HIJACKERS IN THE SEPTEMBER 11 ATTACKS


 

The hijackers in the September 11 attacks were 19 men affiliated with al-Qaeda. Fifteen of the 19 were citizens of Saudi Arabia, two were from the United Arab Emirates, one from Lebanon, and one from Egypt. The hijackers were organized into four teams, each led by a pilot-trained hijacker with three or four “muscle hijackers”, who were trained to help subdue the pilots, passengers, and crew.

The first hijackers to arrive in the United States were Khalid al-Mihdhar and Nawaf al-Hazmi, who settled in San Diego County, California, in January 2000. They were followed by three hijacker-pilots, Mohamed Atta, Marwan al-Shehhi, and Ziad Jarrah in mid-2000 to undertake flight training in South Florida. The fourth hijacker-pilot, Hani Hanjour, arrived in San Diego in December 2000. The rest of the “muscle hijackers” arrived in early- and mid-2001.

Larry A. Silverstein (born May 30, 1931) is an American businessman. Among his real estate projects, he is the developer of the rebuilt World Trade Center complex in Lower Manhattan, New York City, as well as one of New York’s tallest residential towers at 30 Park Place, where he owns a home. His worth has been estimated at $3.5 billion as of 2016.

Silverstein was born in Brooklyn, and became involved in real estate, together with his father, establishing Silverstein Properties. Silverstein separated from his business partner, Bernard Mendik, in 1977, and bought a number of large office buildings in Midtown and Lower Manhattan in the late 1970s.

In 1980, Silverstein won a bid from the Port Authority of New York and New Jersey to construct 7 World Trade Center on Vesey Street, just north of the main World Trade Center site. Silverstein was interested in acquiring the original World Trade Center complex, and put in a bid when the Port Authority put it up for lease in 2000. Silverstein won the bid when a deal between the initial winner and the Port Authority fell through, and he signed the lease on July 24, 2001.

Soon after the September 11 attacks, in 2001, Silverstein declared his intent to rebuild, though he and his insurers became embroiled in a multi-year dispute over whether the attacks had constituted one event or two under the terms of the insurance policy, which provided for a maximum of $3.55 billion coverage per event. A settlement was reached in 2007, with insurers agreeing to pay out $4.55 billion, which was not as much as Silverstein had sought. Silverstein also ran into multiple disputes with other parties in the rebuilding effort, including with the Port Authority. In an agreement reached in April 2006, Silverstein retained rights to build three office towers (150 Greenwich Street, 175 Greenwich Street, and 200 Greenwich Street), while One World Trade Center (previously referred to as the “Freedom Tower”) would be owned by the Port Authority, as would Tower Five, which it would have the option of leasing to a different private developer and having redesigned as a residential building.

World Trade Center

During the 1990s, New York was suffering from the effects of the 1987 stock market crash, which led to high vacancy rates at the World Trade Center. George Pataki became Governor of New York in 1995 on a campaign of cutting costs, including privatizing the World Trade Center. A sale of the property was considered too complex, so it was decided by the Port Authority to open a 99-year lease to competitive bidding.

In January 2001, Silverstein, via Silverstein Properties, made a $3.2 billion bid to lease-purchase the World Trade Center. Silverstein was outbid by $30 million by Vornado Realty, with Boston Properties and Brookfield Properties also competing for the lease. However, Vornado withdrew in March, giving Silverstein 14 days to negotiate a new bid. Silverstein’s negotiated bid was finalized on April 26, 2001, in partnership with Westfield America, Inc. and accepted on July 24, 2001. This was the first time in the complex’s 31-year history that it had changed management. The lease agreement applied to One, Two, Four, and Five World Trade Center, and about 425,000 square feet (39,500 m2) of retail space. Silverstein put up $14 million of his own money to secure the deal. The agreement gave Silverstein, as leaseholder, the right and the obligation to rebuild the structures if destroyed.

September 11 attacks

Silverstein has said in interviews that he usually spent his mornings in breakfast meetings at Windows on the World on top of the World Trade Center North Tower, and with new tenants in the building. However, the morning of September 11, 2001, his wife insisted that he attend a medical appointment. Due to the appointment, he escaped almost certain death.

All of the buildings at the World Trade Center, including buildings 1, 2, 3, 4, 5, 6, and 7, were destroyed or damaged beyond repair on September 11, 2001. After a protracted dispute with insurers over the amount of coverage available for rebuilding World Trade Center buildings 1, 2, 4 and 5, a series of court decisions determined that a maximum of $4.55 billion was payable and settlements were reached with the insurers in 2007.

General Ralph Edward “Ed” Eberhart (born December 6, 1946) is a retired United States Air Force general who served as the commander of North American Aerospace Defense Command (NORAD) and United States Northern Command, Peterson Air Force Base, Colorado. He was in charge of NORAD on 9/11.

Eberhart entered the Air Force in 1968 as a graduate of the United States Air Force Academy, having been the cadet wing commander during his senior year. His staff experience includes serving as executive officer to the Air Force Chief of Staff at Headquarters U.S. Air Force; Deputy Chief of Staff for Inspection, Safety and Security, Headquarters Tactical Air Command; Director for Programs and Evaluation, Headquarters U.S. Air Force; Director of Force Structure, Resources and Assessment, the Joint Staff; and Deputy Chief of Staff for Plans and Operations, Headquarters U.S. Air Force. The general has also served as Vice Chief of Staff of the U.S. Air Force, commander, Air Combat Command, Commander, Air Force Space Command, and as commander-in-chief, U.S. Space Command.

General Eberhart has commanded a flight, squadron, wing, numbered air force and two major commands, as well as one sub-unified command, two unified commands and one bi-national command. While commander of the 363rd Tactical Fighter Wing during Operation Desert Shield, the unit established the theater’s initial air-to-ground combat capability from a forward operating location. General Eberhart’s international awards include the Grand Cordon of the Order of the Sacred Treasure, presented while serving as the Commander of U.S. Forces, Japan, by the Emperor of Japan, as well as the French Legion of Honor. A command pilot, General Eberhart has logged more than 5,000 hours, primarily in fighter and trainer aircraft, including 300 combat missions as a forward air controller in Vietnam.

North American Aerospace Defense Command (NORAD), known until March 1981 as the North American Air Defense Command, is a combined organization of the United States and Canada that provides aerospace warning, air sovereignty, and protection for Northern America. Headquarters for NORAD and the NORAD/United States Northern Command (USNORTHCOM) center are located at Peterson Air Force Base in El Paso County, near Colorado Springs, Colorado. The nearby Cheyenne Mountain Complex has the Alternate Command Center. The NORAD commander and deputy commander (CINCNORAD) are, respectively, a United States four-star general or equivalent and a Canadian three-star general or equivalent.

 

NORAD and the 9/11 Commission


 

For more than two years after the attacks, officials with North American Aerospace Defense Command (NORAD) and the Federal Aviation Administration (FAA) provided inaccurate information about the response to the hijackings in testimony and media appearances.

Authorities suggested that US air defenses had reacted quickly, that jets had been scrambled in response to the last two hijackings and that fighters were prepared to shoot down United Airlines Flight 93 if it threatened Washington, D.C..

The Commission reported a year later that audiotapes from NORAD’s Northeast headquarters and other evidence showed clearly that the military never had any of the hijacked airliners in its sights and at one point chased a phantom aircraft—American Airlines Flight 11—long after it had crashed into the World Trade Center. For example, Maj. Gen. Larry Arnold and Col. Alan Scott told the commission that NORAD had begun tracking United 93 at 9:16 a.m., but the commission determined that the airliner was not even hijacked until 12 minutes later. According to later testimony, the military was not aware of the flight until after it had crashed in Pennsylvania.

The Commission was forced to use subpoenas to obtain the cooperation of the FAA and NORAD to release evidence such as audiotapes. The agencies’ reluctance to release the tapes—along with e-mails, erroneous public statements and other evidence—led some of the panel’s staff members and commissioners to believe that authorities sought to mislead the commission and the public about what happened on September 11.

“I was shocked at how different the truth was from the way it was described,” said John Farmer, a former New Jersey attorney general who led the staff inquiry into events on September 11, in an August 2006 interview.

Jane F. Garvey is a former government transportation and public works official, now an American business executive, currently serving as the chairman of Meridiam North America. She was the first female Administrator of the U.S. Federal Aviation Administration from 1997 to 2002. In May 2018, she was tapped to become the first female Chairman of United Continental Holdings.

9/11 Attacks

Garvey was the FAA Administrator during the September 11, 2001 attacks (terrorists hijacking U.S. airliners for suicide attacks against New York City and Washington, D.C.).

On the morning of the attacks—shortly after the hijacked planes were learned to have struck their targets—Garvey echoed approval of her subordinates’ decision to order all 4,000 aircraft over the United States to land immediately at the nearest airport. The order was quickly underscored by her superior, U.S. Secretary of Transportation Norm Mineta, who was with Vice President Dick Cheney in a bunker under the White House. It was the first-ever emergency grounding of all civilian aircraft flying over the nation.

The Federal Aviation Administration (FAA) is a governmental body of the United States with powers to regulate all aspects of civil aviation in that nation as well as over its surrounding international waters. Its powers include the construction and operation of airports, air traffic management, the certification of personnel and aircraft, and the protection of U.S. assets during the launch or re-entry of commercial space vehicles. Powers over neighboring international waters were delegated to the FAA by authority of the International Civil Aviation Organization.

Donald J. Carty, OC (born July 23, 1946) is a Canadian-American businessman who serves as chairman of Porter Airlines and eRewards. In addition to these chairmanships, Carty is also a director of EMC Corporation, Dell, Barrick Gold, Talisman Energy, CN Rail, and Gluskin Sheff. He was previously chairman and chief executive officer (CEO) of AMR Corporation, the parent company of American Airlines, from 1998 to 2003. Carty is a past director of Hawaiian Airlines, Sears, Placer Dome, CHC Helicopters, and Brinker. He is a past chairman of Big Brothers Big Sisters of America, a former member of the Board of Trustees of Southern Methodist University and of the board of directors of the Dallas Center for the Performing Arts Foundation and the Dallas Theater Center. He currently serves on the Executive Board of the SMU Cox School of Business, In January 2007. Carty became the Vice Chairman and chief financial officer of Dell. On June 13, 2008, Carty retired from day-to-day operations, but stayed on as a director.

American Airlines career

At American, he served as controller, and later as executive vice president for finance and planning under CEO Robert Crandall, before becoming CEO of American himself in 1998.

American Airlines began losing money in the economic downturn that followed the September 11, 2001 attacks, which destroyed two of its planes. Carty negotiated wage and benefit agreements with the unions but resigned after union leaders discovered he was planning to award executive compensation packages at the same time. This undermined AA’s attempts to increase trust with its workforce and to increase its productivity. Carty was terminated by the AMR Board on April 24, 2003.

American Airlines, Inc. (AA) is a major American airline headquartered in Fort Worth, Texas, within the Dallas–Fort Worth metroplex. It is the world’s largest airline when measured by fleet size, scheduled passengers carried, and revenue passenger mile. American, together with its regional partners, operates an extensive international and domestic network with almost 6,800 flights per day to nearly 350 destinations in more than 50 countries. American Airlines is a founding member of the Oneworld alliance, the third-largest airline alliance in the world. Regional service is operated by independent and subsidiary carriers under the brand name American Eagle.

American Airlines and American Eagle operate out of 10 hubs, with Dallas/Fort Worth (DFW) being its largest. The airline handles more than 200 million passengers annually with an average of more than 500,000 passengers daily. As of 2019, the company employs nearly 130,000 people.

American Airlines operates its primary and the largest Maintenance and Repair Operations (MRO) base in Tulsa in addition to the maintenance locations at its hubs.

September 11 Attacks

Two of the four planes hijacked in the September 11 attacks were American Airlines flights. The first was American Airlines Flight 11, a Boeing 767-200 that was flown into the North Tower of the World Trade Center, and American Airlines Flight 77, a Boeing 757-200 that was flown into the Pentagon. Flight 11 is the deadliest incident in the airline’s history and the deadliest on U.S. soil.

Some conspiracy theorists maintain that just before 9/11, an “extraordinary” amount of put options were placed on American Airlines and United Airlines stocks and speculate that insiders may have known in advance of the coming events of 9/11 and placed their bets accordingly. An analysis into the possibility of insider trading on 9/11 concludes that:

A measure of abnormal long put volume was also examined and seen to be at abnormally high levels in the days leading up to the attacks. Consequently, the paper concludes that there is evidence of unusual option market activity in the days leading up to September 11 that is consistent with investors trading on advance knowledge of the attacks.

This study was intended to address the “great deal of speculation about whether option market activity indicated that the terrorists or their associates had traded in the days leading up to September 11 on advance knowledge of the impending attacks.”

In the days leading up to 9/11, analysis shows a rise in the put to call ratio for United Airlines and American Airlines, the two airlines from which planes were hijacked on 9/11. Between September 6 and 7, the Chicago Board Options Exchange recorded purchases of 4,744 “put” option contracts in UAL and 396 call options. On September 10, more trading in Chicago saw the purchase of 4,516 put options in American Airlines, the other airline involved in the hijackings, with a mere 748 call options in American purchased that day.

No other airline companies has unusual put to call ratio in the days leading up to the attacks. The 9/11 Commission Report concluded that “Exhaustive investigations by the Securities and Exchange Commission, FBI, and other agencies have uncovered no evidence that anyone with advance knowledge of the attacks profited through securities transactions.” The report further stated:

Highly publicized allegations of insider trading in advance of 9/11 generally rest on reports of unusual pre-9/11 trading activity in companies whose stock plummeted after the attacks. Some unusual trading did in fact occur, but each such trade proved to have an innocuous explanation. For example, the volume of put options — investments that pay off only when a stock drops in price — surged in the parent companies of United Airlines on September 6 and American Airlines on September 10 — highly suspicious trading on its face. Yet, further investigation has revealed that the trading had no connection with 9/11. A single U.S.-based institutional investor with no conceivable ties to al Qaeda purchased 95 percent of the UAL puts on September 6 as part of a trading strategy that also included buying 115,000 shares of American on September 10. Similarly, much of the seemingly suspicious trading in American on September 10 was traced to a specific U.S.-based options trading newsletter, faxed to its subscribers on Sunday, September 9, which recommended these trades. These examples typify the evidence examined by the investigation. The SEC and the FBI, aided by other agencies and the securities industry, devoted enormous resources to investigating this issue, including securing the cooperation of many foreign governments. These investigators have found that the apparently suspicious consistently proved innocuous.

United Airlines, Inc. (commonly referred to as United) is a major American airline headquartered at Willis Tower in Chicago, Illinois. United operates a large domestic and international route network spanning cities large and small across the United States and all six continents. Measured by fleet size and the number of routes, it is the third largest airline in the world. It is a founding member of the Star Alliance, the world’s largest airline alliance with a total of 28 member airlines. Regional service is operated by independent carriers under the brand name United Express. United was established by the amalgamation of several airlines in the late 1920s, the oldest of these being Varney Air Lines, which was founded in 1926.

United has eight hubs, with Chicago–O’Hare being its largest in terms of passengers carried and the number of departures.

September 11 Attacks

During the attacks of September 11, 2001, two of the four planes hijacked were United planes. One aircraft was N612UA, a Boeing 767-222 operating as United Airlines Flight 175, flown into the South Tower of the World Trade Center. The other was N591UA, a Boeing 757–222 operating as United Airlines Flight 93, which crashed in rural Pennsylvania after the passengers fought back against the hijackers, and was suspected to have been directed towards the United States Capitol building, according to the DHS.

This study was intended to address the “great deal of speculation about whether option market activity indicated that the terrorists or their associates had traded in the days leading up to September 11 on advance knowledge of the impending attacks.”

In the days leading up to 9/11, analysis shows a rise in the put to call ratio for United Airlines and American Airlines, the two airlines from which planes were hijacked on 9/11. Between September 6 and 7, the Chicago Board Options Exchange recorded purchases of 4,744 “put” option contracts in UAL and 396 call options. On September 10, more trading in Chicago saw the purchase of 4,516 put options in American Airlines, the other airline involved in the hijackings, with a mere 748 call options in American purchased that day.

No other airline companies has unusual put to call ratio in the days leading up to the attacks. The 9/11 Commission Report concluded that “Exhaustive investigations by the Securities and Exchange Commission, FBI, and other agencies have uncovered no evidence that anyone with advance knowledge of the attacks profited through securities transactions.” The report further stated:

Highly publicized allegations of insider trading in advance of 9/11 generally rest on reports of unusual pre-9/11 trading activity in companies whose stock plummeted after the attacks. Some unusual trading did in fact occur, but each such trade proved to have an innocuous explanation. For example, the volume of put options — investments that pay off only when a stock drops in price — surged in the parent companies of United Airlines on September 6 and American Airlines on September 10 — highly suspicious trading on its face. Yet, further investigation has revealed that the trading had no connection with 9/11. A single U.S.-based institutional investor with no conceivable ties to al Qaeda purchased 95 percent of the UAL puts on September 6 as part of a trading strategy that also included buying 115,000 shares of American on September 10. Similarly, much of the seemingly suspicious trading in American on September 10 was traced to a specific U.S.-based options trading newsletter, faxed to its subscribers on Sunday, September 9, which recommended these trades. These examples typify the evidence examined by the investigation. The SEC and the FBI, aided by other agencies and the securities industry, devoted enormous resources to investigating this issue, including securing the cooperation of many foreign governments. These investigators have found that the apparently suspicious consistently proved innocuous.

Robert Swan Mueller III (born August 7, 1944) is an American lawyer and government official who served as the sixth Director of the Federal Bureau of Investigation (FBI) from 2001 to 2013.

A graduate of Princeton University and New York University, Mueller served as a Marine Corps officer during the Vietnam War, receiving a Bronze Star for heroism and a Purple Heart. He subsequently attended the University of Virginia School of Law. Mueller is a registered Republican in Washington, D.C., and was appointed and reappointed to Senate-confirmed positions by presidents George H. W. Bush, Bill Clinton, George W. Bush, and Barack Obama.

Mueller has served both in government and private practice. He was an assistant United States attorney, a United States attorney, United States assistant attorney general for the Criminal Division, a homicide prosecutor in Washington, D.C., acting United States deputy attorney general, partner at D.C. law firm WilmerHale and director of the FBI.

On May 17, 2017, Mueller was appointed by Deputy Attorney General Rod Rosenstein as special counsel overseeing an investigation into allegations of Russian interference in the 2016 U.S. presidential election and related matters. He submitted his report to Attorney General William Barr on March 22, 2019. On April 18, the Department of Justice released it. On May 29, he resigned his post and the Office of the Special Counsel was closed.

Federal Bureau of Investigation

President George W. Bush nominated Mueller for the position of FBI director on July 5, 2001. He and two other candidates, Washington lawyer George J. Terwilliger III and veteran Chicago prosecutor and white-collar crime defense lawyer Dan Webb, were up for the job, but Mueller, described at the time as a conservative Republican, was always considered the front-runner. Terwilliger and Webb both pulled out from consideration around mid-June, while confirmation hearings for Mueller before the Senate Judiciary Committee were quickly set for July 30, only three days before his prostate cancer surgery.

The Senate unanimously confirmed Mueller as FBI director on August 2, 2001, voting 98–0 in favor of his appointment. He had previously served as acting deputy attorney general of the United States Department of Justice (DOJ) for several months before officially becoming the FBI director on September 4, 2001, one week before the September 11 attacks on the World Trade Center and the Pentagon.

George John Tenet (born January 5, 1953) is a former Director of Central Intelligence (DCI) for the United States Central Intelligence Agency as well as a Distinguished Professor in the Practice of Diplomacy at Georgetown University.

Tenet held the position as the DCI from July 1997 to July 2004, making him the second-longest-serving director in the agency’s history—behind Allen Welsh Dulles—as well as one of the few DCIs to serve under two U.S. presidents of opposing political parties.

He played a key role in overseeing intelligence regarding weapons of mass destruction in advance of the Iraq War. A 2005 Inspector General’s report found that Tenet bears “ultimate responsibility” for the United States intelligence community’s failure to develop a plan to control al Qaeda in the lead-up to 9/11. Tenet has been criticized for personally authorizing the CIA’s use of brutal and ineffective torture techniques during his tenure, in contravention of international law.

In February 2008, he became a managing director at investment bank Allen & Company.
