The Middle East is a geopolitical region commonly encompassing Arabia (including the Arabian Peninsula and Bahrain), Asia Minor (Asian part of Turkey except Hatay Province), East Thrace (European part of Turkey), Egypt, Iran, the Levant (including Ash-Shām and Cyprus), Mesopotamia (modern-day Iraq), and the Socotra Archipelago (a part of Yemen). The term came into widespread usage as a replacement of the term Near East (as opposed to the Far East) beginning in the early 20th century. The term “Middle East” has led to some confusion over its changing definitions, and has been viewed by some to be discriminatory or too Eurocentric. The region includes the vast majority of the territories included in the closely associated definition of Western Asia (including Iran), but without the South Caucasus, and additionally includes all of Egypt (not just the Sinai Region) and all of Turkey (not just the part barring East Thrace).

Most Middle Eastern countries (13 out of 18) are part of the Arab world. The most populous countries in the region are Egypt, Iran, and Turkey, while Saudi Arabia is the largest Middle Eastern country by area. The history of the Middle East dates back to ancient times, with the geopolitical importance of the region being recognized for millennia. Several major religions have their origins in the Middle East, including Judaism, Christianity, and Islam. Arabs constitute the main socioethnic grouping in the region, followed by Turks, Persians, Kurds, Azeris, Copts, Jews, Assyrians, Iraqi Turkmen, Yazidis, and Greek Cypriots.

The Middle East generally has a hot, arid climate, especially in the Peninsula and Egyptian regions. Several major rivers providing irrigation to support agriculture in limited areas here such as the Nile Delta in Egypt, the Tigris and Euphrates watersheds of Mesopotamia, and most of what is known as the Fertile Crescent. Conversely the Levantine coast and most of Turkey have more temperate, oceanic and wetter climates. Most of the countries that border the Persian Gulf have vast reserves of petroleum, with monarchs of the Arabian Peninsula in particular benefiting economically from petroleum exports. Because of the arid climate and heavy reliance on the fossil fuel industry, the Middle East is both a heavy contributor to climate change and a region expected to be severely negatively impacted by it.

Other concepts of the region exist including the broader the Middle East and North Africa (MENA), which includes states of the Maghreb and the Sudan, or the “Greater Middle East” which additionally also includes parts of East Africa, Mauritania, Afghanistan, Pakistan, and sometimes Central Asia and the South Caucasus.

COVID-19 pandemic in Asia/The Middle East

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 29 September 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Iraq, officially the Republic of Iraq, is a country in Western Asia. It is bordered by Turkey to the north, Iran to the east, the Persian Gulf and Kuwait to the southeast, Saudi Arabia to the south, Jordan to the southwest and Syria to the west. The capital and largest city is Baghdad. Iraq is home to diverse ethnic groups including Iraqi Arabs, Kurds, Turkmens, Assyrians, Armenians, Yazidis, Mandaeans, Persians and Shabakis with similarly diverse geography and wildlife. The vast majority of the country’s 44 million residents are Muslims – the notable other faiths are Christianity, Yazidism, Mandaeism, Yarsanism and Zoroastrianism. The official languages of Iraq are Arabic and Kurdish; others also recognised in specific regions are Neo-Aramaic, Turkish and Armenian.

Starting as early as the 6th millennium BC, the fertile alluvial plains between Iraq’s Tigris and Euphrates Rivers, referred to as Mesopotamia, gave rise to some of the world’s earliest cities, civilisations, and empires, including those of Akkad, Babylon, Assyria and Sumer. Mesopotamia was a “Cradle of Civilisation” that saw the independent development of a writing system, mathematics, timekeeping, a calendar, astrology, and a law code. Following the Muslim conquest of Mesopotamia, Baghdad became the capital and the largest city of the Abbasid Caliphate, and during the Islamic Golden Age, the city evolved into a significant cultural and intellectual center, and garnered it a worldwide reputation for its academic institutions, including House of Wisdom. The city was largely destroyed at the hands of the Mongol Empire in 1258 during the Siege of Baghdad, resulting in a decline that would linger through many centuries due to frequent plagues and multiple successive empires.

Modern Iraq dates back to 1920, when the British Mandate for Mesopotamia, joining three Ottoman vilayets, was created under the authority of the League of Nations. A British-backed Kingdom was established in 1921 under Faisal I of Iraq. The Hashemite Kingdom of Iraq gained independence from the UK in 1932. In 1958, the monarchy was overthrown and the Iraqi Republic created. Iraq was controlled by the Arab Socialist Ba’ath Party from 1968 until 2003. In 1980, Iraq invaded Iran, sparking a protracted war which would last for almost eight years, and end in a stalemate with devastating losses for both countries. After an invasion by the United States and its allies in 2003, Saddam Hussein’s Ba’ath Party was removed from power, and multi-party parliamentary elections were held in 2005. The US presence in Iraq ended in 2011.

Iraq is a federal parliamentary republic. The president is the head of state, the prime minister is the head of government, and the constitution provides for two deliberative bodies, the Council of Representatives and the Council of Union. The judiciary is free and independent of the executive and the legislature.

Iraq is considered an emerging middle power with a strategic location and a founding member of the United Nations, the OPEC as well as of the Arab League, OIC, Non-Aligned Movement and the IMF. From 1920 to 2005 Iraq experienced spells of significant economic and military growth and briefer instability including wars. The present era has seen further growth and steadier international investment under the multipartite system incepted in 2005 then a major decline in factional domestic, almost randomised, attacks besetting Iraq during and around the time of the US military presence, however recurrent failure to agree working government between members of parliament has been accompanied by politically motivated violence against government institutions, and sometimes beyond.

Government and politics

The federal government of Iraq is defined under the current Constitution as a democratic, federal parliamentary republic. The federal government is composed of the executive, legislative, and judicial branches, as well as numerous independent commissions. Aside from the federal government, there are regions (made of one or more governorates), governorates, and districts within Iraq with jurisdiction over various matters as defined by law.

The National Alliance is the main Shia parliamentary bloc, and was established as a result of a merger of Prime Minister Nouri Maliki’s State of Law Coalition and the Iraqi National Alliance. The Iraqi National Movement is led by Iyad Allawi, a secular Shia widely supported by Sunnis. The party has a more consistent anti-sectarian perspective than most of its rivals. The Kurdistan List is dominated by two parties, the Kurdistan Democratic Party led by Masood Barzani and the Patriotic Union of Kurdistan headed by Jalal Talabani. Both parties are secular and enjoy close ties with the West.

In 2008, according to the Failed States Index, Iraq was the world’s eleventh most politically unstable country. The concentration of power in the hands of Prime Minister Nouri al-Maliki and growing pressure on the opposition led to growing concern about the future of political rights in Iraq. Nevertheless, progress was made and the country had risen to 11th place by 2013. In August 2014, al-Maliki’s reign came to an end. He announced on 14 August 2014 that he would stand aside so that Haider Al-Abadi, who had been nominated just days earlier by newly installed President Fuad Masum, could take over. Until that point, al-Maliki had clung to power even asking the federal court to veto the president’s nomination describing it as a violation of the constitution.

Transparency International ranks Iraq’s government as the eighth-most-corrupt government in the world. Government payroll have increased from 1 million employees under Saddam Hussein to around 7 million employees in 2016. In combination with decreased oil prices, the government budget deficit is near 25% of GDP as of 2016.

Since the establishment of the no–fly zones following the Gulf War of 1990–1991, the Kurds established their own autonomous region.

COVID-19 pandemic in Iraq

The COVID-19 pandemic in Iraq is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). During the pandemic, Iraq reported its first confirmed cases of SARS-CoV-2 infections on 22 February 2020 in Najaf. By April, the number of confirmed cases had exceeded the hundred mark in Baghdad, Basra, Sulaymaniyah, Erbil and Najaf.

As of 7 April 2020, officially 28,414 tests have been done in Iraq as a whole (including the Kurdistan Region), with 1202 of them turning out positive. Of those tests, 12,143 were done by the Kurdish Ministry of Health, which means that the other 16,271 were done by the Iraqi Ministry of Health. While 0.25% of the Kurdistan Region’s population has been tested, only 0.05% of the rest of the country has been tested, thus highlighting the possible disparity between total positive case numbers between regions. Iraq is considered “especially vulnerable to the epidemic due to being ravaged” – by war and United Nations sanctions, and by sectarian conflict over the past three decades.

Mustafa Abdul Latif Mishatat (born 5 July 1967), known as Mustafa al-Kadhimi, alternatively spelt Mustafa al-Kadhimy, is an Iraqi politician, lawyer and bureaucrat and former intelligence officer who has served as the Prime Minister of Iraq since May 2020. He previously served as columnist for several news outlets and the Director of the Iraqi National Intelligence Service, originally appointed in June 2016. He briefly served as Iraqi Minister of Foreign Affairs in an acting capacity in 2020.

Following months of protests that broke out across Iraq in October 2019 and the resignation of Prime Minister Adel Abdul Mahdi and his cabinet, Mustafa Al Kadhimi became a leading contender for the premiership.

Al-Kadhimi and Haider al-Abadi went to Riyadh in 2017. Al-Kadhimi made headlines when he was seen in a long embrace with Mohammed bin Salman.

On 9 April 2020, he was named by President Barham Salih as prime minister-designate, the third person tapped to lead the country in just 10 weeks as it struggled to replace a government that fell last year after months of protests. Kadhimi was nominated by President Barham Salih, state television reported, shortly after the previous designated prime minister, Adnan al-Zurfi, announced he was withdrawing having failed to secure enough support to pass a government. After nearly six months of political negotiations, Iraq’s parliament confirmed al-Kadhimi as Prime Minister of Iraq on 6 May 2020. Before entering office, al-Kadhimi said his government would be a government that finds solutions to Iraq’s many problems and not a crisis ridden government. He promised early elections and vowed Iraq would not be used as a battleground by other countries. He assumed office on the heels of major upheavals in Iraq – large protests, falling oil prices, and the COVID-19 pandemic.

Upon assuming power, al-Kadhimi promised to guide Iraq through a serious financial crisis, saying the state treasury was “nearly empty” after years of waste and declining oil prices. Al-Kadhimi’s cabinet vowed to reduce public spending and audit salaries granted to millions of Iraqis but retracted the plan after public criticism. In August 2020, he hired hundreds of unemployed Iraqis at the Ministry of Defense, but not enough to halt sit-ins outside other public sector offices demanding jobs. He has few allies in government and parliament is heavily dominated by pro-Iran MPs who have balked at his references to protester demands. He has also struggled to fulfill his promise to bring the security forces to justice who were allegedly responsible for the deaths of nearly 600 protesters and activists since October 2019. In addition, al-Kadhimi pledged to investigate the recent murders of journalists and political activists that have increased in the past year, but no one has been brought to justice yet.

In July 2021, al-Kadhimi and U.S. President Joe Biden sealed an agreement to end the U.S. combat mission in Iraq by the end of 2021. Following his visit to the United States, Iraq reclaimed 17,000 artifacts, mostly looted by ISIS and sold to the Museum of the Bible that were recovered by US authorities.

Barham Salih (born 12 September 1960) is an Iraqi Kurdish politician who is serving as the eighth president of Iraq.

He is the former prime minister of the Kurdistan Region and a former deputy prime minister of the Iraqi federal government. He was elected and assumed office as president of Iraq on 2 October 2018.

President of Iraq

On 2 October 2018, Barham Salih was elected as the eighth president of Iraq. He received 219 votes and defeated Fuad Hussein who secured 22 votes.

Salih condemned the 2019 Turkish offensive into north-eastern Syria, stating that it “will cause untold humanitarian suffering, empower terrorist groups. The world must unite to avert a catastrophe, promote political resolution to the rights of all Syrians, including Kurds, to peace, dignity and security”.

In March 2019, Salih submitted the groundbreaking “Yazidi Female Survivors Law” to Parliament for review. The ground-breaking bill set forth a number of reparation measures for female Yazidi survivors of captivity. It was seen by the Yazidi leaders as an important step toward a secure future for the survivors, and so they could move on and rebuild their homes, which were destroyed by IS fighting. On March 1, 2021, Parliament passed the Yazidi [Female] Survivors Bill into law, and the law was welcomed by Nadia Murad as “an important first step in acknowledging the gender-based trauma of sexual violence and need for tangible redress.”

On 24 September 2019, President Salih had his first bilateral meeting with U.S. President Donald Trump.

On 26 December 2019, Salih submitted a letter of resignation after refusing to appoint Basra Governor Asaad Al Eidani as Prime Minister following the resignation of Adil Abdul-Mahdi, amid ongoing protests across the country. Salih stated that Al Eidani would not be approved by the demonstrators.

The Council of Representatives, usually referred to simply as the Parliament is the unicameral legislature of the Republic of Iraq. As of 2020, it comprises 329 seats and meets in Baghdad inside the Green Zone.

History

The transitional period

In 2003, Saddam Hussein was forcibly removed from power by the United States of America, the United Kingdom and their allies during the Iraq War. In March 2003 a governing council set up by the Coalition Provisional Authority signed an interim constitution which called for the election of a transitional National Assembly after than the end of January 2005. This Assembly would draft a permanent constitution which would then be submitted to approval by the Iraqi people in a general referendum.

Elections for this transitional National Assembly took place on January 30, 2005. The United Iraqi Alliance Party won the majority of seats with 48% of the popular vote resulting in 140 seats. Eighty-five members of the assembly were women.

Talks between the UIA and other parties to form a coalition government began soon after the election. The assembly had its first meeting on March 16, 2005. After weeks of negotiations between the dominant political parties, on April 4, 2005, Sunni Arab Hajim al-Hassani was chosen as speaker; Shiite Hussain Shahristani and Kurd Aref Taifour were elected as his top deputies. The Assembly elected Jalal Talabani to head the Presidency Council on April 6, and approved the selection of Ibrahim al-Jaafari and his cabinet on April 28.

The Constitution of 2005

Under the permanent constitution approved on October 15, 2005, legislative authority is vested in two bodies, the Council of Representatives and the Council of Union.

The Council of Representatives consists of 325 members elected for four years, with two sessions in each annual term. The Council passes federal laws, oversees the executive, ratifies treaties, and approves nominations of specified officials. It elects the president of the republic, who selects a prime minister from the majority coalition in the Council. (During an initial period, a three-member Presidential Council elected by the Council of Representatives will carry out the duties of the president of the republic.)

Elections for the Council of Representatives were held on December 15, 2005. The Council first met on March 16, 2006, exactly one year after the first meeting of the transitional assembly.

The Council of Representatives of Iraq has the same name in Arabic as the lower legislative houses of Bahrain, Morocco, Jordan, and Yemen, and as the unicameral legislatures of Lebanon and Tunisia. However, a number of different English terms are used to refer to these bodies.

The Council of Union, or Federation Council, will consist of representatives from Iraq’s regions and governorates. COVID-19 pandemic in Asia/The Middle East

The COVID-19 pandemic began in Asia in Wuhan, Hubei, China, and has spread widely through the continent. As of 29 September 2022, at least one case of COVID-19 had been reported in every country in Asia except Turkmenistan.

The Asian countries with the highest numbers of confirmed coronavirus cases are India, South Korea, Turkey, Vietnam, and Iran. Despite being the first area of the world hit by the outbreak, the early wide-scale response of some Asian states, particularly Bhutan, Singapore, Taiwan, and Vietnam has allowed them to fare comparatively well. China was criticised for initially minimising the severity of the outbreak, but its wide-scale response has largely contained the disease since March 2020.

As of July 2021, the highest numbers of deaths are recorded in India, Indonesia, Iran, and Turkey, each with more than 90,000 deaths and more than 900,000 deaths combined. However, the death toll in Iran and Indonesia are claimed to be much higher than the official figures. Per capita, the highest deaths have been disproportionally in several Western Asian states, with Georgia having the highest figure closely followed by Armenia, and Iran in third, whereas China had the lowest.

COVID-19 pandemic in Iraq

The COVID-19 pandemic in Iraq is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). During the pandemic, Iraq reported its first confirmed cases of SARS-CoV-2 infections on 22 February 2020 in Najaf. By April, the number of confirmed cases had exceeded the hundred mark in Baghdad, Basra, Sulaymaniyah, Erbil and Najaf.

As of 7 April 2020, officially 28,414 tests have been done in Iraq as a whole (including the Kurdistan Region), with 1202 of them turning out positive. Of those tests, 12,143 were done by the Kurdish Ministry of Health, which means that the other 16,271 were done by the Iraqi Ministry of Health. While 0.25% of the Kurdistan Region’s population has been tested, only 0.05% of the rest of the country has been tested, thus highlighting the possible disparity between total positive case numbers between regions. Iraq is considered “especially vulnerable to the epidemic due to being ravaged” – by war and United Nations sanctions, and by sectarian conflict over the past three decades.

December 2020

On 22 December 2020, Iraq signed a preliminary deal to receive 1.5 million doses of the Pfizer–BioNTech vaccine in early 2021. On 27 December 2020, Iraq’s National Medicine Selection authority gave an emergency approval for the use of Pfizer’s coronavirus vaccine. The Minister of Health Hassan al-Timini said that the country will receive the vaccines along with special storage equipment needed to store it.

January 2021

On 19 January 2021, Iraq authorized the emergency use of the Oxford–AstraZeneca vaccine, as well as the Sinopharm BIBP vaccine.

March 2021

In March 2021, Iraq received 50.000 Sinopharm vaccines donated by China and started its vaccination program beginning with the front-line health workers. Then on 25 March, it received 336.000 doses of AstraZeneca vaccines through the UN’s Covax program.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Central Bank of Iraq (CBI) is the central bank of Iraq. It was established in 1947, the same year in which the British occupation of Iraq was ended. CBI’s primary objectives are to ensure domestic price stability and foster a stable competitive market based financial system.

History

After World War I and the dissolution of the Ottoman Empire, Iraq’s monetary system was administered by the British Mandate of Mesopotamia until 1931, when the Iraq Currency Board was established in London to issue the new Iraqi dinar and maintain its reserves. The Iraq Currency Board pursued a “conservative monetary policy, maintaining very high reserves behind the dinar”, which was “further strengthened by its link to the British pound”.

In 1949, the currency board was replaced by the National Bank of Iraq, which had been founded two years before on November 16, 1947. The National Bank of Iraq became the Central Bank of Iraq in 1956. Since switching over to its own central bank, the Iraqi monetary system was “replete with mismanagement, coercive stop-gap measures, and the production of an unstable, unreliable currency which ha[d] not been tradable on the international market for [many] years”. Saddam Hussein wielded monetary and the dinar as “a powerful instrument of repression”.

Beginning on March 18, 2003 (the day before United States forces entered Baghdad as part of the 2003 invasion of Iraq) nearly US$1 billion was stolen from the Central Bank of Iraq. That month, a handwritten note signed by Saddam Hussein surfaced, ordering $920 million to be withdrawn and given to his son Qusay Hussein. Bank officials state that Qusay and another unidentified man oversaw the cash, boxes of $100 bills secured with stamped seals known as security money, being loaded into trucks and trailers during a five-hour operation. This was considered the largest bank heist in history until 2011. Qusay Hussein was later killed by the U.S. 101st Airborne Division in a battle.

U.S. Department of the Treasury and Coalition Provisional Authority inspectors discovered the bank in ruins after the Battle of Baghdad and mass looting after the invasion. After the fall of Saddam Hussein’s government, the Central Bank of Iraq was established as Iraq’s independent central bank by the Central Bank of Iraq Law 2004, with authorised capital of 100 billion dinars. According to the law, 100% of the bank’s capital stock would be held by the State and would not be transferable.

The Constitution of Iraq states that the central bank is a financially and administratively independent institution, responsible before the Council of Representatives of Iraq. According to the Constitution, the Iraqi federal government has the “exclusive authority” of “establishing and administering a central bank”.

On 25 January 2011, the Supreme Court of Iraq ruled that the Central Bank of Iraq should be under supervision of the Council of Ministers of Iraq. Then Central Bank chief Sinan Al Shabibi warned that the ruling would threaten the institution’s requisite independence.

Currently the acting Governor of the Central Bank of Iraq is Abdel Basset Turki, which also happens to be the head of the state-spending watchdog the Board of Supreme Audit.

During the Battle of Mosul in June 2014, Islamic State of Iraq and the Levant (ISIL) militants looted the Central Bank in Mosul, absconding with over US$429 million.

Iraqi Prime Minister Mustafa al-Kadhimi appointed Mustafa Ghaleb as central bank governor, state news agency INA said on Monday.

Kadhimi also appointed Suha Dawood Elias as head of the National Investment Commission and Salem Jawad Abdul Hadi Al-Jalabi as chairman of state-owned Trade Bank of Iraq (TBI), among other appointments, INA said.

INA did not provide further details.

Iraq’s economy and oil sector were battered by years of wars, sanctions and a stubborn Islamist insurgency triggered by the U.S. invasion.

Iraq relies on oil to fund 97% of its state budget. Iraqi Finance Minister Ali Allawi told parliament last week that reforming Iraq’s economy would take five years of work and that state debt amounted to 80-90% of national product, while foreign debt was at $133 billion.
