Court, the Judiciary Council, Agrarian and Environmental Court, and District (departmental) and lower courts. In October 2011, Bolivia held its first judicial elections to choose members of the national courts by popular vote, a reform brought about by Evo Morales.

The Plurinational Electoral Organ is an independent branch of government which replaced the National Electoral Court in 2010. The branch consists of the Supreme Electoral Court, the nine Departmental Electoral Court, Electoral Judges, the anonymously selected Juries at Election Tables, and Electoral Notaries. Wilfredo Ovando presides over the seven-member Supreme Electoral Court. Its operations are mandated by the Constitution and regulated by the Electoral Regime Law (Law 026, passed 2010). The Organ’s first elections were the country’s first judicial election in October 2011, and five municipal special elections held in 2011.

COVID-19 pandemic in Bolivia

The COVID-19 pandemic in Bolivia is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was confirmed to have spread to Bolivia on 10 March 2020, when its first two cases were confirmed in the departments of Oruro and Santa Cruz.

On 12 March, Bolivia suspended all public school sessions until 31 March, as well as all commercial flights to and from Europe indefinitely. They also prohibited large-scale public gatherings of more than 1,000 people.

Luis Alberto Arce Catacora (born 28 September 1963), often referred to as Lucho, is a Bolivian banker, economist, and politician serving as the 67th president of Bolivia since 2020. A member of the Movement for Socialism, he previously served as minister of finance—later minister of economy and public finance—from 2006 to 2017, and in 2019.

Born in La Paz, Arce graduated as an economist at the University of Warwick. His lifelong career in banking and accounting at the Central Bank of Bolivia prompted President Evo Morales to appoint him as minister of finance in 2006. For over ten years as Morales’ longest-serving minister, Arce was hailed as the architect behind Bolivia’s economic transformation, overseeing the nationalization of the country’s hydrocarbons industry, the rapid expansion of GDP, and the reduction of poverty. His tenure was only brought to an end by a diagnosis of kidney cancer, which forced him to leave office to seek extended treatment abroad. Upon his recovery, Arce was reappointed to his position in January 2019 but resigned from office within the year amid the social unrest the country faced in October and November, culminating in Morales’ removal as president soon thereafter amid allegations of electoral fraud. During the interim government of Jeanine Áñez, Arce sought asylum in Mexico and Argentina, where Morales—barred from running again—nominated him as the Movement for Socialism’s presidential candidate in the snap elections scheduled for 2020. Throughout the campaign, Arce characterized himself as a moderating force, a proponent of his party’s socialist ideals but not subservient to its leader, Morales. These factors ultimately resulted in a substantial victory at the polls, with Arce winning fifty-five percent of the popular vote.

Inaugurated on 8 November 2020, Arce’s presidency brought Bolivia back in line domestically and internationally with its traditional position under Morales and away from the rightward shift the Áñez government had taken. Domestically, Arce’s first year in office saw its greatest successes in combating the COVID-19 pandemic through the procurement of vaccines from Russian and Chinese sources. His government spearheaded an international call for the pharmaceutical industry to waive its patents on vaccines and medications in order to provide greater access to them by low-income countries. Though he succeeded in stabilizing the economy in the face of the health crisis, Arce’s ability to conduct its growth was hampered by a vaccine hesitant population, which prolonged the pandemic’s economic ramifications. Among the biggest challenges of the Arce administration was the urgent need for judicial reform in the country, which he pledged to address but was forced to delay on multiple occasions.

Jeanine Áñez Chávez (born 13 June 1967) is a Bolivian lawyer, politician, and television presenter who served as the 66th president of Bolivia from 2019 to 2020. A former member of the Social Democratic Movement, she previously served two terms as senator for Beni from 2015 to 2019 on behalf of the Democratic Unity coalition and from 2010 to 2014 on behalf of the National Convergence alliance. During this time, she served as second vice president of the Senate from 2015 to 2016 and in 2019 and, briefly, was president of the Senate, also in 2019. Before that, she served as a uninominal member of the Constituent Assembly from Beni, representing circumscription 61 from 2006 to 2007 on behalf of the Social Democratic Power alliance.

Born in San Joaquín, Beni, Áñez graduated as a lawyer from the José Ballivián Autonomous University, then worked in television journalism. An early advocate of departmental autonomy, in 2006, she was invited by the Social Democratic Power alliance to represent Beni in the 2006–2007 Constituent Assembly, charged with drafting a new constitution for Bolivia. Following the completion of that historic process, Áñez ran for senator for Beni with the National Convergence alliance, becoming one of the few former constituents to maintain a political career at the national level. Once in the Senate, the National Convergence caucus quickly fragmented, leading Áñez to abandon it in favor of the emergent Social Democratic Movement, an autonomist political party based in the eastern departments. Together with the Democrats, as a component of the Democratic Unity coalition, she was reelected senator in 2014. During her second term, Áñez served twice as second vice president of the Senate, making her the highest-ranking opposition legislator in that chamber during the social unrest the country faced in late 2019.

During this political crisis, and after the resignation of President Evo Morales and other officials in the line of succession, Áñez declared herself next in line to assume the presidency. On 12 November 2019, she installed an extraordinary session of the Plurinational Legislative Assembly that lacked quorum due to the absence of members of Morales’ party, the Movement for Socialism (MAS-IPSP), who demanded security guarantees before attending. In a short session, Áñez declared herself president of the Senate, then used that position as a basis to assume constitutional succession to the presidency of the country. Responding to domestic unrest, Áñez issued a decree removing criminal liability for military and police in dealing with protesters, which was repealed amid widespread condemnation following the Senkata and Sacaba massacres. Her government launched numerous criminal investigations into former MAS officials, for which she was accused of political persecution and retributive justice, terminated Bolivia’s close links with the governments of Cuba, Nicaragua, and Venezuela, and warmed relations with the United States. After delays due to the COVID-19 pandemic and ensuing protests, new elections were held in October 2020. Despite initially pledging not to, Áñez launched her own presidential campaign, contributing to criticism that she was not a neutral actor in the transition. She withdrew her candidacy a month before the election amid low poll numbers and fear of splitting the opposition vote against MAS candidate Luis Arce, who won the election.

Following the end of her mandate in November 2020, Áñez briefly retired to her residence in Trinidad, only to launch her Beni gubernatorial candidacy a month later. Despite being initially competitive, mounting judicial processes surrounding her time as president hampered her campaign, ultimately resulting in a third-place finish at the polls. Eight days after the election, Áñez was apprehended and charged with crimes related to her role in the alleged coup d’état of 2019; a move decried as political persecution by members of the political opposition. Áñez’s nearly fifteen month pre-trial detention caused a marked decline in her physical and mental health, and was denounced as abusive by her family. On 10 June 2022, after a three month trial, the First Sentencing Court of La Paz found Áñez guilty of breach of duties and resolutions contrary to the Constitution, sentencing her to ten years in prison. Following the verdict, her defense conveyed its intent to appeal, as did government prosecutors, seeking a harsher sentence.

PLURINATIONAL LEGISLATIVE ASSEMBLY


 

The Plurinational Legislative Assembly is the national legislature of Bolivia, placed in La Paz, the country’s seat of government.

The assembly is bicameral, consisting of a lower house (the Chamber of Deputies or Cámara de Diputados) and an upper house (the Chamber of Senators, or Cámara de Senadores). The Vice President of Bolivia also serves as the ex officio President of the Plurinational Legislative Assembly. Each house elects its own directorate: a President, first and second Vice Presidents, and three or four Secretaries (for the Senate and the Chamber of Deputies, respectively). Each party is said to have a seat (Spanish: bancada) consisting of its legislators. The representatives of each department comprise a brigade (brigada). Each house considers legislation in standing committees.

The Chamber of Senators has 36 seats. Each of the country’s nine departments returns four senators elected by proportional representation (using the D’Hondt method). (From 1985 to 2009, the Senate had 27 seats: three seats per department: two from the party or formula that receives the most votes, with the third senator representing the second-placed party.) Senators are elected from party lists to serve five-year terms, and the minimum age to hold a Senate seat is 35 years.

The Chamber of Deputies comprises 130 seats, elected using the additional member system: 70 deputies are elected to represent single-member electoral districts, 7 of which are Indigenous or Campesino seats elected by the usos y costumbres of minority groups, 60 are elected by proportional representation from party lists on a departmental basis. Deputies also serve five-year terms, and must be aged at least 25 on the day of the election. Party lists are required to alternate between men and women, and in the single-member districts, men are required to run with a female alternate, and vice versa. At least 50% of the deputies from single-member districts are required to be women.

Both the Chamber of Senators, and the proportional part of the Chamber of Deputies is elected based on the vote for the presidential candidates, while the deputies from the single-member districts are elected separately.

COVID-19 pandemic in South America

The COVID-19 pandemic was confirmed to have reached South America on 26 February 2020 when Brazil confirmed a case in São Paulo. By 3 April, all countries and territories in South America had recorded at least one case.

On 13 May 2020, it was reported that Latin America and the Caribbean had reported over 400,000 cases of COVID-19 infection with, 23,091 deaths. On 22 May 2020, citing the rapid increase of infections in Brazil, the World Health Organization declared South America the epicentre of the pandemic.

As of 16 July 2021, South America had recorded 34,359,631 confirmed cases and 1,047,229 deaths from COVID-19. Due to a shortage of testing and medical facilities, it is believed that the outbreak is far larger than the official numbers show.

COVID-19 pandemic in Bolivia

The COVID-19 pandemic in Bolivia is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was confirmed to have spread to Bolivia on 10 March 2020, when its first two cases were confirmed in the departments of Oruro and Santa Cruz.

On 12 March, Bolivia suspended all public school sessions until 31 March, as well as all commercial flights to and from Europe indefinitely. They also prohibited large-scale public gatherings of more than 1,000 people.

Vaccination

On 30 December 2020, the government of newly elected President Luis Arce signed a contract between Bolivia and Russia to acquire 5.2 million doses of the Sputnik-V vaccine. The vaccine was granted emergency approval and registered by the Bolivian regulator based on the results of Phase III clinical trials in Russia. The first 20,000 doses of the vaccine arrived on 28 January 2021, and Santa Cruz-based nurse Sandra Ríos became the first Bolivian to be vaccinated the next day.

In January 2021, the government contracted India’s Serum Institute to provide 5 million doses of the Oxford–AstraZeneca vaccine. The doses are slated to arrive beginning in April.

On 30 January 2021, the United Nations announced that 900,000 doses of the Oxford–AstraZeneca vaccine and 92,430 doses of the Pfizer–BioNTech vaccine will be provided through the COVAX initiative. The COVAX initiative had reportedly agreed to provide Bolivia with 3.6 million vaccine doses from a variety of sources.

In April 2021, Bolivia launched an international campaign to ensure all countries have equitable access to COVID-19 vaccines. Foreign Minister Rogelio Mayta said that unless 70 percent of the world’s population was vaccinated new variations of the disease will arise and the pandemic “will continue for years”.

Marcelo Ebrard, Mexican Foreign Minister, announced on May 12, 2021, that Mexico will donate 400,000 doses of Oxford–AstraZeneca COVID-19 vaccine to Bolivia, Belize, and Paraguay.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Central Bank of Bolivia is the central bank of Bolivia, responsible for monetary policy and the issuance of banknotes. The current president of the BCB is Pablo Ramos Sánchez.

History

The bank was established by Law 632, passed on July 20, 1928. On April 20, 1929, its name was changed to Banco Central de Bolivia, and on July 1, 1929, the bank officially began operations.

Roger Edwin Rojas Ulo is a Bolivian economist who, since November 2020, is president of the Central Bank of Bolivia (Banco Central de Bolivia – BCB).

Rojas studied economics at Torcuato Di Tella in Buenos Aires, and holds a master’s degree in economics and public policy and a doctorate in development sciences from the Universidad Mayor de San Andrés in Bolivia.​

He was deputy minister in the Ministry of Finance of Bolivia from 2008 to 2015, and was director of the Productive Development Bank from 2016 to 2017. From 2017 to 2020, he was an advisor and senior advisor on the Board of the International Monetary Fund.

On November 12, 2020, he was appointed President of the Central Bank of Bolivia.
