The New World Order (NWO) is a conspiracy theory which hypothesizes a secretly emerging totalitarian world government. The common theme in conspiracy theories about a New World Order is that a secretive power elite with a globalist agenda is conspiring to eventually rule the world through an authoritarian world government—which will replace sovereign nation-states—and an all-encompassing propaganda whose ideology hails the establishment of the New World Order as the culmination of history’s progress. Many influential historical and contemporary figures have therefore been alleged to be part of a cabal that operates through many front organizations to orchestrate significant political and financial events, ranging from causing systemic crises to pushing through controversial policies, at both national and international levels, as steps in an ongoing plot to achieve world domination.

Before the early 1990s, New World Order conspiracism was limited to two American countercultures, primarily the militantly anti-government right and secondarily that part of fundamentalist Christianity concerned with the end-time emergence of the Antichrist. Skeptics, such as Michael Barkun and Chip Berlet, observed that right-wing populist conspiracy theories about a New World Order had not only been embraced by many seekers of stigmatized knowledge but had seeped into popular culture, thereby inaugurating a period during the late 20th and early 21st centuries in the United States where people are actively preparing for apocalyptic millenarian scenarios. Those political scientists are concerned that mass hysteria over New World Order conspiracy theories could eventually have devastating effects on American political life, ranging from escalating lone-wolf terrorism to the rise to power of authoritarian ultranationalist demagogues.

Fourth Reich

Conspiracy theorists often use the term “Fourth Reich” simply as a pejorative synonym for the “New World Order” to imply that its state ideology and government will be similar to Germany’s Third Reich.

Conspiracy theorists, such as American writer Jim Marrs, claim that some ex-Nazis, who survived the fall of the Greater German Reich, along with sympathizers in the United States and elsewhere, given haven by organizations like ODESSA and Die Spinne, have been working behind the scenes since the end of World War II to enact at least some principles of Nazism (e.g., militarism, imperialism, widespread spying on citizens, corporatism, the use of propaganda to manufacture a national consensus) into culture, government, and business worldwide, but primarily in the U.S. They cite the influence of ex-Nazi scientists brought in under Operation Paperclip to help advance aerospace manufacturing in the U.S. with technological principles from Nazi UFOs, and the acquisition and creation of conglomerates by ex-Nazis and their sympathizers after the war, in both Europe and the U.S.

This neo-Nazi conspiracy is said to be animated by an “Iron Dream” in which the American Empire, having thwarted the Judeo-Masonic conspiracy and overthrown its Zionist Occupation Government, gradually establishes a Fourth Reich formerly known as the “Western Imperium”—a pan-Aryan world empire modeled after Adolf Hitler’s New Order—which reverses the “decline of the West” and ushers a golden age of white supremacy.

Skeptics argue that conspiracy theorists grossly overestimate the influence of ex-Nazis and neo-Nazis on American society, and point out that political repression at home and imperialism abroad have a long history in the United States that predates the 20th century. Some political scientists, such as Sheldon Wolin, have expressed concern that the twin forces of democratic deficit and superpower status have paved the way in the U.S. for the emergence of an inverted totalitarianism which contradicts many principles of Nazism.

Population Control

Conspiracy theorists believe that the New World Order will also be implemented through the use of human population control in order to more easily monitor and control the movement of individuals. The means range from stopping the growth of human societies through reproductive health and family planning programs, which promote abstinence, contraception and abortion, or intentionally reducing the bulk of the world population through genocides by mongering unnecessary wars, through plagues by engineering emergent viruses and tainting vaccines, and through environmental disasters by controlling the weather (HAARP, chemtrails), etc. Conspiracy theorists argue that globalists plotting on behalf of a New World Order are neo-Malthusians who engage in overpopulation and climate change alarmism in order to create public support for coercive population control and ultimately world government. Agenda 21 is condemned as “reconcentrating” people into urban areas and depopulating rural ones, even generating a dystopian novel by Glenn Beck where single-family homes are a distant memory.

Skeptics argue that fears of population control can be traced back to the traumatic legacy of the eugenics movement’s “war against the weak” in the United States during the first decades of the 20th century but also the Second Red Scare in the U.S. during the late 1940s and 1950s, and to a lesser extent in the 1960s, when activists on the far right of American politics routinely opposed public health programs, notably water fluoridation, mass vaccination and mental health services, by asserting they were all part of a far-reaching plot to impose a socialist or communist regime. Their views were influenced by opposition to a number of major social and political changes that had happened in recent years: the growth of internationalism, particularly the United Nations and its programs; the introduction of social welfare provisions, particularly the various programs established by the New Deal; and government efforts to reduce inequalities in the social structure of the U.S. Opposition towards mass vaccinations in particular got significant attention in the late 2010s, so much so the World Health Organization listed vaccine hesitancy as one of the top ten global health threats of 2019. By this time, people that refused or refused to allow their children to be vaccinated were known colloquially as “anti-vaxxers”, though citing the New World Order conspiracy theory or resistance to a perceived population control agenda as a reason to refuse vaccination were few and far between.

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) The phrase “levies war against them” means war against the functioning of the Constitution that is their supreme law. “Or” means alternatively, and “adheres to their enemies” means is a follower of any person or other entity that seeks to impose a different constitution. “Enemies” is not defined — it need not be a foreign opponent; it may be a domestic opponent of the US Constitution. One of America’s most secret intelligence agency Deagel forecasts in its latest report, the depopulation of the world because of the COVID-19 crisis and the Great Reset. It states that the formerly known as second and third world nations are an unknown at this point. Their fate will depend upon the decisions they take in the future. If they remain tied to the former World Order they will go down along Western powers.

Deagel – America’s Most Secret Intelligence Agency

Deagel is America’s most secret intelligence agency – so secretive that few people know of its existence and others claim the organization doesn’t legitimately exist at all.

Despite the overwhelming suppression of its significance, Deagel is routinely used by the CIA and other security outfits.

WikiLeaks documents have revealed Deagel was legitimately used as reference material in a Stratfor report on the technological capabilities of The People’s Republic of North Korea.

Stratfor is known in the intelligence community as Consultant CIA or Shadow CIA.

According to their own website, deagel.com, Deagel provides news and intelligence on international military aviation and advanced technologies. There website has articles dating back to 2003, but little is known about the real owners.

Deagel’s reports, in particular the aforementioned research on North Korea, were also provided to the President during Presidential Daily Briefings.

Deagel thus provides information which is subsequently used by global intelligence communities and governments.

Depopulation due to COVID-19 Crisis

This highly regarded intelligence organization has a grim outlook for the United States and the world in the coming years including a significant decrease in population.

Deagel has for some time now predicted in its forecast for 2025 a steep decline in US population and that of the world.

In 2014 we published a disclaimer about the forecast. In six-years the scenario has changed dramatically. This new disclaimer is meant to single out the situation from 2020 onwards.

Talking about the United States and the European Union as separated entities no longer makes sense. Both are the Western block, keep printing money and will share the same fate.

After COVID we can draw two major conclusions:

1. The Western world success model has been built over societies with no resilience that can barely withstand any hardship, even a low intensity one. It was assumed but we got the full confirmation beyond any doubt.

2. The COVID crisis will be used to extend the life of this dying economic system through the so-called Great Reset.

The Great Reset; like the climate change, extinction rebellion, planetary crisis, green revolution, shale oil (…) hoaxes promoted by the system; is another attempt to slow down dramatically the consumption of natural resources and therefore extend the lifetime of the current system.

It can be effective for a while but finally won’t address the bottom-line problem and will only delay the inevitable.

The core ruling elites hope to stay in power which is in effect the only thing that really worries them.

The collapse of the Western financial system – and ultimately the Western civilization – has been the major driver in the forecast along with a confluence of crisis with a devastating outcome.

As COVID has proven Western societies embracing multiculturalism and extreme liberalism are unable to deal with any real hardship.

It is quite likely that the economic crisis due to the lockdowns will cause more deaths than the virus worldwide.

The stark reality of diverse and multicultural Western societies is that a collapse will have a toll of 50 to 80 percent depending on several factors but in general terms the most diverse, multicultural, indebted and wealthy (highest standard of living) will suffer the highest toll.

The only glue that keeps united such aberrant collage from falling apart is overconsumption with heavy doses of bottomless degeneracy disguised as virtue.

Nevertheless, the widespread censorship, hate laws and contradictory signals mean that even that glue is not working any more. Not everybody has to die. Migration can also play a positive role in this.

The formerly known as second and third world nations are an unknown at this point. Their fate will depend upon the decisions they take in the future.

Western powers are not going to take over them as they did in the past because these countries won’t be able to control their own cities far less likely countries that are far away.

If they remain tied to the former World Order they will go down along Western powers.

There is a lot of bad blood in the Western societies and the protests, demonstrations, rioting and looting are only the first symptoms of what is coming. However a new trend is taking place overshadowing this one.

Six years ago the likelihood of a major war was tiny. Since then it has grown steadily and dramatically and today is by far the most likely major event in the 2020s.

Another particularity of the Western system is that its individuals have been brainwashed to the point that the majority accept their moral high ground and technological edge as a given.

This has given the rise of the supremacy of the emotional arguments over the rational ones which are ignored or deprecated. That mindset can play a key role in the upcoming catastrophic events.

Over the next decade it will become obvious that the West is falling behind the Russia-China block and the malaise might grow into desperation.

Going to war might seem a quick and easy solution to restore the lost hegemony to finally find them into a France 1940 moment.

If there is not a dramatic change of course the world is going to witness the first nuclear war. The Western block collapse may come before, during or after the war.

It does not matter. A nuclear war is a game with billions of casualties and the collapse plays in the hundreds of millions.

An interesting statement regarding the forecast was made by the authors on Deagel’s forecast page on October 26, 2014.

Historically a change in the economic paradigm has resulted in a death toll that is rarely highlighted by mainstream historians.

When the transition from rural areas to large cities happened in Europe many people unable to accept the new paradigm killed themselves.

They killed themselves by a psychological factor. This is not mainstream but it is true. A new crisis joins old, well known patterns with new ones.

We are not a death or satanic cult or arms dealers as some BS is floating around the internet on this topic.

Take into account that the forecast is nothing more than a model whether flawed or correct. It is not God’s word or a magic device that allows to foresee the future.

As of 11 January 2023, 12.7 billion COVID-19 vaccine doses have been administered worldwide, with 67.9 percent of the global population having received at least one dose. While 4.19 million vaccines were then being administered daily, only 22.3 percent of people in low-income countries had received at least a first vaccine by September 2022, according to official reports from national health agencies, which are collated by Our World in Data.

During a pandemic on the rapid timeline and scale of COVID-19 cases in 2020, international organizations like the World Health Organization (WHO) and Coalition for Epidemic Preparedness Innovations (CEPI), vaccine developers, governments, and industry evaluated the distribution of the eventual vaccine(s). Individual countries producing a vaccine may be persuaded to favor the highest bidder for manufacturing or provide first-service to their own country. Experts emphasize that licensed vaccines should be available and affordable for people at the frontline of healthcare and having the most need.

In April 2020, it was reported that the UK agreed to work with 20 other countries and global organizations including France, Germany, and Italy to find a vaccine and to share the results and that UK citizens would not get preferential access to any new COVID-19 vaccines developed by taxpayer- funded UK universities. Several companies planned to initially manufacture a vaccine at artificially low pricing, then increase prices for profitability later if annual vaccinations are needed and as countries build stock for future needs.

An April 2020 CEPI report stated: “Strong international coordination and cooperation between vaccine developers, regulators, policymakers, funders, public health bodies, and governments will be needed to ensure that promising late-stage vaccine candidates can be manufactured in sufficient quantities and equitably supplied to all affected areas, particularly low-resource regions.” The WHO and CEPI are developing financial resources and guidelines for the global deployment of several safe, effective COVID-19 vaccines, recognizing the need are different across countries and population segments. For example, successful COVID-19 vaccines would be allocated early to healthcare personnel and populations at greatest risk of severe illness and death from COVID-19 infection, such as the elderly or densely-populated impoverished people.

The WHO had set out the target to vaccinate 40% of the population of all countries by the end of 2021 and 70% by mid-2022, but many countries missed the 40% target at the end of 2021.

A COVID 19 vaccine is a vaccine intended to provide acquired immunity against severe acute respiratory syndrome coronavirus 2 (SARS CoV 2), the virus that causes coronavirus disease 2019 (COVID 19).

Prior to the COVID 19 pandemic, an established body of knowledge existed about the structure and function of coronaviruses causing diseases like severe acute respiratory syndrome (SARS) and Middle East respiratory syndrome (MERS). This knowledge accelerated the development of various vaccine platforms during early 2020. The initial focus of SARS-CoV-2 vaccines was on preventing symptomatic, often severe illness. In January 2020, the SARS-CoV-2 genetic sequence data was shared through GISAID, and by March 2020, the global pharmaceutical industry announced a major commitment to address COVID 19. In 2020, the first COVID 19 vaccines were developed and made available to the public through emergency authorizations and conditional approvals. Initially, most COVID 19 vaccines were two-dose vaccines, with the sole exception being the single-dose Janssen COVID-19 vaccine. However, immunity from the vaccines has been found to wane over time, requiring people to get booster doses of the vaccine to maintain protection against COVID 19.

The COVID 19 vaccines are widely credited for their role in reducing the spread of COVID 19 and reducing the severity and death caused by COVID 19. According to a June 2022 study, COVID 19 vaccines prevented an additional 14.4 to 19.8 million deaths in 185 countries and territories from 8 December 2020 to 8 December 2021. Many countries implemented phased distribution plans that prioritized those at highest risk of complications, such as the elderly, and those at high risk of exposure and transmission, such as healthcare workers.

Common side effects of COVID 19 vaccines include soreness, redness, rash, inflammation at the injection site, fatigue, headache, myalgia (muscle pain), and arthralgia (joint pain), which resolve without medical treatment within a few days. COVID-19 vaccination is safe for people who are breastfeeding.

As of 13 February 2023, 13.27 billion doses of COVID 19 vaccines have been administered worldwide based on official reports from national public health agencies. By December 2020, more than 10 billion vaccine doses had been preordered by countries, with about half of the doses purchased by high-income countries comprising 14% of the world’s population. Despite the extremely rapid development of effective mRNA and viral vector vaccines, worldwide vaccine equity has not been achieved. The development and use of whole inactivated virus (WIV) and protein-based vaccines have also been recommended, especially for use in developing countries. The United States Food and Drug Administration (FDA) has now authorized bivalent vaccines to protect against the original COVID-19 strain and its Omicron variant.

Deployment of COVID-19 Vaccines Lethal Injections

As of 13 February 2023, 13.27 billion doses of COVID 19 vaccines have been administered worldwide, with 67.9 percent of the global population having received at least one dose. While 4.19 million vaccines were then being administered daily, only 22.3 percent of people in low-income countries had received at least a first vaccine by September 2022, according to official reports from national health agencies, which are collated by Our World in Data.

During a pandemic on the rapid timeline and scale of COVID-19 cases in 2020, international organizations like the World Health Organization (WHO) and Coalition for Epidemic Preparedness Innovations (CEPI), vaccine developers, governments, and industry evaluated the distribution of the eventual vaccine(s). Individual countries producing a vaccine may be persuaded to favor the highest bidder for manufacturing or provide first-service to their own country. Experts emphasize that licensed vaccines should be available and affordable for people at the frontline of healthcare and having the most need.

In April 2020, it was reported that the UK agreed to work with 20 other countries and global organizations including France, Germany, and Italy to find a vaccine and to share the results and that UK citizens would not get preferential access to any new COVID 19 vaccines developed by taxpayer-funded UK universities. Several companies planned to initially manufacture a vaccine at artificially low pricing, then increase prices for profitability later if annual vaccinations are needed and as countries build stock for future needs.

An April 2020 CEPI report stated: “Strong international coordination and cooperation between vaccine developers, regulators, policymakers, funders, public health bodies, and governments will be needed to ensure that promising late-stage vaccine candidates can be manufactured in sufficient quantities and equitably supplied to all affected areas, particularly low-resource regions.” The WHO and CEPI are developing financial resources and guidelines for the global deployment of several safe, effective COVID 19 vaccines, recognizing the need are different across countries and population segments. For example, successful COVID 19 vaccines would be allocated early to healthcare personnel and populations at greatest risk of severe illness and death from COVID 19 infection, such as the elderly or densely-populated impoverished people.

The WHO had set out the target to vaccinate 40% of the population of all countries by the end of 2021 and 70% by mid-2022, but many countries missed the 40% target at the end of 2021.

Africa is the world’s second-largest and second-most populous continent, after Asia in both cases. At about 30.3 million km2 (11.7 million square miles) including adjacent islands, it covers 6% of Earth’s total surface area and 20% of its land area. With 1.4 billion people as of 2021, it accounts for about 18% of the world’s human population. Africa’s population is the youngest amongst all the continents; the median age in 2012 was 19.7, when the worldwide median age was 30.4. Despite a wide range of natural resources, Africa is the least wealthy continent per capita and second-least wealthy by total wealth, behind Oceania. Scholars have attributed this to different factors including geography, climate, tribalism, colonialism, the Cold War, neocolonialism, lack of democracy, and corruption. Despite this low concentration of wealth, recent economic expansion and the large and young population make Africa an important economic market in the broader global context.

The continent is surrounded by the Mediterranean Sea to the north, the Isthmus of Suez and the Red Sea to the northeast, the Indian Ocean to the southeast and the Atlantic Ocean to the west. The continent includes Madagascar and various archipelagos. It contains 54 fully recognised sovereign states (countries), eight territories and two de facto independent states with limited or no recognition. Algeria is Africa’s largest country by area, and Nigeria is its largest by population. African nations cooperate through the establishment of the African Union, which is headquartered in Addis Ababa.

Africa straddles the equator and the prime meridian. It is the only continent to stretch from the northern temperate to southern temperate zones. The majority of the continent and its countries are in the Northern Hemisphere, with a substantial portion and number of countries in the Southern Hemisphere. Most of the continent lies in the tropics, except for a large part of Western Sahara, Algeria, Libya and Egypt, the northern tip of Mauritania, the entire territories of Morocco, Ceuta, Melilla, and Tunisia which in turn are located above the tropic of Cancer, in the northern temperate zone. In the other extreme of the continent, southern Namibia, southern Botswana, great parts of South Africa, the entire territories of Lesotho and Eswatini and the southern tips of Mozambique and Madagascar are located below the tropic of Capricorn, in the southern temperate zone.

Africa is highly biodiverse; it is the continent with the largest number of megafauna species, as it was least affected by the extinction of the Pleistocene megafauna. However, Africa also is heavily affected by a wide range of environmental issues, including desertification, deforestation, water scarcity, pollution and other issues. These entrenched environmental concerns are expected to worsen as climate change impacts Africa. The UN Intergovernmental Panel on Climate Change has identified Africa as the continent most vulnerable to climate change.

The history of Africa is long, complex, and has often been under-appreciated by the global historical community. Africa, particularly Eastern Africa, is widely accepted as the place of origin of humans and the Hominidae clade (great apes). The earliest hominids and their ancestors have been dated to around 7 million years ago, including Sahelanthropus tchadensis, Australopithecus africanus, A. afarensis, Homo erectus, H. habilis and H. ergaster— the earliest Homo sapiens (modern human) remains, found in Ethiopia, South Africa, and Morocco, date to circa 233,000, 259,000, and 300,000 years ago respectively, and Homo sapiens is believed to have originated in Africa around 350,000–260,000 years ago. Africa is also considered by anthropologists to be the most genetically diverse continent as a result of being the longest inhabited.

Early human civilizations, such as Ancient Egypt and Carthage emerged in North Africa. Following a subsequent long and complex history of civilizations, migration and trade, Africa hosts a large diversity of ethnicities, cultures and languages. The last 400 years have witnessed an increasing European influence on the continent. Starting in the 16th century, this was driven by trade, including the Trans-Atlantic slave trade, which created large African diaspora populations in the Americas. From the late 19th century to the early 20th century, European nations colonized almost all of Africa, with the exception of Ethiopia and Liberia, though Ethiopia would later be invaded and occupied by Italy from 1936 to 1941. Most present states in Africa emerged from a process of decolonisation following World War II.

COVID-19 pandemic in Africa

The COVID-19 pandemic was confirmed to have spread to Africa on 14 February 2020, with the first confirmed case announced in Egypt. The first confirmed case in sub-Saharan Africa was announced in Nigeria at the end of February 2020. Within three months, the virus had spread throughout the continent, as Lesotho, the last African sovereign state to have remained free of the virus, reported a case on 13 May 2020. By 26 May, it appeared that most African countries were experiencing community transmission, although testing capacity was limited. Most of the identified imported cases arrived from Europe and the United States rather than from China where the virus originated.

In early June 2021, Africa faced a third wave of COVID infections with cases rising in 14 countries. By 4 July the continent recorded more than 251,000 new Covid cases, a 20% increase from the prior week and a 12% increase from the January peak. More than sixteen African countries, including Malawi and Senegal, recorded an uptick in new cases. The World Health Organization labelled it Africa’s ‘Worst Pandemic Week Ever’.

Many preventive measures have been implemented by different countries in Africa. These include travel restrictions, flight cancellations, event cancellations, school closures, and border closures. It is believed that there is widespread under-reporting in many African countries with less developed healthcare systems. According to the autumn 2020 seroprevalence study in Juba in South Sudan, less than 1% of infected were actually reported. Similar results were found in 2022 by WHO modelers.

New variants of concern of the virus were found in Africa: in February 2020 the Beta variant in South Africa, in December 2020 the Eta variant in Nigeria, and in November 2021 the Omicron variant in Botswana.

The African Union secured close to 300 million COVID-19 vaccine doses in the largest such agreement yet for Africa; it was announced on 13 January 2021. This is independent of the global Access to COVID-19 Tools Accelerator (COVAX) effort aimed at distributing COVID-19 vaccines to lower-income countries. Notably, however, African countries were being charged more than double what European countries had to pay for certain vaccines. The Group of Seven (G-7) promised an equitable distribution of vaccines on 19 February 2021, although few details were provided. The United Arab Emirates has also stepped forward as a vaccine provider for the continent.

Despite these breakthroughs, Africa is the world’s least vaccinated continent. At the beginning of June 2021 the World Health Organization reported that COVID-19 vaccine shipments had ground to a “near halt” in Africa. On 8 June, the Sudanese-British billionaire philanthropist Mo Ibrahim sharply criticized the international community for failing to ensure equitable vaccine distribution across the globe. By 8 July 2021, only 2% of the continent had been inoculated.

Several African governments are experiencing criticism for a perceived lack of readiness, corruption scandals, and forcing new lockdowns too late, undermining trust in the state. Currently, twenty of the 39 nations on the World Bank’s harmonised list of fragile and conflict-affected states are in Africa.

To support the COVID-19 recovery, Sub-Saharan Africa as a whole would need to raise expenditure by around 6% of GDP ($100 billion), whereas MENA would need to boost spending by 9% of GDP.

Any US official has sworn to uphold and defend, never to subvert, the Constitution of the United States, and this is defining the US, itself, as being the continued functioning of the US Constitution. Treason is thus the supremely illegal act under US law, the act that violates any US official’s oath of office. (When treason is perpetrated by someone who is not a US official, it is still a severe crime, but less severe than it is for any US official.) Algeria, officially the People’s Democratic Republic of Algeria, is a country in North Africa. Algeria is bordered to the northeast by Tunisia; to the east by Libya; to the southeast by Niger; to the southwest by Mali, Mauritania, and Western Sahara; to the west by Morocco; and to the north by the Mediterranean Sea. It is considered to be a part of the Maghreb region of North Africa. It has a semi-arid geography, with most of the population living in the fertile north and the Sahara dominating the geography of the south. Algeria covers an area of 2,381,741 square kilometres (919,595 sq mi), making it the world’s tenth largest nation by area, and the largest nation in Africa, being more than 200 times as large as the smallest country in the continent, The Gambia. With a population of 44 million, Algeria is the ninth-most populous country in Africa, and the 32nd-most populous country in the world. The capital and largest city is Algiers, located in the far north on the Mediterranean coast.

Algeria produced and is linked to many civilizations, empires and dynasties, including ancient Numidians, Phoenicians, Carthaginians, Romans, Vandals, Byzantines, Umayyads, Abbasids, Rustamids, Idrisids, Aghlabids, Fatimids, Zirids, Hammadids, Almoravids, Almohads, Zayyanids, Spaniards, Ottomans and the French colonial empire. The vast majority of Algeria’s population is Arab-Berber, practicing Islam, and using the official languages of Arabic and Berber. However, French serves as an administrative and educational language in some contexts. The main spoken language is Algerian Arabic.

Algeria is a semi-presidential republic, with local constituencies consisting of 58 provinces and 1,541 communes. Algeria is a regional power in North Africa, and a middle power in global affairs. It has the highest Human Development Index of all non-island African countries and one of the largest economies on the continent, based largely on energy exports. Algeria has the world’s sixteenth-largest oil reserves and the ninth-largest reserves of natural gas. Sonatrach, the national oil company, is the largest company in Africa, supplying large amounts of natural gas to Europe. Algeria’s military is one of the largest in Africa, and has the largest defence budget on the continent. It is a member of the African Union, the Arab League, the OIC, OPEC, the United Nations, and the Arab Maghreb Union, of which it is a founding member.

Government and politics

Elected politicians have relatively little sway over Algeria. Instead, a group of unelected civilian and military “décideurs” (“deciders”), known as “le pouvoir” (“the power”), actually rule the country, even deciding who should be president. The most powerful man might have been Mohamed Mediène, the head of military intelligence, before he was brought down during the 2019 protests. In recent years, many of these generals have died, retired, or been imprisoned. After the death of General Larbi Belkheir, previous president Bouteflika put loyalists in key posts, notably at Sonatrach, and secured constitutional amendments that made him re-electable indefinitely, until he was brought down in 2019 during protests.

The head of state is the President of Algeria, who is elected for a five-year term. The president is limited to two five-year terms. The most recent presidential election was planned to be in April 2019, but widespread protests erupted on 22 February against the president’s decision to participate in the election, which resulted in President Bouteflika announcing his resignation on 3 April. Abdelmadjid Tebboune, an independent candidate, was elected as president after the election eventually took place on 12 December 2019. Protestors refused to recognise Tebboune as president, citing demands for comprehensive reform of the political system. Algeria has universal suffrage at 18 years of age. The President is the head of the army, the Council of Ministers and the High Security Council. He appoints the Prime Minister who is also the head of government.

The Algerian parliament is bicameral; the lower house, the People’s National Assembly, has 462 members who are directly elected for five-year terms, while the upper house, the Council of the Nation, has 144 members serving six-year terms, of which 96 members are chosen by local assemblies and 48 are appointed by the president. According to the constitution, no political association may be formed if it is “based on differences in religion, language, race, gender, profession, or region”. In addition, political campaigns must be exempt from the aforementioned subjects.

Parliamentary elections were last held in May 2017. In the elections, the FLN lost 44 of its seats, but remained the largest party with 164 seats, the military-backed National Rally for Democracy won 100, and the Muslim Brotherhood-linked Movement of the Society for Peace won 33.

Abdelmadjid Tebboune (born 17 November 1945) is an Algerian politician currently serving as the President of Algeria since December 2019 and as Minister of Defence.

He took over the power from former President Abdelaziz Bouteflika and former Acting Head of State Abdelkader Bensalah. Previously, he was Prime Minister of Algeria from May 2017 to August 2017. In addition, he was also Minister of Housing from 2001 to 2002 for a year and again from 2012 to 2017 for 5 years.

Presidency

On the eve of the first anniversary of the Hirak Movement, President Abdelmadjid Tebboune announced in a statement to the Algerian national media that 22 February would be declared the Algerian “National Day of Fraternity and Cohesion Between The People and Its Army For Democracy.” In the same statement, Tebboune spoke in favor of the Hirak Movement, saying that “the blessed Hirak has preserved the country from a total collapse” and that he had “made a personal commitment to carry out all of the [movement’s] demands.” On 21 and 22 February 2020, masses of demonstrators (with turnout comparable to well-established Algerian holidays like the Algerian Day of Independence) gathered to honor the anniversary of the Hirak Movement and the newly established national day.

In an effort to contain the COVID-19 pandemic, Tebboune announced on 17 March 2020 that “marches and rallies, whatever their motives” would be prohibited. After protestors and journalists were arrested for participating in such marches, Tebboune faced accusations of attempting to “silence Algerians.” Notably, the government’s actions were condemned by Amnesty International, which said in a statement that “when all eyes […] are on the management of the COVID-19 pandemic, the Algerian authorities are devoting time to speeding up the prosecution and trial of activists, journalists, and supporters of the Hirak movement.” CNLD estimated that around 70 prisoners of conscience were imprisoned by 2 July 2020 and that several of the imprisoned were arrested for Facebook posts.

On 28 December 2019, the then-recently inaugurated President Tebboune met with Ahmed Benbitour, the former Algerian Head of Government, with whom he discussed the “foundations of the new Republic.”

On 8 January 2020, Tebboune established a “commission of experts” composed of 17 members (a majority of which were professors of constitutional law) responsible for examining the previous constitution and making any necessary revisions. Led by Ahmed Laraba, the commission was required to submit its proposals to Tebboune directly within the following two months. In a letter to Laraba on the same day, Tebboune outlined seven axes around which the commission should focus its discussion. These areas of focus included strengthening citizens’ rights, combatting corruption, consolidating the balance of powers in the Algerian government, increasing the oversight powers of parliament, promoting the independence of the judiciary, furthering citizens’ equality under the law, and constitutionalizing elections. Tebboune’s letter also included a call for an “immutable and intangible” two-term limit to anyone serving as president — a major point of contention in the initial Hirak Movement protests, which were spurred by former president Abdelaziz Bouteflika’s announced intention to run for a fifth term.

In January 2020, Tebboune also instructed Prime Minister Djerad to prepare a bill against all forms of racism, regionalism and hate speech based on political convictions, religion, belief or race.

The preliminary draft revision of the constitution was publicly published on 7 May 2020, but the Laraba Commission (as the “commission of experts” came to be known) was open to additional proposals from the public until 20 June. By 3 June, the commission had received an estimated 1,200 additional public proposals. After all revisions were considered by the Laraba Commission, the draft was introduced to the Cabinet of Algeria (Council of Ministers).

On 4 July 2020, Tebboune announced that the referendum would occur in September or October 2020.

On 24 August 2020, the date for the referendum was set for 1 November, the anniversary of the start of Algeria’s war of independence.

The revised constitution was adopted in the Council of Ministers on 6 September, in the People’s National Assembly on 10 September, and Council of the Nation on 12 September, but its implementation was contingent on the results of the 1 November referendum.

In October 2020, Tebboune was tested positive for COVID-19 and flew to Germany for treatment. Meanwhile, prime minister Abdelaziz Djerad assumed his tasks. On 29 December 2020, Tebboune resumed his duties.

The constitutional changes were approved on the 1 November 2020 referendum, with 66.68% of voters participating in favour of the changes.

On 10 January 2021, Tebboune flew back to Germany for treatment of complications in his foot resulting from the COVID-19 infection. On 12 February 2021, he returned to Algeria.

On 16 February 2021 mass protests and a wave of nationwide rallies and peaceful demonstrations against the government of Abdelmadjid Tebboune began. On 18 February 2021, Tebboune announced changes to the cabinet. He dismissed the Minister of Energy, the Minister of Industry, and the Minister of Water Resources among others. He also dissolved the lower house of the Algerian Parliament and called early legislative elections within six months.

In July 2021, Tebboune formed a new government with Ayman Benabderrahmane as Prime Minister.

On 28 July 2021, Tebboune stated that Algeria offers Libya “total assistance,” as he was hosting Mohammad Younes el-Menfi, the president of Libya’s Presidency Council.

On 8 December 2021, French minister of foreign affairs Jean-Yves Le Drian and Abdelmadjid Tebboune held a meeting. They discussed bilateral relations and peace in Libya and Mali.

On 24 January 2022, Tebboune visited Egypt’s President Abdel Fattah el-Sisi in Cairo. They discussed bilateral relations, the situation in Libya after the indefinite postponement of elections, the Grand Ethiopian Renaissance Dam, and the potential return of Syria to the Arab League. It was the first official visit of an Algerian president to Cairo since 2008.

On 15 February 2022, Tebboune announced that the government will introduce unemployment benefits for young adults, with the unemployment rate in the country being over 15% . The president announced that payments to job hunters aged 19 to 40 will begin in March, with the goal of preserving “young people’s dignity.” He also stated that the increase in the disputes between his country and Morocco is due to Israeli intervention.

On 26 May 2022, during a state visit to Rome, Tebboune agreed to increase gas supply for Italy and Europe after the Russian invasion of Ukraine. On 18 July 2022, Tebboune signed an energy contract worth €4 billion for additional gas supply to Italy with Italian Prime Minister Mario Draghi in Algiers, making Algeria Italy’s biggest gas supplier.

Aymen Benabderrahmane (born 30 August 1966) is an Algerian politician who is serving as Prime Minister of Algeria since 30 June 2021 and Minister of Finance since 23 June 2020.

Political career

On 23 June 2020, Benabderrahmane was appointed Minister of Finance. He was appointed Prime Minister on 30 June 2021 and succeeded Abdelaziz Djerad. On 10 July 2021, Benabderrahmane tested positive for COVID-19. Algerian state TV said that he would quarantine for seven days, but will continue performing his duties virtually.

Abdelaziz Djerad (born 12 February 1954) is an Algerian politician and diplomat who served as Prime Minister of Algeria from 28 December 2019 to 30 June 2021. In September 2021, he was appointed ambassador to Sweden.

Premiership (2019–2021)

On 28 December 2019, Djerad was appointed Prime Minister of Algeria by President Abdelmadjid Tebboune and was immediately tasked with forming a new government.

On 29 December 2019, he appointed Brahim Bouzeboudjen as Director of Cabinet and Mohamed Lamine Saoudi Mabrouk as Head of Prime Minister’s Office.

A government was named on 2 January 2020.

On 13 January 2020, Abdelaziz Djerad was asked by president Tebboune to prepare a law criminalizing all forms of racism, regionalism and hate speech. In October 2020, president Tebboune was tested positive for COVID-19 and flew to Germany for treatment. Meanwhile, Djerad assumed his tasks. On 29 December 2020, president Tebboune resumed his duties.

Djerad resigned on 24 June 2021 after the 2021 Algerian legislative election. He was succeeded by Aymen Benabderrahmane, Minister of Finance since June 2020.

After premiership (2021–present)

On 5 September 2021, Djerad was appointed ambassador to Sweden by President Tebboune.

The People’s National Assembly, abbreviated APN, is the lower house of the Algerian Parliament. It is composed of 407 members directly elected by the population. Of the 407 seats, 8 are reserved for Algerians living abroad. Members of the People’s National Assembly are directly elected through proportional representation in multiple-member districts and serve terms lasting five years at a time. The last election for this body was held on 12 June 2021. The minimum age for election to the Assembly is 28.

There are 58 districts, corresponding to the wilayas (provinces), and an overseas constituency, which send representatives to this body. The current speaker of the APN is Ibrahim Boughali, an independent member. The minimum age to vote in Algeria is 18 and voting is not compulsory.

People’s National Assembly building

The People’s National Assembly building is a public building in Algiers and home of Algeria’s People’s National Assembly. It was designed in 1934 and inaugurated in 1951 as a new city hall for the Greater Algiers, and repurposed following the country’s independence in 1962.

Background

The building’s location was previously used by a logistical branch of the French military (manutention militaire), built during the Second French Empire.

The municipality had previously been located, from 1850 to 1883, in the Vieux Palais of the Casbah of Algiers; and from 1883 to the mid-20th century on the Algiers waterfront, now Boulevard Zighoud-Youcef [fr], in the former Hôtel d’Orient building that still hosts the Casbah municipality.

History

In 1934, an architectural competition was held to build a new city hall for the expanding metropolis of Algiers. The competition’s winners, the Paris-based brothers Edouard and Jean Niermans [fr] in a team with local architect Jean-Louis Ferlié, designed a compact building in late Art Deco or Stripped Classicism style. The building was substantially completed in 1941 but was then used in the wartime context by civilian and military departments of the French state, which only returned it to the Algiers municipality in 1945. Given the post-war scarcity, the finishing works were protracted and not entirely completed at the time of official inauguration in 1951.

In the 2010s, plans were considered to relocate the People’s National Assembly and the Council of the Nation in a new Algerian Parliament complex, to be built northeast of Les Fusillés Station in the waterfront neighborhood of Hussein Dey.

Abderrahmane Benbouzid (born June 1, 1950 in Ouled Djellal, is an Algerian doctor and politician. He is the Minister of Health of Algeria from January 4, 2020 to September 8, 2022.

Biography

An orthopaedic surgeon by training, he held the position of head of the orthopaedic and traumatology department at the EHS “Pr Abdelkader Boukhroufa” of Ben Aknoun. On 4 January 2020, he took office as Minister of Health, Population and Hospital Reform, replacing Mohamed Miraoui. He leaves his post on September 8, 2022.

Angola, officially the Republic of Angola, is a country located on the west coast of Southern Africa. It is the second-largest Lusophone (Portuguese-speaking) country in both total area and population (behind Brazil in both cases), and is the seventh-largest country in Africa. It is bordered by Namibia to the south, the Democratic Republic of the Congo to the north, Zambia to the east, and the Atlantic Ocean to the west. Angola has an exclave province, the province of Cabinda, that borders the Republic of the Congo and the Democratic Republic of the Congo. The capital and most populous city is Luanda.

Angola has been inhabited since the Paleolithic Age. Its formation as a nation-state originates from Portuguese colonisation, which initially began with coastal settlements and trading posts founded in the 16th century. In the 19th century, European settlers gradually began to establish themselves in the interior. The Portuguese colony that became Angola did not have its present borders until the early 20th century, owing to resistance by native groups such as the Cuamato, the Kwanyama and the Mbunda.

After a protracted anti-colonial struggle, Angola achieved independence in 1975 as a Marxist–Leninist one-party Republic. The country descended into a devastating civil war the same year, between the ruling People’s Movement for the Liberation of Angola (MPLA), backed by the Soviet Union and Cuba, the insurgent National Union for the Total Independence of Angola (UNITA), an originally Maoist and later anti-communist group supported by the United States and South Africa, and the militant organization National Liberation Front of Angola (FNLA), backed by the Zaire. The country has been governed by MPLA ever since its independence in 1975. Following the end of the war in 2002, Angola emerged as a relatively stable unitary, presidential constitutional republic.

Angola has vast mineral and petroleum reserves, and its economy is among the fastest-growing in the world, especially since the end of the civil war; however, economic growth is highly uneven, with most of the nation’s wealth concentrated in a disproportionately small part of the population; the largest investment and trade partners are China and the United States. The standard of living remains low for most Angolans; life expectancy is among the lowest in the world, while infant mortality is among the highest. Since 2017, the government of João Lourenço has made fighting corruption its flagship, so much so that many individuals of the previous government are either jailed or awaiting trial. Whilst this effort has been recognised by foreign diplomats to be legitimate, some skeptics see the actions as being politically motivated.

Angola is a member of the United Nations, OPEC, African Union, the Community of Portuguese Language Countries, and the Southern African Development Community. As of 2021, the Angolan population is estimated at 32.87 million. Angola is multicultural and multiethnic. Angolan culture reflects centuries of Portuguese influence, namely the predominance of the Portuguese language and of the Catholic Church, intermingled with a variety of indigenous customs and traditions.

Government and politics

The Angolan government is composed of three branches of government: executive, legislative and judicial. The executive branch of the government is composed of the President, the Vice-Presidents and the Council of Ministers.

The legislative branch comprises a 220-seat unicameral legislature, the National Assembly of Angola, elected from both provincial and nationwide constituencies. For decades, political power has been concentrated in the presidency.

After 38 years of rule, in 2017 President dos Santos stepped down from MPLA leadership. The leader of the winning party at the parliamentary elections in August 2017 would become the next president of Angola. The MPLA selected the former Defense Minister João Lourenço as Santos’ chosen successor. Out of 32 ministers there were 12 women.

In what has been described as a political purge to cement his power and reduce the influence of the Dos Santos family, Lourenço subsequently sacked the chief of the national police, Ambrósio de Lemos, and the head of the intelligence service, Apolinário José Pereira. Both are considered allies of former president Dos Santos. He also removed Isabel Dos Santos, daughter of the former president, as head of the country’s state oil company Sonangol. In August 2020, José Filomeno dos Santos, son of Angola’s former president, was sentenced for five years in jail for fraud and corruption.

João Manuel Gonçalves Lourenço GColIH (born 5 March 1954) is an Angolan politician, who has served as the president of Angola since 26 September 2017. Previously, he was Minister of Defence from 2014 to 2017. In September 2018, he became the Chairman of the People’s Movement for the Liberation of Angola (MPLA), the ruling party. He was the party’s Secretary-General from 1998 to 2003.

João Lourenço was designated in December 2016 to occupy the party’s number one position in the August 2017 legislative election. In terms of the 2010 constitution, “the individual heading the national list of the political party or coalition of political parties which receives the most votes in general elections … shall be elected President of the Republic and Head of the Executive” (Article 109). As the MPLA won a majority of 150 seats, Lourenço automatically became President of Angola, succeeding José Eduardo dos Santos, who had been in power for 38 years. Lourenço was officially sworn into office on 26 September 2017.

Political career

Lourenço’s early politics were mainly confined within the MPLA as an officer responsible for keeping guerrilla soldiers’ morale high. Following his appointment as Governor of Moxico Province in 1984, he continued to rise through the ranks of the ruling party. He also served as the provincial commissioner of Moxico Province for the MPLA, president of the Regional Military Council of the 3rd Military Political Region, First Secretary of MPLA and Provincial Commissioner of Benguela Province. He was the MPLA’s Secretary for Information from 1992 to 1997 and President of the MPLA Parliamentary Group in the National Assembly from 1993 to 1998.

At a party congress, he was elected as Secretary-General of the MPLA on 12 December 1998. His election was said to be linked to the favour of President José Eduardo dos Santos and it was thought that Lourenço could potentially succeed the long-ruling dos Santos at some point. However, after dos Santos said in 2001 that he would not seek re-election as president, Lourenço openly expressed an interest in becoming the MPLA’s presidential candidate and thereby damaged his standing with dos Santos, who apparently had no real intention of leaving office, but had sought to expose political rivals. Juilão Mateus Paulo succeeded him as MPLA Secretary-General at a December 2003 party congress.

Lourenço was First Vice-President of the National Assembly from 2003 to 2014. He was appointed as Minister of Defense in April 2014, and he was designated as Vice-President of the MPLA in August 2016. In September 2018 he became the Chairman of the MPLA, replacing José Eduardo dos Santos.

Lourenço is very close to Elliott Broidy. Through Broidy’s firm Circinus, Broidy allegedly received $6 million in January 2017 for lobbying on behalf of the interests of Angola by arranging meetings with Angolans and several Republican United States Senators including Ron Johnson and Tom Cotton, fostering a closer relationship between Washington, and Luanda, attempting to arrange meetings among Lourenço and Mike Pence and Donald Trump and allowing Lourenço to attend a September 2017 event at Trump’s Mar-a-Lago club of which Broidy is a member, however, Lourenço did not attend.

In December 2016 the MPLA designated Lourenço as the party’s top candidate in the 2017 legislative election. He was elected President of Angola on 23 August 2017 and took office on 26 September becoming the third President in the country’s history. On 8 September 2018, he was elected President of the MPLA, Angola’s ruling party since 1975, becoming its 5th party leader.

In June 2018, Lourenço legalised Angola’s first LGBT collective. The following January, he replaced the 1886 colonial law banning homosexual acts, and prohibited discrimination against LGBT people. The reforms also permitted abortion in cases of rape or danger to mother or fetus.

The National Assembly is the legislative branch of the government of Angola. The National Assembly is a unicameral body, with 220 members: 130 members elected by proportional representation and 90 members elected by provincial districts.

The People’s Movement for the Liberation of Angola (MPLA) has held a majority in the Assembly since independence. Due to the Angolan Civil War, elections were delayed for years until they were eventually held in September 2008. The first elections under the new constitution were held in 2012, after a new constitution was adopted in 2010, increasing considerably the power of the President, and diminishing that of the National Assembly as well as that of the judiciary.

Premises

The original building of the National Assembly from 1980, also called People’s assembly was located in Estúdio/Restauração Cinema in urban district of Ingombota. The new building inaugurated on 9 November 2015 was initiated on 15 October 2009, while the construction started on 17 May 2010. It is a part of the Political Administrative Centre covering an area of 72,000 Sq.m and a built area of 54,000 sq.m. The Centre accommodates Presidential Palace, the Palace of Justice, the Defence Ministry, Ministry of Justice and Human Rights, the Episcopal Palace and the premises of the former National Assembly headquarters. The New Assembly has 4,600 seats overall with 1,200 in meeting rooms. The compound has four blocks each with six floors, a basement parking that can accommodate 494 vehicles, out of which 34 is reserved for VIPs. The construction was carried out by Portuguese company Teixeira Duarte under the supervision of Special Works Office of the Government of Angola. The building was inaugurated by José Eduardo dos Santos on 10 November 2015.

Benin, officially the Republic of Benin, and formerly Dahomey, is a country in West Africa. It is bordered by Togo to the west, Nigeria to the east, Burkina Faso to the north-west, and Niger to the north-east. The majority of its population lives on the southern coastline of the Bight of Benin, part of the Gulf of Guinea in the northernmost tropical portion of the Atlantic Ocean. The capital is Porto-Novo, and the seat of government is in Cotonou, the most populous city and economic capital. Benin covers an area of 114,763 square kilometres (44,310 sq mi) and its population in 2021 was estimated to be approximately 13 million. It is a tropical nation, dependent on agriculture, and is an exporter of palm oil and cotton. Some employment and income arise from subsistence farming.

The official language of Benin is French, with indigenous languages such as Fon, Bariba, Yoruba and Dendi also spoken. The largest religious group in Benin is Roman Catholicism, followed by Islam, Vodun and Protestantism. Benin is a member of the United Nations, the African Union, the Economic Community of West African States, the Organisation of Islamic Cooperation, the South Atlantic Peace and Cooperation Zone, La Francophonie, the Community of Sahel–Saharan States, the African Petroleum Producers Association and the Niger Basin Authority.

From the 17th to the 19th century, political entities in the area included the Kingdom of Dahomey, the city-state of Porto-Novo, and other states to the north. This region was referred to as the Slave Coast from the early 17th century due to the high number of people who were sold and trafficked during the Atlantic slave trade to the New World. France took over the territory in 1894, incorporating it into French West Africa as French Dahomey. In 1960, Dahomey gained full independence from France. As a sovereign state, Benin has had democratic governments, military coups, and military governments. A self-described Marxist–Leninist state called the People’s Republic of Benin existed between 1975 and 1990. In 1991, it was replaced by the multi-party Republic of Benin.

Politics

Its politics take place in a framework of a presidential representative democratic republic in which the President of Benin is both head of state and head of government, within a multi-party system. Executive power is exercised by the government. Legislative power is vested in the government and the legislature. The judiciary is officially independent of the executive and the legislature, while in practice its independence has been gradually hollowed out by Talon, and the Constitutional Court is headed by his former personal lawyer. The political system is derived from the 1990 Constitution of Benin and the subsequent transition to democracy in 1991.

It was ranked 18th out of 52 African countries and scored best in the categories of Safety & Rule of Law and Participation & Human Rights. In its 2007 Worldwide Press Freedom Index, Reporters Without Borders ranked Benin 53rd out of 169 countries. That place had fallen to 78th by 2016, when Talon took office, and has fallen further to 113th. Benin has been rated equal-88th out of 159 countries in a 2005 analysis of police, business, and political corruption.

Its democratic system “has eroded” since President Talon took office. In 2018 his government introduced new rules for fielding candidates and raised the cost of registering. The electoral commission, packed with Talon’s allies, barred all opposition parties from the parliamentary election in 2019, resulting in a parliament made up entirely of supporters of Talon. That parliament subsequently changed election laws such that presidential candidates need to have the approval of at least 10% of Benin’s MPs and mayors. As parliament and most mayors’ offices are controlled by Talon, he has control over who can run for president. These changes have drawn condemnation from international observers and led to the United States government partially terminating development assistance to the country.

Patrice Guillaume Athanase Talon (born 1 May 1958) is a Beninese politician and businessman who has been President of Benin since 6 April 2016.

President

Talon ran as an independent candidate in the March 2016 presidential election. He finished second to Prime Minister Lionel Zinsou of the Cowry Forces for an Emerging Benin in the first round of voting, but won the second round with 65% of the vote. Zinsou conceded on election night. On 25 March 2016, Talon said that he would “first and foremost tackle constitutional reform”, discussing his plan to limit presidents to a single term of five years in order to combat “complacency”. He also said that he planned to reduce the government from 28 to 16 members.

Talon was sworn in on 6 April 2016. The composition of his government was announced later that day. There was no prime minister, and two defeated presidential candidates who had backed Talon in the second round, Pascal Koupaki and Abdoulaye Bio-Tchane, were appointed to key posts, Secretary-General of the Presidency and Minister of State for Planning and Development, respectively. Talon pledged to increase Benin’s fortunes in five years and improve its relationship with France. Some of his policy goals are to reduce the power of the executive and limit presidents to single terms of five years, a novel suggestion in Africa. He appointed 22 ministers, four of which were women.

On 4 April 2017, the National Assembly failed to pass a bill that would have led to a referendum on Talon’s proposal to limit presidents to a single five-year term. 63 votes in the 83-member National Assembly were required for passage, and the bill received 60 votes. Talon said a few days later that he would not pursue the matter any further. He said he was saddened by the outcome of the vote but respected it because of his commitment to democracy. He declined to say whether he would stand for reelection in 2021, but eventually it was apparent that he would. Benin’s democratic reputation has declined during the last few years. Changes in the law mean that presidential candidates need the support of 16 members of parliament and nearly all current MPs are members of parties that support Talon. It was predicted that Talon could be reelected unopposed. Ultimately, he was reelected with 86% of the vote.

In 2018, Sébastien Ajavon, an opponent who came third in the 2016 presidential election, was sentenced to 25 years in prison for “drug trafficking” and “forgery and fraud”. Several opposition figures were sentenced to heavy prison terms in December 2021. Former Minister of Justice Reckya Madougou was sentenced to twenty years in prison for “terrorism”, and the law professor Joël Aïvo to ten years for “money laundering” and “undermining state security”. According to journalist and teacher Francis Kpatindé, Talon’s policies have led to a decline in human rights and the right to strike.

The unicameral National Assembly is Benin’s legislative body.

The National Assembly in Porto-Novo as it exists today was formed in 1990. The current National Assembly has 83 members who are directly elected through a system of party-list proportional representation and serve five-year terms.

History

The first parliament of an independent Benin was defined by the Constitution of 28 February 1959 and lasted from April 1959 to November 1960. It was chaired by Justin Ahomadegbé Tomètin. With a 1960 and a 1964 constitution, two new National Assemblies were enacted each time. The implementation of the Basic Law of 9 September 1977 radically altered the parliament. It was renamed the Revolutionary National Assembly (ANR) and lasted until February 1990. The High Council of the Republic was formed in February 1990 to democratize the country and was chaired by Archbishop Isidore de Souza. A new constitution was passed on 11 December 1990 which formed the basic structure of the current assembly.

Burkina Faso is a landlocked country in West Africa with an area of 274,200 km² (105,900 sq mi), bordered by Mali to the northwest, Niger to the northeast, Benin to the southeast, Togo and Ghana to the south, and the Ivory Coast to the southwest. It has a population of 20,321,378. Previously called Republic of Upper Volta (1958–1984), it was renamed Burkina Faso by President Thomas Sankara. Its citizens are known as Burkinabè, and its capital and largest city is Ouagadougou.

The largest ethnic group in Burkina Faso is the Mossi people, who settled the area in the 11th and 13th centuries. They established powerful kingdoms such as the Ouagadougou, Tenkodogo, and Yatenga. In 1896, it was colonized by the French as part of French West Africa; in 1958, Upper Volta became a self-governing colony within the French Community. In 1960, it gained full independence with Maurice Yaméogo as President. In its early years, the country was subject to instability, droughts, famines and corruption. Various coups have also taken place in the country, in 1966, 1980, 1982, 1983, 1987, an attempt in 1989, 2015, and 2022. Thomas Sankara served as the country’s President from 1982 until he was killed in the 1987 coup led by Blaise Compaoré who became president and ruled the country until his removal on 31 October 2014. Sankara launched an ambitious socioeconomic programme which included a nationwide literacy campaign, land redistribution to peasants, railway and road construction, and the outlawing of female genital mutilation, forced marriages, and polygamy.

Burkina Faso has been severely affected by the rise of Islamist terror in the Sahel since the mid-2010s. Several militias, partly allied with Islamic State (IS) or al-Qaeda, operate across the borders to Mali and Niger. More than one million of the country’s 21 million inhabitants are internally displaced persons. On 24 January 2022, the military and its “Patriotic Movement for Safeguard and Restoration” (MPSR) declared itself to be in power. Previously the military had executed a coup against President Roch Marc Kaboré. On 31 January, the military junta restored the constitution and appointed Paul-Henri Sandaogo Damiba as interim president.

Burkina Faso is a least developed country with a GDP of $16.226 billion. 63% of its population practices Islam and 22% practice Christianity. Due to French colonialism, the country’s official language of government and business is French. There are 60 indigenous languages officially recognized by the Burkinabè government, with the most common language, Mooré, spoken by over 50% of Burkinabè. The country is governed as a semi-presidential republic with executive, legislative and judicial powers. Burkina Faso is a member of the United Nations, La Francophonie and the Organisation of Islamic Cooperation. It is currently suspended from ECOWAS and the African Union.

Government

With French help, Blaise Compaoré seized power in a coup d’état in 1987. He overthrew his long-time friend and ally Thomas Sankara, who was killed in the coup.

The constitution of 2 June 1991 established a semi-presidential government: its parliament could be dissolved by the President of the Republic, who was to be elected for a term of seven years. In 2000, the constitution was amended to reduce the presidential term to five years and set term limits to two, preventing successive re-election. The amendment took effect during the 2005 elections. If passed beforehand, it would have prevented Compaoré from being reelected.

Other presidential candidates challenged the election results. But in October 2005, the constitutional council ruled that, because Compaoré was the sitting president in 2000, the amendment would not apply to him until the end of his second term in office. This cleared the way for his candidacy in the 2005 election. On 13 November 2005, Compaoré was reelected in a landslide, because of a divided political opposition.

In the 2010 presidential election, President Compaoré was re-elected. Only 1.6 million Burkinabè voted, out of a total population 10 times that size.

The 2011 Burkinabè protests were a series of popular protests that called for the resignation of Compaoré, democratic reforms, higher wages for troops and public servants and economic freedom. As a result, governors were replaced and wages for public servants were raised.

The parliament consisted of one chamber known as the National Assembly, which had 111 seats with members elected to serve five-year terms. There was also a constitutional chamber, composed of ten members, and an economic and social council whose roles were purely consultative. The 1991 constitution created a bicameral parliament, but the upper house (Chamber of Representatives) was abolished in 2002.

The Compaoré administration had worked to decentralize power by devolving some of its powers to regions and municipal authorities. But the widespread distrust of politicians and lack of political involvement by many residents complicated this process. Critics described this as a hybrid decentralisation.

Political freedoms are severely restricted in Burkina Faso. Human rights organizations had criticised the Compaoré administration for numerous acts of state-sponsored violence against journalists and other politically active members of society.

In mid-September 2015 the Kafando government, along with the rest of the post-October 2014 political order, was temporarily overthrown in a coup attempt by the Regiment of Presidential Security (RSP). They installed Gilbert Diendéré as chairman of the new National Council for Democracy. On 23 September 2015, the prime minister and interim president were restored to power. The national elections were subsequently rescheduled for 29 November.

Kaboré won the election in the first round of voting, receiving 53.5% of the vote against 29.7% for the second place candidate, Zephirin Diabré. He was sworn in as president on 29 December 2015. The BBC described the president as a “French-educated banker … [who] sees himself as a social democrat, and has pledged to reduce youth unemployment, improve education and healthcare, and make health provision for children under six free of charge”.

The prime minister is head of government and is appointed by the president with the approval of the National Assembly. He is responsible for recommending a cabinet for appointment by the president. Paul Kaba Thieba was appointed PM in early 2016.

According to a World Bank Report in late 2018, the political climate was stable; the government was facing “social discontent marked by major strikes and protests, organized by unions in several economic sectors, to demand salary increases and social benefits …. and increasingly frequent jihadist attacks”. The next elections would be held in 2020.

Roch Marc Christian Kaboré (born 25 April 1957) is a Burkinabé banker and politician who served as the President of Burkina Faso from 2015 until he was deposed in 2022. He was the Prime Minister of Burkina Faso between 1994 and 1996 and President of the National Assembly of Burkina Faso from 2002 to 2012. Kaboré was also president of the Congress for Democracy and Progress (CDP) until his departure from the party in 2014. He founded the People’s Movement for Progress party that same year.

Kaboré was elected president in the November 2015 general election, winning a majority in the first round of voting. Upon taking office, he became the first non-interim president in 49 years without any past ties to the military. Kaboré worked as a banker prior to his political career.

On 24 January 2022, during the 2022 Burkina Faso coup d’état, Kaboré was deposed and detained by the military. After the announcement, the military declared that the parliament, government and constitution had been dissolved.

Political career

He was in the government as a minister and a special adviser to the president and has been a deputy in the National Assembly. He became Prime Minister in 1994. When the Congress for Democracy and Progress was formed in early February 1996, Kaboré resigned as Prime Minister and became the new ruling party’s First Vice-President, as well as Special Adviser at the Presidency.

On 6 June 2002, he was elected as President of the National Assembly of Burkina Faso, succeeding Mélégué Maurice Traoré.

Presidency

At an MPP convention held at the Ouagadougou Palais des Sports on 4–5 July 2015, Kaboré was officially confirmed as the MPP candidate for the presidential elections due to be held on 29 November 2015.

In the election of 29 November 2015, Kaboré won the election in the first round of voting, receiving 53.5% of the vote against 29.7% for the second place candidate, Zephirin Diabré. He was sworn in as President on 29 December 2015. He appointed Paul Kaba Thieba, an economist, as Prime Minister on 7 January 2016. The composition of the new government was announced on 13 January, with Kaboré personally taking charge of the ministerial portfolio for defense and veteran affairs. Jean-Claude Bouda, who had been Minister of Youth, was appointed on 20 February 2017 to take over from Kaboré as Minister of Defense.

He was reelected to a second term in the 22 November 2020 general elections with 57.74% of the vote.

Deposal and arrest

On 24 January 2022, Kaboré was deposed by the military. After the announcement, the military declared that the parliament, government, and constitution had been dissolved. The Patriotic Movement for Safeguard and Restoration (MPSR) shared a hand-written resignation letter by him, which was also signed, with its authenticity being verified by Reuters. “In the interests of the nation, following events that took place since yesterday, I have decided to resign from my role as president of Burkina Faso,” said the letter. It was afterwards reported that Kaboré had been detained at a military barracks. He was later transferred to house arrest.

In 1995, it became the lower house of a bicameral Parliament, but the upper house (Chamber of Representatives) was abolished in 2002. This revision was never executed due to an extended and unresolved political confrontation over the Senate’s establishment, which left the country effectively with a unicameral legislature as of the October 2014 constitutional crisis.

On 30 October 2014, as part of the 2014 Burkinabé uprising, protesters stormed the parliament building and set fire to it, in anger at the Parliament’s decision to amend the Constitution of Burkina Faso to abolish term limits, which would have effectively paved the way for President Blaise Compaoré to remain in office for another five-year term.

The Democratic Republic of the Congo, informally Congo-Kinshasa, DR Congo, the DRC, the DROC, or the Congo, and formerly and also colloquially Zaire, is a country in Central Africa. It is bordered to the northwest by the Republic of the Congo, to the north by the Central African Republic, to the northeast by South Sudan, to the east by Uganda, Rwanda and Burundi, and by Tanzania (across Lake Tanganyika), to the south and southeast by Zambia, to the southwest by Angola, and to the west by the South Atlantic Ocean and the Cabinda exclave of Angola. By area, it is the second-largest country in Africa and the 11th-largest in the world. With a population of around 108 million, the Democratic Republic of the Congo is the most populous officially Francophone country in the world. The capital and largest city is Kinshasa, which is also the nation’s economic center.

Centered on the Congo Basin, the territory of the DRC was first inhabited by Central African foragers around 90,000 years ago and was reached by the Bantu expansion about 3,000 years ago. In the west, the Kingdom of Kongo ruled around the mouth of the Congo River from the 14th to 19th centuries. In the northeast, center and east, the kingdoms of Azande, Luba and Lunda ruled from the 16th and 17th centuries to the 19th century. King Leopold II of Belgium formally acquired rights to the Congo territory in 1885 and declared the land his private property, naming it the Congo Free State. From 1885 to 1908, his colonial military forced the local population to produce rubber and committed widespread atrocities. In 1908, Leopold ceded the territory, which thus became a Belgian colony.

Congo achieved independence from Belgium on 30 June 1960 and was immediately confronted by a series of seccessionist movements, which culminated in the seizure of power of Mobutu in a 1965 coup d’état. Mobutu renamed the country Zaire in 1971 and imposed a harsh dictatorship until his overthrow in 1997 by the First Congo War. The country then had its name changed back and was confronted by the Second Congo War from 1998 to 2003, which resulted in the deaths of 5.4 million people. The war ended under President Joseph Kabila who governed the country from 2001 to 2019, under whom human rights in the country remained poor and included frequent abuses such as forced disappearances, torture, arbitrary imprisonment and restrictions on civil liberties. Following the 2018 general election, in the country’s first peaceful transition of power since independence, Kabila was succeeded as president by Félix Tshisekedi, who has served as president since. Since 2015, the Eastern DR Congo has been the site of an ongoing military conflict in Kivu.

The Democratic Republic of the Congo is extremely rich in natural resources but has suffered from political instability, a lack of infrastructure, corruption, and centuries of both commercial and colonial extraction and exploitation, followed by more than 60 years of independence, with little widespread development. Besides the capital Kinshasa, the two next largest cities, Lubumbashi and Mbuji-Mayi, are both mining communities. The DRC’s largest export is raw minerals, with China accepting over 50% of its exports in 2019. In 2019, DR Congo’s level of human development was ranked 175th out of 189 countries by the Human Development Index. As of 2018, following two decades of various civil wars and continued internal conflicts, around 600,000 Congolese refugees were still living in neighbouring countries. Two million children risk starvation, and the fighting has displaced 4.5 million people. The country is a member of the United Nations, Non-Aligned Movement, African Union, East African Community, COMESA, Southern African Development Community, and the Economic Community of Central African States.

Politics

After a four-year interlude between two constitutions, with new political institutions established at the various levels of government, as well as new administrative divisions for the provinces throughout the country, a new constitution came into effect in 2006 and politics in the Democratic Republic of the Congo finally settled into a stable presidential democratic republic. The 2003 transitional constitution had established a parliament with a bicameral legislature, consisting of a Senate and a National Assembly.

The Senate had, among other things, the charge of drafting the new constitution of the country. The executive branch was vested in a 60-member cabinet, headed by a President and four vice presidents. The President was also the Commander-in-Chief of the armed forces. The transitional constitution also established a relatively independent judiciary, headed by a Supreme Court with constitutional interpretation powers.

The 2006 constitution, also known as the Constitution of the Third Republic, came into effect in February 2006. It had concurrent authority, however, with the transitional constitution until the inauguration of the elected officials who emerged from the July 2006 elections. Under the new constitution, the legislature remained bicameral; the executive was concomitantly undertaken by a President and the government, led by a Prime Minister, appointed from the party able to secure a majority in the National Assembly.

The government – not the President – is responsible to the Parliament. The new constitution also granted new powers to the provincial governments, creating provincial parliaments which have oversight of the Governor and the head of the provincial government, whom they elect. The new constitution also saw the disappearance of the Supreme Court, which was divided into three new institutions. The constitutional interpretation prerogative of the Supreme Court is now held by the Constitutional Court.

Although located in the Central African UN subregion, the nation is also economically and regionally affiliated with Southern Africa as a member of the Southern African Development Community (SADC).

Félix Antoine Tshisekedi Tshilombo (born 13 June 1963) is a Congolese politician who has been the President of the Democratic Republic of the Congo since 25 January 2020. He is the leader of the Union for Democracy and Social Progress (UDPS), the DRC’s oldest and largest party, succeeding his late father Étienne Tshisekedi in that role, a three-time Prime Minister of Zaire and opposition leader during the reign of Mobutu Sese Seko. Tshisekedi was the UDPS party’s candidate for president in the December 2018 general election, which he was awarded, despite accusations of irregularities from several election monitoring organisations and other opposition parties. The Constitutional Court of the DRC upheld his victory after another opposition politician, Martin Fayulu, challenged the result, but Tshisekedi has been accused of making a deal with his predecessor, Joseph Kabila. The election marked the first peaceful transition of power since the state became independent from Belgium in 1960.

Since the Common Front for Congo (FCC) coalition, which is aligned with Kabila, still controlled the parliament and provincial governorships, Tshisekedi’s ability to govern or even appoint a new Prime Minister was limited for the first six months of his term. He named his coalition partner and political heavyweight, Vital Kamerhe, as his Chief of Cabinet, at first having designated him prime minister but not having the parliamentary support to get him appointed. In May 2019 he arrived at a deal with the parliament’s Kabila-aligned majority to appoint Sylvestre Ilunga prime minister. On 27 July 2019, negotiations finally ended between Tshisekedi and the parliament, agreeing on the formation of a new cabinet.

Jean-Michel Sama Lukonde Kyenge (born 4 August 1977) is a Congolese politician from the former Katanga Province who has occupied the role of Prime Minister of the Democratic Republic of the Congo since 15 February 2021. He was named the day of the 2021 Congo River disaster. He announced his cabinet on 12 April 2021. He is a member of the Future of Congo party.

Biography

Lukonde was born on 4 August 1977, in Paris, and is an engineer by training. He is the son of Stéphane Lukonde Kyenge, an important figure in the political scene of his native Katanga who was assassinated in 2001.

After being active in politics as a member of the Avenir du Congo (English, Future of Congo) party, and becoming one of the youngest Deputies at the National Assembly (Democratic Republic of the Congo), Lukonde was named Minister of Youth, Sports, and Leisure in December 2014, during the Joseph Kabila Presidency. He served in this position for 10 months, before resigning to support his party in their opposition to Kabila’s bid for a third successive term as President.

In June 2019, Lukonde became the Director-General of Gécamines: one of the largest mining companies in Africa, and the biggest in the Democratic Republic of Congo. He was appointed to this position by President Félix Tshisekedi in June 2019. Prior to this position, he was also deputy general administrator of the Congo National Railway Company, the SNCC.

He was named Prime Minister by Tshisekedi in February 2021. He later named his cabinet.

Sylvestre Ilunga Ilunkamba (born 1947, Katanga Province, Belgian Congo) is a Congolese politician who was appointed as the Prime Minister of the Democratic Republic of the Congo in May 2019, formally establishing his government in August 2019. He has had a long political career going back to the 1970s, having held a number of ministerial cabinet posts, and was previously a professor at the University of Kinshasa since 1979. Ilunga has also been the secretary general of Congo’s national railway company. He has a reputation as an experienced public servant and technocrat, as well as an ally of former President Joseph Kabila.

Biography

Sylvestre Ilunga was born in 1947 in the Katanga Province (today Haut-Katanga Province since the 2015 partition). He hails from the Luba ethnic group of Katanga. Ilunga worked as an economics professor at the University of Kinshasa since 1979. Ilunga entered politics in 1970 and held various government offices throughout the 1980s and 1990s, notably the cabinet posts of Minister of Planning (1990) and Minister of Finance (1990–1991) under the regime of Mobutu Sese Seko. After the fall of the Mobutu regime, Ilunga left the country and established a mining company in South Africa in 1993. He would return to the DRC a decade later. Since the 1990s he has largely been in retirement, except for being appointed in 2014 as the head of the SNCC, the national railway company of DR Congo. He was an economic advisor to the young President Joseph Kabila early in his term and oversaw the implementation of World Bank and IMF mandated reforms, including the privatisation of some government assets.

On 20 May 2019, at the age of 72, he was designated as the Prime Minister of the Democratic Republic of the Congo in a deal negotiated by President Félix Tshisekedi and the Common Front for Congo ruling coalition in the country’s parliament, who were allied with Tshisekedi’s predecessor Joseph Kabila. Since the December 2018 general election the former opposition leader had been in negotiations with the Kabila-allied parties to nominate a Prime Minister, which had secured a majority in the election. Other potential candidates included mining executive Albert Yuma, finance minister Henri Yav, and former national security advisor Jean Mbuyu were suggested but were rejected by the President for different reasons. Norbert Nkulu, a member of the DRC’s Constitutional Court, and Jean Nyembo Shabani, the former head of the Central Bank of Zaire, suggested Ilunga.

President Tshisekedi and the parliament agreed to form a new government on July 27, 2019, more than six months after the 2018 election, beginning Ilunga’s formal nomination for Prime Minister. Ilunga’s new cabinet included 65 members, including 48 ministers and 17 vice-ministers, out of which 42 posts went to the Common Front for Congo (coalition of pro-Kabila parties) and 23 for Heading for Change (President Tshisekedi’s alliance). Negotiations between Kabila and Tshisekedi had stalled over who would control the six “sovereign ministries” listed in the DRC’s constitution—Finance, Defense, Budget, Justice, Interior, and Foreign Affairs. The new cabinet was formally established in late August 2019.

On 28 January 2021, the National Assembly passed a motion of no confidence in Ilunga’s cabinet, effectively forcing its resignation. The vote was boycotted by the pro-Kabila coalition, and followed the removal of the Assembly speaker in December 2020.

The National Assembly is the lower house and main legislative political body of the Parliament of the Democratic Republic of the Congo. It was established by the 2006 constitution.

It is located at the People’s Palace in Kinshasa.

The most recent National Assembly was sworn in on January 28, 2019.

The People’s Palace or Palace of the People is the seat of the National Assembly and Senate in Kinshasa, Democratic Republic of Congo, formerly Zaire. It was completed in 1979 with a line of credit from the People’s Republic of China.

Post-Zaire period

In June 1997, after the Alliance of Democratic Forces for the Liberation of Congo (AFDL) under Laurent Kabila seized power, the Parliament of the Republic left the Palace of the Nation to settle in the Palace of the People.

Laurent Kabila, president of the DRC, had overthrown United States’ ally Mobutu, who died in exile in Morocco. After his assassination by a bodyguard in January 2001, Kabila lay in state at the People’s Palace for three days before being interred.

In December 2013, famed African rumba musician Tabu Ley Rochereau, sometimes known as “the African Elvis”, lay in state at the People’s Palace.

On 19 January 2015, after appeals from opposition parties standing against Laurent’s son and elected president Joseph Kabila’s proposed plan to delay the scheduled 2016 elections until after a burdensome national census had been held, protesters gathered in front of the People’s Palace. They were subsequently attacked with tear gas and live ammunition by government security forces. At least 42 people were killed in the violence.

Eteni Longondo (born 1964 or 1965, Kinshasa) is a Congolese doctor and politician. He is a Member of the UDPS, and a Minister of Health in the Sylvestre Ilunga government since September 2019.

Political career

In 2014, Eteni Longondo was appointed by Étienne Tshisekedi Deputy Secretary General of the Union for Democracy and Social Progress (UDPS) opposition party.

During the 2018 presidential election, he supported the candidacy of Félix Tshisekedi, who won the election.

Minister of Health

On August 26, 2019, Longondo was appointed Minister of Health within the Ilunga government, and took office on September 9, succeeding the interim minister Pierre Kangudia. When taking up his post, he announced that he wanted to strengthen the health system, solve the problem of the premium for doctors as well as want to put an end to the problem of fictitious workers.

As Minister of Health, he inherited the management of two major health crises: an Ebola epidemic, one of the most serious the country has known, as well as an epidemic of measles.

In October 2019, during a Russia-Africa summit in Sochi, he signed a cooperation agreement in the epidemiological field between the DRC and Russia with Anna Popova.

From March 2020, he manages the health crisis linked to the COVID-19 pandemic. Criticisms concerning the management of the resources allocated to the fight against the epidemic emerged in June 2020. Congolese microbiologist Jean-Jacques Muyembe of the INRB, which is in charge of the response, announced having received barely more than a million dollars, while the government had officially spent more than 27 million to fight against the epidemic. In a press release published on June 21, Eteni Longondo made public a report on the management of these funds by his ministry The minister explained this delay by erroneous lists, which would have been inflated with the names of agents not participating in the response.

Accusations of embezzlement

In July 2020, Longondo was accused of embezzlement. On July 3, the deputy PPRD François Nzekuye denounced, in a written question, the “catastrophic management” of the ministry, and accused Longondo of having set up a system of kickbacks. He also suspected him of having circulated expired drugs. Eteni Longondo promised to explain himself to the deputies if he is officially seized.

On July 7, a confidential report to the Prime Minister leaked on social networks, in which he was questioned by his vice-minister Albert M’Peti Biyombo (member of the FCC, pro-Kabila coalition). The latter denounced “mafia networks” within his ministry, which would have misappropriated the funds allocated to the fight against COVID-19, and accused the minister and other members of the government of bribery when awarding contracts. Jules Alingete Key, Inspector General of Finance, then launched an audit at the ministry. In response to these accusations, Eteni Longondo announced an intention to file a complaint against X for defamation. Doctors subsequently demonstrated to demand the resignation of the minister, accusing him of “embezzlement”

On August 27, 2021, Eteni Longondo was placed under a provisional arrest warrant, following a hearing at the public prosecutor’s office at the Court of Cassation in Kinshasa.

On August 31, 2021, Eteni Logondo was released on bail during a hearing before the council chamber of the Kinshasa Gombe tribunal de grande instance. This was granted to him after a two-week deliberation.

Ethiopia, officially the Federal Democratic Republic of Ethiopia, is a landlocked country in the Horn of Africa. It shares borders with Eritrea to the north, Djibouti to the northeast, Somalia to the east and northeast, Kenya to the south, South Sudan to the west, and Sudan to the northwest. Ethiopia has a total area of 1,100,000 square kilometres (420,000 sq mi). As of 2022, it is home to around 113.5 million inhabitants, making it the 12th-most populous country in the world and the 2nd-most populous in Africa after Nigeria. The national capital and largest city, Addis Ababa, lies several kilometres west of the East African Rift that splits the country into the African and Somali tectonic plates.

Anatomically modern humans emerged from modern-day Ethiopia and set out to the Near East and elsewhere in the Middle Paleolithic period. Southwestern Ethiopia has been proposed as a possible homeland of the Afroasiatic language family. In 980 BCE, the Kingdom of D’mt extended its realm over Eritrea and the northern region of Ethiopia, while the Kingdom of Aksum maintained a unified civilization in the region for 900 years. Christianity was embraced by the kingdom in 330, and Islam arrived by the first Hijra in 615. After the collapse of Aksum in 960, a variety of kingdoms, largely tribal confederations, existed in the land of Ethiopia. The Zagwe dynasty ruled the north-central parts until being overthrown by Yekuno Amlak in 1270, inaugurating the Ethiopian Empire and the Solomonic dynasty, claimed descent from the biblical Solomon and Queen of Sheba under their son Menelik I. By the 14th century, the empire grew in prestige through territorial expansion and fighting against adjacent territories; most notably, the Ethiopian–Adal War (1529–1543) contributed to fragmentation of the empire, which ultimately fell under a decentralization known as Zemene Mesafint in mid-18th century. Emperor Tewodros II ended Zemene Mesafint at the beginning of his reign in 1855, marking the reunification and modernization of Ethiopia.

From 1878 onwards, Emperor Menelik II launched a series of conquests known as Menelik’s Expansions, which resulted in the formation of current border of Ethiopia. Externally, during the late–19th-century, Ethiopia defended itself against foreign invasions, including from Egypt and Italy; as a result, Ethiopia and Liberia preserved their sovereignty during the Scramble for Africa. In 1935, Ethiopia was occupied by Fascist Italy and annexed with Italian-possessed Eritrea and Somaliland, later forming Italian East Africa. In 1941, during World War II, it was occupied by the British Army, and its full sovereignty was restored in 1944 after a period of military administration. The Derg, a Soviet-backed military junta, took power in 1974 after deposing Emperor Haile Selassie and the Solomonic dynasty, ruled the country nearly 17 years, initiating the Ethiopian Civil War. Following the dissolution of the Derg in 1991, the Ethiopian People’s Revolutionary Democratic Front (EPRDF) dominated the country with a new constitution and ethnic-based federalism. Since then, Ethiopia has suffered from prolonged and unsolved inter-ethnic clashes and political instability marked by democratic backsliding. From 2018, regional and ethnically based factions carried out armed attacks in multiple ongoing wars throughout Ethiopia.

Ethiopia is a multi-ethnic state with over 80 different ethnic groups. Christianity is the most widely professed faith in the country, with significant minorities of the adherents of Islam and traditional faiths. This sovereign state is a founding member of the UN, the Group of 24, the Non-Aligned Movement, the Group of 77, and the Organisation of African Unity. Addis Ababa is the headquarters of the African Union, the Pan African Chamber of Commerce and Industry, the United Nations Economic Commission for Africa, the African Standby Force and many of the global non-governmental organizations focused on Africa. Ethiopia is considered an emerging power and developing country, having the fastest economic growth in Sub-Saharan African countries because of foreign direct investment in expansion of agricultural and manufacturing industries. However, in terms of per capita income and the Human Development Index, the country is regarded as poor with high rates of poverty, poor respect for human rights, and a literacy rate of only 49%. Agriculture is the largest economic sector in Ethiopia, accounting for 36% of the country’s gross domestic product as of 2020.

Government and politics

Ethiopia is a federal parliamentary republic, wherein the Prime Minister is the head of government, and the President is the head of state but with largely ceremonial powers. Executive power is exercised by the government and federal legislative power vested in both the government and the two chambers of parliament. The House of Federation is the upper chamber of the bicameral legislature with 108 seats, and the lower chamber is the House of Peoples’ Representatives (HoPR) with 547 seats. The House of Federation is chosen by the regional councils whereas MPs of the HoPR are elected directly, in turn, they elect the president for a six-year term and the prime minister for a 5-year term.

The Ethiopian judiciary consists of dual system with two court structures: the federal and state courts. The FDRE Constitution vested federal judicial authority to the Federal Supreme Court which can overturn and review decisions of subordinate federal courts; itself has regular division assigned for fundamental errors of law. In addition, the Supreme Court can perform circuit hearings in established five states at any states of federal levels or “area designated for its jurisdiction” if deemed “necessary for the efficient rendering of justice”.

The Federal Supreme Proclamation granted three subject matter principles: laws, parties and place to federal court jurisdiction, first “cases arising under the Constitution, federal laws and international treaties”, second over “parties specified by federal laws”.

On the basis of Article 78 of the 1994 Ethiopian Constitution, the judiciary is completely independent of the executive and the legislature. To ensure this, the vice-president and President of the Supreme Court appointed by Parliament on the nomination of Prime Minister. Once elected, the executive power has no authority to remove from office. Other judges are nominated by the Federal Judicial Administration Council (FJAC) on the basis of transparent criteria and the Prime Minister’s recommendation for appointment in the HoPR. In all cases, judges cannot be removed from their duty unless they retired, violated disciplinary rules, gross incompatibility, or inefficiency to unfit due to ill health. Contrary, the majority vote of HoPR have the right to sanction removal in federal judiciary level or state council in cases of state judges. In 2015, the realities of this provision were questioned in a report prepared by Freedom House.

According to the Democracy Index published by the United Kingdom-based Economist Intelligence Unit in late 2010, Ethiopia was an “authoritarian regime”, ranking as the 118th-most democratic out of 167 countries. Ethiopia had dropped 12 places on the list since 2006, and the 2010 report attributed the drop to the government’s crackdown on opposition activities, media, and civil society before the 2010 parliamentary election, which the report argued had made Ethiopia a de facto one-party state.

However, since the appointment of Abiy Ahmed as prime minister in 2018, the situation has rapidly evolved.

Abiy Ahmed Ali (born 15 August 1976) is an Ethiopian politician who has been the 4th prime minister of the Federal Democratic Republic of Ethiopia since 2 April 2018. He won the 2019 Nobel Peace Prize for his work in ending the 20-year post-war territorial stalemate between Ethiopia and Eritrea. Abiy was the third chairman of the Ethiopian People’s Revolutionary Democratic Front (EPRDF) that governed Ethiopia for 28 years and the first Oromo in that position. Abiy is an elected member of the Ethiopian parliament, and was a member of the Oromo Democratic Party (ODP), one of the then four coalition parties of the EPRDF, until its rule ceased in 2019 and he formed his own party, the Prosperity Party.

In June 2020, Abiy, in concert with the National Election Board of Ethiopia (NEBE), decided to postpone scheduled parliamentary elections due to the COVID-19 pandemic. This move prompted criticism, especially from the opposition, and raised questions about the delay’s constitutional legitimacy.

In November 2020, simmering ethnic and political tensions, as well as attacks on the Ethiopian National Defense Force (ENDF) Northern Command, exploded into the ongoing Tigray War between the combined forces of the ENDF and the Eritrean army against forces loyal to the TPLF—an ethnic party which dominated the erstwhile ruling EPRDF coalition during a nearly thirty-year period marked by rapid development alongside increasing interethnic tension—as well as those loyal to significant allied groups such as the Oromo Liberation Army.

Prime Minister of Ethiopia

On 2 April 2018, Abiy was confirmed and sworn in by the Ethiopian parliament as Prime Minister of Ethiopia. During his acceptance speech, he promised political reform; to promote the unity of Ethiopia and unity among the peoples of Ethiopia; to reach out to the Eritrean government to resolve the ongoing Eritrean–Ethiopian border conflict after the Eritrean–Ethiopian War and to also reach out to the political opposition inside and outside of Ethiopia. His acceptance speech sparked optimism and received an overwhelmingly positive reaction from the Ethiopian public including the opposition groups inside and outside Ethiopia. Following his speech, his popularity and support across the country reached a historical high and some political observers argued that Abiy was overwhelmingly more popular than the ruling party coalition, the EPRDF.

Sahle-Work Zewde (born 21 February 1950) is an Ethiopian politician and diplomat who is the president of Ethiopia since 2018, being the first woman to hold the office. She was elected as president unanimously by members of the Federal Parliamentary Assembly on 25 October 2018.

American business magazine Forbes, on its annual edition of the Forbes list of The World’s 100 Most Powerful Women, listed Sahle-Work as the 96th most powerful woman in the world, and the highest-ranking African woman on the list.

President of Ethiopia

Sahle-Work was appointed as president of Ethiopia on 25 October 2018, the first woman to serve in the role and the fourth president since the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) coalition was elected in the newly established Federal Democratic Republic of Ethiopia in 1995. She replaced Mulatu Teshome, who resigned in unclear circumstances, and Sahle-Work is expected to serve two six-year terms.

Although her role is largely ceremonial (with most executive power lying with the prime minister), Sahle-Work’s election made her Ethiopia’s first female head of state since Empress Zewditu. As of 2021, she is one of two serving female heads of state in Africa, alongside Samia Suluhu of Tanzania.

On 25 March 2020, Sahle-Work announced on Twitter that she has pardoned more than 4,000 prisoners in a move to curb the spread of the COVID-19 pandemic in Ethiopia. She also pardoned more than 1,500 prisoners on 2 April 2020.

On 19 December 2020, Sahle-Work commuted the death sentences of former Derg officials Berhanu Bayeh and Adis Tedla to life imprisonment. They had been granted safe haven in the Italian embassy soon after the Derg regime’s collapse in 1991 and had been living there ever since. Italy refused to give them up because of its long-standing opposition to capital punishment. Berhanu and Adis had been sentenced in absentia to death in 2008, but were subsequently granted parole on 24 December.

The Federal Parliamentary Assembly is Ethiopia’s federal legislature. It consists of two chambers:

• The House of Federation (upper chamber)
• The House of Peoples’ Representatives (lower chamber)

Created with the adoption of the Ethiopian Constitution of 1995, the Parliament replaced the National Shengo as the legislative branch of the Ethiopian government.

Ethiopian Parliament Building

The Ethiopian Parliament building was built in the early 1930s in Addis Ababa, Ethiopia. Today, the large mosaics of St. George and the Dragon (Ethiopia’s Patron Saint) and the two Lions of Judah on either side of him have been painted over, and the gilding that covered the winged lions on the gates has worn away. Although the Derg used the new Shengo Hall (it was the largest pre-fabricated building in the world when it was built) across the street as its parliament, the present government has moved parliament back into this older building.

New building

In 2012, it was announced that a new parliament building would be built. It would be designed by a consortium of the Dutch architectural firms of Treurniet Architectuur and Michiel Clercx Architectuur and the Ethiopian firm of Addis Mebratu and S7 Architects. The design of the building is centered upon three drum-like shapes, symbolising Negarit drums, which were sounded upon the promulgation of imperial decrees. The symbol of the law-making process is transferred to the building’s design. The three “drums” will host the House of People’s Representatives, House of Federation, and the parliamentary library. Since the site is sloped, below the drums will sit offices for MPs and their staff.

Lia Tadesse Gebremedhin (born 1976) is an Ethiopian politician and physician serving as the current Minister of Health since March 2020. Prior to her appointment, Lia served as State Minister of Health from November 2018. She also served as an Executive Director at the University of Michigan’s Center for International Reproductive Health Training (CIRHT) in Ann Arbor, Michigan, as a CEO and Vice Provost in St. Paul’s Hospital Millennium Medical College (SPHMMC) in Addis Ababa and as a Project Director of USAID’s Maternal and Child Survival Program (MCSP) at Jhpiego-Ethiopia.

Career

Lia served as the CEO and Vice Provost of St. Paul’s Hospital Millennium Medical College in Addis Ababa Ethiopia for seven consecutive years since 2007. Prior to this, she was a senior obstetrician and gynecologist at the Federal Police Referral Hospital in Addis Ababa, Ethiopia. She served over 20 years in the Health Sector. Lia has been the Program Director for Center for International Reproductive Health Training (CIRHT) at the University of Michigan in Ann Arbor for three years since August 2015 and was a Project Director of Maternal and Child Survival Project at Jhpiego-Ethiopia for almost a year before that. In November 2018, Lia was appointed as a State Minister in the Federal Democratic Republic of Ethiopia Ministry of Health, and was promoted to Minister of Health in March 2020.
