Satanism is a group of ideological and philosophical beliefs based on Satan. Contemporary religious practice of Satanism began with the founding of the atheistic Church of Satan by Anton LaVey in the United States in 1966, although a few historical precedents exist. Prior to the public practice, Satanism existed primarily as an accusation by various Christian groups toward perceived ideological opponents, rather than a self-identity or valid religious belief. Satanism, and the concept of Satan, has also been used by artists and entertainers for symbolic expression.

Accusations that Satanic conspiracies were active, and behind events such as Protestantism (and conversely, the Protestant claim that the Pope was the Antichrist) and the French Revolution continued to be made in Christendom during the eighteenth to the twentieth century. The idea of a vast Satanic conspiracy reached new heights with the influential Taxil hoax of France in the 1890s, which claimed that Freemasonry worshipped Satan, Lucifer, and Baphomet in their rituals. In the 1980s and 1990s, the Satanic ritual abuse hysteria spread through the United States and the United Kingdom, amid fears that groups of Satanists were regularly sexually abusing and murdering children in their rites. In most of these cases, there is no corroborating evidence that any of those accused of Satanism were actually practitioners of a Satanic religion or guilty of the allegations leveled at them.

Since the 19th century, various small religious groups have emerged that identify as Satanists or use Satanic iconography. The Satanist groups that appeared after the 1960s are widely diverse, but two major trends are theistic Satanism and atheistic Satanism. Theistic Satanists venerate Satan as a supernatural deity, viewing him not as omnipotent but rather as a patriarch. In contrast, atheistic Satanists regard Satan as a symbol of certain human traits. A modern version of Satanism called The Satanic Temple was created in the United States in 2012, in Salem, Massachusetts. It has attracted hundreds of thousands worldwide of self-identifying members.

Contemporary religious Satanism is predominantly an American phenomenon, the ideas spreading elsewhere with the effects of globalization and the Internet. The Internet spreads awareness of other Satanists, and is also the main battleground for Satanist disputes. Satanism started to reach Central and Eastern Europe in the 1990s, in time with the fall of the Communist Bloc, and most noticeably in Poland and Lithuania, predominantly Roman Catholic countries.

Legal Recognition

In 2004, it was claimed that Satanism was allowed in the Royal Navy of the British Armed Forces, despite opposition from Christians. In 2016, under a Freedom of Information request, the Navy Command Headquarters stated that “we do not recognise satanism as a formal religion, and will not grant facilities or make specific time available for individual ‘worship’.”

In 2005, the Supreme Court of the United States debated in the case of Cutter v. Wilkinson over protecting minority religious rights of prison inmates after a lawsuit challenging the issue was filed to them. The court ruled that facilities that accept federal funds cannot deny prisoners accommodations that are necessary to engage in activities for the practice of their own religious beliefs.

In 2019, The Satanic Temple was granted religious IRS 501(c)(3) status.

The New World Order (NWO) is a conspiracy theory which hypothesizes a secretly emerging totalitarian world government. The common theme in conspiracy theories about a New World Order is that a secretive power elite with a globalist agenda is conspiring to eventually rule the world through an authoritarian world government—which will replace sovereign nation-states—and an all-encompassing propaganda whose ideology hails the establishment of the New World Order as the culmination of history’s progress. Many influential historical and contemporary figures have therefore been alleged to be part of a cabal that operates through many front organizations to orchestrate significant political and financial events, ranging from causing systemic crises to pushing through controversial policies, at both national and international levels, as steps in an ongoing plot to achieve world domination.

TREASON

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Federal Bureau of Investigation (FBI)

The Federal Bureau of Investigation (FBI) is the domestic intelligence and security service of the United States and its principal federal law enforcement agency. Operating under the jurisdiction of the United States Department of Justice, the FBI is also a member of the U.S. Intelligence Community and reports to both the Attorney General and the Director of National Intelligence. A leading U.S. counterterrorism, counterintelligence, and criminal investigative organization, the FBI has jurisdiction over violations of more than 200 categories of federal crimes.

Although many of the FBI’s functions are unique, its activities in support of national security are comparable to those of the British MI5 and NCA; the New Zealand GCSB and the Russian FSB. Unlike the Central Intelligence Agency (CIA), which has no law enforcement authority and is focused on intelligence collection abroad, the FBI is primarily a domestic agency, maintaining 56 field offices in major cities throughout the United States, and more than 400 resident agencies in smaller cities and areas across the nation. At an FBI field office, a senior-level FBI officer concurrently serves as the representative of the Director of National Intelligence.

Despite its domestic focus, the FBI also maintains a significant international footprint, operating 60 Legal Attache (LEGAT) offices and 15 sub-offices in U.S. embassies and consulates across the globe. These foreign offices exist primarily for the purpose of coordination with foreign security services and do not usually conduct unilateral operations in the host countries. The FBI can and does at times carry out secret activities overseas, just as the CIA has a limited domestic function; these activities generally require coordination across government agencies.

The FBI was established in 1908 as the Bureau of Investigation, the BOI or BI for short. Its name was changed to the Federal Bureau of Investigation (FBI) in 1935. The FBI headquarters is the J. Edgar Hoover Building in Washington, D.C.

Director of the Federal Bureau of Investigation

The Director of the Federal Bureau of Investigation is the head of the Federal Bureau of Investigation, a United States’ federal law enforcement agency, and is responsible for its day-to-day operations. The FBI Director is appointed for a single 10-year term by the President of the United States and confirmed by the Senate. The FBI is an agency within the Department of Justice (DOJ), and thus the Director reports to the Attorney General of the United States.

The Director briefed the President on any issues that arose from within the FBI until the Intelligence Reform and Terrorism Prevention Act of 2004 was enacted following the September 11 attacks. Since then, the Director reports in an additional capacity to the Director of National Intelligence, as the FBI is also part of the United States Intelligence Community.

The current director is Christopher A. Wray, who assumed the role on August 2, 2017, after being confirmed by the United States Senate, taking over from Acting Director Andrew McCabe after the dismissal of former Director James Comey by President Donald Trump.

Project MKUltra (or MK-Ultra) was the code name of an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency (CIA). The experiments were intended to develop procedures and identify drugs such as LSD that could be used in interrogations to weaken individuals and force confessions through brainwashing and psychological torture. MKUltra used numerous methods to manipulate its subjects’ mental states and brain functions, such as the covert administration of high doses of psychoactive drugs (especially LSD) and other chemicals, electroshocks, hypnosis, sensory deprivation, isolation, and verbal and sexual abuse, in addition to other forms of torture.

MKUltra was preceded by two drug-related experiments, Project Bluebird and Project Artichoke. It began in 1953, was reduced in scope in 1964 and 1967, and was halted in 1973. It was organized through the CIA’s Office of Scientific Intelligence and coordinated with the United States Army Biological Warfare Laboratories. The program engaged in illegal activities, including the use of U.S. and Canadian citizens as unwitting test subjects. MKUltra’s scope was broad, with activities carried out under the guise of research at more than 80 institutions, including colleges and universities, hospitals, prisons, and pharmaceutical companies. The CIA operated using front organizations, although some top officials at these institutions were aware of the CIA’s involvement.

MKUltra was first brought to public attention in 1975 by the Church Committee of the United States Congress and Gerald Ford’s United States President’s Commission on CIA activities within the United States (also known as the Rockefeller Commission). Investigative efforts were hampered by CIA Director Richard Helms’s order that all MKUltra files be destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the small number of documents that survived Helms’s order. In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to MKUltra, which led to Senate hearings. Some surviving information about MKUltra was declassified in July 2001.

Christopher Asher Wray (born December 17, 1966) is an American attorney who is the eighth Director of the Federal Bureau of Investigation, serving since 2017. From 2003 to 2005, Wray served as Assistant Attorney General in charge of the Criminal Division in George W. Bush’s administration. From 2005 to 2016, he was a litigation partner with the law firm King & Spalding.

On June 7, 2017, President Donald Trump announced his intention to nominate Wray to be the next Director of the Federal Bureau of Investigation, replacing James Comey, who was dismissed by Trump on May 9, 2017. Trump interviewed Wray for the vacant FBI Director job on May 30, 2017, according to then Press Secretary Sean Spicer. Wray’s Senate confirmation hearing commenced on July 12, 2017. Among other testimony, when asked if he believed that the investigation into Russian 2016 election interference and possible links to Trump’s campaign is a “witch hunt”, he stated that he did not.

On July 20, 2017, the Senate Judiciary Committee unanimously recommended to confirm Wray as the next Director of the FBI. Wray was officially confirmed by the Senate with bipartisan support on August 1, 2017; the vote was 92–5. He was sworn in by Attorney General Jeff Sessions in a private ceremony on August 2, 2017. Wray was formally sworn in on September 28, 2017, in a ceremony that was not attended by President Trump, marking the first time an FBI director has been sworn in without the President who nominated him present at the ceremony.

On February 13, 2018, in a Senate Select Committee on Intelligence hearing focused on Chinese espionage in the United States, Senator Marco Rubio [R-FL] asked Wray about the risk posed from Chinese students in advanced science and mathematics programs. In response, Wray stated “nontraditional collectors” (which he elaborated to include professors, scientists, and students) are “exploiting the very open research and development environment that we have” and consequently he viewed the risk “as not just a whole of government threat but a whole of society threat”. Representatives Judy Chu [D-CA], Ted Lieu [D-CA], and Grace Meng [D-NY] released statements criticizing Wray’s response as “irresponsible generalizations” implying that all Chinese students and scholars were spies. A coalition of Asian American advocacy groups wrote an open letter to Wray asking for a dialogue “to discuss how well-intentioned public policies might nonetheless lead to troubling issues of potential bias, racial profiling, and wrongful prosecution”. In a follow-up interview with NBC, Wray stood by his earlier remarks, elaborating that “To be clear, we do not open investigations based on race, or ethnicity, or national origin. But when we open investigations into economic espionage, time and time again, they keep leading back to China.”

On December 9, 2019, Wray was interviewed by ABC News following the release of the DoJ inspector general’s report on the origins of the Russia investigation. In the interview, when asked about characterizations of the FBI and its agents as the “deep state”, Wray responded: “I think that’s the kind of label that’s a disservice to the men and women who work at the FBI who I think tackle their jobs with professionalism, with rigor, with objectivity, with courage. So that’s not a term I would ever use to describe our work force and I think it’s an affront to them.” He said he did not believe the Trump campaign was unfairly targeted by the FBI probe. He also denied that Ukraine interfered in the 2016 presidential elections, stating “We have no information that indicates that Ukraine interfered with the 2016 presidential election” and “as far as the [2020] election itself goes, we think Russia represents the most significant threat.” This led Trump to criticize Wray the following day, claiming that Wray would “never be able to fix the FBI.”

In January 2020, Senator Chris Murphy wrote to Wray, urging the FBI to “investigate the allegations” that Saudi Arabia “illegally compromised and stole personal data” from Jeff Bezos, the owner of The Washington Post, as part of a possible effort to “influence, if not silence, the Washington Post’s reporting on Saudi Arabia”.

In April 2020, President Trump considered ousting Wray and replacing him with William Evanina but when Attorney General William Barr threatened to resign, Trump backed down. In May 2020, Wray ordered an internal review into possible misconduct in the FBI’s investigation of Trump’s former national security adviser Michael Flynn.

On June 4, 2020, Wray stated that “anarchists” like antifa are “exploiting” George Floyd protests “to pursue violent, extremist agendas”. Wray later clarified that antifa is an ideology rather than any specific organization, clashing with Trump.

In July 2020, Wray called People’s Republic of China the “greatest long-term threat” to the United States. He said that “the FBI is now opening a new China-related counterintelligence case every 10 hours. Of the nearly 5,000 active counterintelligence cases currently under way across the country, almost half are related to China.” Wray cited the Anthem medical data breach that exposed the personal information of more than 78 million people and the 2017 Equifax data breach that impacted more than 145 million Americans. Wray argued China was trying to become the world’s only superpower, supplanting the United States.

On October 28, 2020, the FBI Agents Association released a letter addressed to both Trump and Joe Biden requesting Wray remain Director of the FBI for the 10-year term.

On December 2, 2020, a member of then-president-elect Biden’s transition team announced that if Wray was not fired or removed from his position by President Trump, then he would remain as the Director of the FBI.

On March 2, 2021, Wray gave testimony in Senate hearings about the extremism that led to the 2021 storming of the United States Capitol in which he condemned the attack on the U.S. Capitol and argued that it was a case of domestic terrorism.

James Brien Comey Jr. (born December 14, 1960) is an American lawyer who was the seventh director of the Federal Bureau of Investigation (FBI) from 2013 until his dismissal in May 2017. Comey was a registered Republican for most of his adult life; however, in 2016, he described himself as unaffiliated.

During the administration of President George W. Bush, Comey was the U.S. attorney for the Southern District of New York from January 2002 to December 2003 and later the United States deputy attorney general from December 2003 to August 2005. In August 2005, Comey left the U.S. Department of Justice (DOJ) to become a senior vice president of Lockheed Martin as general counsel. In 2010, he became general counsel at Bridgewater Associates. In early 2013, he left Bridgewater to become a senior research scholar and Hertog fellow on national security law at Columbia Law School. He served on the board of directors of HSBC Holdings until July 2013.

In September 2013, President Barack Obama appointed Comey to the position of Director of the FBI. In that capacity, he was responsible for overseeing the FBI’s investigation of the Hillary Clinton email controversy. His role in the 2016 U.S. presidential election was highly controversial. Some analysts and some Clinton supporters claim his decisions shortly before the 2016 election might have cost her the presidency, particularly his decision to reopen the investigation into her emails less than two weeks before the election. On June 14, 2018, DOJ inspector general Michael E. Horowitz released his report on the FBI’s handling of the Clinton email investigation, which criticized Comey’s actions during the 2016 election.

President Donald Trump fired Comey on May 9, 2017. Statements from Trump and the White House suggested that Comey had been fired to ease the “pressure” Trump was under due to the Russia investigation. Later that month, Comey arranged for a friend to leak to the press a memo he had written after a February 14, 2017, private meeting with the president. It said Trump had asked him to end the FBI’s investigation into Michael Flynn, the former national security advisor. The dismissal, various memos detailing meetings with Trump, and Comey’s subsequent Congressional testimony in June that same year were interpreted by some commentators as evidence of obstruction of justice by the president and became part of the Mueller investigation. Inspector General Horowitz found that Comey violated FBI policy regarding the memos; however, it was added that there’s “no evidence that Comey or his attorneys released any of the classified information contained in any of the memos to members of the media.” The Department of Justice declined to prosecute Comey. In August 2019, the Office of the Inspector General found Comey’s retention, handling and dissemination of the memos violated DOJ policies, FBI policies, and his FBI employment agreement. In December 2019, Horowitz released a report finding no political bias against Trump by Comey or other FBI officials.

Director of the Federal Bureau of Investigation (2013–2017)

The May 2013 reports became official the following month when President Barack Obama revealed that he would nominate Comey to be the next director of the Federal Bureau of Investigation, replacing outgoing director Robert Mueller. Comey was reportedly chosen over another finalist, Lisa Monaco, who had overseen national security issues at the Justice Department during the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012.

On July 29, 2013, the Senate confirmed Comey to a full ten-year term as FBI director. He was confirmed by a vote of 93–1. Two senators voted present. He was sworn in as FBI director on September 4, 2013. Comey was dismissed by President Donald Trump on May 9, 2017.

Dismissal

President Trump formally dismissed Comey on May 9, 2017, less than 4 years into his 10-year term as Director of the FBI. Comey first learned of his termination from television news reports that flashed on screen while he was delivering a speech to agents at the Los Angeles Field Office. Sources said he was surprised and caught off guard by the termination. Comey immediately departed for Washington, D.C., and was forced to cancel his scheduled speech that night at an FBI recruitment event. Trump reportedly called Deputy Director Andrew McCabe the next day, demanding to know why Comey had been allowed to fly back to Washington on an FBI jet after he had been fired.

On May 10, Comey sent a letter to FBI staff in which he said, “I have long believed that a president can fire an FBI director for any reason, or for no reason at all. I’m not going to spend time on the decision or the way it was executed. I hope you won’t either. It is done, and I will be fine, although I will miss you and the mission deeply.” In the absence of a Senate-confirmed FBI director, McCabe automatically became Acting Director.

Robert Swan Mueller III (born August 7, 1944) is an American lawyer and government official who served as the sixth director of the Federal Bureau of Investigation (FBI) from 2001 to 2013.

A graduate of Princeton University and New York University, Mueller served as a Marine Corps officer during the Vietnam War, receiving a Bronze Star for heroism and a Purple Heart. He subsequently attended the University of Virginia School of Law. Mueller is a registered Republican in Washington, D.C., and was appointed and reappointed to Senate-confirmed positions by presidents George H. W. Bush, Bill Clinton, George W. Bush, and Barack Obama.

Mueller has served both in government and private practice. He was an assistant United States attorney, a United States attorney, United States assistant attorney general for the Criminal Division, a homicide prosecutor in Washington, D.C., acting United States deputy attorney general, partner at D.C. law firm WilmerHale and director of the FBI.

On May 17, 2017, Mueller was appointed by Deputy Attorney General Rod Rosenstein as special counsel overseeing an investigation into allegations of Russian interference in the 2016 U.S. presidential election and related matters. He submitted his report to Attorney General William Barr on March 22, 2019. On April 18, the Department of Justice released it. On May 29, he resigned his post and the Office of the Special Counsel was closed.

Federal Bureau of Investigation

President George W. Bush nominated Mueller for the position of FBI director on July 5, 2001. He and two other candidates, Washington lawyer George J. Terwilliger III and veteran Chicago prosecutor and white-collar crime defense lawyer Dan Webb, were up for the job, but Mueller, described at the time as a conservative Republican, was always considered the front-runner. Terwilliger and Webb both pulled out from consideration around mid-June, while confirmation hearings for Mueller before the Senate Judiciary Committee were quickly set for July 30, only three days before his prostate cancer surgery.

The Senate unanimously confirmed Mueller as FBI director on August 2, 2001, voting 98–0 in favor of his appointment. He had previously served as acting deputy attorney general of the United States Department of Justice (DOJ) for several months before officially becoming the FBI director on September 4, 2001, one week before the September 11 attacks on the World Trade Center and the Pentagon.

On February 11, 2003, one month before the U.S.-led invasion of Iraq, Mueller gave testimony to the Senate Select Committee on Intelligence. Mueller informed the American public that “[s]even countries designated as state sponsors of terrorism—Iran, Iraq, Syria, Sudan, Libya, Cuba, and North Korea—remain active in the United States and continue to support terrorist groups that have targeted Americans. As Director Tenet has pointed out, Secretary Powell presented evidence last week that Baghdad has failed to disarm its weapons of mass destruction, willfully attempting to evade and deceive the international community. Our particular concern is that Saddam Hussein may supply terrorists with biological, chemical or radiological material.” Highlighting this worry in February 2003, FBI Special Agent Coleen Rowley wrote an open letter to Mueller in which she warned that “the bureau will [not] be able to stem the flood of terrorism that will likely head our way in the wake of an attack on Iraq” and encouraged Mueller to “share [her concerns] with the President and Attorney General.”

On March 10, 2004, while United States Attorney General John Ashcroft was at the George Washington University Hospital for gallbladder surgery, James Comey, the then deputy attorney general, received a call from Ashcroft’s wife informing him that White House Chief of Staff Andrew Card and White House Counsel Alberto Gonzales were about to visit Ashcroft to convince him to renew a program of warrantless wiretapping under the Terrorist Surveillance Program which the DOJ ruled unconstitutional. Ashcroft refused to sign, as he had previously agreed, but the following day the White House renewed the program anyway. Mueller and Comey then threatened to resign. On March 12, 2004, after private, individual meetings with Mueller and Comey at the White House, the president supported changing the program to satisfy the concerns of Mueller, Ashcroft, and Comey.

As director, Mueller also barred FBI personnel from participating in enhanced interrogations with the CIA. At a dinner, Mueller defended an attorney (Thomas Wilner) who had been attacked for his role in defending Kuwaiti detainees. Mueller stood up, raised his glass, and said, “I toast Tom Wilner. He’s doing what an American should.” However, the White House pushed back, encouraging more vigorous methods of pursuing and interrogating terror suspects. When Bush confronted Mueller to ask him to round up more terrorists in the U.S., Mueller responded, saying, “If they [suspects] don’t commit a crime, it would be difficult to identify and isolate” them. Vice President Dick Cheney objected by saying, “That’s just not good enough. We’re hearing this too much from the FBI.”

In May 2011, President Barack Obama asked Mueller to continue at the helm of the FBI for two additional years beyond his normal 10-year term, which would have expired on September 4, 2011. The Senate approved this request 100–0 on July 27, 2011. On September 4, 2013, Mueller was replaced by James Comey.

In June 2013, Mueller defended NSA surveillance programs in testimony before a House Judiciary Committee hearing. He said that surveillance programs could have “derailed” the September 11 attacks. Congressman John Conyers disagreed: “I am not persuaded that that makes it OK to collect every call.” Mueller also testified that the government’s surveillance programs complied “in full with U.S. law and with basic rights guaranteed under the Constitution”. He said that “We are taking all necessary steps to hold Edward Snowden responsible for these disclosures.”

On June 19, 2017, in the case of Arar v. Ashcroft, Mueller, along with Ashcroft and former Immigration and Naturalization Services Commissioner James W. Ziglar and others, was shielded from civil liability by the Supreme Court for post-9/11 detention of Muslims under policies then brought into place.

9/11: THE SEPTEMBER 11 ATTACKS

The September 11 attacks (often referred to as 9/11) were a series of four coordinated terrorist attacks by the Islamic terrorist group al-Qaeda against the United States on the morning of Tuesday, September 11, 2001.

The attacks resulted in 2,977 fatalities, over 25,000 injuries, and substantial long-term health consequences, in addition to at least $10 billion in infrastructure and property damage. 9/11 is the single deadliest terrorist attack in human history and the single deadliest incident for firefighters and law enforcement officers in the history of the United States, with 343 and 72 killed, respectively.

Four passenger airliners which had departed from airports in the northeastern United States bound for California were hijacked by 19 al-Qaeda terrorists. Two of the planes, American Airlines Flight 11 and United Airlines Flight 175, crashed into the North and South towers, respectively, of the World Trade Center complex in Lower Manhattan. Within an hour and 42 minutes, both 110-story towers collapsed. Debris and the resulting fires caused a partial or complete collapse of all other buildings in the World Trade Center complex, including the 47-story 7 World Trade Center tower, as well as significant damage to ten other large surrounding structures. A third plane, American Airlines Flight 77, was crashed into the Pentagon (the headquarters of the U.S. Department of Defense) in Arlington County, Virginia, which led to a partial collapse of the building’s west side. The fourth plane, United Airlines Flight 93, was initially flown toward Washington, D.C., but crashed into a field in Stonycreek Township, Pennsylvania, after passengers thwarted the hijackers.

Suspicion quickly fell onto al-Qaeda. The United States responded by launching the War on Terror and invading Afghanistan to depose the Taliban, which had failed to comply with U.S. demands to expel al-Qaeda from Afghanistan and extradite their leader Osama bin Laden. Many countries strengthened their anti-terrorism legislation and expanded the powers of law enforcement and intelligence agencies to prevent terrorist attacks. Although bin Laden initially denied any involvement, in 2004 he claimed responsibility for the attacks. Al-Qaeda and bin Laden cited U.S. support of Israel, the presence of U.S. troops in Saudi Arabia, and sanctions against Iraq as motives. After evading capture for almost a decade, bin Laden was located in Pakistan in 2011 and killed during a U.S. military raid.

The destruction of the World Trade Center and nearby infrastructure seriously harmed the economy of New York City and had a significant effect on global markets. Wall Street was closed until September 17, and the U.S. and Canadian civilian airspaces until September 13. Many closings, evacuations, and cancellations followed, out of respect or fear of further attacks. Cleanup of the World Trade Center site was completed in May 2002, and the Pentagon was repaired within a year. The construction of One World Trade Center began in November 2006, and the building opened in November 2014. Numerous memorials have been constructed, including the National September 11 Memorial & Museum in New York City, the Pentagon Memorial in Arlington County, Virginia, and the Flight 93 National Memorial at the Pennsylvania crash site.

Louis Joseph Freeh (born January 6, 1950) is an American attorney and former judge who served as the fifth Director of the Federal Bureau of Investigation from September 1993 to June 2001.

Graduated from Rutgers University and New York University School of Law, Freeh began his career as a special agent in the FBI, and was later an Assistant United States Attorney and United States district judge of the United States District Court for the Southern District of New York. A Republican, he was later appointed as FBI director by President Bill Clinton. He is now a lawyer and consultant in the private sector.

Shortly before and during Freeh’s tenure, the FBI was involved in a number of high-profile incidents and internal investigations. Writing about Freeh in 2011, Reuters wrote that Freeh “faced widespread criticism for a series of high-profile blunders” during his tenure as FBI Director.

Waco

An investigation of the events of April 19, 1993, when Bureau of Alcohol, Tobacco, and Firearms (ATF) special agents served a warrant on the Branch Davidian compound at Waco, Texas was ongoing during Freeh’s tenure. While the event had taken place before he became Director, a highly controversial investigation ensued, including allegations of a cover-up by the FBI, and tensions developed between Freeh and Janet Reno, then-Attorney General. Reno, who had herself been blamed for mishandling of the confrontation and investigation, sent United States Marshals to FBI headquarters to seize Waco-related evidence. Freeh took a neutral position during the investigations to distance himself from the tide of criticism.

William Steele Sessions (May 27, 1930 – June 12, 2020) was an American attorney and jurist who served as a United States district judge of the United States District Court for the Western District of Texas and Director of the Federal Bureau of Investigation. Sessions served as FBI director from 1987 to 1993, when he was dismissed by President Bill Clinton. After leaving the public sector, Sessions represented Semion Mogilevich, international leader of the Russian mafia. He was the father of Texas Congressman Pete Sessions.

FBI Director (1987–1993)

After a two-month search, Sessions was nominated to succeed William H. Webster as FBI Director by President Ronald Reagan and was sworn in on November 2, 1987.

Sessions was viewed as combining tough direction with fairness and was respected even by the Reagan administration’s critics, although he was sometimes ridiculed as straitlaced and dull and lacking hands-on leadership. He worked to raise the image of the FBI in Congress and fought to raise the pay of FBI agents, which had lagged behind other law enforcement agencies.

Despite being a Republican who was appointed by Reagan, Sessions disappointed the administration of President George H. W. Bush for not being partisan, and he was personally disliked by Attorney General Dick Thornburgh. Sessions had an uneasy relationship with Thornburgh’s successor William P. Barr. Reflecting the tensions between the Justice Department and the independent Bureau, Sessions announced that the FBI would be looking into whether Justice Department officials illegally misled a federal judge in a politically sensitive bank fraud case involving loans to Iraq before the Persian Gulf War, and 48 hours later Sessions was the subject of an ethics investigation on whether he had abused his office perks.

Sessions enjoyed his strongest support among liberal Democrats in Congress. Sessions was applauded for pursuing a policy of broadening the FBI to include more women and minorities, efforts which upset the “old boys” at the Bureau.

Sessions became associated with the phrase “Winners Don’t Use Drugs”, which appeared in the attract mode of North American-released arcade games from 1989 to 2000. By law, it had to be included on all imported arcade games released in North America, and continued to appear long after Sessions left office. The quote normally appeared in gold against a blue background between the FBI seal and Sessions’ name.

Sessions’ major contributions to the US criminal justice community include the encouraging of the FBI laboratory to develop a DNA program with a strong legal underpinning and the automation of the national fingerprint process. The latter project, known as the Integrated Automated Fingerprint Identification System (IAFIS), reduced the turnaround time from months to hours for fingerprint searches for both criminal arrest cycles and applicants for sensitive positions such as teachers.

Sessions was FBI director during the controversial 1992 confrontation at Ruby Ridge, Idaho, during which the unarmed Vicky Weaver was shot dead by an FBI sniper. This incident provoked heavy criticism of the Bureau, as did the deadly assault on the Branch Davidian compound in Waco, Texas that lasted from February 28 to April 19, 1993.

Just before Bill Clinton was inaugurated as the 42nd President of the United States on January 20, 1993, allegations of ethical improprieties were made against Sessions. A report by outgoing Attorney General William P. Barr presented to the Justice Department that month by the Office of Professional Responsibility included criticisms that he had used an FBI plane to travel to visit his daughter on several occasions, and had a security system installed in his home at government expense. Janet Reno, the 78th Attorney General of the United States, announced that Sessions had exhibited “serious deficiencies in judgment”.

Although Sessions denied that he had acted improperly, he was pressured to resign in early July, with some suggesting that President Clinton was giving Sessions the chance to step down in a dignified manner. Sessions refused, saying that he had done nothing wrong, and insisted on staying in office until his successor was confirmed. As a result, President Clinton dismissed Sessions on July 19, 1993. Sessions was five and a half years into a ten-year term as FBI director; however, the holder of this post serves at the pleasure of the President.

Ronald Kessler’s book, The FBI: Inside the World’s Most Powerful Law Enforcement Agency, led to the dismissal by President Clinton of Sessions as FBI director over his abuses. According to The Washington Post, “A Justice Department official…noted that the original charges against Sessions came not from FBI agents but from a journalist, Ronald Kessler [who uncovered the abuses while writing a book about the FBI, leading to Sessions’ dismissal by President Clinton]…” The New York Times said Kessler’s FBI book “did indeed trigger bureau and Justice Department investigations into alleged travel and expense abuses [by FBI Director William Sessions, leading to his departure]…

President Clinton nominated Louis Freeh to the FBI directorship on July 20, 1993. Then–FBI Deputy Director Floyd I. Clarke, who Sessions suggested had led a coup to force his removal, served as Acting Director until September 1, 1993, when Freeh was sworn in.

Sessions returned to Texas where on December 7, 1999, he was named the state chair of Texas Exile, a statewide initiative aimed at reducing gun crime.

“Winners Don’t Use Drugs” is an anti-drug slogan that was included in arcade games imported by the American Amusement Machine Association (AAMA) into North America from 1989 to 2000. The slogan appeared during an arcade game’s attract mode. The messages are credited to FBI Director William S. Sessions, whose name appears alongside the slogan. Sessions was dismissed from the FBI in July 1993. After 1993, the slogan was attributed to “FBI Director” until the campaign was phased out in 2000.

History

The slogan was part of a long-term effort by the United States in its war on drugs started by President Richard Nixon in 1971. Part of this campaign was to publicize the message about the harm of drugs to the youth, with the FBI focusing on how to use public messaging to spread this message out widely. William S. Sessions, who became FBI Director in 1987, established the FBI’s Drug Awareness Program to get these messages to reach the youth and teenagers. Sessions announced the “Winners Don’t Use Drugs” program at a press event on January 10, 1989, in cooperation with the American Amusement Machine Association (AAMA), who agreed to require arcade video games to include the slogan message while in attract mode. The games Double Dragon, John Elway’s Quarterback, and Tecmo Bowl were used on stage as examples for how the message would appear on the screen. AAMA executive vice president Robert Fay announced that of the 20 video game manufacturers, 17 agreed to include the message in their software for all new machines. At the time of the announcement, it had already been installed in 10,000 current machines with a prediction of reaching 100,000 of approximately 750,000 active machines by the end of 1989. A law was passed that required all imported arcade games to carry the message.

In 1989, Bob Davenport, the director of the FBI’s Office of Public Affairs, was tasked by Sessions to get anti-drug public service announcements towards children. Various ideas were tried but without success. While at a dinner meeting with former FBI agent and Davenport’s acquaintance Robert Fay, by then the president of the AAMA, the subject of this PSA came up. Fay’s former role in the FBI had been part of a white collar crime unit who had led the investigation into a counterfeit video game ring, which led to Fay’s transition to the AAMA. Fay had sway over the various companies in the AAMA due to having helped stop this counterfeit ring, and thus was able to get the AAMA to agree to include the message, once it was decided. Sessions, Davenport and Fay worked through several iterations of the slogan, eventually coming to “Winners Don’t Use Drugs” as a short, uplifting message that not only applied to video games but other facets of life. The slogan was accompanied by the FBI’s seal, which later helped to identify counterfeit arcade games for lacking the message, the seal, or an incorrect version of it.

The slogan was used through the 1990s, with Sessions’ name replaced by simply “FBI Director” following Sessions’ departure from office. By about 2000, the use of the slogan in arcade games waned, as the arcade market was waning, while the intensity of focus on the war on drugs fell.

A similar campaign called Recycle It, Don’t Trash It! credited to then-EPA Administrator William K. Reilly was launched several years afterward.

William Hedgcock Webster (born March 6, 1924) is an American attorney and jurist who most recently served as chair of the Homeland Security Advisory Council from 2005 until 2020. He was a United States district judge of the United States District Court for the Eastern District of Missouri and a United States circuit judge of the United States Court of Appeals for the Eighth Circuit before becoming director of the Federal Bureau of Investigation (FBI) from 1978 to 1987 and director of Central Intelligence (CIA) from 1987 to 1991. He is the only person to have held both positions.

In 1978, President Jimmy Carter appointed him as director of the Federal Bureau of Investigation. This was despite Webster being a registered Republican.

Webster was portrayed by actor Sean Cullen in Season 2 of the Netflix show Mindhunter, which took place during his tenure as director of the FBI.

Director of Central Intelligence (1987–1991)

In 1987, President Ronald Reagan chose him to be director of the Central Intelligence Agency. He led the CIA until his retirement from public office in 1991. Since then, Webster has practiced law at the Washington, D.C., office of Milbank, Tweed, Hadley & McCloy, where he specializes in arbitration, mediation and internal investigation.

Clarence M. Kelley (October 24, 1911 – August 5, 1997) was an American law enforcement officer. He served as the Chief of the Kansas City Police Department in Kansas City, Missouri from 1961 to 1973, and as the second Director of the Federal Bureau of Investigation from 1973 to 1978.

Director of the FBI (1973–1978)

On June 7, 1973, President Richard Nixon nominated Kelley to be Director of the FBI. The United States Senate confirmed the nomination June 27 and he was sworn in on July 9. Kelley was the first Director of the FBI to be appointed through the nomination and confirmation process. During his time as Director, Kelley eliminated the embezzlement practices that had been prevalent in the administrative division under J. Edgar Hoover’s directorship through his cooperation with a Justice Department investigation. Kelley also reopened relations with other intelligence agencies, such as the Central Intelligence Agency which had nearly been shut down by Hoover in his last years as director.

Kelley helped the FBI transition from its 40 plus years of being dominated by a single director, J. Edgar Hoover, by attempting to improve its public image. At the same time, he tried not to antagonize FBI agents who had been loyal to Hoover.

Kelley’s intention to retire, revealed in 1977, prompted an exhaustive year-long search for a successor. President Jimmy Carter finally decided on William H. Webster, who was nominated in January 1978. Kelley retired from the FBI February 15, 1978, and was temporarily succeeded by James B. Adams, who served as Acting Director until Webster’s confirmation 8 days later.

John Edgar Hoover (January 1, 1895 – May 2, 1972), an American law-enforcement administrator, served as the first Director of the Federal Bureau of Investigation (FBI). Calvin Coolidge appointed Hoover as director of the Bureau of Investigation—the FBI’s predecessor—in 1924, and in 1935 Hoover became instrumental in founding the FBI, where he remained director for 37 years until his death in 1972. Hoover expanded the FBI into a larger crime-fighting agency and instituted a number of modernizations to policing technology, such as a centralized fingerprint file and forensic laboratories. Hoover also established and expanded a national blacklist, referred to as the FBI Index or Index List.

Later in life and after his death, Hoover became a controversial figure as evidence of his secretive abuses of power began to surface. He was found to have routinely violated both the FBI’s own policies and the very laws which the FBI was charged with enforcing, to have used the FBI to harass political dissidents, to amass secret files for blackmailing high-level politicians, and to have collected evidence using vigilantism and many other illegal methods. Hoover consequently amassed a great deal of power and was in a position to intimidate and threaten others.

Late career and death

One of his biographers, Kenneth Ackerman, wrote that the allegation that Hoover’s secret files kept presidents from firing him “is a myth.” However, Richard Nixon was recorded in 1971 as stating that one of the reasons he would not fire Hoover was that he was afraid of Hoover’s reprisals against him. Similarly, Presidents Harry Truman and John F. Kennedy considered dismissing Hoover as FBI Director, but ultimately concluded that the political cost of doing so would be too great. In 1964, Hoover’s FBI investigated Jack Valenti, a special assistant and confidant of President Lyndon Johnson, married to Johnson’s personal secretary, but allegedly maintained gay relationship with a commercial photographer friend.

Hoover personally directed the FBI investigation of the assassination of President John F. Kennedy. In 1964, just days before Hoover testified in the earliest stages of the Warren Commission hearings, President Lyndon B. Johnson waived the then-mandatory U.S. Government Service Retirement Age of 70, allowing Hoover to remain the FBI Director “for an indefinite period of time”. The House Select Committee on Assassinations issued a report in 1979 critical of the performance by the FBI, the Warren Commission, and other agencies. The report criticized the FBI’s (Hoover’s) reluctance to investigate thoroughly the possibility of a conspiracy to assassinate the President.

When Richard Nixon took office in January 1969, Hoover had just turned 74. There was a growing sentiment in Washington, D.C., that the aging FBI chief should retire, but Hoover’s power and friends in Congress remained too strong for him to be forced to do so.

Project MKUltra (or MK-Ultra) was the code name of an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency (CIA). The experiments were intended to develop procedures and identify drugs such as LSD that could be used in interrogations to weaken individuals and force confessions through brainwashing and psychological torture. MKUltra used numerous methods to manipulate its subjects’ mental states and brain functions, such as the covert administration of high doses of psychoactive drugs (especially LSD) and other chemicals, electroshocks, hypnosis, sensory deprivation, isolation, and verbal and sexual abuse, in addition to other forms of torture.

MKUltra was preceded by two drug-related experiments, Project Bluebird and Project Artichoke. It began in 1953, was reduced in scope in 1964 and 1967, and was halted in 1973. It was organized through the CIA’s Office of Scientific Intelligence and coordinated with the United States Army Biological Warfare Laboratories. The program engaged in illegal activities, including the use of U.S. and Canadian citizens as unwitting test subjects. MKUltra’s scope was broad, with activities carried out under the guise of research at more than 80 institutions, including colleges and universities, hospitals, prisons, and pharmaceutical companies. The CIA operated using front organizations, although some top officials at these institutions were aware of the CIA’s involvement.

MKUltra was first brought to public attention in 1975 by the Church Committee of the United States Congress and Gerald Ford’s United States President’s Commission on CIA activities within the United States (also known as the Rockefeller Commission). Investigative efforts were hampered by CIA Director Richard Helms’s order that all MKUltra files be destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the small number of documents that survived Helms’s order. In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to MKUltra, which led to Senate hearings. Some surviving information about MKUltra was declassified in July 2001.

Origin of project

According to author Stephen Kinzer, the CIA project “was a continuation of the work begun in WWII-era Japanese facilities and Nazi concentration camps on subduing and controlling human minds”. Kinzer wrote that MKUltra’s use of mescaline on unwitting subjects was a practice that Nazi doctors had begun in the Dachau concentration camp. Kinzer proposes evidence of the continuation of a Nazi agenda, citing the CIA’s secret recruitment of Nazi torturers and vivisectionists to continue the experimentation on thousands of subjects, and Nazis brought to Fort Detrick, Maryland, to instruct CIA officers on the lethal uses of sarin gas.
