South America is a continent entirely in the Western Hemisphere and mostly in the Southern Hemisphere, with a relatively small portion in the Northern Hemisphere at the northern tip of the continent. It can also be described as the southern subregion of a single continent called America.

South America is bordered on the west by the Pacific Ocean and on the north and east by the Atlantic Ocean; North America and the Caribbean Sea lie to the northwest. The continent generally includes twelve sovereign states: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay, and Venezuela; two dependent territories: the Falkland Islands and South Georgia and the South Sandwich Islands; and one internal territory: French Guiana. In addition, the ABC islands of the Kingdom of the Netherlands, Ascension Island (dependency of Saint Helena, Ascension and Tristan da Cunha, a British Overseas Territory), Bouvet Island (dependency of Norway), Panama, and Trinidad and Tobago may also be considered parts of South America.

South America has an area of 17,840,000 square kilometers (6,890,000 sq mi). Its population as of 2021 has been estimated at more than 434 million. South America ranks fourth in area (after Asia, Africa, and North America) and fifth in population (after Asia, Africa, Europe, and North America). Brazil is by far the most populous South American country, with more than half of the continent’s population, followed by Colombia, Argentina, Venezuela and Peru. In recent decades, Brazil has also generated half of the continent’s GDP and has become the continent’s first regional power.

Most of the population lives near the continent’s western or eastern coasts while the interior and the far south are sparsely populated. The geography of western South America is dominated by the Andes mountains; in contrast, the eastern part contains both highland regions and vast lowlands where rivers such as the Amazon, Orinoco and Paraná flow. Most of the continent lies in the tropics, except for a large part of the Southern Cone located in the middle latitudes.

The continent’s cultural and ethnic outlook has its origin with the interaction of indigenous peoples with European conquerors and immigrants and, more locally, with African slaves. Given a long history of colonialism, the overwhelming majority of South Americans speak Spanish or Portuguese, and societies and states are rich in Western traditions. Relative to Europe, Asia and Africa, 20th-century South America has been a peaceful continent with few wars.

COVID-19 pandemic in South America

The COVID-19 pandemic was confirmed to have reached South America on 26 February 2020 when Brazil confirmed a case in São Paulo. By 3 April, all countries and territories in South America had recorded at least one case.

On 13 May 2020, it was reported that Latin America and the Caribbean had reported over 400,000 cases of COVID-19 infection with, 23,091 deaths. On 22 May 2020, citing the rapid increase of infections in Brazil, the World Health Organization declared South America the epicentre of the pandemic.

As of 16 July 2021, South America had recorded 34,359,631 confirmed cases and 1,047,229 deaths from COVID-19. Due to a shortage of testing and medical facilities, it is believed that the outbreak is far larger than the official numbers show.

TREASON
(Official US definition)

“Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason.”

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

Ecuador, officially the Republic of Ecuador, is a country in northwestern South America, bordered by Colombia on the north, Peru on the east and south, and the Pacific Ocean on the west. Ecuador also includes the Galápagos Islands in the Pacific, about 1,000 kilometers (621 mi) west of the mainland. The capital is Quito.

The territories of modern-day Ecuador were once home to a variety of Amerindian groups that were gradually incorporated into the Inca Empire during the 15th century. The territory was colonized by Spain during the 16th century, achieving independence in 1820 as part of Gran Colombia, from which it emerged as its own sovereign state in 1830. The legacy of both empires is reflected in Ecuador’s ethnically diverse population, with most of its 17.8 million people being mestizos, followed by large minorities of European, Native American, and African descendants. Spanish is the official language and is spoken by a majority of the population, though 13 Native languages are also recognized, including Quechua and Shuar.

The sovereign state of Ecuador is a middle-income representative democratic republic and a developing country that is highly dependent on commodities, namely petroleum and agricultural products. It is governed as a democratic presidential republic. The country is a founding member of the United Nations, Organization of American States, Mercosur, PROSUR and the Non-Aligned Movement.

One of 17 megadiverse countries in the world, Ecuador hosts many endemic plants and animals, such as those of the Galápagos Islands. In recognition of its unique ecological heritage, the new constitution of 2008 is the first in the world to recognize legally enforceable Rights of Nature, or ecosystem rights.

According to the Center for Economic and Policy Research, between 2006 and 2016, poverty decreased from 36.7% to 22.5% and annual per capita GDP growth was 1.5 percent (as compared to 0.6 percent over the prior two decades). At the same time, the country’s Gini index of economic inequality decreased from 0.55 to 0.47.

Government and politics

The Ecuadorian State consists of five branches of government: the Executive Branch, the Legislative Branch, the Judicial Branch, the Electoral Branch, and Transparency and Social Control.

Ecuador is governed by a democratically elected president, for a four-year term. The current president of Ecuador, Guillermo Lasso, exercises his power from the presidential Palacio de Carondelet in Quito. The current constitution was written by the Ecuadorian Constituent Assembly elected in 2007, and was approved by referendum in 2008. Since 1936, voting is compulsory for all literate persons aged 18–65, optional for all other citizens.

The executive branch includes 23 ministries. Provincial governors and councilors (mayors, aldermen, and parish boards) are directly elected. The National Assembly of Ecuador meets throughout the year except for recesses in July and December. There are thirteen permanent committees. Members of the National Court of Justice are appointed by the National Judicial Council for nine-year terms.

COVID-19 pandemic in Ecuador

The COVID-19 pandemic in Ecuador is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was reported to have spread to Ecuador on 29 February 2020, when a woman in her 70s tested positive for the virus. Ecuador was described in April as emerging as a possible “epicentre” of the pandemic in Latin America, with the city of Guayaquil overwhelmed to the point where bodies were being left in the street.

As of April 2020, Ecuador has been distributing cardboard coffins due to the country’s struggle in evacuating the dead bodies. The government built emergency cemeteries to dispose of the bodies which are left in the streets. The pandemic, which led to a fall in oil prices, had severe economic repercussions for the country.

The number of deaths is believed to be significantly higher than the official figure due to a low rate of testing, with thousands of excess deaths reported compared to the equivalent figure for a normal period. An analysis by The New York Times found that 7,600 excess deaths had occurred from 1 March 2020 to 15 April 2020 as the mortality rate spiked to three times as much as usual, indicating that the official death toll at the time was an underestimate by 15 times; a later analysis showed 36,200 excess deaths between March and September, over three times the official number of COVID-19 deaths.

On May 14, 2020, it was reported that 40 protesters peacefully protested against the government for improper handling of the bodies of people who died due to COVID-19 and providing insufficient funds for the pandemic. The police charged on the demonstrators and injured them in the process.

Guillermo Alberto Santiago Lasso Mendoza (born 16 November 1955) is an Ecuadorian businessman, banker, writer and politician who serves as the 47th president of Ecuador since 24 May 2021. He is the country’s first centre-right president in nearly two decades, marking a shift in the country’s electorate.

Lasso served as Superminister of Economy during the Jamil Mahuad presidency briefly in 1999. He previously served as Governor of Guayas from 1998 until 1999. In 2003, he briefly served as the Itinerant Ambassador of Ecuador during the Lucio Gutiérrez administration. Aside from his political career, Lasso is also a banker and previously served as CEO of Banco Guayaquil. During the presidency of Rafael Correa, Lasso became a noted critic of his administration.

Lasso became involved in presidential politics when he founded the Creating Opportunities Party in 2012. He first ran for president in 2013; Lasso came in a distant second place behind President Correa, who won by a landslide. He would later run again in the 2017 election, where he advanced to the run-off running against former Vice President Lenin Moreno and narrowly lost the election winning 48.84% of the vote against Moreno’s 51.16%. In his third presidential campaign in 2021, Lasso narrowly advanced to the April run-off round of the election in February and later was elected in April.

A neo-liberal, his public agenda includes classical liberal points such as the defence of the division of powers to limit government and of fundamental rights. He has also expressed opinions in favour of lower taxes and is a free-market advocate.

Lasso’s presidency has been noted for COVID-19 vaccination initiatives and economic relief packages through tax increases on the wealthy and funding with the International Monetary Fund. However, the increase of food and fuel prices as well as his economic policies, culminated in a series of protests across the country in which the government’s response has raised concerns over human rights abuses, with crackdowns of indigenous protests at the hands of security forces, as well as alleged excessive force against journalists. As a result, Lasso’s approval rating has dropped significantly throughout 2022 along with calls for his impeachment.

Presidency (2021–present)

Lasso was inaugurated as the 47th president of Ecuador on 24 May 2021 at Carondelet Palace in Quito. Attendees of his inauguration include: Dominican President Luis Abinader, Brazilian President Jair Bolsonaro, U.S. Ambassador Michael J. Fitzpatrick, King Felipe VI of Spain, Haitian President Jovenel Moïse, Paraguayan Vice President Hugo Velázquez Moreno, Uruguayan Foreign Minister Francisco Bustillo, Spanish Opposition Leader, former Spanish Prime Minister José María Aznar, and former Colombian President Andrés Pastrana Arango. Lasso became the country’s first center-right president since Sixto Durán Ballén, who served from 1992 to 1996.

Lasso vowed that in his first days in office, he would increase COVID vaccination numbers and promote oil production, mining and privatizations in the country. One of his first actions in office included expanding the Ministry of Sports and eliminating the debts of citizens who owed $1,000. He also named Vice President Alfredo Borrero as in charge of overhauling the country’s healthcare system and COVID response.

He announced the privatization of three refineries, highways, the public telecommunications company and the Banco del Pacífico, as well as tax exemption for investments in the tourism sector for 30 years.

In June 2021, Lasso announced that Ecuador would launch a 100-day vaccine plan where he aimed to vaccinate 9 million people and to revive the economy. He announced that he would hold talks with Russia to purchase 18 million doses of the Sputnik V COVID-19 vaccine. He also said that the country had acquired over a million doses of the Pfizer–BioNTech and Oxford–AstraZeneca COVID-19 vaccine. Lasso urged the United Nations to ramp up vaccine rollouts in the country through their COVAX programme. In August 2021, while announcing the approval of a third shot for people with weakened immune systems, the Lasso administration announced that 4.8 million people received two doses of the vaccine with almost 10 million receiving one dose.

Lenín Boltaire Moreno Garcés (born 19 March 1953) is an Ecuadorian politician who served as the 46th president of Ecuador, from 2017 to 2021. Moreno was vice president from 2007 to 2013, serving under President Rafael Correa.

He was nominated as the candidate for Correa’s PAIS Alliance, a social democratic political party, in the 2017 presidential election and won a narrow victory in Ecuador’s second round of voting on 2 April 2017. However, after his election Moreno drastically shifted his political stance, distancing himself from Correa’s leftist legacy in both domestic and foreign policy. By the end of Moreno’s presidency, he had left office with a staggeringly low approval rating of 9%, the lowest in modern Ecuadorian history. He was expelled from PAIS Alliance in March 2021 after the party’s crushing defeat in the 2021 elections.

Moreno was shot in a 1998 robbery attempt and thereafter has used a wheelchair. For his advocacy for people with disabilities, he was nominated for the 2012 Nobel Peace Prize. According to The New York Times, while he was in office from 2017 to 2021, Moreno was the world’s only serving head of state to use a wheelchair.

Presidency of Ecuador

On 1 October 2016, Moreno was nominated as a candidate for the 2017 presidential election at the conference of Alianza País. The statement of his candidacy was made by President Rafael Correa.

On 19 February 2017 election, Moreno won the elections with 39.3% of the vote. However he was short by less than one percentage point of outright victory, as Ecuador requires in its two-round system. On 2 April 2017 runoff, he defeated Guillermo Lasso, with 51.16% of the vote.

Presidency

Within months of winning the election, Moreno started moving away from his election platform, thus igniting a feud with ex-president Rafael Correa. Later in 2018, through a referendum, Moreno reversed several key pieces of legislation passed by the Correa administration that targeted wealthy individuals and banks. He also reversed a previous referendum allowing indefinite re-election, and established the Consejo de Participación Ciudadana y Control Social Transitorio [es] (CPCCS-T), which has supra-constitutional powers, to “evaluate control authorities and judges”, with the aim of removing what remains of Correa’s influence.

Since the creation of CPCCS-T, Moreno has used it to oust and replace government officials, provincial judges, the judicial council, and the National Electoral Council (CNE).

Moreno’s government adopted a conservative policy: reduction of public spending, trade liberalization, and flexibility of the labour code. The Productive Development Act enshrines an austerity policy, and reduces the development and redistribution policies of the previous mandate. In the area of taxes, the authorities aim to “encourage the return of investors” by granting amnesty to fraudsters and proposing measures to reduce tax rates for large companies. In addition, the government waives the right to tax increases in raw material prices and foreign exchange repatriations.

Moreno’s government supported plans for oil drilling in Ecuador’s Amazon region.

With regard to public expenditure, the State can no longer increase public expenditure by more than 3% per year and restricts budget deficits to the repayment of interest on debt. Investments are thus significantly reduced, while privatizations are facilitated through subsidies guaranteed over several years. The government adopts the international system of dispute arbitration for all foreign investments. The first article of the Organic Law on the Defence of Labour Rights is deleted: it allowed the authorities to prosecute owners of companies that have harmed the interests of their employees by concealing resources or emptying the workshops of their machines.

Moreno announced in February 2019 that he had obtained a loan of more than $10 billion from the International Monetary Fund (IMF) and the World Bank, with which the previous government had broken off, “at rates below 5% on average and for terms of up to 30 years”.

In June 2019, Moreno’s government faced protests from environmentalist, indigenous and self-described patriotic groups after he permitted the US military to use the airbase on Galápagos Islands.

He faced more protests in September 2019, as pro-choice demonstrators protested the fact that Ecuador had failed to pass proposed legislation, which would have relaxed the nation’s strict abortion laws to allow for abortion in the case of rape.

On 2 October 2019, Moreno declared the abolishment of fuel subsidies, which in turn triggered the 2019 Ecuadorian protests. The government was forced to move from Quito to Guayaquil after effectively losing control of the capital to demonstrators. Seven people were killed and 2,100 were arrested before Moreno signed directive 883, restoring the subsidies, which ended the protests on 13 October.

The National Assembly (Spanish: Asamblea Nacional) is the unicameral legislature of Ecuador. It replaced the National Congress in 2009 following reforms under the 2008 Constitution. The current President of the Assembly is Virgilio Saquicela since 31 May 2022. Within Ecuador, the National Assembly has the power to pass laws, while appointment of judges to the National Court of Justice is done by a separate Judicial Council.

Juan Carlos Zevallos López (Quito, 1950) is an Ecuadorian physician and politician, appointed under the government of Lenin Moreno as Minister of Public Health of Ecuador on March 21, 2020, after Catalina Andramuño resigned from office in the midst of the coronavirus pandemic, until February 26, 2021, Date on which his resignation was made public.

After his resignation, Assemblymen Pabel Muñoz and Ángel Sinmaleza initiated a political trial against Zevallos for dereliction of duty, mishandling of the health crisis and irregular delivery of disability cards. On May 5, 2021, Zevallos was found guilty by the National Assembly with 129 votes in favor of his censure and one abstention. The assembly members also criticized Zevallos’ failure to appear before the plenary during the trial and called him a “coward.”

Ministry of Health

After the resignation of the minister in turn Catalina Andramuño on March 21, 2020, Juan Carlos Zevallos assumed the function, being the third during the government of Lenin Moreno.

Seizure of masks

In April 2020, through a national chain, Zevallos denounced the storage of N95 and R95 masks in the country’s customs, despite the procedures made for their availability. Subsequently, it ordered the distribution of the same to the most urgent hospital centers.

Strengthening the health network

In May 2020, he communicated through a national chain that 2.8% of administrative staff immersed in hospital centers with occasional contracts would be disassociated, justifying the release of resources in order to strengthen the first line of medical care due to the COVID-19 pandemic in Ecuador, given the economic and health crisis that the nation was going through. However, he indicated that between April and May of the same year, 1986 health professionals were hired with the aim of containing the pandemic

Implementation of a COVID-19 vaccination plan

After negotiating with Pfizer, AstraZeneca and the WHO-led COVAX mechanism for a total of 18.09 million doses. In the first two months of the year, three loads of Tozinameran arrived. In January 2021, the pilot phase of vaccination against the coronavirus was carried out, considering the health personnel of the sentinel hospitals, and older adults and caregivers belonging to 47 geriatric centers.

Controversies

Non-compliance with COVID-19 vaccination

On January 21, 2021, vaccination against COVID-19 began, with the arrival of the first dose from the Pfizer laboratory, through a pilot plan, prioritizing health personnel, residents and geriatric caregivers. However, in social networks complaints were filed against outsiders who have been immunized. On January 23, the MSP released the list of 96 public institutions that are in the vaccination phase.

On January 25, 2021, Zevallos reports that around 2000 people have been vaccinated. However, a group of doctors has carried out a sit-in, in view of the inadequate placement of vaccines, since it had initially been announced that the campaign was a priority for health personnel working directly in care areas for patients with COVID-19. After that, it was announced on social networks that, Part of the vaccines were destined to a private geriatric center. The minister clarified that vaccines are administered regardless of the type of center.

On January 26, another complaint was filed by the Popular Front against the minister for “breach of trust” in the use of vaccines, requesting a criminal trial. On the same day, with 121 votes in favor, the Plenary of the National Assembly approved demanding the dismissal of Minister Zevallos, for irregularities around COVID-19 vaccines.

Resignation and departure from the country

On February 26, 2021, via Twitter, President Lenin Moreno confirmed Zevallos’ irrevocable resignation through a statement, so the Popular Legal Action requested the State Attorney General’s Office to prevent the former minister from leaving the country. Despite the required measures and having several complaints about the coronavirus vaccination process, On February 27, 2021, Zevallos was announced to leave the country for Miami.

COVID-19 pandemic in South America

The COVID-19 pandemic was confirmed to have reached South America on 26 February 2020 when Brazil confirmed a case in São Paulo. By 3 April, all countries and territories in South America had recorded at least one case.

On 13 May 2020, it was reported that Latin America and the Caribbean had reported over 400,000 cases of COVID-19 infection with, 23,091 deaths. On 22 May 2020, citing the rapid increase of infections in Brazil, the World Health Organization declared South America the epicentre of the pandemic.

As of 16 July 2021, South America had recorded 34,359,631 confirmed cases and 1,047,229 deaths from COVID-19. Due to a shortage of testing and medical facilities, it is believed that the outbreak is far larger than the official numbers show.

COVID-19 pandemic in Ecuador

The COVID-19 pandemic in Ecuador is part of the worldwide pandemic of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The virus was reported to have spread to Ecuador on 29 February 2020, when a woman in her 70s tested positive for the virus. Ecuador was described in April as emerging as a possible “epicentre” of the pandemic in Latin America, with the city of Guayaquil overwhelmed to the point where bodies were being left in the street.

As of April 2020, Ecuador has been distributing cardboard coffins due to the country’s struggle in evacuating the dead bodies. The government built emergency cemeteries to dispose of the bodies which are left in the streets. The pandemic, which led to a fall in oil prices, had severe economic repercussions for the country.

The number of deaths is believed to be significantly higher than the official figure due to a low rate of testing, with thousands of excess deaths reported compared to the equivalent figure for a normal period. An analysis by The New York Times found that 7,600 excess deaths had occurred from 1 March 2020 to 15 April 2020 as the mortality rate spiked to three times as much as usual, indicating that the official death toll at the time was an underestimate by 15 times; a later analysis showed 36,200 excess deaths between March and September, over three times the official number of COVID-19 deaths.

On May 14, 2020, it was reported that 40 protesters peacefully protested against the government for improper handling of the bodies of people who died due to COVID-19 and providing insufficient funds for the pandemic. The police charged on the demonstrators and injured them in the process.

Vaccine

On 16 December 2020, the Ecuadorian medical authority ARCSA granted emergency use of the Pfizer–BioNTech COVID-19 vaccine. Vaccination is planned to start in January 2021 for senior home residents and medical workers, with mass vaccination beginning in March.

A central bank, reserve bank, or monetary authority is an institution that manages the currency and monetary policy of a state or formal monetary union, and oversees their commercial banking system. In contrast to a commercial bank, a central bank possesses a monopoly on increasing the monetary base. Most central banks also have supervisory and regulatory powers to ensure the stability of member institutions, to prevent bank runs, and to discourage reckless or fraudulent behavior by member banks.

Central banks in most developed nations are institutionally independent from political interference. Still, limited control by the executive and legislative bodies exists.

Spread around the world

Central banks were established in many European countries during the 19th century. Napoleon created the Banque de France in 1800, in an attempt to improve the financing of his wars. On the continent of Europe, the Bank of France remained the most important central bank throughout the 19th century. The Bank of Finland was founded in 1812, soon after Finland had been taken over from Sweden by Russia to become its grand duchy. A central banking role was played by a small group of powerful family banking houses, typified by the House of Rothschild, with branches in major cities across Europe, as well as the Hottinguer family in Switzerland and the Oppenheim family in Germany.

Although central banks today are generally associated with fiat money, the 19th and early 20th centuries central banks in most of Europe and Japan developed under the international gold standard. Free banking or currency boards were common at this time. Problems with collapses of banks during downturns, however, led to wider support for central banks in those nations which did not as yet possess them, most notably in Australia.

Australia established its first central bank in 1920, Peru in 1922, Colombia in 1923, Mexico and Chile in 1925 and Canada, India and New Zealand in the aftermath of the Great Depression in 1934. By 1935, the only significant independent nation that did not possess a central bank was Brazil, which subsequently developed a precursor thereto in 1945 and the present Central Bank of Brazil twenty years later. After gaining independence, African and Asian countries also established central banks or monetary unions. The Reserve Bank of India, which had been established during British colonial rule as a private company, was nationalized in 1949 following India’s independence.

The People’s Bank of China evolved its role as a central bank starting in about 1979 with the introduction of market reforms, which accelerated in 1989 when the country adopted a generally capitalist approach to its export economy. Evolving further partly in response to the European Central Bank, the People’s Bank of China had by 2000 become a modern central bank. The most recent bank model was introduced together with the euro, and involves coordination of the European national banks, which continue to manage their respective economies separately in all respects other than currency exchange and base interest rates.

The Central Bank of Ecuador (BCE) is the central bank of Ecuador. It was the issuer of Ecuadorian sucre money until dollarization in 2000.

The Revolución Juliana (July 9, 1925) initiated the process of founding a national bank issuer. The country’s crisis, caused by non-convertibility of the currency, banknote printing without reserves to support the increase in currency, inflation, speculation, abuse of credit, unbalanced payments, lack of official control over the banks and banking anarchy and strife, required cleaning up the currency situation. Current general manager is Guillermo Avellán.

Foundation

The Central Bank of Ecuador is the organization created to meet these goals, within a patchwork of reforms of the Ecuadorian economy advocated by the military and civilians who supported Julian ideas. However, as the exchange rate and monetary regime are extremely sensitive in a small open economy like Ecuador’s, the proposal had to evolve and overcome the inertia of social sectors uninterested in progress of that nature. An intermediate step was the creation of the Central Fund of Issue and Redemption on June 26, 1926, which oversees debt repayment and temporarily authorizes the circulation of banknotes.

On October 18, 1926, President Isidro Ayora declared that banks authorized to issue banknotes must hand over to the Central Fund specified quantities of gold and silver which, in total, amounted to ten million six hundred thousand sucres. Meanwhile, the mission headed by Edwin W. Kemmerer prepared a comprehensive economic overhaul, which modernised Ecuador’s financial practices. Kemmerer was chosen for this task as he had successfully performed similar tasks in other countries in South America.

On February 11, 1927, the Kemmerer mission presented their findings to the Government Bill of the Central Bank of Ecuador, together with an explanatory memorandum. They suggested a corporation licensed for 50 years to issue money, discounted at a fixed rate, become a repository of government and member banks, manage the foreign exchange market and serve as fiscal agent for the country as a whole. Because the functions of the new institution were “closely linked to the sovereign rights of the Government and the public interest, the Government was asked to participate in his administration.

On March 12, 1927, the President Isidro Ayora enacted the Organic Law of Central Bank of Ecuador (Official Register No. 283). The preparation of the functioning of the new institution was in charge of an Organizing Committee, appointed by himself Ayora.

On 3 June 1927, Ecuador approved the statutes; they negotiated between the two agencies, and overcame difficulties between the Central Fund Release and the new institution finally on August 10, 1927 the Central Bank of Ecuador opened its doors. On 25 August 1927, Main Branch opened in Guayaquil.

Guillermo Avellán Solines, until now director of research at the Fundación Ecuador Libre, was appointed as the new manager of the Central Bank of Ecuador, replacing Verónica Artola.

The Monetary and Financial Regulation Policy Board appointed him on Wednesday, June 9, which had its first virtual meeting to make the decision.

Avellán is an economist from the University of Richmond (United States) and holds a master’s degree in Specialized Economic Analysis from the Barcelona School of Economics (Spain).

In his professional life, the new manager served as Director of Research of the Ecuador Libre think tank, founded by President Lasso.
