The George Floyd protests are ongoing protests against police brutality and racism that began in Minneapolis in the United States on May 26, 2020. The civil unrest and protests began as part of international reactions to the murder of George Floyd, a 46-year-old African American man who was murdered during an arrest after Derek Chauvin, a Minneapolis Police Department officer, knelt on Floyd’s neck for 9 minutes and 29 seconds as three other officers looked on and prevented passers-by from intervening. Chauvin and the other three officers involved were later arrested. On April 20, 2021, Chauvin was found guilty of second-degree unintentional murder, third-degree murder, and second-degree manslaughter. He was later sentenced to 22.5 years in prison with possibility of supervised release after 15 years for second-degree murder on June 25, 2021.

The George Floyd protest movement began hours after his murder as bystander video and word of mouth began to spread. Protests first emerged at the East 38th and Chicago Avenue street intersection in Minneapolis, the location of Floyd’s arrest and murder, and other locations in the Minneapolis–Saint Paul metropolitan area of Minnesota. Protests quickly spread nationwide and to over 2,000 cities and towns in over 60 countries in support of the Black Lives Matter (BLM) movement. Polls in summer 2020 estimated that between 15 million and 26 million people had participated at some point in the demonstrations in the United States, making the protests the largest in U.S. history.

While the majority of protests have been peaceful, demonstrations in some cities escalated into riots, looting, and street skirmishes with police and counter-protesters. Some police responded to protests with instances of notable violence, including against reporters. At least 200 cities in the U.S. had imposed curfews by early June 2020, while more than 30 states and Washington, D.C. activated over 96,000 National Guard, State Guard, 82nd Airborne, and 3rd Infantry Regiment service members. The deployment, when combined with preexisting deployments related to the COVID-19 pandemic and other natural disasters, constituted the largest military operation other than war in U.S. history. By the end of June, at least 14,000 people had been arrested and, by November 2020, 25 people had died in relation to the unrest. It was later estimated that between May 26 and August 22, 93% of individual protests were “peaceful and nondestructive” and The Washington Post estimated that by the end of June, 96.3% of 7,305 demonstrations involved no injuries and no property damage. Nevertheless, arson, vandalism, and looting between May 26 and June 8 were tabulated to have caused $1–2 billion in insured damages nationally—the highest recorded damage from civil disorder in U.S. history, surpassing the record set during the 1992 Los Angeles riots.

The protests precipitated a worldwide debate on policing and racial injustice that has led to numerous legislative proposals on federal, state, and municipal levels in the U.S. intended to combat police misconduct, systemic racism, qualified immunity and police brutality, while the Trump administration drew widespread criticism for what critics called its hard line rhetoric and aggressive, militarized response. The protests led to a wave of monument removals and name changes throughout the world and occurred during the ongoing COVID-19 pandemic and amid the 2020 U.S. presidential election season. Protests continued through 2020 and into 2021, most notably in Minneapolis at the 38th and Chicago Avenue street intersection where Floyd was murdered that activists have referred to as George Floyd Square. Several demonstrations coincided with the criminal trial of Chauvin in March and April 2021 and the one-year anniversary of Floyd’s murder in May 2021.

COVID-19 Pandemic in the United States

The COVID-19 pandemic in the United States is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19). Since January 2020, 78,457,081 confirmed cases have been reported with 934,951 deaths, the most of any country, and the nineteenth-highest per capita worldwide. As many infections have gone undetected, the Centers for Disease Control and Prevention (CDC) estimated that, as of May 2021, there could be a total 120.2 million infections in the United States, or more than a third of the total population. COVID-19 is the deadliest pandemic in U.S. history; it was the third-leading cause of death in the U.S. in 2020, behind heart disease and cancer. From 2019 to 2020, U.S. life expectancy dropped by 3 years for Hispanic Americans, 2.9 years for African Americans, and 1.2 years for white Americans. These effects have persisted as U.S. deaths due to COVID-19 in 2021 exceeded those in 2020.

COVID-19 vaccines became available in December 2020, under emergency use, beginning the national vaccination program, with the first vaccine officially approved by the Food and Drug Administration (FDA) on August 23, 2021. Studies have shown them to be highly protective against severe illness, hospitalization, and death. In comparison with fully vaccinated people, the CDC found that those who were unvaccinated were from 5 to nearly 30 times more likely to become either infected or hospitalized. There has nonetheless been some vaccine hesitancy for various reasons, although side effects are rare. There have also been numerous reports that unvaccinated COVID-19 patients have strained the capacity of hospitals throughout the country, forcing many to turn away patients with life-threatening diseases.

State and local responses to the pandemic have included mask mandates, prohibition and cancellation of large-scale gatherings (including festivals and sporting events), stay-at-home orders, and school closures. Disproportionate numbers of cases have been observed among Black and Latino populations, as well as elevated levels of vaccine hesitancy, and there has been a sharp increase in reported incidents of xenophobia and racism against Asian Americans. Clusters of infections and deaths have occurred in many areas. The COVID-19 pandemic has also led to misinformation and conspiracy theories, the truth.

On June 6, an estimated half a million people joined protests in 550 places across the country. Protests continued through the weekend of June 19, overlapping with and bringing awareness to observations of Juneteenth. Protests had continued throughout the entire month of June in many cities, with protests occurring in over 40% of counties in the United States. Polls estimate between 15 million and 26 million people participated in the United States, making these protests potentially the largest movement in terms of participation in U.S. history.

The protests spread to over 2,000 cities and towns in all 50 states and all 5 permanently-inhabited territories, as well as in over 60 other countries, with demonstrators supporting those seeking justice for Floyd and the wider Black Lives Matter movement, and speaking out against police brutality. Many protests were accompanied by violence with some large cities seeing large scale rioting, looting, and burning of businesses and police cars. There were also many instances of police brutality. The wave of protests and unrest has been compared to the long, hot summer of 1967 and the King assassination riots, both of which saw riots in over 10 cities across the United States.

Protests occurred in over 60 countries and on all continents except Antarctica.

The protests resulted in police reforms being proposed on the federal level in the United States and in jurisdictions in over 20 states. The protests were also associated with the removal of numerous monuments and statues of figures with controversial legacies. In response, the Trump administration deployed federal law enforcement to several cities across the country.

Following the murder of George Floyd, an unarmed black man in Minneapolis, Minnesota on May 25, 2020, protests erupted around the nation and world. Dozens of protests, several involving thousands of protesters have been held in New Jersey. Unlike in other areas of the country, protests have been mainly peaceful. This is attributed to relatively good community-police relations, memories of the race riots of 1967, and activist leadership maintaining focus on systemic racism. After protests in Trenton and Atlantic City grew violent on May 31, curfews were set for the first time. Residents of Atlantic City helped clean up damage after the protests turned destructive.

On June 2, 2020, Attorney General Gurbir Grewal announced expanded utilization of a use-of-force database, proposed a licensing program for law enforcement, and other initiatives.

Asbury Park

Hundreds protested from 5 pm to 8 pm on June 1. The city announced a curfew starting at 8 pm that same night.

Asbury Park is a beachfront city in Monmouth County, New Jersey, United States, located on the Jersey Shore and part of the New York City Metropolitan Area.

Asbury Park was originally incorporated as a borough by an act of the New Jersey Legislature on March 26, 1874, from portions of Ocean Township. The borough was reincorporated on February 28, 1893. Asbury Park was incorporated as a city, its current type of government, as of March 25, 1897.

Local government

The City of Asbury Park is governed within the Faulkner Act, formally known as the Optional Municipal Charter Law, under the Council-Manager form of government. The city was previously governed under the 1923 Municipal Manager Law form of New Jersey municipal government until voters approved the Council-Manager form in 2013. The government is comprised of a five-member City Council with a directly elected mayor and four council positions all elected at-large in non-partisan elections, to serve four-year terms of office on a staggered basis in elections held in even years as part of the November general election.

The form of government was chosen based on the final report issued in August 2013 by a Charter Study Commission that had narrowed its options to the weak Mayor Council-Manager form or the strong Mayor Faulkner Act form, ultimately choosing to recommend the Council-Manager form as it would retain desired aspects of the 1923 Municipal Manager Law (non-partisan voting for an at-large council with a professional manager) while allowing a directly elected mayor, elections in November and grants voters the right to use initiative and referendum. The four winning council candidates in the November 2014 general election drew straws, with two being chosen to serve full four-year terms and two serving for two years. Thereafter, two council seats will be up for election every two years.

As of 2020, members of the Asbury Park City Council are Mayor John Moor (term of office ends December 31, 2022), Deputy Mayor Amy Quinn (2020), Eileen Chapman (2020), Barbara “Yvonne” Clayton (2020) and Jesse Kendle (2022).

In May 2016, the City Council appointed Eileen Chapman to fill the vacant council seat expiring in December 2016 that had been held by Joe Woerner until he resigned from office.

Myra Campbell, the last mayor under the old form of government, was the first African-American woman to be chosen as mayor when she took office in July 2013.

A series of George Floyd protests in Georgia, United States, have occurred, including 11 consecutive days of protests and rallies occurring in Atlanta as of June 8, 2020. As of July 2020, protests have occurred in twenty various cities and communities in the state.

Governor Brian Kemp announced on May 31 that he had authorized 3,000 National Guard troops ready to be deployed to cities across the state.

Atlanta

The George Floyd protests in Atlanta were a series of protests occurring in Atlanta, the capital and largest city of Georgia, United States. The protests were part of the George Floyd protests and, more broadly, the 2020–2021 United States racial unrest, which began shortly after the murder of George Floyd by police officer Derek Chauvin in Minneapolis on May 25, 2020. On May 26, protesting occurred in the Minneapolis–Saint Paul area and, over the next several weeks, protests spread to cities throughout the United States and, later, internationally.

In Atlanta, protesting began on May 29, the first Friday following Floyd’s murder. The protests primarily centered around Centennial Olympic Park in downtown Atlanta, where several hundred protesters gathered on the first night, though other sights that saw extensive protesting included the Georgia State Capitol, Atlanta City Hall, and the Georgia Governor’s Mansion, among other places. On the first day, protesting was primarily peaceful in nature until later in the evening, when the situation became more violent. Protesters and police clashed throughout the night as several buildings and vehicles around the Centennial Olympic Park area were damaged or vandalized. Of particular note, the CNN Center (headquarters of the international news channel CNN) was the site of extensive fighting between police stationed inside the building and protesters outside. During the night, Atlanta Mayor Keisha Lance Bottoms declared a state of emergency and Georgia Governor Brian Kemp activated the Georgia National Guard, with over a thousand troops deployed to Atlanta the next day. The following day, Mayor Bottoms instated a 9 p.m. curfew. The next few days would follow a similar pattern to the first, with primarily protests during the day becoming more intense into the night. Several hundred protesters were arrested during the first several nights of protests, with June 5 being the first night since the protests began that no protesters were arrested.

On June 12, a police officer in the city shot and killed Rayshard Brooks outside of a Wendy’s in downtown, which triggered another large-scale wave of protests. The next day, about a thousand protesters congregated near the site of Brooks’ death, and later that evening, the restaurant was burned down. Protesting continued through June, with several large demonstrations occurring on Juneteenth (June 19). A definitive end to the protesting is unclear, with one source published in October 2020 mentioning “months of periodic protests” in the city. Additional protests were held in April 2021 following the killing of Daunte Wright and the announcement of the verdict in the trial of Derek Chauvin.

Keisha Lance Bottoms (born January 18, 1970) is an American lawyer and politician who served as the 60th mayor of Atlanta, Georgia from 2018 to 2022. She was elected mayor in 2017. Before becoming mayor, she was a member of the Atlanta City Council, representing part of Southwest Atlanta. President Joe Biden nominated Bottoms as vice chair of civic engagement and voter protection at the DNC for the 2021–2025 term.

On May 6, 2021, Bottoms announced that she would not seek reelection as mayor of Atlanta.

Mayor of Atlanta (Tenure)

Bottoms declared that Atlanta was a “welcoming city” and “will remain open and welcoming to all” following President Trump’s actions regarding refugees in the United States. In 2018, she signed an executive order forbidding the city jail to hold ICE detainees. In July 2019, Bottoms said, “Our city does not support ICE. We don’t have a relationship with the U.S. Marshal[s] Service. We closed our detention center to ICE detainees, and we would not pick up people on an immigration violation.”

In February 2020, Bottoms released Atlanta’s first LGBTQ Affairs report that focused on how various policies, initiatives, and programs can improve the lives of LGBTQ Atlantans. In 2018 she had created the city’s first LGBTQ advisory board, which included entertainer Miss Lawrence and activist Feroza Syed. In December 2020, Bottoms appointed the city’s first director of LGBTQ Affairs, Malik Brown, and announced the continued LGBTQ advisory board leadership.

Bottoms strongly rebuked Georgia Governor Brian Kemp after he announced the reopening of Georgia businesses in April 2020, saying that it was too early in the COVID-19 pandemic.

When Atlanta experienced riots in the wake of the murder of George Floyd, Bottoms condemned those involved, but later expressed optimism while speaking to demonstrators at a protest, saying, “There is something better on the other side of this.” She also repeatedly condemned Trump for “making it worse” and stoking racial tensions, and encouraged people to vote, saying, “If you want change in America, go and register to vote. That is the change we need in this country.” In June 2020, many Atlanta Police Department officers went on strike to protest the charges brought against the officers involved in the killing of Rayshard Brooks. Bottoms said that APD morale “is down tenfold”.

In early July, as COVID-19 cases escalated in Atlanta, Bottoms issued an executive order rolling back some of its reopening measures from Phase 2 to Phase 1 and requiring everyone to wear a facial covering within city limits, but no citations enforcing it have been issued. On July 15, Georgia Governor Brian Kemp issued an order suspending all local mask mandates, and on July 16 he filed suit against Bottoms in Superior Court, seeking to invalidate her order and prevent her from talking about it. He did not file similar suits against other cities with mask mandates, such as Savannah and Athens. A hearing scheduled for July 21 was postponed when the judge recused herself.

In May 2021, Bottoms announced she would not run for reelection.

Boston

A group of several hundred protesters gathered in Peters Park on Thursday, May 28, in what began as a peaceful demonstration, but escalated after several dozen protesters gathered outside the nearby Precinct 4 police station. Several protesters were pepper sprayed and maced by police officers. The following day, a second large group of protesters clashed with city police, injuring four officers and resulting in ten arrests. On Sunday, May 31, three large protests were held in the city, with the total number of protesters being in the thousands. Though all three began peacefully, violence broke out by nightfall, with police driving squad cars through crowds and firing tear gas without dispersal instruction. Some protesters threw plastic water bottles and set off fireworks, while police used pepper spray and beat people with wooden clubs. Some stores in Downtown Crossing were looted and vandalized, twenty-one police cruisers were damaged, seven officers were hospitalized (with more being treated for injuries in the streets), and over forty arrests were made.

On June 2, communities organized a large protest in Franklin Park, which remained peaceful despite tense stand-offs with both police and the national guard. On June 3, there was a protest on Boston Common. Hundreds of people gathered, the march ended with a die-in, which remained peacefu. On June 4, hundreds attended separate vigils in Jamaica Plain and Roslindale which remained peaceful. On June 4, the MBTA announced that they would no longer use MBTA buses to transport police to protests. Marches and protests have continued every day as of June 10.

On June 25, a rally was held with hundreds in attendance. A demonstration against the protests and in support of police was held with around 50 in attendance, but hundreds of counter-demonstrators.

Over the July 4th weekend, protests continued, with a march from Roxbury to Boston Common on the 4th. In Nubian Square, a 500-foot long Black Lives Matter Mural was painted in the street.

In June 2020, Walsh created the Boston Police Reform Taskforce. In October 2020, he pledged to adopt all of the final recommendations that the taskforce had made. In January 2021, he signed into law an ordinance that created a police accountability office, one of the recommendations the taskforce had made.

Social issues

In June 2020, Walsh declared racism to be a public health crisis. That month, in an effort to address institutional racism, Walsh announced he would create an “equity and inclusion cabinet” in his administration, launch a racial equity fund, and declared his intent to pursue a new zoning amendment aimed at addressing the issue of resident displacement. The racial equity fund launched months later, with Walsh stating it would invest in nonprofits that, “empower Black and brown residents in economic development, in public health, in youth employment, in education, in the arts, and other areas.”

2020 Black Lives Matter police violence protests

During the 2020 Black Lives Matter (BLM) anti-police violence protests sparked by the murder of George Floyd, Lightfoot, who campaigned as a police reformer, stated that police unions have continued to be one of the main obstacles to reform of the department:

“Unfortunately, in history in our city, and I think the history of other cities, unions are extraordinarily reluctant to embrace reform and that’s a current state of affairs here… We have had to take them to arbitration to win very modest reforms, and that’s a shame of the history of collective bargaining where there hasn’t been an emphasis on reform and accountability… These contracts… are a significant problem and challenge in getting the reforms necessary.”

Lightfoot further stated that police violence and brutality “demean the badge” and asked the public to report police misconduct.

On May 31, during a conference call with all 50 Chicago aldermen, Lightfoot got into a heated argument with fellow Democrat Raymond Lopez of the 15th Ward. The two swore at one another after Lopez criticized the mayor’s response to looting and rioting during the George Floyd protests.

In August 2020, she came under criticism for not allowing protests on the block where she lives. Lightfoot said this was justified because she had received threats.

On May 29, over 500 protesters marched from the Hamilton County Courthouse through Over-the-Rhine; the protest began peacefully, but around 9:30 p.m., tension grew with looting and vandalism occurring overnight. At the Hamilton County Justice Center, an American flag was torn down and a window was smashed. Protesters blocked traffic on Interstate 75. Police used “multiple rounds” of pepper bombs as well as pepper spray canisters to disperse the crowds of protesters. All police are on 12-hour shifts with time off being cancelled to free up space. On May 30, Cincinnati Mayor John Cranley erected a curfew beginning at 10:00 p.m. and ending at 6:00 a.m. on Saturday and Sunday in the downtown area. On June 1, some protesters in downtown Cincinnati threw firecrackers and between 40 and 50 were arrested for violating the curfew. Those arrested complained about the conditions of their incarceration. On June 7, over 15,000 protesters peacefully marched from Fountain Square to the Hamilton County Courthouse, including veterans from the Cincinnati riots of 2001.

Political campaigns

In 2000 and 2006, Cranley lost in Ohio’s 1st congressional district race to incumbent Steve Chabot, with 45% of the vote in 2000, and 48% of the vote in 2006.

Cranley won the September 2013 primary election for mayor of Cincinnati, defeating Roxanne Qualls in the November 2013 mayoral election. He was sworn in on December 1, 2013.

Cranley ran for reelection in the 2017 Cincinnati mayoral election. His leading opponent was Yvette Simpson according to a poll sponsored by Simpson. Following a close mayoral race Cranley won reelection as Mayor of the City of Cincinnati for a second term ending in December 2021. Cranley is now term limited.

Because Cranley is term limited as mayor, he has been mentioned as a possible Democratic candidate for governor of Ohio in 2022. In February 2020, Cranley became the first candidate to announce and explore a possible run for governor in 2022 against Republican incumbent Mike DeWine. He officially entered the race for the 2022 Democratic nomination for governor on August 10, 2021.

In Columbus, Ohio, unrest began on May 28, 2020, two days after incidents began in Minneapolis. The events are a reaction to the murder of George Floyd by Minneapolis Police Department (MPD) officer Derek Chauvin, who knelt on Floyd’s neck for over nine minutes, asphyxiating him.

Protests have been centered in Downtown Columbus, the Short North, and the South Side; within Downtown, most have been at Capitol Square, spreading to surrounding streets. The protests and riots have been met with a heavy police presence, although over 100 businesses have been vandalized, along with numerous government buildings. On May 30, Columbus issued an indefinite curfew, and Governor Mike DeWine ordered the Ohio National Guard to maintain order in the city. The curfew and the city’s state of emergency are believed to be the first in 50 years.

Protesters’ tactics have primarily included picketing, marches, and die-ins, including shouting, speeches, and chants. A few more agitated events involved protesters throwing water bottles, rocks and bricks, and launching fireworks into lines of police. Officers, mounted police, and SWAT, and used pepper spray, tear gas, rubber and wooden pellets, and flashbangs to drive them back, and sometimes to attack those protesting non-violently. Columbus’s police chief, along with Mayor Andrew Ginther, have stated there is evidence that some demonstrators protesting and rioting are from outside the community or state, including from the group Anonymous, turning the protests increasingly violent.

Protests began to drop in violence around May 31, and the city has begun making changes to support racial equality. On June 1, the city declared racism a public health crisis, and Police Chief Thomas Quinlan and other officers marched with protesters for the first time. Mayor Ginther also created an independent review system for police aggression that has taken place during the protests. On June 2, Ginther joined Quinlan in the protests. The city-wide curfew was lifted on June 6.

Protests were held in at least 41 towns and cities throughout Texas, with major protests in Dallas, Austin and Houston. In George Floyd’s hometown of Houston, family members joined a march on June 2, estimated to be 60,000 strong; a video appeared to show a female protester in Houston being trampled by a police officer on a horse. In Dallas, a man with a machete was beaten to near death by protesters after he entered the area to supposedly protect the neighborhood.

Dallas

Almost a thousand people protested in front of the Dallas Police Headquarters on May 29. The gathering and march organized was by the Next Generation Action Network. After speeches, the protest marched toward downtown Dallas, leaving graffiti in their wake. After crossing the bridge into downtown, the protest split into two groups–one marched toward city hall and was met by a line of riot police, while the other group headed west to the highway. Protesters ran out in front of traffic on Interstate 35, blocking the freeway, but moved on when police caught up. Police kettled, then deployed CS gas and rubber bullets on the city hall group, which had begun throwing water bottles and facing off against the riot line. The two groups reconvened and moved on to march through the bulk of downtown, where demonstrators broke windows, looted businesses, and left a trail of debris behind them to slow police. Several police cruisers were damaged in the Deep Ellum neighborhood and downtown, and some trash cans and a parked police cruiser were set on fire. A man with a machete tried to attack demonstrators, and was beaten in response. Objects used in the fight included a skateboard and several medium-sized rocks. Mayor Eric Johnson said that while the protests were largely respectful, the looting and destruction of property could not be allowed. On the night of June 1, nearly 700 peaceful demonstrators marched onto Margaret Hunt Hill Bridge, where the police deployed teargas and shot protesters with rubber bullets. A police line then advanced behind the protestors, preventing them from leaving. 674 people were charged with misdemeanors by the Dallas Police Department, but charges were ultimately dropped; protesters did not know they were in violation of a law and among the group were community leaders and local politicians.

He previously served as a Democratic member of the Texas House of Representatives, where he represented District 100 in the cities of Dallas and Mesquite, Texas.

COVID-19 response

On March 11, 2020, Johnson announced the cancellation of the St. Patrick’s Day Parade, an annual event that draws more than 100,000 people to Lower Greenville, because of concerns about COVID-19. The next night, after evidence emerged of community spread in Dallas, Johnson declared a local state of disaster.

The next week, the City Council extended the disaster declaration, and the mayor continued to enact regulations and restrictions. In an accompanying op-ed in The Dallas Morning News, Johnson wrote that “some of the measures we have taken — and actions we still may have to take — to stop COVID-19 may have seemed unimaginable a few months ago. The decisions I have made weighed heavily on me because of their economic implications. But life is priceless, and we must do what we can to protect it. That means we have to pay a price; many livelihoods will be temporarily affected.”

Johnson created two COVID-19 recovery and assistance committees, started a private sector task force on economic recovery, pushed for Dallas County to begin reporting COVID-19 cases by ethnicity, required hospitals to report capacity numbers daily, and appointed a COVID-19 Health and Healthcare Access Czar. He also pushed for more testing in underserved communities and won multiple extensions of federal Community-Based Testing Sites. The two committees shepherded a relief package for small businesses and residents who were struggling to pay their mortgages or rent. The City Council also passed a “Dallas First” procurement plan that Johnson proposed to reward local firms bidding on city contracts, and passed an ordinance to delay evictions.

On May 28, 2020, protesters in Denver walked for 240 minutes, obstructing vehicles on Interstate 25 and protesting at Colorado State Capitol. Protests continued in Denver for at least twelve days through June 8. In addition to Denver, protests occurred in Alamosa, Aspen, Aurora, Boulder, Colorado Springs, Fort Collins, Glenwood Springs, Greeley, and Pueblo.

Denver

On May 28, protesters marched for four hours, blocking traffic on Interstate 25 and demonstrating at the Colorado State Capitol. Multiple gunshots were fired there, and police also fired rubber bullets and shot gas canisters at the crowd. Several properties were damaged. Some protesters also crowded onto 16th Street Mall and toward Interstate 25 via 20th Street and blocked traffic. One video appears to show a vehicle intentionally hitting a protester who had gotten onto the hood of the car. It is not clear what occurred before this—according to the woman who filmed the incident, the man jumped on top of the vehicle before she began filming. Three police officers were injured in clashes with protesters, one of whom had to go to a hospital.

Protests continued throughout the city over the next three days, with protests generally being peaceful during the day followed by more violent clashes between protesters and police later in the evenings. On May 30, Mayor Michael Hancock implemented a citywide curfew from 8:00 p.m. to 5:00 a.m. By the evening of May 31, the Denver Police Department had arrested over 120 people during the protests over the past four days.

On June 2, the Denver Police Department announced the arrest of a man suspected to be the perpetrator behind the vehicular attack of three police which left one officer with a fractured leg and the other two with a “substantial risk of protracted loss or impairment of the function of any part or organ of the body.” A fifth night of protests in Denver remained more peaceful on Monday night, June 1, after the previous four nights had seen riotous behavior among smaller elements of the much larger protest gathering. A federal judge stopped Denver police from using teargas on peaceful protesters.

After the fifth day of protests, with some riot-like behavior as well, the City of Denver police oversight group had received over 150 complaints alleging problems with police behavior in the protests.

On July 19, Pro Police Rally Colorado held their annual event at the Denver Civic Center. The Denver chapter of the Party for Socialism and Liberation organized a counter protest in the same location and at the same time. The counter protestors greatly outnumbered the pro-police group and moved into their space, disrupting them with drums and shouted obscenities. Amid the chaos, the Denver Police Department deployed pepper balls and pepper spray.

On October 10, John “Tig” Tiegen organized a gathering at the Denver Civic Center called “Patriot Muster, Peaceful Patriot Rally”. The Denver Communists, along with other groups, scheduled a “soup drive” in the same location and at the same time as the rally organized by Tiegen. A spokesperson for the Denver Communists confirmed this was purposeful, saying “we are committed to counter-mobilizing against the far right anytime they crawl out of their holes…They should never be allowed to assemble without being vocally opposed.” Following the conclusion of the dueling protests, Lee Keltner was shot and killed by Matthew Dolloff, an unlicensed private security guard, after Keltner sprayed Dolloff with bear-mace after being assaulted by Dolloff.

Michael B. Hancock (born July 29, 1969) is an American author and politician serving as the 45th and current Mayor of Denver, Colorado since 2011. A member of the Democratic Party, he was in his second term as the Denver City Councilor from the 11th district at the time he was elected to the mayorship.

During his tenure on the Denver City Council from July 20, 2003 to July 18, 2011, Hancock served two terms as the body’s president, the last ending in 2008. He was sworn in as Mayor of Denver on July 18, 2011 after defeating Chris Romer in a runoff election on June 7, 2011. Easily reelected with no significant opposition in 2015, Hancock was reelected to a third term in 2019. He is Denver’s second African American mayor after Wellington Webb.

Hancock’s road to the Mayor’s Mansion began with political domino effects. Then-Colorado Governor Bill Ritter announced on January 5, 2010, that he would not seek reelection to a second term due to low approval ratings and struggling polling numbers in the 2010 election. It was rumored that then-U.S. Secretary of the Interior and former U.S. Senator Ken Salazar was going to run, considering he had won statewide office as Colorado Attorney General in 1998 and 2002 and U.S. Senator in 2004. However, on January 7, he announced he would not seek the governorship; Salazar endorsed two-term Denver Mayor John Hickenlooper for the office. Five days later, Hickenlooper announced his candidacy for the governorship and went on to defeat Republican nominee Dan Maes and former U.S. Representative Tom Tancredo of the Constitution Party in a three-way race on November 2, 2010 with 51.0%. He was reelected in 2014.

Hickenlooper’s election to the Colorado Governor’s Mansion opened up the Denver Mayor’s office, which began a free-for-all. In the May 3, 2011 first primary, Hancock was among the final two finishers against State Senator Chris Romer. Romer led the first round with 31,901 votes (28.49%) to Hancock’s 30,314 votes (27.04%). Hancock went on to defeat Romer in the June 7, 2011 Runoff election in a landslide with 70,780 votes (58.08%) to Romer’s 51,082 votes (41.92%). Hancock was inaugurated as the 45th Mayor of Denver on July 18, 2011.

Hancock was reelected on May 5, 2015 in a landslide victory with 75,774 votes (80.16%) against Marcus Giavanni, who pulled a second place win with 8,033 votes (8.50%). There were no mayoral debates in 2015. Hancock was inaugurated on July 20, 2015 at the Ellie Caulkins Opera House. In May 2018, it was reported Hancock was outraised by entrepreneur Kayvan Khalatbari for his upcoming reelection bid in the first reporting quarter of the year.

In June 2019, Hancock was nevertheless reelected with 56.3% of the vote in a runoff from the May 2019 general election in which Hancock and Jamie Giellis were the top two finishers. Giellis received 43.7% of the votes in the June 4 runoff.

Controversies

In 2012, political activists Occupy Denver opposed legislation Mayor Hancock signed banning unauthorized camping; critics said it criminalized homelessness. Hancock has also drawn international attention for his oppositional positions towards the city’s homeless residents, including threats from Anonymous in 2016 to expose alleged ties to an escort service.

In 2016, following a speech on poverty and hope through low-income housing, his police force cracked down on the residents, which Denver Homeless Out Loud livestreamed officials partaking in sweeps.

The ACLU of Colorado issued oppositional statements toward the mayor’s office for the misuse of appropriations designed to help the homeless, instead used to evict them. As winter approached, the police force was condemned by the organization for confiscating the bedding materials of the residents.

In November 2020, Hancock told his constituents to stay home and stay safe from COVID-19 during Thanksgiving in 2020; however, he ignored his own advice and was caught flying on a commercial flight to Mississippi to visit family.

Cownie is a Des Moines native. He grew up on the city’s west side, attending Theodore Roosevelt High School and Iowa State University. He came from a political family; both of his parents served on the city’s school board.

Prior to serving as mayor, he served for two years as an at-large member of the Des Moines City Council. He also served several terms on the Planning and Zoning Commission and was chairman of Downtown Des Moines, Inc.

While Iowa’s city elections are non-partisan, Cownie is a Democrat. He narrowly finished second in a six-way primary in 2003, and later defeated Councilwoman Christine Hensley by a nine-point margin. He succeeded fellow Democrat Preston Daniels. In 2015 he was re-elected for a fourth term with 80 percent of the vote, 61 points ahead of Anthony Taylor. Detroit

Hundreds protested in downtown Detroit starting on May 29. Some protesters were seen throwing items at police officers and taunting them. At least 61 people were arrested. On the night of May 29 an unknown assailant fired shots into a vehicle downtown around 11:30 pm; a 21-year-old Eastpointe man in the vehicle was hit and died from his injuries at a local hospital. It was initially thought that this man was 19 years old and that the assailant fired from a vehicle; this was later proven otherwise. On Sunday night, mayor Mike Duggan imposed a curfew from 8 pm to 5 am Monday and more than 100 people were arrested on Gratiot Avenue. On June 1, a ten-mile march was attended by several hundred protesters that spanned from downtown Detroit to the city’s southwest boundary. Protesters ignored Detroit’s 8 pm curfew with authorities taking no actions against protesters, allowing the demonstrations to end peacefully.

Subsequent protests continued each day afterward, remaining largely peaceful. On June 28, two protestors were violently thrown from a Detroit Police Department SUV that they had climbed on top of, and its rear window was also smashed in.

On August 22, forty people are arrested while protesting Operation Legend in Downtown Detroit. Police also used tear gas and pepper spray on the crowd of about 100 people.

Michael Edward Duggan (born July 15, 1958) is an American businessman and politician of the Democratic Party, currently serving as the 75th mayor of Detroit, Michigan. When first elected in 2013 he received national attention, in part for being the first white mayor of the majority-black city since Roman Gribbs in the early 1970s, when Detroit’s population still had a white majority. Duggan won a second term in the 2017 election. He won a third term in the 2021 election. Prior to becoming mayor he held a number of other political offices, including from 1987 to 2001 as deputy County Executive of Wayne County in which Detroit is located. He has received an approval rating of over 68%, the highest rating of any mayor of Detroit.

Second term

In the 2017 Detroit mayoral election, Duggan was re-elected in a landslide, taking 72% of the vote to challenger Coleman Young II’s 27%.

In the spring of 2018, the city of Detroit was released from state oversight, giving its municipal government full control over its operations for the first time in four decades.

Duggan encountered a controversy after, in December 2019, the Detroit Office of the Inspector found that three top municipal officials, including his chief of staff Alexis Wiley, had ordered public employees to erase emails having to do with to the nonprofit organization Make Your Date. Michigan Attorney General Dana Nessel launched an investigation into this. In September 2020, Investigative Reporters and Editors awarded Duggan and the city the dubious honor of the “Golden Padlock Award”, recognizing them as the most secretive United States agency or individual.

During the COVID-19 pandemic, Duggan was credited with having implemented efforts such as mass testing. In March 2021, Duggan declined to order 6,000 doses of the Johnson & Johnson COVID-19 vaccine, saying that he believed the Pfizer and Moderna vaccines were better options. After backlash, Duggan declared he would no longer decline the vaccine.

Duggan was re-elected for a third term in the 2021 Detroit mayoral election.

Protesters in Washington, D.C. gathered around the White House the evening of May 29, which went under lockdown. President Trump was escorted to hide in an underground bunker, where he stayed for almost an hour. Outside, the historic St. John’s Church was set on fire. Trump reacted by threatening protesters with “the most vicious dogs, and most ominous weapons” if they crossed the White House fence. Rubber bullets, pepper spray, smoke canisters, and stun grenades were used on the protesters.

On May 30 and 31 there was looting and vandalism with several monuments being defaced. On June 1, tear gas and rubber bullets were used to forcefully clear protesters from Lafayette Square so that President Trump could have his picture taken at St. John’s, which had survived the fire. Police said the protesters were throwing bricks and other projectiles, although journalists at the scene said the protesters were peaceful. In addition, millions fell for a hoax claiming that communication channels had been severed in the area.

By June 3 thousands of National Guard troops from ten states, as well as law enforcement personnel from a dozen federal agencies, were ordered to the city and deployed on the streets. On June 7, U.S. Senator Mitt Romney (R-UT) joined the protests.

On June 22, a crowd of rioters unsuccessfully attempted to topple Clark Mills’ 1852 bronze equestrian statue of Andrew Jackson in Lafayette Square in President’s Park, directly north of the White House. A few days later, the United States Department of Justice charged four men with destruction of federal property for allegedly trying to bring down the statue. The Justice Department alleged that a video showed one of the men breaking off and destroying the wheels of the cannons located at the base of the statue as well as pulling on ropes trying to bring down the statue.

Muriel Elizabeth Bowser (born August 2, 1972) is an American politician serving since 2015 as the eighth mayor of the District of Columbia. A member of the Democratic Party, she previously represented the 4th ward as a member of the Council of the District of Columbia from 2007 to 2015. She is the second female mayor of the District of Columbia after Sharon Pratt, and the first woman to be reelected to that position.

Elected to the Advisory Neighborhood Commission in 2004, Bowser was elected to the council in a special election in 2007, to succeed Adrian Fenty, who had been elected mayor. She was reelected in 2008 and 2012 and ran for mayor in the 2014 election. She defeated incumbent mayor Vincent C. Gray in the Democratic primary and won the general election against three independent and two minor party candidates with 55% of the vote. In 2018, she won a second term with 76% of the vote.

Mayor of the District of Columbia

Crime

During her first year as mayor, the district saw a 40% increase in homicides. Bowser sought to address the spike by proposing legislation allowing law enforcement officials to perform warrantless searches of violent ex-offenders. The bill was widely opposed by citizen’s groups and the D.C. Council, and did not pass.

In 2016, District homicides fell by 17%, to 135, and dropped again in 2017 to 116, or about the same level prior to a 2015 spike. There were 160 homicides in 2018, an increase of 40 percent from the previous year and the most since 2015. Murders continued to rise in 2019, and by September 19, the homicide rate in the District reached 125, a 17 percent increase from the previous year. 2021 marked the fourth straight year of increasing homicides, including a weekend in May in which 11 people were shot in the District. By July 2021, DC had recorded 100 homicides, the earliest point in the year it had reached this milestone since 2003.

In 2021, carjackings in DC skyrocketed, reaching more than four times the level of the previous year. Following a tragic attack in which a Pakistani Uber driver named Mohammad Anwar was killed as the result of a brazen carjacking, Bowser released a tweet explaining that carjackings were a crime of opportunity, giving the impression that Anwar was responsible for his own death. Bowser later deleted the tweet, claiming that it was scheduled to go out before the death, but did not apologize or immediately offer any condolences to Anwar’s family or condemnation of his killers, who are black, sparking backlash and accusations of racial bias.

In 2021, the District’s forensic crime lab lost its accreditation following a probe that determined the lab concealed conflicting findings and pressured examiners to change results in a firearms case and other mistakes. The investigation led to a criminal investigation of the lab’s errors and the resignation of its head, Dr. Jenifer Smith. Days after the news about the lab was first reported, Bowser honored Smith as part of the “Washington Women of Excellence Awards.”

Protests

Mayor Bowser demonstrated support for the Black Lives Matter movement following the murder of George Floyd and the subsequent protests. She renamed the stretch of 16th Street NW in front of the White House, “Black Lives Matter Plaza” and had a mural painted spanning the entire street. DC-based leaders of Black Lives Matter said the act was a distraction from real policy changes and called on the Mayor to defund the police. In response, Black Lives Matter organizers painted “DEFUND THE POLICE” in the same bright letters, feet away from the mural Bowser ordered.

On January 6, 2021, pro-Trump rioters and insurrectionists stormed the US Capitol, in protest of the results of the 2020 presidential election, in which Democrat Joe Biden defeated incumbent Republican President Donald Trump. Bowser imposed a curfew in response, to 6:00 pm that night and end at 6:00 am the following day, though it was ignored by numerous pro-Trump rioters and insurrectionists.

During the 2021 Cuban protests in July, the words “CUBA LIBRE” (translated to “FREE CUBA”) were painted in front of the Cuban embassy in support of the Cuban people and opposition to the country’s communist regime. By July 20, the words were removed by the Bowser administration, who classified the words as “unauthorized”. Bowser received criticism for her double standard of praising Raul Castro in 2016, her allowance of painting “Black Lives Matter” on the same street and her future plans to make the area a permanent dedication to Black Lives Matter.

On May 29, hundreds gathered outside the Allen County Courthouse in a peaceful demonstration that turned violent after police fired off tear gas in response to protesters blocking traffic by sitting in the road at Clinton and Main Street, refusing to move. Some establishments were vandalized.

Thomas Christopher Henry (born November 8, 1951) is an American businessman and politician who is the 35th Mayor of Fort Wayne, Indiana. A member of the Democratic Party, Henry served five terms on Fort Wayne City Council from 1984 to 2004, representing the 3rd District. Henry is president and CEO of the Gallant Group, an insurance agency specializing in healthcare consulting.

Mayoralty

On December 15, 2008, Henry signed the revised noise ordinance passed by city council, making light pollution a violation of city ordinance. “Although I have concerns about this ordinance, it is up to council to decide what legislative action is appropriate for our community,” Henry said in a written statement.

On December 9, Fort Wayne City Council voted 5–4 to pass a revised noise ordinance to include a section pertaining to improper use of directional lighting. Floodlights, bullet lights and spotlights must be focused away from a neighbor’s home, or Fort Wayne Police can cite the offender if a complaint is made. Security lights are permissible.

The amendment was introduced at the August 12 meeting by John Shoaff, D-at large, to end a dispute between two of his constituents, one of whom had allegedly been shining a directional light into the other’s home. Henry said council should still work to hone the amendment so it can be enforced when necessary. ” …This ordinance will be difficult to enforce as written and … certain exceptions to its provisions should be considered,” Henry said in a statement. “Amongst the concerns raised were athletic events held in the evening, holiday light displays and emergency repair work, to name a few.”

Henry is the second longest serving Mayor of Fort Wayne. Only Harry Baals was mayor for longer. After winning his fourth term in November 2019, Henry announced it would be his last term as mayor. Henry was sworn in for his final term on January 1, 2019. His term will expire on January 1, 2023.

Protests were held in at least 41 towns and cities throughout Texas, with major protests in Dallas, Austin and Houston. In George Floyd’s hometown of Houston, family members joined a march on June 2, estimated to be 60,000 strong; a video appeared to show a female protester in Houston being trampled by a police officer on a horse. In Dallas, a man with a machete was beaten to near death by protesters after he entered the area to supposedly protect the neighborhood.

Houston

On May 29, large numbers protested in George Floyd’s hometown. The demonstration began peacefully as they marched along Interstate 45, but soon turned chaotic as demonstrators blocked the highway, vandalized buildings, and threw objects at police officers. Eight officers were injured, 16 police vehicles were damaged and 137 arrests were made. Mayor Sylvester Turner made calls for unity and peace. Houston police explained that they were investigating a video that appeared to show a female protester being trampled by a police officer on a horse.

On Tuesday, June 2, thousands of people gathered for a march and rally in downtown Houston. Family members of George Floyd joined the march, which one source estimated at 60,000 people.

On June 8, thousands of mourners gathered for a viewing of George Floyd’s body at The Fountain of Praise Church. Texas Governor Greg Abbott and Mayor Sylvester Turner and George’s younger brother Rodney were among the 10,000 expected to attend the visitation.

Sylvester Turner (born September 27, 1954) is an American attorney and politician and is the 62nd mayor of Houston, Texas. A member of the Democratic Party, Turner was a member of the Texas House of Representatives from 1989 until 2016. He attended the University of Houston and Harvard Law School. Turner ran for mayor of Houston in 1991, losing in the runoff election to Bob Lanier. He lost again in 2003, coming in third and thus missing the runoff.

Turner won the 2015 election, defeating Bill King in the runoff by 4,082 votes out of 212,696 votes cast in the closest mayoral election in Houston history by percentage.

On December 14, 2019, Turner won his second term as mayor over the more conservative Tony Buzbee, 56-44 percent in a turn out of less than 20 percent of registered voters.

Political career

In 1984, Turner ran for Harris County Commissioner, Precinct 1 in the Democratic primary, but lost to El Franco Lee. Four years later, he was elected to the Texas House of Representatives in House District 139 in Harris County and remained in office through 2014. During that time, Turner ran unsuccessfully for mayor of Houston in 1991 and 2003.

During his 1991 campaign for Houston mayor, Wayne Dolcefino of KTRK-TV ran an investigative report questioning Turner’s involvement in an elaborate insurance fraud scam. The resulting scandal ultimately cost Turner the election. Turner sued Dolcefino and KTRK and was initially awarded a $5.5 million libel settlement that was reduced to $3.25 million by the presiding judge. KTRK appealed the ruling. The Texas Supreme Court overturned the money award on the basis of heightened legal protections which the First Amendment affords to the media. But the court found that both of these specific broadcasts were both false and defamatory.

Turner served more than 25 years in the Texas House of Representatives, and over the course of his service, he served as a member of the Legislative Budget Board, Vice-Chairman of the House Appropriations Committee, Chairman of the Subcommittee of Articles 1, 4 & 5 (General Government, Judiciary, Public Safety & Criminal Justice) and the House State Affairs Committee. He also chaired the Texas Legislative Black Caucus and the Greater Houston Area Legislative Delegation. Turner has supported policies to attract doctors to underserved areas, proposed a measure increasing state funding for mental health services in Harris County from $32 million to $200 million, and worked to increase funds for legal aid for poor Texans.

In February 2020, Turner endorsed Michael Bloomberg in the 2020 Democratic Party presidential primaries. However, in March 2020, he switched his endorsement to former vice president Joe Biden.

The George Floyd protests are ongoing protests against police brutality and racism that began in Minneapolis in the United States on May 26, 2020. The civil unrest and protests began as part of international reactions to the murder of George Floyd, a 46-year-old African American man who was murdered during an arrest after Derek Chauvin, a Minneapolis Police Department officer, knelt on Floyd’s neck for 9 minutes and 29 seconds as three other officers looked on and prevented passers-by from intervening. Chauvin and the other three officers involved were later arrested. On April 20, 2021, Chauvin was found guilty of second-degree unintentional murder, third-degree murder, and second-degree manslaughter. He was later sentenced to 22.5 years in prison with possibility of supervised release after 15 years for second-degree murder on June 25, 2021.

The protests began in Minneapolis on May 26, 2020, the day after George Floyd, an African-American man, was murdered during a police arrest. On June 6, an estimated half a million people joined protests in 550 places across the country. Protests continued through the weekend of June 19, overlapping with and bringing awareness to observations of Juneteenth. Protests had continued throughout the entire month of June in many cities, with protests occurring in over 40% of counties in the United States. Polls estimate between 15 million and 26 million people participated in the United States, making these protests potentially the largest movement in terms of participation in U.S. history.

The protests spread to over 2,000 cities and towns in all 50 states and all 5 permanently-inhabited territories, as well as in over 60 other countries, with demonstrators supporting those seeking justice for Floyd and the wider Black Lives Matter movement, and speaking out against police brutality. Many protests were accompanied by violence with some large cities seeing large scale rioting, looting, and burning of businesses and police cars. There were also many instances of police brutality. The wave of protests and unrest has been compared to the long, hot summer of 1967 and the King assassination riots, both of which saw riots in over 10 cities across the United States.

While the majority of protests have been peaceful, demonstrations in some cities escalated into riots, looting, and street skirmishes with police and counter-protesters. Some police responded to protests with instances of notable violence, including against reporters. At least 200 cities in the U.S. had imposed curfews by early June 2020, while more than 30 states and Washington, D.C. activated over 96,000 National Guard, State Guard, 82nd Airborne, and 3rd Infantry Regiment service members. The deployment, when combined with preexisting deployments related to the COVID-19 pandemic and other natural disasters, constituted the largest military operation other than war in U.S. history. By the end of June, at least 14,000 people had been arrested and, by November 2020, 25 people had died in relation to the unrest. It was later estimated that between May 26 and August 22, 93% of individual protests were “peaceful and nondestructive” and The Washington Post estimated that by the end of June, 96.3% of 7,305 demonstrations involved no injuries and no property damage. Nevertheless, arson, vandalism, and looting between May 26 and June 8 were tabulated to have caused $1–2 billion in insured damages nationally—the highest recorded damage from civil disorder in U.S. history, surpassing the record set during the 1992 Los Angeles riots.

Outside the United States, protests against the murder of George Floyd, racism, and police brutality also took place, notably in the cities of Accra, Athens, Auckland, Barcelona, Berlin, Brisbane, Cape Town, Copenhagen, Dublin, Lagos, Madrid, Melbourne, Nairobi, Paris, Perth, Rio de Janeiro, Seoul, Sydney, Tel Aviv, Tokyo, and Vienna, as well as in the countries of Canada and the United Kingdom. Protests occurred in over 60 countries and on all continents except Antarctica.

The protests resulted in police reforms being proposed on the federal level in the United States and in jurisdictions in over 20 states. The protests were also associated with the removal of numerous monuments and statues of figures with controversial legacies. In response, the Trump administration deployed federal law enforcement to several cities across the country.

Through June 15, protests occurred in at least 171 cities in California. Protests happened in dozens of towns throughout both Northern and Southern California, with major multi-day protests occurring in Oakland, Sacramento, San Francisco, San Diego County, and Los Angeles.

Los Angeles County (Fairfax District)

On May 30, thousands of protesters began their march at Pan Pacific Park in the Fairfax District, then spread out towards West Hollywood, Beverly Hills, and other areas. Stores and police cars were vandalized on Beverly Boulevard near the shopping center The Grove and several vehicles were torched. Instances of looting occurred in Fairfax, and a police kiosk was set on fire in The Grove.

On May 28, 2020, hundreds of people walked through the city of Louisville to demand justice for the shooting of Breonna Taylor. Later during the protest, seven people were shot by an unknown shooter or shooters, with one victim critically injured. Protests in Kentucky also occurred in at least ten other communities, including Bowling Green, Corbin, Covington, Elsmere, Hopkinsville, Lexington, Morehead, Owensboro, Paducah, and Pikeville, and Maysville.

Throughout Kentucky there have been protests since May 28, 2020 in reaction to the murder of George Floyd, Breonna Taylor, by police and David McAtee by the Kentucky Army National Guard. The demonstrations have happened daily in the largest cities in Kentucky, including Louisville and Lexington. Many of the smaller cities had protests on at least one day.

Louisville

On May 28, protesters demanded justice for the fatal shooting of Breonna Taylor. An estimated 500-600 demonstrators marched through the city that evening. Later during the protest, seven people were shot by an unknown shooter or shooters, with one victim critically injured.

During the night of May 29, more protests took place, attended by hundreds of people. A woman suffered a heart attack as a result of tear gas inhalation, and two journalists were injured by rubber bullets fired by police officers.

On May 30, the governor called in the National Guard. African-American David McAtee was shot and killed by law enforcement just after midnight June 1. Officials said that the Louisville Metro Police Department and Kentucky National Guard were returning fire after being fired at from the crowd. Mayor Greg Fischer stated that Louisville police officers were wearing body cameras, but none of them were on. Fischer called this an “institutional failure,”[a] stating that “[t]his is the entire reason we have those cameras,” and fired Steve Conrad, chief of police, effective immediately.

On the 12th day of protests, current and former Public Defenders marched through downtown chanting “no justice, no peace” to protest racial injustice in criminal justice system.

On June 27, a shooting occurred at a protest at Jefferson Square Park in downtown Louisville. A 27-year-old photographer who supported the protests against racism and police brutality was killed. Another person was injured. Overnight camping at the park was banned after the shooting, and police removed tents from the park. One suspect was arrested, interviewed by homicide detectives, and charged with murder and wanton endangerment. The suspect was hospitalized as he was wounded by gunfire from civilians defending themselves.

During a protest, the hand of a statue of King Louis XVI, who Louisville was named after, was broke off by a protester.

Fischer ran in the Kentucky Democratic primary for the United States Senate in 2008, finishing second with 34% of the vote. In November 2010, he was elected mayor of Louisville in a tight race against Metro Council member Hal Heiner. He was reelected in 2014 and 2018, defeating Republican Metro Council member Angela Leet 61% to 37% for a third term. Fischer is ineligible to run for reelection as mayor in 2022 due to term limits.

Since Fischer took office as mayor, Louisville Metro has gained 80,000 new jobs and 2,700 new businesses. In a 2016 Politico survey, he was recognized as the most innovative mayor in the U.S. The city has also attracted $14 billion in capital investment since the Great Recession, including a renovated and expanded convention center, dozens of new hotels and multiple tourist attractions centered around bourbon.

Reforms and ‘Reimagining Public Safety’

Fischer’s administration, in partnership with Metro Council, implemented multiple reforms in 2020 and 2021, including the creation of a Civilian Police Review & Accountability Board; the adoption of the early intervention system of IAPro to track all use of force incidents, citizen complaints, internal investigations, and other key factors; and the creation of a pilot program to “deflect” a number of 911 calls to a non-police response “focused on problem-solving, de-escalation and referral to appropriate community services.”

On December 1, 2020, Fischer declared racism a public health crisis in Louisville.

In 2021, Fischer’s budget proposed quadrupling the city budget spending on public safety initiatives focused on community mobilization, prevention, intervention, enforcement, organizational change and development, and reentry programs. The programs included the adoption of Group Violence Intervention, as well as additional funding for the city’s Office for Safe & Healthy Neighborhoods.

The death of George Floyd on May 25, 2020 triggered a wave of George Floyd protests throughout Tennessee in late May and early June 2020.

Hundreds of people gathered at a demonstration on May 30 in Nashville, peacefully demonstrating followed by a march to a police department. On June 12, protesters declared the Nashville Autonomous Zone. Protests also took place in at least eight other communities in Tennessee, including Bristol, Chattanooga, Clarksville, Cleveland, Jackson, Knoxville, Memphis, and Murfreesboro.

Memphis

Silent demonstrations of around 40 people protesting the murder of Floyd, the death of Breonna Taylor in Kentucky, and the murder of Ahmaud Arbery, led to “verbal confrontations” with Memphis police and two counter-protesters from the Facebook group Confederate 901. On May 27, protesters shut down Union Avenue near McLean Boulevard. Just after midnight Saturday night, police in riot gear clashed with a large crowd on Beale Street. Shelby County Commissioner Tami Sawyer, who was on scene, tweeted: “Memphis police have threatened to use lethal force if we don’t leave the parking lot. They have arrested our friends. We’re not leaving.” On Sunday Evening May 31, the fifth straight day of protests, more riot police attempted to disperse a crowd of 100 that were occupying Main Street. A curfew went into effect in Memphis, TN, on Monday, June 1, from 22:00 to 06:00, and was extended the following day to June 8.

The election was an uncommon victory over an incumbent, with the last case being in 1991. Strickland’s win marked the first time since 1972 that a council member took the office of mayor.

Strickland was Memphis’ first white mayor in 24 years. In Otis Sanford’s book Boss Crump to King Willie: How Race Changed Memphis Politics, he notes that “Strickland also made history by receiving more of a percentage of the black vote than any winning white candidate since William B. Ingram in 1963.”

2019 Election

In January 2019, Strickland announced his intention to run for a second term. He was challenged by former mayor W.W. Herenton and Shelby County Commissioner Tami Sawyer. Strickland won re-election to a second term, garnering 62% of the votes cast for Mayor in one of the lowest turnout elections since the current Mayor/Council form of government was approved in 1966.

Protests were also held in at least nine other communities in Wisconsin, including Appleton, Eau Claire, Franklin, Green Bay, Kenosha, La Crosse, Marinette, McFarland, Milwaukee, and Wausau.

Additional protests occurred in late August in Kenosha, Wisconsin in the aftermath of the shooting of Jacob Blake and Alvin Cole.

Milwaukee

On May 29, hundreds of protesters in Milwaukee blocked highways and organized a vehicle procession that traveled several miles. There were reports of looting and mild arson at a Walgreens pharmacy, as well as the looting of a Boost Mobile store. Several other businesses were damaged. In addition, one police officer was mildly injured by gunfire. Protests over the killing of Joel Acevedo by an off-duty Milwaukee police officer were prompted by the George Floyd protests.

On June 2, protesters gathered at Humboldt Park and marched to the south side of Milwaukee, where they demonstrated outside City Hall and Milwaukee Police District 1. Police used tear gas on protesters and reports were made that Molotov cocktails were thrown at officers. Protesters on the Hoan Bridge walked off into traffic, where protest organizer Frank Nitty was apprehended and beaten by police. On June 7, members of the Milwaukee Bucks, including players, coaches, staff and ownership, participated in a rally in honor of George Floyd. Bucks star Sterling Brown led the march, where he held a nine-second moment of silence for Floyd and shared his experiences with police brutality. On June 9, protesters again gathered at Humboldt Park to demonstrate against racism and police brutality.

The murder of George Floyd in Minneapolis led to the first protests there and in neighboring St. Paul, as well as the first protests to result in clashes with police and extensive property damage. Protests continued during the entire month of June. Protests of varying sizes also occurred elsewhere in Minnesota, such as Albert Lea, Austin, Bemidji, Brainerd, Duluth, Ely, Mankato, Owatonna, Rochester, St. Cloud, and Woodbury.

Minneapolis–Saint Paul

Local protests over the murder of George Floyd (sometimes called the Minneapolis riots or Minneapolis uprising) began on May 26, 2020, and quickly inspired a global protest movement against police brutality and racial inequality. The initial events were a reaction to a video filmed the day before and circulated widely in the media of police officer Derek Chauvin kneeling on Floyd’s neck for 9 minutes and 29 seconds while Floyd struggled to breathe, begged for help, and lost consciousness. Floyd was later transported to a hospital, where he was pronounced dead. Public outrage over the content of the video gave way to widespread civil disorder in Minneapolis, Saint Paul, and other cities in the Minneapolis–Saint Paul metropolitan area over a three-night period from May 27–29, 2020.

In the days after Floyd’s murder, Minneapolis sustained extraordinary damage from rioting and looting in the resulting chaos—largely concentrated on a 5-mile (8.0 km) stretch of Lake Street south of downtown—including the demise of the city’s third police precinct building, which was overrun by demonstrators and set on fire. At cost of $350 million, approximately 1,300 properties in Minneapolis were damaged by the civil unrest, of which nearly 100 were entirely destroyed. Saint Paul suffered damages that totaled $82 million and affected 330 buildings, including 37 that were heavily damaged or entirely destroyed, mostly along the its University Avenue business corridor. More than 160 structure fires were reported in the Twin Cities.

Governor Tim Walz activated the Minnesota National Guard in response to the riots. The 7,123 troops pressed into duty represented the largest deployment of the state’s forces since World War II. By early June 2020, violence in the Minneapolis–Saint Paul metropolitan area had resulted in at least 2 deaths, 604 arrests, and upwards of $500 million in damage to approximately 1,500 properties, the second-most destructive period of local unrest in United States history, after the 1992 Los Angeles riots. Violent protests in Minneapolis–Saint Paul over the murder of George Floyd largely subsided after May 30, 2020. The Minnesota National Guard and a multi-jurisdiction government command that responded to the riots demobilized on June 7, 2020.

Local protests and unrest over Floyd’s murder continued in 2021 and broadened to other issues of racial injustice.

George Floyd protests

On May 27, 2020, after the start of protests sparked by the murder of George Floyd, Frey backed the firing of four police officers involved in the death, saying, “Being black in America should not be a death sentence. For five minutes we watched as a white police officer pressed his knee into the neck of a black man. For five minutes. When you hear someone calling for help, you are supposed to help.” The next day, Frey called for criminal charges to be filed against Derek Chauvin, the arresting officer who pressed his knee on Floyd’s neck, saying, “We cannot turn a blind eye. It is on us as leaders to see this for what it is and call it what it is. George Floyd deserves justice”, and “If you had done it or I had done it, we would be behind bars right now. I cannot come up with a good answer to that question.”

Chauvin was later charged with third-degree murder, which was later upgraded to second-degree murder. On June 5, 2020, Frey approved a temporary restraining order and directed changes to the Minneapolis Police Department that were approved by the Minneapolis City Council to go into effect immediately. Reforms that were given to the Minneapolis Police Department include banning chokeholds and neck restraints, requiring police officers to report and intervene against the use of excessive force by other officers, and requiring authorization from the police chief or deputy police chiefs before using crowd-control weapons such as chemical agents and rubber bullets.

On June 6, 2020, during the George Floyd protests, a march was held in Minneapolis pushing for the abolition of the Minneapolis Police Department. With thousands in attendance, protesters asked Frey, who was wearing a black facemask with the words “I can’t breathe” on it, whether he would commit to defunding the Minneapolis Police Department. “We don’t want no more police, is this clear?”, he was asked. He answered, “I do not support the full abolition of police.” Attendees chanted “go home” and “shame” at Frey as he left following his answer.

On April 20, 2021, after Derek Chauvin was found guilty of the murder of George Floyd, Frey released a statement on Twitter in which he implied that Floyd had sacrificed his life for the betterment of the city of Minneapolis. The statement received heavy criticism from people across the country including many who called on Frey to fire his communications staff.

Demonstrations were held in dozens of cities and towns throughout New York beginning on May 28. In New York City, while most events were peaceful, some where marred by violent clashes with police and looting. As a result, and amid the COVID-19 pandemic, the city was put under a curfew starting on June 1. The curfew was moved from up 11:00 pm to 8:00 pm the following day. Fewer arrests were made since the curfew was implemented, apart from forceful policing of even peaceful protests after 8:00. There were several high-profile incidents throughout the protests, including a police vehicle driving through a group of protesters, several instances of excessive force, and widespread looting in the SoHo neighborhood of Manhattan. Several police and protesters were injured, several police were suspended, and thousands of protesters were arrested, mostly on minor charges. District attorneys for Manhattan, Brooklyn, and the Bronx announced plans to decline prosecuting certain low-level offenses.

Smaller protests took place outside New York City. In Buffalo, video footage circulated on the Internet of police shoving an elderly man which caused him to fall to the ground and walk away as he bled from the head. This led to two officer suspensions. On June 6, there was a large number of protests across the North Country, along with dozens of other cities across the country, attracting thousands of local protesters, with all the protests remaining peaceful. At the June 6th protests, the participants all took a knee for nine minutes, in silence, in respect for George Floyd. The period of time was equivalent to about the same amount of time that Derek Chauvin had his knee in Floyd’s neck.

New York City

George Floyd protests in New York City took place at several sites in each of the five New York City boroughs, starting on May 28, 2020, in reaction to the murder of George Floyd. Most of the protests were peaceful, while some sites experienced protester and/or police violence, including several high-profile incidents of excessive force. Looting became a parallel issue, especially in Manhattan. As a result, and amid the COVID-19 pandemic, the city was placed under curfew from June 1-7, the first curfew in the city since 1943. The protests catalyzed efforts at police reform, leading to the criminalization of chokeholds during arrests, the repeal of 50-a, and other legislation. Several murals and memorials have been created around the city in George Floyd’s honor, and demonstrations against racial violence and police brutality continue as part of the larger Black Lives Matter movement in New York City.

De Blasio started his career as an elected official on the New York City Council, representing the 39th district in Brooklyn from 2002 to 2009. After serving one term as public advocate, he was elected mayor of New York City in 2013 and reelected in 2017.

De Blasio’s policy initiatives have included new de-escalation training for police officers, reduced prosecutions for cannabis possession, implementation of police body cameras, and ending the post-9/11 surveillance program of Muslim residents. In his first term as mayor, he implemented a free universal pre-kindergarten program in the city. De Blasio has called attention to what he calls stark economic inequality in New York City, which he described as a “tale of two cities” during his first campaign. He has supported socially liberal and progressive policies in regard to the city’s economy, urban planning, public education, police relations, and privatization.

De Blasio ran in the Democratic primaries for the 2020 presidential election. After registering low poll numbers and failing to qualify for the third round of primary debates, he suspended his campaign on September 20, 2019, and endorsed Bernie Sanders five months later.

De Blasio was term-limited and ineligible to seek a third term in the 2021 New York City mayoral election. He was succeeded by Eric Adams on January 1, 2022.

George Floyd riots and protests

On May 31, 2020, de Blasio issued a statement blaming protesters for being in the way of two police cruisers that pushed a barricade into them. On June 7, 2020, he announced: “We will be moving funding from the NYPD to youth initiatives and social services.” De Blasio blamed “anarchist” protesters for inciting and organizing violent riots.

On June 21, 2020, the American Museum of Natural History announced that it was asking city officials to remove the Equestrian Statue of Theodore Roosevelt with a Native American man and an African man standing next to the horse. De Blasio endorsed the decision.

Through June 15, protests occurred in at least 171 cities in California. Protests happened in dozens of towns throughout both Northern and Southern California, with major multi-day protests occurring in Oakland, Sacramento, San Francisco, San Diego County, and Los Angeles.

Oakland

On May 30, hundreds of protesters gathered near the Oakland Police Department headquarters in downtown Oakland. Some protesters set off fireworks and threw bottles at police. Police fired flash-bang grenades and tear gas at the crowd. Many businesses in the area were ransacked or had their windows smashed. Several dozen protesters blocked traffic on Interstate 880, stopping traffic in both directions for about half an hour. Oakland police department reported arrests but did not provide any specific details. Six police officers and seven civilians were injured in clashes.

On July 25, initially peaceful protests in solidarity with Portland, Oregon against the deployment of federal agents there turned violent and saw the Oakland Police Department headquarters vandalized and the Alameda County courthouse set on fire. According to police, an estimated 700 people attended the overnight protest, with some demonstrators shooting fireworks, breaking windows, spraying graffiti, pointing lasers at officers and helicopters, chanting racial slurs at residents, and setting “multiple small fires in the downtown area”. Several arrests were made.

Controversy over freedom of assembly

In May 2015, Mayor Schaaf instituted a ban on un-permitted nighttime marches on public roadways in Oakland, citing existing city policies. The first enforcement of this ban was on May 21, during a #SayHerName march, a nationwide coordinated march focused on ending state violence against black women and girls in the US. Demonstrators met at Frank Ogawa Plaza before sunset for a rally. After the rally, demonstrators began to march onto the street. Police officers told them to keep to the sidewalks, and cited California Vehicle Code Section 2800, making it an arrestable offense not to comply with the police order.

Enactment of this policy brought harsh criticism and allegations of illegality from some constitutional lawyers, including civil rights attorney and one of the co-authors of Oakland Police Department’s Crowd Control and Crowd Management Policy, Rachel Lederman: “My general impression is the police took an unduly aggressive approach that not only violated their own crowd control policy, but also the First Amendment… This was an unreasonable interference with the demonstration given that there had been no serious crimes committed.” Other legal experts pointed to similar policies in cities like New York, which have been ruled constitutional.

Guaranteed income for minority residents

In March 2021, Schaaf announced that non-white, low-income residents of Oakland would receive $500 per month “guaranteed income” for 18 months. According to the project’s website, the income is funded by private philanthropic donations.

Through June 2020, Phoenix had seen protests for five weeks, beginning on May 28. In addition to Phoenix, protests were held in Casa Grande, Flagstaff, Fountain Hills, Kingman, Lake Havasu City, Maricopa, Mesa, Nogales, Prescott, Safford, Scottsdale, Surprise, Tempe, Tucson and Yuma.

Phoenix

As of June 25, Phoenix has seen protests for five weeks. Hundreds protested on May 28, with the police using pepper spray and tear gas. Police alleged that protesters destroyed windows and doors to the Arizona Federal Theater and a City of Phoenix government building, as well as several other municipal and private businesses and parked cars. Some lit fireworks and fired shots into the air. On May 29 a separate vigil in honor of Dion Johnson, a 28-year-old man who was shot and killed by a DPS trooper on May 25, was scheduled to be held outside the Arizona Department of Public Safety office, but the location was changed prior to the event to Eastlake Park in East-Central Phoenix. Following a vigil, hundreds of demonstrators marched nearly two miles to the Phoenix Police Department Headquarters located at the intersection of 7th Avenue and Washington Street. Protesters faced off with the police riot line for over two hours before being dispersed by police tear gas. At this time, several demonstrators proceeded to damage property in the vicinity including the FOX 10 Phoenix Studios, Arizona Federal Theater, Sandra Day O’Connor U.S. Courthouse, Phoenix City Court, Chase Tower, Arizona Center, and several other buildings. The protest dissipated by the early hours of May 30.

On the evening of May 30, protesters returned to Downtown Phoenix and protested at several locations. Police remained confrontational, and protesters continued to damage property and paint messages of solidarity on buildings and surfaces around the downtown area.

On May 31 in downtown Phoenix, mere hours after Governor Doug Ducey institutes a state-wide curfew from 8pm-5am, police blocked street exits, then released tear gas into a captive crowd of protesters. The reason given for the attack was violation of a curfew which had been created by governor Doug Ducey earlier that day. Lacking streets to exit by, protesters fled into the nearby Garfield neighborhood, where police hunted them down. Police assaulted non-protesting neighborhood residents on their own property, including a woman on her front porch, according to statements made by residents to The Arizona Republic. The newspaper described police, rather than protesters, as the aggressors in the night’s violence. Hundreds were arrested.

Thousands continued to gather for protests against police brutality on subsequent days in early June.

Gallego worked for the Arizona Democratic Party, the Arizona Office of Tourism, as well as on economic development and strategic planning for the Salt River Project. On November 5, 2013, Gallego was elected to the Phoenix City Council for the 8th district; she was reelected in 2017. With Greg Stanton, the Mayor of Phoenix, running for the United States House of Representatives in the 2018 elections, Gallego announced she would run in a special election to succeed him. She resigned from the city council effective August 7, 2018.

In the first round of the mayoral election, Gallego received 45 percent and Daniel Valenzuela received 26 percent. She and Valenzuela advanced to a runoff election on March 12, which Gallego won. Gallego is the third woman to hold the office since Phoenix’s founding. She is also the youngest mayor of one of the ten largest cities in the United States.

Over two hundred people walked the perimeter of the Oregon State Capitol Building in Salem on May 30, 2020. A law enforcement spokesperson stated that the reason for using tear gas to disperse the protest, is due to objects and “explosive devices” that were thrown. Protests continued in Portland daily for over three months.

Portland

Starting in May 2020, demonstrations over the police murder of George Floyd were held in the city of Portland, Oregon, concurrent with protests in other cities in the United States and around the world. By July 2020, many of the protests, which had been held every day since May 28, drew more than 1,000 participants. Protests continued into August, September, and October 2020, often drawing hundreds.

As of July 2020, the majority of the protests in Portland were peaceful, but many demonstrations have involved rioting, heated confrontations with law enforcement and counter-protesters, and use of tear gas and other weapons. There have been numerous instances of arson, looting, vandalism, and injuries during nighttime protests. One person was shot and killed in the aftermath of a clash between protesters and counter-protesters.

In early July, the federal government deployed law enforcement officers to Portland for the stated purpose of protecting federal property amid the unrest. The deployment was criticized for not clearly identifying officers and for seizing protesters not on or near federal property, including by Portland’s mayor and most of the state’s congressional delegation. The U.S. Customs and Border Protection service defended the practice on the grounds of protecting the officers’ personal safety. Several lawsuits were filed by and on behalf of journalists and legal observers against local and federal law enforcement, and by the state against several federal agencies.

Protests have continued in Portland in the aftermath of the 2020 United States presidential election. Portland has also continued to have protests after the January 20, 2021 inauguration of Joe Biden. Protests have also occurred near the ICE facility, and clashes have occurred with police.

Edward Tevis Wheeler (born August 31, 1962) is an American politician who has served as the mayor of Portland, Oregon since 2017. He was Oregon State Treasurer from 2010 to 2016.

Wheeler was elected in the 2016 Portland mayoral election and reelected in 2020. Formerly a registered Republican, he has been described as a moderate Democrat.

George Floyd protests

On May 30, 2020, Wheeler imposed a curfew on Portland during the Black Lives Matter protests (sparked by the murder of George Floyd, the fatal police shooting of Breonna Taylor, and the murder of Ahmaud Arbery, earlier in the year). Critics of the curfew argued that police officers would have an incentive to restrict free speech and incite violence on peaceful protesting using crowd-control methods such as tear gas and stun grenades, both of which were deployed on crowds of demonstrators in Portland and nationwide. This earned him the nickname Tear Gas Teddy. On June 2, Wheeler lifted the curfew due to his perception of a “significant [peaceful] shift in the tenor.” Wheeler also requested the deployment of the Oregon National Guard to Portland in response to protests following the murder of George Floyd, but Governor Kate Brown refused.

In response to the Portland Police Bureau’s use of tear gas on protesters, Portland organization Don’t Shoot PDX filed a class-action lawsuit against the city on June 5, 2020. On June 6, Wheeler said that he supported nonviolent demonstrations for “meaningful reform and restorative justice” and had “serious concerns about the use of CS gas for crowd management”; he said he would not ban police from using tear gas, but that he had “directed Portland Police Chief Jami Resch that gas should not be used unless there is a serious and immediate threat to life safety, and there is no other viable alternative for dispersal.”

On June 15, Wheeler called for an overhaul of Portland’s police oversight system, which he said doesn’t have “any real teeth.”

Nightly protests at the federal courthouse in Portland were followed by the deployment of federal agents to the city in July 2020, and there were episodes of violent confrontations between demonstrators and law enforcement. After videos showed masked, camouflaged federal agents without identification arresting protesters, Wheeler said, “This is not the America we want. This is not the Portland we want. We’re demanding that the President remove these additional troops that he sent to our city. It is not helping to contain or deescalate the situation. It’s obviously having exactly the opposite impact.” Oregon Governor Brown, and U.S. Senator Jeff Merkley, also called the federal deployment an authoritarian abuse of power; the U.S. Attorney for Oregon, Billy J. Williams, called for an investigation, and Oregon Attorney General Ellen Rosenblum filed a federal lawsuit against DHS.

On July 22, Wheeler addressed nightly protesters, but was booed by them for his actions as Portland Police Commissioner and the Portland Police’s own response to the protests. The crowd chanted “Fuck Ted Wheeler” and “Quit Your Job” as he spoke. After speaking, Wheeler and at least five security guards went to the front of the protest area. Wheeler was caught in tear gas released by federal agents. Wheeler left after the first round of tear gas, after which Portland police declared a riot.

At the end of July, in accordance with a deal made between Governor Kate Brown and the federal government, federal agents withdrew from Portland and calm was largely restored in the city, with largely peaceful protests. On August 6 and 7, there were a number of peaceful rallies in the city, but—despite Wheeler urging demonstrators to stay off the street—also renewed violence from demonstrators, including attacks on local police precincts (such as an attempt to set it ablaze); there were also two reports of assaults against elderly women. Police arrested 13 people. Police in Portland used tear gas for the first time since federal forces withdrew from the city. Directly addressing those who had committed violent acts, Wheeler said, “You are not demonstrating, you are attempting to commit murder. Don’t think for a moment that you are if you are participating in this activity, you are not being a prop for the reelection campaign of Donald Trump—because you absolutely are. You are creating the B-roll film that will be used in ads nationally to help Donald Trump during this campaign.”

On August 31, protesters gathered outside Wheeler’s condo, demanding that he resign. Police responded after the group lit fires, broke windows, and set a small fire in a nearby business. Police declared the assembly a riot after a fire was lit in the street. 19 protesters were arrested, mainly for disorderly conduct and interfering with a peace officer. On September 2 Wheeler said he was leaving his apartment building due to safety concerns posed by the ongoing protests; he apologized to fellow building residents “for the damage to our home and the fear that you are experiencing due to my position”.

Throughout the protests, local activists called for Wheeler’s resignation, for various reasons. Some believed that he had not spoke up strongly enough against excessive use of force against protesters; others were frustrated he hasn’t done more to end the nightly demonstrations and the property damage, small fires and provocations of police that usually accompany them; and some felt that he had not sufficiently handled issues such as the COVID-19 pandemic and related recession, homelessness, a lack of affordable housing, a spike in gun crime, race relations, and economic inequality. The Oregonian reported: “Critics and observers largely fault Wheeler not for what he’s said or done as much as the tepid manner in which he’s addressed key issues and the steps and stands he hasn’t taken.”

During the Portland foreclosure protest, Wheeler said, “There will be no autonomous zone in Portland.”

By the end of 2020, the number of protest actions had dwindled, but those who remained were radicalized. On New Year’s Day 2021, Wheeler—angered by repeated vandalism of downtown shops as well as violence on New Year’s Eve (in which a few dozen shot fireworks at the Multnomah County Justice Center and smashed windows in downtown Portland)—vowed zero tolerance for criminal behavior by “violent antifa and anarchists … rampaging through Portland” and called upon the Oregon Legislature to impose harsher sentencings for repeat offenses of vandalism and destruction. Wheeler said that his “good-faith efforts at deescalation have been met with scorn by antifa and anarchists bent on destruction”; said that the acts of those responsible were “height of selfishness”; and pledged that he would “push back harder” against violent agitators.

In March 2021, after marchers started to smash windows at night in the Pearl District, Portland police used kettling tactics to herd about 100 people onto a single, enclosed city block, and detained the crowd, stating that they were doing so due to suspicion of criminal conduct. Police ordered those detained to sit on the ground, required each one to identify themselves, and took photographs of each person. Police arrested those who refused to cooperate, and charges were brought against 13 people on various charges. Police reported seizing crowbars, knives, hammers, bear spray, and firearms from those detained. Wheeler strongly supported the police tactic as appropriate and lawful, and many Pearl District residents and business owners supported it. Conversely, the tactic was condemned by the American Civil Liberties Union and other groups as “aggressive and indiscriminate.” In a heated exchange at an subsequent event, Wheeler rejected an attendee’s defense of the vandalism as “protest” and rejected the attendee’s demand for police defunding and Wheeler’s resignation. Wheeler said, “I was elected through a democratic process and I still believe in democracy. I don’t believe in anarchy.”

In Richmond, there were major protests since May 28, with clashes with police, defacing of Confederate monuments and a curfew declared on May 31, with tear gas being used by the police on demonstrators on June 1. Several Confederate statues were damaged or torn down, with protesters also tearing down a statue of Christopher Columbus on June 9.

Richmond

Richmond, Virginia, experienced a series of protests in the wake of the murder of George Floyd. Richmond was the first city in the Southeastern United States to see rioting following Floyd’s murder. Richmond, formerly the capital of the short-lived Confederate States of America, saw much arson and vandalism to monuments connected with that polity, particularly along Monument Avenue.

Protests began in late May 2020 and gradually subsided by mid-August 2020. Given the city’s Confederate roots, many of the areas of attack by protesters were the statues along Monument Avenue, near The Fan neighborhood of Richmond. During the first wave of Floyd protests, all major monuments (except the Arthur Ashe Monument) were defaced and sprayed with graffiti. Five statues were toppled by protesters. Some of the statues toppled included the Jefferson Davis Memorial, statues of Christopher Columbus and Confederate General Williams Carter Wickham, and the Howitzer Monument.

Vandalism and Removal of Richmond’s Monuments

After the protesting and riots for George Floyd, Stoney’s administration left the monuments vandalized or destroyed (such as the statue of Christopher Columbus erected by Richmond’s Italian American community). Acquiescing to the demands of the demonstrators Stoney and Governor Northam began the process of their removal, despite Virginians overwhelmingly wanting to keep them. The only statue left on monument avenue is of the African American tennis player Arthur Ashe.

Following Charlottesville’s removal and donation to an African American museum, where plans were to melt down the monument, Stoney decided to donate the Confederate statues to Richmond’s African American museum. The fate of these monuments were decided only days before Republican Glenn Youngkin assumed the office of Governor of Virginia.

Levar Marcus Stoney (born March 20, 1981) is an American politician from the Commonwealth of Virginia and the 80th mayor of Richmond, Virginia. He served as the Secretary of the Commonwealth of Virginia from 2014 through 2016, the youngest member of Governor Terry McAuliffe’s administration.

Mayor of Richmond

Dwight Clinton Jones could not run for re-election as mayor of Richmond because of a two-term limit. Stoney became a candidate in the 2016 election to succeed him, announcing his candidacy after resigning as Secretary of the Commonwealth.

Stoney won the election over Jack Berry, 36% to 34%, with Joe Morrissey in third place. Shortly after the election, Mayor-elect Stoney named Tiffany Jana and Bill Leighty as co-chairs of his transition team, with University of Richmond professor Thad Williamson named as director.

Stoney was sworn into office on December 31, 2016. At 35 years of age, he became Richmond’s youngest elected mayor. In March 2019 Mayor Stoney proposed a nine-cent per $100 assessed value real estate tax hike. He also proposed adding a 50-cent tax on packages of cigarettes.

Tear-Gassing Incident

In June 2020, in response to the murder of George Floyd, a protest assembled in Richmond at the Robert E. Lee Statue on Monument Avenue. Police responded by tear gasing the crowd before curfew and without warning. The response was widespread in its criticism of law enforcement officers and local government, including Stoney. The police initially issued a statement defending their use of tear gas, stating: “To our peaceful protestors: We are sorry we had to deploy gas near the Lee Monument. Some RPD officers in that area were cut off by violent protestors. The gas was necessary to get them to safety.” However, after video footage from several people at the protests was released which contradicted the police’s statement showing no signs of violence, the police responded with a tweet apologizing for tear gassing the crowd of peaceful protesters, stating that the Chief of police “apologizes for this unwarranted action. These officers have been pulled from the field. They will be disciplined because their actions were outside dept protocols and directions given.” Stoney responded by showing up to another protest, apologizing to the crowd for violating their rights.

There have been a series of protests in California related to the murder of George Floyd on May 25, 2020 in Minneapolis, Minnesota, while in police custody. On May 31, 2020, the California Department of Human Resources advised “all state departments with offices in downtown city areas” to close on June 1.

Through June 15, protests occurred in at least 171 cities in California. Protests happened in dozens of towns throughout both Northern and Southern California, with major multi-day protests occurring in Oakland, Sacramento, San Francisco, San Diego County, and Los Angeles.

Sacramento

Hundreds of people protested peacefully on Franklin Boulevard on May 29. A group of protesters jumped onto Highway 99 southbound at the 12th Avenue overpass and traffic. On May 30 protesters blocked part of I-5 and marched downtown. On May 31, more protests took place in Downtown and Midtown Sacramento and several stores were looted and vandalized. The Sacramento Police Department declared the protests an unlawful assembly and arrested 25 protesters, 22 of which were charged with looting. On June 1, Sacramento Mayor Darrell Steinberg issued a curfew. Later that day, over a thousand people attended a prayer gathering at Cesar Chavez Plaza before marching to the County District Attorney’s office and back, eventually breaking curfew. Among the later leaders was Stevante Clark, brother of police shooting victim Stephon Clark. On June 5, over 1,000 protesters staged a “die-in” in the Pocket neighborhood near Steinberg’s home.

The murder of George Floyd in Minneapolis led to the first protests there and in neighboring St. Paul, as well as the first protests to result in clashes with police and extensive property damage. Protests continued during the entire month of June. Protests of varying sizes also occurred elsewhere in Minnesota, such as Albert Lea, Austin, Bemidji, Brainerd, Duluth, Ely, Mankato, Owatonna, Rochester, St. Cloud, and Woodbury.

Minneapolis–Saint Paul

Local protests over the murder of George Floyd (sometimes called the Minneapolis riots or Minneapolis uprising) began on May 26, 2020, and quickly inspired a global protest movement against police brutality and racial inequality. The initial events were a reaction to a video filmed the day before and circulated widely in the media of police officer Derek Chauvin kneeling on Floyd’s neck for 9 minutes and 29 seconds while Floyd struggled to breathe, begged for help, and lost consciousness. Floyd was later transported to a hospital, where he was pronounced dead. Public outrage over the content of the video gave way to widespread civil disorder in Minneapolis, Saint Paul, and other cities in the Minneapolis–Saint Paul metropolitan area over a three-night period from May 27–29, 2020.

In the days after Floyd’s murder, Minneapolis sustained extraordinary damage from rioting and looting in the resulting chaos—largely concentrated on a 5-mile (8.0 km) stretch of Lake Street south of downtown—including the demise of the city’s third police precinct building, which was overrun by demonstrators and set on fire. At cost of $350 million, approximately 1,300 properties in Minneapolis were damaged by the civil unrest, of which nearly 100 were entirely destroyed. Saint Paul suffered damages that totaled $82 million and affected 330 buildings, including 37 that were heavily damaged or entirely destroyed, mostly along the its University Avenue business corridor. More than 160 structure fires were reported in the Twin Cities.

Governor Tim Walz activated the Minnesota National Guard in response to the riots. The 7,123 troops pressed into duty represented the largest deployment of the state’s forces since World War II. By early June 2020, violence in the Minneapolis–Saint Paul metropolitan area had resulted in at least 2 deaths, 604 arrests, and upwards of $500 million in damage to approximately 1,500 properties, the second-most destructive period of local unrest in United States history, after the 1992 Los Angeles riots. Violent protests in Minneapolis–Saint Paul over the murder of George Floyd largely subsided after May 30, 2020. The Minnesota National Guard and a multi-jurisdiction government command that responded to the riots demobilized on June 7, 2020.

Local protests and unrest over Floyd’s murder continued in 2021 and broadened to other issues of racial injustice.

Elected to his first term in 2017, Carter is the 55th mayor of St. Paul and its first African American mayor.

Mayor of St. Paul

During his tenure as mayor, Carter was instrumental in raising the city’s minimum wage to $15 per hour. He also established the Office of Financial Empowerment. He launched CollegeBound Saint Paul, the city’s college savings account program, and the People’s Prosperity Pilot, a guaranteed income program that gives 150 families $500 per month for 18 months.

Carter also served on the steering committee of the Mayors National Climate Action Agenda, a consortium of American mayors advocating for the reduction of greenhouse gas emissions. In 2019, he reestablished the Affordable Housing Trust Fund. He managed revitalization efforts of the St. Paul riverfront, and the “Ford Site”, the location of a former Ford Motor Company assembly plant in Highland Park, is being redeveloped into a mixed-use housing and retail center. Carter eliminated the practice of collecting late fees in St. Paul public libraries and spearheaded the Families First Housing Pilot program.
