SATANISM

Satanism is a group of ideological and philosophical beliefs based on Satan. Contemporary religious practice of Satanism began with the founding of the atheistic Church of Satan by Anton LaVey in the United States in 1966, although a few historical precedents exist. Prior to the public practice, Satanism existed primarily as an accusation by various Christian groups toward perceived ideological opponents, rather than a self-identity or valid religious belief. Satanism, and the concept of Satan, has also been used by artists and entertainers for symbolic expression.

Accusations that various groups have been practicing Satanism (in a ‘Devil-worship’ interpretation) have been made throughout much of Christian history. During the Middle Ages, the Inquisition attached to the Catholic Church alleged that various heretical Christian sects and groups, such as the Knights Templar and the Cathars, performed secret Satanic rituals. In the subsequent Early Modern period, belief in a widespread Satanic conspiracy of witches resulted in mass trials of alleged witches across Europe and the North American colonies. Accusations that Satanic conspiracies were active, and behind events such as Protestantism (and conversely, the Protestant claim that the Pope was the Antichrist) and the French Revolution continued to be made in Christendom during the eighteenth to the twentieth century. The idea of a vast Satanic conspiracy reached new heights with the influential Taxil hoax of France in the 1890s, which claimed that Freemasonry worshipped Satan, Lucifer, and Baphomet in their rituals. In the 1980s and 1990s, the Satanic ritual abuse hysteria spread through the United States and the United Kingdom, amid fears that groups of Satanists were regularly sexually abusing and murdering children in their rites. In most of these cases, there is no corroborating evidence that any of those accused of Satanism were actually practitioners of a Satanic religion or guilty of the allegations leveled at them.

Since the 19th century, various small religious groups have emerged that identify as Satanists or use Satanic iconography. The Satanist groups that appeared after the 1960s are widely diverse, but two major trends are theistic Satanism and atheistic Satanism. Theistic Satanists venerate Satan as a supernatural deity, viewing him not as omnipotent but rather as a patriarch. In contrast, atheistic Satanists regard Satan as a symbol of certain human traits. A modern version of Satanism called The Satanic Temple was created in the United States in 2012, in Salem, Massachusetts. It has attracted hundreds of thousands worldwide of self-identifying members.

Contemporary religious Satanism is predominantly an American phenomenon, the ideas spreading elsewhere with the effects of globalization and the Internet. The Internet spreads awareness of other Satanists, and is also the main battleground for Satanist disputes. Satanism started to reach Central and Eastern Europe in the 1990s, in time with the fall of the Communist Bloc, and most noticeably in Poland and Lithuania, predominantly Roman Catholic countries.

Legal Recognition

In 2004, it was claimed that Satanism was allowed in the Royal Navy of the British Armed Forces, despite opposition from Christians. In 2016, under a Freedom of Information request, the Navy Command Headquarters stated that “we do not recognise satanism as a formal religion, and will not grant facilities or make specific time available for individual ‘worship’.”

In 2005, the Supreme Court of the United States debated in the case of Cutter v. Wilkinson over protecting minority religious rights of prison inmates after a lawsuit challenging the issue was filed to them. The court ruled that facilities that accept federal funds cannot deny prisoners accommodations that are necessary to engage in activities for the practice of their own religious beliefs.

In 2019, The Satanic Temple was granted religious IRS 501(c)(3) status.

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. Thus, an American can be an enemy of the United States of America. In fact, the official definition explicitly refers ONLY to an entity “owing allegiance to the United States.” (Obviously, that especially refers to any US official.) This is how a “traitor” is understood, in US law. Obviously, the worst traitor would be one who committed the treasonous act(s) while a US official.

William Hedgcock Webster (born March 6, 1924) is an American attorney and jurist who most recently served as chair of the Homeland Security Advisory Council from 2005 until 2020. He was a United States district judge of the United States District Court for the Eastern District of Missouri and a United States circuit judge of the United States Court of Appeals for the Eighth Circuit before becoming director of the Federal Bureau of Investigation (FBI) from 1978 to 1987 and director of Central Intelligence (CIA) from 1987 to 1991. He is the only person to have held both positions.

In 1978, President Jimmy Carter appointed him as director of the Federal Bureau of Investigation. This was despite Webster being a registered Republican.

Webster was portrayed by actor Sean Cullen in Season 2 of the Netflix show Mindhunter, which took place during his tenure as director of the FBI.

Director of Central Intelligence (1987–1991)

In 1987, President Ronald Reagan chose him to be director of the Central Intelligence Agency. He led the CIA until his retirement from public office in 1991. Since then, Webster has practiced law at the Washington, D.C., office of Milbank, Tweed, Hadley & McCloy, where he specializes in arbitration, mediation and internal investigation.

Central Intelligence Agency (CIA)

The Central Intelligence Agency (CIA, known informally as the Agency and historically as the Company, is a civilian foreign intelligence service of the federal government of the United States, officially tasked with gathering, processing, and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT) and performing covert actions. As a principal member of the United States Intelligence Community (IC), the CIA reports to the Director of National Intelligence and is primarily focused on providing intelligence for the President and Cabinet of the United States. President Harry S. Truman had created the Central Intelligence Group under the direction of a Director of Central Intelligence by presidential directive on January 22, 1946, and this group was transformed into the Central Intelligence Agency by implementation of the National Security Act of 1947.

Unlike the Federal Bureau of Investigation (FBI), which is a domestic security service, the CIA has no law enforcement function and is officially mainly focused on overseas intelligence gathering, with only limited domestic intelligence collection. The CIA serves as the national manager for the coordination of HUMINT activities across the U.S. intelligence community. It is the only agency authorized by law to carry out and oversee covert action at the behest of the President. It exerts foreign political influence through its tactical divisions, such as the Special Activities Center. The CIA was instrumental in establishing intelligence services in several countries, such as Germany’s BND. It has also provided support to many foreign political groups and governments, including planning, coordinating, training in torture, and technical support. It was involved in carrying out several regime changes, terrorist attacks, and planned assassinations of foreign leaders.

Since 2004, the CIA is organized under the Office of the Director of National Intelligence (ODNI). Despite having had some of its powers transferred to the DNI, the CIA has grown in size as a response to the September 11 attacks. In 2013, The Washington Post reported that in the fiscal year 2010, the CIA had the largest budget of all IC agencies, exceeding previous estimates.

The CIA has increasingly expanded its role, including covert paramilitary operations. One of its largest divisions, the Information Operations Center (IOC), has officially shifted focus from counter-terrorism to offensive cyber-operations.

The agency has been the subject of many controversies, including human rights violations, domestic wiretapping and propaganda, and allegations of drug trafficking. It has also appeared in works of fiction, including books, films and video games.

Director of Central Intelligence

The director of central intelligence (DCI) was the head of the American Central Intelligence Agency from 1946 to 2005, acting as the principal intelligence advisor to the president of the United States and the United States National Security Council, as well as the coordinator of intelligence activities among and between the various US intelligence agencies (collectively known as the Intelligence Community from 1981 onwards).

The office existed from January 1946 to April 21, 2005. After the Intelligence Reform and Terrorism Prevention Act it was replaced by the director of national intelligence (DNI) as head of the Intelligence Community and the director of the Central Intelligence Agency (D/CIA) as head of the CIA.

CIA controversies

Throughout its history, the CIA has been the subject of a number of controversies, both at home and abroad.

CIA’s recruitment of Nazis

In 2014, The New York Times reported that “In the decades after World War II, the C.I.A. and other United States agencies employed at least a thousand Nazis as Cold War spies and informants and, as recently as the 1990s, concealed the government’s ties to some still living in America, newly disclosed records and interviews show.”

According to Timothy Naftali, “The CIA’s central concern [in recruiting former Nazi collaborators] was not so much the extent of the criminal’s guilt as the likelihood that the agent’s criminal past could remain a secret.”

Human rights concerns

The CIA has been called into question for, at times, using torture, funding and training of groups and organizations that would later participate in killing of civilians and other non-combatants and would try or succeed in overthrowing democratically elected governments, human experimentation, and targeted killings and assassinations. The CIA has also been accused of a lack of financial and whistleblower controls which has led to waste and fraud.

Project MKUltra (or MK-Ultra) was the code name of an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency (CIA). The experiments were intended to develop procedures and identify drugs such as LSD that could be used in interrogations to weaken individuals and force confessions through brainwashing and psychological torture. MKUltra used numerous methods to manipulate its subjects’ mental states and brain functions, such as the covert administration of high doses of psychoactive drugs (especially LSD) and other chemicals, electroshocks, hypnosis, sensory deprivation, isolation, and verbal and sexual abuse, in addition to other forms of torture.

MKUltra was preceded by two drug-related experiments, Project Bluebird and Project Artichoke. It began in 1953, was reduced in scope in 1964 and 1967, and was halted in 1973. It was organized through the CIA’s Office of Scientific Intelligence and coordinated with the United States Army Biological Warfare Laboratories. The program engaged in illegal activities, including the use of U.S. and Canadian citizens as unwitting test subjects. MKUltra’s scope was broad, with activities carried out under the guise of research at more than 80 institutions, including colleges and universities, hospitals, prisons, and pharmaceutical companies. The CIA operated using front organizations, although some top officials at these institutions were aware of the CIA’s involvement.

MKUltra was first brought to public attention in 1975 by the Church Committee of the United States Congress and Gerald Ford’s United States President’s Commission on CIA activities within the United States (also known as the Rockefeller Commission). Investigative efforts were hampered by CIA Director Richard Helms’s order that all MKUltra files be destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the small number of documents that survived Helms’s order. In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to MKUltra, which led to Senate hearings. Some surviving information about MKUltra was declassified in July 2001.

William Joseph Burns (born April 4, 1956) is an American diplomat serving as the director of the Central Intelligence Agency in the Biden administration since March 19, 2021. He previously served as the United States deputy secretary of state from 2011 to 2014, and in 2009 he served as Acting Secretary of State before the Senate confirmation of Hillary Clinton. He retired from the United States Foreign Service in 2014 after a 32-year diplomatic career. From 2014 to 2021, he served as president of the Carnegie Endowment for International Peace.

Burns previously served as ambassador of the United States to Jordan from 1998 to 2001, assistant secretary of state for Near East affairs from 2001 to 2005, ambassador of the United States to the Russian Federation from 2005 to 2008, and under secretary of state for political affairs from 2008 to 2011.

In January 2021, President Joe Biden nominated Burns to become the director of the Central Intelligence Agency. He was unanimously confirmed by voice vote on March 18, 2021, sworn in officially as director on March 19, 2021, and ceremonially sworn in by Vice President Kamala Harris on March 23, 2021.

On January 11, 2021, Joe Biden announced he planned to nominate Burns as director of the Central Intelligence Agency, saying that Burns shared his belief “that intelligence must be apolitical and that the dedicated intelligence professionals serving our nation deserve our gratitude and respect.”

On February 24, his nomination was well-received in the confirmation hearing in the Senate. On March 2, the Senate Intelligence Committee unanimously approved Burns’ nomination, setting him up for a final floor vote. On March 18, Burns was confirmed to the role with unanimous consent after Senator Ted Cruz (R-TX) lifted his hold on the nomination. He was officially sworn in as Director of the Central Intelligence Agency on March 19, with a ceremony performed by Vice President Kamala Harris on March 23, 2021.

In his confirmation hearing before the Senate, Burns said, “an adversarial, predatory Chinese leadership poses our biggest geopolitical test”. He said China was working to “methodically strengthen its capabilities to steal intellectual property, repress its own people, bully its neighbors, expand its global reach and build influence in American society.”

In April 2021, Biden announced his intention to withdraw all regular U.S. troops from Afghanistan by September 2021. Burns told the U.S. Senate Intelligence Committee on April 14, 2021, that “[t]here is a significant risk once the U.S. military and the coalition militaries withdraw” but added that the U.S. would retain “a suite of capabilities.”

On August 23, 2021, Burns held a secret meeting in Kabul with Taliban leader Abdul Ghani Baradar, who returned to Afghanistan from exile in Qatar, to discuss the August 31 deadline for a U.S. military withdrawal from Afghanistan.

In early November 2021, Burns flew to Moscow, notifying Nikolai Patrushev, the secretary of Putin’s security council, that the United States believed Putin was considering a full-scale invasion of Ukraine. Burns warned that if Putin proceeded down this path, the West would respond with severe consequences for Russia. John Sullivan, at the time the American ambassador to Russia, recounted that Patrushev was undeterred, “supremely confident”. Upon his return to Washington, Burns informed Biden that Putin had all but made up his mind to take over Ukraine, Burns told him, and the Russians had absolute confidence victory would come swiftly.

On March 31, 2022, Burns tested positive for COVID-19, a day after meeting with President Biden during a socially distanced meeting at the White House while wearing an N 95 mask.

In April 2022, Burns warned that Vladimir Putin’s “desperation” over Russia’s failures in Ukraine could result in the use of tactical nuclear weapons or “low-yield nuclear weapons.” That same month, Burns traveled to Saudi Arabia to meet with the Saudi crown prince, asking him to increase the country’s oil production. They also discussed Saudi weapons purchases from China.

Gina Cheri Walker Haspel (born October 1, 1956) is an American civil servant who was the director of the Central Intelligence Agency (CIA) from May 21, 2018, to January 20, 2021. She was the agency’s deputy director from 2017 to 2018 to Mike Pompeo, and became acting director on April 26, 2018, after Pompeo became U.S. secretary of state. She was later nominated and confirmed to the role, making her first woman to become CIA director on a permanent basis.

Torture and destruction of evidence controversy

Haspel has attracted controversy for her role as chief of a CIA black site in Thailand in 2002 in which prisoners were tortured with so-called “enhanced interrogation techniques”, including waterboarding. At that time, the Bush Administration considered the techniques legal based on a set of secret, now-rescinded legal opinions which expansively defined executive authority and narrowly defined torture. Haspel’s involvement was confirmed in August 2018 when a Freedom of Information lawsuit by the George Washington University-based National Security Archive brought to light CIA cables either authorized or written by Haspel while base chief at the Thailand black site. The cables describe acts of deliberate physical torture of detainees, including waterboarding and confinement, which Haspel personally observed.

In late October 2002, Haspel became a chief of base for a “black site” CIA prison located in Thailand. She worked at a site that was codenamed “Cat’s Eye”, which would later become known as the place where suspected al Qaeda terrorist members Abd al-Rahim al-Nashiri and Abu Zubaydah were detained and tortured with waterboarding. In early February 2017, The New York Times and ProPublica reported that these waterboardings were both conducted under Haspel. In March 2018, US officials said Haspel was not involved in the torture of Zubaydah, as she only became chief of base after Zubaydah was tortured. ProPublica and The New York Times issued corrections to their stories but noted that Haspel was involved in the torture of al-Nashiri. In August 2018, cables from the site, dating from November 2002 and likely authorized by if not written by Haspel, were released due to a Freedom of Information lawsuit, and described the torture of Nashiri in detail, including slamming him against a wall, confining him to a small box, waterboarding him, and depriving him of sleep and clothing, while threatening to turn him over to others who would kill him. Interrogators involved would also call Nashiri “a little girl,” “a spoiled little rich Saudi,” and a “sissy”.

Haspel played a role in the destruction of 92 interrogation videotapes that showed the torture of detainees both at the black site she ran and at other secret agency locations. A partially-declassified CIA document shows that the instruction for a new method of record keeping at the black site in Thailand, re-recording over the videos, took place in late October 2002, soon after Haspel’s arrival.

In December 2014, the European Center for Constitutional and Human Rights (ECCHR), a non-governmental organization that uses litigation to seek enforcement of human rights, asked that criminal charges be brought against unidentified CIA operatives after the US Senate Select Committee published its report on torture by US intelligence agencies. On June 7, 2017, the ECCHR called on the Public Prosecutor General of Germany to issue an arrest warrant against Haspel over claims she oversaw the torture of terrorism suspects. The accusation against her was centered on the case of Saudi national Abu Zubaydah.

On May 1, 2018, Spencer Ackerman, writing in The Daily Beast, reported that former CIA analyst Gail Helt had been told some of the controversial torture recordings had not been destroyed, after all. On May 9, 2018, the day prior to Haspel’s confirmation vote, The New York Times reported that Khalid Sheikh Mohammed, architect of the 9/11 attacks, requested to submit six paragraphs of information for the Senate committee to review before its vote.

From 2004 to 2005, Haspel was Deputy Chief of the National Resources Division.

After her service in Thailand, she served as an operations officer in Counterterrorism Center near Washington, D.C. She later served as the CIA’s station chief in London and, in 2011, New York.

Director of the CIA

Haspel was officially sworn in on May 21, 2018, becoming the first woman to serve as Director of the Central Intelligence Agency on a permanent basis.

On January 29, 2019, during a Senate Intelligence Committee hearing, Haspel reported that the CIA was “pleased” with the Trump administration’s March 2018 expulsion of 61 Russian diplomats following the poisoning of Sergei and Yulia Skripal. Haspel added that the CIA did not object to the Treasury Department’s decision in December 2018 to remove sanctions on three Russian companies tied to Russian oligarch Oleg Deripaska, a close associate of Russian President Vladimir Putin. On the subject of recent relations between North Korea and the United States, Haspel stated, “I think our analysts would assess that they value the dialogue with the United States, and we do see indications that Kim Jong-un is trying to navigate a path toward some kind of better future for the North Korean people.”

By May 2019, Haspel had hired many women in senior positions.

In December 2020, she became the subject of a death hoax. According to social media claims, Haspel was either killed, injured, or arrested in a CIA raid on a server farm in Frankfurt. Several fact-checking projects debunked these claims, and were unable to find any evidence that Haspel had died or that a raid had taken place. The CIA announced her retirement after 36 years of service, via a tweet, on January 19, 2021, one day prior to the presidential transition from Trump to Joe Biden. William J. Burns had been selected by Biden on January 11 to succeed Haspel pending Senate confirmation. Burns was sworn in as the new director on March 19, 2021.

After retiring from the CIA, Haspel began advising the law firm King & Spalding in July 2021.

John Owen Brennan (born September 22, 1955) is a former American intelligence officer who served as the Director of the Central Intelligence Agency (CIA) from March 2013 to January 2017. He served as chief counterterrorism advisor to U.S. President Barack Obama, with the title Deputy National Security Advisor for Homeland Security and Counterterrorism, and Assistant to the President. Previously, he advised Obama on foreign policy and intelligence issues during the 2008 election campaign and presidential transition.

Brennan withdrew his name from consideration for Director of the Central Intelligence Agency (CIA) during the first Obama administration over concerns about his support for torture, after defending on TV the transferring of terror suspects to countries where they might be tortured while serving under President George W. Bush. Instead, Brennan was appointed Deputy National Security Advisor, a position which did not require Senate confirmation.

Brennan’s 25 years with the CIA included work as a Near East and South Asia analyst, as station chief in Saudi Arabia, and as director of the National Counterterrorism Center. After leaving government service in 2005, Brennan became CEO of The Analysis Corporation, a security consulting business, and served as chairman of the Intelligence and National Security Alliance, an association of intelligence professionals.

Brennan served in the White House as Assistant to the President for Homeland Security between 2009 and 2013. Obama nominated Brennan as his next director of the CIA on January 7, 2013. The ACLU called for the Senate not to proceed with the appointment until they confirmed that “all of his conduct was within the law” at the CIA and White House. Brennan was approved by the Senate Intelligence Committee on March 5, 2013, to succeed David Petraeus as the Director of the CIA by a vote of 12 to 3.

On August 15, 2018, President Donald Trump announced that he had revoked Brennan’s security clearance, although the White House reportedly did not follow through with the revocation process. Brennan had harshly criticized Trump several times since his election and responded to the revocation by stating “My principles are worth far more than clearances. I will not relent.”

Brennan serves as a senior national security and intelligence analyst for NBC News and MSNBC. His inaugural appearance was on Meet the Press with Chuck Todd on Sunday, February 4, 2018.

CIA Director (2013–2017)

Two months after assuming his post at the CIA, Brennan replaced Gina Haspel, head of the National Clandestine Service with another unidentified, career intelligence officer and former Marine. In June 2013, Brennan installed Avril Haines as Deputy Director of the Agency.

In April 2014, Brennan visited Kyiv where he met with Ukrainian Prime Minister Arseniy Yatsenyuk and First Deputy Prime Minister Vitaliy Yarema and purportedly discussed intelligence-sharing between the United States and Ukraine.

In the summer of 2014, Brennan faced scrutiny after it was revealed that some CIA employees had improperly accessed the computer servers of the Senate Intelligence Committee in the wake of oversight of the CIA’s role in enhanced interrogation and extraordinary rendition. Brennan apologized to Senators and stated that he would “fight for change at the CIA”, and stated he would pass along the findings of the Inspector General on the incident. After the incident, Senator Mark Udall (D-Colo.) stated he had “lost confidence in Brennan”.

In December 2014, Brennan again came under fire when he defended the CIA’s past interrogation tactics as having yielded “useful” intelligence, during a news conference. While admitting that the actions of the CIA officers were “abhorrent”, worthy of “repudiation”, and had, at times, exceeded legal boundaries Brennan stated the CIA had also done “a lot of things right during this difficult time to keep this country strong and secured”.

During testimony to the Senate Intelligence Committee in June 2016, Brennan warned of the threat posed by ISIL claiming it had the ability to draw on a “large cadre of Western fighters” and reiterated the threats posed by lone wolf attackers, calling them “an exceptionally challenging issue for the intelligence community”. Brennan detailed ISIL’s size to the committee, specifying they had more fighters than al-Qaeda at its height and that they were spread between Africa and southwest Asia.

In September 2016, the Congress passed the Justice Against Sponsors of Terrorism Act (JASTA) that would allow relatives of victims of the September 11 attacks to sue Saudi Arabia for its government’s alleged role in the attacks. Congress overwhelmingly rejected President Barack Obama’s veto. Brennan warned of the JASTA bill’s “grave implications for the national security of the United States.”

While director, Brennan created ten new “mission centers” in his campaign to focus the CIA on threats in cyberspace, where analysts and hackers work in teams with focuses on specific areas of the globe and particular issues. In addition, he created the Directorate for Digital Innovation (DDI) to hone the Agency’s tradecraft in the information technology sector and create new tools dedicated to cyber-espionage. Despite general praise for his actions from within the intelligence community about Brennan’s shift towards cyber, some CIA officials said they held reservations in moving away from traditional human intelligence. In January 2017, Brennan, alongside FBI director James Comey, NSA director Mike Rogers, and Director of National Intelligence James Clapper briefed President-elect Donald Trump in Trump Tower on the findings of the intelligence community in regards to Russian election interference and the allegations contained in the Steele dossier.

British security hacker Kane Gamble, sentenced to 2 years in youth detention, posed as CIA chief to access highly sensitive information and hacked into Brennan’s private email and iCloud accounts, made hoax calls to his family home and even took control of his wife’s iPad. The judge said Gamble engaged in “politically motivated cyber terrorism.”

Less than a week before Brennan left office in January 2017, he expressed several criticisms of incoming President Trump. Brennan said “I don’t think he has a full appreciation of Russian capabilities, Russia’s intentions and actions that they are undertaking in many parts of the world.” Brennan stated that it was “outrageous” that Trump was “equating the intelligence community with Nazi Germany”.

David Howell Petraeus (born November 7, 1952) is a retired United States Army general and public official. He served as Director of the Central Intelligence Agency from September 6, 2011, until his resignation on November 9, 2012. Prior to his assuming the directorship of the CIA, Petraeus served 37 years in the United States Army. His last assignments in the Army were as commander of the International Security Assistance Force (ISAF) and commander, U.S. Forces – Afghanistan (USFOR-A) from July 4, 2010, to July 18, 2011. His other four-star assignments include serving as the 10th commander, U.S. Central Command (USCENTCOM) from October 13, 2008, to June 30, 2010, and as commanding general, Multi-National Force – Iraq (MNF-I) from February 10, 2007, to September 16, 2008. As commander of MNF-I, Petraeus oversaw all coalition forces in Iraq.

Petraeus was the General George C. Marshall Award winner as the top graduate of the U.S. Army Command and General Staff College class of 1983. He later served as assistant professor of international relations at the United States Military Academy and also completed a fellowship at Georgetown University.

Petraeus has repeatedly stated that he has no plans to run for elected political office. On June 23, 2010, President Barack Obama nominated Petraeus to succeed General Stanley McChrystal as commanding general of the International Security Assistance Force in Afghanistan, technically a step down from his position as Commander of United States Central Command, which oversees the military efforts in Afghanistan, Pakistan, Central Asia, the Arabian Peninsula, and Egypt.

On June 30, 2011, Petraeus was unanimously confirmed as the Director of the CIA by the U.S. Senate 94–0. Petraeus relinquished command of U.S. and NATO forces in Afghanistan on July 18, 2011, and retired from the U.S. Army on August 31, 2011. On November 9, 2012, he resigned from his position as director of the CIA, citing his extramarital affair with his biographer Paula Broadwell, which was reportedly discovered in the course of an FBI investigation. In January 2015, officials reported the FBI and Justice Department prosecutors had recommended bringing felony charges against Petraeus for allegedly providing classified information to Broadwell while serving as director of the CIA. Eventually, Petraeus pleaded guilty to one misdemeanor charge of mishandling classified information. CIA Director (September 2011-November 2012)

On April 28, 2011, President Barack Obama announced that he had nominated Petraeus to become the new Director of the Central Intelligence Agency. The nomination was confirmed by the United States Senate 94–0 on June 30, 2011. Petraeus was sworn in at the White House on September 6 and then ceremonially sworn in by Vice President Joe Biden at CIA Headquarters in Langley, Virginia on October 11, 2011.

Petraeus’s tenure at the CIA was more low profile than that of his predecessor, Leon Panetta, declining to give media interviews while director and speaking to Congress in closed sessions. He also differed from Panetta in management style, as an article in The New York Times published just days before his resignation said; Panetta “wooed the work force and often did not question operational details, [while] Petraeus is a demanding boss who does not hesitate to order substandard work redone or details of plans adjusted”. Petraeus’s philosophy on leadership at the time was summarized in a twelve-point article published by Newsweek on November 5, 2012.

Although Petraeus was given good marks by most observers for his work heading the CIA, during October 2012 some critics took issue with the availability of accurate information from the CIA concerning a terrorist attack in Benghazi, Libya, the month prior. On September 11 four Americans had been killed, including the ambassador, and more than thirty evacuated. Only seven of those evacuated did not work for the CIA. According to a Wall Street Journal story, other government agencies complained about being left “largely in the dark about the CIA’s role,” with Secretary of State Hillary Clinton telephoning Petraeus directly the night of the attacks seeking assistance. Although the “State Department believed it had a formal agreement with the CIA to provide backup security,” “the CIA didn’t have the same understanding about its security responsibilities,” reported The Wall Street Journal.

Leon Edward Panetta (born June 28, 1938) is an American Democratic Party politician who has served in several different public office positions, including Secretary of Defense, CIA Director, White House Chief of Staff, Director of the Office of Management and Budget, and as a U.S. Representative from California.

Panetta was a member of the United States House of Representatives from 1977 to 1993. He served under President Bill Clinton as Director of the Office of Management and Budget from 1993 to 1994 and as White House Chief of Staff from 1994 to 1997. He co-founded the Panetta Institute for Public Policy in 1997 and served as a Distinguished Scholar to Chancellor Charles B. Reed of the California State University System and as a professor of public policy at Santa Clara University.

In January 2009, newly elected President Barack Obama nominated Panetta for the post of Director of the Central Intelligence Agency. Panetta was confirmed by the Senate in February 2009. As director of the CIA, Panetta oversaw the operation that brought down Osama bin Laden. On April 28, 2011, Obama announced the nomination of Panetta as Defense Secretary, to replace the retiring Robert Gates. In June the Senate confirmed Panetta unanimously and he assumed the office on July 1, 2011. David Petraeus took over as CIA Director on September 6, 2011.

Since retiring as Secretary of Defense in 2013, Panetta has served as chairman of The Panetta Institute for Public Policy, located at California State University, Monterey Bay, a campus of the California State University that he helped establish during his tenure as congressman. The institute is dedicated to motivating and preparing people for lives of public service and helping them to become more knowledgeably engaged in the democratic process. He also serves on a number of boards and commissions and frequently writes and lectures on public policy issues.

Director of the CIA

On February 19, 2009, Panetta was sworn in as Director of the Central Intelligence Agency by Vice President Joe Biden before an audience of CIA employees. Panetta reportedly received a “rock star welcome” from his new subordinates.

As CIA Director, Panetta traveled extensively to intelligence outposts around the world and worked with international leaders to confront threats of Islamic extremism and Taliban. In 2010, working with the Senate Intelligence Committee, he conducted a secret review of the use of torture by the CIA (euphemistically referred to as “enhanced interrogation techniques”) during the administration of George W. Bush. The review, which came to be known by 2014 as the “Panetta Review,” yielded a series of memoranda that, according to The New York Times, “cast a particularly harsh light” on the Bush-era interrogation program. The Times notes “The effort to write the exhaustive history of the C.I.A.’s detention operations was fraught from the beginning. President Obama officially ended the program during his first week in office in 2009. The intelligence committee announced its intention to take a hard look at the program, but there was little appetite inside the [Obama] White House to accede to the committee’s request for all classified C.I.A. cables related to it.” The findings of the Panetta Review reportedly aligned with much of what the Senate Intelligence Committee report on CIA torture found in its factual accounting. Both reports were largely seen as an effort in fact-finding and prevention, but not a governmental path towards some possible project of accountability or punishment for past interrogation or torture.

Panetta supported the Obama administration’s campaign of U.S. drone strikes in Pakistan, which he identified as the “most effective weapon” against senior al-Qaeda leadership. Drone strikes increased significantly under Panetta, with as many as 50 suspected al-Qaeda militants being killed in May 2009 alone.

As Director of the CIA, Panetta oversaw the hunt for terrorist leader Osama bin Laden, and played a key role in the operation in which bin Laden was killed on May 1, 2011.

Under Panetta, the CIA advanced workplace rights and benefits for LGBT employees; the agency, for the first time, implemented policies extending benefits to same-sex partners of employees.

Michael Vincent Hayden (born March 17, 1945) is a retired United States Air Force four-star general and former Director of the National Security Agency, Principal Deputy Director of National Intelligence, and Director of the Central Intelligence Agency. Hayden currently co-chairs the Bipartisan Policy Center’s Electric Grid Cyber Security Initiative. In 2017, Hayden became a national security analyst for CNN.

He was Director of the National Security Agency (NSA) from 1999 to 2005. During his tenure as director, he initiated and oversaw the NSA surveillance of technological communications between persons in the United States and foreign citizens who allegedly had ties to terrorist groups, which resulted in the NSA warrantless surveillance controversy. In 2020, a federal court ruled that the NSA program was illegal and possibly unconstitutional.

On April 21, 2005, then Lt. Gen Hayden, was confirmed by the United States Senate as the first Principal Deputy Director of National Intelligence and awarded his fourth star-making him “the highest-ranking military intelligence officer in the armed forces”. He served in this position under DNI John Negroponte until May 26, 2006.

On May 8, 2006, Hayden was nominated for the position of Director of the Central Intelligence Agency following the resignation of Porter J. Goss, and on 23 May the United States Senate Select Committee on Intelligence voted 12–3 to send the nomination to the Senate floor. His nomination was confirmed by the United States Senate on 26 May by a vote of 78–15. On May 30, 2006, and again the following day at the CIA lobby with President George W. Bush in attendance, Hayden was sworn in as the director of the Central Intelligence Agency.

On July 1, 2008, Hayden retired from the Air Force after over 41 years of service, while continuing to serve as Director of the CIA until February 12, 2009. He received an honorary doctorate from The Institute of World Politics in Washington, D.C., in 2009.

He served for a number of years as a principal at the Chertoff Group, a security consultancy, but left at the end 2022. He also serves on the board of directors for the Atlantic Council, and is a distinguished visiting professor at George Mason University’s Schar School of Policy and Government. He is also a founder of the Michael V. Hayden Center for Intelligence, Policy, and International Security at the Schar School of Policy and Government at George Mason University. Hayden is currently on the advisory board of NewsGuard.

Director of the Central Intelligence Agency

On May 8, 2006, Hayden was nominated by President George W. Bush to be Director of the Central Intelligence Agency after the resignation of Porter J. Goss on May 5, 2006. He was later confirmed on May 26, 2006, as director, 78–15, by full U.S. Senate vote.

Critics of the nomination and Hayden’s attempts to increase domestic surveillance included Senator Dianne Feinstein who stated on May 11, 2006, that “I happen to believe we are on our way to a major constitutional confrontation on Fourth Amendment guarantees of unreasonable search and seizure”.

Hayden has been accused of lying to Congress during his 2007 testimony about the CIA’s ‘enhanced interrogation program.

In 2007, Hayden lobbied to allow the CIA to conduct drone strikes purely on the behavior of ground vehicles, with no further evidence of connection to terrorism.

In 2008 Hayden warned of the destabilizing consequences of Muslim migration to Europe that might raise the possibility of civil unrest. According to Leon Panetta’s memoir, Worthy Fights, Hayden had hoped to be retained as CIA director by the Obama administration and derisively referred to his successor as “Rahm Emanuel’s goombah”. In conversations with Panetta, Hayden encouraged him to advise the president to protect the CIA’s right to engage in enhanced interrogation techniques as well as to avoid suggesting that CIA officers had ever performed torture.

In 2013, after the P5+1 reached a nuclear agreement with Iran, Hayden said, “We have accepted Iranian uranium enrichment.”

The 2014 Senate Intelligence Committee report on CIA torture cited an email prepared by a subordinate that indicated that as CIA Director, Hayden instructed that out-of-date information be used in briefing Congress so that fewer than 100 Guantanamo Bay detainees would be reported.

Porter Johnston Goss (born November 26, 1938) is an American politician and government official who served as a Republican member of the U.S. House of Representatives from 1989 until 2004, when he became the last Director of Central Intelligence (DCI) and the first Director of the Central Intelligence Agency following the passage of the 2004 Intelligence Reform and Terrorism Prevention Act, which abolished the DCI position and replaced it with the Director of National Intelligence on April 21, 2005.

Goss represented Florida’s 14th congressional district from 1989 to 2004. His district, numbered as the 13th District from 1989 to 1993, included Fort Myers, Naples and part of Port Charlotte. He served as Chairman of the House Permanent Select Committee on Intelligence from 1997 to 2004, was a co-sponsor of the USA PATRIOT Act and was a co-chair of the Joint 9/11 Intelligence Inquiry.

Goss resigned as Director of the CIA on May 5, 2006, in a sit-down press conference with President George W. Bush from the Oval Office. On May 8, Bush nominated U.S. Air Force General Michael Hayden to be Goss’s successor.

CIA Director

Following the June 3, 2004, resignation of CIA director George Tenet, Goss was nominated to become the new director on August 10 by President George W. Bush. The appointment was challenged by some prominent Democrats, including former Vice President Al Gore and Senator Robert Byrd (D-WV). Senator John D. Rockefeller IV (D-WV), vice chairman of the Senate Intelligence Committee, expressed concerns that Goss was too politically partisan, given his public remarks against Democrats while serving as chairman of the House Intelligence Committee. Another Democratic member of the committee, Ron Wyden (D-OR), expressed concerns that given Goss’s history within and ties to the CIA, he would be too disinclined to push for institutional change. In an interview carried out by Michael Moore’s production company on March 3, 2004, Goss described himself as “probably not qualified” for a job within the CIA, because the language skills the Agency now seeks are not languages he speaks and because the people applying today for positions within the CIA’s four directorates have such keen technical and analytic skills, which he did not have when he applied to the Agency in the early 1960s (see below).

The U.S. Senate Intelligence Committee endorsed his nomination by a 12–4 vote on September 20, 2004, and on September 22 he was confirmed by the Senate in a 77–17 vote. Republican senators unanimously backed him, along with many prominent Democrats, including the two Democratic senators from Florida, Bob Graham and Bill Nelson, and Senate Minority Leader Tom Daschle.

While at the CIA, Goss reportedly began to reverse the acts of the previous directors. Goss and others noted in numerous reports and writings their opposition to risk aversion “which is the last thing you want in an intelligence agency”.

George John Tenet (born January 5, 1953) is an American intelligence official and academic who served as the Director of Central Intelligence (DCI) for the United States Central Intelligence Agency, as well as a Distinguished Professor in the Practice of Diplomacy at Georgetown University.

Tenet held the position as the DCI from July 1997 to July 2004, making him the second-longest-serving director in the agency’s history—behind Allen Welsh Dulles—as well as one of the few DCIs to serve under two U.S. presidents of opposing political parties. He played a key role in overseeing intelligence regarding weapons of mass destruction in advance of the Iraq War. A 2005 Inspector General’s report found that Tenet bears “ultimate responsibility” for the United States intelligence community’s failure to develop a plan to control al Qaeda in the lead-up to 9/11. Tenet has been criticized for personally authorizing the CIA’s use of brutal and ineffective torture techniques during his tenure, in contravention of international law, something which he has repeatedly denied.

In February 2008, he became a managing director at investment bank Allen & Company.

CIA career

Tenet was appointed Deputy Director of Central Intelligence in July 1995. After John Deutch’s abrupt resignation in December 1996, Tenet served as acting director. This was followed by the reluctant withdrawal of Anthony Lake, after it became apparent to Lake that his nomination had been successfully blocked by Republicans in Congress. Tenet was then officially appointed Director on July 11, 1997, after a unanimous confirmation vote in the Senate. While the Director of Central Intelligence has been replaced by an incoming administration since Jimmy Carter replaced DCI George H. W. Bush, Tenet served through the end of the Clinton administration and well into the term of George W. Bush. In 1999 the Director declined to reveal the overall budget for intelligence operations (including the CIA) which was a departure from his release the previous two years. This led to criticism from government transparency advocates.

Tenet embarked on a mission to regenerate the CIA, which had fallen on hard times since the end of the Cold War. The number of agents recruited each year had fallen to an all-time low, a 25% decline from the Cold War peak. Tenet appealed to the original mission of the agency, which had been to “prevent another Pearl Harbor”. The trick was to see where danger might come from in the post-Cold War world. Tenet focused on potential problems such as “the transformation of Russia and China”, “rogue states” like North Korea, Iran and Iraq, and terrorism.

Al-Qaeda and the War on Terror

By 1999 al-Qaeda had emerged as a significant terrorist threat. The 1998 bombings of two U.S. African embassies were the latest in a string of attacks on American interests in the west Indian-Ocean region. And in 2000 the USS Cole was bombed in Aden in an attempt to sink her, killing 17 naval personnel.

Bin Laden Plan

In 1999 Tenet put forward a grand “Plan” for dealing with al-Qaeda. In preparation, he selected new leadership for the CIA’s Counterterrorist Center (CTC). He placed Cofer Black in charge of the CTC, and Richard Blee (a “top-flight executive” from Tenet’s own suite) in charge of the CTC’s Bin Laden unit. Tenet assigned the CTC to develop the Plan. The proposals, brought out in September, sought to penetrate Qaeda’s “Afghan sanctuary” with U.S. and Afghan agents, in order to obtain information on and mount operations against Bin Laden’s network. In October, officers from the Bin Laden unit visited northern Afghanistan. Once the Plan was finalized, the Agency created a “Qaeda cell” (whose functions overlapped those of the CTC’s Bin Laden unit) to give operational leadership to the effort.

The CIA concentrated its inadequate financial resources on the Plan, so that at least some of its more modest aspirations were realized. Intelligence collection efforts on bin Laden and al-Qaeda increased significantly from 1999. “By 9/11”, said Tenet, “a map would show that these collection programs and human [reporting] networks were in place in such numbers as to nearly cover Afghanistan”. (But this excluded Bin Laden’s inner circle itself.)

Contrary to the 2005 Inspector General’s report, George Tenet had in fact reported the potential threat to then national security advisor Condoleezza Rice during an urgent meeting on July 10, 2001, in which his team informed her that “There will be significant terrorist attacks against the United States in the coming weeks or months.”

September 11 attacks

After the September 11 attacks, many observers criticized the Intelligence Community for numerous “intelligence failures” as one of the major reasons why the attacks were not prevented.

Tenet testified before a public hearing of the 9/11 Commission investigating 9/11, that he did not meet with Bush in August 2001, the month before the September 11 attacks. The same evening after the hearings, a CIA spokesman corrected Tenet’s testimony, stating that Tenet did indeed meet with Bush twice in August. Tenet in his memoir writes of his memorable visit to Bush at Bush’s ranch in Crawford, Texas, in August 2001.

In August 2007, a report written by the CIA inspector general was made public (originally written in 2005 but kept classified). The 19-page summary states that Tenet knew the dangers of Al Qaeda well before September 2001, but that the leadership of the CIA did not do enough to prevent any attacks and that Tenet personally “bears ultimate responsibility” for the intelligence community’s failure to develop a plan to counter al Qaeda. Tenet reacted to the publication of this report by calling it “flat wrong”, citing in particular the planning efforts of the past two years.

Tenet immediately increased the size and capability of the CIA’s special operations component housed in the Special Operations Group of the Special Activities Division. This force had been allowed to diminish under the early Clinton administration. These paramilitary officers were the first to enter both Afghanistan and Iraq. Once in these countries these officers organized and led the Northern Alliance against the Taliban in Afghanistan and the Kurds against Ansar Al-Islam and Saddam’s forces in Iraq. The rebuilding of this capability and the successful employment of these elite commandos is considered one of Tenet’s greatest achievements in the Global War on Terror. The increased use of paramilitary officers led to fatalities in their ranks. The first of these was Johnny Micheal Spann, a former Marine Corps officer killed during the Battle of Qala-i-Jangi on 25 November 2001. Tenet personally informed CIA staff of Spann’s death.

Waterboarding and enhanced interrogation techniques (EITs)

During Tenet’s directorship, President Bush authorized the CIA to use waterboarding and other forms of torture (euphemistically referred to as “Enhanced Interrogation Techniques”) during interrogations of Khalid Sheikh Mohammed, Abu Zubaydah and Abd al-Rahim al-Nashiri, all suspected Al Qaida members. The CIA’s directors (George Tenet, Porter Goss and Michael Hayden) provided inaccurate and misleading information to members of the U.S. Congress, the White House and the Director of National Intelligence about the program’s effectiveness and the number of prisoners that the CIA held.

9/11: THE SEPTEMBER 11 ATTACKS
(September 11, 2001)

The September 11 attacks (often referred to as 9/11) were a series of four coordinated terrorist attacks by the Islamic terrorist group al-Qaeda against the United States on the morning of Tuesday, September 11, 2001.

The attacks resulted in 2,977 fatalities, over 25,000 injuries, and substantial long-term health consequences, in addition to at least $10 billion in infrastructure and property damage. 9/11 is the single deadliest terrorist attack in human history and the single deadliest incident for firefighters and law enforcement officers in the history of the United States, with 343 and 72 killed, respectively.

Four passenger airliners which had departed from airports in the northeastern United States bound for California were hijacked by 19 al-Qaeda terrorists. Two of the planes, American Airlines Flight 11 and United Airlines Flight 175, crashed into the North and South towers, respectively, of the World Trade Center complex in Lower Manhattan. Within an hour and 42 minutes, both 110-story towers collapsed. Debris and the resulting fires caused a partial or complete collapse of all other buildings in the World Trade Center complex, including the 47-story 7 World Trade Center tower, as well as significant damage to ten other large surrounding structures. A third plane, American Airlines Flight 77, was crashed into the Pentagon (the headquarters of the U.S. Department of Defense) in Arlington County, Virginia, which led to a partial collapse of the building’s west side. The fourth plane, United Airlines Flight 93, was initially flown toward Washington, D.C., but crashed into a field in Stonycreek Township, Pennsylvania, after passengers thwarted the hijackers.

Suspicion quickly fell onto al-Qaeda. The United States responded by launching the War on Terror and invading Afghanistan to depose the Taliban, which had failed to comply with U.S. demands to expel al-Qaeda from Afghanistan and extradite their leader Osama bin Laden. Many countries strengthened their anti-terrorism legislation and expanded the powers of law enforcement and intelligence agencies to prevent terrorist attacks. Although bin Laden initially denied any involvement, in 2004 he claimed responsibility for the attacks. Al-Qaeda and bin Laden cited U.S. support of Israel, the presence of U.S. troops in Saudi Arabia, and sanctions against Iraq as motives. After evading capture for almost a decade, bin Laden was located in Pakistan in 2011 and killed during a U.S. military raid.

The destruction of the World Trade Center and nearby infrastructure seriously harmed the economy of New York City and had a significant effect on global markets. Wall Street was closed until September 17, and the U.S. and Canadian civilian airspaces until September 13. Many closings, evacuations, and cancellations followed, out of respect or fear of further attacks. Cleanup of the World Trade Center site was completed in May 2002, and the Pentagon was repaired within a year. The construction of One World Trade Center began in November 2006, and the building opened in November 2014. Numerous memorials have been constructed, including the National September 11 Memorial & Museum in New York City, the Pentagon Memorial in Arlington County, Virginia, and the Flight 93 National Memorial at the Pennsylvania crash site.

John Mark Deutch (born July 27, 1938) is an American physical chemist and civil servant. He was the United States Deputy Secretary of Defense from 1994 to 1995 and Director of Central Intelligence (DCI) from May 10, 1995 until December 15, 1996. He is an emeritus Institute Professor at the Massachusetts Institute of Technology and serves on the boards of directors of Citigroup, Cummins, Raytheon, and Schlumberger Ltd. Deutch is also a member of the Trilateral Commission.

CIA Director tenure

In 1995, President Bill Clinton appointed him Director of Central Intelligence. As Deutch was initially reluctant to accept the appointment, the position was conferred with Cabinet rank, a prerequisite ultimately retained by successor George Tenet through the end of the Clinton administration. As head of the Central Intelligence Agency (CIA), Deutch continued the policy of his predecessor R. James Woolsey to declassify records pertaining to U.S. covert operations during the Cold War.

In 1996, Deutch took the unusual step of traveling to Locke High School in Los Angeles to deny reports that the CIA had facilitated the introduction of crack cocaine into Los Angeles. Speaking to a hostile crowd, Deutch denied any connection between the CIA and cocaine traffic in Los Angeles and vowed to open an investigation. The meeting was prompted by allegations published by journalist Gary Webb that connected the CIA to the California cocaine trade and trafficker Danilo Blandón.

Deutch fell out of favor with the Clinton administration because of public testimony he gave to Congress on Iraq. Specifically Deutch testified that Saddam Hussein was stronger than he had been four years earlier, and the CIA might never be able to remedy the issue. After he won reelection, Clinton replaced Deutch.

Deutch left the CIA on December 15, 1996, and soon after it was revealed that several of his laptop computers contained classified information wrongfully labeled as unclassified. In January 1997, the CIA began a formal security investigation of the matter. Senior management at CIA declined to pursue fully the security breach. Over two years after his departure, the matter was referred to the Department of Justice, where Attorney General Janet Reno declined prosecution. She did, however, recommend an investigation to determine whether Deutch should retain his security clearance. Deutch had agreed to plead guilty to a misdemeanor for mishandling government secrets on January 19, 2001, but President Clinton pardoned him in his last day in office, two days before the Justice Department could file the case against him.

In 1995, when Deutch became head of the CIA, The New York Times quoted long-time critical scholar and social activist Noam Chomsky as saying, “He has more honesty and integrity than anyone I’ve ever met in academic life, or any other life… If somebody’s got to be running the C.I.A., I’m glad it’s him.”

Robert James Woolsey Jr. (born September 21, 1941) is an American political appointee who has served in various senior positions. He headed the Central Intelligence Agency as Director of Central Intelligence from February 5, 1993, until January 10, 1995. He held a variety of government positions in the 1970s and 1980s, including as United States Under Secretary of the Navy from 1977 to 1979, and was involved in treaty negotiations with the Soviet Union for five years in the 1980s. His career also included time as a professional lawyer, venture capitalist and investor in the private sector.

Relationship with Bill Clinton

As Director of the CIA, Woolsey had limited access to President Bill Clinton. According to journalist Richard Miniter:

Never once in his two-year tenure did CIA director James Woolsey ever have a one-on-one meeting with Clinton. Even semi-private meetings were rare. They only happened twice. Woolsey told me: “It wasn’t that I had a bad relationship with the president. It just didn’t exist.”

Another quote about his relationship with Clinton, according to Paula Kaufman of Insight on the News:

Remember the guy who in 1994 crashed his plane onto the White House lawn? That was me trying to get an appointment to see President Clinton.

David Halberstam notes in War in a Time of Peace (p. 191) that Clinton chose Woolsey for CIA director because the Clinton campaign had courted neoconservatives leading up to the 1992 election, promising to assist democratic Taiwan, Bosnia in Bosnian War, and be tougher on human rights violations in China, and it was decided that they ought to give at least one neoconservative a job in the administration.

Aldrich Ames

Woolsey was CIA director when Aldrich Ames was arrested, on February 21, 1994, for treason and spying against the United States. The CIA was criticized for not focusing on Ames sooner, given the obvious increase in Ames’ standard of living; and there was a “huge uproar” in Congress when Woolsey decided that no one in the CIA would be dismissed or demoted at the agency. Woolsey declared: “Some have clamored for heads to roll in order that we could say that heads have rolled … Sorry, that’s not my way.” Woolsey abruptly resigned on Dec 28, 1994.

Gates was nominated by Republican president George W. Bush as Secretary of Defense two years after the 2004 election, replacing Donald Rumsfeld. He was confirmed with bipartisan support. In a 2007 profile written by former national security advisor Zbigniew Brzezinski, Time named Gates one of the year’s most influential people. In 2008, Gates was named one of America’s Best Leaders by U.S. News & World Report. He continued to serve as Secretary of Defense in President Barack Obama’s administration. He retired in 2011. “He’ll be remembered for making us aware of the danger of over-reliance on military intervention as an instrument of American foreign policy,” said former senator David L. Boren. Gates was presented the Presidential Medal of Freedom, the nation’s highest civilian award, by President Obama during his retirement ceremony.

Since leaving the Obama Administration, Gates was elected president of the Boy Scouts of America, served as Chancellor of the College of William & Mary, and served as a member on several corporate boards.

Director of Central Intelligence

Gates was Deputy Assistant to the President for National Security Affairs from March until August 1989, and was Assistant to the President and Deputy National Security Adviser from August 1989 until November 1991.

Gates was nominated to become the Director of Central Intelligence (head of the CIA) in early 1987. He withdrew his name after it became clear the Senate would reject the nomination due to controversy about his role in the Iran-Contra Affair.

Gates was nominated, for the second time, for the position of Director of Central Intelligence by President George H. W. Bush on May 14, 1991, confirmed by the Senate on November 5, and sworn in on November 6.

During a Senate committee hearing on his nomination, former division chief Melvin Goodman testified that the agency was the most corrupt and slanted during the tenure of William Casey with Gates serving as deputy. According to Goodman, Gates was part of an agency leadership that proliferated false information and ignored ‘reality’. National Intelligence Council chairman Harold P. Ford testified that during his tenure, Gates had transgressed professional boundaries.

Deputy directors during his tenure were Richard J. Kerr (from November 6, 1991, until March 2, 1992) and Adm. William O. Studeman (from April 9, 1992, through the remainder of Gates’ tenure). He served until 1993.

William Hedgcock Webster (born March 6, 1924) is an American attorney and jurist who most recently served as chair of the Homeland Security Advisory Council from 2005 until 2020. He was a United States district judge of the United States District Court for the Eastern District of Missouri and a United States circuit judge of the United States Court of Appeals for the Eighth Circuit before becoming director of the Federal Bureau of Investigation (FBI) from 1978 to 1987 and director of Central Intelligence (CIA) from 1987 to 1991. He is the only person to have held both positions.

In 1987, President Ronald Reagan chose him to be director of the Central Intelligence Agency. He led the CIA until his retirement from public office in 1991. Since then, Webster has practiced law at the Washington, D.C., office of Milbank, Tweed, Hadley & McCloy, where he specializes in arbitration, mediation and internal investigation.

William Joseph Casey (March 13, 1913 – May 6, 1987) was the Director of Central Intelligence from 1981 to 1987. In this capacity he oversaw the entire United States Intelligence Community and personally directed the Central Intelligence Agency (CIA).

Director of Central Intelligence

After Reagan took office, Reagan named Casey to the post of Director of Central Intelligence (DCI). Outgoing Director Stansfield Turner characterized the appointment as the “Resurrection of Wild Bill,” referring to Bill Donovan, the brilliant and eccentric head of Office of Strategic Services in World War II, whom Casey had known and greatly admired.

Despite Casey’s background in intelligence, the position was not his first choice; according to Rhoda Koenig, he only agreed to take the appointment after being assured that “he could have a hand in shaping foreign policy rather than simply reporting the data on which it was based.” Breaking precedent, Reagan elevated the role to a Cabinet-level position for the duration of Casey’s appointment.

Ronald Reagan used prominent Catholics in his government to brief Pope John Paul II of developments in the Cold War. Casey would fly secretly to Rome in a windowless C-141 black jet and “be taken undercover to the Vatican.

Casey oversaw the re-expansion of the Intelligence Community to funding and human resource levels greater than those existing before the preceding Carter Administration; in particular, he increased levels within the CIA. During his tenure, post-Watergate and Church Committee restrictions were controversially lifted on the use of the CIA to directly and covertly influence the internal and foreign affairs of countries relevant to American policy.

This period of the Cold War saw an increase in the Agency’s global, anti-Soviet activities, which started under the Carter Doctrine in late 1980.

Stansfield Turner (December 1, 1923 – January 18, 2018) was an admiral in the United States Navy who served as President of the Naval War College (1972–1974), commander of the United States Second Fleet (1974–1975), Supreme Allied Commander NATO Southern Europe (1975–1977), and was Director of Central Intelligence (1977–1981) under the Carter administration. A graduate of University of Oxford and the United States Naval Academy, Turner served for more than 30 years in the Navy, commanding warships, a carrier group, and NATO’s military forces in southern Europe, among other commands.

Turner was appointed to lead the CIA by Jimmy Carter in 1977 and undertook a series of controversial reforms, including downsizing the Agency’s clandestine arm and emphasizing technical intelligence collection over human intelligence. He also oversaw the CIA’s responses to the Iranian Revolution and the Soviet–Afghan War. After leaving the CIA in 1981, Turner entered the private sector, authored several books, and criticized subsequent administrations, including the Bush administration’s handling of the Iraq War. He was a senior research scholar at the University of Maryland, College Park’s School of Public Policy.

Central Intelligence Agency

In February 1977, Turner’s nomination to become Director of Central Intelligence was announced by President Jimmy Carter, after allegations of improprieties tanked the earlier nomination of Ted Sorensen. After two days of hearings, Turner was unanimously confirmed to lead the Agency.

President Carter wanted reforms on the intelligence agencies, whose reputations were discredited due to the Watergate scandal (Church Commission), and other controversies that involved spying on citizens, against the antiwar movement and other dissident groups in the United States, and international assassination plots (Human rights violations by the CIA). Turner sought to revamp the Agency in several ways, first appointing several high-ranking naval officers, known as the “Navy mafia”, to leadership positions and also by fundamentally altering the Agency’s traditional methods of intelligence collection. Under Turner’s direction, the CIA emphasized technical intelligence (TECHINT) and signals intelligence (SIGINT) over human intelligence (HUMINT). In 1979, Turner eliminated over 800 operational positions, most of them in the clandestine service, in what was dubbed the Halloween Massacre. In a memoir published in 2005, Turner expressed regret for the dismissals stating, “In retrospect, I probably should not have effected the reductions of 820 positions at all, and certainly not the last 17.” The reductions applied to Vietnam-era personnel according to later-era employee and novelist Jason Matthews. Turner also oversaw the beginning of Operation Cyclone, the CIA’s program to arm Afghan guerrillas in their fight against the Soviet Union.

During Turner’s term as head of the CIA, he became outraged when former employee Frank Snepp published a book called Decent Interval which exposed incompetence among senior U.S. government personnel during the fall of Saigon. Turner accused Snepp of breaking the secrecy agreement required of all CIA employees, and then later was forced to admit under cross-examination that he had never read the agreement signed by Snepp. Regardless, the CIA ultimately won its case against Snepp at the Supreme Court of the United States. The Court forced Snepp to turn over all his profits from Decent Interval and to seek preclearance of any future writings about intelligence work for the rest of his life. Ironically, the CIA would later rely on the Snepp legal precedent to force Turner to seek preclearance of his own memoirs, which were highly critical of President Ronald Reagan’s policies.

On March 12, 1980, President Jimmy Carter and Turner presented Tony Mendez with the CIA’s Intelligence Star for his role in the exfiltration of six U.S. State Department personnel from Iran on January 28, 1980.

George Herbert Walker Bush (June 12, 1924 – November 30, 2018) was an American politician, diplomat, and businessman who served as the 41st president of the United States from 1989 to 1993. A member of the Republican Party, he previously served as the 43rd vice president from 1981 to 1989 under President Ronald Reagan, in the U.S. House of Representatives, as U.S. Ambassador to the United Nations, and as Director of Central Intelligence.

Bush was raised in Greenwich, Connecticut, and attended Phillips Academy before serving in the United States Navy Reserve during World War II. After the war, he graduated from Yale and moved to West Texas, where he established a successful oil company. After an unsuccessful run for the United States Senate, he won election to the 7th congressional district of Texas in 1966. President Richard Nixon appointed Bush to the position of Ambassador to the United Nations in 1971 and to the position of chairman of the Republican National Committee in 1973. In 1974, President Gerald Ford appointed him as the Chief of the Liaison Office to the People’s Republic of China, and in 1976, Bush became the Director of Central Intelligence. Bush ran for president in 1980, but was defeated in the Republican presidential primaries by Ronald Reagan, who then selected Bush as his vice presidential running mate.

In the 1988 presidential election, Bush defeated Democrat Michael Dukakis, becoming the first incumbent vice president to be elected president since Martin Van Buren in 1836. Foreign policy drove the Bush presidency, as he navigated the final years of the Cold War and played a key role in the reunification of Germany. Bush presided over the invasion of Panama and the Gulf War, ending the Iraqi occupation of Kuwait in the latter conflict. Though the agreement was not ratified until after he left office, Bush negotiated and signed the North American Free Trade Agreement (NAFTA), which created a trade bloc consisting of the United States, Canada, and Mexico. Domestically, Bush reneged on a 1988 campaign promise by enacting legislation to raise taxes with the justification of reducing the budget deficit. He also championed and signed three pieces of bipartisan legislation, the Americans with Disabilities Act of 1990, Immigration Act of 1990 and the Clean Air Act Amendments of 1990. He also successfully appointed David Souter and Clarence Thomas to the Supreme Court. Bush lost the 1992 presidential election to Democrat Bill Clinton following an economic recession, his turnaround on his tax promise, and the decreased emphasis of foreign policy in a post–Cold War political climate.

After leaving office in 1993, Bush was active in humanitarian activities, often working alongside Clinton, his former opponent. With the victory of his son, George W. Bush, in the 2000 presidential election, the two became the second father–son pair to serve as the nation’s president, following John Adams and John Quincy Adams. Another son, Jeb Bush, unsuccessfully sought the Republican presidential nomination in the 2016 Republican primaries. Historians generally rank Bush as an above-average president.

Director of Central Intelligence

In January 1976, Ford brought Bush back to Washington to become the Director of Central Intelligence (DCI), placing him in charge of the CIA. William Egan Colby (January 4, 1920 – May 6, 1996) was an American intelligence officer who served as Director of Central Intelligence (DCI) from September 1973 to January 1976.

During World War II Colby served with the Office of Strategic Services. After the war he joined the newly created Central Intelligence Agency (CIA). Before and during the Vietnam War, Colby served as chief of station in Saigon, chief of the CIA’s Far East Division, and head of the Civil Operations and Rural Development effort, as well as overseeing the Phoenix Program. After Vietnam, Colby became director of central intelligence and during his tenure, under intense pressure from the Congress and the media, adopted a policy of relative openness about U.S. intelligence activities to the Senate Church Committee and House Pike Committee. Colby served as DCI under President Richard Nixon and President Gerald Ford until January 30, 1976; he was succeeded at the CIA by George H. W. Bush.

CIA Director

Colby returned to Washington in July 1971 and became executive director of CIA. After long-time DCI Richard Helms was dismissed by President Nixon in 1973, James Schlesinger assumed the helm at the Agency. A strong believer in reform of the CIA and the intelligence community more broadly, Schlesinger had written a 1971 Bureau of the Budget report outlining his views on the subject. Colby, who had had a somewhat unorthodox career in the CIA focused on political action and counterinsurgency, agreed with Schlesinger’s reformist approach. Schlesinger appointed him head of the clandestine branch in early 1973. When Nixon reshuffled his agency heads and made Schlesinger secretary of defense, Colby emerged as a natural candidate for DCI—apparently on the basis of the recommendation that he was a professional who would not make waves. Colby was known as a media-friendly CIA director. His tenure as DCI, which lasted two and a half tumultuous years, was overshadowed by the Church and Pike congressional investigations into alleged U.S. intelligence malfeasance over the preceding 25 years, including 1975, the so-called Year of Intelligence.

Colby’s time as DCI was also eventful on the world stage. Shortly after he assumed leadership, the Yom Kippur War broke out, an event that surprised not only the American intelligence agencies but also the Israelis. This intelligence surprise reportedly affected Colby’s credibility with the Nixon administration. Colby participated in the National Security Council meetings that responded to apparent Soviet intentions to intervene in the war by raising the alert level of U.S. forces to DEFCON 3 and defusing the crisis. In 1975, after many years of involvement, South Vietnam fell to Communist forces in April 1975, a particularly difficult blow for Colby, who had dedicated so much of his life and career to the American effort there. Events in the arms-control field, Angola, Australia, the Middle East, and elsewhere also demanded attention.

Colby also focused on internal reforms within the CIA and the intelligence community. He attempted to modernize what he believed to be some out-of-date structures and practices by disbanding the Board of National Estimates and replacing it with the National Intelligence Council. In a speech from 1973 addressed to NSA employees he emphasised the role of free speech in USA and moral role of CIA as defender, not preventer of civil rights, an attempt to rebut the then emerging revelations of CIA and NSA domestic spying. He also mentioned a number of reforms intended to limit excessive classification of governmental information.

President Ford, advised by Henry Kissinger and others concerned by Colby’s controversial openness to Congress and distance from the White House, replaced Colby late in 1975 with George H. W. Bush during the so-called Halloween Massacre in which Secretary of Defense Schlesinger was also replaced (by Donald Rumsfeld). Colby was offered the position of United States Permanent Representative to NATO but turned it down.

Vernon Anthony Walters (January 3, 1917 – February 10, 2002) was a United States Army officer and a diplomat. Most notably, he served from 1972 to 1976 as Deputy Director of Central Intelligence, from 1985 to 1989 as the United States Ambassador to the United Nations and from 1989 to 1991 as Ambassador to the Federal Republic of Germany during the decisive phase of German Reunification. Walters rose to the rank of lieutenant general in the U.S. Army and is a member of the Military Intelligence Hall of Fame.

Career (1970s)

President Richard Nixon appointed Walters as Deputy Director for Central Intelligence (DDCI) in 1972. (Following the abbreviated incumbency of James R. Schlesinger, Walters also served as Acting DCI for two months in the summer of 1973.) During his four years as DDCI he worked closely with four successive Directors as the Agency and the nation confronted such major international developments as the 1973 Arab-Israeli war, the subsequent oil crisis, the turbulent end of the Vietnam War, the Chilean military coup against the Allende government and the Letelier assassination. According to a close colleague, Walters also averted “a looming catastrophe” for the CIA in connection with the Watergate scandal:

Despite numerous importunings from on high, [Walters] flatly refused to … cast a cloak of national security over the guilty parties. At the critical moment he … refused to involve the Agency and bluntly informed the highest levels of the executive [branch] that further insistence from that quarter would result in his immediate resignation.

Walters himself reflected on those challenging days in his 1978 autobiography Silent Missions:

I told [President Nixon’s White House counsel] that on the day I went to work at the CIA I had hung on the wall of my office a color photograph showing the view through the window of my home in Florida. When people asked me what it was, I told them [this] was what was waiting [for me] if anyone squeezed me too hard.

James Rodney Schlesinger (February 15, 1929 – March 27, 2014) was an American economist and public servant who was best known for serving as Secretary of Defense from 1973 to 1975 under Presidents Richard Nixon and Gerald Ford. Prior to becoming Secretary of Defense, he served as Chair of the Atomic Energy Commission (AEC) from 1971 to 1973, and as CIA Director for a few months in 1973. He became America’s first Secretary of Energy under Jimmy Carter in 1977, serving until 1979.

While Secretary of Defense, he opposed amnesty for draft resisters and pressed for development of more sophisticated nuclear weapon systems. Additionally, his support for the A-10 and the lightweight fighter program (later the F-16) helped ensure that they were carried to completion.

CIA Director

Schlesinger was CIA Director from February 2, 1973, to July 2, 1973. He was succeeded by William Colby.

Schlesinger was extremely unpopular with CIA staff, as he reduced CIA staff by 7%, and was considered a Nixon loyalist seeking to make the agency more obedient to Nixon. He had a CCTV camera installed near his official portrait at the CIA headquarters in Langley, Va., as it was believed that vandalism of the portrait by disgruntled staff was likely.

Richard McGarrah Helms (March 30, 1913 – October 23, 2002) was an American government official and diplomat who served as Director of Central Intelligence (DCI) from 1966 to 1973. Helms began intelligence work with the Office of Strategic Services during World War II. Following the 1947 creation of the Central Intelligence Agency (CIA), he rose in its ranks during the presidencies of Truman, Eisenhower and Kennedy. Helms then was DCI under Presidents Johnson and Nixon, yielding to James R. Schlesinger in early 1973.

As a professional, Helms highly valued information gathering (favoring the interpersonal, but including the technical, obtained by espionage or from published media) and its analysis while prizing counterintelligence. Although a participant in planning such activities, Helms remained a skeptic about covert and paramilitary operations. Helms understood the bounds of the agency role as being able to express strong opinions over a decision under review yet working as a team player once a course was set by the administration. It was the duty of the DCI to keep official secrets from press scrutiny. While working as the DCI, Helms managed the agency following the lead of his predecessor John McCone. In 1977, as a result of earlier covert operations in Chile, Helms became the only DCI convicted of misleading Congress. Helms’s last post in government service was Ambassador to Iran from April 1973 to December 1976. Besides this Helms was a key witness before the Senate during its investigation of the CIA by the Church Committee in the mid-1970s, 1975 being called the “Year of Intelligence”. This investigation was hampered severely by Helms having ordered the destruction of all files related to the CIA’s mind control program in 1973.

WILLIAM RABORN
(Director of Central Intelligence, 1965-1966)

William Francis Raborn, Jr., (June 8, 1905 – March 6, 1990) was the United States Director of Central Intelligence from April 28, 1965 until June 30, 1966. He was also a career United States Navy officer who led the project to develop the Polaris missile system and retired from the Navy in 1963 as a Vice Admiral.

Born in Decatur, Texas, he graduated from the U.S. Naval Academy in 1928. During World War II he directed the Gunnery Training Section at the Bureau of Aeronautics. He also served in the Pacific on aircraft carriers: Raborn was the executive officer of the carrier USS Hancock (CV-19) when her deck was damaged by a kamikaze attack. He had the deck repaired in four hours, allowing the ship’s aircraft (which had been airborne when the kamikaze struck) to land safely – for this Raborn was awarded the Silver Star. He later commanded the carriers USS Bairoko (CVE-115) and USS Bennington (CV-20).

Raborn was a rear admiral when he was appointed, on November 8, 1955, as Director of Special Projects at the Bureau of Weapons. His task was to develop a submarine-launched ballistic missile. He reported directly to Chief of Naval Operations Admiral Arleigh Burke and the Secretary of the Navy Charles Thomas. Raborn was told the new system had to achieve interim capability by early 1963 and full capability by early 1965. The USS George Washington (SSBN-598), the first ballistic missile submarine, was commissioned December 30, 1959, fired its first test missile July 20, 1960, and departed on the Navy’s first deterrent patrol on November 15, 1960. Raborn received the Distinguished Service Medal and was appointed Vice Admiral in 1960. The same year he was awarded the Collier Trophy for his work on Polaris.

Raborn had delivered Polaris three years ahead of schedule, due in part to his application of the PERT methodology. He became Deputy Chief of Naval Operations for Development in 1962. Raborn retired from the Navy in 1965 and on April 28 of that year, despite his having no intelligence experience, President Lyndon B. Johnson appointed Raborn as the seventh Director of Central Intelligence (DCI). As DCI, one of his primary responsibilities was to direct the Central Intelligence Agency.

Time magazine wrote that his organizational skills would be invaluable in a CIA that admitted it was in danger of being “drowned in data”, but his tenure was not successful: author David Barrett described Raborn as “incompetent at CIA, not understanding the agency or the intelligence business”, and even the CIA’s own historians said “Raborn did not ‘take’ to the DCI job”. A later CIA director, William Colby, described Raborn as focused on intelligence technology and not sufficiently attuned to the cultural issues involved in dealing with foreign nationals and governments.

Raborn resigned on June 30, 1966, having served for only fourteen months as DCI. He was replaced by his deputy, Richard Helms.

He was involved, during his time at the CIA, in its early activities against Ramparts magazine and its editors.

Raborn is buried in the United States Naval Academy Cemetery in Annapolis, Maryland.

John Alexander McCone (January 4, 1902 – February 14, 1991) was an American businessman and politician who served as Director of Central Intelligence from 1961 to 1965, during the height of the Cold War.

After the disaster of the Bay of Pigs Invasion, President John F. Kennedy forced the resignation of CIA director Allen Dulles and some of his staff. McCone replaced Dulles as DCI on November 29, 1961.

He married Theiline McGee Pigott on August 29, 1962, at St. Anne’s Chapel of the Sacred Heart Villa in Seattle, Washington.

McCone was not Kennedy’s first choice; the President had tentatively offered the job to Clark Clifford, his personal lawyer, who politely refused (Clifford would later serve as Secretary of Defense for Lyndon Johnson); and then to Fowler Hamilton, a Wall Street lawyer with experience in government service during the Roosevelt and Truman administrations. Hamilton accepted, but when a problem developed at the Agency for International Development, he was shifted there. Thus Kennedy, urged on by his brother Robert, turned to McCone.

McCone was a key figure in the Executive Committee of the National Security Council (EXCOMM) during the October 1962 Cuban Missile Crisis. In the Honeymoon telegram of September 20, 1962, he insisted that the CIA remain imaginative when it came to Soviet weapons policy towards Cuba, as a September 19 National Intelligence Estimate had concluded it unlikely that nuclear missiles would be placed on the island. The telegram was so named because McCone sent it while on his honeymoon in Paris, France, accompanied not only by his bride, Theiline McGee Pigott but by a CIA cipher team.

McCone’s suspicions of the inaccuracy of this assessment proved to be correct, as it was later found out the Soviet Union had followed up its conventional military buildup with the installation of MRBMs (Medium Range Ballistic Missiles) and IRBMs (Intermediate Range Ballistic Missiles), sparking off the crisis in October when they were later spotted by CIA’s Lockheed U-2 surveillance flights.

While McCone was DCI, the CIA was involved in many covert plots; according to Admiral Stansfield Turner (who himself later served as DCI from 1977 to 1981, under President Jimmy Carter), these included:

In the Dominican Republic, the CIA had armed an assassination plot to take out President Rafael Leonidas Trujillo Molina. After the Bay of Pigs, Kennedy wanted the project stopped because it was too soon for another debacle. The problem is that once you encourage and arm a group of highly motivated locals, you can’t just turn them off. Trujillo’s enemies gunned him down dramatically, though technically speaking without U.S. help.

In Laos, the CIA backed the Hmong (then known by the derogatory name Meo) people of the highlands to fight a counterinsurgency. This set off a complicated three-way civil war that hit the Hmong hard.

In Ecuador, the CIA helped overthrow President José Velasco Ibarra. His replacement didn’t last long before the CIA turned on him, looking for greater stability and allegiance.

In British Guiana, the CIA stirred up trouble through the labor unions to take down the democratically elected Cheddi Jagan.

In Cuba, there was Mongoose, a secret campaign against Castro.

McCone was also involved in the 1964 Brazilian coup d’état; he was friends with ITT president Harold Geneen whose company stood to lose its Brazilian subsidiary if president João Goulart nationalized it. McCone would later work for ITT.

McCone represented the CIA’s opposition to U.S. support of a coup in South Vietnam against President Ngo Dinh Diem, but such objections were overruled by November 1963, when the State Department managed to convince Kennedy to allow the coup to proceed.

In 1964, he was awarded the Hoover Medal.

McCone resigned from his position of DCI in April 1965, believing himself to be unappreciated by President Lyndon B. Johnson, who, he complained, would not read his reports, including on the need for full-fledged inspections of Israeli nuclear facilities. Before his resignation, McCone submitted a final memorandum regarding the war in Vietnam to President Johnson, arguing that Johnson’s plan of attack was too limited in scope to successfully defeat the Hanoi regime; he further asserted that public support (in the United States and abroad) for any effort in North Vietnam would erode if the plan went unchanged:

Dear Mr. President:

I remain concerned, as I have said before to you, Secretary Rusk and Secretary McNamara, over the limited scale of air action against North Vietnam which we envision for the next few months.

Specifically I feel that we must conduct our bombing attacks in a manner that will begin to hurt North Vietnam badly enough to cause the Hanoi regime to seek a political way out through negotiation rather than expose their economy to increasingly serious levels of destruction. By limiting our attacks to targets like bridges, military installations and lines of communication, in effect we signal to the Communists that our determination to win is significantly modified by our fear of widening the war.

…

If this situation develops and lasts several months or more, I feel world opinion will turn against us, Communist propaganda will become increasingly effective, and indeed domestic support of our policy may erode. I therefore urge that as we deploy additional troops, which I believe necessary, we concurrently hit the north harder and inflict greater damage. In my opinion, we should strike their petroleum supplies, electric power installations, and air defense installations (including the SAM sites which are now being built).

I am not talking about bombing centers of population or killing innocent people, though there will of course be some casualties. I am proposing to “tighten the tourniquet” on North Vietnam so as to make the Communists pause to weigh the losses they are taking against their prospects for gains. We should make it hard for the Viet Cong to win in the south and simultaneously hard for Hanoi to endure our attacks in the north. I believe this course of action holds out the greatest promise we can hope for in our effort to attain our ultimate objective of finding a political solution to the Vietnam problem.

THE ASSASSINATION OF JOHN F. KENNEDY
(November 22, 1963, Dallas, Texas)

John F. Kennedy, the 35th president of the United States, was assassinated on Friday, November 22, 1963, at 12:30 p.m. CST in Dallas, Texas, while riding in a presidential motorcade through Dealey Plaza. Kennedy was riding with his wife Jacqueline, Texas Governor John Connally, and Connally’s wife Nellie when he was fatally shot from a nearby building by Lee Harvey Oswald, a former US Marine. Governor Connally was seriously wounded in the attack. The motorcade rushed to Parkland Memorial Hospital, where Kennedy was pronounced dead about 30 minutes after the shooting; Connally recovered.

The Dallas Police Department arrested Oswald 70 minutes after the initial shooting. Oswald was charged under Texas state law with the murder of Kennedy and that of J. D. Tippit, a Dallas police officer. At 11:21 a.m. November 24, 1963, as live television cameras were covering his transfer from the city jail to the county jail, Oswald was fatally shot in the basement of Dallas Police Headquarters (then in the Dallas Municipal Building) by Dallas nightclub operator Jack Ruby. Oswald was taken to Parkland Memorial Hospital, where he soon died. Ruby was convicted of Oswald’s murder, though it was later overturned on appeal, and Ruby died in prison in 1967 while awaiting a new trial.

After a 10-month investigation, the Warren Commission concluded that Oswald assassinated Kennedy, that Oswald had acted entirely alone, and that Ruby had acted alone in killing Oswald. Kennedy was the eighth and most recent US president to die in office, and the fourth (following Lincoln, Garfield, and McKinley) to be assassinated. Vice President Lyndon B. Johnson automatically became president upon Kennedy’s death.

In its 1979 report, the United States House Select Committee on Assassinations (HSCA) agreed with the Warren Commission that Oswald’s three rifle shots caused the injuries that Kennedy and Connally sustained. After analysis of a dictabelt audio recording the HSCA concluded that Kennedy was likely “assassinated as a result of a conspiracy”. The committee could not identify a second gunman or group involved in the possible conspiracy, although the HSCA concluded that analysis pointed to the existence of an additional gunshot and “a high probability that two gunmen fired at [the] President”.

The U.S. Justice Department concluded active investigations and stated “that no persuasive evidence can be identified to support the theory of a conspiracy” in the assassination. However, Kennedy’s assassination is still the subject of widespread debate and has spawned numerous conspiracy theories and alternative scenarios. Polls conducted from 1966 to 2004 found that up to 80 percent of Americans suspected that there was a plot or cover-up. The assassination was one of four major assassinations of the 1960s in the United States, coming two years before the assassination of Malcolm X, and five years before the assassination of Martin Luther King Jr. and the assassination of Robert F. Kennedy.
